    Description: The Finnish novelist Kaarlo (Kalle) Alvar Päätalo’s (1919–2000) main work, the Iijoki series, consists of 26 novels (comprising ca. 17 000 pages) and was written in 1971–1998. In this book the text corpus in Kielipankki concerning Päätalo’s works is introduced to the readers, as well as the possibilities of digital text mining. This book includes scientific articles concerning the works of Kalle Päätalo. It also gives ideas for the research that can be carried out in the future. The authors of this book are researchers in the fields of history, linguistics and literature, respectively. The research results presented in this book speak for the fact that the Iijoki series is a significant source material for future research, for example from the point of view of oral history, language variation, metalanguage, swearing and the reader’s reception. The possibilities for future research seem to be quite plentiful.

    Description: In this book [titled Home, welfare work and vulnerability] the authors take the reader on welfare workers’ home visits to clients in need of support in their living. Welfare workers refer to professionals in health and social care who in the book are represented among others by social workers, social care workers and nurses. The main concepts of the book are home, welfare work and vulnerability and these are contemplated from different angles. Welfare work entails encountering people who are in vulnerable situations in the midst of their everyday lives. They may need support in coping with their mental health, with physical illnesses, with the challenges of achieving sobriety and recovery or perhaps with the difficulties accompanying old age. On the one hand their ability to act is limited and weak but on the other they have many kinds of strengths and resources. The book addresses a significant turning point in welfare services and work at which the objective is defined as the right of every individual to their own home and making living at home feasible for as long as possible. In the last fifty years or so many societal factors have made possible the dismantling of institutions, the reduction of places and the shortening of stays in institutions, the further development of care in the community, the construction of small residential and care facilities and most recently the further development of services to be taken into people’s homes. The last stage of this dismantling of institutions is referred to in the book as the “home turn”. As a societal change the home turn is complex – and that is how it is approached in the book. When one’s own home is the main place in which welfare policy and work are implemented, it is important to scrutinize more closely what actually occurs there and what special issues are connected to this given context. The book offers a timely point of view on the development of welfare services and the grass-root level welfare work done in the homes. It draws on interaction research based on ethnomethodology and human geography. Research data consist of recordings of home visits, researcher’s field diaries and interviews with clients and workers. The work includes both chapters providing conceptual and theoretical overviews and empirical research on the encounters between client and worker(s) on home visits. Welfare work accomplished in people’s homes entails many tensions and ethical issues which are analysed in the book and made visible through the means of research.

    Description: This edited volume discusses multiple job holding as part of Finnish working life. The articles in this book examine this little researched phenomenon through a wide range of empirical data. Based on Statistics Finland's register data, different ways of combining jobs are classified. Interview material sheds light on the conditions for holding multible jobs. A new perspective is provided by the chaos theory of careers. According to the results of the study, very different paths lead to becoming a multiple job holder. The combination of jobs is influenced by the life path and interests of the individual, as well as by constraints and opportunities available. Motives can also be linked to professional networks, decisions made by immediate family, coincidences or whims. This book helps to understand the diversity of ways of working. At the same time, it illustrates the challenges faced by those who work multiple jobs as they try to operate within simpler models and categorisations of labour. It is essential reading for anyone interested in the changing nature of work, especially researchers, students and policy-makers.

    Description: The volume is a comprehensive handbook of oral history and memory studies in Finland. The Finnish research field has originally emerged at the collaborative intersection of history, folklore studies, and ethnology. Since then, this field has developed into vibrant multi- and cross-disciplinary arena characterized by a strong focus on methodological issues related to memory in culture and theoretical engagement with studies on narration and processes of remembering. The chapters of the book explore the perspectives on the production of memory-based knowledge in oral history interviews and collection campaigns of written reminiscences. Moreover, the book introduces versatile methodological approaches to the study of memory and memories, ranging from narrative to corpus analysis, and investigates the multiple media of remembrance from documentary film to museum exhibition. The chapters of the book also engage the field’s disciplinary position and interrogate the potentials and challenges related to the application of the methods of oral history research and the use of memory-based knowledge beyond academia in political, societal, and community-based projects.

    Description: De Friese adel van de late middeleeuwen opereerde in een niet-feodaal gebied dat lange tijd geen landsheer kende. Hadden de leden, hoofdelingen genaamd, zich uit de boerenstand omhooggewerkt of vormden ze vanouds een gesloten stand? Hoe zat het met hun vermogen? Dit boek zoomt in op Rienck Hemmema en zijn vrouw Ath Roorda. Zij exploiteerden in de jaren 1569-1573 een boerderij in Hitzum onder Franeker. Uit Riencks Rekenboeck blijkt dat hij geen eigenerfde boer was, maar een edelman met een royale levensstijl en meer inkomsten dan uit die ene boerderij. Een ruimtelijke reconstructie van zijn bezit en dat van zijn voorgeslacht toont hoe agrarisch kapitaal per generatie werd gevormd en overgedragen. Dit beeld wordt getoetst aan een Quote 200 uit 1513 en huwelijksakten uit 1450-1550. Een belangrijke conclusie is dat de Friese adel getalsmatig omvangrijk was, met veel families die leefden van twee of drie boerderijen. De figuur van de edelman-boer kwam dus vaak voor.

Educating young people to become informed and empowered EU citizens requires a strategy of active learning to prepare them for civic responsibility and democratic participation.     Description: As a result of society’s increasing digitisation, the police have ever more opportunities to collect, investigate and combine huge amounts of personal data using advanced technology. Examples are provided from recent cases where police have gained access to millions of encrypted messages from various servers, including Ennetcom, EncroChat and Sky Global. However, the current legal framework is, as yet, ill-equipped to deal with this new reality. Partly for this reason, legislators are facing new questions about how the (further) processing of data in detection should be regulated by law. Commissioned by the WODC, this study examines the legal safeguards in criminal justice data collection in relation to the legal safeguards governing the processing of these data. The Code of Criminal Procedure mainly focuses on the collection of data and to a much lesser extent on its further use, but this may involve a (fresh) invasion of citizens’ privacy. The Police Data Act contains some provisions to data processing, but the relationship with the Dutch Code of Criminal Procedure is not entirely clear. This study identifies the requirements and safeguards under European law for the processing of data for criminal justice purposes. Further inspiration is drawn from experience with the Intelligence and Security Services Act 2017 in which powers of collection and (further) processing are regulated in a single law. Finally, it explores how, in several countries (Germany, Belgium and Norway), the requirements arising from European law have been translated into legal regulations and how these regulations are designed. This study provides tools that legislators can use to reconsider the methods of standardisation and legal regulation design to better protect citizens' privacy. The recommendations thus focus on strengthening the legal framework on data processing and its supervision by creating an explicit legal framework in the Code of Criminal Procedure and establishing an independent supervisor focused on the processing of personal data by investigative authorities.

