The importance of the pharmaceutical industry in Sub-Saharan Africa, its claim to policy priority, is rooted in the vast unmet health needs of the sub-continent. Making Medicines in Africa is a collective endeavour, by a group of contributors with a strong African and more broadly Southern presence, to find ways to link technological development, investment and industrial growth in pharmaceuticals to improve access to essential good quality medicines, as part of moving towards universal access to competent health care in Africa. The authors aim to shift the emphasis in international debate and initiatives towards sustained Africa-based and African-led initiatives to tackle this huge challenge. Without the technological, industrial, intellectual, organisational and research-related capabilities associated with competent pharmaceutical production, and without policies that pull the industrial sectors towards serving local health needs, the African sub-continent cannot generate the resources to tackle its populations' needs and demands.    Research for this book has been selected as one of the 20 best examples of the impact of UK research on development.     Description: Pikeperch (Sander lucioperca) is one of the economic fish species in the Caspian Sea, with no official report on its chromosome preparation and karyotype formula. For the metaphase preparation, 29 fry specimens of the fish weighting 10-25g each were used. Colchicine 0.01% at 0.7ml/100g of fish weight was injected in the muscular tissues. After 180 minutes, kidney and gill tissues were removed and hypotonized in KCL 0.075 M for 40 minutes, fixed with Carnoy mixture for 18-20 hours, homogenized and dropped on the slides, and stained with Giemsa 20% for 30 minutes. The prepared slides were swept by objective X100 light photomicroscope. The results showed that the chromosome number of this species is 2n = 48 and the chromosome arms is NF = 76. The karyotype formula of the species was found to be 2n = 1m + 13sm + 4st + 6a. Comparing the results of the study with those of other researchers showed that the Pikeperch chromosome number in the South Caspian Sea is similar to the fish in other parts of the world but the type of chromosomes and karyotype formula is different.

    Description: Several factors cause decline in aquatic stocks. They could be listed as, irregular fishing, damaging aquatic habitats, dam constraction, sand explotation from river bed, oil pullution, industrial, agricultural and domestic pullotion. To overcome such condition, the hatcheries are constracted to produce fingerlings for stock enhancement, new species introduction and biodiversity preservation. This study with economical look, could present a developing policy for increasing the productivity and breeding procedure of sturgeon in Iran, which needs a huge investment. Over the years 2001-2002, to determine the costs of production of a single sturgeon fingerling in Iran, two questionnaires were prepared. An expert trained team comprising of economist, statistician and aquaculturist completed the questionnaire, while reffering all sturgeon centers. For more accuracy, they reffered to documents available in different sections of Shilat, specially, accounting, budgeting and stock enhancement offices. Among various expenditures, cost of labour with 55% and 56% and costs of feed and fertiliser with 14% and 10% have the greatest share, maintenance with 7% and 8% and fertilization eggs with 6% were the important factors. Results shaw, an average cost of production of a single sturgeon fingerling in Iran, was Rls. 992, and Rls. 937 over the 2001-2002. Shahid Rajaee center, had the lowest cost of production of Rls. 477 and Rls. 471 and Shahid Beheshty had the highest cost of production of Rls. 1224 and Rls. 1438 among the all sturgeon breeding centers. The cost of labour had a great share in total expenditures, it could be justify by unactivity of centers during almost 6 months off season, which could be reduced by adopting extra activities such as production of broodstocks, caviar and market-size sturgeon fish in hatcheries.

    Description: To understand the change in fish consumption behavior of Tehran citizens (Iran), in the year 2005, an investigation was conducted using questionnaire. Using independent random method, 316 families covering all 22 districts of Tehran were selected. The results were combined with that acquired in the year 2001 to develop marketing programs. We used Fridman, K2 tests for nonparametric statistics and Z (normal distribution) and Phi Cramer index for analysis. The results showed that the quality and freshness of the products and the hygienic state of the distributing places had the highest effects on purchase. Also, the price and packaging had the same priority as in the year 2001. No significant relationship was found between income level of the families and their fish consuming tendency. Comparing the two years of study, we found that 16.6% more people preferred packed food in the year 2005 while per capita consumption had increased from 2.8 to 3.46kg. With the information on production date and health license already available on the products, the consumers demanded dietary contents. Considering the increase in marine fishery products, the families tended to consume more of the farmed aquatics with the live selling of rainbow trout being preferred the most. The behavior of consumers and their decisions to purchase fishery products in this period depended on production directions and economic development strategies which indicated positive aquaculture development programs in the country. We recommend continuing current policies regarding marketing factors. The results also showed that uncertainly about freshness and health of the products is the main reason for purchase from the representative fishery stores. The results shows more research and advertisement can improve awareness about packing advantages and its role in decreasing wastes and creating more added values.

