    Description: A method is presented for achieving a dramatic improvement in phase tracking of square wave subcarriers or other square waves. The method is to set the amplitude of the phase quadrature reference signal to zero except near the zero crossings of the input signal. Without changing the loop bandwidth, the variance of the phase error can be reduced to approximately W sigma(sub 0)(2), where sigma (sub 0)(2) is the phase error variance without windowing, and W is the fraction of cycle in which the reference signal has a nonzero value. Simulation results confirm the analysis and establish minimum W versus signal-to-noise ratio. Typically, the window can be made so narrow as to achieve a phase error variance of 1.5 sigma(sub 0)(4).

    Description: An acquisition procedure for data-modulated direct-sequence spread-spectrum systems is investigated. The correlation time is partitioned into subintervals, and the integration results in these subintervals are noncoherently combined for detection. The tradeoff between noncoherent combining loss and data modulation degradation guides the optimum choice of the number of subintervals. Two forms of data modulation are considered, namely, the alternate-data and random-data cases. The parallel acquisition schemes discussed allow multiple code-phase offsets to be examined at each test. The circular state diagram approach is used to analyze the performances of these schemes. The theory presented is valid for a class of such parallel schemes.

    Description: An algorithmic procedure for the synthesis of planar array feeds for paraboloidal reflectors is described which simultaneously provides electronic correction of systematic reflector surface distortions as well as a Vernier electronic beamsteering capability. Simple rules of thumb for the optimum chioce of planar array feed configuration (i.e., the number and type of elements) are derived from a parametric study made using the synthesis procedure. A number of f/D ratios and distortion models were examined that are typical of large paraboloidal reflectors. Numerical results are presented showing that, for the range of distortion models considered, good on-axis gain restoration can be achieved with as few as seven elements. For beamsteering to +/- 1 beamwidth (BW), 19 elements are required. For arrays with either 7 or 19 elements, the results indicate that the use of high-aperture-efficiency elements (e.g., disk-on-rod and short backfire) in the array yields higher system gain than can be obtained with elements having lower aperture efficiency (e.g., open-ended waveguides). With 37 elements, excellent gain and beamsteering performance to +/- 1.5 BW are obtained independent of the assumed effective aperture of the array element. An approximate expression is derived for the focal-plane field distribution of the distorted reflector. Contour plots of the focal-plane fields are also presented for various distortion and beam scan angle cases. The results obtained show the effectiveness of the array feed approach.

    Description: Future generations of phased array antennas for space-based and airborne platforms are designed based on a large number of active T/R modules. The constructed radiating beam is degraded in the event of modules failure. Simulation results indicate that the control of frequency, interelement spacing, and the individual radiating element pattern alongside the more conventional technique of amplitude and phase can be used to reconfigure the desired radiating beam in the event of the active T/R module failure.

    Description: A computational procedure is presented to simulate transonic unsteady flows and corresponding aeroelasticity of wings at low-supersonic freestreams. The flow is modeled by using the transonic small-perturbation theory. The structural equations of motions are modeled using modal equations of motion directly coupled with aerodynamics. Supersonic freestreams are simulated by properly accounting for the boundary conditions based on pressure waves along the flow characteristics in streamwise planes. The flow equations are solved using the time-accurate, alternating-direction implicit finite-difference scheme. The coupled aeroelastic equations of motion are solved by an integration procedure based on the time-accurate, linear-acceleration method. The flow modeling is verified by comparing calculations with experiments for both steady and unsteady flows at supersonic freestreams. The unsteady computations are made for oscillating wings. Comparisons of computed results with experiments show good agreement. Aeroelastic responses are computed for a rectangular wing at Mach numbers ranging from subtransonic to upper-transonic (supersonic) freestreams. The extension of the transonic dip into the upper transonic regime is illustrated.

    Description: The performance of trellis-coded multilevel differential phase-shift-keying (MDPSK) modulation over Rician and Rayleigh fading channels is discussed. For operation at L-band, this signalling technique leads to a more robust system than the coherent system with dual pilot tone calibration previously proposed for UHF. The results are obtained using a combination of analysis and simulation. The analysis shows that the design criterion for trellis codes to be operated on fading channels with interleaving/deinterleaving is no longer free Euclidean distance. The correct design criterion for optimizing bit error probability of trellis coded MDPSD over fading channels is presented along with examples illustrating its application.

    Description: McGowan and Kuc (1982) showed that a direct relationship between a time series and its unwrapped phase exists. They proposed an algorithm for computing the unwrapped phase by counting the number of sign changes in a Sturm sequence generated from the real and imaginary parts of the discrete Fourier transform. Their algorithm is limited to relatively short sequences by numerical accuracy. An extension of their algorithm is proposed which, by using all-integer arithmetic, permits exact computation of the number of multiples of pi required to determine the unwrapped phase for rational-valued time sequences of arbitrary length. Since the computation is exact, the extended numerical algorithm should be of interest when accurate phase unwrapping is required.