Beyond Flanders and the Netherlands, there are 200 universities and colleges worldwide where over 15.000 students study Dutch as a language, investigate the language or are being educated to become an interpreter or a translator. Right now, the greatest Dutch university departments are not even situated in the Netherlands or in Flanders. Those departments represent the Dutch culture abroad. For over fifty years the International Association for Dutch studies (IVN) has been serving the interests of international Dutch scholars who educate students, do research, give lectures, make dictionaries, write literary histories and organize congresses. This book describes the exciting history of IVN.

    Description: Yearbook for Dutch Book History, Volume 29/2022 Education and Pedagogy The Yearbook for Dutch Book History publishes articles in the Dutch and English language on all aspects of the book history of the Low Countries. The central theme of Volume 29 (2022) of the Yearbook is ‘Education and Pedagogy’. Contributions to the volume encompass a broad scope. The seventeenth and eighteenth centuries are discussed from the perspectives of Catholic and Protestant schoolbooks, and their roles in contemporary theological disputes, as well as the manner in which the Disaster Year (1672) was canonised in the Nieuwe Spiegel der Jeugd (New Mirror of Youth), which was repeatedly in print between 1674 and 1780. Later periods are treated by contributions detailing handbooks for artists in the nineteenth century and the illustrations of Cornelis Jetses in Bremer schoolbooks. Knowledge and illustrations of the clitoris stand at the heart of a contribution on biological education. The section of thematic articles is concluded by an interview with two publishers of schoolbooks who detail contemporary developments in the schoolbook market. Unrelated to the annual theme, the Yearbook also contains contributions on the printer Peter van Selow and his supposed Dutch background, the survival of editions of the Reformed Liturgy in the later sixteenth and early seventeenth centuries, and an article on so-called Neusboekjes (Nose-books), short comical works from the seventeenth and eighteenth century with pronounced satirical insights into Dutch politics and social norms.

    Description: Nothing exceptional happened in front of the youth association building in Kalajoki on 9 September 1953. There was a minor confrontation between regional police forces and local youth, but hundreds of similar events happened in small municipalities across Finland. The event took about ten minutes, nobody was seriously hurt, and collective feelings quickly calmed down. However, after extensive investigations, the regional prosecutor thought otherwise and prosecuted half a dozen local men for rebellion against the state in January 1954. The district court agreed. The municipality was shocked, and the Finnish society was taken by surprise. The case ended up in Supreme Court. This book analyses why and how the last rebellion in the history of Finland occurred in a tiny municipality on the west coast of Finland. The analysis is based on historical microsociology that integrates the insights of microhistory and microsociology into event structure analysis and collective memory studies.

    Description: Matti Kurikka (1863–1915) is a multi-dimensional and controversial character in Finnish history. He was a playwright, a journalist, a socialist, and a theosophist, as well as a speaker for sexual emancipation and women's rights. Kurikka was born in Ingria, and his activities spanned not only Finland, but also Australia and North America, in both of which he led utopian communities. This biographical study explores Kurikka as a literary and political figure and a builder of utopias, whose life opens fascinating views on the societal and cultural currents of the late nineteenth and early twentieth centuries. The book critically re-evaluates earlier research on Kurikka and highlights forgotten phases of his life by using new source materials found in three continents. The sources include digitized newspapers and periodicals, Kurikka's plays and non-fictional books, oral history, and political cartoons.

    Description: An image in technicolor. Fifty years of wars in Vietnam 1940-1990 gives a broad and innovative interpretation of the history of Vietnam between 1940 and 1990. Black and white characterisations, one-sided interpretations and prevailing myths are debunked. Instead, a nuanced and multifaceted picture is given in which the United States is less prominent. History is not only written by the victors and, in this case too, the history of Vietnam during this period cannot be attributed solely to Ho Chi Minh and the success of the Communists in 1975. The internal losers, that is, the other political movements and their leaders, must also be given a crucial place in Vietnam’s history. For example, the civil wars that took place between 1940 and 1990 played an unmistakable role. The older, idealised image of North Vietnam is inaccurate. This country was a dictatorial and oppressive police state. After 1954, the North Vietnamese leaders were embroiled in a fierce power struggle and were largely responsible for the war in South Vietnam. The answer to the question of who the legitimate representatives of the Vietnamese nation were also requires a more balanced judgment of non-Communist politicians, such as Bao Dai, Ngo Dinh Diem and Nguyen Van Thieu. As for the role of international players, initially, it was the Cold War that determined the United States’ interference; later, it was American credibility. In the end, it was the support from China and the Soviet Union that was the deciding factor for North Vietnam’s victory. Important new perspectives are given on the role of minorities, the meaning of ‘a third way’, the devastating effects of the strategy, the role of women and girls, and the mental and cultural aspects of the wars.

    Description: Finnish psychiatric practice has been heavily based on institutionalization, and mental hospitals have played important cultural and historical roles in Finland. Our multidisciplinary research focuses on the bodily, spatial, affective, and multisensory aspects of the memories of patients, relatives, staff, and their children. The memories were collected and archived in the Finnish Literature Society in 2014–2015. These 92 written pieces cover the period from the 1930s to the 2010s. They reflect significant changes in Finnish psychiatry and provide crucial insights into the various meanings of mental hospitals in people’s lives, and the social and cultural forces that shape attitudes to and ideas about mental health problems, psychiatric care, and service users today. Drawing on our backgrounds in history, artistic research, and visual, cultural and literary studies, we provide new ways of reading and interpreting the memories and experiences in psychiatry. The study discusses memory, mental hospitals as lived spaces, the history of Finnish psychiatry and the relation between the memories of the different groups of writers. The chapters approach memories from the perspectives of affects and atmospheres, violence and abuse, everyday life at the hospital in the 1930s, feelings of fear and safety in the memories of the children of the staff, and the historically and culturally contingent tensions between hospitals and homes.

    Description: Finnish Lapland is a historical borderland of Finnish and Sámi cultures. Such a region offers various social-political identifications for people to choose: people may see it possible to identify as Finnish, Laplanders, Lappish or Sámi, for instance. However, the choices have social and political limits, and some identifications are more contested than others. The book examines the processes of identifications in the middle parts of Lapland, just south of the region defined as Sámi homeland in Finland. While the study reveals differences and nuances in people’s thinking, it also shows that there is a recognizable sense of shared cultural specifity around the region. Lapland is conceptualized as an extraordinary place with unusual nature and history, characterized by particular livelihoods (such as reindeer herding) and lively cultural interaction. The book concludes that while Lapland is extraordinary as a historical dwelling region of indigenous Sámi, it may be politically significant to recognize it as a unique borderland of cultures with features of its own.

    Description: This article investigates ‘nose books’ (neusboekjes) and their social functions in the Early Modern Low Countries. Nose books are short literary texts written in the form of joyful ordinances that can be found in bound volumes (Sammelbände). These volumes contain a number of separately printed works, such as almanacs, prognostications and popular texts, which were subsequently bound together. Unlike previous studies, which have largely considered nose books as purely entertaining, this article demonstrates that nose books were initially sold as a form of political satire. As such, they encouraged societal engagement. However, over the course of the eighteenth century, the political undertone of nose books was no longer part of people’s reading experiences. These later readers appreciated the parody of the official ordinance instead.