    Description: In Iran, the rainbow trout (Onchorynchus mykiss) production has raised from 550 tonnes in 1990, to 1,332 tonnes in 1995 and reached a peak in 2009 with more than 62,000 tonnes of cultured fish. All provinces, particularly those located in the main mountain ranges, Alborz and Zagros areas have targeted the culture recently and the practice has undoubtedly seen great successes over the last decade. Although the potential of trout culture expansion is apparent, it is constrained by market demand and producer profitability. In Iran, trout is widely sold and used fresh and some forms of value additions may also be observed. To know the production costs and their evolution is essential to the development and management of a trout farm. The characteristics of the trout farming industry are quite different, from extensive to highly intensive farms production of 3 tonnes per year to farms with more than 150 tonnes. A study of production, costs and profitability was carried out to help clarify trout production costs and their difference with location and farm size. Over the years 2005-2006, a total of 60 farms from the ten main provinces were randomly selected, classified and studied. The results of the survey showed that the various producer provinces have different cost structures. Overall, feed with the highest level of variation accounted for 51% of total costs, followed by labour costs (11%) and larvae costs (11%). By 2005, total production costs averaged IRRial 117,800 per kg (US$ 1.98) in Iran. The costs sensitivity analysis shows feed costs is the most sensitive and 50% reduction in feed costs can decline more than 25% of the total fish cost per kilogram. On average, the larger farms were more efficient and had better conditions with averaged costs of IRRial 16,452 per kg (US$ 1.69).

    Description: Culture of sturgeon species is of great economic and ecological importance for those countries such as Iran whose natural stocks have declined. This species has shown a good growth performance in many types of production systems and in tanks with different sizes. Recently, sturgeon species is also offering good prospects for aquaculture in north of Iran, including: Guilan, Mazandaran and Golestan provinces. Several species of sturgeon are now considered attractive candidates for whole-cycle production in Iran. Production analysis may help manager of a sturgeon farm in decision making and in adjusting to changes. Economic assessment provides a basis not only for decision making among farm managers but also for formulating government aquaculture policies. Over the period 2006, based on previous experiments with cultured cam, shrimp and trout farming, total costs, total income, profitability and the contribution of production costs for sturgeon farming were determined by completing questionnaires. Among the various expenditures in the year 2006, labor costs had the greatest share and averaged 25% of the total costs. Feed costs averaged more than 17% of the Costs and fingerling costs averaged 10% of the costs. Results show, on average, total cost per kg production of sturgeon was IR Rials 40,587 (US$ 4.51) in 2006. Total income per kg production of sturgeon meat averaged IR Rials 68,125 (US$ 7.57), and profitability per kg production of sturgeon meat also averaged IR Rials 27,944 (US$ 3.11). The results suggest that farmers are doing more efficiently and have better conditions in Mazandaran, resulting in higher farm income per kg, followed by Guilan province.

    Description: There has been a massive increase in recent years of the use of lead (Pb) isotopes in attempts to better understand sources and pathways of Pb in the environment and in man or experimental animals. Unfortunately, there have been many cases where the quality of the isotopic data, especially that obtained by quadrupole inductively coupled plasma mass spectrometry (Q-ICP-MS), are questionable, resulting in questionable identification of potential sources, which, in turn, impacts study interpretation and conclusions. We present several cases where the isotopic data have compromised interpretation because of the use of only the major isotopes 208Pb/206Pb and 207Pb/206Pb, or their graphing in other combinations. We also present some examples comparing high precision data from thermal ionization (TIMS) or multi-collector plasma mass spectrometry (MC-ICP-MS) to illustrate the deficiency in the Q-ICP-MS data. In addition, we present cases where Pb isotopic ratios measured on Q-ICP-MS are virtually impossible for terrestrial samples. We also evaluate the Pb isotopic data for rat studies, which had concluded that Pb isotopic fractionation occurs between different organs and suggest that this notion of biological fractionation of Pb as an explanation for isotopic differences is not valid. Overall, the brief review of these case studies shows that Q-ICP-MS as commonly practiced is not a suitable technique for precise and accurate Pb isotopic analysis in the environment and health fields

