    Description / Table of Contents: Coal is and will remain the world’s most abundant and widely distributed fossil fuel. Burning coal, however, can pollute and it produces carbon dioxide. Clean coal technologies address this problem. The widespread deployment of pollution-control equipment to reduce sulphur dioxide, Nox and dust emissions from industry is just one example which has brought cleaner air to many countries. Since the 1970s, various policy and regulatory measures have created a growing commercial market for these clean coal technologies, with the result that costs have fallen and performance has improved. More recently, the need to tackle rising CO2 emissions to address climate change means that clean coal technologies now extend to include those for CO2 capture and storage (CCS). This short report from the IEA Coal Industry Advisory Board (CIAB) presents industry’s considered recommendations on how to accelerate the development and deployment of this important group of new technologies and to grasp their very signifi cant potential to reduce emissions from coal use. It identifies an urgent need to make progress with demonstration projects and prove the potential of CCS through government-industry partnerships. Its commercialisation depends upon a clear legal and regulatory framework,public acceptance and market-based financial incentives. For the latter, the CIAB favours cap-and-trade systems, price supports and mandatory feed-in tariffs, as well as inclusion of CCS in the Kyoto Protocol’s Clean Development Mechanism to create demand in developing economies where coal use is growing most rapidly. This report offers a unique insight into the thinking of an industry that recognises both the threats and growing opportunities for coal in a carbonconstrained world.

Plus precisement, cette etude cherche a caracteriser l’influence des eaux souterraines sur la genese et la propagation des crues en surface dans les cas d’un bassin versant a forte composante karstique. Le site experimental du bassin versant du Coulazou, riviere temporaire qui traverse le massif karstique du Causse d’Aumelas a l’Ouest de Montpellier a ete retenu pour etudier de maniere approfondie les interactions entre les ecoulements de surface et les ecoulements souterrains en situation de crue. L’etude hydrodynamique de ce systeme karst/riviere s’appuie sur un dispositif experimental adapte a l’observation des phenomenes hydrologiques (pluie, ruissellement) et hydrogeologiques (piezometrie en forage et dans les drains karstiques, suivi hydrodynamique des exutoires du systeme) tres rapides et tres intenses. La dynamique de ces ecoulements est liee au contexte climatique Mediterraneen mais aussi aux structures de drainage en surface et en souterrain qui permettent un transfert et un transit tres rapide des eaux au sein du systeme karst/riviere. Une description hydrodynamique classique est completee par une approche fonctionnelle des echanges karst/riviere dans le but de mieux comprendre le fonctionnement hydrodynamique d’un tel systeme et de mettre en avant des indicateurs utilisables dans une demarche de modelisation des echanges surface/souterrain. Un premier modele est presente dans la derniere partie de ce document. ********** This work aims at assessing the flooding hazard. More precisely, the study focuses on the influence of groundwater on the genesis and propagation of surface flows in the case of a highly karstified watershed. The experimental site of the Coulazou River, a temporary River which crosses the karstified formation of the Causse d’Aumelas (western Montpellier) has been selected to study hydrodynamic interactions between surface flows and groundwater flows during flood. The hydrodynamic study of this karst/River system is based on a suitable experimental monitoring of both fast and intense hydrological (rain, runoff) and hydrogeological (water level in wells and karst drains, discharge measurements at the main outlets of the system) phenomenon. The specific hydrological response of this watershed is due to the Mediterranean climate but also to surface and underground drainage structures which allow very fast water flows within the karst/river system. A common hydrodynamic description is followed by a functional approach of karst/river exchanges in order (i) to better understand the hydrodynamic behaviour of such a system and (ii) to highlight some indicators that can be used in a modelling approach. A first conceptual model of surface water/groundwater exchanges in karst terranes is presented in the latter part of the manuscript.