    Description: The effect of a simulated glaze-ice accretion on the aerodynamic performance of a NACA 0012 airfoil was studied experimentally. Two ice shapes were tested: one from an experimentally measured accretion, and one from an accretion predicted using a computer model given the same icing conditions. Lift, drag, and pitching moment were measured for the airfoil with both smooth and rough ice shapes. The ice shapes caused large lift and drag penalties, primarily due to large separation bubbles. Surface pressure distributions clearly showed the regions of separated flow. The aerodynamic performance of the two shapes compared well at positive, but not negative, angles of attack.

    Description: Reflector antennas are subject to surface distortions which may result from thermal or gravitational effects. Surface distortions degrade antenna performance by reducing gain and introducing high sidelobe levels. In the letter, results of an experimental study are presented to demonstrate how effectively a properly excited array feed in the focal plane of the reflector antenna can compensate for the undesirable effects of slowly varying surface distortions. The application of the array compensation concept could prove to be very useful for future large space or ground antennas.

    Description: The drag of airfoils in transonic flow can be reduced through the use of a passive venting system that employs a porous plate for part of the airfoil upper surface with a vent chamber underneath the porous plate Attention is given to the results obtained with a wind tunnel model employing such a porous floor system. This passive venting system has been used to extend the length/height value before the onset of high drag-producing closed cavity flow at supersonic speeds.

    Description: The wakes of highly loaded compressor blades are generally considered to be turbulent flows. Recent work has suggested that the blade wakes are dominated by a vortex streetlike structure. The experimental evidence supporting the wake vortex structure is reviewed. This structure is shown to redistribute thermal energy within the flowfield. The effect of the wake structure on conventional aerodynamic measurements of compressor performance is noted. A two-dimensional, time-accurate, viscous numerical simulation of the flow exhibits both vortex shedding in the wake and a lower-frequency flow instability that modulates the shedding. The numerical results are shown to agree quite well with the measurement from transonic compressor rotors.

    Description: The diffraction analysis of reflector surfaces which are described only at a discrete set of locations usually leads to the requirement of an interpolation to determine the surface characteristics over a continuum of locations. Two methods of interpolation, the global and the local methods, are presented. The global interpolation representation is a closed-form or series expression valid over the entire surface. The coefficients of a series expression are found by an integration of all of the raw data. Since the number of coefficients used to describe the surface is much smaller than the number of raw data points, the integration effectively provides a smoothing of the raw data. The local interpolation provides a closed-form expression for only a small area of the reflector surface. The subreflector is divided into sectors each of which has constant discretized data. Each area segment is then locally described by a two-dimensional quadratic surface. The second derivative data give the desired smoothed values.

    Description: A new algorithm has been developed for the estimation of tropospheric microwave path delays from water vapor radiometer (WVR) data, which does not require site and weather dependent empirical parameters to produce accuracy better than 0.3 cm of delay. Instead of taking the conventional linear approach, the new algorithm first uses the observables with an emission model to determine an approximate form of the vertical water vapor distribution, which is then explicitly integrated to estimate wet path delays in a second step. The intrinsic accuracy of this algorithm, excluding uncertainties caused by the radiometers and the emission model, has been examined for two channel WVR data using path delays and corresponding simulated observables computed from archived radiosonde data. It is found that annual rms errors for a wide range of sites average 0.18 cm in the absence of clouds, 0.22 cm in cloudy weather, and 0.19 cm overall. In clear weather, the new algorithm's accuracy is comparable to the best that can be obtained from conventional linear algorithms, while in cloudy weather it offers a 35 percent improvement.

    Description: The radiation pattern of a line source is calculated for the case in which the source is lying on the top or the bottom surface of a lossless dielectric substrate that is mounted on the top of semiinfinite dielectric medium. It is found that in both cases the pattern along the interfaces has a null; that the pattern in the upper semiinfinite medium has a single lobe; and that the pattern in the lower semiinfinite medium has many lobes, the number of which varies with the substrate thickness. In both cases, the power radiated into the lower medium is more than that radiated into the upper medium. Applications of this calculation to remote sensing, microstrip antenna technology, and antenna arrays are discussed.

    Description: The effects of mean-flow incidence, airfoil camber, and airfoil thickness on the incompressible aerodynamics of an oscillating airfoil are investigated theoretically, developing and applying a first-order FEM based on locally analytical solutions (LASs). Laplace equations are used to describe the steady and unsteady harmonic velocity potentials; a body-fitted computational grid is employed; grid-element solutions for both potentials are determined using a numerical LAS method; and the LASs are then assembled to obtain a complete solution. Results for a series of flat-plate and Joukowski airfoils are presented in extensive graphs and discussed in detail.

    Description: A previous work on criteria for designing trellis-coded MPSK modulation to achieve minimum error probability performance on the Rician fading channel is extended. It is demonstrated that allowing for multiple symbols per trellis branch, i.e., multiple trellis-coded modulation (MTCM), provides an additional degree of freedom for designing a code to meet the optimization on the fading channel. Diversities larger than those achievable with conventional trellis codes having the same number of trellis states are now attainable, it is under these conditions that MTCM achieves its full potential.

