    Working Group on capital needs and availability in artisanal fisheries: methodology and lessons learned from case studies (2005)

    Description: The existing way of financing of artisanal fisheries in West Africa is an element which has received so far few attention during the preparation of development policies. Unfortunately, this lack of knowledge has led to field actions of which the results have often be disappointing. Moreover, the informal sector continues to be the main source of financing of artisanal fisheries and the repayment rate of loans granted by the institutional sector is generally low. On this basis; the Programme for Integrated Development of Artisanal Fisheries in West Africa (IDAF) set up a Working Group on capital needs and availability in artisanal fisheries. Its objectives are: (i) to elaborate a simple but efficient methodology likely to facilitate the identification of capital requirements in the artisanal fishery sector in West Africa; (ii) to design a methodology to identify the availability of capital according to the different sources of financing; (iii) to analyze the results of the two case studies that will be carried out in Senegal and Ghana; (iv) to prepare a document indicating to what extent the lack of capital could hinder the sector's development; (v) to formulate a methodology for the study of fiscal policies in favour of the sector.     Description: Résumé Le Centre National de Recherches Océanographiques et des Pêches de Nouadhibou (CNROP) entreprend chaque semestre un recensement exhaustif des unités de pêche artisanale opérant sur le littoral mauritanien. En juillet 1987 une enquête socio-économique a été effectuée. Les informations recueillies portent sur les pirogues en état de prendre la mer, les migrations de pêcheurs, l’emploi et l’activité au cours des trois derniers mois, le capital technique, les équipages et l’organisation socio-économique des unités de pêche. La pêche artisanale mauritanienne compte actuellement 735 embarcations réparties sur 22 points de débarquement. Elle génère 3302 emplois directs. Ce document expose la méthodologie d’enquête et les principaux résultats obtenus.
    Description: Abstract Two complete census of the artisanal canoe fishery are carried up yearly by the « Centre National de Recherches Océanographiques et des Pêches de Nouadhibou (CNROP) ». In July 1987 an economic survey has also been carried up. All canoes are counted; complete statistics are also collected upon fishermen migration and employment in the fishery and fishing activity three months before survey, capital, crews and economic organization of fishing units. 735 canoes are distributed among 22 landing centers. 3302 fishermen are working in the canoe fishery. This paper presents the methodology of the survey and main results obtained.