    Description / Table of Contents: Minerals are intrinsically resistant to the processes that homogenize silicate liquids—their compositions thus yield an archive of volcanic and magmatic processes that are invisible at the whole rock scale. New experiments, and recent advances in micro-analytical techniques open a new realm of detail regarding the mineralogical record; this volume summarizes some of this progress. The alliance of the sub-fields reviewed in this volume bear upon fundamental issues of volcanology: At what depths are eruptions triggered, and over what time scales? Where and why do magmas coalesce before ascent? If magmas stagnate for thousands of years, what forces are responsible for initiating final ascent, or the degassing processes that accelerate upward motion? To the extent that we can answer these questions, we move towards formulating tests of mechanistic models of volcanic eruptions (e.g., Wilson, 1980; Slezin, 2003; Scandone et al., 2007), and hypotheses of the tectonic controls on magma transport (e.g., ten Brink and Brocher, 1987; Takada, 1994; Putirka and Busby, 2007). Our goal, in part, is to review how minerals can be used to understand volcanic systems and the processes that shape them; we also hope that this work will spur new and integrated studies of volcanic systems. Our review begins by tracing the origins of mineral grains, and methods to estimate pressures (P) and temperatures (T) of crystallization. Hammer shows how "dynamic" experiments (conducted with varying P or T) yield important insights into crystal growth. Chapters by Putirka, Anderson, and Blundy and Cashman review various igneous geothermometers and geobarometers and introduce new calibrations. Among these chapters are many familiar models involving olivine, amphibole, feldspar, pyroxene, and spinel. Blundy and Cashman introduce new methods based on phase equilibria, and in another chapter, Hansteen and Klügel review P estimation based on densities of entrapped fluids and appropriate equations of state. Rutherford's chapter returns to the issue of disequilibrium, with a review of methods to estimate magma ascent rates, and a summary of results. Our volume then moves to a review of melt inclusions. Kent shows how pre-mixed magma compositions can be preserved as inclusions, providing a window into pre-eruptive conditions. Métrich and Wallace review the volatile contents in basaltic melt inclusions and "magma degassing paths". Such methods rely upon vapor saturation pressures, which are derived from experimentally calibrated models. Chapters by Moore and Blundy and Cashman test two of the most important models, by Newman and Lowenstern (2002) (VolatileCalc) and Papale et al. (2006). Moore provides a guide to the appropriate use of these models, and their respective errors. The next four chapters document insights obtained from isotopic studies and diffusion profiles. Ramos and Tepley review developments of micro-analytical isotope measurements, which now have the potential to elucidate even the most cryptic of open system behaviors. Cooper and Reid examine the time scales for such processes through U-series age dating techniques, and Bindeman reviews oxygen isotopes and their uses as tracers of both magmas and crystals. Costa then reviews yet another means to estimate the rates of magmatic processes, using mineral diffusion profiles, with important implications for magma processing. In the next two chapters, Streck reviews an array of imaging methods and mineral textures, and their potential for disentangling mixed magmas, and Armienti takes a new look at the analysis of crystal size distributions (CSD), with applications to Mt. Etna. Our volume concludes with a chapter by Bachmann and Bergantz summarizing compositional zonations and a review of the thermal and compositional forces that drive open system behavior. Finally, descriptions of many of the most common analytical approaches are also reviewed within these chapters. Analytical topics include: secondary ion mass spectrometry (Blundy and Cashman; Kent); electron microprobe (Blundy and Cashman; Kent; Métrich and Wallace; laser ablation ICP-MS (Kent; Ramos and Tepley); Fourier transform infrared spectroscopy (Moore; Métrich and Wallace); microsampling and isotope mass spectrometry (Ramos and Tepley); U-series measurement techniques (Cooper and Reid); Nomarski differential interference contrasts (Streck); micro-Raman spectroscopy (Métrich and Wallace); back-scattered electron microscopy, and cathodoluminescence (Blundy and Cashman). As noted, our hope is that integrated studies can bring us closer to understanding how volcanic systems evolve and why eruptions occur. Our primary goal is to review how minerals can be used to understand volcanic systems; we also hope that this review might spur new and integrated studies of volcanic systems.

