    Description: Speaking to the Twentieth National Congress of the Communist Party of China, in October 2022, President Xi Jinping reiterated his commitment to the 'opening up' policy of his predecessors — a policy that has burnished the party’s political legitimacy among its citizens by enabling four decades of economic development. Yet, for all the talk of openness, 2022 was a year of both literal and symbolic locks and chains — including, of course, the long, coercive, and often brutally enforced lockdowns of neighbourhoods and cities across China, most prominently Shanghai. Then there was a vlogger’s accidental discovery of the ‘woman in chains’, sparking an anguished, nationwide conversation about human trafficking. That was part of a broader (if frequently censored) conversation about gendered violence and women’s rights, in a year when women’s representation at the highest levels of power, which was already minimal, decreased even further. There was trouble with supply chains and, with the Fourth Taiwan Strait Crisis, in August, island chains as well. Despite the tensions in the Asia-Pacific, the People’s Republic of China expanded its diplomatic initiatives among Pacific island nations and celebrated fifty years of diplomatic links with both Japan and Australia. As the year drew to a close, a tragic fire in a locked-down apartment building in Ürümqi triggered a series of popular protests that brought an end to three years of ‘zero COVID’. The China Story Yearbook: Chains provides informed perspectives on these and other important stories from 2022.

    Description: In China between Peace and War, Victor S. C. Cheng explores the gripping history of peace talks and international negotiations from 1945 to 1947 that helped determine the shape of the Chinese Civil War. The book focuses on the efforts of the two belligerent parties—​the Chinese Nationalists, or Guomindang, and the Communists—to achieve an enduring peace. It presents previously unexplored major elements of the peace talks: ambiguous treaties, package deals and short-term solutions. It identifies the burning challenges that confronted attempts at peacemaking, including the two warring parties' high-risk decision-making styles and the temptation to veto agreements and resume fighting. Cheng argues against popular notions that differences between the two belligerents in the Chinese Civil War were irreconcilable, that the failure of the peace talks was predetermined and that the US government mediators needed to remain neutral. Because the actions around the negotiating table occurred in a developing theatre of war, Cheng also explores the military decision-making of the opposing sides as well as the conflicts that ultimately plunged China into the world’s largest military engagement of the seven-plus decades since World War II. China between Peace and War highlights the contradictory role of political leaders who micromanaged the military, including their struggle to connect political objectives and military power, their rhetorical use of the 'decisive war’ concept, and their pursuit of radical military-political goals at the expense of a negotiated peace.

    Description: Since 2017, the Chinese authorities have detained hundreds of thousands of Uyghurs, Kazakhs and other Muslim minorities in 'reeducation camps' in China’s northwestern Xinjiang autonomous region. While the official reason for this mass detention was to prevent terrorism, the campaign has since become a wholesale attempt to remould the ways of life of these peoples—an experiment in social engineering aimed at erasing their cultures and traditions in order to transform them into ‘civilised’ citizens as construed by the Chinese state. Through a collection of essays penned by scholars who have conducted extensive research in the region, this volume sets itself three goals: first, to document the reality of the emerging surveillance state and coercive assimilation unfolding in Xinjiang in recent years and continuing today; second, to describe the workings and analyse the causes of these policies, highlighting how these developments insert themselves not only in domestic Chinese trends, but also in broader global dynamics; and, third, to propose action, to heed the progressive Left’s call since Marx to change the world and not just analyse it.

    Description: In the second year of the COVID-19 pandemic, the many facets of crisis—the theme of last year's China Story Yearbook—fractured into pictures of contradiction throughout Chinese society and the Chinese sphere of influence. Contradiction: the ancient Chinese word for the concept holds within it the image of an unstoppable spear meeting an impenetrable shield. It describes a wide range of phenomena that English might express with words like conflict, clash, paradox, incongruity, disagreement, rebuttal, opposition, and negation. This year’s Yearbook presents stories of action and reaction, of motion and resistance. The theme of contradiction plays out in different ways across the different realms of society, culture, environment, labour, politics, and international relations. Great powers do not necessarily succeed in dominating smaller ones. The seemingly irresistible forces of authoritarianism, patriarchy, and technological control come up against energised and surprisingly resilient means of resistance or cooptation. Efforts by various authorities to establish monolithic narrative control over the past and present meet a powerful insistence on telling the story from an opposite angle. The China Story Yearbook: Contradiction offers an accessible take on this complex and contradictory moment in the history of China and of the world.

    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Description: Lord Amherst's diplomatic mission to the Qing Court in 1816 was the second British embassy to China. The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of 'humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.

