    Description: The primary objectives of the earth observations and photography experiment of the Apollo Soyuz Test Project were to photograph various terrestrial structures and to use the capabilities of man as a trained observer in visually studying earth features and phenomena. Man's special capabilities include the sensitivity of the eye to subtle color variations and the speed with which the eye/brain system can interpret what is seen and select targets for photography. Real time astronaut observations constitute a useful complement to orbital photographs and greatly aid in their interpretation. Targets for mapping and hand held photography were selected on the basis of their value to specialists in the earth sciences including geology, oceanography, desert study, hydrology, meteorology, and environmental science.

    Description: The Delta Classifier defined as an agricultural crop classification scheme employing a temporal trend procedure is applied to more than 100 different Landsat data sets collected during the 1974-1975 growing season throughout the major wheat-producing regions of the United States. The classification approach stresses examination of temporal trends of the Landsat mean vectors of crops in the absence of corresponding ground truth information. It is shown that the resulting classifications compare favorably to ground truth estimates for wheat proportion in those cases where ground truth is available, and that the temporal trend procedure yields estimates of the wheat proportion that are comparable to the best results from maximum likelihood classification with photointerpreter-defined training fields.

    Description: This paper covers the topic of marine geodesy, its goals, and applications. Specifically discussed are position determination and establishment of geodetic control on the ocean bottom, ocean surface, and subsurface, and the determination of the geoid, a vertical reference surface. The various techniques used in position determination (including satellite, airborne, radio, inertial and acoustic techniques) are assessed in terms of accuracy, coverage, and contribution to the solution of specific problems associated with position and control. The results of several marine geodetic control experiments are presented. Classical techniques for the determination of the geoid are discussed and assessed, as are new techniques such as satellite altimetry. The outlook for marine geodetic measurements in the ocean is outlined in terms of what is being planned or considered for the next decade, and several recommendations are made.

    Description: A rectangular (7 x 14 km) area 40 km S of Madrid was remote-sensed with a three-stage recognition process. Ground truth was established in the first phase, airborne sensing with a multispectral scanner and photographic cameras were used in the second phase, and Landsat satellite data were obtained in the third phase. Agronomic and hydrological photointerpretation problems are discussed. Color, black/white, and labeled areas are displayed for crop recognition in the land-use survey; turbidity, concentrations of pollutants and natural chemicals, and densitometry of the water are considered in the evaluation of water resources.

    Description: Using a modified version of the classical Cornu spiral, fading patterns in agreement with observations of radio signals on 140 and 360 MHz from the geostationary satellite ATS6, have been obtained. The particular fading patterns chosen show modulated quasi-periodic fading before and after a deep central minimum. It is shown that a cylindrical lens in the ionosphere required to produce this is only about 100 m across (an order of magnitude smaller than the size of the pattern on the ground) and if it were circular in cross-section would have a maximum plasma frequency of over 40 MHz. This suggests the reason why calculations based on a transparent phase screen did not give the observed fading pattern for 40 MHz signals. It was not possible to deduce the height of the lens above the ground, though we would incline to an E-region origin.

    Description: A general development is undertaken to determine the limitations on the use of beam-limited target-referenced radars in the measurement of ocean wave height. This class of radars is concerned only with the range extent of the target, not the range to the target. The nonzero range extent of a flat waveless sea and the compounding effect of pointing errors due to radar platform instability cause difficulty in measuring low wave heights and impose a maximum operating altitude on such systems. It is seen that it is impractical to obtain accurate measurements for wave heights of interest at altitudes above those used by commercial aircraft (10,000 m). Additionally, the typical ratio of dominant wavelength to significant wave height (SWH) of 30 for wind-driven gravity waves imposes an upper limit on the SWH measurable for a given altitude and beamwidth.

    Description: The implementation and tracking performance of symbol synchronizers for Manchester coded data is presented with motivation provided by maximum a posteriori (MAP) estimation theory. Certain physically relizable closed-loop structures, readily implemented in practice, are suggested by the theory for uncoded data symbols with arbitrary data transition probabilities. The tracking performance of these loops is optimized and comparisons are made among the various configurations over a wide range of system parameters. Although not the major intent of the paper, the acquisition problem is briefly addressed.

    Description: Aperture illumination is synthesized through the use of overlapping subarrays with independently controlled excitations. Detailed analysis and design criteria are provided for a specific limited-scan antenna configuration scanning in one plane. The number of phase shifts is the theoretical minimum corresponding to specified aperture size and field of view. Beam pointing and width are approximately constant for moderate frequency variation, and ultralow sidelobes outside the field of view can be produced at the cost of a slight loss of illumination efficiency. Accurate aperture illumination control makes for excellent independently specified sum and difference patterns in beamforming.