    Description: Narrative After Postmodernism takes a critical and practical look at the cultural theories of what comes after postmodernism or the postmodern. Alongside contemporary literary authors, the anthology studies diverse contemporary textual phenomena from TV shows to online fan theories and survivalist blogs. The essays compiled in this anthology tentatively apply the theories of the post-postmodern to contemporary texts to see how they might open up for analysis within their new theoretical frameworks or challenge them.The introduction, co-written by all the authors of this volume, introduces the most influential theories of post-postmodernism and contextualizes them within broader intellectual trends of the early 21st Century. The three essays comprising the first part of the volume discuss some of the theories of the postmodern in relation to contemporary works that seem to challenge them. Yet they also strive to clarify and sharpen some of the ideas proposed in the theories of the post-postmodern.The second part of the volume aims to show that it is not only the contemporary texts that move beyond the postmodern – the ways of reading literature and interpreting artworks in different media are also changing. The essays in the second part of the volume inquire about the effects of the contemporary literary culture on the methods of interpretation and ways of reading.

    Description: Contrary to the secularism thesis of the 20th century, religion did not disappear from the Western experience. Rather, religiosity took on new forms, which emphasized individuality, experientiality, and corporeality, and highlighted lifestyle consumption. These new spiritualities came to be understood as the opposite of religiosity: people identified themselves as being not religious, but spiritual. The book examines new spiritualities as a concept, a phenomenon, and a subject of research. It introduces the history of the concept and the different past approaches in the research field, and discusses the diversity of the phenomenon of new spiritualities, especially in 21st century Finland, through various case studies. The book shows the multiple ways in which new spiritualities intertwine with different sectors of the society and blur spirituality’s boundary with religion, health care, art, and popular culture, for example. The book is the first book-length presentation in Finnish of the field of new spiritualities.

    Description: Sofi Oksanen is the most visible and widely discussed Finnish author of the 21st century, yet her novels have gained less attention than her public performances. This study shifts the focus from the author’s persona to her literary art, proposing to read Oksanen’s fiction from the methodological viewpoint of the rhetorical theory of narrative. Accordingly, Oksanen’s six novels published to date – Stalinin lehmät, Baby Jane, Puhdistus, Kun kyyhkyset katosivat, Norma, and Koirapuisto – are considered as examples of authorial rhetoric and ethics, as narrative and textual constructions, and as affective readerly experiences. Instead of only following the rhetorical theory’s emphasis on character, plot, and progression, however, the study develops a new kind of narrative rhetoric, which also pays attention to language and politics. In the study, Sofi Oksanen emerges as a feminist narrative artist, who employs fiction as a serious rhetorical resource in order to say something worthwhile about the past history as well as the contemporary world.

    Description: Human lives are crucially shaped by encounters of otherness – or, rather, various othernesses. This book explores the ethical challenge of developing an appropriate and respectful relation to other human beings by analyzing a number of historical and cultural cases of relating to the other. The topics range from barbarism, racist stereotypes, female rhetoric, and vampires to philosophical analyses of Finnish writers like Eino Leino and Väinö Linna, and from lyrical depictions of pain to an “antitheodicist” reflection on Primo Levi’s Holocaust writing. A chapter on what it means to take a critical distance to other human beings in the context of the covid-19 pandemic concludes the volume.     Description: On 17 August 1945, two days after the Japanese surrender that also brought an end to the Second World War in Asia, Indonesia declared its independence. The declaration was not recognized by the Netherlands, which resorted to force in its attempt to take control of the inevitable process of decolonization. This led to four years of difficult negotiations and bitter warfare. In 2005, the Dutch government declared that the Netherlands should never have waged the war. The government’s 1969 position on the violence used by the Dutch armed forces during the war remained unchanged, however: although there had been ‘excesses’, on the whole the armed forces had behaved ‘correctly’. As the indications of Dutch extreme violence mounted, this official position proved increasingly difficult to maintain. In 2016, the Dutch government therefore decided to fund a broad study on the dynamics of the violence. The most important conclusions of that research programme are summarized in this book. The authors show that the Dutch armed forces used extreme violence on a structural basis, and that this was concealed both at the time and for many years after the war by the Dutch government and by society more broadly. All of this – like the entire colonial history – is at odds with the rose-tinted self-image of the Netherlands.

    Description: This study explores the narration of existential feelings, or feelings of being in the world, in post-war Finnish prose fiction. The book presents five case studies which address modern individuals’ struggles in boundary situations of their lives. Rigorous readings of the works of Kerttu-Kaarina Suosalmi, Lassi Nummi, Marko Tapio, Tyyne Saastamoinen and Eeva-Liisa Manner all show the influence of French existentialism and its predecessors on post-war Finnish modernism for the first time in literary studies. The outsider figures and their experiences of the absurd, which have enticed the cultural imagination since ancient cults and the Book of Job, connect to the atmosphere of shared melancholy in post-war Finnish culture and society. The study participates in the rich contemporary debates on the effects of literature by focusing on less-discussed aspects of bodily feeling, affect, emotion and mood in late Finnish modernism. The book’s methodological contribution to narrative theory is that it combines a phenomenological analysis of reading with a rhetorical theory of narrative and politically informed, multidisciplinary emotion studies. The five case studies show how modernist outsider prose fiction in Finland resorts to irony, metafiction, allegory and the imaginative to generate ethically challenging narrative tension and an ambivalence of negative and positive emotion in readers. The opposing impulses of the aesthetic response produce an openness of interpretation. This openness provides us with the possibility of a more complex cultural understanding of emotion and ethics in the lives of strangers within literature and outside it.

    Description: Valco (1976–1980) was a state-owned company that manufactured cathode ray tubes for the television industry. The company’s scandalous failure has been widely identified as one of the largest investment errors in Finland’s economic history. This book is the first in-depth study of the roots, events, and consequences of that project. This study analyses Valco from a microhistorical perspective, looking at the numerous factors that led to its failure, from the company’s founding process to investigations after its demise. These events are linked to broader phenomena in economic and business history, such as the changing economic policy of the government and the emergence of global supply chains in the electronics industry. Valco is a significant single case with a concrete impact on Finland’s economic history. First, it changed the general perception of state-owned companies and, because of this, also more general perceptions of the role of the state in the economy. As a result, the initiative to develop the electronics industry was transferred to private companies such as Nokia. Second, Valco’s case revealed the problems of state ownership of companies in a very concrete way. Due to Valco’s failure, the objectives of state ownership were clarified, and the corporate governance system was modernised. In this way, Valco is linked to the modernization of Finnish state capitalism from the 1970s onwards.

