    Description: Rainfall characteristics using data from dense recording raingage networks is reviewed. Data from such networks have quantified temporal and spatial rainfall distributions, and have supplied specialized information about local and orographic effects. The natural variability, temporally and spatially, for annual, seasonal, monthly, and individual events is treated. Especially important are the spatial variations of precipitation as a function of synoptic type, precipitation type, amount, and duration. Results from dense raingage networks in Illinois, and some data from other climatic regions is also treated.

    Description: A 10 channel scanning radiometer, built as a prototype for the coastal zone color scanner on the Nimbus 7 satellite, was flown on a high altitude aircraft during a Gymnodium breve bloom along the west coast of Florida. The remotely measured ocean color imagery shows what is probably the patchy structure of a G. breve bloom extending over a 60 km by 100 km area. This conclusion is based on visual inspection of bathymetry to infer bottom reflection trends and on a single growth truth measurement of B G. breve obtained the previous day. The image shows coherent blooms which extend scales up to 60 km in length.

    Description: A large scale numerical time-dependent model of sea ice that takes into account the heat fluxes in and out of the ice, the seasonal occurrence of snow, and ice motions was used in an experiment to determine the response of the Arctic Ocean ice pack to a warming of the atmosphere. The degree of warming specified is that expected for a doubling of atmospheric carbon dioxide with its associated greenhouse effect, a condition that could occur before the middle of the next century. The results of three 5-year simulations with a warmer atmosphere and varied boundary conditions were: (1) that in the face of a 5 K surface atmospheric temperature increase the ice pack disappeared completely in August and September but reformed in the central Arctic Ocean in mid fall; (2) that the simulations were moderately dependence on assumptions concerning cloud cover; and (3) that even when atmospheric temperature increases of 6-9 K were combined with an order-of-magnitude increase in the upward heat flux from the ocean, the ice still appeared in winter. It should be noted that a year-round ice-free Arctic Ocean has apparently not existed for a million years or more.

    Description: During the summer of 1977, fire totaled 44 sq km of tundra vegetation according to measurements using LANDSAT imagery. Based on the experience gained from analysis of this fire using ground observations, satellite imagery, and topographic maps, it appears that natural drainages form effective fire breaks on the subdued relief of the Arctic coastal plain and northern foothills. It is confirmed that the intensity of the fire is related to vegetation type and to the moisture content of the organic rich soils.

    Description: Presumably caused by lightning, a large fire occurred due east of Point Lay several kilometers southwest of the Kokolik River, the farthest north a fire was ever fought by Bureau of Land Management personnel in Alaska. The progress and area extent of the fire were determined by analysis of LANDSAT MSS band 5 and 7 imagery. Low altitude observations from helicopter showed the fire burned a range of vegetation and relief types which included low polygonized and upland tussock tundras. The burned area appeared wetter on the surface than the unburned area, due to a lack of moisture absorbing organic matter and the possible release of moisture from the deeper thawed zone. Suggestions for future investigations of the effects of fire on tundra and permafrost terrains are discussed.

    Description: As a user of devices and procedures for lightning protection, the author is asking the lightning research community for cookbook recipes to help him solve his problems. He is lamenting that realistic devices are scarce and that his mission does not allow him the time nor the wherewithal to bridge the gap between research and applications. A few case histories are presented. In return for their help he is offering researchers a key to lightning technology--the use of the Eastern Test Range and its extensive resources as a proving ground for their experiment in the lightning capital of the United States. A current example is given--a joint lightning characterization project to take place there. Typical resources are listed.

    Description: The prototype regional observation and forecast system (PROFS) outputs are demonstrated, functional design specifications to be used to procure and implement operational systems are outlined.     Description: The icing environment at altitudes below 10,000 feet were studied. The following questions are asked, are: (1) existing aircraft certification criteria applicable; (2) too stringent on icing for helos; (3) based on accurate data; (4) appropriate for low (10,000 ft) altitudes? The research plan is outlined: review historical icing data, obtain new measurements, collect modern icing data from other groups, and recommend LWC, OAT, and MVD criteria for helicopters. Estimated accuracies and known sources of error are included. It is concluded that the net effect of possible sources of error of both signs is uncertain.

    Description: A time-continuous statistical method is presented for the four dimensional assimilation of remote sounding temperatures based on radiance measurements from polar orbiting satellites. This method is applied to DST 6 data from the NOAA 4 and Nimbus 6 satellites. The state of the atmosphere throughout the test period was determined using a varying amount of satellite data from the NOAA 4 satellite only, from Nimbus 6 only, and from both satellites together. The methods tested included different variations of the statistical method, as well as more traditional methods. It is concluded that satellite derived temperature data can have a modest, but statistically significant positive impact on numerical weather prediction in the two to three day range, and that this impact is highly sensitive to the quantity of data available and to the assimilation method used.

    Description: The collective character of carbon exchanges between the atmosphere and other pools is partially revealed by comparing the record of CO2 concentration beginning in 1958 with estimates of the releases from fossil fuels during this period. In analyzing the secular increase in CO2 concentration induced by fossil fuel use, the atmosphere is generally treated as a single well-mixed reservoir; however, to study finer structure in the CO2 records, the influence of atmospheric circulation must be more carefully considered. The rate of carbon uptake by the oceans, the primary sink for fossil fuel CO2, is assessed more reliably than influences on the atmosphere due to interactions with other pools. Models of the global carbon cycle are being substantially refined while data that reflect the response of the cycle to fossil fuel use and other perturbations are being extended.

