    Description: The rich fossil record of horses has made them a classic example of evolutionary processes. However, while the overall picture of equid evolution is well known, the details are surprisingly poorly understood, especially for the later Pliocene and Pleistocene, c. 3 million to 0.01 million years (Ma) ago, and nowhere more so than in the Americas. There is no consensus on the number of equid species or even the number of lineages that existed in these continents. Likewise, the origin of the endemic South American genus Hippidion is unresolved, as is the phylogenetic position of the “stilt-legged” horses of North America. Using ancient DNA sequences, we show that, in contrast to current models based on morphology and a recent genetic study, Hippidion was phylogenetically close to the caballine (true) horses, with origins considerably more recent than the currently accepted date of c. 10 Ma. Furthermore, we show that stilt-legged horses, commonly regarded as Old World migrants related to the hemionid asses of Asia, were in fact an endemic North American lineage. Finally, our data suggest that there were fewer horse species in late Pleistocene North America than have been named on morphological grounds. Both caballine and stilt-legged lineages may each have comprised a single, wide-ranging species.

    Description: Habitat-forming species sustain biodiversity and ecosystem functioning in harsh environments through the amelioration of physical stress. Nonetheless, their role in shaping patterns of species distribution under future climate scenarios is generally overlooked. Focusing on coastal systems, we assess how habitat-forming species can influence the ability of stress-sensitive species to exhibit plastic responses, adapt to novel environmental conditions, or track suitable climates. Here, we argue that habitat-former populations could be managed as a nature-based solution against climate-driven loss of biodiversity. Drawing from different ecological and biological disciplines, we identify a series of actions to sustain the resilience of marine habitat-forming species to climate change, as well as their effectiveness and reliability in rescuing stress-sensitive species from increasingly adverse environmental conditions.

    Description: Aquatic ecosystems worldwide continue to experience unprecedented warming and ecological change. Warming increases metabolic rates of animals, plants, and microbes, accelerating their use of energy and materials, their population growth, and interaction rates. At a much larger biological scale, warming accelerates ecosystem-level processes, elevating fluxes of carbon and oxygen between biota and the atmosphere. Although these general effects of temperature at finer and broader biological scales are widely observed, they can lead to contradictory predictions for how warming affects the structure and function of ecological communities at the intermediate scale of biological organization. We experimentally tested the hypothesis that the presence of predators and their associated species interactions modify the temperature dependence of net ecosystem oxygen production and respiration. We tracked a series of independent freshwater ecosystems (370 L) over 9 weeks, and we found that at higher temperatures, cascading effects of predators on zooplankton prey and algae were stronger than at lower temperatures. When grazing was weak or absent, standing phytoplankton biomass declined by 85%–95% (〈1-fold) over the temperature gradient (19–30 °C), and by 3-fold when grazers were present and lacked predators. These temperature-dependent species interactions and consequent community biomass shifts occurred without signs of species loss or community collapse, and only modestly affected the temperature dependence of net ecosystem oxygen fluxes. The exponential increases in net ecosystem oxygen production and consumption were relatively insensitive to differences in trophic interactions among ecosystems. Furthermore, monotonic declines in phytoplankton standing stock suggested no threshold effects of warming across systems. We conclude that local changes in community structure, including temperature-dependent trophic cascades, may be compatible with prevailing and predictable effects of temperature on ecosystem functions related to fundamental effects of temperature on metabolism.

    Description: Almost all animals and plants are inhabited by diverse communities of microorganisms, the microbiota, thereby forming an integrated entity, the metaorganism. Natural selection should favor hosts that shape the community composition of these microbes to promote a beneficial host-microbe symbiosis. Indeed, animal hosts often pose selective environments, which only a subset of the environmentally available microbes are able to colonize. How these microbes assemble after colonization to form the complex microbiota is less clear. Neutral models are based on the assumption that the alternatives in microbiota community composition are selectively equivalent and thus entirely shaped by random population dynamics and dispersal. Here, we use the neutral model as a null hypothesis to assess microbiata composition in host organisms, which does not rely on invoking any adaptive processes underlying microbial community assembly. We show that the overall microbiota community structure from a wide range of host organisms, in particular including previously understudied invertebrates, is in many cases consistent with neutral expectations. Our approach allows to identify individual microbes that are deviating from the neutral expectation and are therefore interesting candidates for further study. Moreover, using simulated communities, we demonstrate that transient community states may play a role in the deviations from the neutral expectation. Our findings highlight that the consideration of neutral processes and temporal changes in community composition are critical for an in-depth understanding of microbiota-host interactions.

Dies zeigt sich besonders da, wo die deutlich dezentraleren Strukturen desneuen Energiesystems die Planung von Windenergie- und Biomasseanlagen oder auch neuenÜbertragungsnetzen erforderlich machen. Bürgerbeteiligung wird hierfür als ein Modus gesehen, umKonflikte um Infrastrukturprojekte zu lösen und Akzeptanz herzustellen. Denn es zeigt sich, dass dierechtlich verankerten Formen der Öffentlichkeitsbeteiligung nicht hinreichend sind, um sachorientiertewie emotionale Aspekte mit Betroffenen zu erörtern und Probleme lösen zu können.Zunehmend werden erweiterte Mitsprachemöglichkeiten bei Planungen und politischen Entscheidungsprozesseneingefordert, die zudem über die lokale Ebene und Planungsdetails konkreterEinzelprojekte hinausreichen. Der Blick in die Praxis zeigt, dass vielerorts in der Tat ergänzende Forender Meinungsbildung und Mitwirkung eröffnet werden. Wie dies konkret geschieht, ist jedoch eineoffene Frage. Denn insgesamt besteht nur wenig systematisches Wissen über die Praktiken undMethoden, mit denen Bürgerinnen und Bürger in die Erörterung von Zielen und Gestaltungsprinzipiender Energiewende, von Handlungsoptionen und konkreten Standortfragen eingebundenwerden. Will man derartige informelle Beteiligungsformen stärken, ist deshalb die Erarbeitung einesdifferenzierten Überblicks zu den angewandten Vorgehensweisen ein wichtiger Schritt. Dervorliegende Beitrag setzt hier an und legt in Form einer Beteiligungsmatrix eine Grundlage vor, nachder eine Systematisierung von Beteiligungsverfahren erfolgen kann.