    Description: Giving in the Netherlands provides the macro-economic estimates of philanthropy by households, bequests, foundations, corporations and lotteries. The Center for Philanthropic Studies at Vrije Universiteit Amsterdam has conducted the research since 1995. This is the 13th edition, about giving in the year 2020. Giving in the Netherlands 2022 answers the following questions: How generous are the Dutch in their charitable giving? Who gives to which charitable causes? How has giving behavior developed over the past 25 years? In Giving in the Netherlands, we do not only examine financial contributions, but also volunteer service. Giving in the Netherlands contributes to the visibility of the philanthropic sector in the Netherlands. This is important to legitimize an independent and rapidly growing sector. In 2020, the Netherlands gave € 5.6 billion ($ 5.6 billion, £ 4.9 billion) which equals 0.7% of GDP. As a proportion of GDP, the Netherlands gave slightly less in 2020 than in 2018. In addition, 44% of the population was engaged in volunteer work. Corporations and households give most. Together, corporations and households are responsible for almost 80% of all philanthropy in the Netherlands. While, every source has a favorite charitable cause, health received the most in 2020.

    Description: The book focuses on intangible and tangible heritage, language and vernacular religion of the Ingrians, Setos and Votes, three Finnic ethnic minorities sharing a long-standing identification with the Russian Orthodox faith. Written by 16 authors, the chapters are mainly based on nineteenth- and twentieth-century materials. The research history and collecting of folklore are also discussed.The historical area of the Ingrians and Votes is located in Ingria, adjacent to St. Petersburg, while the Setos have inhabited both sides of the border of southern Estonia and Russia. All three groups live on the borderline of the Eastern and Western Churches and cultural realms.Currently, the Ingrian and Votic languages are extremely endangered, while the Seto language has approximately 12,000 speakers. There is a high local interest in the maintenance and revitalisation of all three languages and cultural traditions.

    Description: The concept of empowerment is hard to miss in the field of social work, (health)care and welfare. Here, empowerment seems to stand for the autonomy and competence of the individual, who learns to make a positive contribution to society. In this book, Richard de Brabander traces the evolution of the notion of empowerment: whereas its roots can be found in the civil rights movement and its fight against oppression and injustice, nowadays the term is mostly used in strategies to make people adapt to dominant norms. While it should motivate us to resist patterns of exclusion and to create new ways of living, today that meaning seems to have turned into its opposite.

    Description: In the spring of 2019, 3355 Dutch students in group 6 of primary education from 112 schools participated in eTIMSS-2019. TIMSS stands for Trends in International Mathematics and Science Study and measures worldwide developments in knowledge and skills in science and in attitudes of students who have completed four or eight years of formal education. The 'e' of eTIMSS refers to the digital administration of the test. In the Netherlands, group 6 students took the 2019 TIMSS test on a tablet. The students have been tested in mathematics and science (biology, physics and chemistry and physical geography). The present report reports on the outcomes of TIMSS-2019 in the Netherlands. The remainder of this chapter describes the structure of TIMSS-2019.

A Miracle of St Martin – Utrecht a Happy City tells the story of Utrecht and St Martin. At the occasion of Utrecht’s 900th anniversary as a free city, the book elucidates how the bond between Utrecht and its patron saint since the early Middle Ages inspired people to contribute to a happy city. The book is designed as a diptych, focusing first on St Martin’s Utrecht patronage around the year 900, when the settlement built within the walls of the former Roman castellum endured difficult times due to political and climatological troubles. Bishop Radbod (899/900-917) calls upon his fellow citizens to cultivate the commemoration of St Martin and to appeal to the saintly figure in times of hardship. The book includes a translation of Radbod’s Miracle Story of St Martin and unravels the secrets of his Gregorian office for the summer feast of St Martin’s Translation on July 4th. The second part of the book focuses on St Martin’s role in the multicultural twenty-first-century city of Utrecht. The popular St Martin’s Parade establishes a new celebration of the saint with music, street art and a parade of lights. Reflecting on this newly (re-)invented tradition we discover St Martin anew as a symbolic figure representing values of the inclusive city in past and present. The book is lavishly illustrated with images of St Martin and his cult in medieval and modern-day Utrecht.

    Description: The great change in European relations with Russia took place in 1478 when Muscovy replaced the trading Republic of Novgorod as a neighbor of Sweden, Livonia and Lithuania. Western Europe was since that year bordering to a bellicose great power with large resources causing dread. The feelings of dread caused by Russia with Czars like Ivan the Terrible became a standing theme in printed matter as well as politics and the image of Russia became very much similar to the image of Turkey, which threatened Europe from South-East. Various, usually rather negative, stereotype expressions characterized the vocabulary of the 16th century. The Peace of Stolbova in 1617 started a period of successive change. The era of Sweden as a Great Power led to growing knowledge about Russia in almost every respect, but it was still based on the already accepted stereotypes. They started, however, typically to seem more diluted and thin with time. The image of Russia as a threat was to a growing extent replaced by an image of a possibility. The perhaps most remarkable but rather unoriginal printed Swedish description of Russia of the era was Regni Muschovotici Sciographia, published by Petrus Petrejus. At the final stage of Sweden’s era as a great power there was a substantial widening but also polarization of the information on Russia. The Russian reform process during Tsar Peter I also began to influence the minds after the turn of the century in 1700. One of the principal describers of this process was Lars Johan Malm (Ehrenmalm), whose large manuscript about the power of the Russian Empire of that time, Några Anmärkningar Angående det Ryska Rijkets Nuvarande Macht from 1714, never reached the printers due to intervention from censors.

    Description: This edited book is the third in a series of yearbooks that introduces the principles and applicability of the method of empathy-based stories. The book presents ten empirical studies which all use this method as a tool for data collection. In addition, the work examines the reliability of the method of empathy-based stories as a method and as part of qualitative research. The research articles in the book provide a current overview of the change in different work and operating environments. These environments include various educational institutions from elementary school to universities, social media, and human resource management. Studies examine the social inclusion, participation and agency of pupils, students, young people, and professionals, as well as the professional and ethical challenges of those working in new environments. The method of empathy-based stories is used to observe, for example, university students’ interpretations of involvement in the curriculum process, pupils' views on co-teaching, different forms of agency of young people who experience sexual harassment online, and the subjectivity of recruiters and the reasons for recruitment choices. Methodologically, the book focuses on the reliability of the method of empathy-based stories and considers the characteristics of the method among qualitative research methods. Reflecting on the research articles, the work discusses what kind of requirements and challenges the method poses for both the researcher and the respondents. The book provides guidelines for evaluating the reliability of the method of empathy-based stories, while participating also in a general discussion of the reliability, potential, and limitations of qualitative research. The book indicates how the method of empathy-based stories can be applied to a wide variety of research in different contexts. The strength of the method is its ability to utilize the respondents' imagination, thus providing the researchers with opportunities to find new perspectives and invent propositions. The book also provides practical examples of how the method can be used in research.

    Description: This collection of articles sheds light on the role of human language in interspecies interaction. The book shows that language is not necessarily what separates us from other creatures. It can also be seen as yet another dimension of human existence that is deeply rooted in our shared history and everyday life with other living beings. This volume contains six individual research articles, two short reviews, an opening introduction to the themes of the book, and an extensive, theoretical closing chapter. The studies draw on methodologies and theoretical approaches including conversation analysis and a cognitive, usage-based approach to grammatical constructions. The book further explores the interfaces of linguistics, biosemiotics, and posthumanism. The studies show how linguistic and interactional approaches can contribute to our understanding of how human and non-human animals communicate with each other during embodied activities, how human language users make sense of interspecies encounters in speaking to or about animals, and how human language is thereby impregnated by the presence of other species. The individual research articles study, e.g., interaction with co-present animals, dialectal cow calls, parliamentary speeches, narratives of nature observation, and historical laws.

