    Description: Acta Slavica Estonica is an international series of publications on current issues of Russian and other Slavic languages, literatures and cultures. The first part of the book contains chapters about the general history of school textbooks for reading and the story of the heritage of two authors (Vyazemsky and Fet) in them. The second part of the book presents chapters on various Russian poets (Batyushkov, Zhukovsky, Pushkin, Koltsov, Tyutchev, Maikov) whose poems found a firm place in the reading materials for schools. The chapters of the monograph give an idea of different aspects of the history of these texts and their reception. The monograph has two supplements. In the first there is a list of 108 textbooks and books of reading which are all included in the unique data base accessible in the Internet (www.ruthenia.ru/canon). The second supplement offers a list of the most popular authors and their texts included in the textbooks of the 19th century.

    Description: Acta Slavica Estonica is an international series of publications on current issues of Russian and other Slavic languages, literatures and cultures. This issue of the subseries “Blokovskii sbornik” continues the series of studies started by Zara Mints in 1964. The majority of works from Section I of the book, “The Art of А. Blok in the Context of 19th–20th Century Literature,” is devoted to the study of the poet’s works, his perceptions of preceding writers’ works, and his biographical and artistic contacts with contemporaries. The articles in Section II, “Silver Age Literature: Creative and Social Strategies,” are mainly focused on artistic works and essays of modernist literati contemporary to Blok or to some extent resonating with his poetry and artistic worldview.

    Description: In the stem-derivational perfective-imperfective opposition of Slavic the role of prefixes and suffixes has to be assessed jointly. The article evaluates the diachronic backdrop and parameters appropriate for classificatory categories. Special attention is paid to the criteria applied by aspectologists to determine aspect pairs and to aspect triplets. The assessment ends up with a paradox resulting from Maslov’s criteria of ‘trivial pairednessʼ, which require not only identical lexical meaning, but an ontology for which telic events are the sole basis in the derivation of aspect pairs.

    Description: This essay analyses the individual’s alienation from the natural environment caused by the commodification of nature. The analysis focuses on the novels “Proščanie s Matëroj” (Farewell to Matyora, 1976) by Valentin Rasputin and “Zona zatoplenija” (Flood Zone, 2015) by Roman Senčin, and seeks to highlight how literature, both in the Soviet Union and in modern Russia, deals with the critical discourse on environmental issues, the protection of nature, human freedom, and dignity of living beings.

    Description: This article explores the diplomatic correspondence sent to the Doge of Venice by Peter I (1721) and by his daughter Empress Elizabeth I (1743), informing him of peace treaties that had recently been concluded between Russia and Sweden. Analyzing these letters in the context of Russia’s diplomatic and epistolary relations with Venice in the 17th and 18th centuries, we examine their structure and composition with particular attention to the presence of diplomatic and epistolary formulae to identify evolutionary changes in the diplomatic and epistolary etiquette employed by Peter I and his successors.

    Description: An increasing number of preschool teachers have a master's degree, and in Norway, employing preschool teachers with a master’s-level education is a stated political objective. In both Norway and Denmark, there is growing demand for greater expertise in preschool and more career options for preschool teachers and educators. Thus, there is also a need for greater understanding about the impact of academic knowledge on preschool pedagogical practice. In this anthology, new empirical knowledge is presented on how master's-level competence is applied practically within the preschool context, and how academic knowledge is found relevant in practice. The empirical material that forms the basis of this anthology is qualitative interviews with master's-educated teachers in Norwegian and Danish preschools as well as a survey sent to all preschools in Norway. The anthology is also based on historical material and documents that highlight the rise of specialized education in general and master's education in particular. The book stems from the research project “Preschool master in practice”, a collaborative project between researchers at one Danish and two Norwegian educational institutions: VIA University College in Århus, Oslo Metropolitan University, and the University of South-Eastern Norway. The aim of the project has been to increase understanding of how master’s-educated preschool teachers’ feel their particular expertise is put to use, and how their expertise benefits the preschool and creates opportunities within the sector.
    Description: Stadig flere barnehagelærere har masterutdanning. I Norge er det også en uttalt politisk ambisjon om at det skal ansettes flere masterutdannede barnehagelærere i barnehagen. Både i Norge og Danmark ser vi en økende etterspørsel etter mer kompetanse i barnehagen og flere karriereveier for barnehagelærere og pedagoger. Dermed blir det også behov for mer kunnskap om hva som skjer i møtet mellom akademisk kunnskap og barnehagefaglig pedagogisk praksis. I denne antologien presenteres ny empirisk kunnskap om hvordan kompetanse på masternivå anvendes i barnehagen, og hvordan akademisk kunnskap gis relevans for barnehagens praksis. Det empiriske materialet som ligger til grunn for antologien, er kvalitative intervjuer med masterutdannede barnehagelærere i norske og danske barnehager og en spørreundersøkelse sendt ut til alle norske barnehager. Antologien er også basert på historisk materiale og dokumenter som synliggjør framveksten av videreutdanninger generelt og masterutdanning spesielt. Bokutgivelsen springer ut av forskningsprosjektet «Barnehagefaglig master i praksis», som er et samarbeidsprosjekt mellom forskere ved én dansk og to norske utdanningsinstitusjoner, henholdsvis VIA University College i Århus, OsloMet – storbyuniversitetet og Universitetet i Sørøst-Norge. Målet med prosjektet har vært å utvide kunnskapen om hvordan barnehagelærere med barnehagefaglig masterutdanning erfarer at deres kompetanse blir anvendt, og om hvordan kompetansen kommer barnehagen til gode og gis muligheter i sektoren.

    Description: How the Steel Was Tempered in East Asia. Nikolai Ostrovsky’s novel How Steel Was Tempered (1932-34) tells the story of a young Ukrainian man named Pavel Korchagin who sacrifices his life and body to forge a steel-like spirit amid revolution, civil war, and postwar socialist construction. Although his physical injuries, which left him paralyzed and even blind, looks somehow grotesque, but his heroic self-sacrifice also had the power to inspire young readers. Regarded as an exemplary work of Soviet socialist realism, it was translated into many languages and read avidly at one time by left-wing readers in the West as well as in the Communist countries in the East. It was particularly influential in China, where it is so popular that even today it is invariably named as one of the favorite books of university students. This is in contrast to post-Soviet Russia today, in which the novel has lost the privileged position it once enjoyed and is no longer widely read. In China under the socialist regime, Ostrovsky’s novel was published in large numbers as suitable reading for young people and incorporated into school education. However, their active introduction in the public sphere alone does not explain their popularity. Chinese readers seem to have become deeply emotionally involved in the protagonist’s unsuccessful love affair with Tonya, a young girl whose bourgeois gestures and characterization must have been considered negative. As a result, the Soviet ideological novel has brought an unexpected meaning of European-style romantic love for Chinese readers. This presentation will trace the reception of Ostrovsky’s novel and the changes in the heroine Tonya’s image by comparing five adaptations: two Soviet films in 1942 and 1957, a Chinese lianhuanhua (serial picture book) in 1972, a Japanese manga in 1975, and a Chinese TV drama in 1999.