    Description: Against the backdrop of the COVID-19 pandemic, health is receiving unprecedented public and political attention. Yet the fact that climate change also presents us with a health crisis deserves further recognition. From more deaths due to heat stress to increased transmission of infectious diseases, climate change affects the social and environmental determinants of health in ways that are profound and far-reaching. The fundamental interdependency of human health and the health of the environment is encapsulated in the concept of planetary health, a scientific field and social movement that has been gaining force since the 2015 publication of the Rockefeller Foundation-Lancet Commission report “Safeguarding human health in the Anthropocene epoch”. We see an urgent need for strategic communication to raise awareness of climate-health synergies in order to overcome the misperception that climate and health are two independent agendas. The fragmented and sector-focused nature of thinking and action remains a significant barrier to integrating health considerations into climate planning and project development. Inevitably, collaboration across sectors requires a community of practice. Despite recent efforts focused on the climate-health nexus, much work remains to be done to translate scientific findings for policymakers, mobilise climate financing resources in support of health co-benefits, and promote genderjust solutions within climate change projects.

    Description: The challenges facing European regions undergoing structural transformations as they transition towards sustainable development pathways have attracted increasing interest in recent years. Straddling the border between Germany and Poland, Lusatia is experiencing considerable transformation pressure. Various domestic and European funding programmes, for example under the umbrella of the European Green Deal, are intended to cushion the impacts of the phase-out or reduction of coal-fired power generation. The recently adopted EU Just Transition Mechanism aims to support sustainable structural transformations and the broader goal of achieving climate neutrality by mitigating impacts on the workforce and contributing to the diversification of economies in the most affected areas. Funds made available through this mechanism should be deployed in consultation with regional stakeholders in Lusatia to complement national support measures. Further funding programmes are available targeting various policy areas and could be harnessed to strengthen integration throughout the region. Funding programmes that are centrally managed by the European Commission (i.e. not under shared management with national governments) are of particular interest in this context. Closer political and economic cooperation, coupled with a deeper exchange of experience, can accelerate regional integration and guide processes of structural transformation towards sustainable outcomes. However, there are some practical hurdles to overcome in border regions. The primary objectives in using available EU funding are to mitigate the social impacts of processes of structural transformation and to deliver a just transition at all levels. Measures funded through these programmes should be aligned with the sustainable development goals (SDGs) and contribute to the goal of achieving climate neutrality.

    Description: This report – Study on the socio-economic importance of areas beyond national jurisdiction (ABNJ) in the Southeast Atlantic region – aims to analyse the socio-economic importance of the ABNJ adjacent to the countries within the Abidjan Convention Area in West, Central and Southern Africa. It characterizes the socio-economic interests in ABNJ, underpinned by the ecosystem services concept, and the actual and potential social and economic outcomes (costs and benefits) associated with the conservation and use (exploitation) of marine resources, both in qualitative, and to the extent possible in quantitative terms. In this study, the term “socio-economics” is taken in a broad context to include the social aspects related to human well-being, livelihoods, impacts on communities, equity, socio-political systems, as well as economic ones. The analysis is based on an extensive literature review of scientific publications, articles, analysis of available data, stakeholder knowledge and experience, as well as expert opinion gathered through targeted interviews. It provides a narrative and forward-looking assessment of the key activities. The information presented is intend-ed to support decision-makers, including government officials, the private sector and other stakeholders to make informed decisions about ABNJ and weigh environmental, social and eco-nomic objectives, in the context of a new internationally binding treaty for the conservation and sustainable use of marine biological diversity beyond national jurisdiction, the BBNJ agreement. This report is part of a series of reports covering issues of ocean governance with a focus on the Southeast Atlantic (and Southeast Pacific) published under the STRONG High Seas project – Strengthening Regional Ocean Governance for the High Seas (June 2017 – May 2022).

    Description: This paper focuses on barriers and drivers of personal and public engagement. The success of climate change policies in democracies depends on social consent and ownership of the actions taken. Campaigners and decision-makers therefore need to communicate their ideas in a way that speaks to and galvanises people. To do this successfully, the first step is to recognise what motivates people to act and what hinders them. This paper contributes to answering these questions by giving an overview of theories from psychological and communication science on the cognitive biases that obstruct logical decision-making. It then moves on to suggest an alternative to the widely used “fear appeal” in communication about climate change: an opportunity-oriented framing of climate mitigation that connects to people’s values with the prospect of fostering long-lasting engagement with sustainable action. Lastly, the paper explores how the co-benefits framing can be used for policymaking.

