    Description: A comparison of Umkehr ozone profile data with the reprocessed solar backscatter ultraviolet (SBUV) ozone data in the northern middle-latitude region, 30 deg to 50 deg N, is reported. Although significant biases exist between the two types of observations, the long-term variations and least squares linear regression trends agree remarkably well over the comparison period of 1979 to 1990. The ozone trend in the upper stratosphere is of the order of -0.9%/yr. Near 25 km, little if any trend appears, but a larger negative trend is seen in the lower stratosphere near 15 km. Comparisons show that the average annual ozone cycles in the profiles also agree well. The upper stratospheric ozone results are consistent with photochemical model predictions of ozone depletion near 40 km that are due to the release of anthropogenically produced chlorofluorocarbons. The lower stratospheric ozone trend results are in reasonable agreement with published ozonesonde data trends. It is shown that the ozone trends in the lower stratospheric layers impact significantly on the total ozone trend of the order of -0.47%/yr. The good agreement now seen between the two types of observations suggest that the combined ground-based and satellite approach could provide a valuable database for long-term monitoring of stratospheric ozone for trends and extraordinary variations.

    Description: A parameterization of Type 1 and 2 polar stratospheric cloud (PSC) formation is presented which is appropriate for use in two-dimensional (2-D) photochemical models of the stratosphere. The calculations of PSC frequency of occurrence and surface area density uses climatological temperature probability distributions obtained from National Meteorological Center data to avoid using zonal mean temperatures, which are not good predictors of PSC behavior. The parameterization does not attempt to model the microphysics of PSCs. The parameterization predicts changes in PSC formation and heterogeneous processing due to perturbations of stratospheric trace constituents. It is therefore useful in assessing the potential effects of a fleet of stratospheric aircraft (high speed civil transports, or HSCTs) on stratospheric composition. the model calculated frequency of PSC occurrence agrees well with a climatology based on stratospheric aerosol measurement (SAM) 2 observations. PSCs are predicted to occur in the tropics. Their vertical range is narrow, however, and their impact on model O3 fields is small. When PSC and sulfate aerosol heterogeneous processes are included in the model calculations, the O3 change for 1980 - 1990 is in substantially better agreement with the total ozone mapping spectrometer (TOMS)-derived O3 trend than otherwise. The overall changes in model O3 response to standard HSCT perturbation scenarios produced by the parameterization are small and tend to decrease the model sensitivity to the HSCT perturbation. However, in the southern hemisphere spring a significant increase in O3 sensitivity to HSCT perturbations is found. At this location and time, increased PSC formation leads to increased levels of active chlorine, which produce the O3 decreases.

    Description: We present observations of energetic ions (E approximately 1 MeV) from the Ulysses spacecraft during its first pass from the ecliptic plane to the southern high-latitude regions of the heliosphere. At latitudes less than approximately 13 deg S Ulysses was completely immersed in the heliomagnetic streamer belt, and observed a approximately 1 MeV proton intensity which showed little evidence of a periodic structure. Between approximately 13 deg S and approximately 29 deg S Ulysses observed one dominant recurrent co-rotating interaction region, its reverse shocks being mainly responsible for accelerating the approximately 1 MeV protons. At approximately 29 deg S the spacecraft left this region and entered the solar wind flow from the polar coronal hole. From approximately 29 deg up to approximately 45 deg S, reverse shocks from this and other interaction regions were still being observed. Accelerated energetic ions, with proton-to-alpha ratio signatures consistent with having been accelerated by the reverse shocks of these co-rotating interacting regions, were still being observed up to latitudes of approximately 50 deg S.

    Description: Solar wind electrons are observed often to consist of two components: a core and a halo. The anisotropics and relative average speeds of these components correspond to a heat flux that has the potential to excite several different electromagetic instabilities; wave-particle scattering by the resulting enhanced fluctuations can limit this heat flux. This manuscript describes theoretical studies using the linear Vlasco dispersion equation for drifting bi-Maxwellian component distributions in a homogeneous plasma to examine the threshold of the whistler heat flux instability. Expressions for this threshold are obtained from two different parametric baselines: a local model that yields scalings as functions of local dimensionless plasma paramaters, and a global model based on average electron properties observed during the in-eliptic phase of the Ulysses mission. The latter model yields an expression for the heat flux at threshold of the whistler instability as a function of helisopheric radius that scales in the same way as the average heat flux observed form Ulysses and that provides an approximate upper bound for that same quantity. This theoretical scaling is combined with the observational results to yield a semi-empirical closure relation for the average electron heat flux in the solar wind between 1 and 5 AU.

    Description: The solar array module plasma interactions experiment is a space shuttle experiment designed to investigate and quantify the high voltage plasma interactions. One of the objectives of the experiment is to test the performance of the Advanced Photovoltaic Solar Array (APSA). The material properties of array blanket are also studied as electric insulators for APSA arrays in high voltage conditions. Three twelve cell prototype coupons of silicon cells were constructed and tested in a space simulation chamber.

    Description: The first published three-dimensional images of the solar X-ray corona obtained by means of solar rotational parallax, are presented in stereographic form. Image pairs approximately 12 hours apart during times of stable coronal conditions were selected from the digitized images obtained with the Skylab X-ray Spectrographic Telescope. The image resolution limit is approximately 10 arc sec. Many coronal structures not visible in the separate images are clearly observed when the image pairs are viewed stereoscopically. This method gives a preview of the potential resources for solar research and forecasting of solar-geomagnetic interactions that could be provided by stereoscopic observations of the Sun using a small group of spacecraft. The method is also applicable to other X-ray, ultraviolet, or other wavebands in which the corona has extended, transparent structure.

    Description: The combined laboratory and solar analysis of the highly excited subconfigurations 3d(sup 6)4s((sup 6)D)4f and 3d(sup 6)4s((sup 6)D)5g of Fe I has allowed us to classify 87 lines of the 4f-5g supermultiplet in the spectral region 2545-2585 per cm. The level structure of these JK-coupled configurations is predicted by semiempirical calculations and the quardrupolic approximation. Semiempirical gf-values have been calculated and are compared to gf-values derived from the solar spectrum. The solar analysis has shown that these lines, which should be much less sensitive than lower excitation lines to departures from Local Thermal Equilibrium (LTE) and to temperature uncertanties, lead to a solar abundance of iron which is consistent with the meteoritic value (A(sub Fe) = 7.51).

    Description: The evolution of differential streaming between protons and alpha particles in the solar wind was observed with the solar wind plasma experiment on the Ulysses spacecraft over the solar range of 1.15 to 5.40 AU between November 18, 1990, and May 5, 1992. The correlation of the difference in ion speeds, Delta V = the absolute value of V(sub alpha) - the absolute value of V(sub p), with the proton speed V(sub p) observed by other spacecraft at solar distances less than or equal to 1 AU disappeared at approximately 2 AU. At solar distances greater than or equal to 2.85 AU, the largest values of both V(sub alpha p) = the absolute value of V(sub alpha p) = the absolute value of V(sub alpha) - V(sub p) and the absolute value of Delta V were found in the interaction regions on the leading edges of high-speed streams. The differential streaming was typically enhanced just downstream of strong forward and reverse shocks, and large negative values of Delta V were frequently encountered in the interaction regions. A correlation between V(sub alpha p) and the ratio tau(sub zero)/tau(sub e) of Coulomb collision time to expansion time was observed at all distances, but it is suggested that at the larger values of tau(sub zero)/tau(sub e) observed correlation may arise from enhanced production of differential streaming by processes that also increase the entropy of the solar wind protons.

    Description: Regions of low stratospheric ozone that are anticorrelated with HCl, NO, and NO2 levels have been observed in the Arctic and Antarctic summers of 1992 and 1993 by the Halogen Occultation Experiment on the UARS platform. The low ozone areas are confined to the approximately 8-45 mb (approximately 33-21 km) region and poleward of approximately 60 deg in each hemisphere. While low polar summer ozone has been observed before, this is the first time simultaneous observations of relevant nitrogen and chlorine chemical species have been made. The phenomenon appears to be a recurring geophysical feature, and the satellite data should provide an excellent opportunity to improve our understanding of the chemistry causing these conditions.

    Description: We report on the abundances of energetic particles from impulsive solar flares, including those from a survey of 228 He-3 rich events, with He-3/He-4 is greater than 0.1, observed by the International Sun Earth Explorer (ISEE) 3 spacecraft from 1978 August through 1991 April. The rate of occurrence of these events corresponds to approximately 1000 events/yr on the solar disk at solar maximum. Thus the resonant plasma processes that enhance He-3 and heavy elements are a common occurrence in impulsive solar flares. To supply the observed fluence of He-3 in large events, the acceleration must be highly efficient and the source region must be relatively deep in the atmosphere at a density of more than 10(exp 10) atoms/cu cm. He-3/He-4 may decrease in very large impulsive events because of depletion of He-3 in the source region. The event-to-event variations in He-3/He-4, H/He-4, e/p, and Fe/C are uncorrelated in our event sample. Abundances of the elements show a pattern in which, relative to coronal composition, He-4, C, N, and O have normal abundance ratios, while Ne, Mg, and Si are enhanced by a factor approximately 2.5 and Fe by a factor approximately 7. This pattern suggests that elements are accelerated from a region of the corona with an electron temperature of approximately 3-5 MK, where elements in the first group are fully ionized (Q/A = 0.5), those in the second group have two orbital electrons (Q/A approximately 0.43), and Fe has Q/A approximately 0.28. Ions with the same gyrofrequency absorb waves of that frequency and are similarly accelerated and enhanced. Further stripping may occur after acceleration as the ions begin to interact with the streaming electrons that generated the plasma waves.

    Description: Inclusion of complete ion chemistry in the calculation of minor species production during energetic particle deposition events leads to significant enhancement in the calculated nitric acid concentration during precipitation. An ionization rate of 1.2 x 10(exp 3)/cu cm/s imposed for 1 day increases HNO3 from 3 x 10(exp 5) to 6 x 10(exp 7)/cu cm at 50 km. With an ionization rate of 600 cu cm/s, the maximum HNO3 is 3 x 10(exp 7)/cu cm. Calculations which neglect negative ions predict the nitric acid will fall during precipitation events. The decay time for converting HNO3 into odd nitrogen and hydrogen is more than 1 day for equinoctial periods at 70 deg latitude. Examination of nitric acid data should yield important information on the magnitude and frequency of charged particle events.

    Description: McIntosh active-region classifications reported during a five-year period were examined to determine similarities among the classes. Two methods were used extensively to determine these similarities. The number of transitions among classes were used to determine the most frequent transitions out of each class, and the alternative classes reported for the same region by different sites were used to establish which classes were neighboring classes. These transition frequencies and neighboring classes were used to identify classes that could be eliminated or merged with other classes. Class similarities were used to investigate the relative importance of several pairs of decisions that occur within a single McIntosh parameter. In particular, the redundancy of parameters in some classes was examined, and the class similarities were used to identify which of these parameters could be eliminated. Infrequently reported classes were also considered, and suggestions for mergers were made when similarities between classes could be identified.

    Description: Spectral broadening measurements conducted at S-band (13-cm wavelength) during solar minimum conditions in the heliocentric distance range of 3-8 R(sub O) by Mariner 4, Pioneer 10, Mariner 10, Helios 1, Helios 2, and Viking have been combined to reveal a factor of 2.6 reduction in bandwidth from equator to pole. Since spectral broadening bandwidth depends on electron density fluctuation and solar wind speed, and latitudinal variation of the former is available from coherence bandwidth measurements, the remote sensing spectral broadening measurements provide the first determination of the latitudinal variation of solar wind speed in the acceleration region. When combined with electron density measurements deduced from white-light coronagraphs, this result also leads to the first determination of the latitudinal variation of mass flux in the acceleration region. From equator to pole, solar wind speed increases by a factor of 2.2, while mass flux decreases by a factor of 2.3. These results are consistent with measurements of solar wind speed by multi-station intensity scintillation measurements, as well as measurements of mass flux inferred from Lyman alpha observations, both of which pertain to the solar wind beyond 0.5 AU. The spectral broadening observations, therefore, strengthen earlier conclusions about the latitudinal variation of solar wind speed and mass flux, and reinforce current solar coronal models and their implications for solar wind acceleration and solar wind modeling.