    Description: Recent analysis of laser data for determining variation of latitude have been based on apparent variations in the orbital inclination of the satellite derived from short orbital arcs of 6-8 hours. An alternative method, based on the daily adjustment of the station position to a much longer arc of 2 or 3 weeks has recently been developed and tested. In the new method a long orbital arc is derived from many days of data and is subsequently used as a reference orbit for the adjustment of the position of the station (only) on each day of the long arc for which tracking data are available. This new technique appears to give slightly better results when it is applied to a test period in August 1970, with the added advantage that earth rotation measurements can be derived from the same data at the same time. The results for the test period indicate a precision of 74 cm in variation of latitude and 0.81 ms in monitoring the earth's rotation with 6 hours of data.

    Description: The performance of suppressed carrier receivers with Costas loop tracking is optimized by proper choice of loop arm filter bandwidth. In particular, it is shown that for a variety of passive arm filter types, there exists, for a given data rate and data signal-to-noise ratio, an optimum filter bandwidth in the sense of minimizing the loop's squaring loss. For the linear theory case, this is equivalent to minimizing the loop's tracking jitter. When symbol synchronization is known, it is shown that by replacing the passive arm filters with active filters, i.e., integrate-and-dump circuits, one can achieve an improvement in carrier-to-noise ratio of as much as 4 to 6 dB depending on the passive arm filter type used for comparison and the value of data signal-to-noise ratio.

    Description: Previously developed programs for computing atmospheric transmission and scattering of the solar radiation are used to compute the ratios of the earth-atmosphere system (space) directional reflectivities in the nadir direction to the surface Lambertian reflectivity, for the four bands of the Landsat multispectral scanner (MSS). These ratios are presented as graphs for two water vapor levels, as a function of the surface reflectivity, for various sun elevation angles. Space directional reflectivities in the vertical direction are reported for selected arid regions in Asia, Africa, and Central America from the spectral radiance levels measured by the Landsat MSS. From these space reflectivities, surface reflectivities are computed applying the pertinent graphs. These surface reflectivities are used to estimate the surface albedo for the entire solar spectrum. The estimated albedos are in the range 0.34-0.52, higher than the values reported by most previous researchers from space measurements, but are consistent with laboratory and in situ measurements.

    Description: An uncontrolled aerial thermographic mosaic of Yellowstone National Park was assembled from the videotape record of 13 individual thermographs obtained with linescan radiometers. Post mission processing of the videotape record rectified the nadir line to a topographic map base, corrected for v/h variations in adjacent flight lanes, corrected for yaw and pitch distortions, and distortions produced by nonlinearity of the side-wise scan. One of the purposes of the thermographic study was to delineate the areas of thermal emission (hot springs, geysers, etc.) throughout the Park, a study which could have great value in reconnaissance surveys of geothermal areas in remote regions or regions of high relief.

    Description: Landsat 1 measurements of nadir radiance are used to obtain the mass of particulates in a vertical column of dust from the Sahara Desert. A radiative transfer model, constructed with knowledge of a few values of optical parameters measured from a ship, is developed to account for the measured radiance values. Measurement and model accuracies are discussed. It is found that the mass of particulates with smaller than a 10 micron radius in a vertical column is 1.6 g/sq m.

    Description: Experiments using ground-based measurements of canopy temperatures have shown that plant temperatures are good indicators of plant water stress, and thus are useful for assessing water requirements and predicting yields. An intensive 23-day airborne- and ground-measurement program was conducted in Phoenix, Arizona in 1977 to compare airborne-acquired wheat canopy temperatures with simultaneous ground measurements. For canopies that covered at least 85 percent of the soil surface, airborne measurements differed from ground measurements of plant temperature by less than 2 C. Regardless of the amount of plant cover, the airborne measurements were virtually identical to ground-nadir measurements, and thus represent a combination of plant temperature and solid background temperature.

    Description: A zoom stereoscope was used to interpret aerial color photographs of the Finger Lakes region near Bath, New York, and areas of conifers were delineated on acetate sheets. Scale was determined for each photograph and units were converted to acres. Photographically enlarged positive transparencies of imagery from LANDSAT bands 5,6, and 7 for the southern portion of the study area were placed in a cold additive viewer and registered with each other to provide a composite image. A green filter was used on band 5, blue on band 6, and red on band 7. Conifers appeared at dark, reddish purple. Average was determined using a grid. Results show that the total confer stands within 50 miles of Bath is approximately 176,000 acres of which 60,000 acres are in Pennsylvania. The study was conducted to determine the feasibility of locating a particleboard manufacturing firm in the Southern Tier.