    Description: Bei der Realisierung einer nachhaltigen Lebensweise kommt der Wirtschaft zentrale Bedeutung zu. Dies umfasst sowohl die Entwicklung eines entsprechenden regulatorischen Rahmens als auch die Förderung und Etablierung nachhaltiger Unternehmenspraktiken, die ökologische und soziale Be-lange integrieren. Branchenübergreifend ist dabei eine Auseinandersetzung zwischen ökofairem und konventionellem Wirtschaften zu beobachten, von der Agrarwirtschaft, über Chemie und Automo-bilindustrie, bis zur Energiewirtschaft – um die besonders umstrittenen Branchen zu nennen. In Wis-senschaft und Öffentlichkeit wird über die Machbarkeit von ökofairem Wirtschaften im Wettbewerb mit vorrangig profitgetriebenen Konkurrenten diskutiert, wobei der Fokus meist auf einer Analyse der Geschäftspraktiken liegt. Der vorliegende Artikel wendet sich dem bisher meist wenig beleuchte-ten Aspekt der mentalen Voraussetzungen öko-fairen Wirtschaftens zu und beschäftigt sich mit der Frage, welche Einstellungen und Werten den Entscheidungen von ökofairen UnternehmerInnen vorausgehen und diese prägend beeinflussen. Dabei zeigt die Auswertung von 35 qualitativen Interviews mit GeschäftsführerInnen und InhaberIn-nen ökofairer Betriebe, dass sie – unterschiedlich ausgeprägt - Verantwortung übernehmen für die Belange aller Berührungsgruppen ihres Unternehmens, von KundInnen, über MitarbeiterInnen, Lie-ferantInnen, das lokale Umfeld, die Gesellschaft und die Natur. Sie definieren Nachhaltigkeit als zukunftsorientiertes Konzept für die Wirtschaft. Ihre Anstrengungen für nachhaltige Unternehmens-praxis werden von vielen nicht als Belastung empfunden, sondern erfüllen sie mit Freude. Unter-nehmensintern leben sie es vor, setzen die Ressourcen des Unternehmens dafür ein und verstetigen den Kurs mit Regelwerken, Nachhaltigkeitsberichten und Managementsystemen. Die Vorteile des ökofairen Wirtschaftens werden aus den Angaben der Befragten deutlich. Diese Unternehmen führen den lebenden Beweis, dass eine werte-orientierte, ethisch motivierte Wirtschaftspraxis im Wettbe-werb bestehen kann. Im Anschluss an die Darstellung der Interview-Ergebnisse werden die Stufen der Entwicklung des Bewusstseins, die in der Studie erkennbar wurden, nachgezeichnet und mit dem Konzept des Homo Oeconomicus verglichen. Es wird argumentiert, dass es erforderlich ist, das Verständnis des Homo Oeconomicus zu überwinden, um die ökologischen und sozialen Herausforderungen des Anthropo-zäns bewältigen zu können. Die Weiterentwicklung der ethischen Reife der Menschheit wird als die grundlegende Voraussetzung der Veränderung beschrieben. Danach werden die Möglichkeiten der Verbreitung von fortschrittlichen Denkformen in Wirtschaft, Gesellschaft und Staat erörtert und es wird eine Perspektive zur Veränderung aufgezeigt, die in Ansätzen bereits existiert.

Otros informes del proyecto abarcan el marco jurídico e institucional aplicable a las ABNJ, el estado ecológico y la importancia socioeconómica de las ABNJ en las regiones de interés, las distintas opciones en cuanto a medidas de gestión y conservación para la conservación de la biodiversidad marina en las ABNJ y las consideraciones para la gestión integrada de los océanos. This report is part of a series of reports covering issues of ocean governance with a focus on the ABNJ of the Southeast Pacific and the Southeast Atlantic regions and builds on previous reports published by the STRONG High Seas project. Further project reports cover the legal and institutional framework applicable to ABNJ, the ecological state and the socioeconomic importance of ABNJ in the project regions, options for management and conservation measures for conservation of marine biodiversity in ABNJ, and considerations for integrated ocean management. These reports are available through the STRONG High Seas project website. Following this introductory chapter, Chapter 2 provides relevant context with regards to ocean governance in areas beyond national jurisdiction, the ongoing negotiations towards a new agreement under UNCLOS and related capacity development needs and approaches. Chapter 3 presents a short summary of the surveys undertaken by the STRONG High Seas project with regards to capacity needs in the Southeast Pacific region and Chapter 4 is a summary of the corresponding capacity development efforts undertaken as part of the STRONG High Seas project. Chapter 5 provides reflections and recommendations for future capacity development activities beyond the scope of the project and highlights lessons learned through the five years of this project. In ihrer öffentlichen Kommunikation zur Klimakrise zeigen sich unterschiedliche thematische Schwerpunkte. Die Studie analysiert vergleichend die narrativen Strukturen von Pressemitteilungen und Blog-Artikeln von XR, EG und FFF aus dem Jahr 2019 und führt die dortigen Motive und (Mikro-)Erzählungen auf ihre jeweiligen Grundwerte zurück. Es werden Potenziale identifiziert, wie XR, EG und FFF ihre politischen Anliegen innerhalb rhetorisch überzeugenderer, (strukturell vollständigerer) Erzählungen kommunizieren können. Die Untersuchung von Klima-Frames thematisiert zudem, ob und wie ein Bezug nicht nur zu Klimaschutz, sondern zu Klimagerechtigkeit hergestellt wird.

    Description: This paper examines the recent interest in hydrogen energy among political and economic leaders in the oil and gas producing states of the Gulf Cooperation Council (GCC). Although key stakeholders continue to reinforce the fossil fuel systems that have defined the region’s political economy for decades, they increasingly recognize that the hydrocarbon era is drawing to a close. This has led to an increase in various “post-oil” energy investments, which most recently include hydrogen energy. This discussion paper examines why this is the case – that is, why the GCC’s political and corporate leaders are keen on promoting hydrogen energy systems in the region. It shows that the aspiration to produce “green” hydrogen – originating in Europe and Germany in particular – is increasingly seen as a way to broadcast the region’s green credentials, while simultaneously supporting the investments in “blue” hydrogen promoted by the state-owned hydrocarbon giants in the UAE and Saudi Arabia.