    Description: Series of high-resolution infrared solar spectra recorded at the International Scientific Station of the Jungfraujoch, Switzerland, between 06/1986 and 11/1992, and at Kitt Peak National Observatory, Tucson, Arizona (U.S.A.), from 12/1980 to 04/1992, have been analyzed to provide a comprehensive ensemble of vertical column abundances of CHClF2 (HCFC-22; Freon-22) above the European and the North American continents. The columns were derived from nonlinear least-squares curve fittings between synthetic spectra and the observations containing the unresolved 2 nu(sub 6) Q-branch absorption of CHClF2 at 829.05/cm. The changes versus time observed in these columns were modeled assuming both an exponential and a linear increase with time. The exponential rates of increase at one-sigma uncertainties were found equal to (7.0 +/- 0.35)%/yr for the Junfraujoch data and (7.0 +/- 0.23)%/yr for the Kitt Peak data. The exponential trend of 7.0%/yr found at both stations widely separated in location can be considered as representative of the global increase of the CHClF2 burden in the Earth's atmosphere during the period 1980 to 1992. When assuming two realistic vertical volume mixing ratio profiles for CHClF2 in the troposphere, one quasi constant and the other decreasing by about 13% from the ground to the tropopause, the concentrations for mid-1990 were found to lie between 97 and 111 pptv (parts per trillion by volume) at the 3.58 km altitude of the Jungfraujoch and between 97 and 103 pptv at Kitt Peak, 2.09 km above sea level. Corresponding values derived from calculations using a high vertical resolution-2D model and recently compiled HCFC-22 releases to the atmosphere, were equal to 107 and 105 pptv, respectively, in excellent agreement with the measurements. The model calculated lifetime of CHClF2 was found equal to 15.6 years. The present results are compared critically with similar data found in the literature. On average, the concentrations found here are lower by 15-20% than those derived from in situ investigations; this difference cannot be explained by the absolute uncertainty of +/- 11% assigned presently to the infrared remote measurements.

    Description: Recently, it has been proposed that there exists a highly statistically significant (at greater than or equal to 98% level of confidence) relationship between Ar-37 production rate (namely, solar neutrinos) and the Ap geomagnetic index (namely, solar particles), based on the chi-square goodness-of-fit test and correlation analysis, for the interval 1970-1990. While a relationship between the two parameters, indeed, seems to be discernible, the strength of the relationship has been overstated. Instead of being significant at the afore-mentioned level of confidence, the relationship is found to be significant at only greater than or equal to 95% level of confidence, based on Yates' modification to the chi-square test for 2 x 2 contingency tables. Likewise, while correlation analysis yields a value of r = 0.2691, it is important to note that such a value suggests that only about 7% of the variance can be 'explained' by the inferred correlation and that the remaining 93% of the variance must be attributed to other sources.

    Description: We examine the question of whether or not the non-periodic variations in solar activity are caused by a white-noise, random process. The Hurst exponent, which characterizes the persistence of a time series, is evaluated for the series of C-14 data for the time interval from about 6000 BC to 1950 AD. We find a constant Hurst exponent, suggesting that solar activity in the frequency range from 100 to 3000 years includes an important continuum component in addition to the well-known periodic variations. The value we calculate, H approximately 0.8, is significantly larger than the value of 0.5 that would correspond to variations produced by a white-noise process. This value is in good agreement with the results for the monthly sunspot data reported elsewhere, indicating that the physics that produces the continuum is a correlated random process and that it is the same type of process over a wide range of time interval lengths.

    Description: Global and regional temperature variations in the lower troposphere and lower stratosphere are examined for the period 1979-92 from Microwave Sounder Unit (MSU) data obtained by the Television Infrared Observation Satellite (TIROS)-N series of National Oceanic and Atmospheric Administration (NOAA) operational satellites. In the lower troposphere, globally-averaged temperature variations appear to be dominated by tropical El Nino (warm) and La Nina (cool) events and volcanic eruptions. The Pinatubo volcanic eruption in June 1991 appears to have initiated a cooling trend which persisted through the most recent data analyzed (July, 1992), and largely overwhelmed the warming from the 1991-92 El Nino. The cooling has been stronger in the Northern Hemisphere than in the Southern Hemisphere. The temperature trend over the 13.5 year satellite record is small (+0.03 C) compared to the year-to-year variability (0.2-0.4 C), making detection of any global warming signal fruitless to date. However, the future global warming trend, currently predicted to be around 0.3 C/decade, will be much easier to discern should it develop. The lower stratospheric temperature record is dominated by warm episodes from the Pinatubo eruption and the March 1982 eruption of El Chichon volcano.

    Description: Several types of algorithms are generally used to process digital imagery such as Landsat data. The most commonly used algorithms perform the task of registration, compression, and classification. Because there are different techniques available for performing registration, compression, and classification, imagery data users need a rationale for selecting a particular approach to meet their particular needs. This collection of registration, compression, and classification algorithms was developed so that different approaches could be evaluated and the best approach for a particular application determined. Routines are included for six registration algorithms, six compression algorithms, and two classification algorithms. The package also includes routines for evaluating the effects of processing on the image data. This collection of routines should be useful to anyone using or developing image processing software. Registration of image data involves the geometrical alteration of the imagery. Registration routines available in the evaluation package include image magnification, mapping functions, partitioning, map overlay, and data interpolation. The compression of image data involves reducing the volume of data needed for a given image. Compression routines available in the package include adaptive differential pulse code modulation, two-dimensional transforms, clustering, vector reduction, and picture segmentation. Classification of image data involves analyzing the uncompressed or compressed image data to produce inventories and maps of areas of similar spectral properties within a scene. The classification routines available include a sequential linear technique and a maximum likelihood technique. The choice of the appropriate evaluation criteria is quite important in evaluating the image processing functions. The user is therefore given a choice of evaluation criteria with which to investigate the available image processing functions. All of the available evaluation criteria basically compare the observed results with the expected results. For the image reconstruction processes of registration and compression, the expected results are usually the original data or some selected characteristics of the original data. For classification processes the expected result is the ground truth of the scene. Thus, the comparison process consists of determining what changes occur in processing, where the changes occur, how much change occurs, and the amplitude of the change. The package includes evaluation routines for performing such comparisons as average uncertainty, average information transfer, chi-square statistics, multidimensional histograms, and computation of contingency matrices. This collection of routines is written in FORTRAN IV for batch execution and has been implemented on an IBM 360 computer with a central memory requirement of approximately 662K of 8 bit bytes. This collection of image processing and evaluation routines was developed in 1979.

    Description: The temporal behavior of a sunspot cycle, as described by the International sunspot numbers, can be represented by a simple function with four parameters: starting time, amplitude, rise time, and asymmetry. Of these, the parameter that governs the asymmetry between the rise to maximum and the fall to minimum is found to vary little from cycle to cycle and can be fixed at a single value for all cycles. A close relationship is found between rise time and amplitude which allows for a representation of each cycle by a function containing only two parameters: the starting time and the amplitude. These parameters are determined for the previous 22 sunspot cycles and examined for any predictable behavior. A weak correlation is found between the amplitude accurate to within about 30% right at the start of the cycle. As the cycle progresses, the amplitude can be better determined to within 20% at 30 months and to within 10% at 42 months into the cycle, thereby providing a good prediction both for the timing and size of sunspot maximum and for the behavior of the remaining 7-12 years of the cycle.

    Description: The Simplified Calculation of Solar Flux Distribution on the Side Wall of Cylindrical Cavity Solar Receivers program employs a simple solar flux calculation algorithm for a cylindrical cavity type solar receiver. Applications of this program include the study of solar energy, heat transfer, and space power-solar dynamics engineering. The aperture plate of the receiver is assumed to be located in the focal plane of a paraboloidal concentrator, and the geometry is assumed to be axisymmetric. The concentrator slope error is assumed to be the only surface error; it is assumed that there are no pointing or misalignment errors. Using cone optics, the contour error method is utilized to handle the slope error of the concentrator. The flux distribution on the side wall is calculated by integration of the energy incident from cones emanating from all the differential elements on the concentrator. The calculations are done for any set of dimensions and properties of the receiver and the concentrator, and account for any spillover on the aperture plate. The results of this algorithm compared excellently with those predicted by more complicated programs. Because of the utilization of axial symmetry and overall simplification, it is extremely fast. It can be easily extended to other axi-symmetric receiver geometries. The program was written in Fortran 77, compiled using a Ryan McFarland compiler, and run on an IBM PC-AT with a math coprocessor. It requires 60K of memory and has been implemented under MS-DOS 3.2.1. The program was developed in 1988.