    Description: A statistical correlation technique is applied to the retrieval of vertical moisture profiles under clear-sky conditions from down-looking radiometric measurements of atmospheric radiation at microwave wavelengths. For a given set of channels, the method selects the optimum radiometric channels for estimating water vapor at specific pressure levels between the surface and 300 mb. The water vapor mixing ratio at these pressure levels is then calculated from a linear combination of the selected channel brightness temperatures. To test its validity the algorithm was applied, in a numerical experiment, to fifty independent tropical radiosondes. The rms absolute deviation of the estimated moisture profiles from the actual profiles was comparable to that obtained using an iterative retrieval method reported earlier. The statistical method, however, requires several orders of magnitude less computer time than the iterative method; it is suitable for high speed processing of large amounts of data.

    Description: The Andre et al. (1976, 1978) third-order closure model, in which the time rate of change terms, the relaxation and rapid effects for pressure-related terms, and the clipping approximation are used along with the quasi-normal closure, is invoked in the study of turbulence in a cloudy layer that is radiatively cooled from above. A spurious oscillation whose greatest amplitude lies near the inversion is shown by analysis to arise from the mean gradient and buoyancy terms of the triple-moment equations. An attempt is made to damp the oscillation through the introduction of diffusion terms into the triple-moment equations. The results obtained are noted to be sensitive to the ad hoc eddy coefficient applied in the third-moment equations.

    Description: Space-time mapping of VHF sources from four severe storms on June 19, 1980 reveals that lightning processes for cloud-to-ground (CG) and large intracloud (IC) flashes are confined to an altitude below about 10 km and closely associated with the central regions of high reflectivity. Another class of IC flashes produces a splattering of sources within the storms' main electrically active volumes and also within the large divergent wind canopy aloft. There is no apparent temporal association between the small high altitude IC flashes that occur almost continuously and the large IC and CG flashes that occur sporadically in the lower portions of storms.

    Description: A variational principle for time dependent diffusion problems is presented and is demonstrated by applying it to simple seasonal climate models. Two cases are treated. The first, a North-Coakley-type model with constant properties, is used as a tutorial example for the application of the technique. For the second case, heat capacity and thermal conductivity are considered to be latitude dependent in order to treat the effects of land/ocean distribution on the seasonal temperature distribution over the earth. The variational equations are derived and approximate analytical solutions are developed which delineate the influences of the physical asymmetries of the hemispheres in producing an asymmetric annual cycle.

    Description: Lorenz (1969) has considered the possibility that an atmospheric circulation pattern might recur, taking into account the definition of a pair of analogous flows or 'analogs'. The present investigation is concerned with a search of time series of Northern Hemisphere wintertime geopotential heights for possible analogs. Attention is given to data and analysis procedure, analog quality, and error growth rates. The obtained results imply that the found analogs are not a useful tool for forecasting the evolution of the midlatitude flow on time scales of several days. It is pointed out, however, that the negative results should not be extended to other applications of analog forecasting.

    Description: Simple climate models which invoke diffusive heat transport and ice cap albedo feedback have equilibrium solutions with no stable ice cap smaller than a radius of about 20 deg on a great circle. Attention is presently given to a solution of this phenomenon which is physically appealing. The ice-free solution has a thermal minimum, and if the minimum temperature is just above the critical value for ice formation, then the artificial addition of a patch of ice leads to a widespread depression of the temperature below the critical freezing temperature. A second stable solution will then exist whose spatial extent is determined by the range of the influence function of a point sink of heat, due to the albedo shift in the patch.

    Description: A comment is presented on a recent paper by Pagnotti and Bosart (1984) which contrasted different forcing mechanisms for weak and strong cyclones along the east coast of the U.S., and Bosart replies. The comment argues that the paper did not give a clear definition of 'weak' upper-level forcing and did not provide sufficient evidence to support its claim that the return branch of transverse circulations may be coupled to the middle as opposed to the lower troposphere.

    Description: A fully nonlinear numerical model of the point jet barotropic instability is used to test and confirm the hypothesis that the magnitude of the wave vorticity does not exceed the magnitude of the initial shear. This result arises directly from the local conservation of vorticity following a parcel and the fact that unstable waves are principally confined to the region where the zonal mean vorticity can be smoothed by the wave so as to eliminate the instability. Comparisons are made between fully nonlinear and quasi-linear models of the point jet instability and their tracer transport properties. Differences become particularly evident after wave saturation. The most important effect neglected by the wave-mean flow model appears to be the advection of wave vorticity by the most unstable mode. However, as equilibration of the instability proceeds, the globally averaged properties of both models are found to be similar.

    Description: We calculate the seasonal changes that are largely associated with the half-yearly wave, autocorrelation functions, and the mean planetary waves in the monthly mean sea level pressure from two data sources. One covers the period from 1951 to 1958 (from the South African Weather Bureau) and the other the period from 1972 to 1980 (from the Australian Bureau of Meteorology). Thirty years of data from stations over the southern hemisphere are used to assess the reliability of the differences between the two periods that the grid-point data show. These differences are especially large over the Atlantic Ocean and the Pacific Ocean. The station data confirm the changes between the two periods and thus the observed differences in the mean waves, which are especially large for wave number 3.

