    Beschreibung / Inhaltsverzeichnis: This topical volume focuses on the most recent advances that have been achieved in relevant fields of research of nuclear test ban monitoring, including seismology, infrasound- and hydro-acoustics, as well as nuclear physics and atmospheric backtracking. This research has been presented during the special sessions on "Research and Development in Nuclear Explosion Monitoring" convened during the 2007 and 2008 General Assemblies of the European Geosciences Union (EGU). The special sessions were introduced after the Preparatory Commission for the Comprehensive Nuclear Test-Ban Treaty Organization (CTBTO Prepcom) had convened a scientific symposium in 2006 on "CTBT: Synergies with Science 1996-2006 and beyond" marking the tenth anniversary of the United Nations General Assembly’s adoption of the CTBT Treaty. With regard to the seismo-acoustic fields several papers provide important updates on advances made in these fields since publication of ‘Monitoring the Comprehensive Nuclear-Test-Ban Treaty’ (see PAGEOPH topical volumes 158-159, 2001-2002). Moreover, this topical volume expands on these publications by including radionuclide and noble gas monitoring, as well as atmospheric transport modeling. In these two areas, significant progress has been made in recent years. Two papers studying the 2006 North Korean nuclear test elucidate how progress made in the relevant fields has allowed for a good understanding on the characteristics of this underground nuclear test.

Current efforts to address climate change focus mainly on reducing emissions of greenhouse gases, mainly through cleaner energy strategies, and on attempting to reduce vulnerability of the communities at risk by improving infrastructure to meet new energy and water needs. This book book sets out a compelling argument for including ecosystem-based approaches to mitigation and adaptation as a third essential pillar in national strategies to address climate change. Such ecosystem-based strategies can offer cost-effective, proven and sustainable solutions contributing to, and complementing, other national and regional adaptation strategies.

The optimal allocation policy depends on a range of country specific and exogenous factors. Despite the variety of factors influencing optimal design, most countries use similar solutions. In particular, when auctions or administrative procedures are used, most governments opt for simple simultaneous multi-object sealed-bid rounds. While this may appear to be paradoxical, there is a practical explanation. It is true that more complex bidding forms might increase rent capture at bidding. However, the potential marginal gain is often limited, owing to most E&P projects’ high level of uncertainty and risk. In addition market mechanisms, such as joint bidding and secondary markets, and the fiscal regime are widely used in the petroleum sector to correct inefficiency at the time of allocation.

But lenses can distort as well as sharpen images, so the report also draws from other disciplines: psychology to examine how people may misperceive risks, political science to understand voting patterns, and nutrition science to see how stunting in children after a disaster impairs cognitive abilities and productivity as adults much later. Peering into the future, the report shows that growing cities will increase exposure to hazards, but that vulnerability will not rise if cities are better managed. The scientific world is also becoming more interconnected, with international collaboration on the rise. Over a third of all articles published in international journals are internationally collaborative, up from a quarter 15 years ago. Collaboration is increasing for a variety of reasons. Enabling factors such as advances in communication technology and cheaper travel have played a part, but the primary driver of most collaboration is individual scientists. In seeking to work with the best of their peers and to gain access to complementary resources, equipment and knowledge, researchers fundamentally enhance the quality and improve the efficiency of their work. Today collaboration has never been more important. With human society facing a number of wide-ranging and interlinked ‘global challenges’ such as climate change, food security, energy security and infectious disease, international scientific collaboration is essential if we are to have any chance of addressing the causes, or dealing with the impacts, of these problems. Through a few selected case studies, we examine the achievements of some of the current efforts to tackle these challenges, discuss problems they have faced, and highlight important lessons their experience has to offer similar initiatives. Knowledge, Networks and Nations, in cooperation with Elsevier, was led by a high-level Advisory Group of leaders and experts in international science and science policy, chaired by Sir Chris Llewellyn Smith FRS, Director of Energy Research at the University of Oxford and former Director General of CERN, and drew on evidence, analysis and extensive consultation with scientists and policymakers from around the world. It makes 5 major recommendations: 1. Support for international science should be maintained and strengthened 2. Internationally collaborative science should be encouraged, supported and facilitated 3. National and international strategies for science are required to address global challenges 4. International capacity building is crucial to ensure that the impacts of scientific research are shared globally 5. Better indicators are required in order to properly evaluate global science

There are few examples of predictions of the impact of climate change on resource availability and even fewer examples of the applications of such predictions to planning for sustainable economic development. However, having access to an effective methodology would allow planners and policy makers to better plan for adaptation measures to address the consequences of climate change on the power and water sectors. This report presents a summary of the efforts to develop methodological tools for the assessment of climate impacts on surface hydrology in the Peruvian Andes. It is targeted to decision makers in Peru and in other countries to give them guidance on how to choose available and suitable tools and make an assessment of climate impacts on water regulation.