    Description: Russian-language edition: This three-volume book investigates the Russian transformations of one of the central concepts of Greek Christology, the self-humiliation or kenosis of Christ. The author applies rhetoric (paradox, metaphor, metonymy) as a means to elucidate mechanisms of theological persuasion and to trace the representations of the humiliated Christ and his imitations in various media from liturgy and iconology to everyday practice and literary fiction. The exploration of post-Christian literature of the 19th and 20th century (N. Chernyshevskii, M. Gor’kii, N. Ostrovskii, Ven. Erofeev, Vl. Sorokin) demonstrates the existence of a kenotic Christology after Christianity.

    Description: In 1993 Michael Wachtel published Ivanov’s Russian Faust, comprising two scenes that appear to continue Goethe’s Faust and most likely represent the beginnings of a Faust drama. Ivanov was the first Russian poet to reevaluate the second part of Goethe’s poem for its extremely symbolic content. As a result, he was considerably influenced by Goethe’s creative experience. This article examines these two Faustian scenes and, more generally, the influence of Goethe’s Faust in Ivanov’s work; adopting a comparative approach, we explore the assimilation into Russian literature of a Central European myth.

    Description: In Making Martyrs: The Language of Sacrifice in Russian Culture from Stalin to Putin, Yuliya Minkova examines the language of canonization and vilification in Soviet and post-Soviet media, official literature, and popular culture. She argues that early Soviet narratives constructed stories of national heroes and villains alike as examples of uncovering a person's "true self." The official culture used such stories to encourage heroic self-fashioningamong Soviet youth and as a means of self-policing and censure. Later Soviet narratives maintained this sacrificial imagery in order to assert the continued hold of Soviet ideology on society, while post-Soviet discourses of victimhood appeal to nationalist nostalgia. Sacrificial mythology continues to maintain a persistent hold in contemporary culture, as evidenced most recently by the Russian intelligentsia's fascination with the former oligarch Mikhail Khodorkovsky, the Russian media coverage of the war in Ukraine, laws against US adoption of Russian children and against the alleged propaganda of homosexuality aimed at minors, renewed national pride in wartime heroes, and the current usage of the words "sacred victim" in public discourse. In examining these various cases, the book traces the trajectory of sacrificial language from individual identity construction to its later function of lending personality and authority to the Soviet and post-Soviet state.

    Description: A state's ability to maintain mandatory conscription and wage war rests on the idea that a "real man" is one who has served in the military. Yet masculinity has no inherent ties to militarism. The link between men and the military, argues Maya Eichler, must be produced and reproduced in order to fill the ranks, engage in combat, and mobilize the population behind war. In the context of Russia's post-communist transition and the Chechen wars, men's militarization has been challenged and reinforced. Eichler uncovers the challenges by exploring widespread draft evasion and desertion, anti-draft and anti-war activism led by soldiers' mothers, and the general lack of popular support for the Chechen wars. However, the book also identifies channels through which militarized gender identities have been reproduced. Eichler's empirical and theoretical study of masculinities in international relations applies for the first time the concept of "militarized masculinity," developed by feminist IR scholars, to the case of Russia.

    Description: В монографии демонстрируется возможность изучать современный поэтический язык не только с точки зрения эстетической функции, но и креативной, воздействие которой предполагает создание новых форм и неожиданных сочетаний при передаче разнообразной текстовой информации. Для исследования выбран поуровневый метод описания. На иллюстративных примерах показывается, как креативность проявляет себя на разных уровнях организации текста: фонетико-орфографическом, словообразовательном, лексико-семантическом, грамматическом – и как уровни взаимодействуют друг с другом. На уровне же целого текста важными параметрами становятся субъектная организация и взаимодействие текста с другими текстами.

This volume consists of two sections and includes articles by participants of two international scientific seminars: “Translation strategies and state control” (Tartu, December 8–10, 2016) and “Textbook as an ideological text” (Tartu, September 29–30, 2017). The focus of the book is on the relationship between government institutions and members of the translation community during the Soviet period; ideology and poetics of translations of works of art included in the Russian-Soviet literary canon; mechanisms of transmission of ideology in Russian imperial and Soviet school textbooks.

    Description: The monograph focuses on a special type of collocations–Support, or Light, Verb Constructions (SVCs). SVCs consist of a semantically reduced verb together with a noun (as the direct object or embedded in a prepositional phrase) that conveys core lexical meaning to the combination. SVCs often vary cross-linguistically, with languages using different strategies to conceptualize the same denotative situations. This study in line with the principles of the Integrated Contrastive Model, aims firstly to offer a corpus-driven contrastive cognitive-semantic description of SVCs in Russian and Italian based on the Construction Grammar model; and secondly to conduct a Contrastive Interlanguage Analysis of the use of Russian SVCs by Italian-speaking students. The findings of this study, in addition to its theoretical significance, may be useful in teaching Russian as a foreign language and could be of interest for lexicography.

    Description: The writings of Vasyl’ Stus (1938-1985) offer an interesting example of some typical dynamics of Ukrainian culture, divided among attraction for Europe and the need to reaffirm its own Europeanness, the autoreferential temptation, and the Russian model – in its turn marked by the Westernism/Slavophilism dichotomy. Stus reflects upon Ukrainian literature in relation to its romantic tradition, European modernism and Russian literature, coming to conclusions that may appear unexpected and paradoxical for an intellectual usually deemed a model of traditional patriotism.

    Description: Why do children and young people need art? How do we rationalize the significance of art in society? This anthology is based on research carried out by members of the multidisciplinary research group Art and Young People at the Faculty of Fine Arts of the University of Agder in Kristiansand. This volume is part of the subseries Studia Russica Helsingiensia et Tartuensia, XIV, and unites scholars from Estonia, Finland, Russia, Ukraine, Germany, and Canada who belong to the tradition of the Tartu Lotman school. This collective monograph explores the development of national myth on the basis of a variety of materials from Russian culture, beginning from the Late Middle Ages and finishing with the Soviet epoch. The main part of the study is devoted to the Imperial period — the epoch during which the notion of nation arises.     Description: This article discusses some antinomies concerning the category of verbal aspect in Russian, which generate apparent contradictions on a theoretical level. Special attention is paid to Russian aspectual pairs (considered in a cross-Slavic perspective). I focus on antinomies applying to different ways of expressing the aspectual semantics of verbs (lexical, grammatical and derivational), as well as on rules regulating the use of perfective and imperfective verbs. Our study confirms the need to distinguish between lexical and grammatical limits of action in a theory of Slavic aspect.

    Description: The paper analyses the general factual value of the imperfective verbs in Russian and Bulgarian. The first part examines the three main types of the general factual meaning in the past (‘referential’, ‘existential’, and ‘atelic’). We show that in Bulgarian these meanings are rendered by imperfective verbs in the aorist, perfect, and imperfect tense respectively. The second part is dedicated to the future tense. In Russian, the general factual reading of the analytical future has many restrictions while in Bulgarian the general factual meaning is the main meaning of the imperfective future.