    Description: While the economic impacts of resource use pervade discussions of coastal zone management, most discourses tend to be ill-defined and incomplete, and to lack a solid basis in economic theory. This primer was written to eliminate this confusion for those non-economists who seek insight into economic thought and into how economic analysis can contribute to coastal zone management. The first half of the report introduces readers to basic concepts and analytical methods in microeconomics, public finance, and environmental and resource economics. The foundation for monetary valuations becomes apparent as the concepts are explained. The realization that neither markets nor prices are required for economic valuations is an important result of the explication. Consequently, one can assess losses associated with pollution, reduced access, and so on in units that are commensurable with market-oriented development. The second half of the primer inculcates these basic concepts and methods through (1) critiques of several stereotypical, pseudoeconomic arguments, (2) a case study of the benefits of protecting water quality for recreation, and (3) a benefit-cost analysis of a hypothetical acquisition program that is intended to protect groundwater quality, to protect opportunities for aquatic recreation, and to reduce the growth in traffic.

For example, taxicabs used to find passengers through chance drive-bys or slow central dispatching (see the photo). Location tracking, computer navigation, and dynamic pricing now enable ride-sharing services such as Uber to offer low and consistent delay times of only a few minutes. In a recent study, Cramer and Krueger (1) show that ride-sharing has dramatically increased the usage of drivers and their cars, cutting costs for riders. The results highlight the opportunities provided by digital markets.     Description: Density functional theory (DFT) stands out from all first-principles quantum mechanical methods for the simulation of materials, as it enables very good approximations for the complicated components of electronic motion called exchange and correlation. DFT is the method of choice for many materials simulations because of the availability of general-purpose programs that can perform calculations on any material. Results obtained with one DFT program need to be reproducible by any of the other DFT programs, and this has not been straightforward up to now. On page 10.1126/science.aad3000 of this issue, Lejaeghere et al. (1) describe an extensive effort by developers of the major solid-state DFT codes to provide a unified and reproducible benchmark of precision for their calculations based on a reliable criterion, the so-called Δ gauge. Using the Δ gauge, the authors found that the level of precision that can be achieved today in DFT calculations of elemental crystalline solids is comparable to the precision of the most advanced techniques for experimental measurement of the properties of materials. The work leads to the conclusion that the DFT simulation of elemental crystalline solids is a (computationally) solved problem, but also poses the question of whether we can achieve the same levels of validation and reproducibility for more complex simulations of materials involving several elements and/or several methods.     Description: The photoemission of electrons from atoms, molecules, and condensed matter provides the experimental basis of our understanding of electronic structure. During the process of photoemission, a sufficiently large quantum of electromagnetic radiation (a photon) is absorbed by matter and converted into an electronic excitation, promoting a bound electron into a final state above the vacuum energy Evac. In photoemission spectroscopy, the kinetic energy and momentum of electrons in such final states are analyzed after their propagation to a distant detector. To determine the electronic structure of the sample, the “sudden approximation” has to be fulfilled, whereby the photoelectron leaves the sample fast enough, without further interaction with the remaining electronic structure. On page 62 of this issue, Tao et al. (1) provide unprecedented insight into final-state dynamics by measuring the time a photoelectron takes to leave a solid material for characteristically different final states. By comparing an electron excited to a final state of a nickel solid Ψ Nif with one excited to a state of vacuum Ψ vacf, they establish that a photoelectron resides in the final state for 200 attoseconds (as) (2 × 10−16 s) before it leaves the nickel (see the figure). Applying high magnetic fields to suppress superconductivity has enabled detailed studies of the normal state, yet the direct effect of strong magnetic fields on the metallic state is poorly understood. We report the high-field magnetoresistance of thin-film La 2– x Sr x CuO 4 cuprate in the vicinity of the critical doping, 0.161 ≤ p ≤ 0.190. We find that the metallic state exposed by suppressing superconductivity is characterized by magnetoresistance that is linear in magnetic fields up to 80 tesla. The magnitude of the linear-in-field resistivity mirrors the magnitude and doping evolution of the well-known linear-in-temperature resistivity that has been associated with quantum criticality in high-temperature superconductors.