    Description: The Science and Technology Laboratory Applications Software (ELAS) was originally designed to analyze and process digital imagery data, specifically remotely-sensed scanner data. This capability includes the processing of Landsat multispectral data; aircraft-acquired scanner data; digitized topographic data; and numerous other ancillary data, such as soil types and rainfall information, that can be stored in digitized form. ELAS has the subsequent capability to geographically reference this data to dozens of standard, as well as user created projections. As an integrated image processing system, ELAS offers the user of remotely-sensed data a wide range of capabilities in the areas of land cover analysis and general purpose image analysis. ELAS is designed for flexible use and operation and includes its own FORTRAN operating subsystem and an expandable set of FORTRAN application modules. Because all of ELAS resides in one "logical" FORTRAN program, data inputs and outputs, directives, and module switching are convenient for the user. There are over 230 modules presently available to aid the user in performing a wide range of land cover analyses and manipulation. The file management modules enable the user to allocate, define, access, and specify usage for all types of files (ELAS files, subfiles, external files etc.). Various other modules convert specific types of satellite, aircraft, and vector-polygon data into files that can be used by other ELAS modules. The user also has many module options which aid in displaying image data, such as magnification/reduction of the display; true color display; and several memory functions. Additional modules allow for the building and manipulation of polygonal areas of the image data. Finally, there are modules which allow the user to select and classify the image data. An important feature of the ELAS subsystem is that its structure allows new applications modules to be easily integrated in the future. ELAS has as a standard the flexibility to process data elements exceeding 8 bits in length, including floating point (noninteger) elements and 16 or 32 bit integers. Thus it is able to analyze and process "non-standard" nonimage data. The VAX (ERL-10017) and Concurrent (ERL-10013) versions of ELAS 9.0 are written in FORTRAN and ASSEMBLER for DEC VAX series computers running VMS and Concurrent computers running MTM. The Sun (SSC-00019), Masscomp (SSC-00020), and Silicon Graphics (SSC-00021) versions of ELAS 9.0 are written in FORTRAN 77 and C-LANGUAGE for Sun4 series computers running SunOS, Masscomp computers running UNIX, and Silicon Graphics IRIS computers running IRIX. The Concurrent version requires at least 15 bit addressing and a direct memory access channel. The VAX and Concurrent versions of ELAS both require floating-point hardware, at least 1Mb of RAM, and approximately 70Mb of disk space. Both versions also require a COMTAL display device in order to display images. For the Sun, Masscomp, and Silicon Graphics versions of ELAS, the disk storage required is approximately 115Mb, and a minimum of 8Mb of RAM is required for execution. The Sun version of ELAS requires either the X-Window System Version 11 Revision 4 or Sun OpenWindows Version 2. The Masscomp version requires a GA1000 display device and the associated "gp" library. The Silicon Graphics version requires Silicon Graphics' GL library. ELAS display functions will not work with a monochrome monitor. The standard distribution medium for the VAX version (ERL~10017) is a set of two 9-track 1600 BPI magnetic tapes in DEC VAX BACKUP format. This version is also available on a TK50 tape cartridge in DEC VAX BACKUP format. The standard distribution medium for the Concurrent version (ERL-10013) is a set of two 9-track 1600 BPI magnetic tapes in Concurrent BACKUP format. The standard distribution medium for the Sun version (SSC-00019) is a .25 inch streaming magnetic tape cartridge in UNIX tar format. The standard distribution medium for the Masscomp version, (SSC-00020) is a .25 inch streaming magnetic tape cartridge in UNIX tar format.     Description: Calibration of polarimetric radar systems is a field of research in which great progress has been made over the last few years. POLCAL (Polarimetric Radar Calibration) is a software tool intended to assist in the calibration of Synthetic Aperture Radar (SAR) systems. In particular, POLCAL calibrates Stokes matrix format data produced as the standard product by the NASA/Jet Propulsion Laboratory (JPL) airborne imaging synthetic aperture radar (AIRSAR). POLCAL was designed to be used in conjunction with data collected by the NASA/JPL AIRSAR system. AIRSAR is a multifrequency (6 cm, 24 cm, and 68 cm wavelength), fully polarimetric SAR system which produces 12 x 12 km imagery at 10 m resolution. AIRSTAR was designed as a testbed for NASA's Spaceborne Imaging Radar program. While the images produced after 1991 are thought to be calibrated (phase calibrated, cross-talk removed, channel imbalance removed, and absolutely calibrated), POLCAL can and should still be used to check the accuracy of the calibration and to correct it if necessary. Version 4.0 of POLCAL is an upgrade of POLCAL version 2.0 released to AIRSAR investigators in June, 1990. New options in version 4.0 include automatic absolute calibration of 89/90 data, distributed target analysis, calibration of nearby scenes with calibration parameters from a scene with corner reflectors, altitude or roll angle corrections, and calibration of errors introduced by known topography. Many sources of error can lead to false conclusions about the nature of scatterers on the surface. Errors in the phase relationship between polarization channels result in incorrect synthesis of polarization states. Cross-talk, caused by imperfections in the radar antenna itself, can also lead to error. POLCAL reduces cross-talk and corrects phase calibration without the use of ground calibration equipment. Removing the antenna patterns during SAR processing also forms a very important part of the calibration of SAR data. Errors in the processing altitude or in the aircraft roll angle are possible causes of error in computing the antenna patterns inside the processor. POLCAL uses an altitude error correction algorithm to correctly remove the antenna pattern from the SAR images. POLCAL also uses a topographic calibration algorithm to reduce calibration errors resulting from ground topography. By utilizing the backscatter measurements from either the corner reflectors or a well-known distributed target, POLCAL can correct the residual amplitude offsets in the various polarization channels and correct for the absolute gain of the radar system. POLCAL also gives the user the option of calibrating a scene using the calibration data from a nearby site. This allows precise calibration of all the scenes acquired on a flight line where corner reflectors were present. Construction and positioning of corner reflectors is covered extensively in the program documentation. In an effort to keep the POLCAL code as transportable as possible, the authors eliminated all interactions with a graphics display system. For this reason, it is assumed that users will have their own software for doing the following: (1) synthesize an image using HH or VV polarization, (2) display the synthesized image on any display device, and (3) read the pixel locations of the corner reflectors from the image. The only inputs used by the software (in addition to the input Stokes matrix data file) is a small data file with the corner reflector information. POLCAL is written in FORTRAN 77 for use on Sun series computers running SunOS and DEC VAX computers running VMS. It requires 4Mb of RAM under SunOS and 3.7Mb of RAM under VMS for execution. The standard distribution medium for POLCAL is a .25 inch streaming magnetic tape cartridge in UNIX tar format. It is also available on a 9-track 1600 BPI magnetic tape in DEC VAX FILES-11 format or on a TK50 tape cartridge in DEC VAX FILES-11 format. Other distribution media may be available upon request. Documentation is included in the price of the program. POLCAL 4.0 was released in 1992 and is a copyrighted work with all copyright vested in NASA.

    Description: Eagle-Picher currently has several advanced nickel-hydrogen (NiH2) cell component and battery designs under development including common pressure vessel (CPV), single pressure vessel (SPV), and dependent pressure vessel (DPV) designs. A CPV NiH2 battery, utilizing low-cost 64 mm (2.5 in.) cell diameter technology, has been designed and built for multiple smallsat programs, including the TUBSAT B spacecraft which is currently scheduled (24 Nov. 93) for launch aboard a Russian Proton rocket. An advanced 90 mm (3.5 in.) NiH2 cell design is currently being manufactured for the Space Station Freedom program. Prototype 254 mm (10 in.) diameter SPV batteries are currently under construction and initial boilerplate testing has shown excellent results. NiH2 cycle life testing is being continued at Eagle-Picher and IPV cells have currently completed more than 89,000 accelerated LEO cycles at 15% DOD, 49,000 real-time LEO cycles at 30 percent DOD, 37,800 cycles under a real-time LEO profile, 30 eclipse seasons in accelerated GEO, and 6 eclipse seasons in real-time GEO testing at 75 percent DOD maximum. Nickel-metal hydride battery development is continuing for both aerospace and electric vehicle applications. Eagle-Picher has also developed an extensive range of battery evaluation, test, and analysis (BETA) measurement and control equipment and software, based on Hewlett-Packard computerized data acquisition/control hardware.

Curves were constructed using techniques established by Webster, Ford, et al, at NASA/GSFC in the late 1960's - early 1970's time period for conventional nickel cadmium cells used on OAO and OSO aircraft.     Description: The question of the best approach for battery charge control is addressed from two points of view: from the battery point-of-view; and from the spacecraft/mission point-of-view. In terms of performance, more aggressive charging can result in higher discharge voltage and capacity; however, aggressive charging usually implies more overcharge at higher rates and a concomitant higher end of charge temperature (higher stress, shorter life). In terms of life, benign charging can result in lower discharge voltage and capacity (poorer performance). Additionally, benign, or low stress charging, usually implies less overcharge at lower rates with lower end of charge temperature (lower stress, longer life).     Description: Remote terrestrial sensing (RTS) data is constantly being collected from a variety of space-based and earth-based sensors. The collected data, and especially 'value-added' analyses of the data, are finding growing application for commercial, government, and scientific purposes. The scale of this data collection and analysis is truly enormous; e.g., by 1995, the amount of data available in just one sector, NASA space science, will reach 5 petabytes. Moreover, the amount of data, and the value of analyzing the data, are expected to increase dramatically as new satellites and sensors become available (e.g., NASA's Earth Observing System satellites). Lockheed and other companies are beginning to provide data and analysis commercially. A critical issue for the exploitation of collected data is the dissemination of data and value-added analyses to a diverse and widely distributed customer base. Customers must be able to use their computational environment (eventually the National Information Infrastructure) to obtain timely and complete information, without having to know the details of where the relevant data resides and how it is accessed. Customers must be able to routinely use standard, widely available (and, therefore, low cost) analyses, while also being able to readily create on demand highly customized analyses to make crucial decisions. The diversity of user needs creates a difficult software problem: how can users easily state their needs, while the computational environment assumes the responsibility of finding (or creating) relevant information, and then delivering the results in a form that users understand? A software agent is a self-contained, active software module that contains an explicit representation of its operational knowledge. This explicit representation allows agents to examine their own capabilities in order to modify their goals to meet changing needs and to take advantage of dynamic opportunities. In addition, the explicit representation allows agents to advertize their capabilities and results to other agents, thereby allowing the collection of agents to reuse each others work.

    Description: The urban heat island represents a case of inadvertent human modification of climate in an urban environment. Urbanization changes the nature of the surface and atmospheric properties of a region. As a result, radiation balance in the urban areas is altered and sensible heat is added to the point that urban areas are warmer than surrounding rural areas. At the boundary between the rural and urban area, a sharp rise in temperature occurs, culminating to a peak temperature at the central business district of the city, hence the name 'urban heat island'. The extent and intensity of the urban heat island are a function of population size, land use, and topography. Because the urban heat island exhibits spatial variations of temperatures, the use of Geographic Information System (GIS) is appropriate. The research on the urban heat island focuses on the acquisition of 15 bands of visible and thermal infrared data (ranging from 0.45 to 12.2 microns) from an aerial platform using NASA's ATLAS (Airborne Thermal/Visible Land Application Sensor) over Huntsville, Alabama. The research reported in this paper is an analysis of the impact of population, land use, and topography on the shape of the urban heat island that could be developed in Huntsville using the GIS approach. The outcome of this analysis can then be verified using the acquired remotely sensed data.

    Description: Recently, we have succeeded in fabricating diffused junction p(sup +)n(Cd,S) InP solar cells with measured AMO, 25 C open circuit voltage (V(sub OC)) of 887.6 mV, which, to the best of our knowledge, is higher than previously reported V(sub OC) values for any InP homojunction solar cells. The experiment-based projected achievable efficiency of these cells using LEC grown substrates is 21.3 percent. The maximum AMO, 25 C internal losses due to date on bare cells is, however, only 13.2 percent. This is because of large external and internal losses due to non-optimized front grid design, antireflection (AR) coating and emitter thickness. This paper summarizes recent advances in the technology of fabrication of p(sup +)n InP diffused structures and solar cells, resulted from a study undertaken in an effort to increase the cell efficiency. The topics discussed in this paper include advances in: (1) the formation on thin p(sup +) InP:Cd emitter layers, (2) electroplated front contacts, (3) surface passivation and (4) the design of a new native oxide/Al2O3/MgF2 tree layer AR coating using a chemically-grown P-rich passivating oxide as a first layer. Based on the high radiation resistance and the excellent post-irradiation annealing and recovery demonstrated in the early tests done to date, as well as the projected high efficiency and low-cost high-volume fabricability, these cells show a very good potential for space photovoltaic applications.

    Description: SAMPIE, the Solar Array Module Plasma Interactions Experiment, flew in the Space Shuttle Columbia payload bay as part of the Office of Aeronautics and Space Technology-2 (OAST-2) mission on STS-62, March, 1994. SAMPIE biased samples of solar arrays and space power materials to varying potentials with respect to the surrounding space plasma, and recorded the plasma currents collected and the arcs which occurred, along with a set of plasma diagnostics data. A large set of high quality data was obtained on the behavior of solar arrays and space power materials in the space environment. This paper is the first report on the data SAMPIE telemetered to the ground during the mission. It will be seen that the flight data promise to help determine arcing thresholds, snapover potentials, and floating potentials for arrays and spacecraft in LEO.

    Description: It has been found useful in the past to use the concept of 'equivalent fluence' to compare the radiation response of different solar cell technologies. Results are usually given in terms of an equivalent 1 MeV electron or an equivalent 10 MeV proton fluence. To specify cell response in a complex space-radiation environment in terms of an equivalent fluence, it is necessary to measure damage coefficients for a number of representative electron and proton energies. However, at the last Photovoltaic Specialist Conference we showed that nonionizing energy loss (NIEL) could be used to correlate damage coefficients for protons, using measurements for GaAs as an example. This correlation means that damage coefficients for all proton energies except near threshold can be predicted from a measurement made at one particular energy. NIEL is the exact equivalent for displacement damage of linear energy transfer (LET) for ionization energy loss. The use of NIEL in this way leads naturally to the concept of 10 MeV equivalent proton fluence. The situation for electron damage is more complex, however. It is shown that the concept of 'displacement damage dose' gives a more general way of unifying damage coefficients. It follows that 1 MeV electron equivalent fluence is a special case of a more general quantity for unifying electron damage coefficients which we call the 'effective 1 MeV electron equivalent dose'.

    Description: Radiation damage results from two-terminal monolithic InP/Ga(0.47)In(0.53)As tandem solar cells subject to 1 MeV electron irradiation are presented. Efficiencies greater than 22 percent have been measured by the National Renewable Energy Laboratory from 2x2 sq cm cells at 1 sun, AMO (25 C). The short circuit current density, open circuit voltage and fill factor are found to tolerate the same amount of radiation at low fluences. At high fluence levels, slight differences are observed. Decreasing the base amount of radiation at the Ga(0.47)In(0.53)As bottomcell improved the radiation resistance of J(sub sc) dramatically. This is turn, extended the series current flow through the subcell substantially up to a fluence of 3x10(exp 15) cm(exp -2) compared to 3x10(exp 14) cm(exp -2), as observed previously. The degradation of the maximum power output form tandem device is comparable to that from shallow homojunction (SHJ) InP solar cells, and the mechanism responsible for such degradation is explained in terms of the radiation response of the component cells. Annealing studies revealed that the recovery of the tandem cell response is dictated by the annealing characteristics exhibited by SHJ InP solar cells.