    Description: It has been well established that the appropriate criterion for optimum trellis-coded modulation design on the additive white Gaussian noise channel is maximization of the free Euclidean distance. It is shown that when the trellis-coded modulation is used on a Rician fading channel with interleaving/deinterleaving, the design of the code of optimum performance is guided by other factors, in particular, the length of the shortest error-event path, and the product of branch distances (possibly normalized by the Euclidean distance of the path) along the path. Athough maximum free distance (dfree) is still an important consideration, it plays a less significant role the more severe the fading is on the channel. These considerations lead to the definition of a new distance measure of optimization of trellis codes transmitted over Rician fading channels. If no interleaving/deinterleaving is used, then once again the design of the trellis code is guided by maximizing dfree.

    Description: The reflection from and transmission through a semiinfinite chiral medium are analyzed by obtaining the Fresnel equations in terms of parallel- and perpendicular-polarized modes, and a comparison is made with results reported previously. The chiral medium is described electromagnetically by the constitutive relations D = (epsilon)E+i(gamma)B and H = i(gamma)E+(1/mu)B. The constants epsilon, mu and gamma are real and have values that are fixed by the size, the shape, and the spatial distribution of the elements that collectively compose the medium. The conditions are obtained for the total internal reflection of the incident wave from the interface and for the existence of the Brewster angle. The effects of the chirality on the polarization and the intensity of the reflected wave from the chiral half-space are discussed and illustrated by using the Stokes parameters. The propagation of electromagnetic wave through an infinite slab of chiral medium is formulated for oblique incidence and solved analytically for the case of normal incidence.

    Description: Microwave diagnosis of antennas is considered as a viable tool for the determination of reflector surface distortions and location of defective radiating elements of array antennas. A hybrid technique based on the combination of the spherical near-field measurements and holographic metrology reconstruction is presented. The measured spherical near-field data are first used to construct the far-field amplitude and phase patterns of the antenna on specified regularized u-nu coordinates. These data are then utilized in the surface profile reconstruction of the holographic technique using a fast-Fourier-transform (FFT)/iterative approach. Results of an experiment using a 156-cm reflector antenna measured at 11.3 GHz are presented for both the original antenna and the antenna with four attached bumps. Several contour and gray-scaled plots are presented for the reconstructed surface profiles of the measured antennas. The recovery effectiveness of the attached bumps has been demonstrated. The hybrid procedure presented is used to assess the achieved accuracy of the holographic reconstruction technique because of its ability to determine very accurate far-field amplitude and phase data from the spherical near-field measurements.

    Description: The four-point bivariate Lagrange interpolation algorithm was applied to near-field antenna data measured in a plane-polar facility. The results were sufficiently accurate to permit the use of the FFT (fast Fourier transform) algorithm to calculate the far-field patterns of the antenna. Good agreement was obtained between the far-field patterns as calculated by the Jacobi-Bessel and the FFT algorithms. The significant advantage in using the FFT is in the calculation of the principal plane cuts, which may be made very quickly. Also, the application of the FFT algorithm directly to the near-field data was used to perform surface holographic diagnosis of a reflector antenna. The effects due to the focusing of the emergent beam from the reflector, as well as the effects of the information in the wide-angle regions, are shown. The use of the plane-polar near-field antenna test range has therfore been expanded to include these useful FFT applications.

    Description: A complete mathematical model is formulated to analyze the effects of mean-flow incidence angle on the unsteady aerodynamics of an oscillating airfoil in an incompressible flow field. A velocity potential formulation is utilized. The steady flow is independent of the unsteady flow field but coupled to it through the boundary conditions on the oscillating airfoil. The numerical solution technique for both the steady and unsteady flow fields is based on a locally analytical method. The flow model and solution method are then verified through the excellent correlation obtained with the Theodorsen oscillating-flat-plate and Sears transverse-gust classical solutions. The effects of mean flow incidence on the steady and oscillating airfoil aerodynamics are then investigated.

    Description: An experimental study of gain enhancement in microstrip antennas using identical parasitic patch directors is reported. The results indicate that, with two overlying parasitic directors, the gain of a rectangular microstrip antenna is enhanced from 4.7 dB to 10.6 dB, while the 3 dB beamwidth is reduced from 103 deg to 30 deg for the E-plane and from 70 deg to 35 deg for the H-plane. The three-layer electromagnetically coupled patch antenna exhibits similar antenna characteristics to those of the Yagi array, with over 120 dB gain and with about 1 percent bandwidth.

    Description: Thin-element riblets for aircraft aerodynamic surface turbulent viscous drag reduction are presently found to be as effective as symmetric V-grooves in this role, while possessing a greater range of admissible spacings. The thin-element geometry shows the qualitatively predictable influence of independent riblet height and spacing variations. The evidence for more than one drag-reduction mechanism in thin-element riblets is found to be inconclusive.

