    Description: Fish and fishermen appear to be in a serious decline in New England. The haddock are overfished, inshore herring stocks are depleted, yellowtail flounder and lobster are scarce. The popular image is of grizzled fishermen, their boats chipped, scarred, old-fashioned hulks of wood tied up two and three abreast along the rotting wharves and piers of New England's depressed port towns. In this research project, we wanted to determine the state of the New England fishing industry and to propose acceptable methods for the management of the fishery. During our early discussions with the fishing industry people, we mentioned that we were interested in limited effort programs as they might be applied to New England fishermen. We carefully, and probably tediously, explained the "theory of limited effort" and we were generally thought to be daft. We were told we had things backwards--that the fishing industry needed more fish, more men, more boats - and that the way to accomplish this was to get a 200-mile fishing limit and kick the foreigners out. One of these wishes has come true - in the spring of 1976, P.L. 94-265 established a 200-mile fishing zone off the United States, with regional management councils to make management plans and allocate the resources first to United States fishermen, with surpluses to foreign fishermen.

    Description: The first year of the New England Regional Fisheries Management Council has been marked by its experimental aura. Neither the Council nor the various sectors (representatives of the Federal and State agencies, members of the fishing industry, the public at large) were clear as to exactly what they were to do and how they were to do it--except in the broadest, most flexible (ambiguous?) terms. This created certain operational difficulties, and confusion for those whose livelihood was affected by the Council's operation. This latter group, particularly the fishermen, knew little of what went on, save in terms of the 'public facet of the Council--i.e., that portion of the Council's performance which occurred during the monthly meetings which were open to the public and which, supposedly, received public input at that time. This study defines that public face, deliberately avoiding the presentation of any data which was not accessible to the average audience participant, in an attempt to present some of the behavior which all participants demonstrated and which generated responses and reactions on the part of the other sectors. It uses standard anthropological techniques of data gathering and analysis to show the degree to which impression management on the part of all the actors operated in a systematic fashion to produce action, reaction, and counter-action. Particularly emphasized is the communication aspects.

    Description: In this study, we develop a framework for measuring the value of harmful algal bloom (HAB) predictions. The framework captures the effects of both private and public responses to HABs. Using data from the New England nearshore commercial shellfish fishery and impact estimates for a large-scale HAB event in 2005, we illustrate how the potential value of HAB forecasts may be estimated. The results of our study suggest that the long-term value of a HAB prediction and tracking system for the Gulf of Maine is sensitive to the frequency of HAB events, the accuracy of predictions, the choice of HAB impact measures, and the effectiveness of public and private responses.

    Description: The exploitation status of cardinalfish (Epigonus crassicaudus) yielded in Chile between 33° to 41°S was analyzed. An indirect assessment was performed between 1997 and 2003 through size-structured model with a transition matrix defining the changes among sizes. The model was calibrated using size structures, official landings, catch-per-unit of effort (CPUE) taken from commercial fishing logbooks and standardized by generalized linear models (GLM). After 7 years of an intense fishery activity, we concluded that the cardinalfish resource in Chile is on the recruitment overfishing limit. On 2003, the spawning biomass with respect to the virginal spawning biomass is close to 40%. The biological references points (BRP) based on spawning per recruit biomass (SPR) support this assesment because the fishing mortality level on 2003 (Fact) was very close to fishing mortality level of 40% of SRP at virginal value (F40%).

    Description: This document, which is directed at the fishing sector, researchers, conservationists and fishery administrators, was developed by researchers who are members of the Specialists Group for Marine Turtle Research and conservation in the Southwestern Atlantic Ocean (SWA) in response to the urgent need to evaluate the impact generated on sea turtles by fisheries. Historically, sea turtle conservation efforts have focused almost exclusively on the protection of nesting beaches. Nevertheless, over the last decade, research has proved incidental mortality as a result of fishing activities to be one of the greatest threats to these animals. This type of interaction is not only problematic for turtles, but also generates financial losses for fishermen and businesses. In spite of the efforts that are currently underway, researchers still do not have a detailed understanding of the impact that bycatch produces on sea turtle populations in the SWA. We have a long way to go before its effects can be minimized. Further research is needed regarding the biology and ecology of the various turtle species as well as the effective application of mitigation measures. The life cycles of sea turtles are long and complex. Turtles occupy various ecosystems (nesting beaches, coastal, neritic and oceanic zones, as well as pelagic and demersal areas) throughout their lifetimes, transcending various Exclusive Economic Zones and International Waters. The five species that inhabit the SWA region perform vast feeding and reproductive migrations, traveling through areas where many different fishing fleets operate. Therefore, sea turtles in the SWA interact with virtually all fisheries. These circumstances make it necessary to carry out biological, fishing related and conservation studies on a regional level. The efficiency of the existing international and national legal instruments has yet to be determined, in terms of their effectiveness in protecting sea turtles. In some cases, legislation that is specifically related to the interaction between fisheries and turtles does exist, such as those laws requiring the mandatory use of turtle excluding devices (TEDs). There are also explicit bans on sea turtle capture. Nevertheless, none of these regulations prevent sea turtle bycatch. Although some regional legal instruments are needed, these and the existing legislation will only be effective if they are accompanied by a broader range of permanent education and control measures, to achieve the commitment of all the parties involved. The ecosystem approach is gaining popularity among fishery administration organizations. Research and conservation efforts should also be moving in that direction. A regional and international effort is required in order to compile information regarding the bycatch produced by the various types of fisheries and fleets operating in the area. The enormous increase in fishing pressure that these fleets are exerting in this area has not been accompanied by an increase in information regarding the bycatch of species that have no commercial value. Pelagic longlining is one of the fishing methods, which must be most closely monitored, due to the high levels of bycatch that it produces, as well its ample distribution throughout the region, and the high level of fishing effort that it accounts for. Coastal trawlers and gillnetters must also be considered critical players, because they too produce a large rate of bycatch. These are the three types of fisheries that are most broadly distributed throughout the region, accounting for the majority of the fishing effort. Most of the institutions that work toward sea turtle conservation in the area have only begun to address the issue of bycatch over the last decade. This timeframe is reflected in the scope and quantity of the available publications, as well as the progress of activities directed at mitigating this problem. All of the institutions that have been mentioned in this report have made the gathering of information regarding interaction between sea turtles and fisheries one of their top priorities. Some institutions are even developing working programs for monitoring fisheries and testing mitigation measures. Many of these institutions have managed to develop adequate relationships with fishermen, ship owners and administrators. Nevertheless, limited access to funding is an obstacle to the development and testing of mitigation measures. The SWA network, which is a very valuable instrument that was created in 2003, has allowed the region’s institutions and researchers to exchange information and share their experience, in addition to lending each other support in carrying out joint activities, thus strengthening sea turtle conservation efforts. The capacity demonstrated so far by the region’s researchers and institutions, testifies to their ability to continue to make progress in knowledge generation and tests of bycatch mitigation measures.

    Description: Seychelles is composed of over 100 islands with a land area of approximately 455 km², centred close to 4°30'S and 55°30'E. The combined coastline is approximately 600 km long, the oceanic shelf totals about 50 000 km² and the Exclusive Economic Zone (EEZ) is over 1 370 000 km². The total population (1994 census) stands at just under 74 000. in 1994, the population registered a growth rate of 2.2%. The GDP (1994) was SR 2373.8 million, fisheries representing 4.8% of this sum. Licensing agreements for foreign fishing activities provided a yearly revenue of SR8 million. Port Victoria is seen as a prime centre for tuna fishing operations in the Indian Ocean. In the artisanal fishery just under 900 persons are working. The largest contributor to catch by vessel type are the traditional whaler vessels representing 47.8% of the total catch. Over 66.3% of the catch is by the handline method. Carangidae representing 24% and Lutjanidae 19% of total landings. There are six specific objectives to the fisheries sector policy, which aims as resource development and maximisation of potential benefits. Nearshore fishery resources are considered to be heavily exploited, however opportunities exist around the distant islands and in deeper waters off the Mahe plateau shelf. Aquaculture of molluscs and prawns is being developed and carried out. The main constraints to development are seen as the lack of skilled manpower and foreign exchange.

    Description: The present paper is based on a collation of information, through both a literature review and an internet search, on North American programs that involve some kind of scientific collaboration between fishers and fisheries scientists. It identifies four basic models of such collaboration and offers examples of collaborative activities that seem to fit into each of them. The first model defers to the expertise of the scientist for all major decisions and creates a strong programmatic distinction between what is science, and shall be done by scientists, and what are other, related activities that can be carried out by others. Various kinds of tagging programs, fisher advisory boards, at-sea research collaboration and many other activities fit this model. The second model, traditional ecological knowledge, recognizes that fishers have available to them a unique, local knowledge of the resource that can make a supplementary contribution to fisheries science.     Description: Durante las últimas décadas se ha observado un incremento de la captura (descartada y retenida) de condrictios en las pesquerías artesanales e industriales, conjuntamente con un rápido crecimiento de las pesquerías no reguladas, lo cual ha ocasionado una disminución en muchas poblaciones de este grupo de peces en todos los mares del mundo. La sobrepesca y los elevados niveles de mortalidad ocasionados por la captura incidental, asi como la degradación y contaminación de áreas costeras donde se ubican las zonas de alimentación, reproducción y cría para muchas especies de condrictios, han colocado a este grupo de peces en una situación difícil. Estos hechos, combinados con el bajo potencial reproductivo y la estrategia de vida de la mayoría de las especies de condríctios, no permiten una recuperación de las poblaciones, cuando las mismas se ven enfrentadas a períodos de sobreexplotación. En las aguas de Uruguay ocurren aproximadamente 100 especies de condrictios, muchas de las cuales son capturadas por diferentes pesquerias, tanto de forma incidental como dirigida. Debido a la preocupación a nivel internacional sobre la sustentabilidad de las pesquerías de tiburones, la FAO en 1998 realizó una consulta internacional a expertos y desarrolló un “Plan de Acción Internacional para la Conservación y el Manejo de los Tiburones” (PAI - Tiburones), el cual fue adoptado en 1999. El objetivo del PAI - Tiburones es asegurar la conservación, el manejo y el uso sustentable a largo plazo de los tiburones. Al hacer referencia a “tiburones”, se incluyen a todos los condrictios (tiburones, batoideos y quimeras). Este documento se divide en dos Capítulos y cuatro Anexos. El primer capítulo incluye los objetivos del PAN - Condrictios Uruguay y las medidas propuestas para alcanzar los mismos. El segundo capítulo contiene un diagnóstico general de los condrictios, las pesquerías y el marco jurídico. Como anexos se incluyen una lista de especies de condrictios citadas para Uruguay junto a su status en las listas rojas de la UICN, una reseña biológica de las especies consideradas prioritaras, una lista de abreviaturas, y listas de instituciones y personas que participaron de las reuniones desarrolladas durante el proceso de elaboración del PAN – Condrictios Uruguay. Las medidas propuestas por el PAN - Condrictios Uruguay se deberán aplicar a todas las pesquerías efectuadas por buques de bandera uruguaya, incluso los que operan fuera de la zona económica exclusiva de Uruguay.