    Description: Après plus d‘une décennie de délibérations informelles, les États aux Nations unies (ONU) négocient actuellement un „instrument international juridiquement contraignant sur la conservation et l’utilisation durable de la biodiversité marine des zones situées au-delà des limites de la juridiction nationale“ („Accord BZAJN“). Les négociations visent à renforcer le cadre juridique international pour la protection et la gestion de l‘océan pour combler les lacunes du cadre actuel et en s‘appuyant sur les obligations existantes dans le cadre de la Convention des Nations unies sur le droit de la mer (CNUDM) à coopérer pour protéger et préserver le milieu marin et la conservation des ressources marines vivantes. Cette note d‘information explore la manière comment la gestion écosystémique (EBM, pour son acronyme en anglais) dans les zones marines situées au-delà de la juridiction nationale (ZAJN) peut être avancée au niveau régional et comment l‘accord BZAJN peut s‘appuyer sur l‘expérience d‘autres accords juridiquement contraignants pour renforcer la coopération, la coordination et la cohérence regional. À cette fin, cinq éléments de base sont identifiés: 1. Un organe mondial efficace, tel qu‘une conférence des parties, capable de prendre des décisions et d‘adopter des recommandations; 2. Une série de mécanismes régionaux pour l‘élaboration et la coordination intégrées des politiques; 3. Des mécanismes consultatifs efficaces en matière de science et de politique; 4. Des obligations et des principes environnementaux généraux; et 5. Des principes opérationnels pour assurer une bonne gouvernance. Un examen de l‘avant-projet de l‘accord BZAJN de la présidente actuelle met en évidence les points sur lesquels le texte pourrait être renforcé pour faire progresser la gestion écosystémique. En particulier, l‘accord BZAJN pourrait s‘inspirer à partir d‘une série d‘instruments existants et d‘élaborer des obligations spécifiques pour: coopérer à promouvoir la conservation in-situ des écosystèmes et habitats naturels; intégrer la biodiversité dans tous les organes et processus décisionnels; et renforcer la coopération régionale en soutenant institutions existantes et en créant des des plateformes de coopération intersectoriel.

    Description: This report presents the results of the third and the last workshop in the series “Yamal 2040” organised within Blue-Action work package WP5 “Delivering and valuing climate and information services”. The Blue-Action team at the Institute for Advanced Sustainability Studies (IASS) in cooperation with the Primakov National Institute of World Economy and International Relations of the Russian Academy of Science (IMEMO) and Foresight Intelligence, and with inputs provided by the National Oceanographic Center (UKRI-NOC) and the M. Obukhov Institute of Atmospheric Physics Russian Academy of Sciences (IAP-RAS) in the Blue-Action work package WP2 “Lower latitude drivers of Arctic changes” developed forward-looking scenarios to better understand the risks and opportunities associated with multiple developments in the Arctic and help stakeholders to adapt to them. This case study looks at a specific region, the Yamal-Nenets Autonomous Okrug in Arctic Russia (YNAO or Yamal region), a region with substantial ongoing and planned petroleum and shipping activities. Together with stakeholder groups, the team has co-developed a suite of scenarios to describe possible futures for this region in 2040 by incorporating cutting edge climate predictions with environmental, social and cultural concerns, economic opportunities, and political and legal developments. The scenarios are the outcome of a truly co-design and co-development process involving partners, stakeholders and using various foresight methods tailored to the project’s needs. These methods allow to constructively deal with cognitive biases, thus enabling participants to think out of the box when planning the future. This approach is very helpful in tackling complex issues linked to numerous interacting uncertainties.

Hierbei schätzten die Wissenschaftlerinnen und Wissenschaftler des Konsortiums die Folgen der Maßnahmenbündel ab und bewerteten diese anhand von zehn Nachhaltigkeitskriterien. Die so entstandenen Bewertungsvorschläge wurden mit Stakeholdern aus Zivilgesellschaft, Industrie, Wirtschaft und Politik geprüft, diskutiert und verfeinert. Der Bericht gibt einen Überblick zu Prozess, Methodik sowie Ergebnissen der Bewertung. Zudem zeigt er, unter anderem anhand eines Vergleichs mit der Kohlekommission, Verbesserungspotentiale des realisierten Bewertungsverfahrens auf.     Description: Die Luftverschmutzung in urbanen Gebieten gefährdet die menschliche Gesundheit. Eine der größten Quellen der Luftverschmutzung in der Stadt – insbesondere durch Stickstoffdioxid (NO2) – sind Fahrzeuge mit Verbrennungsmotoren. Die Gefahren für die Gesundheit unterstreichen die Notwendigkeit, den motorisierten Individualverkehr zugunsten einer gesunden und nachhaltigen Mobilität zurückzudrängen. Dieser Paradigmenwechsel – die Verkehrs- oder Mobilitätswende –genießt zwar seit Jahrzehnten breite Unterstützung bei Bürger*innen und Entscheidungsträger*innen gleichermaßen, bleibt jedoch weitgehend unrealisiert. Berlin war das erste Bundesland in Deutschland, das ein Mobilitätsgesetz verabschiedet hat. Dieses Gesetz enthält viele Bestimmungen, wie die Verkehrsinfrastruktur nachhaltig ausgebaut werden soll, z.B. durch die Priorisierung von Radfahren, Zu-Fuß-Gehen und öffentlichem Nahverkehr. Um die Auswirkungen einer veränderten Infrastruktur auf die Luftqualität quantitativ zu bewerten, bieten sich Experimente in der realen Welt an. Die Ergebnisse eines solchen Realexperimentes am Kottbusser Damm zeigen, dass eine Fahrradspur die Konzentration von Stickstoffdioxid in der Luft, der Radfahrer*innen ausgesetzt sind, reduziert. Darüber hinaus führte die kleinräumige Umwidmung von Straßenraum durch eine temporäre Spielstraße ebenfalls zu einer reduzierten Luftverschmutzung. Solche Messungen unter realen Bedingungen können der städtischen Mobilitätspolitik wertvolle Informationen für politische Entscheidungen liefern.