    Description: The cloud observation archive from the NASA Global Atmospheric Sampling Program (GASP) is analyzed in order to derive the probability of cloud encounter at altitudes normally flown by commercial airliners, for application to a determination of the feasability of Laminar Flow Control (LFC) on long-range routes. The probability of cloud encounter is found to vary significantly with season. Several meteorological circulation features are apparent in the latitudinal distribution of cloud cover. The cloud encounter data are shown to be consistent with the classical midlatitude cyclone model with more clouds encountered in highs than in lows. Aircraft measurements of route-averaged time-in-clouds fit a gamma probability distribution model which is applied to estimate the probability of extended cloud encounter, and the associated loss of LFC effectiveness along seven high-density routes. The probability is demonstrated to be low.

    Description: Attention is given to physical principles that affect the determination of atmospheric temperature profiles from observations of outgoing IR and microwave radiation. Simultaneous analysis of IR and microwave observations enhances observations in each spectral region. While IR soundings have higher sensitivity to lower tropospheric temperatures, ground temperatures, and sea surface temperatures, microwave observations are not only more suited to stratospheric sounding but are sensitive to snow and ice cover. They significantly aid correction of IR observations for cloud effects. Because effective cloud parameters and snow and ice cover can be inferred from the observations, 'temperature sounders' also yield data for a number of important climatic parameters.

    Description: The influence of soil moisture on the persistence of an ongoing drought was investigated. The case study of drought of the summer of 1980 was selected. The difference in the simulation of two identical twin runs: one with the climatological normal soil moisture and the other with anomalous soil moisture for drought conditions, were examined on the mean monthly circulation. It is found that a reduction in soil moisture did produce a corresponding reduction in precipitation. The pattern of the rainfall anomaly however, was not identical to the soil moisture (evapotranspiration) anomaly but had a good resemblance with observations.

    Description: During the Northern summer, sporadic outbreaks of wind borne Saharan dust are carried out over the Atlantic by the tropical easterlies. Optical depths due to the dust can reach 3 near the African coast, and the dust cloud can be detected as far west as the Caribbean Sea (Carlson, 1979). In order to obtain insight into the possible effects of Saharan dust on the weather and climate of North Africa and the tropical Atlantic Ocean, simulation experiments have been performed with the Climate Model of the Goddard Laboratory for Atmospheric Sciences. The most recent version of the model is described by Randall (1982). The model produces realistic simulations of many aspects of the observed climate and its seasonal variation.

    Description: The sensitivity of climate which may have a local maximum as the ice cap passes through a midlatitude region where the atmosphere's transport efficiency varies strongly with latitude is examined. This behavior, found in a two level primitive equations climate model forced with annual mean insolation, was reproduced in an energy balance model (EBM) by making the diffusion coefficient a function of latitude. The two level seasonally varying EBM was applied and the global mean surface temperature vs. solar constant for this model are shown and two regions of enhanced sensitivity appear. The snowcover distributions around the year for three cases are shown.

    Description: The role of transient eddies in maintaining the observed local seasonal mean atmospheric circulation was investigated by examining the time-averaged momentum balances and omega equation, using seasonal statistics calculated from daily operational analyses by the European Centre for Medium Range Weather Forecasts. While both the Northern and Southern Hemispheres and several seasons were studied, emphasis was placed upon the Northern Hemisphere during December 1981-February 1982. The results showed that transient eddies played a secondary role in the seasonal mean zonal momentum budget and in the forcing of seasonal mean vertical and a geostrophic motion.

    Description: Contemporaneous correlations between geopotential heights on a given pressure surface at widely separated points on Earth, commonly referred to as teleconnections, are calculated from monthly mean sea level pressure and 500 mb geopotential height analyses for the Southern Hemisphere for five-month winter and summer seasons. During summer (November-March), anomalies over the three continents occur out of phase with anomalies over the subtropical oceans and in a wavenumber 3 pattern over the Southern Ocean near 55 deg S. The subtropical part of the pattern appears largely associated with the interannual variation of the seasonal cycle and annual mean. In winter (May-September) 500 mb geopotential heights over Africa exhibit positive correlations with heights over South America and the central South Pacific near New Zealand and negative correlations with height over the Southern Ocean. A striking wavenumber three pattern is apparent which shows the correlation of 500 mb geopotential height anomalies with 500 mb anomalies at 50 deg S, 95 deg E during winter. The strong positive correlations between 50 deg S, 95 E and 58 deg S, 150 deg W and 38 deg S, 15 deg W contrast with negative correlations over Antarctica and in low latitudes. Time variations in a similar pattern in sea level pressure are in phase with variations in the 500 mb pattern, suggesting an equivalent barotropic structure.

    Description: A numerical simulation study, using the current GLAS climate GCM, was carried out to examine the influence of low bulk aerodynamic drag parameter in the deserts. The results illustrate the importance of yet another feedback effect of a desert on itself, that is produced by the reduction in surface roughness height of land once the vegetation dies and desert forms. Apart from affecting the moisture convergence, low bulk transport coefficients of a desert lead to enhanced longwave cooling and sinking which together reduce precipitation by Charney's (1975) mechanism. Thus, this effect, together with albedo and soil moisture influence, perpetuate a desert condition through its geophysical feedback effect. The study further suggests that man made deserts is a viable hypothesis.