    Description: La captura incidental en pesquerías comerciales ha sido identificada como una de las principales amenazas para la conservación de este grupo de aves, siendo los albatros (familia: Diomedeidae) y los petreles (familia: Procellariidae) las especies más afectadas. Debido a que los albatros y petreles presentan una gran longevidad y una baja fecundidad, pocas crías y un lento desarrollo, sus poblaciones son muy sensibles al aumento en la tasa de mortalidad causado por la captura incidental en las pesquerías. Anualmente son capturadas y muertas miles de aves marinas en las pesquerías comerciales que operan con diferentes configuraciones de palangre alrededor del mundo. Este arte, entre otras causas, está contribuyendo al descenso de varias poblaciones de albatros y preteles, configurando un claro riesgo de extinción de estas especies, si se permite que las tendencias actuales persistan. Las pesquerías de arrastre también interactúan con las aves marinas provocando la mortalidad de las mismas en un importante número. Otras pesquerías que capturan aves marinas son las que operan con redes de enmalle, redes de cerco y poteras. Respondiendo a la necesidad de reducir la mortalidad de aves marinas la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO) desarrolló un Plan de Acción Internacional para Reducir la Captura Incidental de Aves Marinas en las Pesquerías de Palangre, el cual propicia la elaboración de Planes de Acción Nacionales en cada uno de sus países miembros. El objetivo del Plan de Acción Nacional – Aves Marinas de Uruguay es presentar un marco general que permita instrumentar medidas para la reducción de la captura incidental de aves marinas en todas las pesquerías de Uruguay.

    Description: Este documento, dirigido al sector pesquero, investigadores, conservacionistas y administradores de las pesquerías, surge como respuesta de investigadores pertenecientes al Grupo de Especialistas en Investigación y Conservación de Tortugas Marinas en el Atlántico Sud Occidental (ASO) a la urgente necesidad de evaluar el impacto de las pesquerías sobre las tortugas marinas. Históricamente, los esfuerzos referidos a la conservación de las tortugas marinas se han dirigido casi exclusivamente a proteger las playas de anidación. Sin embargo en la última década se ha podido comprobar que una de las mayores amenazas es la mortalidad incidental causada por las pesquerías. Esta interacción no implica únicamente un problema para las tortugas, sino que también genera pérdidas económicas para los pescadores y las empresas.

    Description: At present, the impact of accidental catch on sea turtle populations is one of the most urgent problems that must be solved to ensure the survival of all these species worldwide. In the Mediterranean, too, all marine turtle species are affected by fishing activities, in particular the loggerhead (Caretta caretta) and the green (Chelonia mydas) turtles, which are more common than the others and are the only ones breeding in this sea. Since the Mediterranean populations of both species seem to be genetically isolated from the Atlantic ones (Bowen et al., 1992; Bowen et al., 1993; Laurent et al., 1993), fishing-induced mortality probably cannot be counterbalanced by immigration. This implies that the survival of the Mediterranean populations of these species depends to a great extent on the conservation effort that the Mediterranean countries carry on in the near future to reduce accidental mortality.

    Description: El presente trabajo llama la atención a las recientes epidemias de intoxicación histamínicas reportadas en los Estados Unidos, debido al consumo del dorado (Coryphaena hippurus) o Mahi-Mah, contaminado. Esto dió como resultado la prohición de las importaciones de esta especie, proveniente de varios países entre ellos el Ecuador, y siendo el dorado una especie de relativa importancia económica en este país, dicha prohibición ha preocupado al sector pesquero. Los estudios llevados a cabo muestran claramente la susceptibilidad de esta especie a desarrollar histamina. Esto se debe principalmente a la temperatura a la que está expuesta, pues la demora antes de enhielar el pescado es la etapa crítica. Los resultados muestran un aumento exponencial de los niveles de histamina, en ciertos casos después de tan solo 9 horas de almacenaje a temperaturas ambientales entre 25-30°C. Los niveles de histamina en pescado muestreado en el mercado local fueron tan altos como 250 mg/100g de muestra. Se demuestra que el problema se debe fundamentalmente al mal manejo de la captura por parte de la flota artesanal, y la subsecuente falta de infraestructura adecuada para conservarla, es decir, no se enfría el pescado. Sin embargo, el estudio muestra que una reducción de la temperatura del pescado de solo 15° menos, podría dar como resultado un producto de mayor calidad. En el presente trabajo se hacen recomendaciones para establecer un nivel máximo permitido para la exportación de 10 mg%, y se comparan dos métodos rápidos de análisis.

    Description: 153 experimental sets were made with stackable Antillean fish traps in depths of 5 to 30 m in the waters around the Galápagos Island (Ecuador), between Octobre and April 1983. 1,885 fish were caught of 18 species mainly of the families Pomadasyidae, Acanthuridae, Sparidae and Serranidae. The mean catch rate was 5,5 Kg per lift or 0,4 Kg.h-1, and the mean weight of the fish caught was 0,45 Kg. The optimum set duration was found to be between 2 and 18 hours (possibly indicating a high rate of escape). This study took place during the period of the ”El Niño”, when catches of fish in this area generally were low, and it is not known what effect this had. The catches were good compared with other shallow areas, but the fishes caught were mainly of medium quality. It is thought that significant increases in the quantity and quality of the catch could be obtained with commercial traps in deeper areas, but the efficient use of these would require new vessels and equipment, and the resulting increase in fishing effort could lead to overfishing of the most acceptable species of reef fish. Hence the development of fishery using fish traps is not recommended for Galápagos. A study of the biology of the fish caught was carried out. A bibliography of references on fish traps and their use was compiled and is included.

    Description: The coastal waters of West Africa are among the world's richest fishing grounds ... for the time being. Droughts have ravaged the hinterland and as a result people have steadily moved towards the shores of Senegal and Mauritania. At the same time the international fishing industry seems intent on exploiting West African waters to a greater and greater extent.     Description: In 1997, IUCN-The World Conservation Union, with the financial support of the German Federal Ministry for Economic Co-operation and Development, initiated a project to examine the relationship between the Convention on Biological Diversity (CBD) and the rules of international trade–those administered by the World Trade Organisation (WTO), in particular. The project was motivated by a widely shared concern that the aims of the CBD, which are essentially to conserve and equitably distribute the benefits of the environment, might be undermined by the WTO, which aims at the liberalisation of trade. Liberalised trade has the potential to integrate economies, regionally and globally, in mutually beneficial ways. But some observers are concerned that it may do so at a cost of impairing the environment and amplifying disparities in wealth, much of which, in poorer nations, is disproportionately represented in endowments of natural resources. Other commentators have claimed to locate synergistic potential, suggesting, for example, that trade law’s anti-subsidy disciplines might be conscripted into the campaign against environmental abuses such as overfishing.

    Description: This synopsis describes the development of marine biological research, including fisheries, in Mozambique. With around 3000 km of coastline, the living resources of the sea playa major role in the Mozambican society, mainly as a source of protein and income for the population, and of foreign revenue through exports. In the first years, after independence, in 1975, research activities in marine sciences were limited and mainly concentrated to fisheries through cooperation with Norway and the Soviet Union. A new era for biology started in 1985 when the Faculty of Biology at Universidade Eduardo Mondlane was re-opened. A 5yr curriculum towards a licentiate degree was introduced with a strong marine profile. Since the 1990s, a very dynamic de-velopment in Mozambican marine biological research has occurred. Several academic degrees in marine biology from universities abroad were obtained, and local expertise developed; building vital institutions and enrolling in advanced research activities.

    Description: The trophic relations of two apex predators, yellowfin and bigeye tuna (Thunnus albacares and T. obesus), and their prey were investigated in the western tropical Indian Ocean. The contents of 173 non-empty stomachs were analysed from specimens caught with longlines and purse seine during scientific and fishing cruises. Diet data were processed by occurrence, by number, and by wet weight and a comparison of diets between surface and deep swimmers made. Crustaceans were the almost exclusive food source of surface-swimming bigeye tuna, with the stomatopod (Natosquilla investigatoris) being the sole prey item recorded in this category. The diet of deep-swimming yellowfin tuna was balanced between epipelagic fish, crustaceans and cephalopods. Bigeye tuna fed predominantly on cephalopods and mesopelagic fish (Scopelarchidae and Paralepididae), for which this predator appeared to be the most active chaser. The diet of the two predators reflects their ability to catch the prey, and their vertical distribution.

    Description: This paper examines the arrival of a new group of fishermen on the Kenyan coast and what this has meant for the state of fishery resources. It reviews four subject areas: access and the number of fishermen; the fishermen’s identity; the choice of fishing gear; and the fishing grounds selected. Data were collected from a small number of fishing households in the villages of Uyombo and Takaungu in Kilifi District, using mainly qualitative research methods. Local households on the Kenyan coast face increasing pressure on land as well as on marine resources. The declining economic situation and greater pressure on land have made people turn to fishing as an income-generating activity. This group of fishermen is referred to as the ‘new’ generation of fishermen as they have been involved in fishing for only one or two generations (including the current one) in contrast to the ‘old’ generation from families who have been fishing or in fishingrelated activities for much longer. The old generation of fishermen and their households have also diversified their incomes, with many fishing households turning to farming, for example, with women and grown-up children involved in various activities. The new generation of fishermen, mainly of the Mijikenda population group, has often been blamed for the loss of traditional access regulations and for using harmful fishing gear. This paper discusses the new generation of fishermen and their identity as they perceive it and relates this to employment generation as a policy measure for marine conservation.

    Description: The Fisheries, International Trade, and Sustainable Development programme aims to inject both the sustainable development and natural resource management perspectives into the debate on trade and fisheries. The ultimate objective of the programme is to make international trade in fisheries supportive of sustainable development. The programme's main activity will be to convene a series of policy dialogues on fisheries, international trade, and sustainable development which will link processes and actors, and bring together all the different stakeholders' perspectives. Initially the programme aims to facilitate a process in which each stakeholder can move beyond the constraints inherent in his or her position, to enable all participants to step back from particular debates and stand-offs regarding fisheries, trade, and sustainable development-related issues such as subsidies, ecolabelling, or conservation measures. The dialogues, research, and information exchange process will seek to build common understanding and a baseline of shared information, and pave the way for participating stakeholders to seek solutions compatible with the aims of sustainable development by exploring ways to improve resource management while safeguarding the livelihoods of those who depend on fisheries, and ensuring economic growth for developing countries.

    Description: Lake Manzalah; the largest delta Lake in Egypt represents a dynamic system that has been undergoing continuous and pronounced changes since long times. In the last year’s this Lake faced drastic problems that retarded its environmental and fisheries development; the most serious one is the discharge of waste water. It is attempted in the present study to investigate the chemical characters of Lake Manzalah water during 2001-2002. Water temperature ranged from an average of 12.35oC in January and 29.14oC in July. Dissolved Oxygen, pH and total dissolved solids were found in ranges optimum for the living of marine and freshwater fish species. The average concentrations of nutrients lied in the following ranges: 1.24 to 4.89 μmol PO4 -3 l-1 , 5.08 to 28.73 μmol SiO4 -2 l-1 and 1.81 to 17.7 μ_mol NO3-1 l-1 The concentrations of phosphorus and nitrogen compounds were found to be relatively higher at the southern regions of the Lake near to the outlets of the drains.

    Description: This paper models the effect of changes in wetlands yields within the freshwater fishery of (the Kenyan segment) of Lake Victoria. Specifically, it models the nutrient retention function of wetlands as a buffer against fertilizer run-off from agriculture, and the impact of nutrient loading on the fishery. Run-off from the watershed is among the major causes of eutrophication in the lake, along with atmospheric deposition and sewage and other organic discharges from domestic and industrial activities. The ecological component of the model captures the interactions between phosphorus loading, wetland area, water quality and fish stocks. Chlorophyll-a concentration is used as a proxy for phytoplankton density, and as a measure of nutrient enrichment. The impact of this on fish stocks is then estimated using using Ecopath. The economic component of the model then evaluates the effect of changes in stocks on performance in the fishery, given the regulatory regime in Kenya. We use the results to obtain an estimate of the value of the nutrient retention function of wetlands on the margins of the lake.