    Description: Um den steigenden Strombedarf zu decken und die Klimaschutzziele der Bundesregierung zu erreichen, ist ein beschleunigter Ausbau der Windenergie notwendig. In der deutschen Bevölkerung findet der geplante Aus- und Neubau von Windkraftanlagen an Land hohe generelle Zustimmung. Geht es jedoch um die Errichtung von Anlagen im eigenen Wohnumfeld, nimmt die Ablehnung unter den betroffenen Bürgerinnen und Bürgern zu. Die Gründe für Vorbehalte und Gegnerschaft sind vielfältig. Deutliche Kritik an der Umsetzung der Energiewende kommt nicht nur von Gegnern, sondern auch von Unterstützern. Unter den Menschen, die den Windausbau generell und vor Ort befürworten, hat ein beträchtlicher Anteil den Eindruck, dass ihre Bedürfnisse von den Entscheidungsträgern nicht ausreichend wahrgenommen werden. Der Wunsch nach mehr Mitsprache wird vornehmlich von Menschen geäußert, die Sorge haben, dass der Ausbau der Erneuerbaren den sozialen Zusammenhalt in den Gemeinden gefährdet, die das Gefühl haben, dass die Anliegen der Betroffenen nicht ernst genommen werden und die die Umsetzung der Energiewende allgemein als bürgerfern wahrnehmen. Damit die Energiewende als Gemeinschaftswerk besser gelingen kann, bedarf es der breiten Einbindung der Bürgerinnen und Bürger. Sind die Menschen vor Ort durch den Bau von Windkraftanlagen unmittelbar mit der Energiewende konfrontiert, ist es deshalb umso wichtiger, dass sie bei der Gestaltung ihres Lebensumfeldes mitreden können und auch die Möglichkeit haben, persönlich und als Gemeinde insgesamt zu profitieren. Durch eine Ausweitung der Beteiligungs- und Teilhabemöglichkeiten können die Menschen die Energiewende zu ihrer eigenen Sache machen. Dabei ist es wichtig, die unterschiedlich gelagerten Gründe für Ablehnung, fehlende Beteiligung und Teilhabe zu verstehen und zielgruppengerecht zu adressieren. Il a pour but de passer en revue les cadres de gouvernance pertinents actuellement en place pour la gestion de la biodiversité de la haute mer dans ces régions.     Description: Malaysia has set ambitious targets to increase the share of renewable energy (RE) in its energy mix. In 2021, the Ministry of Energy and Natural Resources of Malaysia (KeTSA) established an aspirational target for national installed RE capacity of 3 1% by 2025.1 This aspiration was recently reaffirmed by the National Energy Policy 2022 – 20402, which lays out a long-term plan for Malaysia’s green future. Although the country has abundant solar, biomass, and hydro resources for clean energy production, a number of barriers are slowing the energy transition. With its economy heavily reliant on fossil fuels, Malaysia risks a carbon lock-in that would perpetuate existing pathdependencies, infrastructure, technologies, institutions and behaviours that are embedded in and intertwined with the carbon economy. State revenues derive to a large extent from fossil fuels and previous reforms to support the growth of renewables have been hampered by the fact that the state is both responsible for shaping energy policy and is also the largest stakeholder in Malaysia’s highly centralised fossil-based energy system. Structural changes in both the energy system and decision-making processes are needed to support a timely transition to a sustainable, low-carbon economy. Post-pandemic recovery packages and policy changes can lend critical momentum to this process if they are properly targeted. In this policy brief we identify three key opportunities for action to advance the Malaysian energy transition: Recommendation 1: Broaden the range of actors in the electricity sector Efforts to liberalise Malaysia’s highly concentrated electricity sector, increase competition, and improve market efficiency should be strengthened. Existing reform plans should be extended to the areas of transmission and distribution. Recommendation 2: Involve stakeholders in policy design processes The government should facilitate the participation of stakeholders in all stages of the policy process by formalising participation processes and establishing permanent, independent bodies to vet government decisions as well as regular forums for stakeholder dialogue. The decentralisation of decision processes should be promoted. Recommendation 3: Prioritise green growth in post-pandemic recovery programmes Recovery programmes should prioritise investment in sustainable energy infrastructure, clean technology industries, capacity-building, and research and development. Targeted social investment is needed to cushion the social impacts of decarbonisation and harness co-benefits.

    Description: Fait réjouissant, la transition énergétique allemande, ou Energiewende, fait l’objet d’intenses activités de recherche. Nous disposons à présent d’estimations fiables sur les technologies, les coûts pour les consommateurs finaux et la société, et les conséquences auxquelles on peut s’attendre pour l’environnement et la santé. Nous savons combien les émissions de CO2 ont déjà été réduites grâce à la transition énergétique, et comment procéder pour les réduire encore davantage. Il existe également un certain nombre d’études scientifiques traitant des effets de l’expansion des énergies renouvelables sur la protection de la nature et des espèces. Une question reste cependant peu examinée : quells sont les effets de la transition énergétique sur la société? Il est surprenant que nous en sachions si peu sur ce sujet. Les spécialistes s’accordent depuis longtemps à dire que les dimensions du développement durable ne sont pas seulement économiques et écologiques, mais aussi sociales. Il est donc tout aussi important d’analyser les effets de la transition énergétique sur la société que sur l’économie ou l’écologie. Il est grand temps de donner un fondement empirique solide à la question de la durabilité sociale. L’Institute for Advanced Sustainability Studies (IASS) a mené, avec l’Institut RWI-Leibniz pour la recherche économique, une étude auprès de plus de 7 500 ménages. Avec le « Baromètre de la durabilité sociale de la transition énergétique allemande 2017 », nous présentons aujourd’hui les résultats pour la première fois.