In 1716-1720, Becklemishev was appointed permanent Russuan economic representative in Venice. The article presents an analysis of credential letters of Peter the Great’s envoys in Venice in connection with the pre-existing tradition and with due regard to the specifics of the Russian diplomatic ceremonial. The author aims to describe stylistic specifics of Peter I’s credential letter and to determine its role for the subsequent tradition.

    Description: Vladivostok is likened to the Bosphorus. The remoteness of the Far East made it difficult for the European part of the Russian Empire to recognise Vladivostok geographically. Therefore, through analogy to the Mediterranean, it was consciously integrated into the state. On the other hand, by using kanji combinations, which evoke images of traditional Japanese poetry, the Japanese created a sense of familiarity with Vladivostok. In most cases, regarding the social situation during the Revolutionary and Intervention War periods, researchers’ interest was restricted to the scheme of the conflict between the Red Army and the White Army and the victory or defeat of the October Revolution. However, more than 30 years after the dissolution of the USSR, the events of this period are now being examined by scholars mainly from the perspective of the residents and outsiders in various regions who, without knowing the consequences of the revolution, were both anticipating and anxious about significant social changes. The multicultural nature of the Far East is being discussed on the occasion of the centenary of the Siberian exodus. This article examines the cultural situation in and around Vladivostok, focusing on developments such as the education system and modernist currents in the arts. Vladivostok served as both an entrance to Siberia for the Japanese or other foreign troops and an exit for emigres.

    Description: Reception of Russian Literature of the Silver Age in China. In the late 20th century, there emerged a significant cultural fervor for the Russian literature of the Silver Age within Chinese academic circles, primarily focused on literary studies. This article examines the history of translating Russian literature of the Silver Age in China and its level of research development. It is revealed that, on one hand, the initial attempts at translating literary works of the Silver Age into Chinese began in the first half of the 20th century, with notable activity during the May Fourth Movement and towards the end of the 20th century. Consequently, works by well-known writers had more opportunities to be translated into Chinese and gain attention from the academic community, while many works by lesser-known authors remained overlooked. On the other hand, Chinese scholars’ research on Russian literature of the Silver Age encompasses various literary genres such as poetry, novels, and dramas, with a focus on individual writers and their works. However, comprehensive and systematic studies in this field are still lacking. The examination of the history of translation and the level of research on Russian literature of the Silver Age in China contributes to academic progress, facilitates exchange and collaboration among scholars, provides reference materials and recommendations, and establishes a foundation for further in-depth research.

The volume „Anthropocentrism in language and speech” was prepared in memory of Mikhail Shelyakin (1927–2011), a long-time professor of the Russian language at the University of Tartu. The relation between language and the human being was M. Shelyakin’s central topic during the final period of his research. The articles focus on anthropocentrism of the linguistic sign and its realization in speech. They continue and develop the problems studied by M. Shelyakin mainly on the basis of Russian. The volume consists of three parts: anthropocentrism in word-formation and grammar, anthropocentrism in phraseology and the lexical system, and the impact of anthropocentrism on contrastive studies, translation, and the teaching of foreign languages.

    Description: The aim of this paper is to compare the superlexical prefixes of Russian and Bulgarian. The main focus is on delimitative and attenuative po- in derived PF forms as well as in secondary IPF verbs. Using the Russian-Bulgarian parallel corpus, I show that there is a functional parallelism between PF and IPF delimitatives in Russian and Bulgarian. The semantic similarity between delimitative and attenuative meaning is the basis for expressing special pragmatic functions by means of both PF and IPF poattenuatives in Bulgarian, while attenuative po-verbs in Russian express specific pragmatic meanings primarily via PF forms.

    Description: This paper deals with the different meanings and functions of prefixes in perfective verbs derived from the indeterminate motion verbs chodit’, nosit’ and ezdit’. In some expressions with transitive verbs (e. g. vychodit’, donosit’ and naezdit’) the prefixes are lexical. Their function consists in creating accomplishment verbs with a resultative meaning. On the other side, the prefixes po-, za- and ot- in such verbs as pochodit’, zachodit’, ot’’ezdit’ are superlexical. They have the function of expressing additional meanings which refer to the duration, inception and cessation of the action.

    Description: Russian-language edition: One common explanation for the failure of democracy to take root in Russia more quickly and more thoroughly than it has points to inherited cultural values that predispose Russian citizens to favor an autocratic type of governance. Ellen Carnaghan takes aim at this cultural-determinist thesis in her study of Russian attitudes, based on intensive interviews with more than sixty citizens from all walks of life and a variety of political orientations. What she finds is that, rather than being influenced by an antidemocratic and anticapitalist ideology, these ordinary citizens view the economic and political system in Russia today very critically because it simply does not function well for them in meeting their everyday needs. They long for order not because they eschew democracy and free markets in any fundamental way, but because they experience them currently as chaotic and unpredictable, leading to constant frustration. As a result, there is reason to be optimistic about further progress in democratization: it depends on improving the functioning of existing institutions, not transforming deep-rooted cultural norms. In the Conclusion, Carnaghan applies her argument to elucidating the reasons why Russians have responded favorably to what Westerners see as moves in an antidemocratic direction by Vladimir Putin’s government.

    Description: In the modern multi-linguistic concept of Belarus culture, neo-latin poetry represents an important component. The inclusion in the 1960s of the Latinist poet Nikolai Gusovskij, alongside other Renaissance poets, in Belarusian literature contributed to the growth of the national consciousness of the Russified and Sovietized Belarusians. However, the first translations of The Poem of the Bison in Belarusian and Russian, which showed clear signs of a tendentiousness aimed at adapting the text to the socio-political situation of Soviet times, remain canonical, despite the presence of new translations.

    Description: In the second half of the 17th century, the translators of the Russian ambassadorial office had to translate a large number of books. Among them, the equestrian books by Antoine de Pluvinel from the 1620s stand out: Maneige Royal and L'Instruction du Roy / Reitkunst. Ingrid Maier focuses on the Russian translation of L'Instruction du Roy / Reitkunst from 1677, but the history of this edition is inseparable from that of Maneige Royal. The author compares selected fragments of the translations. Even this first selective analysis leads to surprising insights into translation techniques and the translators' interventions in the texts.

    Description: The paper is concerned with the history of the Russian verb past’ ‘fall’, which until the mid-19th century used to have biaspectual present forms. The analysis deals both with the historical motivation for this biaspectual behaviour and the factors behind its loss. The most important stage of the process seems to be the gradual disappearance of the primary spatial usages of past’: these came to be expressed by a newly created aspectual pair, padat’/upast’. The latter is close to the so-called two-stem perfectivation verbs, which I examined in more detail in my previous work.

    Description: Korehito Kurahara and “Proletarian Realism”: Proletarian Literature in Japan in 1920s. This paper examines the proletarian literature movement that emerged in Japan in the 1920s, focusing on Korehito Kurahara, a leading proponent. Kurahara studied Russian literature and his theory, “proletarian realism,” was based on concepts promoted by the Russian Association of Proletarian Writers (RAPP). The paper analyzes two of Kurahara’s works from which proletarian realism originated. Both works are based on arguments between leaders of the proletarian writers’ organization and A. Volonsky. After Kurahara, Japan attempted to interpret proletarian literature from the perspective of literary history, which Kurahara incorporated into Japanese literature based on RAPP discussions. This suggests that Japanese proletarian literary theory developed under the influence of the Soviet Union.