    Description: Manual photointerpretation techniques were used to analyze images acquired by high altitude aircraft, the Skylab multispectral and Earth terrain camera (ETC), the LANDSAT multispectral scanner, and the LANDSAT-3 return beam vidicon camera. A color-additive viewer, and digital image analysis were also used on the LANDSAT MSS imagery. The value of each type of remotely sensed data was judged by the ease and accuracy of clearcut identification, and by the amount of detail discernible, especially regarding revegetation. Results of a site study in the Allegheny National Forest, Pennsylvania indicate that high altitude aerial photography, especially color infrared photography acquired during the growing season, is well suited for identifying clearcuts and assessing revegetation. Although photographs acquired with Skylab's ETC also yielded good results, only incomplete inventories of clearcuts could be made using LANDSAT imagery. Results for the Adirondack region of New York State were similar for the aircraft and satellite photography, but even less satisfactory for the LANDSAT imagery.

    Description: The potential false-lock problem associated with the sampled data type of Costas loop implementation is addressed in this paper. The term 'alias lock' is used here to differentiate this type of false lock behavior from the data sideband false lock behavior of analog Costas loops. It is shown that the sampled-data version of the conventional Costas loop, sampled at a rate 1/T(s), can alias lock at frequencies that are multiples of 1/2T(s) away from the carrier frequency. It is also shown that the alias lock problem of the sampled data version of the Costas loop with hard-limited in-phase channel is further compounded by the potential occurrence of false lock frequencies at rational multiples of 1/2T(s) away from the carrier. The false lock S-curves of I-Q loops and decision-directed I-Q loops are investigated in detail, with and without additive noise. Close agreement between theory and earlier experimental results is also demonstrated.

    Description: The various stages in carrying out a monocluster block unsupervised classification using Landsat MSS data are described. Procedures for carrying out these various stages were found to be far from well-established for the type of terrain being investigated, which is rugged and contains many small land cover units. Two particular difficulties were encountered: first, that of precise ground location of pixels; and, secondly, that of objectively evaluating the results. Ways in which these can be surmounted are suggested.

    Description: This paper describes the overall Large Area Crop Inventory Experiment technical approach utilizing the global weather-reporting network and the Landsat satellite to make a quasi-operational application of existing research results, and the accomplishments of this cooperative experiment in utilizing the weather information. Global weather data were utilized in preparing timely yield estimates for selected areas of the U.S. Great Plains, the U.S.S.R. and Canada. Additionally, wheat yield models were developed and pilot tested for Brazil, Australia, India and Argentina. The results of the work show that heading dates for wheat in North America can be predicted with an average absolute error of about 5 days for winter wheat and 4 days for spring wheat. Independent tests of wheat yield models over a 10-year period for the U.S. Great Plains produced a root-mean-square error of 1.12 quintals per hectare (q/ha) while similar tests in the U.S.S.R. produced an error of 1.31 q/ha. Research designed to improve the initial capability is described as is the rationale for further evolution of a capability to monitor global climate and assess its impact on world food supplies.

    Description: The development of agricultural remote sensing systems requires knowledge of agricultural field size distributions so that the sensors, sampling frames, image interpretation schemes, registration systems, and classification systems can be properly designed. Malila et al. (1976) studied the field size distribution for wheat and all other crops in two Kansas LACIE (Large Area Crop Inventory Experiment) intensive test sites using ground observations of the crops and measurements of their field areas based on current year rectified aerial photomaps. The field area and size distributions reported in the present investigation are derived from a representative subset of a stratified random sample of LACIE sample segments. In contrast to previous work, the obtained results indicate that most field-size distributions are not log-normally distributed. The most common field size observed in this study was 10 acres for most crops studied.

    Description: Using stepwise discriminant analysis on spectral reflectance and spectral emissivity data collected by a Multispectral Scanner and Data System, mounted in an NC-130B aircraft and flown at an altitude of approximately 3 km, spectral bands were ranked as to their usefulness in separating specific rock types and rock alteration products in seven geologically diverse Utah sites. The optimum band for rock discrimination included the 1.18 to 1.30 micron interval, and the optimum combination of bands comprised the 1.18 to 1.30, 4.50 to 4.75, 0.46 to 0.50, 1.52 to 1.73, and 2.10 to 2.36 micron intervals. It is concluded that the spectral interval combination was more successful in differentiating geologic materials than either simulated Multispectral Scanner bands or simulated Thematic Mapper bands.