Reviewing what has worked, what hasn’t, and why, the evaluation’s key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects’ rate of returns, and did not address investors’ need for up-front capital. Technology transfer – broadly understood to include diffusion of technical and financial innovations related to low-carbon development – has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.

However, the formal knowledge base is still nascent—information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. It focuses on energy sector adaptation, rather than mitigation which is not discussed in this report.     Beschreibung / Inhaltsverzeichnis: Understanding the sediments deposited by glaciers or other cold-climate processes assumes enhanced significance in the context of current global warming and the predicted melt and retreat of glaciers and ice sheets. This volume analyses glacial, proglacial and periglacial settings focusing, among others, on sedimentation at termini of tidewater glaciers, on hitherto not-well-understood high-mountain features, and on sediments such as slope and aeolian deposits whose clasts were sourced in glacial and periglacial regions, but have been transported and deposited by azonal processes. Difficulties are thus often encountered in inferring Pleistocene and pre-Pleistocene cold-climate conditions when the sedimentary record lacks many of the specific diagnostic indicators. The main objective of this volume is to establish the validity and limitations of the evidence that can be obtained from widely distributed clastic deposits, in order to achieve reliable palaeogeographic and palaeoclimatic reconstructions. At a more general level and on the much longer geological timescale, an understanding of ice-marginal and periglacial environments may better prepare us for the unavoidable reversal towards cooler and perhaps even glacial times in the future.

    Beschreibung / Inhaltsverzeichnis: Three-dimensional climate models with a fully interactive representation of stratospheric ozone chemistry — otherwise known as stratosphere-resolving chemistry-climate models (CCMs) — are key tools for the attribution and prediction of stratospheric ozone changes arising from the combined effects of changes in the amounts of greenhouse gases (GHG) and ozone-depleting substances (ODS). These models can also be used to infer potential effects of stratospheric changes on the climate of the troposphere. In order to know how much confi dence can be placed in the results from the CCMs, both individually and collectively, it is necessary to assess their performance by comparison with observations and known physical constraints. The Stratospheric Processes And their Role in Climate (SPARC) core project of the World Climate Research Programme (WCRP) initiated the CCM Validation (CCMVal) activity in 2003 to coordinate exactly such an evaluation. The CCMVal concept (see Chapter 1) takes as a starting point the premise that model performance is most accurately assessed by examining the representation of key processes, rather than just the model’s ability to reproduce long-term ozone trends, as the latter can be more easily tuned and can include compensating errors. Thus a premium is placed on high-quality observations that can be used to assess the representation of key processes in the models. This Report does not provide a detailed assessment of the quality of the observational databases; the compilation and assessment of data sets suitable for model evaluation is the focus of a future SPARC activity, which has been motivated by this Report. The fi rst round of CCMVal (CCMVal-1) evaluated only a limited set of key processes in the CCMs, focusing mainly on dynamics and transport. This Report, which describes the second round of CCMVal (CCMVal-2), represents a more complete effort by CCMVal to assess CCM performance. As with CCMVal-1, it also includes an assessment of the extent to which CCMs are able to reproduce past observations in the stratosphere, and the future evolution of stratospheric ozone and climate under one particular scenario. A key aspect of the model evaluation within this Report is the application of observationally-based performance metrics to quantify the ability of models to reproduce key processes for stratospheric ozone and its impact on climate. The Report is targeted at a variety of users, including: (1) international climate science assessments, including the WMO/ UNEP Ozone Assessments and the IPCC Assessment Reports; (2) the CCM groups themselves; (3) users of CCM simulations; (4) measurement and process scientists who wish to help improve CCM evaluation; (5) space agencies and other bodies involved in the Global Climate Observing System. The Report was prepared by dozens of scientists and underwent several revisions and extensive peer review, culminating in a Final Review Meeting in Toledo, Spain on November 9-11, 2009.