    Description: Seasonal statistics calculated from daily operational analyses by the European Centre for Medium Range Weather Forecasts for December 1980 - February 1981 (season 1) and December 1981 - February 1982 (season 2) were used to contrast the two seasonal mean circulation patterns present in the Northern Hemisphere and to investigate possible causes for the differences. The vertically averaged seasonal mean zonal wind and E-vector, a measure of the anisotropy of the transient eddies over the Pacific is shown for season 1 and season 2. The pattern in season 2, but not season 1, resembles that found in a modeling study of barotropic instability. One possible explanation for the differences between season 1 and 2 is a weak change in tropical heating associated with the southern oscillation, the effect of which in midlatitude was amplified by the occurrence of barotropic instability over the Pacific in season 2, but not season 1.

    Description: An ensemble approach is applied to Planetary Boundary Layer (PBL) calculations with the bulk Richardson number identified as the key parameter. An ensemble averaging calculation was carried out to rederive the bulk friction and heat transport coefficients for the mean condition. Two simulations are carried out and compared. Significant differences in PBL fluxes low level cloudiness, land surface roughness heights, and surface evaporation are noted between the modified and unmodified simulations. Modifications to the model were: (1) the relationship between actual and potential Effective Temperature (ET) to accord with Sud and Fennessy (1982); (2) maximum permissible instantaneous ET at any time is 1.5 mm per hr; (3) moisture distribution in low level cumulus convection to be consistent with no precipitation; (4) appearance of supersaturation clouds to be consistent with supersaturation condition at that level; (5) invoking a simple function for stomatal diffusion effect in the ET calculation.

    Description: The method proposed by Pandey et al. (1983) for estimating the temperature differential and thickness of clouds from microwave data obtained with the scanning multichannel microwave radiometers of the Seasat and Nimbus-7 satellites is examined critically. It is pointed out that both the thicknesses and the temperature differentials derived from them may not be meaningful unless accurate measurements of cloud-top height (from IR radiometry) and reliable data on liquid-water content are available. It is suggested that the good fits obtained in generating regression coefficients for the proposed method may be artifacts of the fixed or limited-range liquid-water densities of the cloud models used. With respect to cloud-top height, the need to quantify and account for differences in the fields of view and spatial resolutions of the IR and microwave radiometers, as undertaken for the case of precipitating clouds by Yeh and Liou (1983), is stressed.

    Description: Infrared and visible imagery from VAS are used to delineate mid- and lower-tropospheric moisture fields for a variety of severe storm cases in the southern and central United States. The ability of sequences of images to isolate areas of large negative vertical moisture gradients and apparent convective instability prior to the onset of convective storms is assessed. A variety of image combination procedures are used to deduce the stability fields which are then compared with the available radiosonde data. The results for several severe storm cases indicate that VAS can detect mid- and low-level mesoscale water vapor fields as distinct radiometric signals. The VAS imagery shows a strong tendency for thunderstorms to develop along the edges of bands of midlevel dryness as they overtake either preexisting or developing low-level moisture maxima. Image sequences depict the speed with which deep moist and dry layers can develop and move.

    Description: The reflected fluxes of stratocumulus cloud fields are calculated as a function of sky cover aspect ratio and cloud shape. In order to obtain a better fit with general circulation models (GCMs), cloud liquid water volume values were kept invariant relative to cloud shape. On the basis of the required accuracy of the Earth Radiation Budget Experiment (ERBE), an order of magnitude value of 10 W per sq m was used to estimate the difference between plane-parallel and broken cloudiness reflected fluxes. An empirical relationship for effective cloud cover at a solar zenith angle of 60 deg is derived. The relationship allows for the accurate computation of broken cloud field reflected fluxes using plane-parallel calculations. It is predicted that more accurate estimates of broken cloud field radiative properties may be possible in the future.

    Description: Results obtained with a mixed layer model are used to study the dynamics of stratocumulus formation and dissipation in subtropical marine stratocumulus cloud regimes. The model used allows entrainment to be driven by shear as well as buoyancy, and includes a very crude parameterization of the partial blackness of thin cloud layers. Model results show that for some values of the large-scale divergence there are three equilibrium mixed layer structures, two of which are stable. One of the stable equilibria is cloudy, deep, and buoyancy-driven, while the other is clear, shallow, and shear-driven. It is found that as a result of hysteresis effects a transient increase in the large-scale divergence can produce a long-lasting break in the clouds.

    Description: Some of the motivations for constructing models of the middle atmosphere circulation are given. These are as follows: (1) to provide a better understanding of middle atmosphere dynamics; (2) to study the coupling of middle atmosphere dynamics with radiation and chemistry; (3) to study the sensitivity of tropospheric climate modeling and/or weather forecasting to changes in the middle atmosphere; (4) to better understand the limitations of more simplified models; (5) to supply a proxy for atmospheric data for diagnostic analysis; and finally, (6) for forecast-analysis of data. Different types of models are discussed in relation to their anticipated use. Various model simplifications, such as using the quasi-geostrophic set of equations and simplified radiative transfer, are discussed as are some of the consequences of these simplifications. Some of the accomplishments of middle atmosphere circulation modeling are presented as are some of the difficulties in existing models. Finally, some of the problems in constructing and verifying middle atmosphere circulation models are discussed.