    Description: The paper examines the multiple scattering of microwaves due to rain and the resulting incoherent intensity for a plane wave incident on a plane-parallel rain region. General formulations of the transfer equation using Stokes parameters are presented, and an extinction matrix which takes into account depolarization effects and nonspherical droplet shape is introduced. Scattering characteristics are calculated for spherical droplets using the Mie solution and the Laws-Parsons distributions. The ratios of incoherent to coherent received powers are calculated at 30 GHz for rain rates of 12.5, 50, 100, and 150 mm/h, rain thicknesses of 3 km and 10 km, and fields of view of 1.5, 5, and 15 deg.

    Description: A new model is presented for the prediction of attenuation by rain on either terrestrial or slant earth-to-space propagation paths. The model was developed using geophysical observations of the statistics of point rain rate, of the horizontal structure of rainfall, and of the vertical temperature structure of the atmosphere. The model was tested by comparison with attenuation distribution observations. The results show excellent agreement; the observations differ from model predictions by less than the rms deviations predicted by the model.

    Description: Visible and near-infrared field spectral reflectance measurements of plutonic rocks were acquired in the 0.45- to 2.45-micron region with a portable field reflectance spectrometer. These spectra were used to determine spectral signatures for the various rock types and to evaluate the separability of these rocks based on their spectral characteristics. A total of 135 samples were divided into 11 groups based on their mineralogy. These 11 groups approximately correspond to traditional rock classifications and include five granitic groups, three gabbroic groups, and three ultramafic groups. The positions, intensity, and presence of iron, CO3(-2), and Al-OH and Mg-OH absorption bands varied among the 11 groups. Each rock group also had a range of albedos characteristic of the group. Stepwise linear discriminant analysis was performed on the spectral data to determine the separability of the 11 groups. Classification accuracy for 30 equally spaced wavelength bands between 0.45 and 2.45 microns was 78% with 10% serious misclassifications. The same analysis was repeated, limiting the spectral data to the wavelength regions corresponding to the proposed Landsat D thematic mapper scanner.

    Description: Tropospheric water vapor causes a refractive path length effect which is typically 5-10% of the 'dry' tropospheric effect and as large as several meters at elevation angles below 5 deg. The vertical water vapor profile is quite variable, and measurements of intensive atmospheric parameters such as temperature and humidity limited to the surface do not adequately predict the refractive effect. It is suggested that a water vapor refraction model that is a function of the amount of precipitable water alone can be successful at low elevation angles. From an extensive study of numerical ray tracings through radiosonde balloon data, such a model has been constructed. The model predicts the effect at all latitudes and elevation angles between 2 and 10 deg to an accuracy of better than 4% (11 cm at 3 deg elevation angle).

    Description: Effective radiant temperatures (ERTs) of five wheat canopies in different stages of development were measured during morning and noon periods. The observed variability in nadir sensor response was quantitatively described as a function of canopy structure and the vertical temperature profile of canopy components. In many cases, the nadir sensor ERT was a poor measure of vegetation temperature due to effects of soil emissions. Strong vertical temperature profiles of vegetation components were also observed. The theory and measurements presented document that remote measurements of vegetation canopy temperatures cannot be made indiscriminately over large spatial regions without consideration of the underlying physical principles.

    Description: Red and photographic infrared spectral data of alfalfa were collected at the time of the third and fourth cuttings using a hand-held radiometer for the earlier alfalfa cutting. Significant linear and non-linear correlation coefficients were found between the spectral variables and plant height, biomass, forage water content, and estimated canopy cover. For the alfalfa of the later cutting, which had experienced a period of severe drought stress which limited growth, the spectral variables were found to be highly correlated with the estimated drought scores.

    Description: Simultaneous microwave radar and spectral radiometric data were collected over Lake Erie during March 1978. A theoretical development is presented which interprets the data collected at nadir in terms of changes in the ice thickness and the electromagnetic attenuation coefficient. The theory also addresses the failure of the spectral radiometer to determine ice thickness through observations of quarter wavelength excursions in the reflectivity. Radar data collected off-nadir showed a substantially different behavior compared to that collected near nadir. This difference is attributed to a change in propagation characteristics from quasi-specular return from the ice-water interface to scattering from the rough air-ice interface.

    Description: The microwave approaches for remote sensing of soil moisture centent, snowpack properties, surface water area, and the detection of precipitation over land are discussed. Both active (radar) and passive (radiometry) approaches are considered, and the advantages of microwave sensing are pointed out, including all-weather capability, especially at the longer wavelengths, and greater penetration depth with optical or infrared sensors. Results obtained from ground-based, aircraft, and spacecraft platforms show that microwave systems can monitor the moisture content in the surface soil layer (5 cm thick), and that passive microwave systems can discriminate between light and heavy snowcover, detect the presence of liquid water in the snow, and qualitatively estimate snow water equivalent.