    Description: This paper deals with Slavic micro-languages in situations of absolute language contact with German (Upper Sorbian, Burgenland Croatian) and Italian (Molise Slavic, Resian). The Slavic way of forming aspectual pairs has been preserved throughout, whereas aspect usage has changed. The behaviour of prefixes in borrowings varies according to the individual contact situations: Sorbian and Burgenland Croatian form prefixed partners even from loan verbs in contrast to Resian and Molise Slavic, borrowing telic verbs as perfectives and forming their imperfective partners by means of suffixation.

    Description: In this book, five experienced Nordic L1-didactitians and teacher educators search for their professional roots as pupils, students, teachers, teacher educators, managers and researchers over a period of fifty years. In the form of the scientific essay, various historical professional struggles and processes that may lie behind this professionalisation are examined, partly from a critical perspective: Academisation, theorising, didacticisation, textualisation, and internationalisation, especially within first language (L1), L1 didactics and L1 didactic research. Documentation and discussion of the complex relationship between institutionalised academic operations and personal and collective knowledge development nevertheless constitute a main line in the presentation. The L1 subjects in which the descriptions are anchored are Danish, Finnish Swedish, Norwegian and Swedish.     Description: Ukrainian motifs in A. S. Makarenko’s Pedagogical Poem. Makarenko’s Pedagogical Poem in the Stalin era was perceived as a eulogy to the collective, while in late Soviet times the dominance of the collective and the tendency to violent solutions already irritated the Russian reader. The German historian Goetz Hillig saw Makarenko as a world pedagogical genius, created his scientific biography, and published a scholarly edition of his writings in German. Elena Tolstaya looks at The Poem, set in post-revolutionary Ukraine, in the aspect of Russian-Ukrainian bilingualism, and looks for possible responses to the actualities of the late 20s – early 30s.

    Description: The Ukrainian Theme in the Legacy of Vladimir (Ze’ev) Jabotinsky. Vladimir (Ze’ev) Jabotinsky (1880-1940) combined the characteristics of a convinced individualist, a nationalist-statist, and an equally convinced liberal with a tendency toward anarchism. He respected every people’s struggle for independence and called nationalism “the individualism of nations”. In his prose, essays and journalism, Jabotinsky was able to synthesize rational analysis with fearless intuition. This combination enabled him to predict both World Wars I and II and the Holocaust, long before Hitler invaded Poland. As a young man he lived for several years in Italy, which he considered his spiritual homeland. His views were formed, on the one hand, under the influence of Italian socialists, Garibaldi and Italian culture in general, and, on the other hand, under the influence of Ukrainian socialists, champions of independence. He maintained friendly contacts with some of them because he combined his Zionism with Ukrainianophilia, which survived despite the monstrous Jewish pogroms organized by the Petlyura troops in 1919-20. A special theme touched upon in the report is the supposed echoes of Ukrainian spontaneous individualism in Jabotinsky’s anarchist tendencies.

    Description: “Learn from Gorky”: “conversion” of Japanese proletarian wrier Tokunaga Sunao. In the proletarian literary movement that flourished in Japan in the 1920s and 1930s, the main goal of proletarian literature was considered for intellectual writers to awaken the will to revolution in working readers. The writer from working class Sunao Tokunaga after the collapse of the revolutionary movement in 1933 began to write stories based on the life and attitude of the working people, offering to “learn from Gorky” and his autobiographical works that depicted the behavior and attitude of people at the bottom of society. At the same time, Tokunaga was involved in the colonial movement of the Japanese Empire of that time, because he, as a result of identification with the Japanese workers, lost sight of the expulsion and oppression of the indigenous people in Manchuria.

    Description: Moscow at the turn of history. About the “toponymic upheaval” and not only. The article digs into the urban (and political) geography of Moscow and how this is perceived in Italy in the aftermath of the collapse of the Soviet Union. In particular, the investigation will focus on a number of volumes related to the late Soviet era that were published in Italy between the late 1980s and the mid-1990s. The authors are mainly newspaper and TV correspondents: Vittorio Zucconi (1944-2019, Il Corriere della sera, Si fa presto a dire Russia); Demetrio Volcic (1931-2021, RAI, Mosca. I giorni della fine); Enrico Franceschini (1956, La Repubblica) who is both a journalist (La fine dell'impero. Ultimo viaggio in URSS) and a novelist (La donna della Piazza Rossa). However, the texts index also includes a politician, Giulio Andreotti (L’URSS vista da vicino. Dalla guerra fredda a Gorbaciov), and a comic character, Mickey Mouse, who, in an October 1988 issue number, shows how in the years of perestroika people looked at the nascent (dying) country with both fear and curiosity. All the authors, regardless of their profession and orientation, have the feeling that they are also witnessing history through urban geography; it is no coincidence that all the texts analyzed, to varying extents, “photograph” buildings, streets, monuments... that is to say , “places,” which may be “old,” i.e. inherited from previous travelers or the result of historical, political or literary reminiscences, or “new” places, where a new path of history is being written.

    Description: This paper attempts to identify the factors that either limit the passivization and decausation of Russian idioms containing transitive verbs of movement. Most of these verbs are highly subject to passivization in free structures and produce causative-decausative pairs. But in phraseological units their transformation is not always possible. The purpose of this research is to reveal the semantic and grammatical features that restrict the above transformations, to identify their primary or auxiliary role and to determine the existence of common features that resist both types of transformation.

    Description: Dieses Papier beschreibt Empfehlungen zur Weiterentwicklung des nationalen Brennstoff-Emissionshandelsgesetzes (BEHG) – und wie ein reibungsfreier Übergang zur europäischen Ebene gestaltet werden kann. Bei der Einführung und Ausgestaltung eines EU-Emissionshandelssystem für Gebäude und Straßenverkehr (EU ETS-II) bestehen derzeit noch diverse Unsicherheiten. Unabhängig von den Entscheidungen auf europäischer Ebene identifizieren wir jedoch vier No-Regret Maßnahmen zur Weiterentwicklung des BEHG, die in allen Fällen förderlich sind: Zeitliches Vorziehen und Anhebung des Preiskorridors plus Versteigerung: Die Einführung eines Preiskorridors und die Versteigerung von Zertifikaten sollte auf das Jahr 2023 vorgezogen werden. Zudem sollte der Preiskorridor angehoben und verbreitert werden, um den neuen nationalen Klimazielen Rechnung zu tragen. BEHG Emissionsmengen analog zu Sektorzielen: Die EU-Kommission hat im Fit-for-55 Paket eine Erhöhung des deutschen ESR-Ziels auf 50% vorgeschlagen, was auch ungefähr den nationalen Zielen im Rahmen des Klimaschutzgesetzes (KSG) von 2021 entspricht. Um zu einem früheren Zeitpunkt Verbindlichkeit zu schaffen, sollten daher die BEHG-Emissionsmengen aus den KSG Sektorzielen abgeleitet werden. Direkte Pro-Kopf-Rückerstattung: Für den zu erwartenden Fall deutlich steigender CO2-Preise sollte die Bundesregierung schon vor 2023 die institutionellen Voraussetzungen für die Umsetzung des Klimagelds wie im Koalitionsvertrag beschrieben schaffen. Nationaler CO2-Mindestpreis: Bis spätestens 2025 sollte ein Mindestpreis zur eventuellen Ergänzung eines EU ETS-II vorbereitet und ggf. implementiert werden. Dadurch kann im Fall anfänglich niedriger Preise im EU ETS-II garantiert werden, dass der CO2-Preis in Deutschland weiterhin kontinuierlich ansteigt. Neben diesen Maßnahmen auf nationaler Ebene, sollte sich die Bundesregierung in den Fit-for-55 Verhandlungen einsetzen (1) für die Flexibilität zwischen EU ETS und ESR sowie (2) für ein graduelles Linking zwischen ETS-I und ETS-II. Mit beiden Maßnahmen können die sehr hohen Preisunterscheide reduziert und die Effizienz der Klimapolitik erhöht werden.