    Description: Under a substantial range of realistic conditions, stratocumulus cloud top entrainment is noted to either deepen an existing cloud layer or produce clouds in an unsaturated mixed layer, though the entrained air is warmer and drier than the mixed-layer air. These results, which apply irrespective of entrainment rate-determining mechanism, imply that the cloud top entrainment instability discussed by Randall (1980) and Deardorff (1980) does not necessarily destroy a layer cloud.     Description: An intercomparison between radiative parameters determined from visible and infrared channels of the Meteosat-1 and GOES-2 geosynchronous satellites has been carried out using data obtained over the central Atlantic Ocean for 5 November 1978. Hourly visible-infrared measurement pairs at a nominal resolution of 5 km (Meteosat) or 8 km (GOES) have been stored in 1 deg x 1 deg longitude-latitude regions. For the infrared intercomparisons, the GOES 11.5 micron radiance has been compared to Meteosat infrared counts. The scatter in partly cloudy regions is interpreted as being caused by meteorological differences arising from differences in measurement time between the two data sets. For the visible intercomparison, the GOES measurements for clear and cloudy scenes have first been converted with the aid of scene-dependent angular reflectance and albedo models to estimates of the filtered shortwave radiance that GOES would have measured had it been in the Meteosat position. This value has then been compared to Meteosat counts for the shortwave channel. The results indicate that earlier Meteosat calibrations made from airplane overflights of a limited variety of surfaces are applicable to much larger areas of cloud and ocean.

    Description: The planetary-scale components of the extratropical Northern Hemisphere troposphere-stratosphere 1973-74 winter circulation are diagnosed using separate time-mean temperature fields based on radiosonde and satellite observations. Meridional cross-sections of zonal wind together with, for zonal wavenumbers 1, 2 and 3, the streamfunction amplitude, phase and Eliassen-Palm flux are displayed, with the relative accuracy of the satellite-derived diagnostics assessed through comparison with the 'ground-truth' radiosonde information. The satellite and radiosonde diagnostics compare most favourably in terms of zonal wind speed and shear, direction of wave propagation and meridional wave structure - all of which are closely related to the differential properties of the atmospheric temperature field. The intensity of the satellite-derived patterns of tropospheric wave propagation is underestimated due to the effects of spatial smoothing and residual cloud contamination present in the satellite radiance measurements.

    Description: A multi-level, sigma coordinate, primitive equation atmospheric model has been utilized to study both the tropical and extratropical response to an isolated region of steady thermal forcing in the tropics. The nonlinear response during the first 28 days of the simulation is described. The response can be generally characterized by two distinct components. The first component is a quasi-stationary disturbance which extends eastward and poleward away from the source region along a 'great circle' path. The structure of this disturbance is essentially barotropic away from the source region. The second component is a growing baroclinic wave propagating zonally at mid-latitudes. Significantly, this disturbance is apparently the result of baroclinic instability induced by the quasi-stationary wavetrain. The discussion is predominantly heuristic in form and relies heavily on graphical presentation and quasi-geostrophic theory to interpret the response and individual components of the thermodynamic energy and momentum equations.

    Description: The geographical distribution of the annual mean and the annual cycle in surface temperature and satellite-observed IR is examined, and the spherical harmonic representation of the data fields is exploited to demonstrate how variances and covariances are dominated by the largest space and time scales. The geographical distribution of the annual cycle in the T and IR fields is explored; the strong imprint of the continents in both is clearly evident. The influence of the cloudiness of seasonal precipitation regimes on the IR annual cycle is also quite striking, especially over the subtropics. Analysis of the data shows that the simple form IR = A+BT (with A = 204 W/sq m and B = 1.93 W/sq m/K) explains 90 percent of the area-weighted variance in the annual mean and annual cycle of the zonally averaged IR field.

    Description: Hart (1979) showed that the truncated spectral equations obtained by Charney and Devore (1979) could be derived merely by assuming that the cross-stream scale of the topography was large compared to the downstream scale. Since actual topography does not have the large y scales postulated by Hart, his model was modified in the current investigation to obtain equations with arbitrary zonal variations of topography by projecting all variable functions onto the first topographic cross-stream mode. The topographic heights and streamfunctions are expanded as Fourier series in the cross-stream coordinate and the series are truncated after the first term. This accomplishes Hart's results but permits more realistic y variations in the topography. The present investigation is the first in a two-part series. The second part will deal with a two-layer baroclinic channel flow, again with arbitrary zonal variations of topography.

    Description: The wing-scaling approximation/k-distribution method, previously developed for computing solar heating rates (Chou and Arking, 1981) was applied to the computation of the transmittance and outgoing radiance in infrared water vapor sounding channels. Functions necessary for the transmittance and radiance computations were computed from molecular line parameters using line-by-line methods. The method was applied to the three HIRS/2 water vapor sounding channels on the TIROS-N satellite, and its accuracy was tested using 11 widely separated atmospheres which ranged from hot-wet tropical atmospheres to cold-dry subarctic atmospheres. Compared to line-by-line calculations, maximum errors were shown to be less than 0.017 in transmittance and 0.4 K in brightness temperature for all cases. The rms errors are less than 0.009 in transmittance and 0.2 K in brightness temperature, the brightness temperature rms error being much smaller than the instrument noise.