    Description: The marine fisheries production from African coastal countries, combined with that of freshwater production of the continent is estimated to be 6 millions metric tons, corresponding only 5 % of the total world production. Africa's contribution to fisheries products (1,5 %) is insignificant compared to that of world commerce which is around 44 millions tons. This deplorable situation is due to a certain number of problems which include s among others, the relative biogenic poverty of African waters, the exploitation of African waters by foreign vessels, the total lack of catches effected by the African vessels out of their regional boundaries, the lack of knowledge on the mastering of commercialisation and on veritable commercial politics of fisheries products, including quality assurance. In addition to this, the almost inexistence of the aquaculture in the sub-Saharan countries. This paper analyses the African fisheries in the whole continent and presents the general characters, notably its evolution, fisheries resources, valorisation and consumption of fisheries products. The global analysis made here accords a priority to markets as well as to the framework of contribution of these products and tries, at the end of the 20th century, to present some trends. Facing the globalisation phenomena, how will African fisheries producers be challenged in the new millennium? This continental level analysis brings out field application and some different development perspectives for both small scale and industrial fisheries sub-sectors.

    Description: Over the past decade, exports of fish and fishery products from developing countries have increased rapidly. However, one of the major challenges facing developing countries in seeking to maintain and expand their share of global markets is stricter food safety requirements in industrial countries. Kenyan exports of Nile perch to the European Union provide a notable example of efforts to comply with such requirements, overlaid with the necessity to overcome restrictions on trade relating to immediate food safety concerns. Although food safety requirements were evolving in their major markets, most notably the EU, most Kenyan exporters had made little attempt to upgrade their hygiene standards. Likewise, the legislative framework of food safety controls and facilities at landing sites remained largely unchanged. Both exporters and the Kenyan government were forced to take action when a series of restrictions were applied to exports by the EU over the period 1997 to 2000. Processors responded by upgrading their hygiene controls, although a number of facilities closed, reflecting significant costs of compliance within the context of excess capacity in the sector. Remaining facilities upgraded their hygiene controls and made efforts to diversify their export base away from the EU. Legislation and control mechanisms were also enhanced. Hygiene facilities at landing beaches were improved, but remain the major area of weakness. The Kenyan case illustrates the significant impact that stricter food safety requirements can have on export-oriented supply chains. It also demonstrates how such requirements can exacerbate existing pressures for restructuring and reform, while prevailing supply and capacity issues constrain the manner in which the supply chain is able to respond. In Kenya most of the concerted effort to comply with these requirements was stimulated by the sudden loss of market access in very much a “crisis management” mode of operation, illustrating the importance of responding to emerging food safety requirements in a proactive and effective manner. This paper - a product of the International Trade Department, Poverty Reduction and Economic Management Network - is part of a larger effort in the network to understand the challenges and opportunities facing developing countries associated with evolving international standards for food and other products.

Sus objetivos se focalizaron en fortalecer la capacidad de recolección y análisis estadístico de la información socio-económica del sector. En el 2008 esta Unidad compiló y realizó un análisis de la información comprendida entre los años 2002 y 2007, reanudando luego de varios años esta publicación histórica. La misma fue un éxito en todo sentido, especialmente para consulta de los diferentes actores del sector. La aceptación y receptividad que ha tenido dicha publicación nos motiva y obliga a continuar en esta línea, rumbo a la obtención de un producto de valor y utilidad, basado exclusivamente en información oficial nacional.     Description: Le domaine maritime sénégalais s’étend de 18°00 N, -20°00 W, -16°30 E, 12°15 S ; la presqu’île du Cap-Vert située entre 14°30 N et 15°00 N le divise en deux zones aux caractéristiques topographiques distinctes. Au nord, le plateau continental est peu étendu vers le large et orienté Nord-Nord/Est. Au sud de la presqu’île, le plateau s’élargit et le talus continental est orienté nord-sud. L’embouchure du fleuve Sénégal au Sénégal au Nord de la presqu’île du Cap-Vert et celles de la Gambie et de la Casamance au Sud constituent également un trait marquant de cette région. Les travaux réalisés au Sénégal en océanographie ont montré : - l’existence de deux saisons marines aux caractéristiques très différentes qui se succèdent : une saison chaude de juillet à octobre et une saison froide de décembre à mai. Ces deux saisons sont séparées par des périodes de transition. Pendant la saison froide, les alizés (vent de secteur nord-ouest à nord-est) s’établissent et engendrent à la côte une résurgence d’eau profonde (upwelling) vers la surface ; - la mise en évidence de systèmes de grands courants aux caractéristiques différentes : le courant des Canaries et le contre courant équatorial ; - la description de trois grandes houles au large du Sénégal : o la houle de Nord-Nord ouest qui a lieu toute l’année o la houle de Sud-Sud ouest apparaissant pendant l’hivernage o la houle d’ouest possible aux environs du mois de novembre. Le littoral sénégalais représente une zone d’intérêt stratégique à la fois sur le plan démographique, économique et environnemental. Les milieux naturels, dans un état de conservation relativement préservé, produisent des ressources vitales pour les 11 millions d’habitants peuplant le Sénégal. L’économie nationale sénégalaise est très dépendante de ces ressources côtières et marines qui constituent les principales recettes en devises, qu’il s’agisse de pêche ou de tourisme. L’analyse de la situation et des tendances montre que la zone côtière fait l’objet de pressions diversifiées et de plus en plus lourdes. Ces pressions se traduisent souvent par des conflits d’intérêts entre les différents secteurs et par des impacts qui génèrent une dégradation de l’environnement et des conditions de vie des populations. Cette évolution risque ainsi de compromettre les potentialités de développement offertes par les 700 Km de littoral sénégalais. La pression démographique se développe préférentiellement sur la zone côtière qui accueille déjà près de 60% des habitants, notamment dans les centres urbains et les capitale, toutes situées en bord de mer, et qui continuent à recevoir des populations en provenance de l’intérieur, réfugiés climatiques ou économiques, ou simplement jeunesse attirée par les « lumières de la ville ». Cet exode, à l’origine de dysfonctionnements des systèmes de production ruraux qui manquent peu à peu de main d’oeuvre, contribue à son tour à générer des perturbations au niveau des centres urbains où la misère se substitue parfois à la pauvreté.
    Description: Les besoins en matériaux de construction consécutifs à cette évolution démographique entraînent des prélèvements massifs de sable sur les plages qui ont à leur tour des conséquences négatives sur l’érosion et la protection du littoral. La fragilisation des cordons dunaires augmente ainsi les risques d’inondations des terres, la ville de Saint Louis étant particulièrement vulnérable à cet égard. Les besoins en développement ont conduit à la réalisation d’infrastructures le long du littoral. Ces constructions, qui tiennent trop rarement compte des contraintes environnementales, ont entraîné des répercussions structurelles sur l’équilibre de la zone côtière. Ainsi, les barrages anti-sel, tel le barrage de Diama sur le fleuve Sénégal, ont entraîné des répercussions sur le fonctionnement de certains écosystèmes côtiers. En condamnant les influences des apports d’eau douce ils appauvrissent les milieux situés en aval, stérilisant peu à peu des zones riches en ressources ainsi que les économies et les cultures qui en dépendent. Le ralentissement des courants et la baisse de salinité en amont du barrage favorisent l’apparition de certaines plantes envahissantes, telles que la bilharziose ou le paludisme. Les effectifs de poissons dépendant de milieux à salinité variable sont directement affectés, expliquant par exemple une chute de près de 70% des captures dans le bas delta du Sénégal. Les besoins du développement se traduisent également par l’amélioration ou la création d’axes routiers qui, dans la majorité des cas, longent la zone côtière. Ces ouvrages entraînent des impacts directs sur l’environnement, tels la destruction des mangroves là où les routes barrent l’écoulement des marées (exemple de la route Samba Dia – Djifère. Les systèmes de production traditionnels sont en règle générale peu préparés à faire face à des circuits de commercialisation organisés à une échelle régionale ou internationale, où à des technologies plus performantes, et éprouvent des difficultés à maintenir un contrôle sur leur terroir. Faute de pouvoir opérer une métamorphose rapide de leur système de production, le risque existe de voir peu à peu disparaître des savoir-faire d’une grande valeur dans la gestion même de ces territoires et de leurs ressources et , plus généralement, des cultures qui leur sont associées. Le développement industriel exerce des impacts potentiels ou réels de grande magnitude sur la zone côtière et marine. Les secteurs les plus significatifs à cet égard sont le tourisme et les hydrocarbures. Concernant le premier, les infrastructures, principalement orientées vers le tourisme balnéaire, sont en grande majorité installées à proximité directe de la zone côtière. L’absence quasi généralisée d’études d’impacts approfondies et indépendantes a conduit à de nombreux échecs. Ainsi, la plupart des projets ont été pensés et réalisés sans tenir suffisamment compte des contextes socio-économiques, culturels et environnementaux dans lesquels ils s’insèrent. Certaines réalisations ont été planifiées sur des secteurs soumis à une forte érosion littorale, compromettant de façon irrémédiable non seulement les investissements mais l’utilisation ultérieure du site, comme cela s’est produit sur les plages au sud immédiat du Cap Skirring. Les questions relatives à la disponibilité en eau douce qui se posent de façon cruciale dans le Saloum par exemple, à la gestion des déchets et des eaux usées ne sont que rarement prises en considération de façon structurelle et durable, conduisant à la dégradation de l’environnement ou à des conflits avec les communautés locales qui nuisent à la qualité même du tourisme. L’exploration et l’exploitation des ressources en hydrocarbures représentent aussi un secteur d’intérêt stratégique avec une généralisation des prospections. Si la découverte de gisement d’intérêt commercial représente une opportunité majeure pour l’économie nationale, elle soulève néanmoins un certain nombre de questions au regard de l’environnement. En effet les des puits. Parmi ces risques nous pouvons citer les impacts des études sismiques sur les organismes marins, notamment poissons et cétacés, le rejet de fluides toxiques et déblais de forage, le déversement des eaux de production et les pollutions aiguës dues à des accidents intervenant pendant le forage, le stockage ou le transport. Le Sénégal en ce moment, en est au stade de la prospection. Toutefois, pour ce qui concerne le transport d’hydrocarbures, plus de 90 000 0000 de tonnes d’hydrocarbures transitent par les côtes sénégalaises. Les modèles de dérive des nappes élaborés par la Compagnie pétrolière Woodside en relation avec le champ de Chinguetti, actuellement en cours de production au large de la Mauritanie, montrent des probabilités d’impact sur les côtes allant du golfe d’Arguin jusqu’à Dakar, en cas d’accident. La surexploitation des ressources halieutiques constitue également un problème au niveau de l’environnement marin et côtier. En effet, si une partie de la fluctuation des biomasses peut s’expliquer par les changements du régime des upwellings, la baisse des captures s’explique par un effort de pêche excessif, que ce soit dans le sous-secteur industriel ou artisanal. A cette surcapacité vient s’ajouter la présence de flottes illicites non déclarées et non réglementées. L’utilisation de certains engins ou pratiques de pêche contribue à aggraver la situation : la pêche crevettière est à l’origine de prises accidentelles qui représentent jusqu’à 85 % du total des captures, incluant des espèces protégées comme les tortues marines, et qui sont rejetés à la mer . Les chaluts de fonds, qui vont pêcher jusqu’à 800 m de profondeur, ainsi que les dragues à coquillages entraînant des dégâts structurels sur les écosystèmes De plus l’influence des marchés à l’exportation exerce des pressions sélectives sur certaines espèces, les espèces démersales de poissons, céphalopodes étant les plus recherchées sur le marché. Les changements climatiques ont également des impacts négatifs sur l’environnement marin et côtier. On sait que l’élévation du niveau marin aura des répercussions directes sur les installations humaines littorales ainsi que sur les écosystèmes insulaires et côtiers. Des zones de mangroves entières qui ne disposent pas des conditions écologiques pour s’adapter peuvent disparaître, entraînant des risques accrus d’érosion et d’inondation. Ces mêmes risques se multiplient avec la fréquence accrue des épisodes météorologiques exceptionnels tels que les ondes de tempêtes capables de drosser les pirogues à la côte ou de provoquer la rupture de cordons dunaires. On sait par ailleurs que le réchauffement de la température des mers influe négativement sur la productivité des océans et la dynamique des courants tels que le courant profond originaire de l’antarctique et qui exporte vers le Sénégal et les autres pays de la sousrégion des sels nutritifs présents dans les upwellings. On observe également une diminution de la puissance des alizés qui pourrait avoir des répercussions directes sur la force des upwellings et donc sur la productivité des pêcheries et du milieu marin en général. La stratégie de réponse proposée combine une protection des zones côtières importantes et un reboisement des dunes littorales dans les secteurs de la côte nord et de la Flèche de Sangomar particulièrement menacés. L’évaluation économique de cette stratégie montre qu’elle est coûteuse mais nettement en deçà de la valeur économique des terres qu’elle sera amenée à protéger. Des efforts complémentaires devront cependant être faits pour évaluer le coût d’autres solutions de protection telles que le nourissement artificiel des plages. Par ailleurs, la stratégie envisagée ne répondant qu’à l’un des impacts des changements climatiques, à savoir les inondations, toute une série de mesures dites d’accompagnement ont été suggérées qui visent à diminuer la vulnérabilité en gérant mieux les ressources présentes dans la zone côtière, en développant les techniques de récupération des sols salés et en prenant des mesures législatives et institutionnelles appropriées. Enfin, il est très important de souligner que ces différentes mesures ne devraient être envisagées que dans un cadre plus global de gestion intégrée des zones côtières, seul à même d’assurer la participation de l’ensemble des acteurs concernés, l’éducation, la recherche et l’information environnementales mais aussi la cohérences et le suivi des mesures.