    Description: As a part of a follow-on study to the moisture stress detection effort conducted in the Large Area Crop Inventory Experiment (LACIE), a technique utilizing transformed Landsat digital data was evaluated for detecting moisture stress in humid growing regions using sample segments from Iowa, Illinois, and Indiana. At known growth stages of corn and soybeans, segments were classified as undergoing moisture stress or not undergoing stress. The remote-sensing-based information was compared to a weekly ground-based index (Crop Moisture Index). This comparison demonstrated that the remote sensing technique could be used to monitor the growing conditions within a region where corn and soybeans are the major crop.

    Description: It is difficult to interpret multispectral Landsat earth resources data in areas of rugged and mountainous terrain because of the topographic effect on the sensor response. The objectives of this study were to examine and quantify the topographic effect on the sensor response from a uniform sand surface, to assess a simple theoretical incidence model for modeling the radiance from the surface, and to simulate Landsat sensor response due to the topographic effect. A field experiment was designed to collect data from a large range of slope angles and aspects at a range of solar elevations, using a hand-held radiometer. Analysis of these data showed that the magnitude of the topographic effect varied as a function of the solar elevation, the azimuthal orientation of the slope, and the slope inclination. The field measured variations in spectral response were found to have generally strong correlations with the theoretical model, and it was shown that the applicability of the Lambertian assumption varied within and between data sets. It is concluded that if slope angle, aspect, and solar zenith angle and azimuth are known, a technique incorporating a model to reduce the topographic effect prior to multispectral classification may be developed.

    Description: The needs for and remote sensing means of global crop forecasting are discussed, and key results of the Large Area Crop Inventory Experiment (LACIE) are presented. Current crop production estimates provided by foreign countries are shown often to be inadequate, and the basic elements of crop production forecasts are reviewed. The LACIE project is introduced as a proof-of-concept experiment designed to assimilate remote sensing technology, monitor global wheat production, evaluate key technical problems, modify the technique accordingly and demonstrate the feasibility of a global agricultural monitoring system. The global meteorological data, sampling and aggregation techniques, Landsat data analysis procedures and yield forecast procedures used in the experiment are outlined. Accuracy assessment procedures employed to evaluate LACIE technology performance are presented, and improvements in system efficiency and capacity during the three years of operation are pointed out. Results of LACIE estimates of Soviet, U.S. and Canadian wheat production are presented which demonstrate the feasibility and accuracy of the remote-sensing approach for global food and fiber monitoring.

    Description: The interference that the atmosphere poses to analyzing the imagery taken by satellite-borne instruments is discussed, assuming a cloud-free, planar, and horizontally uniform atmosphere. An approximate explicit formula is derived for the earth-atmosphere system nadir-beam reflectivity in terms of the atmospheric parameters, object pixel reflectivity and surrounding area reflectivity, for the limiting case of an optically thin atmosphere. The concepts of the forward-scattering and the backward-scattering optical thickness are introduced, and it is shown that the atmospheric effects in a spectral band depend in a specific fashion on these atmospheric parameters and on the surface spectral reflectivity. In addition, contrast transmittance through the atmosphere, which affects the possibilities of photointerpretation, is discussed.

    Description: A laboratory radiometric method for the rapid determination of green and brown vegetation percentages in clipped grass samples has been developed and tested. The method uses red and photographic infrared radiance or reflectance differences between green and brown vegetation. Mixtures of green and brown material were found to have radiances or reflectances proportional to the percentage of green material present. This method may permit the use of rapid green/brown radiometric determinations to replace the tedious hand sorting now generally used. It may also have application in remote sensing of vegetation ground-truth work where the determination of dry green biomass in clipped samples is necessary.

    Description: This paper investigates several key questions concerning the mechanization and design of a Costas receiver for reconstruction of a carrier from a suppressed carrier signal. For baseband NRZ encoded data symbols and a soft bandpass limiter preceding the loop, several design issues which are considered herein and which affect acquisition and tracking performance are: (1) The choice of an IF bandwidth. (2) The optimum choice of the Costas arm filter bandwidths as well as the spectral roll-off characteristics. (3) The optimum choice of loop bandwidth to data rate ratio for a given signal-to-noise ratio. (4) The signal suppression factor and the combined limiter-squaring loss. (5) The variations in loop bandwidth and damping with signal level. (6) The choice of the limiter transfer characteristic. (7) Performance degradation due to the presence of a limiter. Various new results in system design are presented and typical numerical results are given and graphically demonstrated in SNR regions of practical interest. The theory is applicable to the design of carrier reconstruction loops required in the implementation of spread spectrum communication receivers.