    Description: The present article is the result of the ongoing research of the project ‘The Dynamics of the Classical Reformed Liturgy in the Netherlands: Its Texts and their History’. This Liturgy is recorded in numerous psalm books and Bibles. The question arises how many editions of the Liturgy have not been preserved, or which are not known in publicly accessible collections. To this end, the article analyses a list of forty editions of the Liturgy from the period 1566-1634 that the theologian Gisbertus Voetius included in 1641 in a book entitled Catechisatie Over den Catechismus der Remonstranten. The article examines in particular the extent to which a tried and tested statistical analysis can be helpful in determining the value of this list. The article concludes that the data provided by Voetius not only provides information about a number of specific lost books, but, taking into account a number of uncertain factors, also offers an indication of the probable total number of editions containing the Liturgy that were originally published and are now untraceable.

However, with the question of exactly how they arrive at their insights and account for them, they are entering less familiar territory. Important questions they ask themselves are: How do I collect case law? Which statements do I select or not select for analysis? How do I expose a pattern? How reliable are the insights found? What exactly is their relevance and meaning? And how can software, artificial intelligence or other data science techniques help with this? Methods of systematic case law analysis addresses these and other questions that arise when conducting large-scale case law research. With the increasing digital availability of justice, this research is increasingly attractive. At the same time, this development justifies increased attention to the methodological justification of case law analysis. In this book, the authors outline some important methodological lessons for doing this type of legal research based on their experiences with systematic case law analysis. This makes the book important for students, PhD students and more experienced lawyers in science and practice.

    Description: The research reported in this publication concerns the second sub-study of the project Administrative Power and the Effect of Professionalisation Incentives in Secondary Education. This sub-study focuses on the various incentives that the Ministry of Education, Culture and Science and organisations affiliated with OCW (for instance NRO, the Inspectorate and DUO, VO-raad, the Education Council and collective agreements) give to various actor groups in education. The aim is to maintain and improve the professional competencies of those actor groups. Incentives' is another word for professionalisation policy instruments (PBIs) and these can be categorised as PBIs arising from legislation or regulations, PBIs of a financial nature and PBIs intended to entice professionalisation activities through communication. For each PBI aimed at secondary education, the actor(s) targeted and the nature of the incentive were identified. For comparison with secondary education, this has also been done for PBIs in PO and MBO. To gain more insight into the familiarity, use, effectiveness and possible side effects, experts were interviewed and asked to fill in a digital questionnaire. Finally, a focus group meeting was held to discuss our findings in more detail on the basis of various propositions.
    Description: Het onderzoek brengt de stand van zaken met betrekking tot bestuurlijk vermogen en professionalisering in het voortgezet onderwijs in kaart. We doen dat door verschillende opeenvolgende deelstudies. We gaan door secundaire analyses na in hoeverre besturen voor voortgezet onderwijs van elkaar verschillen in gerealiseerde onderwijskwaliteit. Door literatuurstudie en interviews met deskundigen schetsen we vervolgens welke professionaliseringprikkels in het voortgezet onderwijs voorkomen en waar ze toe leiden. De kern van ons onderzoek bestaat uit een combinatie van een surveyonderzoek met (verkennende en verdiepende) casestudies. We onderzoeken in hoeverre besturen beschikken over bestuurlijk vermogen, hoe ze reageren op externe professionaliseringsprikkels en hoe ze interne professionalisering vormgeven. We analyseren de relaties tussen bestuurlijk vermogen, professionalisering en onderwijskwaliteit en gaan de invloed na van bestuurlijke kenmerken. Door expertmeetings met vertegenwoordigers van beleid, praktijk en wetenschap komen we uiteindelijk tot breed gedragen aanbevelingen voor het verbeteren van het voortgezet onderwijs.

    Description: This contribution consists of two interviews with experts from the Dutch educational publishing field. The first interviewee, Rivka Mooren, works as project editor Higher Education at Pearson Benelux. She explains how handbooks and digital learning platforms develop from the conceptual stage to publication. In light of international developments in higher education publishing, Mooren expects that the market will become fully digital, although in Europe more slowly than in the United States. Secondly, Regine Reincke considers the larger trends and developments in Dutch educational publishing. She works as Head of Product for ParnasSys, an administrative system for students that is widely used in Dutch primary schools. She arrived at this position after a career in educational publishing. This allows her to reflect on the role of technology in the classroom, and how it may enhance, but not replace, traditional classes and books.

    Description: The present volume is a multidisciplinary collection of research articles exploring language use, language contact and multilingualism in the history of Turku, the first town in Finland, founded around the turn of the fourteenth century. Consisting of an introduction by the editors and nine case studies in the fields of linguistics, history, archeology, and literary and cultural studies, the volume participates in a wider discussion on multilingual communities while offering a closer look into linguistic encounters in Turku and its immediate vicinity. The volume covers the period from the Middle Ages (c. 1100–1500) to the latter half of the twentieth century. The case studies illustrate the wide array of languages, linguistic varieties and registers that the inhabitants and travellers used in their daily lives, the specific contexts in which certain languages were used, and the effects of these linguistic encounters at personal, social or institutional levels.

In 1968 werd een regime van autoritaire monseigneursen statusgevoelige professoren ten grave gedragen. In de euforie om de autonomie koos de nieuwe, Nederlandstalige universiteit voor de vlucht vooruit. Maar in het midden van de jaren 1970 maakte het revolutionaire elan plaats voor gevoelens van ontnuchtering. Daaraan kwam pas in het midden van de jaren 1980 een einde. De universiteit werd toen als het ware ‘heruitgevonden’. Het onderzoek werd geprofessionaliseerd, het onderwijs verruimd, de contacten met de maatschappij benadrukt. Sindsdien werd de horizon steeds weidser. De stad op de berg vertelt op meeslepende wijze het verhaal van de strijd om zelfstandigheid, van contestatie en verzakelijking, van wetenschap en engagement. Het boek is een absolute aanrader voor iedereen die de Leuvense universiteit en haar gemeenschap van professoren en studenten, maar ook van laboranten, bibliothecarissen en technici beter wil leren.