    Description: A thermal model that can be easily adapted to craters of arbitrary shape is developed and applied to high-latitude impact craters on Mercury and the Moon, Chao Meng Fu crater at -87.5 deg L on Mercury, an unnamed bowl-shaped crater at 86.7 deg L on Mercury, and Peary crater at 88.6 deg L on the Moon. For an assumed input topography and grid of surface elements, the model computes for each element the irradiation from direct insolation and reflected and emitted radiation from other elements, taking into account shadowing by walls of the crater, partial obscuration of the solar disk near the poles and the diurnal, orbital, and seasonal cycles. Temperatures are computed over the surface grid as functions of depth and time from the surface to a specified depth and over the pertinent astronomical cycles, including the effects of direct and indirect surface irradiation, infrared radiation, heat conduction, and interior heating. Vapor fluxes and ice recession times are computed as functions of ice depth over the surface grid. Temperatures profiles, vapor fluxes, and ice recession times were computed for flat surfaces not associated with craters near the poles of Mercury and the Moon. It was found that water ice could have existed throughout geologic time within the maximum radar detection depth of recent observation of Mercury (J. K. Harmon and M. A. Slade, 1992, Science 258, 640-643) poleward of approximately 87 - 88 deg L on Mercury and poleward of approximately 73 deg L on the Moon. For Chao Meng Fu crater it was found that approximately 40% of the crater floor is permanently shadowed from direct solar insolation, while the remainder of the crater floor is periodically illuminated by a partially obscured Sun. Temperatures at the upper levels of the south wall can slightly exceed 550 K. Surface temperatures in the permanently shadowed region of the crater floor are under approximately 130 K, which could have allowed water ice to exist throughout geologic time within the radar detection depth of recent observation of Mercury. For small bowl-shaped crater on Mercury, it was found that most of the crater is permanently shadowed from direct solar radiation, except for a narrow semicircular band bordering the north rim. However, temperatures in the permanently shadowed region periodically reach a maximum near approximately 315 K due to efficient heating of the small crater by thermal emission and reflection from the small sunlit region, which periodically reaches temperatures exceeding 630 K. Water ice could not have existed throughout geologic time anywhere in this crater within the radar detection depth. For Peary crater on the Moon, the entire crater floor is permanently shadowed from direct solar insolation with maximum temperature under 120 K. The upper level of the north wall periodically reaches a maximum temperature near 310 K. The low temperatures on the crater floor would have allowed water ice to exist near the surface throughout geologic time, provided that the Moon's obliquity was always as low as it is at present.

    Description: We examine the effects of the loss of Mars atmospheric constituents by solar-wind-induced sputtering and by photochemical escape during the past 3.8 billion years. Sputtering is capable of efficiently removing species from the upper atmosphere, including the light noble gases; nitrogen and oxygen are removed by photochemical processes as well. Due to diffusive separation (by mass) above the homopause, removal from the top of the atmosphere will fractionate the isotopes of each species, with the lighter mass being preferentially lost. For carbon and oxygen, this allows us to determine the size of nonatmospheric reservoirs which mix with the atmosphere; these reservoirs can be CO2 adsorbed in the regolith and H2O in the polar ice caps. We have constructed both simple analytical models and time-dependent models of the loss of volatiles from and supply to the martian atmosphere. Both argon and neon require continued replenishment from outgassing over geologic time. For argon, sputtering loss explains the fractionation of (Ar-36)/(Ar-38) without requiring a distinct epoch of hydrodynamic escape (although fractionation of Xe isotopes still requires very early hydrodynamic loss). For neon, the current (Ne-22)/(Ne-20) ratio represents a balance between loss to space and continued resupply from the interior; the similarity of the ratio to the terrestrial value is coincidental. For nitrogen, the loss by both sputtering and photochemical escape would produce a fractionation of (N-15)/(N-14) larger than observed; an early, thicker carbon dioxide atmosphere could mitigate the nitrogen loss and produce the observed fractionation, as could continued outgassing of juvenile nitorgen. Based on the isotopic constraints, the total amount of carbon dioxide lost over geologic time is probably on the order of tens of millibars rather than a substantial fraction of a bar. The total loss from solar-wind-induced sputtering and photochemical escape, therefore, does not seem able to explain the loss of a putative thick, early atmosphere withput requiring formation of extensive surface carbonate deposits or other nonatmospheric reservoirs for CO2.

    Description: Models for Venusian mountain belt formation are important for understanding planetary geodynamic mechanisms. A range of data sets at various scales must be considered in geodynamic modelling. Long wavelength data, such as gravity and geoid to topography ratios, need constraints from smaller-scale observations of the surface. Pre-Magellan images of the Venusian surface were not of high enough resolution to observe details of surface deformation. High-resolution Magellan images of Maxwell Montes and the other deformation belts allow us to determine the nature of surface deformation. With these images we can begin to understand the constraints that surface deformation places on planetary dynamic models. Maxwell Montes and three other deformation belts (Akna, Freyja, and Danu montes) surround the highland plateau Lakshmi Planum in Venus' northern hemisphere. Maxwell, the highest of these belts, stands 11 km above mean planetary radius. We present a detailed structural and kinematic study of Maxwell Montes. Key observations include (1) dominant structure fabrics are broadly distributed and show little change in spacing relative to elevation changes of several kilometers; (2) the spacing, wavelength and inferred amplitude of mapped structures are small; (3) interpreted extensional structures occur only in areas of steep slope, with no extension at the highest topographic levels; and (4) deformation terminates abruptly at the base of steep slopes. One implications of these observations is that topography is independent of thin-skinned, broadly distributed, Maxwell deformation. Maxwell is apparently stable, with no observed extensional collapse. We propose a 'deformation-from-below' model for Maxwell, in which the crust deforms passively over structurally imbricated and thickened lower crust. This model may have implications for the other deformation belts.

    Description: We present the first maps of the apparent thermal inertia and albedo of the south polar region of Mars. The observations used to create these maps were acquired by the infrared thermal mapper (IRTM) instruments on the two Viking Orbiters over a 30-day period in 1977 during the Martian late southern summer season. The maps cover the region from 60 deg S to the south pole at a spatial resolution of 1 deg of latitude, thus completing the initial thermal mapping of the entire planet. The analysis and interpretation of these maps is aided by the results of a one-dimensional radiative convective model, which is used to calculate diurnal variations in surface and atmospheric temperatures, and brightness temperatures at the top of the atmosphere for a range of assumptions concerning dust optical properties and dust optical depths. The maps show that apparent thermal inertias of bare ground regions decrease systematically from 60 deg S to the south pole. In unfrosted regions close to the south pole, apparent thermal inertias are among the lowest observed anywhere on the planet. On the south residual cap, apparent thermal inertias are very high due to the presence of CO2 frost. In most other regions of Mars, best fit apparent albedos based on thermal emission measurements are generally in good agreement with actual surface albedos based on broadband solar reflectance measurements. The one-dimensional atmospheric model calculations also predict anomalously cold brightness temperatures close to the pole during late summer, and after considering a number of alternatives, it is concluded that the net surface cooling due to atmospheric dust is the best explanation for this phenomenon. The region of lowest apparent thermal inertia close to the pole, which includes the south polar layered deposits, is interpreted to be mantled by a continuous layer of aeolian material that must be at least a few millimeters thick. The low thermal inertias mapped in the south polar region imply an absence of surface water ice deposits, which is consistent with Viking Mars atmospheric water detector (MAWD) measurements which show low atmospheric water vapor abundances throughout the summer season.

    Description: Venusian canali, outflow channels, and associated volcanic deposits resemble fluvial landforms more than they resmeble volcanic features on Earth and Mars. Some canali have meandering habits and features indicative of channel migration that are very similar to meandering river channels and flood plains on Earth, venusian outflow channels closely resemble water-carved outflow channels on Mars and the Channeled Scabland in Washington, collapsed terrains at the sources of some venusian channels resemble chaotic terrains at the sources of martian outflow channels, venusian lava deltas are similar to bird's-foot deltas such as the Mississippi delta, and venusian valley networks indicate sapping. We have developed an alternative possibility that the lava had a water-like rheology and a melting point slightly greater than Venus' surface temperature, thus accounting for the unusual behavior of the lava. Unlike silicate lavas, some carbonatites (including carbonate-sulfate-rich liquids) have these properties; thus they can flow great distances while retaining a high fluidity, significant mechanical erosiveness, and substantial capacity to transport and deposit sediment. Venusian geochemistry and petrology are consistent with extensive eruptions of carbonatite lavas, which could have crustal and/or mantle origins. Venus' atmosphere (especially CO2, HCl, and HF abundances) and rocks may be in local chemical equilibrium, which suggests that the upper crust contains large amounts of calcite, anhydrite, and other salts. Chemical analyses indicate, according to some models, that Venusian rocks may contain 4-19% calcite and anhydrite. Mixtures of crustal salts could melt at temperatures a few tens to a few hundred Kelvins higher than Venus' surface temperature; hence, melting may be induced by modest endogenetic or impact heating. Salts may have many of the same geologic roles on Venus as water and ice have on Mars. A molten salt (carbonatite) 'aquifer' may exist beneath a few hundred meters to several kilometers of solidified salt-rich 'permafrost.' Many geologic features can be explained by carbonatite magmatism: (1) impact melting of crustal salts can explain crater outflows, (2) small, sustained eruptions from molten salt aquifers can explain sapping valleys, (3) large, sustained eruptions may explain canali and their flood plans, and (4) catastrophic outbursts amy have formed outflow channels and chaotic terrain. Landforms created by carbonate-rich lavas would be thermally stable on Venus' surface, though some minerals may weather to other solid substances.