Die Lausitz wird dadurch eine zentrale Wirtschaftsbranche verlieren, die auch stark die Identität der Region geprägt hat. Allerdings ist die Braunkohle gerade vor dem Hintergrund der sich zuspitzenden Klimakrise politisch stark umkämpft. Zwar gibt es in der Lausitz viele Menschen, die den Kohleausstieg bis 2038 ablehnen, aber auch hier ist die Braunkohle nicht unumstritten (vgl. Bischoff et. al. 2021). Zugleich hat sich in den letzten Jahren mit der rechtspopulistischen und in Teilen rechtsradikalen Partei Alternative für Deutschland (AfD) ein Akteur formiert, der in Teilen der Lausitzer Bevölkerung große Zustimmung erfährt. Mit ihrer rechtspopulistischen Ausrichtung und vereinfachenden Freund-Feind Argumentationen verstärkt die AfD die gesellschaftliche Polarisierung. Sie wettert gegen den Kohleausstieg, zweifelt den menschengemachten Klimawandel an und sucht in jüngerer Zeit die Nähe zu Pandemieleugner*innen. Doch worauf gründet sich der Erfolg des Rechtspopulismus in der Lausitz? Warum stellen diese Erfolge eine Gefahr für das Gelingen des Strukturwandels dar? Welche Ansätze gibt es, um dem Rechtspopulismus den Nährboden zu entziehen und der gesellschaftlichen Polarisierung entgegenzuwirken? Diesen Fragen stellt sich das vorliegende Discussion Paper und entwickelt drei Ansatzpunkte, wie der gesellschaftlichen Polarisierung begegnet werden kann, um den anstehenden Strukturwandel in der Lausitz erfolgreich zu gestalten.

While public transport has to cope with a sharp decline in the number of passengers, individual forms of mobility - such as walking, cycling and car traffic - gain in importance. At the same time, protection against infection and adherence to the rules of distance are a priority. In Berlin, a so-called pop-up cycling infrastructure is being created - provisional cycle paths that allow safe cycling and the necessary distance to be maintained by means of simple tools.     Description: The IASS – and the research project Co-creation and Contemporary Policy Advice, in particular – aim to support policymakers in their efforts to address complex societal challenges within the context of a broad transformation towards sustainability. These challenges are interwoven with other issues and embedded within dynamic contexts that are characterized by a high degree of uncertainty, making it difficult to develop a unified approach to their resolution. In response to this, this IASS Discussion Paper presents a model for the development of co-creative policy advice that is intended to support actors from policymaking and public administration in addressing such complex challenges. The primary goal of the process outlined here is the development, in cooperation with relevant stakeholders, of an in-depth understanding of a specific challenge – before appropriate strategies and measures for its resolution are put in place. The insights gained in this scoping process shape the development of tailored solution generation processes and the allocation of public procurement contracts for the implementation of societal transformation processes. In this approach, the policy advice process begins well before potential solutions are developed and presented to policymakers and administrative bodies. Rather, this model responds to the need to develop an integrated understanding of societal challenges in close cooperation with the people and institutions affected on the ground before public procurement processes for their resolution are launched.

    Description: At their core, the UN Climate Change conferences known as “COPs” are the primary international venue for negotiating how countries should act and cooperate to avoid dangerous climate change. The 2015 Paris Agreement is its most recent notable success. Although the climate negotiations are a state government-led process, the UNFCCC (United Nations Framework Convention on Climate Change) community has increasingly recognized the need for dialogue and engagement with non-governmental stakeholders in acknowledgement of the critical role they will play in mobilizing and implementing climate change solutions. Non-governmental stakeholders include science, civil society, the private sector, and local communities. Such non-governmental stakeholders also attend the COP in large numbers, where they aspire to influence the negotiations, make their voices heard, and generally contribute to advancing climate action. Indeed, the COP has tremendous convening power, annually bringing together tens of thousands of people working on diverse aspects of climate policy, science, and advocacy in one place at the same time. Despite this enormous collective potential, a communication culture has developed that relies heavily on conventional presentation and panel formats that are not conducive to mutual engagement and learning. We therefore see a need to reinvigorate the COPs through new formats of dialogue that can better foster collaboration and co-creation of climate change solutions. Against this backdrop we make the following three recommendations to foster reflection, dialogue, and collaboration among diverse actors at the UN Climate Change conferences, focusing on the interactions that take place outside the formal negotiations. These recommendations are intended to be actionable by different types of meeting hosts at the COP, including observers, Party delegates, the UNFCCC Secretariat and the COP presidency.