    Description / Table of Contents: Hydrogen may be the most abundant element in the universe, but in science and in nature oxygen has an importance that is disproportionate to its abundance. Human beings tend to take it for granted because it is all around us and we breathe it, but consider the fact that oxygen is so reactive that in a planetary setting it is largely unstable in its elemental state. Were it not for the constant activity of photosynthetic plants and a minor amount of photo dissociation in the upper atmosphere, we would not have an oxygen-bearing atmosphere and we would not be here. Equally, the most important compound of oxygen is water, without which life (in the sense that we know it) could not exist. The role of water in virtually all geologic processes is profound, from formation of ore deposits to igneous petrogenesis to metamorphism to erosion and sedimentation. In planetary science, oxygen has a dual importance. First and foremost is its critical role in so many fundamental Solar System processes. The very nature of the terrestrial planets in our own Solar System would be much different had the oxygen to carbon ratio in the early solar nebula been somewhat lower than it was, because elements such as calcium and iron and titanium would have been locked up during condensation as carbides, sulfides and nitrides and even (in the case of silicon) partly as metals rather than silicates and oxides. Equally, the role of water ice in the evolution of our Solar System is important in the early accretion and growth of the giant planets and especially Jupiter, which exerted a major control over how most of the other planets formed. On a smaller scale, oxygen plays a critical role in the diverse kinds of physical evolution of large rocky planets, because the internal oxidation state strongly influences the formation and evolution of the core, mantle and crust of differentiated planets such as the Earth. Consider that basaltic volcanism may be a nearly universal phenomenon among the evolved terrestrial planets, yet there are basalts and basalts. The basalts of Earth (mostly), Earth's Moon, Vesta (as represented by the HED meteorites) and Mars are all broadly tholeiitic and yet very different from one another, and one of the primary differences is in their relative oxidation states (for that matter, consider the differences between tholeiitic and calc-alkaline magma series on Earth). But there is another way that oxygen has proven to be hugely important in planetary science, and that is as a critical scientific clue to processes and conditions and even sources of materials. Understanding the formation and evolution of our Solar System involves reconstructing processes and events that occurred more than 4.5 Ga ago, and for which the only contemporary examples are occurring hundreds of light years away. It is a detective story in which most of the clues come from the laboratory analysis of the products of those ancient processes and events, especially those that have been preserved nearly unchanged since their formation at the Solar System's birth: meteorites; comets; and interplanetary dust particles. For example, the oxidation state of diverse early Solar System materials ranges from highly oxidized (ferric iron) to so reducing that some silicon exists in the metallic state and refractory lithophile elements such as calcium exist occur in sulfides rather than in silicates or carbonates. These variations reflect highly different environments that existed in different places and at different times. Even more crucial has been the use of oxygen 3-isotope variations, which began almost accidentally in 1973 with an attempt to do oxygen isotope thermometry on high-temperature solar nebula grains (Ca-, Al-rich inclusions) but ended with the remarkable discovery (see Clayton 2008) of non-mass-dependent oxygen isotope variations in high-temperature materials from the earliest Solar System. The presolar nebula was found to be very heterogeneous in its isotopic composition, and virtually every different planet and asteroid for which we have samples has a unique oxygen-isotopic fingerprint.

    Description / Table of Contents: This report explores the effects of the EU emissions trading scheme on the aluminium sector (i.e. competitiveness loss and carbon leakage). With its very high electricity intensity, primary aluminium stands out in the heavy industry picture: a sector whose emissions are not capped in the present EU ETS, European aluminium smelters still stand to lose profit margins and, possibly, market shares, as electricity prices increase following CO2 caps on generators’ emissions - the famous pass-through of CO2 prices into electricity prices. The analysis includes a method of quantification of this issue, based on two indicators: profit margins and trade flows. As the EU is at the forefront of such policy, the paper provides policy messages to all countries on how trade exposed energy-intensive industries can be ‘moved’ by carbon constraint. This also is a contentious topic in Australia, Japan, New Zealand, and the US, where ambitious climate policies – including cap-and-trade systems – are currently debated.