    Description: We have analyzed high-resolution Magellan Doppler tracking data over Mead crater, using both line-of-sight and spherical harmonic methods, and have found a negative gravity anomaly of about 4-5 mgal (at spacecraft altitude, 182 km). This is consistent with no isostatic compensation of the present topography; the uncertainty in the analysis allows perhaps as much as 30% compensation at shallow dpeths (approximately 25 km). This is similar to observations of large craters on Earth, which are not generally compensated, but contrasts with at least some lunar basins which are inferred to have large Moho uplifts and corresponding positive Bouguer anomalies. An uncompensated load of this size requires a lithosphere with an effective elastic lithosphere thickness greater than 30 km. In order for the crust-mantle boundary not to have participated in the deformation associated with the collapse of the transient cavity during the creation of the crater, the yield strength near the top of the mantle must have been significantly higher on Earth and Venus than on the Moon at the time of basin formation. This might be due to increased strength against frictional sliding at the higher confining pressures within the larger planets. Alternatively, the thinner crusts of Earth and Venus compared to that of the Moon may result in higher creep strength of the upper mantle at shallower depths.

    Description: The gravitational tidal response at the visible cloud level of Jupiter is obtained as a function of static stability in the planetary interior. It is suggested that confirmation of the presence of static stability in the planetary interior could be achieved by observing tidal fields at cloud level. We also calculate the mean flow acceleration induced by tidal fields and suggest that, if the interior is even marginally statically stable, the tides may provide the momentum source maintaining the alternating zonal jets observed at the cloud level of the planet.

    Description: The formation of a large volcano loads the underlying lithospheric plate and can lead to lithospheric flexure and faulting. In turn, lithospheric deformation affects the stress field beneath and within the volcanic edifice and can influence magma transport. Modeling the interaction of these processes is crucial to an understanding of the history of eruption characteristics and tectonic deformation of large volcanoes. We develop models of time-dependent stress and deformation for the Tharsis volcanoes on Mars. By means of a finite element code, we calculate stresses and displacements due to a volcano-shaped load emplaced on an elastic plate overlying a viscoelastic mantle. Models variously incorporate growth of the volcanic load with time and a detachment between volcano and lithosphere. The models illustrate the manner in which time-dependent stresses induced by lithospheric plate flexure beneath the volcanic load may affect eruption histories, and the derived stress fields can be related to tectonic features on and surrounding Martian volcanoes. As a result of flexure there are three regions where stresses become sufficiently large to cause failure by faulting, according to the Mohr-Coulomb criterion: at the surface of the plate just outward of the volcano, near the base of the elastic lithosphere beneath the center of the volcano, and on the upper flanks of the volcano early in its growth history.

    Description: We propose a quasigeostrophic, baroclinic model for heat transport within the interior of a stably stratified Jovian planet, based on motion in thin cylindrical annuli. Density decreases from the center outward and is zero at the surface of the planet. In the homogeneous case (no core), we find instability for the poles hotter than the equator, but not for the reverse. If the motion is bounded by an impenetrable core, instability occurs for both cases. Much of the behavior can be explained by analogy to conventional baroclinic instability theory. Motivated by our results, we explore a possible connection between the highly inclined rotation axis of Uranus and its anomalously low surface heat flux. We assume that the planets formed hot. Our conjecture is that heat was efficiently convected outwards by baroclinic instability in Uranus (with the poles hotter than the equator), but not in the other three Jovian planets. The surface temperature was higher for the stably stratified case (Uranus), leading to a higher rate of infrared emission and faster cooling. Therefore, we propose that Uranus lost its internal heat sooner than Neptune because baroclinic motions, permitted by its inclination to the sun, were able to extract its internal heat while the surface was still warm.

    Description: Millimeter-wave observations of CO lines have provided a detailed picture of Venus' mesosphere dynamics in 1991 from simultaneous measurements of absolute wind velocities in two layers and of temperature and CO horizontal and vertical profiles at 75-115 km. Venus' circulation at 90-110 km was characterized in 1991 by the superposition of a zonal retrograde flow and a subsolar-to-antisolar flow of approximately equal velocities, increasing from about 40 +/- 15 m/sec at 95 km to 90 +/- 15 m/sec at 105 km altitude. The magnitude of the increase of the SS-AS flow is consistent with Venus thermosphere general circulation models (VTGCM). At 105 km, the data further indicate a cos(latitude) dependence of the zonal flow and marginally suggest the presence of a poleward meridional component of 35 +/- 30 m/sec. No obvious day-to-day variations of the circulation are evident in the data at the 20 m/sec level. Thermal profiles in the low-latitude region appear to be consistent with the Pioneer Venus nightside profile, except above 110 km, where they are somewhat colder. High-latitude warming is still found, but mid-latitudes appear to be colder than the equator. The atmosphere appears to be in cyclostrophic balance up to about 105 km. The horizontal distribution of CO on Venus' nightside is essentially uniform, both in latitude and in local time. This behavior agrees with VTGCM simulations in which the zonal flow velocity is prescribed to match the observations. Comparison with previous wind measurements indicates that the zonal flow experiences dramatic long-term variations. This variability, along with short-term fluctuations of the mesospheric zonal flow (evidenced by the variability in the O2 nightglow emissions), apparently controls the CO and O2 nightglow distributions. Gravity wave activity is a plausible mechanism that can drive these variations.

    Description: The regions anitpodal to Mars' three largest impact basins, Hellas, Isidis, and Argyre, were assessed for evidence of impact-induced disrupted terrains. Photogeology and computer modeling using the Simplified Arbitrary Lagrangian Eulerian (SALE) finite element code suggest that such terrains could have been found by the Hellas impact. Maximum antipodal pressures are 1100 MPa for Hellas, 520 MPa for Isidis, and 150 MPa for Argyre. The results suggest that if antipodal fracturing were associated with later volcanism, then Alba Patera may be related to the Hellas event, as proposed by Peterson (1978). Alba Patera is a unique volcano in the solar system, being a shield volcano which emitted large volume lava flows. This volcanism could be the result of the focusing of seismic energy which created a fractured region that served as a volcanic conduit for the future release of large volumes of magma. No disrupted terrain features are observed antipodal to the Isidis or Argyre basins, although some of the old fractures in Noctis Labyrinthus could have originated in response to the Isidis impact, and later have been reactivated by the Tharsis tectonics assumed to have produced Noctis. If the lower calculated antipodal pressures for Argyre were capable of producing disrupted terrains, then the terrains have been covered subsequently by volcanic or aeolian material, or modified beyond recognition.

    Description: Immediately after the flybys at comet Halley by a fleet of spacecraft in 1986, Gringauz et al. (1986a) reported the detection by the Vega-2 spacecraft of a chemical and sharp plasma boundary, which they named the 'cometopause,' at a distance of about 1.6 x 10(exp 5) km from the nucleus. Gringauz and Verigin (1991) presented the 'cometopause' as a permanent feature of the solar wind - Halley type comet interaction at about 1 UA from the Sun. This permanent boundary presumably separates an upstream region dominated by the solar wind from the downstream region where heavy cometary ions dominate. We present here the analysis of the results of the Giotto positive ion cluster composition analyzer - Reme plasma analyzer (PICCA-RPA2) ion mass spectrometer and electron electrostatic analyzer - Reme plasma analyzer (EESA-RPA1) electron spectrometer data, which clearly show that there is no such boundary at comet Halley.

    Description: We have developed a comprehensive model to study the dynamics and energetics of the ionosphere of Titan. We solved the one-dimensional, time-dependent, coupled continuity and momentum equations for several ion species, together with single ion and electron energy equations, in order to calculate density, velocity, and temperature profiles. Calculations were carried out for several cases corresponding to different local times and configurations of the Titan-Saturn system. In our model the effects of horizontal magnetic fields were assumed to be negligible, except for their effect on reducing the electron and ion thermal conductivities and inhibiting vertical transport in the subram region. The ionospheric density peak was found to be at an altitude of about 1100 km, in accordance with earlier model calculations. The ionosphere is chemically controlled below an altitude of about 1500 km. Above this level, ion densities differ significantly from their chemical equilibrium values due to strong upward ion velocities. Heat is deposited in a narrow region around the ionospheric peak, resulting in temperature profiles increasing sharply and reaching nearly constant values of 800-1000 deg K for electrons and 300 deg K for ions in the topside, assuming conditions appropriate for the wake region. In the subram region magnetic correction factors make the electron heat conductivities negligible, resulting in electron temperatures increasing strongly with altitude and reaching values in the order of 5000 deg K at our upper boundary located at 2200 km. Ion chemical heating is found to play an important role in shaping the ion energy balance in Titan's ionosphere.

    Description: To verify the quality and accuracy of Phobos-2 Imaging Spectrometer for Mars (ISM) spectra of Mars, we have performed comparisons with telescopic data obtained contemporaneously and which have spatial and spectral overlap with the ISM measurements. We find general agreement between the independently-calibrated data sets in terms of spectral shape and absorption band strength and position in the 0.77 to 0.93 micron overlap region. The telescopic data were scaled to the ISM reflectance values in this overlap region to yield new bright and dark region composite reflectance spectra from 0.40 to 3.14 microns. We ascribe the increase in band depth and overall spectral heterogeneity of the ISM data relative to previous telescopic observations to the more than order of magnitude increase in spatial resolution achieved by ISM from Martian orbit. Further increases in spatial resolution from future orbital imaging spectroscopic instruments can be expected to reveal even greater degrees of compositional and mineralogic diversity on Mars.

    Description: The isotopic compositions of Mg, Ca, Ti, Cr, Zn, Sr, Ba, Nd, and Sm were measured in four relatively unaltered refractory inclusions from the Vigarano carbonaceous chondrite meteorite. Three of the inclusions (USNM 1623-2, 1623-3, and 1623-8) show similar Mg, Ca, Ti, and Cr isotopic compositions to those found in most inclusions in the Allende carbonaceous chondrite. This indicates that these Vigarano inclusions sampled the same isotopic reservoirs as the majority of the Allende inclusions that isotope signatures in the latter were not significantly modified by the secondary alteration that permeates most Allende inclusions. In contrast, inclusion 1623-5 has large deficits in Mg-26, Ca-48, and Ti-50 and small but distinct Cr-54, Zn-66, Sr-84, Ba-135, Ba-137, and Sm-144 anomalies. The magnitudes of these unusual anomalies in the refractory elements are within analytical uncertainty of those found in the Allende 'FUN" inclusion C1, yet 1623-5 has a very different bulk chemical composition from C1. The fact that 1623-5 and C1 have identical isotopic anomalies yet have significantly distinct major and trace element contents provide convincing evidence for the presence of isotopically distinct reservoirs in the early solar system.