    Description: An analysis of InP/GaAs tandem solar cell structure has been undertaken to allow for maximum AMO conversion efficiencies (space applications) while still taking into account both the theoretical and technological limitations. The dependence of intrinsic and extrinsic parameters such as diffusion lengths and generation-recombination (GR) lifetimes on N/P and P/N devices performances are clearly demonstrated. We also report for the first time the improvement attainable through the use of a new patterned tunnel junction as the inter cell ohmic interconnect. Such a design minimizes the light absorption in the interconnect region and leads to a noticeable increase in the cell efficiency. Our computations predict 27 percent AMO efficiency for N/P tandems with ideality factor gamma = 2 (GR lifetimes approximately equal 1 micron), and 36 percent for gamma = 1 (GR lifetimes approximately equals 100 microns). The method of optimization and the values of the physical and optical parameters are discussed.

    Description: Progress is reported with respect to the development of thin film amorphous (alpha-Si) terrestrial solar cells for space applications. Such devices promise to result in very lightweight, low cost, flexible arrays with superior end of life (EOL) performance. Each alpha-Si cell consists of a tandem arrangement of three very thin p-i-n junctions vapor deposited between film electrodes. The thickness of this entire stack is approximately 2.0 microns, resulting in a device of negligible weight, but one that must be mechanically supported for handling and fabrication into arrays. The stack is therefore presently deposited onto a large area (12 by 13 in), rigid, glass superstrate, 40 mil thick, and preliminary space qualification testing of modules so configured is underway. At the same time, a more advanced version is under development in which the thin film stack is transferred from the glass onto a thin (2.0 mil) polymer substrate to create large arrays that are truly flexible and significantly lighter than either the glassed alpha-Si version or present conventional crystalline technologies. In this paper the key processes for such effective transfer are described. In addition, both glassed (rigid) and unglassed (flexible) alpha-Si cells are studied when integrated with various advanced structures to form lightweight systems. EOL predictions are generated for the case of a 1000 W array in a standard, 10 year geosynchronous (GEO) orbit. Specific powers (W/kg), power densities (W/sq m) and total array costs ($/sq ft) are compared.

    Description: This paper describes ultra-lightweight, high performance, thin, light trapping GaAs solar cells for advanced space power systems. The device designs can achieve 24.5 percent efficiency at AMO and 1X conditions, corresponding to a power density of 330 W/m2. A significant breakthrough lies in the potential for a specific power of 2906 W/kg because the entire device is less than 1.5 microns thick. This represents a 440 percent improvement over conventional 4-mil silicon solar cells. In addition to being lightweight, this thin device design can result in increased radiation tolerance. The attachment of the cover glass support to the front surface has been demonstrated by both silicone and electrostatic bonding techniques. Device parameters of 1.002 volts open-circuit voltage, 80 percent fill factor, and a short-circuit current of 24.3 mA/sq cm have been obtained. This demonstrates a conversion efficiency of 14.4 percent resulting in a specific power of 2240 W/kg. Additionally, this new technology offers an alternative approach for enabling multi-bandgap solar cells and high output space solar power devices. The thin device structure can be applied to any 3-5 based solar cell application, yielding both an increase in specific power and radiation tolerance.

    Description: Indium phosphide (InP) P-on-N one-sun solar cells were epitaxially grown using a metalorganic chemical vapor deposition process on germanium (Ge) wafers. The motivation for this work is to replace expensive InP wafers, which are fragile and must be thick and therefore heavy, with less expensive Ge wafers, which are stronger, allowing use of thinner, lighter weight wafers. An intermediate InxGs1-xP grading layer starting as In(0.49)Ga(0.51) at the GaAs-coated Ge wafer surface and ending as InP at the top of the grading layer (backside of the InP cell) was used to attempt to bend some of the threading dislocations generated by lattice-mismatch between the Ge wafer and InP cell so they would be harmlessly confined in this grading layer. The best InP/Ge cell was independently measured by NASA-Lewis with a one-sun 25 C AMO efficiently measured by NASA-Lewis with a one-circuit photocurrent 22.6 mA/sq cm. We believe this is the first published report of an InP cell grown on a Ge wafer. Why get excited over a 9 percent InP/Ge cell? If we look at the cell weight and efficiency, a 9 percent InP cell on an 8 mil Ge wafer has about the same cell power density, 118 W/kg (BOL), as the best InP cell ever made, a 19 percent InP cell on an 18 mil InP wafer, because of the lighter Ge wafer weight. As cell panel materials become lighter, the cell weight becomes more important, and the advantage of lightweight cells to the panel power density becomes more important. In addition, although InP/Ge cells have a low beginning-of-life (BOL) efficiency due to dislocation defects, the InP/Ge cells are very radiation hard (end-of-life power similar to beginning-of-life). We have irradiated an InP/Ge cell with alpha particles to an equivalent fluence of 1.6 x 10(exp 16) 1 MeV electrons/sq cm and the efficiency is still 83 percent of its BOL value. At this fluence level, the power output of these InP/Ge cells matches the GaAs/Ge cell data tabulated in the JPL handbook. Data are presented indicating InP/Ge has more power output than GaAs/Ge cells at fluences in excess of this value.

    Description: InP on Si solar cells combine the low-cost and high-strength of Si with the high efficiency and radiation tolerance of InP. The main obstacle in the growth of single crystal InP-on-Si is the high residual strain and high dislocation density of the heteroepitaxial InP films. The dislocations result from the large differences in lattice constant and thermal expansion mismatch of InP and Si. Adjusting the size and geometry of the growth area is one possible method of addressing this problem. In this work, we conducted a material quality study of liquid phase epitaxy overgrowth layers on selective area InP grown by a proprietary vapor phase epitaxy technique on Si. The relationship between growth area and dislocation density was quantified using etch pit density measurements. Material quality of the InP on Si improved both with reduced growth area and increased aspect ratio (length/width) of the selective area. Areas with etch pit density as low as 1.6 x 10(exp 4) sq cm were obtained. Assuming dislocation density is an order of magnitude greater than etch pit density, solar cells made with this material could achieve the maximum theoretical efficiency of 23% at AMO. Etch pit density dependence on the orientation of the selective areas on the substrate was also studied.

    Description: The current space PV (photovoltaic) technology development program of ESA is described. The program is closely coupled to the European space mission scenario for the next 10 year period and has as its main objective to make the most effective use of the limited resources available for technology in the present economical climate. This requires a well-balanced approach between concentration on very few options and keeping the competition alive if more than one promising technology exists. The paper describes ESA's main activities in the areas of solar array technology, solar cell technology, solar cell assembly technology, and special test and verification activities including the in-orbit demonstration of new technologies.

    Description: Funding for the terrestrial photovoltaic's program is $78 million in 1994. This is more than double the minimum level reached in 1989 and runs counter to the general trend of decreasing budgets for Department of Energy (DOE) programs. During the past five years, the program has expanded its mission from research and development to also address manufacturing technology and commercialization assistance. These new activities are directed toward revitalizing the market to reinstate the rapid rate of sales growth needed to attract investment. The program is approaching balance among efforts in each of the three areas. This translates to a reduction in some of the R & D activities of most relevance to the space power community. On the other hand, some of the advancements in manufacturing may finally bring thin-film technologies to reality for space arrays. This talk will describe the status and direction of DOE program with an eye toward highlighting its impact on technology of interest for space.

    Description: We report on the development and performance of deep-junction (approximately 0.25 micron), graded-emitter-doped, n(sup +)-p InP solar cells grown by metallorganic chemical vapor deposition (MOCVD). A novel, diffusion-transport process for obtaining lightly-doped p-type base regions of the solar cell is described. The I-V data and external quantum-efficiency response of these cells are presented. The best active-area AMO efficiency for these deep-junction cells on (100)-oriented InP substrates is 16.8 percent, with a J(sub SC) of 31.8 mA/sq cm, a V(sub OC) of 0.843 V, and a fill-factor of 0.85. By comparison, the best cell efficiency on the (111)B-oriented InP substrates was 15.0 percent. These efficiency values for deep-junction cells are encouraging and compare favorably with performance of thin-emitter (0.03 micron) epitaxial cells as well as that of deep-emitter diffused cells. The cell performance and breakdown voltage characteristics of a batch of 20 cells on each of the orientations are presented, indicating the superior breakdown voltage properties and other characteristics of InP cells on the (111)B orientation. Spectral response, dark I-V data, and photoluminescence (PL) measurements on the InP cells are presented with an analysis on the variation in J(sub SC) and V(sub OC) of the cells. It is observed, under open-circuit conditions, that lower-V(sub OC) cells exhibit higher band-edge PL intensity for both the (100) and (111)B orientations. This anomalous behavior suggests that radiative recombination in the heavily-doped n(sup +)-InP emitter may be detrimental to achieving higher V(sub OC) in n(sup +)-p InP solar cells.

    Description: Solar cells have been used to convert sunlight to electrical energy for many years and also offer great potential for non-solar energy conversion applications. Their greatly improved performance under monochromatic light compared to sunlight, makes them suitable as photovoltaic (PV) receivers in laser power beaming applications. Laser beamed power to a PV array receiver could provide power to satellites, an orbital transfer vehicle, or a lunar base. Gallium arsenide (GaAs) and indium phosphide (InP) solar cells have calculated efficiencies of more than 50 percent under continuous illumination at the optimum wavelength. Currently high power free-electron lasers are being developed which operate in pulsed conditions. Understanding cell behavior under a laser pulse is important in the selection of the solar cell material and the laser. An experiment by NAsA lewis and JPL at the AVLIS laser facility in Livermore, CA presented experimental data on cell performance under pulsed laser illumination. Reference 5 contains an overview of technical issues concerning the use of solar cells for laser power conversion, written before the experiments were performed. As the experimental results showed, the actual effects of pulsed operation are more complicated. Reference 6 discusses simulations of the output of GaAs concentrator solar cells under pulsed laser illumination. The present paper continues this work, and compares the output of Si and GaAs solar cells.

    Description: InP-based multijunction tandem solar cells show great promise for the conversion efficiency (eta) and high radiation resistance. InP and its related ternary and quanternary compound semiconductors such as InGaAs and InGaAsP offer desirable combinations for energy bandgap values which are very suitable for multijunction tandem solar cell applications. The monolithically integrated InP/In(0.53)Ga(0.47)As tandem solar cells are expected to reach efficiencies above 30 percent. Wanlass, et.al., have reported AMO efficiencies as high as 20.1% for two terminal cells fabricated using atmospheric-pressure metalorganic vapor phase epitaxy (APMOVPE). The main limitations in their technique are first related to the degradation of the intercell ohmic contact (IOC), in this case the In(0.53)Ga(0.47)As tunnel junction during the growth of the top InP subcell structure, and second to the current matching, often limited by the In(0.53)Ga(0.47)As bottom subcell. Chemical beam epitaxy (CBE) has been shown to allow the growth of high quality materials with reproducible complex compositional and doping profiles. The main advantage of CBE compared to metalorganic chemical vapor deposition (MOCVD), the most popular technique for InP-based photovoltaic device fabrication, is the ability to grow high purity epilayers at much lower temperatures (450 C - 530 C). In a recent report it was shown that cost-wise CBE is a breakthrough technology for photovoltaic (PV) solar energy progress in the energy conversion efficiency of InP-based solar cells fabricated using chemical beam epitaxy. This communication summarizes our recent results on PV devices and demonstrates the strength of this new technology.