Entropy and vorticity correction procedures for potential and stream function formulations are presented, together with the details of the treatment of shocks and wakes, and drag and lift calculations.     Description: A self-calibrating deep space tracking technique is described which can potentially produce two nanoradian angular spacecraft determinations. The technique uses very long base interferometric observations of a spacecraft and several radio sources. The currently employed single source technique is described as a parameter estimation procedure. Then, the number of parameters and observations leads to the proposed local reference frame technique. Station clock, Earth rotation, and tropospheric parameters are estimated along with spacecraft position from the multisource observation sequence. The contributions to spacecraft angular uncertainty from system noise, tropospheric fluctuations, and uncalibrated radio source structure are evaluated. Of these experimental errors, radio source structure dominates the determination of the spacecraft position in the radio reference frame. It is shown, however, that the sensitivity of relative spacecraft position accuracies to time-invariant radio source structure effects may be on the order of 2 nanoradians.

    Description: Conceptually, this paper discusses strategies of digital satellite communication networks for a very large number of low density traffic stations. These stations can be either aeronautical, land mobile, or maritime. The techniques can be applied to international, domestic, regional, and special purpose satellite networks. The applications can be commercial, scientific, military, emergency, navigational or educational. The key strategy is the use of a non-orthogonal access method, which tolerates overlapping signals. With n being either time or frequency partitions, and with a single overlapping signal allowed, a low cost mobile satellite system can be designed with n squared (n squared + n + 1) number of terminals.

    Description: The first generation of the Canadian Mobile Satellite (MSAT) system, planned to be operational in the early 1990s, will provide voice and data services to land, aeronautical, and maritime mobile terminals within the Canadian land mass and its territorial waters. The system will be managed by a centralized Demand Assignment Multiple Access (DAMA) control system. Users will request a communication channel by communicating with the DAMA Control System (DCS) via the appropriate signalling channels. Several access techniques for both L-band and SHF signalling channels have been investigated. For the L-band, Slotted Aloha (SA) and Reservation Aloha (RA), combined with a token scheme, are discussed here. The results of Telesat studies to date indicate that SA, when combined with token scheme, provides the most efficient access and resource management tool in a mobile propagation environment. For SHF signalling channels, slim time division multiple access (TDMA) and SA have been considered as the most suitable candidate schemes. In view of the operational environment of the SHF links, provision of a very short channel access delay and a relatively high packet success rate are highly desirable. Studies carried out generally favor slim-TDMA as the most suitable approach for SHF signalling channels.

    Description: Amplitude companded sideband (ACSB) is a new modulation technique which uses a much smaller channel width than does conventional frequency modulation (FM). Among the requirements of a mobile communications system is adequate speech intelligibility. This paper explores this aspect of minimum required performance. First, the basic principles of ACSB are described, with emphasis on those features that affect speech quality. Second, the appropriate performance measures for ACSB are reviewed. Third, a subjective voice quality scoring method is used to determine the values of the performance measures that equate to the minimum level of intelligibility. It is assumed that the intelligibility of an FM system operating at 12 dB SINAD represents that minimum. It was determined that ACSB operating at 12 dB SINAD with an audio-to-pilot ratio of 10 dB provides approximately the same intelligibility as FM operating at 12 dB SINAD.

    Description: This paper discusses a number of tone-aided modulation techniques which have been studied as part of the Mobile Satellite Experiment (MSAT-X) Program. In all instances tone(s) are inserted into data-free portions of the transmit spectrum and used by the receiver to sense the amplitude and frequency/phase distortions introduced by the channel. The receiver then uses this information in a feedforward manner to lessen the effect of the distortions on the data detection performance.     Description: The paper briefly discusses techniques for making vector quantizers more tolerant to tranmsission errors. Two algorithms are presented for obtaining an efficient binary word assignment to the vector quantizer codewords without increasing the transmission rate. It is shown that about 4.5 dB gain over random assignment can be achieved with these algorithms. It is also proposed to reduce the effects of error propagation in vector-predictive quantizers by appropriately constraining the response of the predictive loop. The constrained system is shown to have about 4 dB of SNR gain over an unconstrained system in a noisy channel, with a small loss of clean-channel performance.

    Description: It has been shown that an analysis/synthesis system based on a sinusoidal representation of speech leads to synthetic speech that is essentially perceptually indistinguishable from the original. Strategies for coding the amplitudes, frequencies and phases of the sine waves have been developed that have led to a multirate coder operating at rates from 2400 to 9600 bps. The encoded speech is highly intelligible at all rates with a uniformly improving quality as the data rate is increased. A real-time fixed-point implementation has been developed using two ADSP2100 DSP chips. The methods used for coding and quantizing the sine-wave parameters for operation at the various frame rates are described.