    Description: The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

    Description: In 2014, New York-based artist Lois Conner gifted one of pioneering Chinese artist Zhang Peili’s last paintings to The Australian National University’s newly opened Australian Centre on China in the World. Never exhibited and thought lost, the reemergence of Flying Machine (1994) prompts an exploration of the relation between painting and video in the oeuvre of Zhang Peili. Given Zhang’s significance as a leading conceptual painter in the 1980s, then as a media art pioneer and educator in the 1990s and 2000s, Zhang Peili: From Painting to Video is also a nuanced study of broader developments in Chinese contemporary art’s history. Featuring contributions by historian Geremie R. Barmé, photographer Lois Conner, art historians John Clark, Katie Grube, and Olivier Krischer, and curator Kim Machan, these essays together challenge the narrative of Zhang as ‘the father of Chinese video art’, highlighting instead the conceptual consistency, rigour, and formal experimentation in his work, which transcends a specific medium. By equal measure, the book embraces longstanding connections as integral to its meaning, connections between artists, curators and researchers, collaborators, colleagues and friends through China and Australia.

    Description: The fortieth anniversary of the Strategic and Defence Studies Centre’s founding provided the opportunity to assemble many of Australia’s leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy. The unravelling of the consensus on the ‘defence of Australia’ policy means that we must again undertake a balanced, long-term assessment of the nature of Australia’s strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

    Description: According to the Chinese zodiac, 2017 was the year of the ‘fire rooster’, an animal often associated with the mythical fenghuang, a magnificently beautiful bird whose appearance is believed to mark the beginning of a new era of peaceful flourishing. Considering the auspicious symbolism surrounding the fenghuang, it is fitting that on 18 October 2017, President Xi Jinping took to the stage of the Nineteenth Party Congress to proclaim the beginning of a ‘new era’ for Chinese socialism. However, in spite of such ecumenical proclamations, it became immediately evident that not all in China would be welcome to reap the rewards promised by the authorities. Migrant workers, for one, remain disposable. Lawyers, activists and even ordinary citizens who dare to express critical views also hardly find a place in Xi’s brave new world. This Yearbook traces the stark new ‘gilded age’ inaugurated by the Chinese Communist Party. It does so through a collection of more than 40 original essays on labour, civil society and human rights in China and beyond, penned by leading scholars and practitioners from around the world.

    Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry’s export customers in China, India and Iran during those early years became the OPK’s saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy. The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK’s most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia’s solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia’s growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: "The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors. All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders. The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe."

    Description: We cannot expect in East Asia over the foreseeable future to see the sort of conflation of sovereign states that has occurred in Europe. We must anticipate that, for the foreseeable future, the requirement will be for the sensible management and containment of competitive instincts. The establishment of a multilateral security body in East Asia that includes all the key players, and which the major powers invest with the authority to tackle the shaping of the regional security order, remains a critical piece of unfinished business.

    Description: The Representation of Science and Scientists on Postage Stamps examines how the postal authorities of the world have developed unique techniques to portray science and scientists in order to convey a message behind the stamp issue. It is a multi-disciplinary examination that investigates visual representation, semiotics, science, science history and politics, amongst other issues. The author introduces and describes a technique for looking at how and why images may have been chosen. Is the image a mirror reflecting a known reality or is it a lens to challenge, to prompt further thought or action? He also hypothesises that the Internet created a real change to science communication, influencing the way images of science were used. The stamp message changed from that of pursuing a public understanding approach to an awareness of science with its increasing contextual content.

    Description: Since September 11, 2001, our newspapers have been filled with the ‘war on terror’; our governments have mobilised their resources for ‘homeland security’; and people everywhere are braced for more terrorist attacks. Yet while the new threat is genuine, we must not lose sight of the continuing security concerns in the Asia-Pacific. Tensions persist on the Korean peninsula, in the Taiwan Straits and the South China Sea, and in Kashmir. The region is well supplied with weapons of mass destruction and may face an arms race, and there are a range of pressing human security issues. Likewise, the strategic realities of the region remain linked with US power, and with the emergence of China as a key regional player. The book examines the developing strategic relationships in the region, and clarifies the dilemmas for Australian policy-makers as they try to balance genuine engagement with the region against a long-standing and valued alliance with the United States. There was the centennial of the May Fourth Movement — a dream of patriotism and cultural renewal. The PRC celebrated its seventieth anniversary — a dream of revolution and national strength. It was also thirty years since the student-led Protest Movement of 1989 — dreams of democracy and free expression crushed by government dreams of unity and stability.     Description: "The Australian National University’s Strategic & Defence Studies Centre (SDSC) is Australia’s premier university-based strategic studies think tank. Fifty years after the Centre was founded in 1966, SDSC celebrated its continued research, publications, teaching and government advisory role with a two-day conference entitled ‘New Directions in Strategic Thinking 2.0’. The event saw the podium graced by many of the world’s premier thinkers in the strategic studies field.     Description: According to the Chinese zodiac, 2018 was the year of the ‘earthly dog’. In the middle of the long, hot, and feverish dog days of the summer of 2018, some workers at Shenzhen Jasic Technology took their chances and attempted to form an independent union. While this action was met by the harshest repression, it also led to extraordinary demonstrations of solidarity from small groups of radical students from all over the country, which in turn were immediately and severely suppressed. China’s year of the dog was also imbued with the spirit of another canine, Cerberus—the three-headed hound of Hades—with the ravenous advance of the surveillance state and the increasing securitisation of Chinese society, starting from the northwestern region of Xinjiang. This Yearbook traces these latest developments in Chinese society through a collection of 50 original essays on labour, civil society, and human rights in China and beyond, penned by leading scholars and practitioners from around the world.