Durch die Rehabilitation, Wiederherstellung und den Schutz dieser Ökosysteme kann somit das Potential des Ozeans zur Aufnahme von atmosphärischem CO2 erhöht werden. Dieses Potential wurde in Vorbereitung der 15. UN-Klimakonferenz in Kopenhagen 2009 unter dem Konzept „Blue Carbon" eingeführt und wird seitdem weiter erforscht und in politischen Prozessen weiterentwickelt. Die langfristige Sequestrierung von atmosphärischem CO2 durch Blue-Carbon-Ökosysteme unterstützt Umsetzungsprozesse zur Erreichung der Ziele des Pariser Abkommens. Das über Blue-Carbon-Ökosysteme sequestrierte CO2 zählt als Teil der globalen Kohlenstoffsenke als „negative Emissionen". So erreichte negative Emissionen sollten jedoch nicht zur Umgehung von ohnehin notwendigen politischen und wirtschaftlichen Schritten in Richtung einer CO2-neutralen Zukunft führen. Die Wiederherstellung und Rehabilitation von Blue-Carbon-Ökosystemen zur Erhöhung der natürlichen Kohlenstoffsenke des Planeten sollte zusätzlich zu einer signifikanten globalen Emissionsreduktion eingesetzt werden. Diese Studie erörtert die wissenschaftlichen, ökonomischen und politischen Fortschritte im Bereich Blue Carbon und stellt mögliche politische Handlungspfade vor, die das Potential von Blue-Carbon-Ökosystemen zum Klimaschutz in, durch und mit Deutschland stärken. Für die verschiedenen Blue-Carbon-Ökosysteme wird aufgezeigt, inwiefern die Ausweitung und der Schutz dieser Ökosystemen weitere Ziele der Klimaanpassung und der nachhaltigen Entwicklung unterstützen. Aufbauend auf einer Auswertung praktischer Umsetzungsbeispiele von Blue-Carbon-Projekten und möglicher Finanzierungsmechanismen wird nachfolgend ein politischer Handlungsleitpfaden für Deutschland in Bezug auf Blue Carbon entwickelt. Die politischen Handlungsempfehlungen wurden gemeinsam mit dem Bundesministerium für Umwelt, Naturschutz und Nukleare Sicherheit entwickelt.
    Description: Marine ecosystems like mangroves forests, seagrass meadows, salt marshes and macroalgae can store carbon in their biomass and sediments. Rehabilitation, restoration and conservation of these ecosystems can increase the potential for atmospheric carbon uptake by the ocean. This concept was first introduced as ‘blue carbon’ during the preparation for the 15th UN Climate Change Conference in Copenhagen in 2009 and since then it has seen continuous incorporation into politics and research. The long-term sequestration of atmospheric CO2 via blue carbon ecosystems supports the 1.5°C goal of the Paris Agreement. The CO2 that is sequestered by blue carbon ecosystems is part of the global carbon sink and therefore it can be counted as ‘negative emissions’ in the global carbon stocktake. However, such negative emissions should not be implemented as a substitute for necessary political and economic measures towards a carbon neutral future. Rehabilitation and restoration of blue carbon ecosystems as a natural carbon sink is one of many measures but cannot replace the significant reduction of global emissions needed for the realisation of the global climate targets. This study discusses the scientific, economic and political realm of blue carbon. Furthermore, possible courses for political action “in”, “by”, and “through” Germany that could strengthen the potential of blue carbon ecosystems to sequester carbon are explored. The study investigates a variety of blue carbon ecosystems to determine to what extent the expansion and conservation of blue carbon ecosystems can support additional climate adaptation targets and Sustainable Development Goals. The evaluation of a multitude of implemented and ongoing blue carbon projects across the globe gives insight to best practices and possible financing mechanisms. A political guideline for Germany regarding blue carbon was developed together with the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety.

    Description: In order to sketch the possibility space for the future setup of the International Monetary System (IMS), this paper develops four different scenarios that outline potential outcomes of the IMS’s evolution by 2040. These scenarios derive from the analytical exercise of adopting a Money View perspective of today’s institutional shape of the IMS. The paper argues that the IMS’s current setup crucially relies on the supply of US Dollar-denominated credit money forms issued by private and public institutions outside the United States—through Eurodollar deposits, central bank swaps as well as ‘shadow money forms’ created by non-banks such as overnight repurchase agreements, money market fund shares and foreign exchange swaps. As this ‘realm’ of offshore dollar creation forms the heart of the present IMS, the four scenarios project potential institutional developments in coming decades following different trajectories. The Continued Dollar Hegemony scenario depicts the sustained dominance of private international money creation via offshore dollars within the Pax Americana. The Competing Monetary Blocs scenario envisions the US, the EU, and China as three gravitational centers with private international money creation in the blocs’ peripheries via offshore dollars, offshore euros and offshore renminbi. In the International Monetary Federation scenario, countries have created a strong publicly organized IMS, comprising a multilateral framework of one international and several regional clearing unions, based upon Keynes’ ideas for an International Clearing Union. Finally, the International Monetary Anarchy scenario entails the post-crisis emergence of a non-system with a substantial breakdown of public and private international monetary cooperation and creation.

    Description: Arctic stakeholders are faced with uncertainty as to the future development of social, political, economic, and environmental conditions, not least due to the ongoing transformations inflicted by climate change. In Blue-Action, the case study focusing on “Yamal 2040: Scenarios for the Russian Arctic” (CS5) has employed a specific co-design and engagement methodology to support stakeholders of one particular region in the Arctic, the Yamal-Nenets Autonomous Okrug (YNAO) in Russia, to respond to this situation of general uncertainty, to develop forward-looking scenarios to better understand the risks and opportunities associated with future transformations in the Arctic. This methodology is the Foresight Exercise. The Foresight Exercise was conducted in the form of a series of three international workshops over 10 months between late 2017 and late 2018. The result thereof were three scenarios for the possible futures of the YNAO, which were co‐designed by stakeholders participating in the workshops and representing environmental NGOs, indigenous peoples’ organisations, business, media, policy‐makers, representatives oflocal communities, and scientists from the natural and social sciences. Results of the workshops were presented in the Blue‐Action deliverables D5.20, D5.21, and D5.22. This present deliverable takes stock of the Foresight Exercise from the perspective of the stakeholder engagement methodology.