    Description: An empirical analysis program, based on finding an optimal representation of the data, is applied to 120 observations of 29 1973 and 1974 North Pacific tropical cyclones. It is found that the algorithms developed from the Nimbus-5 Electrically Scanning Microwave Radiometer (ESMR-5) base alone outperformed the Joint Typhoon Warning Center (JTWC) operational forecast for the 48 and 72 hour maximum wind speed. It is also found that the ESMR-5 data base, when combined with the non-satellite base, produced algorithms that improved the 24 and 48 hour maximum wind-speed forecast by as much as 10% and the 72 hour maximum wind forecast by approximately 16% as compared to the forecast obtained from the algorithms developed from the non-satellite data base alone.

    Description: A technique is discussed that employs a radar transmitter with a moderate size antenna placed in a geosynchronous orbit with either a 0 degree or a low inclination orbit. The reflected signals from the precipitation are then received either on a single beam from a satellite having a beamwidth of about 6 degrees or preferably with a beam that scans the U.S. in a raster pattern with about 0.9 degrees beamwidth. While it would seem that a bistatic system with the transmitter at synchronous altitude and the receivers near the surface would not be a very efficient way of designing a radar system, it is somewhat surprising that the required power and antenna sizes are not that great. Two factors make the meteorological application somewhat more attractive than the bistatic detection of point targets. First, the bistatic reflections of radar signals from precipitation are to a large extent omnidirectional, and while raindrops are spheriods rather than spheres, the relationship of the reflectivity of the rain to rainfall rate can be easily derived. The second reason is that the rain echo signal level is independent of range from a receive only radar, and if the bistatic system works at all, it will work at long ranges.

    Description: The incorporation in the 13.5 GHz SEASAT type radar altimeter of a mode to measure rain rate is investigated. Specifically, an algorithm is developed relating the echo power at the various range bins to the rain rate, taking into consideration Mie scattering and path attenuation. The dependence of the algorithm on rain drop size distribution, and non-uniform rain structure are examined and associated uncertainties defined. A technique for obtaining drop size distribution through the measurements of power at the top of the raincell and power difference through the cell is also investigated together with an associated error analysis. A description of the minor hardware modifications to the basic SEASAT design is given for implementing the rain measurements.

    Description: Over most of the microwave spectrum, raindrops both absorb and scatter radiation producing large changes in brightness temperatures relative to clear or cloudy conditions. Since the structure of rain varies substantially for different rain rates and climatological backgrounds, the raindrop size distribution, the rain layer thickness and the ice clouds above the rain layer are all important inputs to the model computations. The subsequent modeling involves applying the Mie theory to derive the absorption and scattering effects and the radiative transfer calculation is based upon a variational iterative approach which takes account of the multiple scattering effect of the rain layer. Results over both ocean and land backgrounds are demonstrated. It is also demonstrated that by using discrimination tests of the radiometric data, the rain/no rain decision can be made and the rainfall rate can be retrieved from a statistical inversion technique.

    Description: A brief description of other methods of rainfall measurement at the sea surface is given. The general underwater ambient noise background of the ocean is described. The physics of noise generation by bubbles and splashes is reviewed. Monitoring underwater ambient noise levels to measure rainfall rate requires that the spectral shapes of the noise from wind and rain be different or at least distinguishable. This would allow the rain noise to be separated from the wind noise and then hopefully it can be correlated with rainfall rate. Different spectral shapes are observed experimentally.

    Description: Remote sensing estimates of area average precipitation are useful to agricultural and climatological applications. Estimates obtained by active or passive microwaves, infrared and visible sensors may be augmented and improved using indirect measures of precipitation, such as the change in near surface soil moisture content caused by a particular event. Measurements of soil moisture using infrared radiances do not provide precipitation information in real time since the sky must clear. However, the resultant estimate of precipitation is a time integrated value which provides a significant savings in data handling and can overcome virtually all of the sampling problems associated with the monitoring of precipitation through storms of long duration.

    Description: The physics of microwave radiative transfer is well understood so that causal models can be assembled which relate the observed brightness temperatures to assumed distributions of hydrometeors (both liquid and ice), non-precipitating clouds, water vapor oxygen, and surface conditions. Present models assume a Marshall Palmer size distribution of liquid hydrometers from the surface to the freezing level (near the 0 C isotherm) and a variable thickness of frozen hydrometeors above that with various reasonable distribution of the other relevant constituents. The validity of such models is discussed. All uncertainties in the rain rate retrieval algorithms can be expressed in terms of specific model uncertainties which can be addressed through appropriate measurements. Those factors which must be known to achieve umambiguous results can be identified so that rainfall measuring algorithms can be developed and improved. The emissivity of the underlying surface significantly affects the contrast that may be measured between areas covered by rain and those which are dry. Sensing strategies for measuring rain over the ocean and rain over land are reviewed.