    Description: The Goddard Space Flight Center (GSFC) develops and operates a wide variety of spacecraft for conducting NASA's communications, space science, and earth science missions. Some are 'in house' spacecraft for which the GSFC builds the spacecraft and performs all solar array design, analysis, integration, and test. Others are 'out of house' spacecraft for which an aerospace contractor builds the spacecraft and develops the solar array under direction from GSFC. The experience of developing flight solar arrays for numerous GSFC 'in house' and 'out of house' spacecraft has resulted in an understanding of solar array requirements for many different applications. This presentation will review those solar array requirements that are common to most GSFC spacecraft. Solar array technologies will be discussed that are currently under development and that could be useful to future GSFC spacecraft.

    Description: Energy conversion efficiency is an important parameter for solar cells, and well reported in the literature. However, solar cells heat up in sunlight, and the efficiency decreases. The temperature coefficient of the conversion efficiency is thus also extremely important, especially in mission modeling, but is much less well reported. It is of value to have a table which compiles into a single document values of temperature coefficients reported in the literature. In addition to modeling performance of solar cells in Earth orbit, where operating temperatures may range from about 20 C to as high as 85 C, it is of interest to model solar cells for several other recently proposed missions. These include use for the surface of Mars, for solar electric propulsion missions that may range from Venus to the Asteroid belt, and for laser-photovoltaic power that may involve laser intensities equivalent several suns. For all of these applications, variations in operating temperature away from the nominal test conditions result in significant changes in operating performance. In general the efficiency change with temperature is non-linear, however, in the range from negative 100 C through room temperature to a few hundred degrees C, efficiency is usually quite well modeled as a linear function of temperature (except for a few unusual cell types, such as amorphous silicon, and for extremely low bandgap cells, such as InGaAs).

    Description: In future space missions, free electron lasers (FEL) may be used to illuminate photovoltaic array receivers to provide remote power. Both the radio-frequency (RF) and induction FEL provide FEL produce pulsed rather than continuous output. In this work we investigate cell response to pulsed laser light which simulates the RF FEL format. The results indicate that if the pulse repetition is high, cell efficiencies are only slightly reduced compared to constant illumination at the same wavelength. The frequency response of the cells is weak, with both voltage and current outputs essentially dc in nature. Comparison with previous experiments indicates that the RF FEL pulse format yields more efficient photovoltaic conversion than does an induction FEL pulse format.

    Description: Algorithms and techniques for use in the identification and location of large buildings in digitized copies of aerial photographs are developed and tested. The building data would be used in the simulation of objects located in the vicinity of an airport that may be detected by aircraft radar. Two distinct approaches are considered. Most building footprints are rectangular in form. The first approach studied is to search for right-angled corners that characterize rectangular objects and then to connect these corners to complete the building. This problem is difficult because many nonbuilding objects, such as street corners, parking lots, and ballparks often have well defined corners which are often difficult to distinguish from rooftops. Furthermore, rooftops come in a number of shapes, sizes, shadings, and textures which also limit the discrimination task. The strategy used linear sequences of different samples to detect straight edge segments at multiple angles and to determine when these segments meet at approximately right-angles with respect to each other. This technique is effective in locating corners. The test image used has a fairly rectangular block pattern oriented about thirty degrees clockwise from a vertical alignment, and the overall measurement data reflect this. However, this technique does not discriminate between buildings and other objects at an operationally suitable rate. In addition, since multiple paths are tested for each image pixel, this is a time consuming task. The process can be speeded up by preprocessing the image to locate the more optimal sampling paths. The second approach is to rely on a human operator to identify and select the building objects and then to have the computer determine the outline and location of the selected structures. When presented with a copy of a digitized aerial photograph, the operator uses a mouse and cursor to select a target building. After a button on the mouse is pressed, with the cursor fully within the perimeter of the building, the program scans from the position of the cursor to a perimeter position where a shift in grayscale is detected. Once at the perimeter, the process traces along it, around the building, until it eventually returns to the perimeter starting point. Spatial resolution limits cause the perimeter trace to be somewhat course so that a line straightening algorithm is employed. One result is that the building corner positions become more distinctly defined.

    Description: Concentrator arrays offer a number of generic benefits for space (i.e. high array efficiency, protection from space radiation effects, minimized plasma interactions, etc.). The line-focus refractive concept, however, also offers two very important advantages: (1) relaxation of precise array tracking requirements to only a single axis and (2) low-cost mass production of the lens material. The linear refractive concentrator can be designed to provide an essentially flat response over a wide range of longitudinal errors for satellites having only single-axis tracking capability. New panel designs emphasize light weight, high stiffness, storability, and ease of manufacturing and assembly. This paper addresses the current status of the concentrator program with special emphasis on the design implications, and flexibility, of using a linear refractive concentrator lens as well as details recent fabrication of prototype hardware.

    Description: In 1993 two ESA solar power generators were successfully retrieved from space: EURECA with its 10 panel rigid array in August, after 11 months in a 500 km orbit, and one of the two flexible Hubble Space Telescope (HST) arrays in December, after almost 4 years in a 600 km orbit. Both solar generators are undergoing separate post-flight investigation programs (PFIP). These programs cover investigations of all solar array (SA) components and mechanisms. Since both programs have much in common, most of the component and material investigations are the same. Extremely valuable information on numerous essential subjects, such as atomic oxygen, radiation, meteoroid and space debris environment resulting damage, low cycle fatigue, material degradation, etc. are expected to be obtained for both types of arrays. We will also be able to explain and understand the anomalies experienced on both solar arrays in orbit. The paper will outline both post-flight investigation programs and will concentrate on reporting the first results and findings.

    Description: Solar cells at potentials positive with respect to a surrounding plasma collect electrons. Current is collected by the exposed high voltage surfaces: the interconnects and the sides of the solar cells. This current is a drain on the array power that can be significant for high-voltage arrays. In addition, this current influences the current balance that determines the floating potential of the spacecraft. One of the objectives of the Air Force (PL/GPS) PASP Plus experiment is an improved understanding of parasitic current collection. As part of the PASP Plus program, we are using computer modeling to improve our understanding of the physical processes that control parasitic current collection.

    Description: A 4000 hour experiment, conducted in late 1992 through mid 1993, confirmed earlier results on the ultraviolet damage effects in covered solar cells of various types being used, or proposed for use, in INTELSAT programs. Two different UV test systems were used to identify systematic errors and to study the effects of UV source-bulb age on degradation rate. After correction for contamination and UV source-bulb aging, the extrapolated degradation rates for irradiated and unirradiated INTELSAT-5, -6 single AR(SAR) coated cells and INTELSAT-7, -7A, -8 double layer AR(DAR) coated cells in both the 1993 tests confirm the following hypotheses resulting from the 1992 experiment. (a) Irradiated cells display significantly more UV degradation than do the unirradiated cells for tests exceeding 2000 hours. The new data indicates that degradation effects from electron irradiation are proportional to t(exp 2) (the square of the UV hours), at least for times less than or equal to 3000 hours. (b) This difference does not depend upon entire reflective coating, cell resistivity, or manufacturer within the sensitivity and reproducibility of the experiment. (c) There is a clear difference in degradation rate between single AR coated cells (TiO(x)) and double layer AR coated cells (SiO(x) and Al2O3?). At 100,000 hours (11.4 years) the DAR coated cells display more degradation than do the SAR coated cells, even though at 1,000 hours the DAR cells display less degradation. (d) UV degradation rates, to modern covered silicon solar cells, at the beginning of bulb life drop from approximately 2 times the average rate to near zero after 2000 hours (average end-of-life for the xenon short-arc lamps used in the tests). The effects of 1 MeV electron irradiation (10(exp 15) e(-)/sq cm) prior to UV exposure are clearly indicated in the plot of percent change in cell open circuit voltage (Voc) versus percent change in short circuit current (Isc) during the UV test and post-test cleanup of the cells. Clearly, extended UV testing produces a permanent photo-induced redegradation of previously irradiated cells. However, this photo-induced redegradation may be caused by the long-wavelength light, not the UV light.

    Description: The Advanced Photovoltaic Experiment (APEX) was designed to generate laboratory reference standards as well as to explore the durability of a wide variety of space solar cells. In addition to the cells, it was equipped with an absolute cavity radiometer to measure solar intensity, a spectroradiometer to measure the spectral content of this radiation, and a sun angle sensor. Data from the solar cells and various sensors was obtained on a daily basis during the first eleven months of the 69 month flight. We compare pre-flight and post-flight laboratory measurements with on-orbit calibration data. Pre-flight and post-flight calibration data for the cavity radiometers as well as on-orbit data demonstrated the accuracy and durability of the Eppley Labs instrument flown on APEX.

    Description: At the last SPRAT conference, the Naval Research Laboratory (NRL) presented results from two experiments. One studied n+p diffused junction (DJ) InP solar cells, and the other studied n+p shallow homojunction (SHJ) InP mesa diodes grown by metalorganic chemical vapor deposition (MOCVD). The former work showed that a DJ solar cell in which the maximum power P(sub max) had been degraded by nearly 80 percent under irradiation recovered completely under short circuit illumination at 450K. The recovery was accompanied by the removal of all but one of the radiation-induced defect levels. The latter work, on the other hand, showed that the radiation-induced defects in the SHJ diodes did not anneal until the temperature reached 650K. These results suggest that an irradiated DJ solar cell, under illumination, will anneal at a temperature 200K lower than an irradiated SHJ cell. This is an unexpected result considering the similarity of the devices. The goal of the present research is to explain this different behavior. This paper investigates two points which arose from the previous studies. The first point is that the DJ cells were annealed under illumination while the SHJ diodes were annealed without bias. The second point investigated here is that the emitters of the DJ and SHJ devices were significantly different.

    Description: The radiation resistance of commercial solar cells fabricated from hydrogenated amorphous silicon alloys is reported. A number of different device structures were irradiated with 1.0 MeV protons. The cells were annealing at 200 C. The annealing time was dependent on proton fluence. Annealing devices for one hour restores cell parameters or fluences below 1(exp 14) cm(exp -2); fluences above 1(exp 14) cm(exp -2) require longer annealing times. A parametric fitting model was used to characterize current mechanisms observed in dark I-V measurements. The current mechanisms were explored with irradiation fluence, and voltage and light soaking times. The thermal generation current density and quality factor increased with proton fluence. Device simulation shows the degradation in cell characteristics may be explained by the reduction of the electric field in the intrinsic layer.

    Description: The superior radiation resistance of InP over other solar cell materials such as Si or GaAs has prompted the development of InP cells for space applications. The early research on radiation effects in InP was performed by Yamaguchi and co-workers who showed that, in diffused p-InP junctions, radiation-induced defects were readily annealed both thermally and by injection, which was accompanied by significant cell recovery. More recent research efforts have been made using p-InP grown by metalorganic chemical vapor deposition (MOCVD). While similar deep level transient spectroscopy (DLTS) results were found for radiation induced defects in these cells and in diffused junctions, significant differences existed in the annealing characteristics. After injection annealing at room temperature, Yamaguchi noticed an almost complete recovery of the photovoltaic parameters, while the MOCVD samples showed only minimal annealing. In searching for an explanation of the different annealing behavior of diffused junctions and those grown by MOCVD, several possibilities have been considered. One possibility is the difference in the emitter structure. The diffused junctions have S-doped graded emitters with widths of approximately 0.3 micrometers, while the MOCVD emitters are often doped with Si and have widths of approximately 300A (0.03 micrometers). The difference in the emitter thickness can have important effects, e.g. a larger fraction of the total photocurrent is generated in the n-type material for thicker emitters. Therefore the properties of the n-InP material may explain the difference in the observed overall annealing behavior of the cells.