These balloons were part of 411 constant density balloons launched in the Southern Hemisphere during the Tropical Wind, Energy conversion and Reference Level Experiment. The three sensors carried by each balloon included a radio altimeter, a pressure sensor, and an ambient temperature sensor.     Description: It is noted that the stringent economy of data-collection systems consisting of several widely dispersed satellite-monitored sensor platforms can be partially achieved by using an inexpensive linearly polarized antenna on each platform and that due to Faraday rotation of the ionosphere, the satellite antenna must be circularly polarized to avoid a prohibitive polarization loss. The cumulative probability distribution of polarization loss between a linearly polarized platform antenna and an elliptically polarized satellite antenna is computed for satellite-antenna axial ratios of 3 and 4 dB. The results indicate that a polarization loss of 4.5 dB must be expected for a reliability of 85% and an axial ratio of 3 dB. It is suggested that the conventional assignment of a 3-dB polarization loss to the communication link considered may not insure the required link reliability.

    Description: During the spring of 1973, three techniques were used to obtain remotely sensed data pertaining to the flooded shoreline of Monroe County, Michigan. Although digitized data from the Earth Resources Technology Satellite were available on magnetic tapes, analysis was based on interpretation methods normally used for aerial photography, since the black and white IR photography and side-looking airborne radar (SLAR) data were available only as images. Using IR photography as the standard, it was found that ERTS-1 Band 7 imagery had a 93% accuracy in detecting areas in the combined category of open water and flooded fields. X(HH) data from SLAR detected that built-up and wet areas were built-up (89 to 100% accuracy), but not that they were wet. It is suggested that these two sensors used in concert from orbital heights could provide information useful to relief organizations in flooded areas. It is considered likely that SLAR data will improve as higher resolution becomes available.

    Description: As the radio frequency spectrum becomes increasingly overcrowded, interference with mission-critical DSN operations is rising at an alarming rate. To alleviate this problem the DSN is developing a wideband surveillance system for on-site detection and identification of potential sources of radio frequency interference (RFI), which will complement the existing frequency coordination activities. The RFI monitoring system is based on a wideband, multi-look discrete spectrum analyzer operating on fast Fourier transform principles. An extensive general statistical analysis is presented of such spectrum analyzers and derives threshold detection performance formulas for signals of interest. These results are then applied to the design of the RFI spectrum analyzer under development.

Remote sensing (e.g., from satellites) can be utilized to measure this property, which is related to surface composition or to near-surface soil moisture. An algorithm is developed which relates thermal inertia to remote measurements of surface temperature and reflectance.     Description: A physical optics solution is presented for the scattering of plane waves from a perfectly conducting corrugated surface in the case of waves incident from an arbitrary direction and for an observer far from the surface. This solution is used to compute the radar cross section of the surface in the case of backscatter from irregular (i.e., stochastic) corrugations. An interesting feature of the solution is the occurrence of singularities in the scattered fields. These singularities appear to be a manifestation of focusing by the surface at its 'stationary' points. Whether or not the singularities occur in the solution depends on the manner in which one restricts the analysis to the far-field.

    Description: Precise corrections of Landsat data are useful for generating land-use maps, detecting various crops and determining their acreage, and detecting changes. The paper discusses computer processing and visualization techniques for Landsat data so that users can get more information from the imagery. The elementary unit of data in each band of each scene is the integrated value of intensity of reflected light detected in the field of view by each sensor. To develop the basic mathematical approach for precision correction of the data, differences between positions of ground control points on the reference map and the observed control points in the scene are used to evaluate the coefficients of cubic time functions of roll, pitch, and yaw, and a linear time function of altitude deviation from normal height above local earth's surface. The resultant equation, termed a mapping function, corrects the warped data image into one that approximates the reference map. Applications are discussed relative to shade prints, extraction of road features, and atlas of cities.

    Description: Observations of Viking differenced S-band/X-band (S-X) range are shown to correlate strongly with Viking Doppler noise. A ratio of proportionality between downlink S-band plasma-induced range error and two-way Doppler noise is calculated. A new parameter (similar to the parameter epsilon which defines the ratio of local electron density fluctuations to mean electron density) is defined as a function of observed data sample interval (Tau) where the time-scale of the observations is 15 Tau. This parameter is interpreted to yield the ratio of net observed phase (or electron density) fluctuations to integrated electron density (in RMS meters/meter). Using this parameter and the thin phase-changing screen approximation, a value for the scale size L is calculated. To be consistent with Doppler noise observations, it is seen necessary for L to be proportional to closest approach distance a, and a strong function of the observed data sample interval, and hence the time-scale of the observations.