    Description: Statistics of witnessed and recovered meteorite falls found in Chinese historical texts for the period from 700 B.C. to A.D. 1920 are presented. Several notable features can be seen in the binned distribution as a function of time. An apparent decrease in the number of meteorite reports in the 18th century is observed. An excess of observed meteorite falls in the period from 1840 to 1880 seems to correspond to a similar excess in European data. A chi sq probability test suggest that the association between the two data sets are real. Records of human casualities and structural damage resulting from meteorite falls are also given. A calculation based on the number of casualty events in the Chinese meteorite records suggests that the probability of a meteroite striking a human is far greater than previous estimates. However, it is difficult to verify the accuracy of the reported casualty events.

    Description: While primarily designed for radar studies of the Venus surface, the high effective isotropic radiated power (EIRP) from the Magellan spacecraft makes it an ideal transmitter for use in radio occultation measurements of the refractivity and absorptivity of the Venus atmosphere. Such experiments have been conducted involving transmissions at 2.3 GHz and 8.4 GHz (13 cm and 3.6 cm, respectively), during spacecraft ingress. Since the stability of the spacecraft transmitter is critical for accurately determining the Doppler shift and amplitude attenuation created as the ray penetrates the atmosphere, the spacecraft transmitter was locked to a 2.1 GHz uplink from a 70-meter DSN station which also received the signals. Because of the high directivity of the spacecraft antenna, and the significant ray bending in the deep Venus atmosphere, a spacecraft tracking maneuver was designed to keep the spacecraft antenna pointed in the direction of the refracted ray path back to Earth. This tracking maneuver, plus the high EIRP of the Magellan transmitter has yielded 3.6 cm refractivity and absorptivity profiles down to the 35 km altitude and 13 cm profiles down to the altitude of critical refraction (approximately 33 km). The statistical uncertainties in the derived profiles are significantly lower than those previously obtained, resulting in extremely accurate profiles of H2SO4 (g) abundance as discussed in an accompanying paper.

    Description: A comprehensive study of Magellan Cycles 1 and 2 radar data from Venus reveals surface roughness and dielectric variations associated with fluidized ejecta blanket (FEB) craters that help illuminate styles of flow ejecta emplacement. This study develops new procedures of digital unit mapping and polygon-filling algorithms using Magellan synthetic aperture radar (SAR), altimetry, and radiometry data. These techniques allow the extraction of radiophysical information for FEB crater materials, nearby plains, and lava flows. Backscatter curve slopes of the FEBs studied here are consistent with surface textures that are transitional between a'a and pahoehoe-like. Average surface property values of ejecta units are relatively similar for a given crater, but are discernibly different from other craters. Individual crater ejecta reflectivity and emissivity values are relatively similar to those for the surrounding plains, which may suggest a link between plains material and ejecta dielectric properties. Increasing FEB roughness downflow are interpreted to be associated with more lava-like flows, while decreasing roughness are more similar to trends typical of gravity (pyroclastic-like or debris-like) flows. Most commonly, FEB crater flow materials exhibit transitions from proximal, lava/melt-like flow styles to distal, gravity flow-like styles. Some FEBs show more complicated behavior, however, or appear to be more dominated by dielectric differences downflow, as inferred from correlations between the data sets. Such transitions may result from changes in local topography or from overlapping of flow lobes during FEB emplacement.

    Description: The temperature structure within the northern auroral region of Jupiter is studied by reanalyzing the Voyager 1/infrared interferometer and radiometer spectrometer (IRIS) spectra. The total measured excess infrared auroral zone emission (averaged over the IRIS field of view) in the hydrocarbon bands between 7 and 13 microns is found to be about 208 ergs/cm/s over an area of about 2 x 10(exp 18) sq cm with a resulting power output of 4 x 10(exp 13) W. In comparison, the total energy deposition by magnetospheric charged particles has been estimated on the basis of UV observations to range between 1 x 10(exp 13) and 4 x 10(exp 13) W over a comparable area. The large amount of radiated energy observed in the infrared may imply an additional heat source in the auroral regions (possibly Joule heating). A new set of thermal profiles of Jupiter's high-latitude upper atmosphere has also been derived. These profiles have a large temperature enhancement in the upper stratosphere and are constrained to reproduce the CH4 emission at 7.7 microns. The emission in the other hydrocarbon bands (C2H2 and C2H6) is found to depend on the depth to which the temperature enhancement extends, which further constrains the thermal profiles. This study shows that a large temperature enhancement in the upper stratosphere and lower thermosphere can explain the observed excess hydrocarbon emission bands; thus smaller variations in hydrocarbon abundances (between the high latitudes and the equatorial and middle latitudes) are required than has been assumed in previous models.

    Description: Observations of (O I) 6300-A emission near Io have been obtained in 1990, 1991, and 1992 by the National Solar Observatory staff using the solar-stellar spectrography on the McMath-Pierce telescope at Kitt Peak. High-resolution spectra with a resolving power of about 1.2 x 10(exp 5) were obtained with an integration time of 10-15 min each. The viewing aperture for the observations was 5.2 arc sec x 5.2 arc sec centered on Io, with spatial resolution limited within this area by seeing conditions. Observations thus far have been reduced to obtain average brightness values over the aperture which range from approximately 200 to 1000 R for a number of different Io phase angles and Io system III longitudes. The (O I) 6300-A emission brightness exhibits an east-west asymmetry, where the average intensity for Io phase angles in the west (receding ansa) is 1.5 times brighter than in the east (approaching ansa). Similar east-west intensity ratios have also been observed for neutrals near Io and ions in the plasma torus for a number of other optical and ultraviolet emission lines which are excited by electron impact. In addition to the east-west asymmetry, the (O I) 6300-A emission brightness exhibits a strong dependence on the Io system III longitude angle, with a maximum value occurring in the range 200 deg +/- 50 deg. Earlier IUE observations of ultraviolet emission lines of O and S near Io obtained over a number of years have measured the east-west asymmetry, but the long IUE integration times of approximately 7-14 hours masked any detection of system III variability. For the (O I) 6300-A emission, the O(1D) state may be excited by electron impact of atomic oxygen and by electron impact dissociation of SO. The molecule SO may be present at the exobase or may be produced above the exobase as the dominant product of SO2 dissociation by electron impact. Preliminary assessment indicates that production of O(1D) by molecular dissociation may be more important. The (O I) 6300-A emission may therefore provide a remote signature for monitoring (1) the upward transport rates of molecular species in Io's atmosphere, (2) the relative abundance and time-variable dissociation of SO2 and/or SO at the exobase and in the corona of Io, and (3) the spatial distribution of these escaping molecular and atomic species and their ion production rates in the planetary magnetosphere.

    Description: Multiangle Advanced Solid State Array Spectroradiometer (ASAS) and Portable Apparatus for Rapid Acquisition of Bidirectional Observations of Land and Atmosphere (PARABOLA) visible and near infrared reflectance data covering the Lunar Lake playa, Nevada, were modeled using specular and volume scattering theory. The volume component used to model the data was based on the Hapke (1986) model and the specular scattering component was based on Fresnel reflection from surface facets with a distribution of tilts. Specular scattering was needed to explain the several-fold increase in reflectance observed at high phase angles in the solar principal plane. Results imply single scattering albedos of approximately 0.93 to 0.95, a real index of refraction value of approximately 1.52 (at a wavelength of 0.66 micron), a small imaginary index of refraction and an exponential facet tilt probability function for the playa. Electron micrographs showed th playa surface to consist of ensembles of smooth, micrometer-scale ellipsoidal particles on gently undulating topography at the millimeter to centimeter scale. The exponential probability function is consistent with this observation. Mars and the icy satellites are discussed as possible places to look for a significant specular scattering component.

    Description: We have measured activities of the long-lived cosmogenic radionuclides Al-26, Be-10, and Cl-36 in 12 fragments of the iron meteorite Canyon Diablo and have constructed production rate-versus-depth profiles of those radionuclides. Profiles determined using differential particle fluxes calculated with the LAHET code system are in good agreement with Al-26, Be-10, and Cl-36 experimental data, but the agreement for Cl-36 was obtained only after neutron-induced cross sections were modified. Profiles calculated with lunar particle fluxes are much lower than experimental Canyon Diablo profiles. The cosmic ray exposure ages of most samples are near 540 m.y.

These two types are similar in mineralogy and bulk composition to previously described Al-rich chondrules in OC. In addition to Si-, Al- and Na-rich glass or Ca-Al-rich microcrystalline mesostasis, glass-rich chondrules contain dendritic and skeletal crystals of olivine, Al2O3-rich low-Ca pyroxene and fassaite. Some chondrules contain relict grains of forsterite +/- Mg-Al spinel. We suggest that glass-rich chondrules were formed early in nebular history by melting fine-grained precursor materials rich in refractory (Ca, Al, Ti) an moderately volatite (Na, K) components (possibly related to Ca-Al-rich inclusions) admixed with coarse relict forsterite and spinel grains derived from previously disrupted type-I chondrules.

    Description: A study of enstatite grains separated from EL6 chondrites shows ferrosilite contents to be approx. 0.02-0.04 mol%, about an order of magnitude lower than reported in the literature. The higher values reported earlier can probably be attributed to the excitation of Fe atoms in Fe-Ni and FeS, in part from micrometer-sized blebs of FeS and Fe-Ni commonly present in enstatite grains but mainly from large neighboring opaque grains excited by bremsstrahlung or by doubly backscattered electrons. Our EL6 ferrosilite contents are similar to those observed in coarse enstatite grains in some aubrites. The equilibrium between ferrosilite and Si-bearing kamacite is highly temperature dependent. At constant Si concentration in kamacite, the equilibrium ferrosilite mole fraction drops by a factor of roughly 2.5 for each 100 K decrease in the equilibrium temperature. As a result, the compositions of these two most common EL6 phases can be used to estimate metamorphic equilibration temperatures. The inferred temperatures are near 1200 K.

    Description: The National Center for Atmospheric Research thermospheric general circulation model for the Venus thermosphere is modified to examine two observed night airglow features, both of which serve as sensitive tracers of the thermospheric circulation. New O2 nightglow data from the Pioneer Venus Orbiter (PVO) star tracker (O2 Herzberg II at 400-800 nm) and ground-based telescopes (O2 IR at 1.27 microns) yield additional model constraints for estimating Venus winds over 100-130 km. Atomic oxygen, produced by dayside CO2 photolysis peaking near 110 km, and transported to the nightside by the global wind system, is partially destroyed through three-body recombination, yielding the O2 Herzberg II visible nightglow. This emission is very sensitive to horizontal winds at altitudes between 100 and 130 km. Other trace species catalytic reactions also contribute to the production of the very strong nightside infrared (1.27 microns) emission. This paper examines the dynamical and chemical implications of these new data using the Venus thermospheric general circulation model (VTGCM) as an analysis tool. Three-dimensional calculations are presented for both solar maximum and solar medium conditions, corresponding to early PVO (1979-1981) and PVO entry (mid-1992) time periods. Very distinct periods are identified in which zonal winds are alternately weak and strong in the Venus lower thermosphere. VTGCM sensitivity studies are conducted to assess the impacts of potential changes in thermospheric zonal and day-to-night winds, and eddy diffusion on the corresponding nightglow intensities. It appears that cyclostrophic balance extends above 80 km periodically, owing to a reversal of the upper mesosphere latitudinal temperature gradient, and thereby producing strong zonal winds and correspondingly modified O2 nightglow distributions that are observed.