Szenarien gemeinsam mit zentralen gesellschaftlichen Stakeholdern entwickeln: Im Rahmen des Projekts „Deep Transformation Scenarios for Informing the Climate Policy Discourse“ (DIPOL) haben das PIK, RWI und adelphi mit Akteuren aus Wirtschaft, Wissenschaft und Zivilgesellschaft zusammengearbeitet, um eine Reihe von Szenario-Narrativen zu entwickeln, die die Perspektiven dieser Stakeholder zur Erreichung der deutschen und europäischen Klimaziele verbinden und so eine Reihe möglicher Entwicklungspfade für Europa und Deutschland aufzeigen. Derzeit fokussiert sich die politische Diskussion vor allem auf den Anpassungsbedarf der Produktionsseite. Eine Kombination mit Anpassungen der Konsumseite sind jedoch unerlässlich, um Produzent*innen zu entlasten und die diversen Krisen gemeinsam anzugehen. Insbesondere die deutliche Reduktion von Konsum und Produktion tierischer Lebensmittel ist ein zentraler Hebel, um das globale Ernährungssystem resilienter, fairer und nachhaltiger zu gestalten. In diesem Policy Brief weisen wir auf die Dringlichkeit entsprechender politischer Maßnahmen hin und machen drei konkrete Umsetzungsvorschläge: Einrichtung eines Transformationsfonds für die Umstellung, Etablierung wirkungsvoller Lenkungsabgaben und Aufbau zukunftsweisender Institutionen zur Transformation des Ernährungssystems.

    Description: Im Jahr 2021 wurde in Deutschland die sogenannte CO2-Bepreisung fossiler Kraft- und Brennstoffe eingeführt, um deren Verbrauch zum Zwecke des Klimaschutzes zu reduzieren. Dieser Preisaufschlag auf fossile Energieträger wird in den kommenden Jahren sukzessive erhöht. In diesem Beitrag untersuchen die Autoren die Akzeptanz der CO2-Bepreisung für die Zeit vor Einführung des CO2-Preises im Jahr 2019. Eine Erhebung unter mehr als 6.000 Haushalten zeigt, dass eine leichte absolute Mehrheit von 53,7 Prozent der Befragten grundsätzlich bereit ist, zu Klimaschutzzwecken höhere Kosten in Kauf zu nehmen. Die Zustimmung zu einer CO2-Bepreisung nimmt jedoch mit sinkendem Einkommen deutlich ab: Bei Befragten der untersten Einkommensgruppe liegt die Zustimmungsrate knapp unter 40 Prozent. Erwartungsgemäß verringert sich die Zustimmung auch mit der Höhe des CO2-Preises. So wurde ein CO2-Preis von 50 Euro von einer Mehrheit der Befragten von 50,6 Prozent abgelehnt. Um bei bis zum Jahr 2025 auf 55 Euro steigenden CO2-Preisen die mehrheitliche Akzeptanz der Bürger zu gewinnen, wird hier für einen breit angelegten Ausgleichsmechanismus durch die Reduzierung verzerrender und sozial ungerechter Steuern und Abgaben auf den Strompreis plädiert, die insbesondere Gering- und Durchschnittsverdienern zugutekommt. Andernfalls könnten die über die Zeit steigenden CO2-Preise eine hohe soziale Sprengkraft entfalten.

    Description: The aim of this study is to assess decarbonization pathways for the German steel industry and to analyze the effect of relocation of industrial production. Green leakage is the migration of industry from one country to another due to more advantageous location factors, including more favorable renewable energy costs, to serve emerging markets for green products. Importantly, green leakage, unlike carbon leakage, has a low risk of interfering with efforts to reduce emissions. One key factor incentivising green leakage is the Renewables Pull. The Renewables Pull describes the incentive to relocate production due to different costs for green energy sources between two countries. The Green Leakage risk for the German steel industry is analyzed by quantifying the Renewables Pull and investigating other preventing and promoting factors through semi-structured interviews. The result is that there is a risk of Green Leakage in the German steel industry due to the Renewables Pull. The main reason is that the steel industry is electrified in the course of decarbonization, which leads to a high demand for green electricity. Inexpensive green electricity thus becomes a locational advantage for steel production. However, the Renewables Pull is not the only factor considered. Other inhibiting factors such as rising transport costs due to increasing distances between producer and customer, a higher willingness to pay in the country of origin or government subsidies to prevent migration can compensate for the Renewables Pull.

    Description: By linking information on the building stock, final energy demand, detailed information on the socio-economic characteristics of households, and repeated systematic surveys, the newly established German Heating and Housing Panel (GHHP) enables a well-founded evaluation of the effectiveness of climate policy measures in the heating sector in Germany. This paper presents the most important descriptive results of the first panel survey among about 15,000 private households from 2021. Besides the inevitable comprehensive query of building characteristics and heating technology, the focus of the first survey was on the energy-related building modernization activities of private households, as well as on the evaluation and acceptance of climate protection instruments in the building sector. In addition, the acceptance of different ways of allocating the cost burden of the CO2 pricing introduced at the beginning of 2021 was investigated. The key findings include that the distribution of the cost burden of the CO2 pricing according to the energy efficiency of buildings enjoys the highest level of approval among respondents. With respect to the acceptance of climate protection instruments in the building sector, it is noteworthy that a ban on the installation of gas boilers and a building climate levy only meet with the approval of around 30% of respondents, while a ban on the installation of oil boilers is welcomed by almost 70% of respondents. Surprisingly, only about 20% of those who reject the ban on the installation of oil boilers heat with oil, while this ban is rejected by a larger proportion of about 30% of those who heat with gas. Asked about their level of information on CO2 pricing, almost half of all respondents say they are rather uninformed, and only a very small proportion of 3.4% of respondents feel very well informed. The situation is similar with respect to energy-related building modernization: Just over half of the owners do not feel well informed about energy-efficient refurbishments.