    Description: In a decarbonised future electricity system, Europe will rely on fluctuating renewable sources, such as solar PV and wind power, to a much larger extent than today. This means that Europe as a whole and each individual country on the continent must increase the availability of flexibilityoptionsin order to balance the grid. Such flexibility options include dispatchable renewable sources (e.g. concentrating solar power (CSP)with thermal storage), electricity storage, anddemand-response. We start from the notion that the future does not happen, but it is madeby a series of policy decisions between now and then. If this is true, then the electricity system of 2050 is determined by the sum of all policy decisions affecting the power system – the policy pathway – in all legislations in Europeuntil 2050. In this report, we take the first steps towards identifying the potential future role for dispatchable renewables – specifically CSP with thermal storage – as a function of policy decisions that either increase the need for power system flexibility (e.g. fluctuating renewables) or provide flexibility (e.g. storage, dispatchable renewables, flexible demand). We draw on the energy transition logics framework developed by Foxon and colleagues. This framework poses that the space of possible energy transition pathways is a triangle with three distinct policy logicsin its corners: a state-centred logic, in which the central government leads or carries out the transition; a market-centred logic, in which the government sets the framework but leaves all other decisions to market actors; and a grassroots-centred logic, in which the transition is carried out locally with the resources available to each community. Any transition strategy will consist, in some constellation, of policies from these corner. We investigate policy strategies in France, Germany, Spain, Italy, Switzerland and of the European Union as a whole. For each case, we define one dominant pathway, consisting of currently valid, implemented policies of the current (or newly resigned) government. In addition, we identify up to three minority pathwaysfor each case, describing the energy policy visions and strategies of parties that are currently in opposition but could form a government in the future. For each case, we identify pathways representing each of the three logics, bothin narrative formand as a set of 41 quantitative variables affecting the need for and provision of power system flexibility. This report is a primary data source for the power system modelling in the MUSTEC project. This modelling will happen in 2019 and 2020, and will bring detailed, quantitiave insights of how the potential role for dispatchable renewables is affected by energy policy decisions. However,from the data we have derivedhere, we can draw a number of conclusions. We show that all countries and the EU as a whole seek to strongly decarbonise their power systems, as a key part of economy-wide decarbonisation efforts. Some countries have plans that would suffice to fulfil the European (Union and national) commitments under the Paris Agreement: net-zero emissions, mainly or exclusively based on renewables. We also show that all countries seek to vastly expand intermittent renewables, which will trigger a greatly increased need for flexibility. However, this is not reflected in the policies we analysed: no pathway, dominant or minority, is specific on how they want to provide flexibility, especially not at the scale and pace needed. This problem will be exacerbated as the climate targets are tightened and fossil fuels – first coal and lignite (mainly in the 2020s) and later gas power (especially in the 2040s) – are phased out: once this happens, the European power system(s) will lose much of its current flexibility, and unlessother, carbon-free flexibility options are expanded, it will be increasingly difficult to maintain power system stability.

This uncertainty is due not least to the ongoing transformations caused by climate change. This paper presents results from a project entitled “Yamal 2040: Scenarios for the Russian Arctic”, which employed ‘Strategic Foresight’, a specific co-design and engagement methodology, to support stakeholders of one particular region in the Arctic, the Yamal-Nenets Autonomous Okrug (Yamal region) in Western Siberia, Russia. It was the project’s objective to respond to this situation of general uncertainty, to develop forward-looking scenarios to better understand the risks and opportunities associated with future transformations in the Arctic. The findings presented here may be of interest for stakeholders in other parts of the Arctic and Russia that depend on the exploitation of fossil fuels and/or are facing complex and uncertain situations.

    Description: This paper studies the transformation of the International Monetary System (IMS) in the run up to and after the 2007-9 Financial Crisis. Adopting a Money View perspective, it argues that the IMS, in contrast to wide-spread skepticism, does have a system-like quality. This paper understands the IMS as a US-centered hierarchical payments system within which short-term debt instruments are issued as credit money by various public and private financial institutions, in particular central, commercial and shadow banks. With the Fed located at the apex of the IMS, credit money forms denominated in US dollars are located highest up in the hierarchy and trade at par with each other, whilst they typically have fluctuating exchange rates to credit money forms denominated in the units of account of other monetary jurisdictions. From this, the paper argues that the key component of today’s IMS is the ‘realm’ of offshore US dollar creation, which is situated in between US dollar-denominated credit money issued in the US (‘onshore dollars’) and non-US dollar-denominated credit money issued outside the US. In this ‘offshore dollar realm’, non-US financial institutions are able to create international liquidity via US dollar-denominated private credit money outside the US. The paper systematically carves out the post-2008 setup of the offshore dollar realm with a focus on Eurodollar deposits, offshore money market fund shares, foreign exchange swaps and central bank swaps. With the institutional innovations materializing during the 2007-9 Financial Crisis, the IMS is now a public-private hybrid that fully mirrors the onshore US monetary system in the offshore dollar realm.

Obwohl die Hauptakteure die fossilen Energieträger, die die politische Ökonomie der Region seit Jahrzehnten bestimmen, weiterhin stärken, erkennen sie zunehmend, dass sich das Zeitalter der Kohlenwasserstoffe dem Ende zuneigt. Dies hat zu einer Zunahme verschiedener "Post-Öl"-Energieinvestitionen geführt, zu denen in letzter Zeit auch Wasserstoff gehört. In diesem Diskussionspapier wird untersucht, warum dies der Fall ist, d. h. warum die politischen und unternehmerischen Spitzen des Golf-Kooperationsrates (GCC) an der Förderung von Wasserstoffenergiesystemen in der Region interessiert sind. Es wird gezeigt, dass die Bestrebungen zur Herstellung von "grünem" Wasserstoff - die ihren Ursprung in Europa und insbesondere in Deutschland haben - zunehmend als eine Möglichkeit gesehen werden, den grünen Ruf der Region zu verbreiten und gleichzeitig Investitionen in "blauen" Wasserstoff zu unterstützen, die von den staatlichen Öl- und Gasriesen in den Vereinigten Arabischen Emiraten (VAE) und Saudi-Arabien gefördert werden.

L‘analyse se fonde sur une étude approfondie de publications et d‘articles scientifiques, sur l‘analyse des données disponibles, sur les connaissances et l‘expérience des parties prenantes, ainsi que sur l‘opinion d‘experts recueillie lors d‘entretiens ciblés. Elle fournit une évaluation narrative et prospective des activités clés.