    Description: ALH84001, originally classified as a diogenite, is a coarse-grained, cataclastic, orthopyroxenite meteorite related to the martian (SNC) meteorites. The orthopyroxene is relatively uniform in composition, with a mean composition of Wo3.3En69.4Fs27.3. Minor phases are euhedral to subhedral chromite and interstitial maskelynite, An31.1Ab63.2Or5.7, with accessory augite, Wo42.2En45.1Fs12.7, apatite, pyrite and carbonates, Cc11.5Mg58.0Sd29.4Rd1.1. The pyroxenes and chromites in ALH84001 are similar in composition to these phases in EETA79001 lithology a megacrysts but are more homogeneous. Maskelynite is similar in composition to feldspars in the nakhlites and Chassigny. Two generations of carbonates are present, early (pre-shock) strongly zoned carbonates and late (post-shock) carbonates. The high Ca content of both types of carbonates indicates that they were formed at moderately high temperature, possibly approximately 700 C. ALH84001 has a slightly LREE-depleted pattern with La 0.67x and Lu 1.85x CI abundances and with a negative Eu anomaly (Eu/Sm 0.56x CI). The uniform pyroxene composition is unusual for martian meteorites, and suggests that ALH84001 cooled more slowly than did the shergottites, nakhlites of Chassigny. The nearly monomineralic composition, coarse-grain size, homogeneous orthopyroxene and chromite compositions, the interstitial maskelynite and apatite, and the REE pattern suggest that ALH84001 is a cumulate orthopyroxenite containing minor trapped, intercumulus material.

    Description: The Rice convection model has been modified for application to the transport of Io-generated plasma through the Jovian magnetosphere. The new code, called the RCM-J, has been used for several ideal-magnetohydrodynamic (MHD) numerical simulations to study how interchange instability causes an initially assumed torus configuration to break up. In simulations that start from a realistic torus configuration but include no energetic particles, the torus disintegrates too quickly (approximately 50 hours). By adding an impounding distribution of energetic particles to suppress the interchange instability, resonable lifetimes were obtained. For cases in which impoundment is insufficient to produce ideal-MHD stability, the torus breaks up predominantly into long fingers, unless the initial condition strongly favors some other geometrical form. If the initial torus has more mass on one side of the planet than the other, fingers form predominatly on the heavy side (which we associate with the active sector). Coriolis force bends the fingers to lag corotation. The simulation results are consistent with the idea that the fingers are formed with a longitudinal thickness that is roughly equal to the latitudinal distance over which the invariant density declines at the outer edges of the initial torus. Our calculations give an average longitudinal distance between plasma fingers of about 15 deg which corresponds to 20 to 30 minutes of rotation of the torus. We point to some Voyager and Ulysses data that are consistent with this scale of torus longitudinal irregularity.

    Description: We examine the evolution of baroclinic vortices in a time-dependent, nonlinear numerical model of a Jovian atmosphere. The model uses a normal-mode expansion in the vertical, using the barotropic and first two baroclinic modes. Results for the stability of baroclinic vortices on an f plane in the absence of a mean zonal flow are similar to results of Earth vortex models, although the presence of a fluid interior on the Jovian planets shifts the stability boundaries to smaller length scales. The presence of a barotropic mean zonal flow in the interior stabilizes vortices against instability and significantly modifies the finite amplitude form of baroclinic instabilities. The effect of a zonal flow on a form of barotropic instability produces periodic oscillations in the latitude and longitude of the vortex as observed at the level of the cloud tops. This instability may explain some, but not all, observations of longitudinal oscillations of vortices on the outer planets. Oscillations in aspect ratio and orientation of stable vortices in a zonal shear flow are observed in this baroclinic model, as in simpler two-dimensional models. Such oscillations are also observed in the atmospheres of Jupiter and Neptune. The meridional propagation and decay of vortices on a beta plane is inhibited by the presence of a mean zonal flow. The direction of propagation of a vortex relative to the mean zonal flow depends upon the sign of the meridional potential vorticity gradient; combined with observations of vortex drift rates, this may provide a constraint on model assumption for the flow in the deep interior of the Jovian planets.

    Description: The 0.3-2.6 micrometers spectral reflectance properties of carbon polymorphs (graphite, carbon black, diamond), carbides (silicon carbide, cementite), and macromolecular organic-bearing materials (coal, coal tar extract, oil sand, oil shale) are found to vary from sample to sample and among groups. The carbon polymorphs are readily distinguishable on the basis of their visible-near infrared spectral slopes and shapes. The spectra of macromolecular organic-bearing materials show increases in reflectance toward longer wavelengths, exceeding the reflectance rise of more carbon-rich materials. Reflectance spectra of carbonaceous materials are affected by the crystal structure, composition, and degree of order/disorder of the samples. The characteristic spectral properties can potentially be exploited to identify individual carbonaceous grains in meteorites (as separates or in situ) or to conduct remote sensing geothermometry and identification of carbonaceous phases on asteroids.

    Description: Summaries of presentations by representatives of several space agencies and the International Academy of Astronautics concerning lunar activities are presented. Participating space agencies reported two different types of lunar planning, long term planning and scenarios and lunar missions competing within regular programs. The long term plans of the various agencies look remarkably similar. They all involve a phased approach (coincidentally all incorporating four phases) and all address three prime scientific elements: science of, on, and from the Moon. The missions under consideration by the second group of agencies could readily fit as elements in the longer term program. There is great interest in lunar astronomy. There is a great deal of potential infrastructure and lunar transport capability already available. There is also a wide range of interesting technological developments that could form part of a lunar program. A well concerted and coordinated international effort could lead to an affordable program. Recommendations are: an international conference on lunar exploration should be held every other year; an electronic network should be established for the daily exchange of information; and a mechanism should be established for regular working level coordination of activities.

    Description: We present a comprehensive analysis of data obtained during the 1989 July 3 occultation of 28 Sgr by Titan. The data set includes 23 lightcurves from 15 separate stations, spanning wavelengths from 0.36 to 0.89 micron. A detailed model of the structure of Titan's atmosphere in the altitude range 250 to 450 km is developed, giving the distribution of temperature, pressure, haze optical depth, and zonal wind velocity as a function of altitude and latitude. Haze layers detected in Titan's stratosphere are about one scale height higher than inferred from Voyager data, and show a wavelength dependence indicative of particle sizes on the order of 0.1 micron. A marked north-south dichotomy in haze density is observed with a transition to lower density south of about -20 deg latitude. Zonal wind speeds are inferred from global distortions from spherical symmetry and are of the order of 100 m/s with significant increase toward higher latitudes. Titan's high atmosphere shows substantial axial symmetry; the position angle of the symmetry axis is equal to the position angle of Saturn's spin axis to within about 1 deg.

    Description: Our studies of the silicate-bearing inclusions in the IIICD iron meteorites Maltahohe, Carlton, and Dayton suggest that their mineralogy and mineral compositions are related to the composition of the metal in the host meteorites. An inclusion in the low-Ni Maltahohe is similar in mineralogy to those in IAB irons, which contain olivine, pyroxene, plagioclase, graphite, and troilite. With increasing Ni concentration of the metal, silicate inclusions become poorer in graphite, richer in phosphates, and the phosphate and silicate assemblages become more complex. Dayton contains pyroxene, plagioclase, SiO2, brianite, panethite, and whitlockite, without graphite. In addition, mafic silicates become more FeO-rich with increasing Ni concentration of the hosts. In contrast, silicates in IAB irons show no such correlation with host Ni concentration, nor do they have the complex mineral assemblages of Dayton. These trends in inclusion composition and mineralogy in IIICD iron meteorites have been established by reactions between the S-rich metallic magma and the silicates, but the physical setting is uncertain. Of the two processes invoked by other authors to account for groups IAB and IIICD, fractional crystallization of S-rich cores and impact generation of melt pools, we prefer core crystallization. We suggest that the solidification of the IIICD core may have been very complex, involving fractional crystallization, nucleation effects and, possibly, liquid immiscibility.

    Description: Escape rates of oxygen atoms from dissociative recombination of O2(+) above the Martian exobase are computed in light of new information from ab initio calculations of the dissociative recombination process and our recently revised understanding of the Martian dayside ionosphere. Only about 60 percent of the dissociative recombinations occur in channels in which the O atoms are released with energies in excess of the escape velocity. Futhermore, we find that the computed escape fluxes for O depend greatly on the nature of the ion loss process that has been found necessary to reproduce the topside ion density profiles measured by Viking. If it is assumed that the ions are not lost from the gravitational field of the planet, as required by an analysis of nitrogen escape, the computed average O escape rate is 3 x 10 exp 6/sq cm/s, much less than half the H escape rates inferred from measurements of the Lyman-alpha dayglow, which are in the range (1-2) x 10 exp 8/sq cm/s. Suggestions for restoring the relative escape rates of H and O to the stoichiometric ratio of water are explored.

    Description: Primitive meteorites contain a few parts per million (ppm) of pristine interstellar grains that provide information on nuclear and chemical processes in stars. Their interstellar origin is proven by highly anomalous isotopic ratios, varying more than 1000-fold for elements such as C and N. Most grains isolated thus far are stable only under highly reducing conditions (C/O greater than 1), and apparently are 'stardust' formed in stellar atmospheres. Microdiamonds, of median size about 10 A, are most abundant (about 400-1800 ppm) but least understood. They contain anomalous noble gases including Xe-HL, which shows the signature of the r- and p-processes. Silicon carbide, of grain size 0.2-10 microns and abundance about 6 ppm, shows the signature of the s-process and apparently comes mainly from red giant carbon (AGB) stars of 1-3 solar masses. Some grains appear to be not less than 10 exp 9 a older than the solar system. Graphite spherules of grain size 0.8-7 microns and abundance less than 2 ppm contain highly anomalous C and noble gases, as well as large amounts of fossil Mg-26 from the decay of extinct Al-26. They seem to come from at least three sources, probably AGB stars, novae, and Wolf-Rayet stars.

    Description: Lunar soils contain micrometer-sized mineral grains surrounded by thin amorphous rims. Similar features have been produced by exposure of pristine grains to a simulated solar wind, leading to the widespread belief that the amorphous rims result from radiation damage. Electron microscopy studies show, however, that the amorphous rims are compositionally distinct from their hosts and consist largely of vapor-deposited material generated by micrometeorite impacts into the lunar regolith. Vapor deposits slow the lunar erosion rate by solar wind sputtering, influence the optical properties of the lunar regolith, and may account for the presence of sodium and potassium in the lunar atmosphere.

    Description: The ion acoustic beam instability is suggested as a mechanism to produce wave turbulence observed in the Venus mantle at frequencies 100 Hz and 730 Hz. The plasma is assumed to consist of a stationary cold O(+) ion plasma and a flowing, shocked solar wind plasma. The O(+) ions appear as a beam relative to the flowing ionosheath plasma which provides the free energy to drive the instability. The plasma is driven unstable by inverse electron Landau damping of an ion acoustic wave associated with the cold ionospheric O(+) ions. The instability can directly generate the observed 100 Hz waves in the Venus mantle as well as the observed 730 Hz waves through the Doppler shift of the frequency caused by the satellite motion.

    Description: The Broadband Array Spectrograph System with the NASA Infrared Telescope Facility was used to obtain 3- to 13-micron spectra of Io on June 14-16, 1991. The extinction correction and its error for each standard star (Alpha Boo, Alpha Lyr, and Mu UMa) were found individually by performing an unweighted linear fit of instrumental magnitude as a function of airmass. The model results indicate two significant trends: (1) modest differences between the two hemispheres at lower background temperatures and (2) a tendency to higher temperatures, smaller areas, and less power from the warm component at higher background temperatures with an increased contrast between the two hemispheres. The increased flux from 8 to 13 microns is due primarily to a greater area on the Loki (trailing) hemisphere for the warm component, although temperature also plays a role.