    Description: Although in recent years more and more attention has been paid to the clitoris, often little attention to the attitude towards her existence in the past. This article takes a look at the clitter's history and focuses on her appear in Dutch publications by (and for) doctors and teachers in the last 400 years. The conclusion is that the clitoris has never been completely forgotten or ignored, but that the ignorance about this female organ is due is due to cultural and social factors: a lack of attention to sexuality in general and for the female genitalia in particular. pass in the last decade this has been slowly changing: attention to the full anatomy of the clitoris is widely used for the first time combined with attention to the sexual experience of women within a framework in which she is equal to the man.
    Description: Hoewel er de laatste jaren steeds meer aandacht wordt besteed aan de clitoris, is vaak maar weinig oog voor de houding tegenover haar bestaan in het verleden. Dit artikel gaat in op de geschiedenis van de kittelaar en richt zich op haar voorkomen in Nederlandse publicaties van (en voor) medici en docenten in de laatste 400 jaar. De conclusie luidt dat de clitoris nooit volledig is vergeten of genegeerd, maar dat de onwetendheid over dit vrouwelijke orgaan te wijten is aan culturele en sociale factoren: een gebrek aan aandacht voor seksualiteit in het algemeen en voor de vrouwelijke geslachtsorganen in het bijzonder. Pas in het laatste decennium is dit langzaam aan het veranderen: aandacht voor de volledige anatomie van de clitoris wordt voor het eerst op grote schaal gecombineerd met aandacht voor de seksuele beleving van de vrouw binnen een kader waarin ze gelijkwaardig is aan de man.

    Description: In 1906, a new primer was published in the German city of Bremen: The Bremer Fibel. Its illustrations were created by Cornelis Jetses (1873-1955) one of the bestknown illustrators of teaching material in the Netherlands, his home country, in the first half of the twentieth century. This article focuses on these illustrations and shows how Jetses used his artistic skills to create images which fulfilled the demands of representatives of Reformed Pedagogy, a movement which emerged in Europe around 1900 and placed the child at the centre of education. By creating an overall design for the book that should help children develop a good aesthetic taste and by showing people, objects and situations that were part of the pupils’ everyday world, Cornelis Jetses played a part in establishing a child-oriented education in Bremen. Furthermore, this article also shows how the illustrator used artistic composition principles to create images that helped pupils to learn how to read words and decipher images.

    Description: Despite attempts by the Dutch government to combat and discourage unlawful residence, there are people who live in the Netherlands without a residence permit. However, little is known about the way they live (or survive) and work in the Netherlands. Although their residence is not legal, this does not mean that migrants without residence permits have no rights. On the contrary, this book connects the legal legislation and regulations on the national and international level with the socio-economic reality of this vulnerable group of migrants. Based on unique empirical material, this study shows the discrepancy between the rights that also apply to migrants without residence permits, for example as workers, as patients or as residents, and shows the absence of protection in everyday practice. The book concludes with an exploration of possibilities for improving the vulnerable position of migrants without residence permits in the Netherlands.

    Description: Imitating models was the main early modern poetical principle. This study discusses Dutch novelistic prose translated from three European bestsellers: François de Bellesforest’s Histoires Tragiques (translation 1612), John Barclay’s Argenis (translations 1640-1681), and Antoine Torche’s Le Chien de Boulogne (translation 1681). Confirming Burke’s thesis of cultural hybridity the translations reflect balancing acts between accepting and resisting the contents and morals of their models. Only Torche’s Chien is transformed into a cultural translation, by adding a new Dutch narrative to its first chapters. Save this added Dutch narrative, all three bestsellers are translated docilely and accurately. This seems to indicate that novelistic prose served to make a profit, financing other commodities of the publishers. Nevertheless, at the same time translators Reinier Telle, Gerbrandt Bredero, Jan Glazemaker, and maybe Timotheus ten Hoorn, like canaries in coal mines, may have given their readers alarming signals on social behavior.

    Description: Dieses Papier beschreibt Empfehlungen zur Weiterentwicklung des nationalen Brennstoff-Emissionshandelsgesetzes (BEHG) – und wie ein reibungsfreier Übergang zur europäischen Ebene gestaltet werden kann. Bei der Einführung und Ausgestaltung eines EU-Emissionshandelssystem für Gebäude und Straßenverkehr (EU ETS-II) bestehen derzeit noch diverse Unsicherheiten. Unabhängig von den Entscheidungen auf europäischer Ebene identifizieren wir jedoch vier No-Regret Maßnahmen zur Weiterentwicklung des BEHG, die in allen Fällen förderlich sind: Zeitliches Vorziehen und Anhebung des Preiskorridors plus Versteigerung: Die Einführung eines Preiskorridors und die Versteigerung von Zertifikaten sollte auf das Jahr 2023 vorgezogen werden. Zudem sollte der Preiskorridor angehoben und verbreitert werden, um den neuen nationalen Klimazielen Rechnung zu tragen. BEHG Emissionsmengen analog zu Sektorzielen: Die EU-Kommission hat im Fit-for-55 Paket eine Erhöhung des deutschen ESR-Ziels auf 50% vorgeschlagen, was auch ungefähr den nationalen Zielen im Rahmen des Klimaschutzgesetzes (KSG) von 2021 entspricht. Um zu einem früheren Zeitpunkt Verbindlichkeit zu schaffen, sollten daher die BEHG-Emissionsmengen aus den KSG Sektorzielen abgeleitet werden. Direkte Pro-Kopf-Rückerstattung: Für den zu erwartenden Fall deutlich steigender CO2-Preise sollte die Bundesregierung schon vor 2023 die institutionellen Voraussetzungen für die Umsetzung des Klimagelds wie im Koalitionsvertrag beschrieben schaffen. Nationaler CO2-Mindestpreis: Bis spätestens 2025 sollte ein Mindestpreis zur eventuellen Ergänzung eines EU ETS-II vorbereitet und ggf. implementiert werden. Dadurch kann im Fall anfänglich niedriger Preise im EU ETS-II garantiert werden, dass der CO2-Preis in Deutschland weiterhin kontinuierlich ansteigt. Neben diesen Maßnahmen auf nationaler Ebene, sollte sich die Bundesregierung in den Fit-for-55 Verhandlungen einsetzen (1) für die Flexibilität zwischen EU ETS und ESR sowie (2) für ein graduelles Linking zwischen ETS-I und ETS-II. Mit beiden Maßnahmen können die sehr hohen Preisunterscheide reduziert und die Effizienz der Klimapolitik erhöht werden.

Szenarien gemeinsam mit zentralen gesellschaftlichen Stakeholdern entwickeln: Im Rahmen des Projekts „Deep Transformation Scenarios for Informing the Climate Policy Discourse“ (DIPOL) haben das PIK, RWI und adelphi mit Akteuren aus Wirtschaft, Wissenschaft und Zivilgesellschaft zusammengearbeitet, um eine Reihe von Szenario-Narrativen zu entwickeln, die die Perspektiven dieser Stakeholder zur Erreichung der deutschen und europäischen Klimaziele verbinden und so eine Reihe möglicher Entwicklungspfade für Europa und Deutschland aufzeigen. Derzeit fokussiert sich die politische Diskussion vor allem auf den Anpassungsbedarf der Produktionsseite. Eine Kombination mit Anpassungen der Konsumseite sind jedoch unerlässlich, um Produzent*innen zu entlasten und die diversen Krisen gemeinsam anzugehen. Insbesondere die deutliche Reduktion von Konsum und Produktion tierischer Lebensmittel ist ein zentraler Hebel, um das globale Ernährungssystem resilienter, fairer und nachhaltiger zu gestalten. In diesem Policy Brief weisen wir auf die Dringlichkeit entsprechender politischer Maßnahmen hin und machen drei konkrete Umsetzungsvorschläge: Einrichtung eines Transformationsfonds für die Umstellung, Etablierung wirkungsvoller Lenkungsabgaben und Aufbau zukunftsweisender Institutionen zur Transformation des Ernährungssystems.