The codec is based on a complexity reduced version of code-excited linear prediction (CELP).     Description: A secure voice system STU-3 capable of providing end-to-end secure voice communications (1984) was developed. The terminal for the new system will be built around the standard LPC-10 voice processor algorithm. The performance of the present STU-3 processor is considered to be good, its response to nonspeech sounds such as whistles, coughs and impulse-like noises may not be completely acceptable. Speech in noisy environments also causes problems with the LPC-10 voice algorithm. In addition, there is always a demand for something better. It is hoped that LPC-10's 2.4 kbps voice performance will be complemented with a very high quality speech coder operating at a higher data rate. This new coder is one of a number of candidate algorithms being considered for an upgraded version of the STU-3 in late 1989. The problems of designing a code-excited linear predictive (CELP) coder to provide very high quality speech at a 4.8 kbps data rate that can be implemented on today's hardware are considered.

    Description: A speech compression project has recently been completed to develop a speech coding algorithm suitable for operation in a mobile satellite environment aimed at providing telephone quality natural speech at 4.8 kbps. The work has resulted in two alternative techniques which achieve reasonably good communications quality at 4.8 kbps while tolerating vehicle noise and rather severe channel impairments. The algorithms are embodied in a compact self-contained prototype consisting of two AT and T 32-bit floating-point DSP32 digital signal processors (DSP). A Motorola 68HC11 microcomputer chip serves as the board controller and interface handler. On a wirewrapped card, the prototype's circuit footprint amounts to only 200 sq cm, and consumes about 9 watts of power.

    Description: An L-band circularly polarized microstrip array antenna with relatively wide bandwidth has been developed. The array has seven subarrays which form a single cluster as part of a large overlapping cluster reflector feed array. Each of the seven subarrays consists of four uniquely arranged linearly polarized microstrip elements. A 7.5 percent impedance (VSWR less than 1.5) as well as axial ratio (less than 1 dB) bandwidths have been achieved by employing a relatively thick honeycomb substrate with special impedance matching feed probes.

    Description: Low-speed wind tunnel drag force measurements were taken on a laminar flow body of revolution free of support interference. This body was tested at zero incidence in the NASA Langley 13 inch Magnetic Suspension and Balance System (MSBS). The primary objective of these tests was to substantiate the drag force measuring capabilities of the 13 inch MSBS. A secondary objective was to obtain support interference free drag measurements on an axisymmetric body of interest. Both objectives were met. The drag force calibrations and wind-on repeatability data provide a means of assessing the drag force measuring capabilities of the 13 inch MSBS. The measured drag coefficients for this body are of interest to researchers actively involved in designing minimum drag fuselage shapes. Additional investigations included: the effects of fixing transition; the effects of fins installed in the tail; surface flow visualizations using both liquid crystals and oil flow; and base pressure measurements using a one-channel telemetry system. Two drag prediction codes were used to assess their usefulness in estimating overall body drag. These theoretical results did not compare well with the measured values because of the following: incorrect or non-existent modeling of a laminar separation bubble on the body and incorrect of non-existent estimates of base pressure drag.

    Description: The Automatic En Route Air Traffic Control (AERA) and the Advanced Automated System (AAS) of the NAS plan, call for utilization of data links for such items as computer generated flight clearances, enroute minimum safe altitude warnings, sector probes, out of conformance check, automated flight services, and flow management of advisories. A major technical challenge remaining is the integration, flight testing, and validation of data link equipment and procedures in the aircraft cockpit. The flight test organizational chart, was designed to have the airplane side of data link experiments implemented in the NASA Langley Research Center (LaRC) experimental Boeing 737 airplane. This design would enable investigations into implementation of data link equipment and pilot interface, operations, and procedures. The illustrated ground system consists of a work station with links to a national weather database and a data link transceiver system. The data link transceiver system could be a Mode-S transponder, ACARS, AVSAT, or another type of radio system such as the military type HF data link. The airborne system was designed so that a data link transceiver, workstation, and touch panel could be interfaced with an input output processor to the aircraft system bus and thus have communications access to other digital airplane systems.

    Description: It is observed that the center of pressure on a wing shifts as the Mach number is changed. Such shifts are in general undesirable and are sometimes compensated for by actively shifting the center of gravity of the aircraft or by using active stability controls. To avoid this complication, it is desirable to design the wings of a high speed aircraft so as to minimize the extent of the center-of-pressure shifts. This, together with a desire to minimize the center-of-pressure shifts in missile control surfaces, provides the motivation for this project. There are many design parameters which affect center-of-pressure shifts, but it is expected that the largest effects are due to the wing planform. Thus, for the sake of simplicity, this study is confined to an investigation of thin, flat, (i.e., no camber or twist), relatively slender, pointed wings flying at a small angle of attack. Once the dependence of the center of pressure on planform and Mach number is understood, we can expect to investigate the sensitivity of the center-of-pressure shifts to various other parameters.

    Description: This effort emphasizes several important results pertaining to a mobile satellite system propagation experiment performed in Central Maryland during June 1987. Fade distributions due to multipath and roadside trees at L Band (1.5 GHz) during a period in which the deciduous trees were in full bloom are examined. The multipath statistics for roadside trees are compared with previous multipath measurements made in canyon terrain in North Central Colorado. Also examined is the repeatability of previous UHF measurements made in Central Maryland and the attenuation effects of foliage on trees at UHF. Fade duration for the multipath mode for fade levels of 5 dB and 10 dB is also presented.