    Description: The highest AMO efficiency (19.1 percent) InP solar cell consisted of an n+pp+ structure epitaxially grown on a p+ InP substrate. However, the high cost and relative fragility of InP served as motivation for research efforts directed at heteroepitaxial growth of InP on more viable substrates. The highest AMO efficiency (13.7 percent) for this type of cell was achieved using a GaAs substrate. Considering only cost and fracture toughness, Si would be the preferred substrate. The fact that Si is a donor in InP introduces complexities which are necessary in order to avoid the formation of an efficiency limiting counterdiode. One method used to overcome this problem lies in employing an n+p+ tunnel junction in contact with the cell's p region. A simpler method consists of using an n+ substrate and processing the cell in the p+ nn+ configuration. This eliminates the need for a tunnel junction. Unfortunately, the p/n configuration has received relatively little attention the best cell with this geometry having achieved an efficiency of 17 percent. Irradiation of these homoepitaxial cells, with 1 Mev electrons, showed that they were slightly more radiation resistant than diffused junction n/p cells. Additional p/n InP cells have been processed by some activity aimed at diffusion. Currently, there has been some activity aimed at producing heteroepitaxial p+nn+ InP cells using n+ Ge substrates. Since, like Si, Ge is an n-dopant in InP, use of this configuration obviates the need for a tunnel junction. Obviously, before attempting to process heteroepitaxial cells, one must produce a reasonably good homoepitaxial cell. In the present case we focus our attention on homoepitaxially on an n+ Ge substrate.

    Description: Measurements of nitric oxide (NO) and total reactive nitrogen (NOy) at altitudes about 12 km were made from two aircraft missions over the central and western Pacific Ocean at latitudes between 65 deg N and 65 deg S during the International Strato-Tropospheric Air Chemistry (INSTAC) program. NO measurements were performed during the first mission in late February and early march 1990, while NOy measurements were performed during the second mission in October 1990. Lowest NO and NOy mixing ratios in the upper troposphere were observed near the equator to be about 30 to approximately 70pptv and 150 to approximately 220pptv, respectively. NOy mixing ratios in the upper troposphere were higher in the northern middle latitude than in the southern middle latitude; 300 to approximately 900pptv in 30 deg N to approximately 50 deg N and 250 to approximately 400pptv around 25 deg S and 50 deg S possibly due to the transport of the polluted air from the boundary layer and the emissions from the commercial aircraft in the northern middle latitudes. Near the equator up to 40 deg S, the NO values showed very high variability and reached between 200 and 2000 pptv. NOy(pptv)/ozone(ppbv) ratios in the upper troposphere were between about 3 and 20 and these values seem to be higher in the lower latitude except for the polluted air in the northern middle latitude. These NOy/ozone ratios in the equatorial upper troposphere are higher than those in the lower stratosphere observed by others. These features of NO and NOy in the equatorial upper troposphere suggest that NOx is produced possibly by the lightning.

    Description: A novel cryogenic Fourier transform spectrometer (FTS) has been developed for limb emission measurements in the mid IR-region from balloon-borne platforms. The FTS is a rapid scanning interferometer using a modified Michelson arrangement which allows a spectral resolution of 0.04 cm(exp -1) to be achieved. Solid carbon-dioxide cooling of the spectrometer and liquid-helium cooling of the detectors provide adequate sensitivity. The line of sight can be stabilized in terms of azimuth and elevation. A three-mirror off-axis telescope provides good vertical resolution and straylight rejection. Calibration is performed by high elevation and internal blackbody measurements. Four balloon flights were performed, two of them during spring turn-around 1989 and 1990 over mid-latitudes (Aire sur L'Adour, France, 44 deg N) and two near the northern polar circle in winter 1992 (Esrange, Sweden, 68 deg N). Limb emission spectra were collected from 32 km to 39 km floating altitudes covering tangent heights between the lower troposphere and the floating altitude. The trace gases CO2, H2O, O3, CH4, N2O, HNO3, N2O5, ClONO2, CF2Cl2, CFCl3, CHF2Cl, CCl4, and C2H6 have been identified in the measured spectra. The 1989 data have been analyzed to retrieve profiles of O3, HNO3, CFCl3 and CF2Cl2. The flights over Kiruna have provided the first ever reported profile measurements of the key reservoir species ClONO2 and N2O5 inside the polar vortex.

    Description: The first vertical profiles of F-12B1 and F-13B1 had been obtained in the tropical troposphere and stratosphere by us in 1987. The measurement of these substances responsible for almost the entire anthropogenic contribution to the stratospheric BrO(x) budget is important in the tropics, as tropical upwelling provides their injection along with that of other pollutants, into the stratosphere. To ascertain the trends of these distributions and foster the data, the 1987 experiment was repeated in April 1990. Like 1987, the MPAE cryogenic whole air sampler was launched on a balloon from Hyderabad, India (17.5 deg N), and 14 samples were collected between 10 and 35 km altitude. The results obtained by means of GC and GC-MS analyses showed that the atmospheric abundance of both F-12B1 and F-13B1 is increasing at a fast rate, respectively by about 15 percent and 10 percent per year. From 1987 to 1990, F-12B1 and F-13B1 tropospheric mixing ratios have been growing from 1.2 and 1.3 ppt to 1.8 and 1.7 ppt, respectively. The vertical profiles will be discussed.

    Description: High resolution Fourier transform infrared interferometric atmospheric solar absorption measurements have been performed at the National Institute for Water and Atmospheric Research Laboratory at Lauder, New Zealand on a routine basis since October 1989. This laboratory has been selected as the Mid-latitude Charter Site of the Network for the Detection of Stratospheric Change and is at a latitude of 45 deg S. Particular attention has been paid to the absorption by atmospheric hydrogen chloride at 2925.9 cm(exp -1) and in this paper the results of the seasonal cycle in CHl above Lauder will be presented. Because of the very clean troposphere at this site, the CHl column measured from the ground is essentially a stratospheric column measurement.

    Description: An increase in the amount of stratospheric aerosol due to the Pinatubo eruption (June 12-15, 1991, 15.14 deg N, 120.35 deg E) was observed from the end of June, 1991 by a lidar in NIES (National Institute for Environmental Studies), Tsukuba (36.0 deg N, 140.1 deg E). After large fluctuations in summer of 1991, the amount of the aerosols increased in mid-September as a result of enhanced transportation from the subtropical region. In autumn and winter of 1991, dense aerosol layers were continuously observed. Aureolemeter (scanning spectral radiometer) measurements were also carried out with lidar measurements and columnar size distribution of stratospheric aerosols was estimated for some cases. Collaborative measurements with the lidar and aureolemeter provided some information on height distribution of the surface area of aerosols in late 1991.

    Description: Measurements of lower stratospheric ozone in the Tropics using electrochemical concentrations cell (ECC) sondes and the airborne UV Differential Absorption Lidar (DIAL) system after the eruption of Mt. Pinatubo are compared with the Stratospheric Aerosol and Gas Experiment 2 (SAGE 2) and ECC sonde measurements from below the eruption to determine what changes have occurred as a result. Aerosol data from the Advanced Very High Resolution Radiometer (AVHRR) and the visible and IR wavelengths of the lidar system are used to examine the relationship between aerosols and ozone changes. Ozone decreases of 30 percent at altitudes between 19 and 26 km, partial column (16-28 km) decreases of about 27 D.U., and slight increases (5.4 D.U.) between 28 and 31 km are found in comparison with SAGE 2 climatological values.

    Description: Since late 1989, regular UV spectral irradiance measurements have been made at Lauder, New Zealand (45 deg S, 170 deg E), whenever weather permits. Here, the instrumentation and measurement strategy are outlined, and early results are discussed. Following the eruption of Mt Pinatubo in June 1991, large amounts of volcanic aerosol were injected into the stratosphere and were subsequently transported to New Zealand's latitudes in the latter half of 1991. This provides an opportunity to investigate the effects of volcanic aerosols on UV irradiances measured at this clean-air site. Although changes in global (sum of diffuse plus direct) irradiances were below the detection threshold, there were significant changes in the partitioning of radiation between the direct beam and diffuse skylight. Decreases by nearly a factor of two in the direct/diffuse ratio were observed at longer wavelengths, and at smaller solar zenith angles (sza's). The aerosol optical depth due to volcanic aerosol over Lauder in December 1991 was 0.15 plus or minus 0.02 at 450 nm, with lower values at shorter wavelengths. Although effects were relatively small in the UVB region, an implication of the changes is that the contrast between shade and direct sun is reduced, so that shaded areas received relatively more radiation in the summer of 1991/92 in New Zealand.

    Description: We have used a time series of aerosol surface based on the measurements of Hofmann to investigate the modulation of total column ozone caused by the perturbation to gas phase chemistry by the reaction N2O5(gas) + H2O(aero) yields 2HNO3(gas) on the surface of stratospheric aerosols. We have tested a range of values for its reaction probability, gamma = 0.02, 0.13, and 0.26 which we compared to unperturbed homogeneous chemistry. Our analysis spans a period from Jan. 1974 to Oct. 1994. The results suggest that if lower values of gamma are the norm then we would expect larger ozone losses for highly enhanced aerosol content that for larger values of gamma. The ozone layer is more sensitive to the magnitude of the reaction probability under background conditions than during volcanically active periods. For most conditions, the conversion of NO2 to HNO3 is saturated for reaction probability in the range of laboratory measurements, but is only absolutely saturated following major volcanic eruptions when the heterogeneous loss dominates the losses of N2O5. The ozone loss due to this heterogeneous reaction increases with the increasing chlorine load. Total ozone losses calculated are comparable to ozone losses reported from TOMS and Dobson data.

    Description: Nitrogen dioxide slant column amounts measured by ground-based remote sensing from Lauder, New Zealand (45 deg S) and Campbell Island (53 deg S) during the second half of 1991 and early 1992 show anomalously low values that are attributed to the effects of volcanic eruptions. It is believed that the eruptions of Mount Pinatubo in the Philippines in June 1991 and possibly Mount Hudson in Chile in August 1991 are responsible for the stratospheric changes, which first became apparent in July 1991. The effects in the spring of 1991 are manifested as a reduction in the retrieved NO2 column amounts from normal levels by 35 to 45 percent, and an accompanying increase in the overnight decay of NO2. The existence of an accurate long-term record of column NO2 from the Lauder site enables us to quantify departures from the normal seasonal behavior with some confidence. Simultaneous retrievals of column ozone agree well with Dobson measurements, confirming that only part of the NO2 changes can be attributed to a modification of the scattering geometry by volcanic aerosols. Other reasons for the observed behavior are explored, including the effects of stratospheric temperature increases resulting from the aerosol loading and the possible involvement of heterogeneous chemical processes.

    Description: Polar statospheric clouds (PSC) and stratospheric aerosol can be observed by ground-based UV-visible spectrometry by looking at the variation of the color of the sky during twilight. A radiative transfer model shows that reddenings are caused by high altitude (22-28 km) thin layers of scatterers, while low altitude (12-20 km) thick ones result in blueings. The color index method applied on 4 years of observations at Dumont d'Urville (67 deg S), from 1988 to 1991, shows that probably because the station is located at the edge of the vortex, dense PSC are uncommon. More unexpected is the existence of a systematic seasonal variation of the color of the twilight sky - bluer at spring - which reveals the formation of a dense scattering layer at or just above the tropopause at the end of the winter. Large scattering layers are reported above the station in 1991, first in August around 12-14 km, later in September at 22-24 km. They are attributed to volcanic aerosol from Mt Hudson and Mt Pinatubo respectively, which erupted in 1991. Inspection of the data shows that the lowest entered rapidly into the polar vortex but not the highest which remained outside, demonstrating that the vortex was isolated at 22-26 km.

    Description: The long-term evolution of the Antarctic ozone hole is studied based on the TOMS data and the JMA data-set of stratospheric temperature in relation with the possible role of polar stratospheric clouds (PSC's). The effective mass of depleted ozone in the ozone hole at its annual mature stage reached a historical maximum of 55 Mt in 1991, 4.3 times larger than in 1981. The ozone depletion rate during 30 days before the mature ozone hole does not show any appreciable long-term trend but the interannual fluctuations do, ranging from 0.169 to 0.689 Mt/day with the average of 0.419 Mt/day for the period of 1979 - 1991. The depleted ozone mass has the highest correlation with the region below 195 K on the 30 mb surface in June, whereas the ozone depletion rate correlates most strongly with that in August. The present result strongly suggests that the long-term evolution of the mature ozone hole is caused both by the interannual change of the latitudinal coverage of the early PSC's, which may control the latitude and date of initiation of ozone decrease, and by that of the spatial coverage of the mature PSC's which may control the ozone depletion rate in the Antarctic spring.