    Description: China's economic slowdown could bring a windfall for basic science. Cosmic evolution, the structure of matter, the origins of life, and understanding how the brain works all deserve strengthened support, according to China's latest 5-year development plan, which could triple funding for basic research by 2020. An outline of the plan, which covers 2016 through 2020, received pro forma approval by the National People's Congress on 16 March at its closing session. Though details are still scarce, one expectation is that funding for basic research will rise to 10% of total R&D spending by 2020, up from less than 5% now. If the 10% goal is achieved, investment in basic research could hit 225 billion yuan, or about $34.5 billion, in 2020, compared with last year's $10 billion. Author: Hao Xin

    Description: A new docodontan mammaliaform from the Middle Jurassic of China has skeletal features for climbing and dental characters indicative of an omnivorous diet that included plant sap. This fossil expands the range of known locomotor adaptations in docodontans to include climbing, in addition to digging and swimming. It further shows that some docodontans had a diet with a substantial herbivorous component, distinctive from the faunivorous diets previously reported in other members of this clade.     Description: A new Late Jurassic docodontan shows specializations for a subterranean lifestyle. It is similar to extant subterranean golden moles in having reduced digit segments as compared to the ancestral phalangeal pattern of mammaliaforms and extant mammals. The reduction of digit segments can occur in mammals by fusion of the proximal and intermediate phalangeal precursors, a developmental process for which a gene and signaling network have been characterized in mouse and human. Docodontans show a positional shift of thoracolumbar ribs, a developmental variation that is controlled by Hox9 and Myf5 genes in extant mammals.     Description: Cross-cultural psychologists have mostly contrasted East Asia with the West. However, this study shows that there are major psychological differences within China. We propose that a history of farming rice makes cultures more interdependent, whereas farming wheat makes cultures more independent, and these agricultural legacies continue to affect people in the modern world. We tested 1162 Han Chinese participants in six sites and found that rice-growing southern China is more interdependent and holistic-thinking than the wheat-growing north. To control for confounds like climate, we tested people from neighboring counties along the rice-wheat border and found differences that were just as large.     Description: Existing research on the extensive Chinese censorship organization uses observational methods with well-known limitations. We conducted the first large-scale experimental study of censorship by creating accounts on numerous social media sites, randomly submitting different texts, and observing from a worldwide network of computers which texts were censored and which were not. We also supplemented interviews with confidential sources by creating our own social media site, contracting with Chinese firms to install the same censoring technologies as existing sites, and--with their software, documentation, and even customer support--reverse-engineering how it all works.     Description: Achieving sustainable global food security is one of humanity's contemporary challenges. Here we present an analysis identifying key "global leverage points" that offer the best opportunities to improve both global food security and environmental sustainability. We find that a relatively small set of places and actions could provide enough new calories to meet the basic needs for more than 3 billion people, address many environmental impacts with global consequences, and focus food waste reduction on the commodities with the greatest impact on food security.     Description: We document that China's One-Child Policy (OCP), one of the most radical approaches to limiting population growth, has produced significantly less trusting, less trustworthy, more risk-averse, less competitive, more pessimistic, and less conscientious individuals. Our data were collected from economics experiments conducted with 421 individuals born just before and just after the OCP's introduction in 1979. Surveys to elicit personality traits were also used. We used the exogenous imposition of the OCP to identify the causal impact of being an only child, net of family background effects.     Description: Permeability controls fluid flow in fault zones and is a proxy for rock damage after an earthquake. We used the tidal response of water level in a deep borehole to track permeability for 18 months in the damage zone of the causative fault of the 2008 moment magnitude 7.9 Wenchuan earthquake. The unusually high measured hydraulic diffusivity of 2.4 x 10(-2) square meters per second implies a major role for water circulation in the fault zone. For most of the observation period, the permeability decreased rapidly as the fault healed. The trend was interrupted by abrupt permeability increases attributable to shaking from remote earthquakes.     Description: Multituberculates were successful herbivorous mammals and were more diverse and numerically abundant than any other mammal groups in Mesozoic ecosystems. The clade also developed diverse locomotor adaptations in the Cretaceous and Paleogene. We report a new fossil skeleton from the Late Jurassic of China that belongs to the basalmost multituberculate family.