    Description: A procedure is developed for removing data scatter in the thermal-inertia approach to remote sensing of soil moisture which arises from environmental variability in time and space. It entails the utilization of nearby National Weather Service air temperature measurements to normalize measured diurnal surface temperature variations to what they would have been for a day of standard diurnal air temperature variation, arbitrarily assigned to be 18 C. Tests of the procedure's basic premise on a bare loam soil and a crop of alfalfa indicate it to be conceptually sound. It is possible that the technique could also be useful in other thermal-inertia applications, such as lithographic mapping.

    Description: A coaxial focused CW scanning laser Doppler velocimeter (SLDV) radar equipment applying heterodyne detection at 10.6 microns can measure intensity fluctuations under field conditions. The set includes a 20 W CO2 laser, a coaxial Cassegrainian telescope, standard heterodyne equipment, and a SAW spectrum analyzer with 100 kHz signal resolution. Operation of the equipment and techniques for taking remote measurements are described briefly. Applications to remote measurements of transverse component of wind speed, as a complement to the traditional Doppler method of determining axial velocity, are under study. SLDV equipment has been used in detection, tracking, and measurements of atmospheric turbulence associated with aircraft wing-tip vortices or with dust devils, and in measurement of general atmospheric wind profiles.

    Description: The infrared spectral measurements made by the Nimbus 4 infrared interferometer spectrometer (Iris) for a period of about 10 months are used to study the surface emissivity properties over the globe. It is found that the surface emissivity at 9 microns, as measured by Iris with a circular field of view of about 100-km diameter, is significantly less than unity over arid and semiarid areas. The spectral features in the 8-12-micron window observed over these lands reveal emissivity characteristics essentially due to quartz (SiO2). It is found that these emissivity features are significantly weakened by the presence of clay, clay horizons, or pedogenic horizons in the soil. Low emissivity is observed over sandy or sandy loam areas (psamments) with no clay or pedogenic horizons.

    Description: The advent of domestic satellite systems and technological improvements in both space and ground equipment makes the use of small aperture earth stations economically feasible and attractive for broadcast satellite applications. With increasing use of the orbit spectrum, there is some concern that broadcast satellite systems may not be able to obtain satisfactory allocations of this orbit-spectrum resource because of interference considerations. Specifically, interference calculations based on the present envelope result in comparatively large orbit spacings for broadcast satellites. Theoretical and experimental investigations of simple sidelobe suppression techniques, plus an analysis of experimental data on small aperture antennas, indicate that much better sidelobe performance can be obtained with a very small cost or performance penalty.

    Description: Flood hazard maps have been constructed for Graham, Yuma, and Yavapai Counties in Arizona using remote sensing techniques. Watershed maps of priority areas were selected on the basis of their interest to the county planning staff and represented areas of imminent or ongoing development and those known to be subject to inundation by storm runoff. Landsat color infrared imagery at scales of 1:1,000,000, 1:500,000, and 1:250,000 was used together with high-altitude aerial photography at scales of 1:120,000 and 1:60,000 to determine drainage patterns and erosional features, soil type, and the extent and type of ground cover. The satellite imagery was used in the form of 70 mm chips for enhancement in a color additive viewer and in all available enlargement modes. Field checking served as the main backup to the interpretations. Areas with high susceptibility to flooding were determined with a high level of confidence from the remotely sensed imagery.

    Description: The input admittance of the rectangular cavity-backed slot antenna is investigated. The slot is assumed narrow so that the voltage distribution in its aperture is sinusoidal. Equations which represent the input admittance of this slot, backed by a rectangular cavity in which a single propagating wave is assumed to exist, are given. Calculations based on these representations are compared to available measured data. As the depth of the cavity increased the resonant frequency decreased and the bandwidth became narrower.     Description: A method is proposed for using clear lakes as dark backgrounds against which the atmospheric path radiance can be determined from satellite observations. If the path radiance can be determined to sufficient accuracy, the atmospheric extinction can be inferred with suitable radiative transfer models. An extensive program of observation was made to determine the magnitude and variability of the various contributors to the total radiance observed by a satellite. It is shown that the volume and surface reflectance contributions (in the absence of sunglint) are small, constant, and can be modeled accurately enough to make these an insignificant source of error. The sunglint radiance observed in this investigation may be a significant source of error. It is shown that atmospheric extinction can be inferred from the path radiance observation after systematic differences between the model and observations are removed.