    Description: Quantum phase transitions (QPTs) are ubiquitous in strongly correlated materials. However, the microscopic complexity of these systems impedes the quantitative understanding of QPTs. We observed and thoroughly analyzed the rich strongly correlated physics in two profoundly dissimilar regimes of quantum criticality. With a circuit implementing a quantum simulator for the three-channel Kondo model, we reveal the universal scalings toward different low-temperature fixed points and along the multiple crossovers from quantum criticality. An unanticipated violation of the maximum conductance for ballistic free electrons is uncovered. The present charge pseudospin implementation of a Kondo impurity opens access to a broad variety of strongly correlated phenomena.

    Description: Attosecond metrology of atoms has accessed the time scale of the most fundamental processes in quantum mechanics. Transferring the time-resolved photoelectric effect from atoms to molecules considerably increases experimental and theoretical challenges. Here we show that orientation- and energy-resolved measurements characterize the molecular stereo Wigner time delay. This observable provides direct information on the localization of the excited electron wave packet within the molecular potential. Furthermore, we demonstrate that photoelectrons resulting from the dissociative ionization process of the CO molecule are preferentially emitted from the carbon end for dissociative 2 states and from the center and oxygen end for the 2 states of the molecular ion. Supported by comprehensive theoretical calculations, this work constitutes a complete spatially and temporally resolved reconstruction of the molecular photoelectric effect.

    Description: The ultrafast laser excitation of matters leads to nonequilibrium states with complex solid-liquid phase-transition dynamics. We used electron diffraction at mega–electron volt energies to visualize the ultrafast melting of gold on the atomic scale length. For energy densities approaching the irreversible melting regime, we first observed heterogeneous melting on time scales of 100 to 1000 picoseconds, transitioning to homogeneous melting that occurs catastrophically within 10 to 20 picoseconds at higher energy densities. We showed evidence for the heterogeneous coexistence of solid and liquid. We determined the ion and electron temperature evolution and found superheated conditions. Our results constrain the electron-ion coupling rate, determine the Debye temperature, and reveal the melting sensitivity to nucleation seeds.

    Description: Topology and disorder have a rich combined influence on quantum transport. To probe their interplay, we synthesized one-dimensional chiral symmetric wires with controllable disorder via spectroscopic Hamiltonian engineering, based on the laser-driven coupling of discrete momentum states of ultracold atoms. Measuring the bulk evolution of a topological indicator after a sudden quench, we observed the topological Anderson insulator phase, in which added disorder drives the band structure of a wire from topologically trivial to nontrivial. In addition, we observed the robustness of topologically nontrivial wires to weak disorder and measured the transition to a trivial phase in the presence of strong disorder. Atomic interactions in this quantum simulation platform may enable realizations of strongly interacting topological fluids.

    Description: Developing alternative paradigms of electronics beyond silicon technology requires the exploration of fundamentally new physical mechanisms, such as the valley-specific phenomena in hexagonal two-dimensional materials. We realize ballistic valley Hall kink states in bilayer graphene and demonstrate gate-controlled current transmission in a four-kink router device. The operations of a waveguide, a valve, and a tunable electron beam splitter are demonstrated. The valley valve exploits the valley-momentum locking of the kink states and reaches an on/off ratio of 8 at zero magnetic field. A magnetic field enables a full-range tunable coherent beam splitter. These results pave a path to building a scalable, coherent quantum transportation network based on the kink states.

    Description: Metamaterials constructed from deep subwavelength building blocks have been used to demonstrate phenomena ranging from negative refractive index and -near-zero to cloaking, emulations of general relativity, and superresolution imaging. More recently, metamaterials have been suggested as a new platform for quantum optics. We present the use of a dielectric metasurface to generate entanglement between the spin and orbital angular momentum of photons. We demonstrate the generation of the four Bell states on a single photon by using the geometric phase that arises from the photonic spin-orbit interaction and subsequently show nonlocal correlations between two photons that interacted with the metasurface. Our results show that metamaterials are suitable for the generation and manipulation of entangled photon states, introducing the area of quantum optics metamaterials.

    Description: Metasurfaces based on resonant nanophotonic structures have enabled innovative types of flat-optics devices that often outperform the capabilities of bulk components, yet these advances remain largely unexplored for quantum applications. We show that nonclassical multiphoton interferences can be achieved at the subwavelength scale in all-dielectric metasurfaces. We simultaneously image multiple projections of quantum states with a single metasurface, enabling a robust reconstruction of amplitude, phase, coherence, and entanglement of multiphoton polarization-encoded states. One- and two-photon states are reconstructed through nonlocal photon correlation measurements with polarization-insensitive click detectors positioned after the metasurface, and the scalability to higher photon numbers is established theoretically. Our work illustrates the feasibility of ultrathin quantum metadevices for the manipulation and measurement of multiphoton quantum states, with applications in free-space quantum imaging and communications.