    Description: This paper first describes a hierarchical model for very large area networks (VLAN). Space communication problems whose solution could profit by the model are discussed and then an enhanced version of this model incorporating the knowledge needed for the missile detection-destruction problem is presented. A satellite network or VLAN is a network which includes at least one satellite. Due to the complexity, a compromise between fully centralized and fully distributed network management has been adopted. Network nodes are assigned to a physically localized group, called a partition. Partitions consist of groups of cell nodes with one cell node acting as the organizer or master, called the Group Master (GM). Coordinating the group masters is a Partition Master (PM). Knowledge is also distributed hierarchically existing in at least two nodes. Each satellite node has a back-up earth node. Knowledge must be distributed in such a way so as to minimize information loss when a node fails. Thus the model is hierarchical both physically and informationally.

    Description: Kennedy Space Center has the need for economical transmission of two multiplexed video signals along multimode fiberoptic systems. These systems must span unusual distances and must meet RS-250B short-haul standards after reception. Bandwidth is a major problem and studies of the installed fibers, available LEDs and PINFETs led to the choice of 100 MHz as the upper limit for the system bandwidth. Optical multiplexing and digital transmission were deemed inappropriate. Three electrical multiplexing schemes were chosen for further study. Each of the multiplexing schemes included an FM stage to help meet the stringent S/N specification. Both FM and AM frequency division multiplexing methods were investigated theoretically and these results were validated with laboratory tests. The novel application of quadrature amplitude multiplexing was also considered. Frequency division multiplexing of two wideband FM video signal appears the most promising scheme although this application requires high power highly linear LED transmitters. Futher studies are necessary to determine if LEDs of appropriate quality exist and to better quantify performance of QAM in this application.

    Description: A spaceflight qualified Radar Altimeter capable of achieving the TOPEX Mission measurement precision requirement of 2-centimeters, is provided and its performance (Engineering Assessment) will be evaluated after launch and continuously during its 3-year mission operational period. Information will be provided to JPL about the calibration of the TOPEX Radar Altimeter. The specifications for the required data processing algorithms which will be necessary to convert the Radar Altimeter mission telemetry data into the geophysical data will also be provided. The stringent 2 cm precision requirement for ocean topography determination from space necessitated examining existing Radar Altimeter designs for their applicability towards TOPEX. As a result, a system configuration evolved using some flight proven designs in conjunction with needed improvements which include: (1) a second frequency or channel to remove the range delay or apparent height bias caused by the electron content of the ionosphere; (2) higher transmit pulse repetition frequencies for correlation benefits at higher sea states to maintain precision; and (3) a faster microprocessor to accommodate two channels of altimetry data. Additionally, examination of past altimeter programs associated data processing algorithms was accomplished to establish the TOPEX-class Radar Altimeter data processing algorithms, and the necessary direction was outlined to begin to generate these for the TOPEX Mission.

    Description: The SCR was asked to participate in the Frontal Air-Sea Interaction Experiment (FASINEX) to provide directional wave spectra. The NASA P-3 carrying the SCR, the Radar Ocean Wave Spectrometer, and the Airborne Oceanographic Lidar was one of five aircrafts and two ocean research ships participating in this coordinated study of the air sea interaction in the vicinity of a sea surface temperature front near 28 deg N, 70 deg W. Analysis of data from the February 1986 experiment is still ongoing, but results already submitted for publication strengthen the hypothesis that off-nadir radar backscatter is closely correlated to wind stress. The SCR provided valuable information on the directional wave spectrum and its spatial variation.

    Description: Two dimensional problems are solved using numerical techniques. Navier-Stokes equations are studied both in the vorticity-stream function formulation which appears to be the optimal choice for two dimensional problems, using a storage approach, and in the velocity pressure formulation which minimizes the number of unknowns in three dimensional problems. Analysis shows that compact centered conservative second order schemes for the vorticity equation are the most robust for high Reynolds number flows. Serious difficulties remain in the choice of turbulent models, to keep reasonable CPU efficiency.

    Description: The effect of Earth albedo variation on the pointing and tracking subsystem of a planetary optical communication package is analyzed. By studying the Cramer-Rao bound of the tracking error variance, it is shown that, when the Earth albedo is precisely known, the variance in spatial tracking error is inversely proportional to the total signal count. In contrast, a small uncertainty in the Earth albedo can result in an irreducible error in the tracking subsystem.

    Description: The Galileo spacecraft employs concatenated coding schemes with Reed-Solomon interleaving depth 2. The bit error rate (BER) performance of Galileo's concatenated codes, assuming different interleaving depths (including infinite interleaving depth) are compared. It is observed that Galileo's depth 2 interleaving, when used with the experimental (15, 1/4) code, requires about 0.4 to 0.5 dB additional signal-to-noise ratio to achieve the same BER performance as the concatenated code with ideal interleaving. When used with the standard (7, 1/2) code, depth 2 interleaving requires about 0.2 dB more signal-to-noise ratio than ideal interleaving.

