    Description: The primary test site for water supply investigations continues to be the Feather River watershed in northeastern California. This test site includes all of the area draining into and including the Oroville Reservoir. The principal effort is to determine the extent to which remote sensing techniques, when properly employed, can provide information useful to those persons concerned with the management and planning of lands and facilities for the production of water, using the Oroville Reservoir and the California Water Project as the focus for the study. In particular, emphasis is being placed on determining the cost effectiveness of information derived through remote sensing as compared with that currently being derived through more conventional means.

    Description: The use of remote sensing techniques in forestry studies is investigated. In particular, inventory, monitoring, detection, and management are discussed. Data show that infrared imagery appears to be the best technique for forestry studies. Data also show that color photographs are more easily interpreted than black and white ones.

    Description: It is apparent that the rate of remote sensing technique development is increasing at a much faster pace than is the rate at which these same techniques are being put to practical use by earth resource managers and inventory specialists. It has become increasingly important to bridge this widening gap between remote sensing specialists and potential users. Members of the University of California project on remote sensing of earth resources have been actively participating in efforts to overcome this gap by maintaining library facilities, disseminating research findings, training remote sensing specialists, and interacting with resource managers.

    Description: To realize the maximum potential benefits of remote sensing, the technology must be applied by personnel responsible for the management of natural resources and the environment. In Canada and the United States, these managers are often in local offices and are not those responsible for the development of systems to acquire, preprocess, and disseminate remotely sensed data, nor those leading the research and development of techniques for analysis of the data. However, the latter organizations have recognized that the technology they develop must be transferred to the management agencies if the technology is to be useful to society. Problems of motivation and communication associated with the technology transfer process, and some of the methods employed by Federal, State, Provincial, and local agencies, academic institutions, and private organizations to overcome these problems are explored.

    Description: The TM digital data were evaluated for their potential to provide improved land cover information. The analyses included: (1) testing for information that may be offered by the new TM spectral bands, and (2) comparing data characteristics for equivalent spectral bands of the TM and MSS sensors. The analyses were conducted on several large samples of pixels corresponding to five broad land cover classes. Some TM spectral data are presented and evaluated as single-band, black-and-white images, and in several three-band color-composite images. Some data transformations which can be used to present TM data in a manner that is potentially more useful for analysis or display are demonstrated. These transformations enable generating hue, intensity, and saturation data space from red, green, and blue color space, as well as perspective view images.

    Description: Procedures used and results derived in a series of prerequisite interpretation tests that were performed on multiband and multidate photography are described. The results of these quantitative tests led to the selection of what was considered to be the best combination of multiband and multidate photographs for use in the Maricopa County Survey.

    Description: The information content of simulated space photos as a function of various levels of image resolution was determined by identifying major vegetation-terrain types in a series of images purposely degraded optically to different levels of ground resolution resolvable distance. Comparison of cumulative interpretation results with actual ground truth data indicates that although there is definite decrease in interpretability as ground resolvable distance increases, some valuable information is gained by using even the poorest aerial photography. Developed is the importance of shape and texture for correct identification of broadleaf or coniferous vegetation types and the relative unimportance of shape and texture for the recognition of grassland, water bodies, and nonvegetated areas. Imagery must have a ground resolvable distance of at least 50 feet to correctly discriminate between primary types of woody vegetation.