    Description: Results from idealized 3-D simulations of a dynamical-radiative-photochemical model of the stratosphere are presented for the Northern Hemisphere winter and spring. For a simulation of a quiescent winter, it is found that with current levels of CO2 only modest polar ozone depletion occurs, consistent with observations. For a second simulation with the same planetary wave amplitudes in the upper troposphere but with doubled CO2, the model predicts a northern hemisphere ozone hole comparable to that observed in Antarctica with almost complete ozone destruction at 20 km. Reasons for the marked difference between the simulations are identified.

    Description: The effect on surface temperature due to changes in atmospheric O3 depends highly on the latitude where the change occurs. Previous sensitivity calculations indicate that ozone changes in the upper troposphere and lower stratosphere are more effective in causing surface temperature change (Wang et al., 1980). Long term ground-based observations show that tropospheric ozone, especially at the tropopause region, has been increasing at middle and high latitudes in the Northern Hemisphere (NATO, 1988; Quadrennial Ozone Symposium, 1992). These increases will enhance the greenhouse effect and increase the radiative forcing to the troposphere-surface system, which is opposite to the negative radiative forcing calculated from the observed stratospheric ozone depletion recently reported in WMO (1992). We used more than two thousands regularly measured ozonesondes providing reliable vertical O3 distribution at Hohenpeissenberg (47N; 11E) for the 1967-1990 to study the instantaneous solar and longwave radiative forcing the two decades 1971-1990 and compare the forcing with those caused by increasing CO2, CH4, N2O, and CFCs. Calculations are also made to compare the O3 radiative forcing between stratospheric depletion and tropospheric increase. Results indicate that the O3 changes will induce a positive radiative forcing dominated by tropospheric O3 increase and the magnitude of the forcing is comparable to that due to CO2 increases during the two decades. The significant implications of the tropospheric O3 increase to the global climate are discussed.

    Description: Intense solar activity during 1989 prompted six major particle events. Four of these occurred between August and December. Energetic solar protons are a natural source of ozone depletion due to the nitric oxides they produce in the polar atmospheres. In particular, modelling (Reid et al., 1991) of an event that peaked on October 20 (with greater than 10 MeV proton flux of 73000 particles sq cm s(exp -1) ster(exp -1) yields 55 percent column density enhancements of NO over the southern polar cap. Total column ozone data from the total ozone ,mapping spectrometer (TOMS) instrument aboard the Nimbus 7 satellite used at times when solar illumination facilitates measurements by TOMS over the entire southern polar regions. The impact of odd nitrogen enhancements on the spatial extent of low total column ozone and of the total ozone mass, over a region August to December. Comparisons are made with previous years (1984 to 1988) of moderate solar activity. The effect, if any, of these events on ozone during times of heterogeneous chlorine chemistry and dynamic processes is discussed.

    Description: Absorption cross-sections for HNO3 and N2O5 have been measured in the wavelength region 220-450 nm, using a dual beam diode array spectrometer with a spectral resolution of 0.3 nm. The results for both compounds are in good agreement with recommended values at room temperature. However, the cross-sections of both HNO3 and N2O5 show a marked reduction with decreasing temperature in the range 295-233 K. The calculated photolysis rate of HNO3 at the low temperatures and high solar zenith angles characteristic of the polar winter and spring is significantly lower than previously estimated.

    Description: It is known that an effective control system is the key condition for successful implementation of high-performance magnetic servo systems. Major issues to design such control systems are nonlinearity; unmodeled dynamics, such as secondary effects for copper resistance, stray fields, and saturation; and that disturbance rejection for the load effect reacts directly on the servo system without transmission elements. One typical approach to design control systems under these conditions is a special type of nonlinear feedback called gain scheduling. It accommodates linear regulators whose parameters are changed as a function of operating conditions in a preprogrammed way. In this paper, an on-line learning fuzzy control strategy is proposed. To inherit the wealth of linear control design, the relations between linear feedback and fuzzy logic controllers have been established. The exercise of engineering axioms of linear control design is thus transformed into tuning of appropriate fuzzy parameters. Furthermore, fuzzy logic control brings the domain of candidate control laws from linear into nonlinear, and brings new prospects into design of the local controllers. On the other hand, a self-learning scheme is utilized to automatically tune the fuzzy rule base. It is based on network learning infrastructure; statistical approximation to assign credit; animal learning method to update the reinforcement map with a fast learning rate; and temporal difference predictive scheme to optimize the control laws. Different from supervised and statistical unsupervised learning schemes, the proposed method learns on-line from past experience and information from the process and forms a rule base of an FLC system from randomly assigned initial control rules.

    Description: High concentrations of active chlorine are clearly responsible for the observed ozone depletion during the Antarctic polar spring. However, the mechanism behind the activation of chlorine from the reservoirs species HCl and ClONO2 and the maintenance of extremely high levels of active chlorine after polar sunrise is less well understood. Here, we focus on the influence of the methane oxidation cycle on 'ozone hole' chemistry through its effect on HOx and ClOx radicals. We demonstrate the great potential importance of the heterogeneous reaction HCl + HOCl yields Cl2 + H2O and the gasphase reaction ClO + CH3O2 yields ClOO + CH3O under sunlight conditions in polar spring. Under these conditions, the heterogeneous reaction is the main sink for HOx radicals. Through this channel, the HCl reservoir may be almost completely depleted. The gas phase reaction may control the levels of the CH3O2 radical, provided that high levels of ClO exist. Otherwise this radical initiates a sequence of reactions leading to a considerable loss of active chlorine. Moreover, the production of HOx radicals is reduced, and thereby the efficiency of the heterogeneous reaction limited. The two reactions together may accomplish the complete conversion of HCl into active chlorine, thereby leading to a rapid destruction of ozone.

    Description: Two-dimensional (zonally averaged) photochemical models are commonly used for calculations of ozone changes due to various perturbations. These include calculating the ozone change expected as a result of change in the lower stratospheric composition due to the exhaust of a fleet of supersonic aircraft flying in the lower stratosphere. However, zonal asymmetries are anticipated to be important to this sort of calculation. The aircraft are expected to be restricted from flying over land at supersonic speed due to sonic booms, thus the pollutant source will not be zonally symmetric. There is loss of pollutant through stratosphere/troposphere exchange, but these processes are spatially and temporally inhomogeneous. Asymmetry in the pollutant distribution contributes to the uncertainty in the ozone changes calculated with two dimensional models. Pollutant distributions for integrations of at least 1 year of continuous pollutant emissions along flight corridors are calculated using a three dimensional chemistry and transport model. These distributions indicate the importance of asymmetry in the pollutant distributions to evaluation of the impact of stratospheric aircraft on ozone. The implications of such pollutant asymmetries to assessment calculations are discussed, considering both homogeneous and heterogeneous reactions.

    Description: The so-called 'Library of Background Air' at the Oregon Graduate Institute was used to determine the trend in volume mixing ratios of selected halogenated hydrocarbons in the time period 1977-1989. This library consists of background air samples most of them taken at Cape Meares (Oregon). For storage stainless steel containers are used. Tests have shown the gases under consideration to be stable in these containers. Analyses using a GC/MS-system were performed for the CFCs 11, 12, 12B1 (HALON 1211, CBrClF2), 22, 113, 114 and CH3Cl, CH3Br, CH3CCl3, CCl4. The advantage of this unique investigation: different aged air samples are analyzed at the same time with the same instrument. No calibrations or intercalibrations are needed. All data are presented in normalized mixing ratios versus time. We discuss the results, derive rate constants and present a formula to describe the nonlinear increases.

    Description: Long-term ozone trends (percentage change) have been computed from 13 years of Nimbus/TOMS (Total Ozone Mapping Spectrometer) data as a function of latitude, longitude, and month for the period January 1, 1979 to December 31, 1991. In both hemispheres, the ozone column content has decreased at latitudes above 30 deg by amounts that are larger than predicted by homogeneous chemistry models for the 13-year time period. The largest rates of ozone decrease occur in the Southern Hemisphere during winter and spring, with recovery during the summer and autumn. The large winter ozone loss rates are consistent with observed low stratospheric temperatures, ice-cloud formation, and heterogeneous chemistry at middle and high latitudes. There are similar, but smaller changes observed in the Northern Hemisphere. At midlatitudes, (40 deg N to 50 deg N) there are increased zonal average ozone depletion rates that correspond to 5 geographically localized regions of increased ozone depletion rates. Only the equatorial band between plus or minus 20 deg shows little or no long-term ozone change since January, 1979. The long-term winter ozone depletion rate data for both hemispheres suggests that heterogeneous chemistry processes may operate over a wide range of latitudes during half of the year.

    Description: A study has been made of the recently re-evaluated time series of daily total ozone values for the period 1979 to 1992 for southern England. The series consists of measurements made at two stations, Bracknell and Camborne. The series shows a steady decline in ozone values in the spring months over the period, and this is consistent with data from an earlier decade that has been published but not re-evaluated. Of exceptional note is the monthly mean for January 1992 which was very significantly reduced from the normal value, and was the lowest so far measured for this month. This winter was also noteworthy for a prolonged period during which a blocking anticyclone dominated the region, and the possibility existed that this was related to the ozone anomaly. It was possible to determine whether the origin of the low ozone value lay in ascending stratospheric motions. A linear regression analysis of ozone value deviation against 100hPa temperature deviations was used to reduce ozone values to those expected in the absence of high pressure. The assumption was made that the normal regression relation was not affected by atmospheric anomalies during the winter. This showed that vertical motions in the stratosphere only accounted for part of the ozone anomaly and that the main cause of the ozone deficit lay either in a reduced stratospheric circulation to which the anticyclone may be related or in chemical effects in the reduced stratospheric temperatures above the high pressure area. A study of the ozone time series adjusted to remove variations correlated with meteorological quantities, showed that during the period since 1979, one other winter, that of 1982/3, showed a similar although less well defined deficit in total ozone values.

    Description: Ozone has been observed in elevated concentrations by satellites over hitherto believed 'background' areas. There is meteorological evidence that these ozone 'plumes' found over the Atlantic ocean originate from biomass fires on the African continent. Therefore we have investigated ozone and assumed precursor compounds over African regions. The measurements revealed large photosmog layers in altitudes between 1.5 and 4 km. Here we will focus on some results of ozone mixing ratios obtained during the DECAFE 91/FOS experiment and estimate the relevance of biomass burning as a source by comparing the strength of this source to stratospheric input.

    Description: Observed surface ozone mixing ratio X(sub ob) is partitioned into two parts; X(sub tr), transported from the free troposphere and X(sub ch), chemically produced or destructed in the boundary layer. X(sub tr) is estimated from the ozone concentration in the free troposphere and the wind speed. The ozone in the free troposphere estimated from surface ozone observations is consistent with that of ozonesonde data. X(sub ch) is obtained from the difference between X(sub ob) and X(sub tr). X(sub tr) increases with wind speed, while X(sub ch) shows maximum at hourly wind speed of 1-2 m/s in the daytime. Contribution of X(sub tr) to X(sub ob) is larger than X(sub ch) except for a short period in summer. X(sub ch) is positive for April-October, but X(sub ch) can be negative in winter, showing the net chemical destruction in the boundary layer. X(sub ch) increases linearly with solar radiation, and is negative for daily global solar radiation below 8 MJ/sq m, which is about equal to the monthly mean in winter.

    Description: The hypothesis that tropical total O3 maxima seen by the TOMS satellite derive from African biomass burning has been tested using isentropic trajectory analyses with global meteorological data fields. Two case studies from the 1989 biomass burning season demonstrate that a large fraction of the air arriving at the location of TOMS O3 maxima passed over regions of intense burning. Other trajectories initiated at a series of points over Africa and the Atlantic suggest flight strategies for field studies to be conducted in September 1992.