    Description / Table of Contents: Climate change is a major challenge. Secure, reliable and affordable energy supplies are needed for economic growth, but increases in the associated carbon dioxide (CO2) emissions are the cause of major concern. About 69% of all CO2 emissions, and 60% of all greenhouse gas emissions, are energy-related. Recent IEA analysis in Energy Technology Perspectives 2008 (ETP) projects that the CO2 emissions attributable to the energy sector will increase by 130% by 2050 in the absence of new policies or supply constraints, largely as a result of increased fossil fuel usage. The 2007 Intergovernmental Panel on Climate Change (IPCC) 4th Assessment Report indicates that such a rise in emissions could lead to a temperature increase in the range of 4-7°C, with major impacts on the environment and human activity. It is widely agreed that a halving of energy-related CO2 emissions is needed by 2050 to limit the expected temperature increase to less than 3 degrees. To achieve this will take an energy technology revolution involving increased energy effi ciency, increased renewable energies and nuclear power, and the decarbonisation of power generation from fossil fuels. The only technology available to mitigate greenhouse gas (GHG) emissions from large-scale fossil fuel usage is CO2 capture and storage (CCS). The ETP scenarios demonstrate that CCS will need to contribute nearly one-fi fth of the necessary emissions reductions to reduce global GHG emissions by 50% by 2050 at a reasonable cost. CCS is therefore essential to the achievement of deep emission cuts. Most of the major world economies recognise this, and have CCS technology development programmes designed to achieve commercial deployment. In fact, at the 2008 Hokkaido Toyako summit, the G8 countries endorsed the IEA’s recommendation that 20 large-scale CCS demonstration projects need to be committed by 2010, with a view to beginning broad deployment by 2020. Ministers specifi cally asked for an assessment by the IEA in 2010 of the implementation of these recommendations, as well as an assessment of progress towards accelerated deployment and commercialisation. Current spending and activity levels are nowhere near enough to achieve these deployment goals. CCS technology demonstration has been held back for a number of reasons. In particular, CCS technology costs have increased signifi cantly in the last 5 years. In the absence of suitable fi nancial mechanisms to support CCS, including signifi cant public and private funding for nearterm demonstrations and longer-term integration of CCS into GHG regulatory and incentive schemes, high costs have precluded the initiation of large-scale CCS projects. The regulatory framework necessary to support CCS projects also needs to be further developed. Despite important progress, especially in relation to international marine protection treaties, no country has yet developed the comprehensive, detailed legal and regulatory framework that is necessary effectively to govern the use of CCS. CCS is also poorly understood by the general public. As a result, there is a general lack of public support for CCS as compared to several other GHG mitigation options. This report attempts to address some of these issues by collecting the best global information about the cost and performance of CO2 capture, transport and storage technologies throughout the CCS project chain. Chapters 1-4 contain this information, and use it to conduct a scenario analysis of the role of CCS in climate change mitigation. Chapter 5 discusses the fi nancial incentive mechanisms that governments can use to provide both short- and long-term incentives for CCS. This chapter also contains an expansion and update of the 2007 IEA publication Legal Aspects of CO2 Storage: Updates and Recommendations and examines the current state of public awareness and acceptance of the relevant technologies. Chapter 6 includes a review of the status of CCS policies, research and demonstration programmes, and CO2 storage prospects for several regions and countries. Chapter 7 concludes with a proposed CCS roadmap that includes the necessary technical, political, fi nancial and international collaboration activities to enable CCS to make the contribution it needs to make to global GHG mitigation in the coming decades.