    Description: Remote sensor data (primarily LANDSAT) was analyzed by photogeologic and computer-assisted enhancement techniques to evaluate the metallic mineral potential of Baja California. Overlays were prepared at 1:1,000,000 and 1:500,000 and included known geologic relationships and mineral occurrences, lineament, drainage and structural patterns, tonal anomalies, and enhancement results. Computer-assisted enhancement and classification of the test sites was performed using the IMAGE 100 system to identify subtle tonal anomalies thought related to mineralization using known sites as analysis guides. Mineral potential maps of Baja California were generated from these analyses and the ten highest priority targets visited. Preliminary assay results (atomic absorption analysis) for the samples recovered showed moderate to high geochemical anomalies for Copper (10 of 12 samples), Zinc (3 of 12 samples) and Lead (4 of 12 samples).

    Description: Some of the main aspects that need to be considered in a remote sensing sampling design are: (1) the frequency that any one land use type (on the ground) is erroneously attributed to another class by the interpreter; (2) the frequency that the wrong land use (as observed on the ground) is erroneously included in any one class by the remote sensing interpreter; (3) the proportion of all land (as determined in the field) that is mistakenly attributed by the interpreter; and (4) the determination of whether the mistakes are random (so that the overall proportions are approximately correct) or subject to a persistent bias. A sampling and statistical testing procedure is presented which allows an approximate answer to each of these aspects. The concept developed and described incorporates the probability of making incorrect interpretations at particular prescribed accuracy levels, for a certain number of errors, for a particular sample size. It is considered that this approach offers a meaningful explanation of the interpretation accuracy level of an entire remote sensing land use survey.

    Description: A demonstration of the utility of LANDSAT imagery for quickly and cheaply estimating irrigated land area was conducted in the Klamath River basin of Oregon. LANDSAT color composite images, at 1:250,000 scale and acquired on two dates during the 1975 growing season, were interpreted. Irrigated lands were delineated manually, and the irrigated area was estimated, based on dot-grid sampling of the manually delineated lands. The image interpretation estimate of irrigated area was then adjusted by a comparison of interpretation results with ground data on 45 sample plots, each 2.6 square kilometers in size. Two interpreters independently estimated the irrigated area. Their adjusted estimates were 115,000 hectares and 108,000 hectares respectively, with corresponding 95 percent confidence intervals of + or - 7,880 hectares and + or - 14,000 hectares.

    Description: An automated antenna pointing subsystem (APS) is being installed at DSS 13 as part of the unattended station project. The function of the APS is to track an instructed position with the 26 meter antenna and to monitor the antenna servo system and meteorological conditions to ensure a proper operational environment. This article discusses the now-completed first phase of the digital hardware portion of the APS development.

    Description: The ability of Landsat multispectral digital data to differentiate among 62 combinations of rock and alteration types at the Goldfield mining district of Western Nevada was investigated by using statistical techniques of cluster and discriminant analysis. Multivariate discriminant analysis was not effective in classifying each of the 62 groups, with classification results essentially the same whether data of four channels alone or combined with six ratios of channels were used. Bivariate plots of group means revealed a cluster of three groups including mill tailings, basalt and all other rock and alteration types. Automatic hierarchical clustering based on the fourth dimensional Mahalanobis distance between group means of 30 groups having five or more samples was performed. The results of the cluster analysis revealed hierarchies of mill tailings vs. natural materials, basalt vs. non-basalt, highly reflectant rocks vs. other rocks and exclusively unaltered rocks vs. predominantly altered rocks. The hierarchies were used to determine the order in which sets of multiple discriminant analyses were to be performed and the resulting discriminant functions were used to produce a map of geology and alteration which has an overall accuracy of 70 percent for discriminating exclusively altered rocks from predominantly altered rocks.

    Description: A survey of several offshore islands, rocks and shoals on the Labrador Coast was performed, using LANDSAT imagery to assist in the location of uncharted hydrographic features. Several satellite coverages of the coast were studied prior to the survey, and suspected shoal points identified. Using map-derived control points and monocomparator measurements of the LANDSAT images, the positions of these points were determined by mathematical adjustment to an estimated position accuracy of 150 meters. As a result, on the survey, an uncharted island and eight uncharted drying rocks, which might easily have escaped detection from a survey ship, were verified and positioned. To check the accuracy of the coordinates derived from LANDSAT, three islands were positioned by standard ground survey methods. The positional differences, all less than 150 meters, are not plottable at the scale of the existing offshore charts. The LANDSAT positions were also used to control aerial photography of a shoal area for office compilation of a hydrographic chart.