    Description: Im Sommer 2021 wurde zur Etablierung des Wärme- & Wohnen-Panels des Kopernikus-Projekts Ariadne die erste von drei jährlichen Erhebungen unter ca. 15.000 Haushalten durchgeführt. Die wiederholte systematische Befragung derselben Haushalte gestattet eine fundierte Evaluierung der Effektivität klimapolitischer Maßnahmen im Wärmesektor, da dabei erstmals Informationen zum Gebäudebestand und dem Endenergiebedarf mit detaillierten Angaben zu den sozioökonomischen Charakteristika der Haushalte verknüpft werden. Darüber hinaus werden die Präferenzen der Haushalte hinsichtlich verschiedener Klimaschutzinstrumente im Gebäudesektor ermittelt, wie zum Beispiel das Einbauverbot von Ölheizungen oder die Förderung von energieeffizienten Heizungsanlagen. Mit dem Wärme- & Wohnen-Panel wird eine einzigartige Datengrundlage geschaffen, die für die Evaluierung dieser Klimaschutzinstrumente unverzichtbar ist. Neben einer umfassenden Abfrage der Gebäudecharakteristika und Heiztechnik, auf Grundlage derer der Energiebedarf der Haushalte berechnet werden kann, lag der Schwerpunkt der ersten Erhebungswelle auf den energetischen Modernisierungstätigkeiten privater Haushalte sowie auf der Bewertung und Akzeptanz von Klimaschutzinstrumenten im Gebäudesektor. Des Weiteren wurde die Akzeptanz verschiedener Aufteilungsvarianten der Kostenbelastung der CO2- Bepreisung auf Mietende und Vermietende untersucht. Zu den bedeutendsten Ergebnissen gehört die geringe Informiertheit der an der Befragung Teilnehmenden über die CO 2-Bepreisung, ein Klimaschutzinstrument, dessen Effektivität wesentlich davon abhängt, wie gut die Bürgerinnen und Bürger darüber informiert sind. Mit einem Anteil von 46,7% gibt jedoch ein großer Teil aller Befragten an, sich eher nicht informiert zu fühlen, 13% fühlen sich gar überhaupt nicht informiert. Sehr gut informiert fühlt sich nur ein sehr geringer Teil von 3,4% der Befragten.     Description: Die Hochwasserkatastrophe im Juli 2021 in Westdeutschland erfordert eine kritische Diskussion über die Abschätzung der Hoch- wassergefährdung, Aktualisierung von Hochwassergefahrenkarten und Kommunikation von extremen Hochwasserszenarien. In der vor- liegenden Arbeit wurde die Extremwertstatistik für die jährlichen maximalen Spitzenabflüsse am Pegel Altenahr im Ahrtal mit und ohne Berücksichtigung historischer Hochwasser berechnet und verglichen. Die Schätzung der Wiederkehrperiode für das aktuelle Hoch- wasser mittels Generalisierter Extremwertverteilung (GEV) unter Berücksichtigung historischer Hochwasser schwankt zwischen etwa 2.600 und über 58.700 Jahren (90%-Konfidenzintervall) mit einem Median bei etwa 8.600 Jahren, wogegen die Schätzung, die nur auf der systematisch gemessenen Abflusszeitreihe von 74 Jahren basiert, theoretisch eine Wiederkehrperiode von über 100 Millionen Jahren ergeben würde. Die Berücksichtigung der historischen Hochwasser führt zu einer dramatischen Änderung der Hochwasserquan- tile, die für eine Gefahrenkartierung zugrunde gelegt werden. Die Anpassung der GEV an die Zeitreihe mit historischen Hochwassern zeigt dennoch, dass das GEV-Modell möglicherweise die Grundgesamtheit der Hochwasser im Ahrtal nicht adäquat abbilden kann. Es könnte sich im vorliegenden Fall um eine gemischte Stichprobe handeln, in der die extremen Hochwasser im Vergleich zu kleineren Ereignissen durch besondere Prozesse hervorgerufen werden. Somit könnten die Wahrscheinlichkeiten von extremen Hochwassern deutlich größer sein, als aus dem GEV-Modell hervorgeht. Hier sollte in Zukunft die Anwendung einer prozessbasierten Mischverteilung untersucht werden. Der Vergleich von amtlichen Gefahrenkarten zu Extremhochwassern (HQextrem) im Ahrtal mit den Überflutungsflächen vom Juli 2021 zeigt eine deutliche Diskrepanz in den betroffenen Gebieten und die Notwendigkeit, die Grundlagen zur Erstellung der Extremszena- rien zu überdenken. Die hydrodynamisch-numerischen Simulationen von 1.000-jährlichen Hochwassern (HQ1000) unter Berücksich- tigung historischer Ereignisse und des größten historischen Hochwassers 1804 können die Gefährdung des Juli-Hochwassers 2021 deutlich besser widerspiegeln, wenngleich auch diese beiden Szenarien die Überflutungsflächen unterschätzen. Besondere Effekte wie die Verklausung von Brücken und die geomorphologischen Änderungen im Flussschlauch führten zu noch größeren Überflutungs- flächen im Juli 2021, als die Simulationsergebnisse zeigten. Basierend auf dieser Analyse wird eine einheitliche Festlegung von HQextrem bei Hochwassergefahrenkartierungen in Deutschland vorgeschlagen, die sich an höheren Hochwasserquantilen im Bereich von HQ1000 orientiert. Zusätzlich sollen simulationsbasierte Rekonstruktionen von den größten verlässlich dokumentierten historischen Hoch- wassern und/oder synthetische Worst-Case-Szenarien in den Hochwassergefahrenkarten gesondert dargestellt werden. Damit wird ein wichtiger Beitrag geleistet, um die potenziell betroffene Bevölkerung und das Katastrophenmanagement vor Überraschungen durch sehr seltene und extreme Hochwasser in Zukunft besser zu schützen.
    Description: The flood disaster in July 2021 in western Germany calls for a critical discussion on flood hazard assessment, revision of flood haz- ard maps and communication of extreme flood scenarios. In the presented work, extreme value analysis was carried out for annual maximum peak flow series at the Altenahr gauge on the river Ahr. We compared flood statistics with and without considering historical flood events. An estimate for the return period of the recent flood based on the Generalized Extreme Value (GEV) distribution consider- ing historical floods ranges between about 2600 and above 58700 years (90% confidence interval) with a median of approximately 8600 years, whereas an estimate based on the 74-year long systematically recorded flow series would theoretically exceed 100 million years. Consideration of historical floods dramatically changes the flood quantiles that are used for the generation of official flood hazard maps. The fitting of the GEV to the time series with historical floods reveals, however, that the model potentially inadequately reflects the flood population. In this case, we might face a mixed sample, in which extreme floods result from very different processes compared to smaller floods. Hence, the probabilities of extreme floods could be much larger than those resulting from a single GEV model. The application of a process-based mixed flood distribution should be explored in future work. The comparison of the official HQextrem flood maps for the Ahr Valley with the inundation areas from July 2021 shows a striking discrep- ancy in the affected areas and calls for revision of design values used to define extreme flood scenarios. The hydrodynamic simulations of a 1000-year return period flood considering historical events and of the 1804 flood scenario compare much better to the flooded areas from July 2021, though both scenarios still underestimated the flood extent. Particular effects such as clogging of bridges and geomorphological changes of the river channel led to considerably larger flooded areas in July 2021 compared to the simulation results. Based on this analysis, we call for a consistent definition of HQextrem for flood hazard mapping in Germany, and suggest using high flood quantiles in the range of a 1,000-year flood. Flood maps should additionally include model-based reconstructions of the largest, reliably documented historical floods and/or synthetic worst-case scenarios. This would be an important step towards protecting potentially affected population and disaster management from surprises due to very rare and extreme flood events in future.