    Description / Table of Contents: Awareness that many key aspects of public health are strongly influenced by climate is growing dramatically, driven by new research and experience and fears of climate change and the research needed to underpin policy developments in area is growing rapidly . This awareness has yet to translate into a practical use of climate knowledge by health policy-makers. Evidence based policy and practice is the mantra of the health sector. If climate scientists are to contribute effectively to health policy at local and global scales then careful empirical studies must be undertaken – focused on the needs of the public health policy and decision-makers. Results presented at the Wengen conference make clear that the science and art of integrating climate knowledge into the control of climate sensitive diseases on a year to year time frame as well as careful assessments of the potential impacts of climate change on health outcomes over longer time frames is advancing rapidly on many fronts. This includes advances in the empirical understanding of mechanisms, methodologies for modeling future impacts, new partnership developments between the health and climate community along with access to relevant data resources, and education and training. The Western Balkans – composed of Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo – is a complex region facing significant energy challenges. The conflicts over the break-up of the former Yugoslavia damaged much of the energy infrastructure and compounded the challenge of providing reliable energy supply. Electricity systems in many parts of the region remain fragile and in need of investment. A priority across the region is to put into place the institutions, infrastructure and policies that can support the provision of reliable, affordable and sustainable energy. For the Western Balkans as a whole, a key element of the reform effort is the Energy Community Treaty – a regulatory and market framework to which the entire region has now subscribed. This Treaty aims to create an integrated regional market for electricity and gas compatible with the European Union’s internal energy market. This Energy Policy Survey is the first comprehensive review of energy policies and strategies in the Western Balkan region, and also covers important cross-cutting topics such as co-operation and energy trade, oil and gas transportation, and the links between energy and poverty. It identifies and assesses the reforms that are still needed to deliver efficient, modernised energy systems that can assist economic development, address energy poverty and reduce the environmental impacts of energy use.

This report forms the first part of the response. It includes answers to policy makers’ questions about the potential economic, energy and environmental benefits of an increased policy commitment to CHP. A companion report will be produced later in 2008 to document best practice policy approaches that have been used to expand the use of CHP in a variety of countries.

    Description / Table of Contents: The aim of this paper is to describe and analyse current approaches to encourage energy efficiency in building codes for new buildings. Based on this analysis the paper enumerates policy recommendations for enhancing how energy efficiency is addressed in building codes and other policies for new buildings. This paper forms part of the IEA work for the G8 Gleneagles Plan of Action. These recommendations reflect the study of different policy options for increasing energy efficiency in new buildings and examination of other energy efficiency requirements in standards or building codes, such as energy efficiency requirements by major renovation or refurbishment. In many countries, energy efficiency of buildings falls under the jurisdiction of the federal states. Different standards cover different regions or climatic conditions and different types of buildings, such as residential or simple buildings, commercial buildings and more complicated high-rise buildings. There are many different building codes in the world and the intention of this paper is not to cover all codes on each level in all countries. Instead, the paper details different regions of the world and different ways of standards. In this paper we also evaluate good practices based on local traditions. This project does not seek to identify one best practice amongst the building codes and standards. Instead, different types of codes and different parts of the regulation have been illustrated together with examples on how they have been successfully addressed. To complement this discussion of efficiency standards, this study illustrates how energy efficiency can be improved through such initiatives as efficiency labelling or certification, very best practice buildings with extremely low- or no-energy consumption and other policies to raise buildings’ energy efficiency beyond minimum requirements. When referring to the energy saving potentials for buildings, this study uses the analysis of recent IEA publications, including the World Energy Outlook 2006 (WEO) and Energy Technology Perspective (ETP). Here, we based the estimates of potentials on the scenarios presented, in particular on the predictions of consumption in the residential and commercial sectors in the WEO 2006. Finally, this paper recommends policies which could be used to realise these large and feasible energy saving potentials in new buildings, and the use of building codes by renovation or refurbishment. The paper addresses as well experts as policy makers and interest groups with particular interest in energy efficiency in new buildings. Some parts might hence seem simplified and known for some experts, such as the discussions on barriers or the climatic impact on efficiency. Other parts might on the other hand seem a little technical for the policy oriented reader or for some interest groups. But there are large and compelling opportunities, this is recognised by many experts as well as there is a will to act by many policymakers and governments. But still too little happen because there are barriers and low understanding also in the institutional parts or little communications between different layers of the implementation process. The paper hence aims to bridge these gabs by addressing several different groups at the same time. So hopefully the reader will accept these inconveniences.