    Description: Im Jahr 2021 wurde in Deutschland die sogenannte CO2-Bepreisung fossiler Kraft- und Brennstoffe eingeführt, um deren Verbrauch zum Zwecke des Klimaschutzes zu reduzieren. Dieser Preisaufschlag auf fossile Energieträger wird in den kommenden Jahren sukzessive erhöht. In diesem Beitrag untersuchen die Autoren die Akzeptanz der CO2-Bepreisung für die Zeit vor Einführung des CO2-Preises im Jahr 2019. Eine Erhebung unter mehr als 6.000 Haushalten zeigt, dass eine leichte absolute Mehrheit von 53,7 Prozent der Befragten grundsätzlich bereit ist, zu Klimaschutzzwecken höhere Kosten in Kauf zu nehmen. Die Zustimmung zu einer CO2-Bepreisung nimmt jedoch mit sinkendem Einkommen deutlich ab: Bei Befragten der untersten Einkommensgruppe liegt die Zustimmungsrate knapp unter 40 Prozent. Erwartungsgemäß verringert sich die Zustimmung auch mit der Höhe des CO2-Preises. So wurde ein CO2-Preis von 50 Euro von einer Mehrheit der Befragten von 50,6 Prozent abgelehnt. Um bei bis zum Jahr 2025 auf 55 Euro steigenden CO2-Preisen die mehrheitliche Akzeptanz der Bürger zu gewinnen, wird hier für einen breit angelegten Ausgleichsmechanismus durch die Reduzierung verzerrender und sozial ungerechter Steuern und Abgaben auf den Strompreis plädiert, die insbesondere Gering- und Durchschnittsverdienern zugutekommt. Andernfalls könnten die über die Zeit steigenden CO2-Preise eine hohe soziale Sprengkraft entfalten.

    Description: The aim of this study is to assess decarbonization pathways for the German steel industry and to analyze the effect of relocation of industrial production. Green leakage is the migration of industry from one country to another due to more advantageous location factors, including more favorable renewable energy costs, to serve emerging markets for green products. Importantly, green leakage, unlike carbon leakage, has a low risk of interfering with efforts to reduce emissions. One key factor incentivising green leakage is the Renewables Pull. The Renewables Pull describes the incentive to relocate production due to different costs for green energy sources between two countries. The Green Leakage risk for the German steel industry is analyzed by quantifying the Renewables Pull and investigating other preventing and promoting factors through semi-structured interviews. The result is that there is a risk of Green Leakage in the German steel industry due to the Renewables Pull. The main reason is that the steel industry is electrified in the course of decarbonization, which leads to a high demand for green electricity. Inexpensive green electricity thus becomes a locational advantage for steel production. However, the Renewables Pull is not the only factor considered. Other inhibiting factors such as rising transport costs due to increasing distances between producer and customer, a higher willingness to pay in the country of origin or government subsidies to prevent migration can compensate for the Renewables Pull.

    Description: By linking information on the building stock, final energy demand, detailed information on the socio-economic characteristics of households, and repeated systematic surveys, the newly established German Heating and Housing Panel (GHHP) enables a well-founded evaluation of the effectiveness of climate policy measures in the heating sector in Germany. This paper presents the most important descriptive results of the first panel survey among about 15,000 private households from 2021. Besides the inevitable comprehensive query of building characteristics and heating technology, the focus of the first survey was on the energy-related building modernization activities of private households, as well as on the evaluation and acceptance of climate protection instruments in the building sector. In addition, the acceptance of different ways of allocating the cost burden of the CO2 pricing introduced at the beginning of 2021 was investigated. The key findings include that the distribution of the cost burden of the CO2 pricing according to the energy efficiency of buildings enjoys the highest level of approval among respondents. With respect to the acceptance of climate protection instruments in the building sector, it is noteworthy that a ban on the installation of gas boilers and a building climate levy only meet with the approval of around 30% of respondents, while a ban on the installation of oil boilers is welcomed by almost 70% of respondents. Surprisingly, only about 20% of those who reject the ban on the installation of oil boilers heat with oil, while this ban is rejected by a larger proportion of about 30% of those who heat with gas. Asked about their level of information on CO2 pricing, almost half of all respondents say they are rather uninformed, and only a very small proportion of 3.4% of respondents feel very well informed. The situation is similar with respect to energy-related building modernization: Just over half of the owners do not feel well informed about energy-efficient refurbishments.

Die wiederholte systematische Befragung derselben Haushalte gestattet eine fundierte Evaluierung der Effektivität klimapolitischer Maßnahmen im Wärmesektor, da dabei erstmals Informationen zum Gebäudebestand und dem Endenergiebedarf mit detaillierten Angaben zu den sozioökonomischen Charakteristika der Haushalte verknüpft werden. Darüber hinaus werden die Präferenzen der Haushalte hinsichtlich verschiedener Klimaschutzinstrumente im Gebäudesektor ermittelt, wie zum Beispiel das Einbauverbot von Ölheizungen oder die Förderung von energieeffizienten Heizungsanlagen. Mit dem Wärme- & Wohnen-Panel wird eine einzigartige Datengrundlage geschaffen, die für die Evaluierung dieser Klimaschutzinstrumente unverzichtbar ist. Neben einer umfassenden Abfrage der Gebäudecharakteristika und Heiztechnik, auf Grundlage derer der Energiebedarf der Haushalte berechnet werden kann, lag der Schwerpunkt der ersten Erhebungswelle auf den energetischen Modernisierungstätigkeiten privater Haushalte sowie auf der Bewertung und Akzeptanz von Klimaschutzinstrumenten im Gebäudesektor. Des Weiteren wurde die Akzeptanz verschiedener Aufteilungsvarianten der Kostenbelastung der CO2- Bepreisung auf Mietende und Vermietende untersucht. Zu den bedeutendsten Ergebnissen gehört die geringe Informiertheit der an der Befragung Teilnehmenden über die CO 2-Bepreisung, ein Klimaschutzinstrument, dessen Effektivität wesentlich davon abhängt, wie gut die Bürgerinnen und Bürger darüber informiert sind. Mit einem Anteil von 46,7% gibt jedoch ein großer Teil aller Befragten an, sich eher nicht informiert zu fühlen, 13% fühlen sich gar überhaupt nicht informiert. Sehr gut informiert fühlt sich nur ein sehr geringer Teil von 3,4% der Befragten. Eine Aufteilung der Kostenbelastung der CO2- Bepreisung gemäß Bausubstanz, bei der der Kostenanteil, den Vermietende tragen, umso niedriger ist, je höher die Energieeffizienz eines Gebäudes ist, genießt jeweils die höchste Zustimmung unter den befragten Mietenden und Vermietenden. Einer hälftigen Kostenaufteilung zwischen Mietenden und Vermietenden wird von diesen beiden Gruppen zu jeweils rund 40% zugestimmt, während die vollständige Kostenübernahme durch Mietende oder Vermietende durch die jeweils Kostentragenden abgelehnt wird.