    Description: Interstellar scattering can irretrievably blur the images of compact radio sources when examined with extremely high resolution. Because of this effect, diffraction limited observations of extragalactic sources with an Earth-Moon baseline will only be possible at frequencies above about 7 GHz, in which case the resolution will be approx. = to or less than 20 microarcsec. Preliminary observations to determine the potential usefulness of such resolving power are discussed. The simplest of these would consist of a search for interstellar scintillations in compact sources at 10 GHz, which would provide an effective resolution about equal to that of an Earth-Moon baseline at this frequency. Also important in this context is the development of very long baseline interferometry in near-Earth orbit, as any ultra high resolution observations, if appropriate, would require intermediate baselines for mapping.

    Description: In this effort are described cumulative rain rate distributions for a network of nine tipping bucket rain gauge systems located in the mid-Atlantic coast region in the vicinity of the NASA Wallops Flight Facility, Wallops Island, Virginia. The rain gauges are situated within a gridded region of dimensions of 47 km east-west by 70 km north-south. Distributions are presented for the individual site measurements and the network average for the year period June 1, 1986 through May 31, 1987. A previous six year average distribution derived from measurements at one of the site locations is also presented. Comparisons are given of the network average, the CCIR (International Radio Consultative Committee) climatic zone, and the CCIR functional model distributions, the latter of which approximates a log normal at the lower rain rate and a gamma function at the higher rates.

    Description: Past and future efforts are described, using L Band (1.5 GHz) satellite signals for mobile satellite system (MSS) propagation measurements. Preliminary results from the December 1987 campaign in Central Maryland with the Atlantic Ocean MARECS satellite are given. The fade level statistics from this 22 degree elevation source are consistent with helicopter measurements made along the same roads. The day to day repeatability of the fade probabilities is shown to be usually better than about 20 percent. An experiment plan is presented for measurements using the Experimental Test Satellite-V's (ETS-V's) southern beam. These measurements will be made in Australia in collaboration with Australia's National Satellite System (AUSSAT) during the July/August 1988 time-frame.

    Description: The results are presented for an investigation of ground antenna pointing errors which are caused by fluctuations of the receiver AGC signal due to thermal noise and a spinning spacecraft. Transient responses and steady-state errors and losses are estimated using models of the digital Conscan (conical scan) loop, the FFT, and antenna characteristics. Simulation results are given for the on-going Voyager mission and for the upcoming Galileo mission, which includes a spinning spacecraft. The simulation predicts a 1 sigma pointing error of 0.5 to 2.0 mdeg for Voyager, assuming an AGC loop SNR of 35 to 30 dB with a scan period varying from 128 to 32 sec, respectively. This prediction is in agreement with the DSS 14 antenna Conscan performance of 1.7 mdeg for 32 sec scans as reported in earlier studies. The simulation of Galileo predicts 1 mdeg error with a 128 sec scan and 4 mdeg with a 32 sec scan under similar AGC conditions.

    Description: A preliminary weather model is presented for optical propagation through the atmosphere. It can be used to compute the attenuation loss due to the atmosphere for desired link availability statistics. The quantitative results that can be obtained from this model provide good estimates for the atmospheric link budget necessary for the design of an optical communication system.     Description: For deep-space pulse-position modulation (PPM) optical communication links using Nd:YAG lasers, two types of laser transmitter modulation techniques are available for efficiently producing laser pulses over a broad range of repetition rates: Q-switching and cavity dumping. The desired modulation scheme is dependent on the required pulse repetition frequency and link parameters. These two techniques are discussed, theoretical and numerical calculations of the internal energy of the laser cavity in cavity dumping are described, and an example of cavity dumping is applied to a link for a proposed experiment package on Cassini.

    Description: Optical reception antennas used at a small Sun-Earth-probe angle (small solar elongation E) require sunshading to prevent intolerable scattering of light from the surface of the primary mirror. An integral sunshade consisting of hexagonal tubes aligned with the segmentation of a large mirror was proposed for use down to E = 12 degrees. For smaller angles, asterisk-shaped vanes inserted into the length of the hexagonal tubes would allow operation down to about 6 degrees with a fixed obscuration of 3.6 percent. Two alternative methods are investigated to extend the usefulness of the integral sunshade to smaller angles by adding either variable-area shutters to block the tube corners that admit off-axis sunlight or by inserting slats (partial vanes) down the full length of some tubes. Slats are effective for most operations down to 6 degrees, and obscure only 1.2 percent. For E between 10.75 and 12 degrees, shutters cause even less obscuration.