Die Stellungnahme „Klimaschutz braucht Rückenwind: Für einen konsequenten Ausbau der Windenergie an Land“ zeigt, wie die Herausforderungen bewältigt werden können. Die Kernempfehlungen hatte der SRU bereits im Oktober anlässlich der Koalitionsverhandlungen vorab veröffentlicht. Der wichtigste Grund für den stockenden Ausbau der Windenergie ist, dass raumplanerisch zu wenig Flächen ausgewiesen und gesichert wurden. Zudem haben einige Bundesländer Abstände zwischen Windenergieanlagen und Wohnnutzungen festgelegt, die nicht mit einem Schutz der Anwohnerinnen und Anwohner zu begründen sind. Fehlende Standards im Natur- und Artenschutz führen zu Rechtsunsicherheiten und verzögern den Ausbau. Allgemein sind die Planungs- und Zulassungsverfahren für Windenergieanlagen fehleranfällig und langwierig. Auch profitieren die Regionen, in denen Windenergie genutzt wird, zu wenig von der Energiewende. Dies hat Auswirkungen auf die Akzeptanz vor Ort. Veränderungsbedarf besteht zudem bei der Förderung.

    Description: Die Energiewende sorgt für einen Paradigmenwechsel von einem grundlastbasierten zu einem flexiblen Stromsystem. Die zentralen Treiber für den zunehmenden Flexibilitätsbedarf sind die Stromerzeugung durch Wind und Sonne sowie die weiterhin bestehende unflexible Stromnachfrage, die gedeckt werden muss. Die vorliegende Studie analysiert, wie im Zeitverlauf bis zum Jahr 2045 der Flexibilitätsbedarf zunimmt und wie die Betriebsweisen der verschiedenen Technologien sich anpassen können. In der Studie wird auf das Energiesystemmodell REMod zurückgegriffen, mit dem eine Analyse über die intersektorale Flexibilität bis zum Jahr 2045 möglich ist. Für kurzfristige Flexibilität können in dieser Betrachtung zum Beispiel Batterien sowie Stromimporte und -exporte eingesetzt werden. Durch die Sektorenkopplung kann bei der Wärmebereitstellung in Gebäuden ebenfalls ein erheblich angepasstes Lastmanagement erfolgen. Ein höherer Anteil an Flexibilität kann jedoch durch Stromaufnahme in Elektrolyseanlagen und die Nutzung von Power-to-X-Kraftstoffen erfolgen. So können während längerer Dunkelflauten flexible Backup-Gasturbinen eingesetzt werden, um die Versorgungssicherheit zu gewährleisten. Um die notwendige Integration der Flexibilitäts-Technologien in den verschiedenen Märkten (insbesondere Strommarkt) und Sektoren voranzutreiben, müssen technische Voraussetzung, Marktregeln sowie Regulatorik in Bezug auf Bau und Betrieb so angepasst werden, dass die Technologien ihr Flexibilitätspotential bestmöglich ausspielen können.

    Description: Mit steigendem Anteil fluktuierender Erneuerbarer Energien im Stromsystem steigt auch der Bedarf an steuerbaren Kapazitäten, die Stromangebot und -nachfrage ausgleichen können, so genannte Flexibilitätstechnologien. In dieser Analyse wird der Nutzen von zehn verschiedenen Technologien, die Flexibilität bereitstellen können, für das deutsche Stromsystem im Jahr 2030 ermittelt. Die Nutzenanalyse macht deutlich, dass die Verschiebung von großen Energiemengen über einen längeren Zeitraum (saisonaler Ausgleich) den höchsten spezifischen Nutzen erreicht. Eine Schlüsseltechnologie für das Jahr 2030 sind daher Langzeitspeicher mit großen Speichervolumen, zum Beispiel in Form von Wasserstoff-Kavernenspeichern. Das Fehlen einer hierfür geeigneten Technologie würde zu hohen Effizienzverlusten führen. Die zweite Schlüsseltechnologie ist die steuerbare Leistung von Power-to-Heat1 in Wärmenetzen der allgemeinen Versorgung, die für den täglichen Ausgleich zwischen Nachfrage und erneuerbarer Erzeugung eingesetzt wird. Hier können allerdings auch andere nachfrageseitige Flexibilitäten eine ähnliche Funktion für das Stromsystem übernehmen. Die Analyse zeigt auch, dass die Erschließung der hier betrachteten Flexibilitätstechnologien, zum Beispiel durch den Abbau von regulatorischen Hemmnissen, bis zum Jahr 2030 für das Stromsystem von hoher Relevanz ist. Auch über die angenommenen Potentialgrenzen hinaus bieten insbesondere nachfrageseitige Flexibilitätstechnologien noch einen positiven Nutzen. Eine technologieoffene, marktbasierte Lösung zur Einbindung dieser Flexibilitäten könnte die unterschiedlichen Charakteristika, Nutzenniveaus sowie sich ändernde Rahmenbedingungen effizient berücksichtigen.

    Description: Das Einzugsgebiet der Spree ist hydrologisch und wasserwirtschaftlich stark von der Entwicklung von Braunkohleförderung und –verstromung, verbunden mit Grundwasserabsenkungen, Versickerungsverlusten, Sümpfungswassereinleitungen, Kühlwassernutzung in thermischen Kraftwerken sowie Flutung ehemaliger Tagebaue, einem komplexen wasserwirtschaftlichen System und einem kontinentalen Klima geprägt. Im Projekt GLOWA Elbe wurden für das Gebiet Szenarien des globalen Wandels für den Zeitraum 2003 bis 2052 analysiert. Im Jahre 2004 war es das Ergebnis, dass das gegenwärtige System der Wasserbewirtschaftung die Folgen des angenommenen Klimawandels nicht ausgleichen kann. Nach Ablauf der ersten 20 Jahre des Simulationszeitraumes 2003 bis 2022 werden in diesem Artikel die in GLOWA Elbe und weiteren Projekten erzeugten Ergebnisse sowie die genutzten Eingangsdaten, Szenarien und Modelle hinsichtlich ihrer Übereinstimmung mit beobachteten Abflüssen bzw. Witterungsverlauf analysiert. Es zeigt sich, dass die in den Projekten genutzten Bergbauszenarien der Entwicklung bis zum jetzigen Zeitpunkt entsprechen, während die Szenarien zur klimatischen Entwicklung zum Teil deutlich von den Beobachtungen abweichen. Letzteres hat erhebliche Konsequenzen für die simulierten Abflüsse. Weiterhin kann gezeigt werden, dass auch in stark anthropogen überprägten Flusseinzugsgebieten die Auswirkungen des Klimawandels unter Nutzung hydrologischer und wasserwirtschaftlicher Modelle zuverlässig abgeschätzt werden können, wobei insbesondere die genutzten Klimaszenarien/-modelle eine erhebliche Unsicherheit hervorrufen. Deswegen ist es unabdingbar, in entsprechenden Klimafolgenstudien Eingangsdaten diverser Klimaszenarien/-modelle zu nutzen und die gesamte Bandbreite der hydrologischen/wasserwirtschaftlichen Ergebnisse darzustellen.