In der vor- liegenden Arbeit wurde die Extremwertstatistik für die jährlichen maximalen Spitzenabflüsse am Pegel Altenahr im Ahrtal mit und ohne Berücksichtigung historischer Hochwasser berechnet und verglichen. Die Schätzung der Wiederkehrperiode für das aktuelle Hoch- wasser mittels Generalisierter Extremwertverteilung (GEV) unter Berücksichtigung historischer Hochwasser schwankt zwischen etwa 2.600 und über 58.700 Jahren (90%-Konfidenzintervall) mit einem Median bei etwa 8.600 Jahren, wogegen die Schätzung, die nur auf der systematisch gemessenen Abflusszeitreihe von 74 Jahren basiert, theoretisch eine Wiederkehrperiode von über 100 Millionen Jahren ergeben würde. Die Berücksichtigung der historischen Hochwasser führt zu einer dramatischen Änderung der Hochwasserquan- tile, die für eine Gefahrenkartierung zugrunde gelegt werden. Die Anpassung der GEV an die Zeitreihe mit historischen Hochwassern zeigt dennoch, dass das GEV-Modell möglicherweise die Grundgesamtheit der Hochwasser im Ahrtal nicht adäquat abbilden kann. Es könnte sich im vorliegenden Fall um eine gemischte Stichprobe handeln, in der die extremen Hochwasser im Vergleich zu kleineren Ereignissen durch besondere Prozesse hervorgerufen werden. Somit könnten die Wahrscheinlichkeiten von extremen Hochwassern deutlich größer sein, als aus dem GEV-Modell hervorgeht. Hier sollte in Zukunft die Anwendung einer prozessbasierten Mischverteilung untersucht werden. Der Vergleich von amtlichen Gefahrenkarten zu Extremhochwassern (HQextrem) im Ahrtal mit den Überflutungsflächen vom Juli 2021 zeigt eine deutliche Diskrepanz in den betroffenen Gebieten und die Notwendigkeit, die Grundlagen zur Erstellung der Extremszena- rien zu überdenken. Die hydrodynamisch-numerischen Simulationen von 1.000-jährlichen Hochwassern (HQ1000) unter Berücksich- tigung historischer Ereignisse und des größten historischen Hochwassers 1804 können die Gefährdung des Juli-Hochwassers 2021 deutlich besser widerspiegeln, wenngleich auch diese beiden Szenarien die Überflutungsflächen unterschätzen. Besondere Effekte wie die Verklausung von Brücken und die geomorphologischen Änderungen im Flussschlauch führten zu noch größeren Überflutungs- flächen im Juli 2021, als die Simulationsergebnisse zeigten. Basierend auf dieser Analyse wird eine einheitliche Festlegung von HQextrem bei Hochwassergefahrenkartierungen in Deutschland vorgeschlagen, die sich an höheren Hochwasserquantilen im Bereich von HQ1000 orientiert. Zusätzlich sollen simulationsbasierte Rekonstruktionen von den größten verlässlich dokumentierten historischen Hoch- wassern und/oder synthetische Worst-Case-Szenarien in den Hochwassergefahrenkarten gesondert dargestellt werden. Damit wird ein wichtiger Beitrag geleistet, um die potenziell betroffene Bevölkerung und das Katastrophenmanagement vor Überraschungen durch sehr seltene und extreme Hochwasser in Zukunft besser zu schützen.
    Description: The flood disaster in July 2021 in western Germany calls for a critical discussion on flood hazard assessment, revision of flood haz- ard maps and communication of extreme flood scenarios. In the presented work, extreme value analysis was carried out for annual maximum peak flow series at the Altenahr gauge on the river Ahr. We compared flood statistics with and without considering historical flood events. An estimate for the return period of the recent flood based on the Generalized Extreme Value (GEV) distribution consider- ing historical floods ranges between about 2600 and above 58700 years (90% confidence interval) with a median of approximately 8600 years, whereas an estimate based on the 74-year long systematically recorded flow series would theoretically exceed 100 million years. Consideration of historical floods dramatically changes the flood quantiles that are used for the generation of official flood hazard maps. The fitting of the GEV to the time series with historical floods reveals, however, that the model potentially inadequately reflects the flood population. In this case, we might face a mixed sample, in which extreme floods result from very different processes compared to smaller floods. Hence, the probabilities of extreme floods could be much larger than those resulting from a single GEV model. The application of a process-based mixed flood distribution should be explored in future work. The comparison of the official HQextrem flood maps for the Ahr Valley with the inundation areas from July 2021 shows a striking discrep- ancy in the affected areas and calls for revision of design values used to define extreme flood scenarios. The hydrodynamic simulations of a 1000-year return period flood considering historical events and of the 1804 flood scenario compare much better to the flooded areas from July 2021, though both scenarios still underestimated the flood extent. Particular effects such as clogging of bridges and geomorphological changes of the river channel led to considerably larger flooded areas in July 2021 compared to the simulation results. Based on this analysis, we call for a consistent definition of HQextrem for flood hazard mapping in Germany, and suggest using high flood quantiles in the range of a 1,000-year flood. Flood maps should additionally include model-based reconstructions of the largest, reliably documented historical floods and/or synthetic worst-case scenarios. This would be an important step towards protecting potentially affected population and disaster management from surprises due to very rare and extreme flood events in future.

    Description: Die Koalition will den Ausbau der Windenergie an Land erheblich beschleunigen. Dies ist überfällig, denn er ist in den letzten Jahren weit hinter den Bedarf zurückgefallen. Die Stellungnahme „Klimaschutz braucht Rückenwind: Für einen konsequenten Ausbau der Windenergie an Land“ zeigt, wie die Herausforderungen bewältigt werden können. Die Kernempfehlungen hatte der SRU bereits im Oktober anlässlich der Koalitionsverhandlungen vorab veröffentlicht. Der wichtigste Grund für den stockenden Ausbau der Windenergie ist, dass raumplanerisch zu wenig Flächen ausgewiesen und gesichert wurden. Zudem haben einige Bundesländer Abstände zwischen Windenergieanlagen und Wohnnutzungen festgelegt, die nicht mit einem Schutz der Anwohnerinnen und Anwohner zu begründen sind. Fehlende Standards im Natur- und Artenschutz führen zu Rechtsunsicherheiten und verzögern den Ausbau. Allgemein sind die Planungs- und Zulassungsverfahren für Windenergieanlagen fehleranfällig und langwierig. Auch profitieren die Regionen, in denen Windenergie genutzt wird, zu wenig von der Energiewende. Dies hat Auswirkungen auf die Akzeptanz vor Ort. Veränderungsbedarf besteht zudem bei der Förderung.