    Description: Surface ozone (O3) concentrations in excess of the National Ambient Air Quality Standard (NAAQS) continue to occur in metropolitan areas in the United States despite efforts to control emissions of O3 precursors. Future O3 control strategies will be based on results from modeling efforts that have just begun in many areas. Two initial questions that arise are model sensitivity to domain-specific conditions and the selection of episodes for model evaluation and control strategy development. For the Baltimore-Washington region (B-W), the presence of the Chesapeake Bay introduces a number of issues relevant to model sensitivity. In this paper, the specific questions of the determination of model volume (mixing height) for the Urban Airshed Model (UAM) is discussed and various alternative methods compared. For the latter question, several analytic approaches, Cluster Analysis and classification and Regression Tree (CART) analysis are undertaken to determine meteorological conditions associated with severe O3 events in the B-W domain.

    Description: There is increasing recognition that controls on NO(x) emissions may be necessary, in addition to existing and future Volatile Organic Compounds (VOC) controls, for the abatement of ozone (O3) over portions of the United States. This study compares various combinations of anthropogenic NO(x) and VOC emission reductions through a series of model simulations. A total of 6 simulations were performed with the Regional Oxidant Model (ROM) for a 9-day period in July 1988. Each simulation reduced anthropogenic NO(x) and VOC emissions across-the-board by different amounts. Maximum O3 concentrations for the period were compared between the simulations. Comparison of the simulations suggests that: (1) NO(x) controls may be more effective than VOC controls in reducing peak O3 over most of the eastern United States; (2) VOC controls are most effective in urban areas having large sources of emissions; (3) NO(x) controls may increase O3 near large point sources; and (4) the benefit gained from increasing the amount of VOC controls may lessen as the amount of NO(x) control is increased.     Description: Many of the synergistic impacts resulting from future changes in emissions as well as changes in ambient temperature, moisture, and UV flux have not been quantified. A three-dimensional regional-scale photo-chemical model (STEM-2) is used in this study to evaluate these perturbations to trace gas cycles over the eastern half of the United States of America. The model was successfully used to simulate a regional-scale ozone episode (base case - June 1984) and four perturbations scenarios - viz., perturbed emissions, temperature, water vapor column, and incoming UV flux cases, and a future scenario (for the year 2034). The impact of these perturbation scenarios on the distribution of ozone and other major pollutants such as SO2 and sulfates were analyzed in detail. The spatial distribution and the concentration of ozone at the surface increased by about 5-15 percent for most cases except for the perturbed water vapor case. The regional scale surface ozone concentration distribution for the year 2034 (future scenario) showed an increase of non-attainment areas. The rural areas of Pennsylvania, West Virginia, and Georgia showed the largest change in the surface ozone field for the futuristic scenario when compared to the base case.

    Description: The Canadian Climate Center (CCC) GCM has been modified to allow its use for studies in atmospheric chemistry. The initial experiments reported here have been run to test and allow sensitivity studies of the new transport module. The impact of different types of parameterization for the convective mixing have been studied based on the large scale evolution of Rn-222 and Pb-210. Preliminary results have shown that the use of a scheme, which mixes unstable columns over a very short time scale, produces a global distribution of lead that agrees in some aspects with observations. The local impact of different mixing schemes on a short lived tracer like the radon is very important.

    Description: As a consequence of the non-linear behavior of the chemistry of the atmosphere and because of the short lifetime of nitrogen oxides (NO(x)), two-dimensional models do not give an adequate description of the production and destruction rates of NO(x) and their effects on the distributions of the concentration of ozone and hydroxyl radical. In this study, we use a three-dimensional model to evaluate the contribution of increasing NO(x) emissions from industrial activity and biomass burning to changes in the chemical composition of the troposphere. By comparing results obtained from longitudinally-uniform and longitudinally-varying emissions of NO(x), we demonstrate that the geographical representation of the NO(x) emissions is crucial in simulating tropospheric chemistry.

    Description: The Regional Acid Deposition Model (RADM) has been applied to several of the field experiments which were part of the Acid Models Operational and Diagnostic Evaluation Study (Acid MODES). The experiment which was of particular interest with regards to ozone photochemistry involved horizontal zig-zag flight patterns (ZIPPER) over an area from the eastern Ohio River valley to the Adirondacks of New York. Model simulations by both the standard resolution RADM (delta x = 80 km) and the nested grid RADM (delta x = 26.7 km) compare well to measurements in the low emission regions in central Pennsylvania and upstate New York, but underestimate in the high emission upper Ohio River valley. The nested simulation does considerably better, however, than the coarse grid simulation in terms of horizontal pattern and concentration magnitudes. Analysis of NO(x) and HO(x) concentrations and photochemical products rates of ozone show that the model's response to large point source emissions is very unsystematic both spatially and temporally. This is due to the models instability to realistically simulate the small scale (subgrid) gradients in precursor concentrations in and around large point source plumes.

    Description: A parameterized reaction mechanism has been created to examine the interactions between isoprene and other tropospheric gas-phase chemicals. Tests of the parameterization have shown that its results match those of a more complex reaction set to a high degree of accuracy. Comparisons between test runs have shown that the presence of isoprene at the start of a six day interval can enhance later ozone concentrations by as much as twenty-nine percent. The test cases used no input fluxes beyond the initial time, implying that a single input of a biogenic hydrocarbon to an airmass can alter its ozone chemistry over a time scale on the order of a week.

    Description: Multiple images taken from similar locations and under similar lighting conditions contain similar, but not identical, information. Slight differences in instrument orientation and position produces mismatches between the projected pixel grids. These mismatches ensure that any point on the ground is sampled differently in each image. If all the images can be registered with respect to each other to a small fraction of a pixel accuracy, then the information from the multiple images can be combined to increase linear resolution by roughly the square root of the number of images. In addition, the gray-scale resolution of the composite image is also improved. We describe methods for multiple image registration and combination, and discuss some of the problems encountered in developing and extending them. We display test results with 8:1 resolution enhancement, and Viking Orbiter imagery with 2:1 and 4:1 enhancements.

    Description: NASA's Mission to Planet Earth (MTPE) will address important interdisciplinary and environmental issues such as global warming, ozone depletion, deforestation, acid rain, and the like with its long term satellite observations of the Earth and with its comprehensive Data and Information System. Extensive sets of satellite observations supporting MTPE will be provided by the Earth Observing System (EOS), while more specific process related observations will be provided by smaller Earth Probes. MTPE will use data from ground and airborne scientific investigations to supplement and validate the global observations obtained from satellite imagery, while the EOS satellites will support interdisciplinary research and model development. This is important for understanding the processes that control the global environment and for improving the prediction of events. In this paper we illustrate the potential for powerful artificial intelligence (AI) techniques when used in the analysis of the formidable problems that exist in the NASA Earth Science programs and of those to be encountered in the future MTPE and EOS programs. These techniques, based on the logical and probabilistic reasoning aspects of plausible inference, strongly emphasize the synergetic relation between data and information. As such, they are ideally suited for the analysis of the massive data streams to be provided by both MTPE and EOS. To demonstrate this, we address both the satellite imagery and model enhancement issues for the problem of ozone profile retrieval through a method based on plausible scientific inferencing. Since in the retrieval problem, the atmospheric ozone profile that is consistent with a given set of measured radiances may not be unique, an optimum statistical method is used to estimate a 'best' profile solution from the radiances and from additional a priori information.

    Description: A greenhouse-physiological coupling killing mechanism active among mammals, birds, and reptiles has been identified. Operating via environmental thermal effects upon the maternal core-skin blood flow critical to the survival and development of embryos, it reduces the flow of blood to the uterine tract. Today, during hot summers, this phenomena kills embryos on a vast, global scale. Because of sensitivity of many mammals to modern heat, a major modern greenhouse could reduce population numbers on a global scale, and potentially trigger population collapses in the more vulnerable parts of the world. In the geological past, the killing mechanism has likely been triggered into action by greenhouse warming via impact events, plume volcanism, and Earth orbital variations (Milankovitch cycles). Earth's biosphere is maintained and molded by the flow of energy from the solar energy source to Earth and on to the space energy sink (SES). This SES energy flow maintains Earth's biosphere and its living components, as open, intermediate, dissipative, nonequilibrium systems whose states are dependent upon the rate of energy flowing through them. Greenhouse gases such as CO2 in the atmosphere influence the SES energy flow rate. Steady-state flow is necessary for global ecological stability (autopoiesis). Natural fluctuations of the C cycle such as rapid releases of CO2 from the mantle, or oceans, disrupt steady-state SES flow. These fluctuations constantly challenge the biosphere; slowdown of SES energy flow drives it toward thermodynamical equilibrium and stagnation. Fluctuations induced by impact event, mantle plume volcanism, and Milankovitch cycles can grow into structure-breaking waves triggering major perturbations of Earth's C cycle and mass extinctions. A major C cycle perturbation involves readjustment of the outer physiochemical spheres of the Earth: the atmosphere, hydrosphere, and lithosphere; and by necessity, the biosphere. A greenhouse, one manifestation of a major C cycle perturbation, is the most dangerous natural phenomenon that life on Earth can experience. Greenhouse conditions existed during the KT mass extinctions of 65 m.y. ago, and the Pleistocene-Holocene (P-H) mammalian extinctions of 10,000-12,000 yr ago. Coupling climatology to reproductive physiology via effects of ambient air temperature upon uterine blood flow to developing embryos accounts for the extinctions via established physiological principles.

    Description: This paper presents in viewgraph format an overview of NASDA's evaluation of commercial nickel metal-hydride (Ni-MH) cells and the development and testing of Ni-MH cells for use in space. The commercial cells are concluded to be feasible and suitable for use in LEO; for GEO, the durability for overcharge is needed because long-term charge retention is required. For the aerospace Ni-MH cell design, two activation procedures are applied to evaluate the effect of the difference in the amount of overcharge protection and precharge. Specific energy of the Ni-MH cell is nearly accomplished at 50 Wh/kg. Initial characteristics indicate the effect derived from precharge. Thirty-five amp-hour class Ni-MH cells have good performance for LEO cycle of 25 and 40 percent DOD up to 3000 cycles as similar to commercial cells. The effect of the difference in the amount of overcharge protection will appear in life test.

    Description: The TELSTAR 4 communication satellites being manufactured by Martin Marietta Astro Space (Astro Space) for AT&T are three axis stabilized spacecraft scheduled to be launched on expendable vehicles such as the Atlas or Ariane rockets. Typically, these spacecraft consist of a box that holds the electronics and supports the antenna reflectors and the solar array wings. The wings and reflectors are folded against the sides of the box during launch and the spacecraft is spun for attitude control in that phase; they are then deployed after achieving the final orbit. The launch phase and transfer orbits required to achieve the final geosynchronous orbit typically take 4 to 5 days during which time the power required for command, telemetry, attitude control, heaters, etc., is provided by two 50 AH nickel hydrogen batteries augmented by the exposed outboard solar panels. In the past, this situation has presented no problem since there was a considerable excess of power available from the array. In the case of large high powered spacecraft such as TELSTAR 4, however, the design power levels in transfer orbit approach the time-averaged power available from the exposed surface area of the solar arrays, resulting in a very tight power margin. To compound the difficulty, the array output of the spinning spacecraft in transfer orbit is shaped like a full wave rectified sine function and provides very low charging rates to the batteries during portions of the rotation. In view of the typically low charging efficiency of alkaline nickel batteries at low rates, it was decided to measure the efficiency during a simulation of the TELSTAR 4 conditions at the expected power levels and temperatures on three nickel hydrogen cells of similar design. The unique feature of nickel hydrogen cells that makes the continuous measurement of efficiency possible is that hydrogen is one of the active materials and thus, cell pressure is a direct measure of the state of charge or available capacity. The pressure is measured with a calibrated strain gage mounted on the outside of the pressurized cell.