    Description: The remote sensing of rain amounts is of great interest for a great variety of operational applications, including hydrology, hydroelectricity and agriculture is discussed. The microwave radiometer represents the most obvious technique, however, poor spatial and temporal resolution, together with the problems associated with the estimation of effective rain layer height make visible and IR techniques more promising at the present time. Based on bivariate frequency distribution of brightness versus temperature, brightness enhancing or infrared technique alone may be inadequate to deduce details of convective activity. It is implied that better estimates of rainfall will come from visible and IR observations combined than from either used alone. The technique identifies clouds with high probability of rain as those which have large optical and presumably physical thickness as measured by the visible albedo in comparison with their height, determined by the intensity of the IR emission.

    Description: Communications systems operating at frequencies in excess of 10 GHz are degraded significantly by rainfall. To provide the information needed for design of these millimeter wave systems, rain attentuation models were developed and data bases of propagation related information were accumulated. These data bases were developed based on the signal level measurements of geostationary satellite beacons at selected frequencies. Groundbased radar reflection measurements were able to develop data bases for system design. The rain attenuation models allow accurate correlation between the rain rate and the attenuation.

    Description: Sampling problems raise large difficulties for the precipitation measurements from space. In the tropics rainfall processes are organized in scales which are hardly resolved by the microwave radiometers on board of satellites. Even in the cloud clusters, which mark significant, large extended signals in the visible and infrared images, the precipitation areas cover only a small region. Our analysis of the cloud clusters over the W Pacific Ocean revealed that more than 50% of the area of a typical Western Pacific cluster are without rain. The radar observations during GATE generally confirmed those results. The rainfall was calculated from Nimbus V microwave data at 19.35 GHz and the results were compared with the GATE radar rainfall. The results are improved if the rain areas within the field of view are determined by additional observations and lead to a correction of the microwave brightness temperature.

    Description: A formula permitting calculation of the mean-square error of the mean value of a random variable due to periodic sampling is derived and applied to estimating the sampling error for satellite observation of the mean rainfall during the GARP Atlantic Tropical Experiment (GATE). The effects of both spatial resolution and frequency of observation on the sampling error are summarized in graphs. It is found that four observations per day are sufficient to determine the monthly mean rainfall over an area of 2.5 deg square (280km x 280km) to within a standard deviation of 5 percent of its mean value; two samples per day would yield an error with a standard deviation slightly less than 10 percent of the mean. A satellite instrument with less frequent sampling may produce significantly greater error in the estimate of monthly mean rainfall.

Precipitation is rather variable in both space and time, and the distribution of surface rainfall data given location typically is substantially skewed. There are a number of precipitation process at work in the atmosphere, and few of them are well understood. The formal theory on sampling and estimating precipitation appears considerably deficient. Little systematic attention is given to nonsampling errors that always arise in utilizing any measurement system.     Description: Moisture can play an important if not dominant role in supplying energy to tropical and extra-tropical weather systems. In the tropics where the air is almost saturated only the slightest amount of uplift is required to initiate the release of vast amounts of latent heat to fuel systems as diverse as convective cloud clusters and hurricanes. The role of latent heating on extra-tropical systems is much more subtle. While the primary energy source for synoptic-scale systems is often the release of gravitational potential energy through the sinking of cold air and the rising of warm, it seems that the latent heat that is eventually realized through slow uplift of large masses of air can significantly modify the evolution of the system. An analysis of the energetics of the storm of March 25 to 27, 1978 over the eastern USA to understand the implications of the heat released due to the vast cloudy area associated with warm frontal overrunning was performed.

    Description: The concept of predictability which is conditioned by synoptic-scale disturbance instabilities is extended to that of time averages, which are determined by low-frequency planetary wave predictability, in an attempt to determine the theoretical upper limit of dynamical predictability of monthly means for prescribed, nonfluctuating external forcings. Sixty-day integrations of a global general circulation model with nine different initial conditions but identical boundary conditions of sea surface temperatures, snow, sea ice and soil moisture are carried out, where the rms vector wind error between the observed initial conditions is greater than 15 m/sec. It is found that while the variances among the first 30-day means, predicted from mostly different initial conditions, are significantly different from the variances due to random perturbations in the initial conditions, variances for days 31-60 are not so distinguishable. These results suggest that the evolution of long waves remains predictable for between one month and 45 days.

    Description: The spectrum of weather and climate needs for lidar observations from space is discussed. This paper focuses mainly on the requirements for winds, temperature, moisture, and pressure. Special emphasis is given to the need for wind observations, and it is shown that winds are required to depict realistically all atmospheric scales in the tropics and the smaller scales at higher latitudes, where both temperature and wind profiles are necessary. The need for means to estimate air-sea exchanges of sensible and latent heat also is noted. Lidar can aid here by measurement of the slope of the boundary layer. Recent theoretical feasibility studies concerning the profiling of temperature, pressure, and humidity by differential absorption lidar (DIAL) from space and expected accuracies are reviewed. Initial ground-based trials provide support for these approaches and also indicate their direct applicability to path-average temperature measurements near the surface. An alternative approach to Doppler lidar wind measurements also is presented. The concept involves the measurement of the displacement of the aerosol backscatter pattern, at constant height, between two successive scans of the same area, one ahead of the spacecraft and the other behind it, a few minutes later. Finally, an integrated space lidar system capable of measuring temperature, pressure, humidity, and winds which combines the DIAL methods with the aerosol pattern displacement concept is described briefly.