    Description: Fast, high-fidelity measurement is a key ingredient for quantum error correction. Conventional approaches to the measurement of superconducting qubits, involving linear amplification of a microwave probe tone followed by heterodyne detection at room temperature, do not scale well to large system sizes. We introduce an approach to measurement based on a microwave photon counter demonstrating raw single-shot measurement fidelity of 92%. Moreover, the intrinsic damping of the photon counter is used to extract the energy released by the measurement process, allowing repeated high-fidelity quantum nondemolition measurements. Our scheme provides access to the classical outcome of projective quantum measurement at the millikelvin stage and could form the basis for a scalable quantum-to-classical interface.

    Description: Schooling rewards people with labor market returns and nonpecuniary benefits in other realms of life. However, there is no experimental evidence showing that education interventions improve individual economic rationality. We examine this hypothesis by studying a randomized 1-year financial support program for education in Malawi that reduced absence and dropout rates and increased scores on a qualification exam of female secondary school students. We measure economic rationality 4 years after the intervention by using lab-in-the-field experiments to create scores of consistency with utility maximization that are derived from revealed preference theory. We find that students assigned to the intervention had higher scores of rationality. The results remain robust after controlling for changes in cognitive and noncognitive skills. Our results suggest that education enhances the quality of economic decision-making.

    Description: In metals, orbital motions of conduction electrons on the Fermi surface are quantized in magnetic fields, which is manifested by quantum oscillations in electrical resistivity. This Landau quantization is generally absent in insulators. Here, we report a notable exception in an insulator—ytterbium dodecaboride (YbB 12 ). The resistivity of YbB 12 , which is of a much larger magnitude than the resistivity in metals, exhibits distinct quantum oscillations. These unconventional oscillations arise from the insulating bulk, even though the temperature dependence of the oscillation amplitude follows the conventional Fermi liquid theory of metals with a large effective mass. Quantum oscillations in the magnetic torque are also observed, albeit with a lighter effective mass.

    Description: Spin waves are collective excitations of magnetic systems. An attractive setting for studying long-lived spin-wave physics is the quantum Hall (QH) ferromagnet, which forms spontaneously in clean two-dimensional electron systems at low temperature and in a perpendicular magnetic field. We used out-of-equilibrium occupation of QH edge channels in graphene to excite and detect spin waves in magnetically ordered QH states. Our experiments provide direct evidence for long-distance spin-wave propagation through different ferromagnetic phases in the N = 0 Landau level, as well as across the insulating canted antiferromagnetic phase. Our results will enable experimental investigation of the fundamental magnetic properties of these exotic two-dimensional electron systems.

    Description: The current outbreak of Ebola virus in West Africa is unprecedented, causing more cases and fatalities than all previous outbreaks combined, and has yet to be controlled. Several post-exposure interventions have been employed under compassionate use to treat patients repatriated to Europe and the United States. However, the in vivo efficacy of these interventions against the new outbreak strain of Ebola virus is unknown. Here we show that lipid-nanoparticle-encapsulated short interfering RNAs (siRNAs) rapidly adapted to target the Makona outbreak strain of Ebola virus are able to protect 100% of rhesus monkeys against lethal challenge when treatment was initiated at 3 days after exposure while animals were viraemic and clinically ill. Although all infected animals showed evidence of advanced disease including abnormal haematology, blood chemistry and coagulopathy, siRNA-treated animals had milder clinical features and fully recovered, while the untreated control animals succumbed to the disease.     Description: The resiliency of the adult nervous system is markedly affected by the environment and the circumstances during infant and child development. As such, adults in resource-limited settings who may have experienced early deprivation are particularly vulnerable to subsequent neurological disorders. Adult populations in countries with relatively recent advances in economic development may still have a higher susceptibility to neurological illness or injury that is reflective of the socioeconomic environment that was present during that population's infancy and childhood. Brain and peripheral nervous system research conducted over the past decade in resource-limited settings has led to an impressive and growing body of knowledge that informs our understanding of neurological function and dysfunction, independent of geography. Neurological conditions feature prominently in the burgeoning epidemic of non-communicable diseases facing low- and middle-income countries. Neurological research in these countries is needed to address this burden of disease.