    Beschreibung / Inhaltsverzeichnis: INTRODUCTION: WHAT IS LIFE? I’m not going to answer this question. In fact, I doubt if it will ever be possible to give a full answer. (Haldane, 1949: 58) What Is Life? J. B. S. Haldane (1949) and Erwin Schrödinger (1944), two of the twentieth century’s most influential scientists, posed the direct question, ‘what is life?’ and declared that it was a question unlikely to find an answer. Life, they suggested, might exceed the ability of science to represent it and even though the sciences of biology, physics and chemistry might usefully describe life’s structures, systems and processes, those sciences should not seek to reduce it to the sum of its parts. While Schrödinger drew attention to the physical structure of living matter, including especially the cell, Haldane asserted that ‘what is common to life is the chemical events’ (1949: 59) and so therefore life might be defined, though not reduced, to ‘a pattern of chemical processes’ (62) involving the use of oxygen, enzymes and so on. Following Schrödinger and Haldane, Chris McKay’s article, published in 2004 and included in this collection, asks again ‘What is Life – and How Do We Search For It in Other Worlds?’. For him, the still open and unresolved question of life is intrinsically linked to the problem of how to find it (here, or elsewhere) since, he queries, how can we search for something that we cannot adequately define? It should be noted that this dilemma did not deter the founders of Artificial Life, a project that succeeded Artificial Intelligence and that sought to both simulate ‘life-as-we-know-it’ and synthesise ‘life-as-it-could-be’ by reducing life to the informational and therefore computational criteria of self-organisation, self-replication, evolution, autonomy and emergence (Langton, 1996: 40; Kember, 2003). McKay concedes that certain characteristics of life, such as metabolism and motion, can occur without biology, but rather than pursuing contestable (re)definitions of life that could not, for him, constitute the basis for a search, he prefers to ask a more pragmatic question: ‘what does life need?’. The elements that support life – energy, carbon, liquid water, nitrogen, sulphur and phosphorus – are not contested and, barring only liquid water, they are abundant in the Solar System. It seems logical then, McKay argues, to search for life indirectly, by looking at where the water is. The case for liquid water on Mars has, as we will see, a long and argumentative history. In as far as the current case is, as McKay maintains, ‘tight’, then there is justification for his upbeat assessment that, with the correct instruments, it should be possible to find life-as-we-know-it – and even life-as-it-could-be. He writes: ‘while it could be similar at the top (ecological) and bottom (chemical) levels, life on Mars could be quite alien in the middle, in the realm of biochemistry’ (2004: 1261).

    Beschreibung / Inhaltsverzeichnis: The Arctic is subject to growing economic and political interest. Meanwhile, its water and climate systems are in rapid transformation. Relevant and accessible information about water and climate is therefore vital to detect, understand and adapt to the changes. This thesis investigates hydrological monitoring systems, climate model data, and our understanding of hydro-climatic change, for adaptation to water system changes in the Arctic. Results indicate a lack of harmonized water chemistry data, which may impede efforts to understand transport and origin of key waterborne constituents. Further development of monitoring cannot rely only on a reconciliation of observations and projections on where climate change will be the most severe, as they diverge in this regard. Climate model simulations of drainage basin temperature and precipitation have improved between two recent model generations, but large inaccuracies remain for precipitation projections. Late 20th-century discharge changes in major Arctic rivers generally show excess of water relative to precipitation changes. This indicates a possible contribution of stored water from permafrost or groundwater to sea level rise. The river contribution to the increasing Arctic Ocean freshwater inflow matches that of glaciers, which underlines the importance of considering all sources when assessing change. To provide adequate information for research and policy, Arctic hydrological and hydrochemical monitoring needs to be extended, better integrated and made more accessible. This especially applies to hydrochemistry monitoring, where a more complete set of monitored basins is motivated, including a general extension for the large unmonitored areas close to the Arctic Ocean. Improvements in climate model parameterizations are needed, in particular for precipitation projections. Finally, further water-focused data and modeling efforts are required to resolve the source of excess discharge in Arctic rivers.

Between Debt and the Devil challenges the belief that we need credit growth to fuel economic growth, and that rising debt is okay as long as inflation remains low. In fact, most credit is not needed for economic growth--but it drives real estate booms and busts and leads to financial crisis and depression. Turner explains why public policy needs to manage the growth and allocation of credit creation, and why debt needs to be taxed as a form of economic pollution. Banks need far more capital, real estate lending must be restricted, and we need to tackle inequality and mitigate the relentless rise of real estate prices. Turner also debunks the big myth about fiat money--the erroneous notion that printing money will lead to harmful inflation. To escape the mess created by past policy errors, we sometimes need to monetize government debt and finance fiscal deficits with central-bank money.