    Description / Table of Contents: Improvements in energy efficiency over the past three decades have played a key role in limiting global increases in energy use and CO2 emissions. For IEA countries, energy efficiency gains since 1990 have led to annual energy savings of more than 16 EJ in 2005 and 1.3 Gt of avoided CO2 emissions. However, the recent rate of efficiency improvement has been much lower than in the past. The good news is that a large potential remains for further energy and CO2 savings across all sectors. In industry alone, the application of proven technologies and best practices on a global scale could save between 1.9 Gt and 3.2 Gt of CO2 emissions per year. In public power generation, if all countries produced electricity at current best practice levels, CO2 savings would be between 1.8 Gt and 2.5 Gt.

    Description / Table of Contents: Seit dem späten Pliozän / frühen Pleistozän stellt der Rhein als einer der größten europäischen Flüsse das einzige Entwässerungssystem dar, welches die Alpen mit der Nordsee verbindet. Auf seinem Verlauf von den Alpen bis hin zum Ärmelkanal passiert er unterschiedliche geomorphologische und geologische Einheiten, von denen der Oberrheingraben die Hauptsedimentfalle bildet. Während die alpinen Vorlandbecken aufgrund der hohen Dynamik des Gesamtsystems nur ein geringes Erhaltungspotenzial hinsichtlich der Sedimentablagerung aufweisen, und das Ablagerungsgebiet unmittelbar an der Nordseeküste mehrfach signifikant durch pleistozäne Meeresspiegelschwankungen beeinflusst wurde, bietet die andauernde Subsidenz des Oberrheingrabens einmalige Bedingungen für die kontinuierliche Akkumulation von Sedimenten. Die beiden größten Sedimentfallen sind dabei das Geiswasser Becken im südlichen Teil sowie das Heidelberger Becken im Nordosten. Generell nimmt die mittlere Korngröße der im Oberrheingraben abgelagerten alpinen Sedimente von Süden nach Norden ab. Das Heidelberger Becken fungiert als distale Falle im Oberrheingraben für alpine Sedimente, die durch den Rhein Richtung Norden transportiert werden. Hier ist die kontinuierliche Ablagerung von Sedimenten weniger stark durch Diskontinuitäten gestört als im südlichen Teil des Rheingrabens. Daher stellt das Heidelberger Becken eine Schlüsselposition für das Verständnis der glazialen Entwicklung der Alpen seit dem späten Pliozän und darüber hinaus für einen Vergleich mit der glazialen Entwicklung Nordeuropas dar (ELLWANGER et al. 2005).

Deshalb hat sich auch ein eigenes Teilgebiet der Meteorologie, die Grenzschicht-Meteorologie, entwickelt. Dieses Buch stellt die wesentlichen Grundlagen dieser Disziplin zusammen und erläutert sie. Dabei stehen einerseits physikalische Gesetze der Hydrodynamik (z. B. der Turbulenz) und der Thermodynamik, andererseits die stark interdisziplinär ausgerichtete Mikrometeorologie bzw. Mikroklimatologie im Vordergrund des Interesses. Dieses Buch möchte Leser ansprechen, die an der Meteorologie und vor allem an der bodennahen Atmosphäre interessiert sind.