    Description: Wasserstoff wird eine entscheidende Rolle bei der Dekarbonisierung von schwer elektrifizierbaren Sektoren spielen, doch die Produktion von erneuerbarem Wasserstoff steckt noch in der Anfangsphase. Aus diesem Grund wird die Nutzung von kohlenstoffarmem Wasserstoff aus nicht-erneuerbaren Quellen als Übergangslösung auf dem Weg zu einer erneuerbaren Wasserstoffwirtschaft diskutiert. Kohlenstoffarmer Wasserstoff umfasst unterschiedliche Produktionsmethoden, wie die Herstellung aus fossilen Brennstoffen mit nachfolgender Kohlenstoffabscheidung und -speicherung (CCS) oder -nutzung (CCU), sowie die Elektrolyse mit Strom aus Kernenergie. Um eine positive Klimaschutzwirkung durch den Einsatz von kohlenstoffarmem Wasserstoff sicherzustellen, müssen signifikante Reduzierungen von Treibhausgasemissionen (THG) erzielt werden. Dies sollte durch einen kohärenten regulatorischen Rahmen für die Produktion und den Import von kohlenstoffarmem Wasserstoff auf EU-Ebene gewährleistet werden. Diese Analyse gibt demnach Einblicke in den aktuellen Stand der EU-Gesetzgebung zur Produktion und zum Import von kohlenstoffarmem Wasserstoff und untersucht, ob die verbundenen Risiken und Herausforderungen für einen wirksamen Klimaschutz durch den Rechtsrahmen abgedeckt sind. Da jede Produktionsmethode durch unterschiedliche Herausforderungen charakterisiert ist, untersucht die Analyse die jeweiligen Regelungen gasbasierter Wasserstoffproduktion mit CCS, gasbasierter Wasserstoffproduktion mit CCU, sowie die Wasserstoffproduktion mit Kernenergie im Einzelnen. Damit Wasserstoff aber für unterschiedliche, momentan noch nicht abschließend definierte Anwendungsbereiche genutzt werden kann, sind entsprechende technologische Infrastrukturen notwendig. Diese umfassen die Produktion, die Speicherung und den Transport von Wasserstoff. Während bei der Bereitstellung von Wasserstoff konkrete Ziele formuliert wurden und auch hinsichtlich der Anwendungsbereiche deutliche, wenn auch konkurrierende Vorstellungen bestehen, sind bei der Wasserstoffinfrastruktur viele grundsätzliche Fragen offen. Vor diesem Hintergrund diskutiert diese Analyse, unbeschadet der Tatsache, dass bislang weder eine Systementwicklungsplanung noch ein abgeschlossenes Wasserstoffwirtschaftsrecht in Deutschland bestehen, wie viel „System“ und „Planung“ bereits jetzt durch Stakeholder und den einschlägigen Rechtsrahmen mit Blick auf Wasserstoff mitgedacht werden. Dabei orientiert sich die Analyse an folgenden Fragen: Erfolgt die Regulierung in Sachen Wasserstoff bereits jetzt aus der Sicht eines geschlossenen Energiesystems? Sehen die Stakeholder Wasserstoff bereits systemisch und interpretieren sie den bestehenden Rechtsrahmen zur Planung der Infrastrukturen entsprechend? Folgen die Vorstellungen der Wasserstoffinfrastruktur schon jetzt systemischen Ansätzen oder stellen sie vielmehr eine weitere sektorale Infrastruktur und Planung dar? Die vorliegende Analyse zeigt, dass Stakeholder nicht grundsätzlich einen systemischen Blick auf Wasserstoff haben und gerade bei wirtschaftlichen Akteuren teilweise eine sektorale Betrachtung überwiegt. Hier sollte beobachtet werden, in welcher Weise bei der Realisierung des seit dem Sommer 2023 vorliegenden Vorschlag des Wasserstoffkernnetzes (FNB Gas 2023), Nutzerbedarfe in die Planungsprozesse einbezogen werden. Noch weniger berücksichtigen einschlägige Rechtsvorschriften die systemische Bedeutung von Wasserstoff. Beachtenswert ist dabei unter anderem, dass die bestehenden nationalen Vorschriften zur Einführung einer Wasserstoffnetzplanung wenig bis gar keine Bezugnahme zur systemischen Funktionsweise von Wasserstoff aufweisen. Im europäischen Recht entfaltet die Erneuerbare-Energien-Richtlinie durch das Kriterium der Zusätzlichkeit bei neu in Betrieb genommenen Anlagen hingegen durchaus eine vorgelagerte systemische Entscheidungswirkung. In der deutschen Planungspraxis könnte der systemische Aspekt dadurch gestärkt werden, dass Strom- und Wasserstoffnetzplanungen über Einzelaspekte wie Power-to-Gas-Anlagen in Zukunft von vornherein integriert angelegt werden.

Zu erwarten sind sowohl negative als auch positive Konsequenzen für die deutsche Landwirtschaft. Betrachtet werden neben direkten Auswirkungen auch mögliche Folgen für Schadorganismen und Nutztiere sowie die zu erwartende Entwicklung der Agrarproduktion. Entscheidend dafür, wie diese Effekte ausfallen, sind zum einen die Art und Intensität der Klimaveränderungen selbst, zum anderen die Empfindlichkeit der jeweils betrachteten Produktionssysteme und die Implementierung von Anpassungsmaßnahmen, mit deren Hilfe sich die Folgen des Klimawandels nutzen, vermeiden oder mildern lassen.

Dabei wird typischerweise quantifiziert, ob und wie sich die Auftrittswahrscheinlichkeit der Ereignisse durch den menschengemachten Klimawandel geändert hat. Attributionsergebnisse können Bewusstsein für den Klimawandel schaffen und für Fragen der Klimagerechtigkeit und möglicher Entschädigungen für Klimafolgen relevant sein.

Darüber hinaus wird detailliert auf die Rolle des Waldes als Kohlenstoffspeicher eingegangen, denn Wälder produzieren nicht nur den nachwachsenden Rohstoff Holz, sondern sie leisten auch viel für die Umwelt und wirken ausgleichend auf das Klima. Auch mögliche Anpassungsoptionen werden dargestellt.