    Description: Results are presented of an investigation of the geology, physical properties, and topography of Apollinaris Patera which was performed on the basis of geologic mapping, thermal inertia measurements, and analysis of the color (visual wavelengths) of this Martian volcano. Initially, the main edifice was formed over a period of about 10 exp 7 yr, and then the volcano experienced a period of quiescence during which the basal scarp formed and the valleys were incised in the main flanks. Activity at the summit formed the present large outer caldera and floor materials. After, or during late stages of outer calder activity, the materials that formed the fan were erupted over 10,000 yr. After emplacement of the fan materials, the smaller, inner caldera and associated floor materials formed over an unconstrained time period. Morphologic analysis suggests that a significant portion of the main edifice is composed of poorly to nonwelded pyroclastic deposits, possibly including a phreatomagmatic component.

    Description: The hypothesis is explored that the crust-mantle boundary of Venus is not in phase equilibrium but rather is rate-limited by the temperature-dependent volume diffusion of the slowest ionic species. The 1D thermal evolution problem is solved assuming that the mountains formed by uniform horizontal shortening of the crust and the lithospheric mantle at a constant rate. The time-dependent density structure and surface elevation are calculated by assuming a temperature-dependent reaction rate and local Airy isostatic compensation. For a horizontal strain rate of 10 exp -15/s or greater, the temperature increase at the base of the crust during mountain formation is modest to negligible, the deepening lower crust is metastable, and the surface elevation increases as the crust thickens. For strain rates less than 10 exp -16/s, crustal temperature increases with time because of internal heat production and the lower crust is more readily transformed to the dense eclogite assemblage. For such models, a maximum elevation is reached during crustal shortening.

    Description: Cantaloupe terrain is unique to Triton. It is Triton's oldest terrain and includes about 250,000 km sq. region displaying sparsely cratered, closely spaced, nearly circular dimples about 30-40 km across. This terrain is found on no other planet because, only on Triton the final major global thermal pulse (1) caused completed (or nearly) interior melting resulting in a cooling history where large thermal stresses shattered and contorted a thin, weak lithosphere, and (2) occurred after heavy bombardment so that the surface features were preserved. The cantaloupe terrain is composed of intersecting sets of structures (folds and/or faults) that have developed as a result of global compression generated by volumetric changes associated with cooling of Triton's interior. Further, it is proposed that these structures developed after the period of heavy bombardment, and resulted from the last major global thermal epoch in Triton's unique history (either caused by tidal or radio metric heating). Initially, as the body cooled and the structures formed, their surface topography was most likely modified by thermal relaxation of the warm surface ices. In other bodies like Mercury, thermal stresses generated from global cooling and contraction have resulted in widely spaced thrust faults, whereas on Triton, thermal stresses produced more closely-spaced folds and faults sets. This difference in structural style is probably due to differences in lithospheric properties (thickness, strength, etc.), the magnitude of stress (directly dependent on the thermal history), and when the structures formed, relative to the period of heavy bombardment.

    Description: The stability of the Io plasma torus-atmosphere interaction is examined. A simple plasma deflection model describes how transients in the plasma flux and the content of the atmosphere affect the ionospheric conductance, limiting the plasma bombardment and, hence, the supply of atmospheric species to the torus. The supply of the torus is seen to be determined by the thermal structure of the plasma, namely, the amount of low energy plasma producing atmospheric erosion vs. that which produces ionization, so that the torus supply rate is not simply proportional to the torus ion density.

    Description: Models of the emplacement of lateral dikes from magma chambers under constant (buffered) driving pressure conditions and declining (unbuffered) driving pressure conditions indicate that the two pressure scenarios lead to distinctly different styles of dike emplacement. In the unbuffered case, the lengths and widths of laterally emplaced dikes will be severely limited and the dike lengths will be highly dependent on chamber size; this dependence suggests that average dike length can be used to infer the dimensions of the source magma reservoir. On Earth, the characteristics of many mafic-dike swarms suggest that they were emplaced in buffered conditions (e.g., the Mackenzie dike swarm in Canada and some dikes within the Scottish Tertiary). On Venus, the distinctive radial fractures and graben surrounding circular to oval features and edifices on many size scales and extending for hundreds to over a thousand km are candidates for dike emplacement in buffered conditions.

    Description: The paper describes the results from the development of improved high-resolution gravity models of Mars and Venus carried out at Goddard Space Flight Center, together with the solution design and the tracking data employed. These models are spherical harmonic expansions complete to degrees 50 and 36 for Mars and Venus, respectively. Both models result in improved orbital computation accuracies over previously available models, and in improved resolution of geophysical features. The paper also discusses new developments anticipated in the future.

    Description: The properties of the gravity fields of the earth, Mars, and Venus, as expressed by spherical harmonic coefficients, are examined, using the harmonic expansions of the respective planetary topographies reported by Balmino et al. (1973), Bills and Ferrari (1978), and Bills and Kobrick (1985). The items examined include the spectral magnitudes and slopes of the gravity coefficients; the correlations between gravity and topography; and the correlations among different gravity harmonics, expressed by axiality and angularity. It was found that Venus differs from the other two planets in its great apparent depths of compensation, indicating a tectonics dominated by a stiff upper mantle. In addition, Venus has less activity deep in the mantle than do earth or Mars. Mars is marked by large gravity irregularities, as well as by their axial symmetry on a global scale. Although earth is probably the most peculiar planet, spherical harmonics do not bring out its varied characteristics. It is clearly a more active planet than Venus, with activity deep in the mantle. The lower magnitude of its higher harmonics is considered to be due to water recycled to the upper mantle.

    Description: The purpose of the study is to provide an alternative perspective on both the mass balance issue and on the issue of secular change in the Rb-Cs ratio in the earth mantle. In particular, it is argued that the apparent secular change in the Rb/Cs ratio may be simply an artifact of alteration of older rocks through weathering and/or metamorphism subsequent to formation. It is also shown that there is not necessarily a need for a hidden, undepleted reservoir, and the consistency of this result with other mass calculations is explored. New methods for estimating the Rb/Cs ratio of the bulk silicate earth are suggested.

    Description: Rate coefficients for the reaction C2H + C2H2 - C4H2 + H are measured over the temperature range 170-350 K. The reactions are carried out in a temperature variable flow cell. C2H radicals are produced by pulsed laser photolysis of C2H2 and a tunable infrared color-center laser is used to probe the transient removal of C2H in absorption to derive the rate coefficients. The rate coefficient is obtained and shown to be independent of temperature over the range 170-350 K. The reaction studied is of central importance for models of the photochemistry of the atmospheres of the outer planets, in particular for the satellite Titan, and the implications of the present results for these models are discussed.

    Description: Reflectance spectra (0.3 to 2.6 micrometers) of 14 C, G, B, and F asteroids and 21 carbonaceous chondrite powders are compared in detail. Only three thermally metamorphosed CM-CI chondrites that have a weak UV absorption are shown to have close counterparts among those asteroids. Reflectance spectra of heated Murchison CM2 chondrite are compared with the average C and G type asteroid spectra. Murchison heated at 600 to 1000 C exhibits a similar weak UV absorption and provides the best analog for those spectra. Comparison of UV absorption strengths between 160 C, G, B, and F asteroids and carbonaceous chondrites suggests that surface minerals of most of those asteroids are thermally metamorphosed at temperatures around 600 to 1000 C.

    Description: Global analysis of Magellan image data indicates that a major concentration of volcanic centers covering about 40 percent of the surface of Venus occurs between the Beta, Atla, and Themis regions. Associated with this enhanced concentration are geological characteristics commonly interpreted as rifting and mantle upwelling. Interconnected low plains in an annulus around this concentration are characterized by crustal shortening and infrequent volcanic centers that may represent sites of mantle return flow and net downwelling. Together, these observations suggest the existence of relatively simple, large-scale patterns of mantle circulation similar to those associated with concentrations of intraplate volcanism on earth.

    Description: The controversy that raged through the 1950s to 1970s over similarities and differences between meteorite impact and volcanic processes is revisited. We propose that there are quantitative similarities in erosion caused by high-speed ejecta produced by either impacts or volcanic processes. Field and petrographic data from the Manicouagan impact crater, Canada, are used to demonstrate that, during the emplacement of the impact melt sheet, erosion occurred at a rate of 2562 kg/sq m per s. Field data for the Mount St. Helens lateral blast of May 18, 1980, suggest an erosion rate of 21 kg/sq m per s, and field data for a small pyroclastic flow on August 7, 1980, suggest an erosion rate of about 14 kg /sq m per s. It is proposed that these three rates were determined dominantly by the momentum of the ejecta, and a quantitative formulation based on lofting theory is given. A new application of the Monte Carlo approach to analysis provides minimum, most likely, and maximum estimates for both the field and the theoretical analyses. The substantial erosion that occurs by fast moving flows results in mixing of stratigraphic components over large distances and to very fine scales.

    Description: Hellas Planitia, located within an enclosed basin which includes the lowest topography on Mars, appears to be undergoing net erosion. Dust is removed from the basin. It probably contributes to global dust storms and should leave behind a coarse lag. The particle size distributions and particularly the rock or boulder populations in this lag might be useful for distinguishing between processes which formed the lithologic units that comprise Hellas Planitia. This report concludes that the abundance of rock particles larger than coarse sand is very low. Although this hypothesis awaits confirmation from forthcoming spacecraft data, the origins for Hellas floor deposits favored by this study are indurated volcanic airfall or ancient loess, lacustrine deposits, and some types of volcanic mud flows. The conclusions of this study tend to disfavor such geologic processes as blocky lava flows, glacial deposits (e,g., moraines), or boulder-laden catastrophic flood outwash.

    Description: A series of heating experiments was performed on the condensed ammonia-water system using a differential scanning calorimeter (DSC). The water-rich samples were cooled quickly to below 130 K, then heated at a variety of rates. Rather than a single peritectic melt at 176 K, expected for the equilibrium system of water ice and ammonia dihydrate, four enthalpic transitions were repeatedly seen in the temperature range 150-176 K. These transitions are generally consistent with the earlier calorimetric results of Van Kasteren (1973), who interpreted the lowest temperature exotherm as crystallization of an amorphous ammonia-water compound formed during cooling. We propose that both sets of experiments are seeing the crystallization of ammonia monohydrate, which is metastable relative to the dihydrate, followed by partial remelting and crystallization of dihydrate upon further heating. The apparent stability of the monohydrate in the dihydrate equilibrium field implies a potentially complex behavior of ammonia-water ices in satellites. Possible self-heating of the mixture by several tens of degrees up to the 170 K eutectic could make mobilization of ammonia-water liquids in icy satellite interiors energetically easier than previously thought.

    Description: Results are reported on 26 high-resolution (16-51 steps) Ar-40/Ar-39 age spectra obtained on 12 Apollo-15 melt rocks of different composition using a continuous laser system on submg fragments of recrystallized melt and single-crystal plagioclase clasts from impact melt rocks collected at the Apennine Front where the Imbrium and Serenitatis basins intersect. A table is presented with the summary of the Ar-40/Ar-39 spectrum data, which represent 891 individual temperature step analyses. Also presented are 20 of the 26 age spectra along with their respective K/Ca plots. Melt rock fragments and plagioclase clasts from seven of the 12 samples analyzed yielded reproducible, intermediate-T Ar-40/Ar-39 age spectrum plateaus, which were interpreted as crystallization ages that represent the times of impact of bolides onto the lunar surface.