    Description: Optical reception antennas (telescopes) must be capable of receiving communications even when the deep-space laser source is located within a small angle of the Sun. Direst sunlight must not be allowed to shine on the primary reflector of an optical reception antenna, because too much light would be scattered into the signal detectors. A conventional sunshade that does not obstruct the antenna aperture would have to be about five times longer than its diameter in order to receive optical communications at a solar elongation of 12 degrees without interference. Such a long sunshade could not be accommodated within the dome of any existing large-aperture astronomical facility, and providing a new dome large enough would be prohibitively expensive. It is also desirable to reduce the amount of energy a space-based large-aperture optical reception facility would expend orienting a structure with such a sizable moment of inertia. Since a large aperture optical reception antenna will probably have a hexagonally segmented primary reflector, a sunshade consisting of hexagonal tubes can be mounted in alignment with the segmentation without producing any additional geometric obstruction. An analysis of the duration and recurrence of solar-conjunction communications outages (caused when a deep-space probe near an outer planet appears to be closer to the Sun than a given minimum solar elongation), and the design equations for the integral sunshade are appended.

    Description: A proposed conceptual design to increase the output power of an existing X-band radar transmitter used for planetary radar exploration from 365 kW to 1 MW CW is presented. The basic transmitter system requirements as dictated by the specifications for the radar are covered. The characteristics and expected performance of the high-power klystrons are considered, and the transmitter power amplifier system is described. Also included is the design of all of the associated high-power microwave components, the feed system, and the phase-stable exciter. The expected performance of the beam supply, heat exchanger, and monitor and control devices is also presented. Finally, an assessment of the state-of-the-art technology needed to meet system requirements is given and possible areas of difficulty are summarized.

    Description: Two-way coherent Doppler errors resulting from phase scintillations induced on the uplink by the solar corona are considered. It is shown that this error can be estimated by taking statistics on the differential Doppler measurements.     Description: The OLYMPUS and ACTS satellites both provide opportunities for 10 to 30 GHz propagation measurements. The spacecraft are sufficiently alike that OLYMPUS can be used to test some prototype ACTS equipment and experiments. Data are particularly needed on short term signal behavior and in support of uplink power control and adaptive forward error correction (FEC) techniques. The Virginia Tech Satellite Communications Group has proposed a set of OLYMPUS experiments including attenuation and fade rate measurements, data communications, uplink power control, rain scatter interference, and small-scale site diversity operation. A digital signal processing receiver for the OLYMPUS and ACTS beacon signals is being developed.

    Description: A medium-size Beacon Receiving System for reception and processing of the B1 (20 GHz) and B2 (30 GHz) beacons from Olympus has been developed. Integration of B1 and B2 receiving equipment into one system using one antenna and a common computer for control and data processing provides the advantages of a compact configuration and synchronization of the two receiver chains. Range for co-polar signal attenuation meaurement is about 30 dB for both beacons, increasing to 40 dB for B2 if the receivers are synchronized to B1. The accuracy is better than 0.5 dB. Cross-polarization discriminations of the order of 10 to 30 dB may be determined with an accuracy of 1 to 2 dB. A number of radiometers for complementary measurements of atmospheric attenuation of 13 to 30 GHz has also been constructed. A small multi-frequency system for operation around 22 GHz and 31 GHz is presently under development.

    Description: A Propagation Information Center is in the process of being established at the University of Colorado with connections to NAPEX and to the NASA program at Colodado University (CU) for Interdisciplinary Research in Telecommunications Policy and Technology Issues. The Propagation Information Center was conceived as a response to several items in the Science Review of the NASA Propagation Program carried out in September of 1986 by a distinguished panel of experts. The program for the Center is conceived as including archival aspects: a memory of past work by NAPEX members; accounts of relevant research activities around the world; papers published in pertinent areas of propagation; and pertinent propagation data files. Duties of the Center should include: exchanging information on future plans with research organizations around the world; scanning the literature for possible contributions; carrying out quick response studies requested by program management; conducting customer surveys of users; preparing a quarterly newsletter to help maintain communication amongst program participants; and assisting students and faculty who are working on policy issues for NASA in the propagation field.

    Description: A digital satellite beacon receiver is described which provides measurement information down to a carrier/noise density ratio approximately 15 dB below that required by a conventional (phase locked loop) design. When the beacon signal fades, accuracy degrades gracefully, and is restored immediately (without hysteresis) on signal recovery, even if the signal has faded into the noise. Benefits of the digital processing approach used include the minimization of operator adjustments, stability of the phase measuring circuits with time, repeatability between units, and compatibility with equipment not specifically designed for propagation measuring. The receiver has been developed for the European Olympus satellite which has continuous wave (CW) beacons at 12.5 and 29.7 GHz, and a switched polarization beacon at 19.8 GHz approximately, but the system can be reconfigured for CW and polarization-switched beacons at other frequencies.

    Description: In 1992, an Engineering Test Satellite VI is scheduled to be launched by an H-II rocket. The missions of ETS-VI are to establish basic technologies of inter-satellite communications using millimeter waves and optical beams and fix satellite communications using multibeam antenna on board the satellite. Several kinds of frequency bands will be used for the communications missions. However, these frequencies can be used for propagation experiments.