    Description: It is noted that the positions in the sky where the skylight is unpolarized, that is, the neutral points, are in most cases located in the vertical plane through the sun (the principal plane). Points have been observed outside the principal plane (Soret, 1888) when the plane intersected a lake or sea. Here, the neutral points were located at an azimuth of about 15 deg from the sun and near the almucantar through the sun. In order to investigate the effects of water surface and aerosols in the neutral point positions, the positions are computed for models of the earth-atmosphere system that simulate the observational conditions. The computed and measured positions are found to agree well. While previous observations provided only qualitative information on the degree of polarization, it is noted that the computations provide details concerning the polarization parameters.

    Description: A three-dimensional numerical cloud model has been used to test a method for retrieving temperature and pressure deviation fields from detailed wind and water fields in deep convective clouds. A comparison of the retrieved fields with the output from the numerical model was used to test the validity of the theoretical treatment and accuracy of the programming. The local time derivatives of each of the velocity components are known to be potential problem sources in using Doppler radar data, and a test was done with this derivative estimated over a 4 min time span rather than 30 s, resulting in excellent agreement with the original solution for this data set. When the local derivative was eliminated, the solution was judged useful for general temperature patterns. Errors due to the inability to measure cloudwater mixing ratio and inaccuracies in rainwater mixing ratio were found to be significant, but not so severe as in the turbulence and steady-state sensitivity tests.

    Description: The albedo of snow is defined as the ratio of reflected to incident solar energy, and it is an important parameter in the earth's radiation budget analysis and in the study of snowpack's thermal conditions. An approximate model for calculating the incident spectral flux for partially cloudy skies is presented. The input parameters for the calculation are atmospheric precipitable water, turbidity, ozone content, surface pressure, the optical thickness of clouds, and the grain size of snow crystals. The spectral snow reflectance model considers both specular surface reflection and volumetric multiple scattering. The surface reflection is calculated by using a crystal-shape-dependent bidirectional reflectance distribution function; the volumetric multiple scattering is calculated by using a crystal-size-dependent approximate solution in the radiative transfer equation. The model yields spectral and integrated solar flux and snow reflectance as a function of solar elevation and fractional cloud-cover. The illustrative insolation and albedo values were obtained from spectral reflectance and incident flux for representative parameters of Antarctic coastal regions. A simple relationship between grain size and the overcast albedo was obtained. For a set of grain size and shape, the albedo as a function of solar elevation and fractional cloud cover was tabulated.

    Description: The considered investigation was motivated by three factors. One is related to an extension of single-channel MESA to multi-channel by Strand (1977), Morf et al. (1978), and Jones (1978). MESA is a high-resolution signal processing and spectrum analysis technique due to Burg (1975). The considered developments resulted in the discovery of the 11-year solar cycle signal in the change of the length of day by Currie (1980, 1981). They also led Currie (1981) to study the phase spectrum of the 11-year term in height H of sea level. The investigation tries to clarify the phase relations among the involved parameters. The second factor is connected with an application of the linear time domain technique used by Currie (1981) to temperature records to obtain more accurate information regarding the signal amplitude. The third factor of motivation is related to increases in the number of stations available for an analysis, the greater average length of the records, and the more accurate data set.

    Description: A method, suggested by Leith (1975), which employed stochastic-dynamic forecasts obtained from a general circulation model in such a way as to satisfy the definition of climatic noise, was used to validate assumptions accounting for the effects of external influences in estimating the climatic noise. Two assumptions were investigated: (1) that the weather fluctuations can be represented as a Markov process, and (2) that changing external conditions do not influence the atmosphere's statistical properties on short time scales. The general circulation model's simulation of the daily weather fluctuations was generated by performing integrations with prescribed climatological boundary conditions for random initial atmospheric states, with resulting dynamical forecasts providing an ensemble of simulated data for the autoregressive modeling of weather fluctuations. To estimate the climatic noise from the observational data (consisting of hourly values of sea level pressure and surface temperature at 54 U.S. stations for the month of January for the years 1949-1975) use of the short time-scale assumption is made. The simulated and observed data were found not to be consistent with either white noise or a Markov process of weather fluctuations. Good agreement was found between the results of the hypothetical testing of the simulated and the observed surface temperatures; and only partial support was found for the short time-scale assumption, i.e., for sea level pressure.

    Description: Observations of cloud geometry using scan-synchronized stereo geostationary satellites having images with horizontal spatial resolution of approximately 0.5 km, and temporal resolution of up to 3 min are presented. The stereo does not require a cloud with known emissivity to be in equilibrium with an atmosphere with a known vertical temperature profile. It is shown that absolute accuracies of about 0.5 km are possible. Qualitative and quantitative representations of atmospheric dynamics were shown by remapping, display, and stereo image analysis on an interactive computer/imaging system. Applications of stereo observations include: (1) cloud top height contours of severe thunderstorms and hurricanes, (2) cloud top and base height estimates for cloud-wind height assignment, (3) cloud growth measurements for severe thunderstorm over-shooting towers, (4) atmospheric temperature from stereo heights and infrared cloud top temperatures, and (5) cloud emissivity estimation. Recommendations are given for future improvements in stereo observations, including a third GOES satellite, operational scan synchronization of all GOES satellites and better resolution sensors.
