    Notes: High-performing project teams are crucial for effective research and development (R&D). To become high performing, teams need to make use of their different skills and reflect upon their collective actions, thereby combining knowledge that could lead to value-adding activities for the company. This article describes the use of team coaching in supporting team reflection and learning in global R&D project teams. A collaborative research approach was used during the 8 months of coaching, with several inquiry methods being employed. The results indicate that coaching interventions have a positive effect on team performance, both from an efficiency perspective as well as from a creativity and climate perspective. Practical and theoretical implications are discussed, as is future research.

    Notes: One crucial yet relatively unexamined perspective on issues of concern to both organizations and nations, the creativity and productivity of scientific efforts, is the insider perspective. Insiders are privy to confidential information – in this study, first-hand observations of good and bad leadership – because of their position within the laboratory. The insider perspective can help answer such questions as: What are scientists' lived experiences of effective management? What have they observed as some of the impacts of ineffective management? What worries them in terms of their own capacity to lead and manage? This paper describes interim results of an ongoing, exploratory study of insiders in academia, government, and industry. For the past 5 years, more than 200 scientific researchers from Europe, Asia, and the US have been asked open-ended questions about (1) the best example of scientific leadership they have encountered; (2) the worst example; and (3) their most difficult problems leading scientific endeavours. Their responses to date have included unexpected and surprising results. Good leaders are most frequently described as caring and compassionate (in contrast to the expected description of technically competent). Bad leaders are most frequently described as (surprisingly) abusive. The other important (and ‘unintended’) finding is that gender inequity persists. These responses illuminate some of the challenges facing those who manage research and development (R&D), who study the management of R&D, and who are responsible for national policies regarding R&D.

    Notes: This paper presents and discusses the contribution of ‘mentoring’ relationships to organisational learning and knowledge creation in the early stages of research and development (R&D) projects. Our study considers the characteristics of a scientific leader, the nature of the context he creates, and how dialogue contributes to scientific breakthrough. Our study is unusual in as much as research on knowledge creation has developed separately, yet in parallel, with that of mentoring. It is rare to combine these disciplines and yet our research shows there is much to learn from examining the two as a process.We conducted our research at TECHNO, a high-tech-based European company producing advanced equipment dedicated to particles acceleration. Interviews were carried out in 2002–2003 with the founder of the company, the head of the R&D and engineering department, and team members involved in the low energy cyclotron project.Our exploratory research enabled us to identify differences in actors' perceptions about the nature and characteristics of these relationships. Our study also suggests that not all sets of relationships can tolerate the degree of intensity provided by the ‘mentor’. TECHNO has other ‘mentors’ who do not manage to generate the same creative context. Complementary mentoring styles based on premises and process reflection allow to support and enhance ‘upper levels’ learning by junior team members. We examine the nature of the leaders as mentors and catalysts within the learning process and briefly discuss implications for setting up and maintaining learning teams.

    Notes: The present research uses conversations with new product innovators in commercial organisations to explore how they experience innovating in those organisations. Based on their words, the study explores how innovators experience the complex social settings and structures of their organisation, how this affects creativity, and how innovative climates are enabled or inhibited by it. Organic, self-organising working structures are shown to enable creative commercial innovation more easily than hierarchical settings. Innovators' own words also identify what motivates them. ‘Excitement’ and ‘creative buzz’ are shown to be common intrinsic motivators and ‘tangible benefit’ for organisation or customers is shown to reinforce this. Innovators' experience of networks is also studied, along with their experiences of leadership in organisations. While this study is exploratory in scope, it is hoped that it will be of value in organisations looking to build effective partnerships with their innovators.

    Notes: International evidence shows that research is increasingly being carried out in organisational forms built around cross-sectoral (government, academic and business) and transdisciplinary teams with well-defined national social, economic or environmental objectives in view. As a result, new and unfamiliar forms of organisational arrangements for research are emerging within universities and elsewhere. These collaborative research centres have been variously termed ‘hybrid’ or ‘parasitic’. This paper draws upon around 30 in-depth interviews with participants from selected Australian Cooperative Research Centres (CRC). It examines how researchers reconcile the many demands of their dual role, first, as a government researcher or academic, and second as a committed participant in an industry-collaborative research centre. These collaborations go beyond ‘applied research’ to span fundamental research and immediately useful knowledge. But reward systems and performance measures for academic researchers are still founded largely on ‘discovery’, while those for government researchers are based upon ‘application’. The risk is that researchers will be deflected by the collaboration in ways that conflict with their institutional responsibilities. The paper reports work analysing the management strategies used by the CRCs and their public sector partners to ensure that their common goals are achieved while preserving their institutional interests and the expectations of their research staff. The aim is to identify effective ways of managing the various ‘risks’ of cross-sector collaborative research and development (R&D) in Australia and more widely.

    Notes: As research and innovation have become central to the economy, the challenge of managing these activities has taken on greater importance. Studies have focused on the impact of organizational variables on research activities, such as work environment, human resource factors, and managerial practices. But little attention has been paid to the effect of differences among types of research projects. While the notion that differences exist among research projects is acknowledged, particularly in the research & development portfolio literature, there have been relatively few studies into the dimensions by which research projects, and needs of project team members, differ. Further, there is little recognition that these differences translate into the need for different research project management practices. The objective of this paper is to investigate differences among research projects along three dimensions, amount of funding, complexity of project teams, and research orientation. These dimensions are selected because of their central theoretical importance in the organizational literature, as well as posing a number of different challenges for research management. This study looked at 18 research projects at a national laboratory and analyzed the responses of project members to a comprehensive research environment survey conducted in 2001. The results of the analysis indicate that there are significant differences between types of projects along three dimensions and suggest ways that research performance can be improved through management intervention.

    Notes: Profiles of inventors' technological competence are a valuable source of information for decision-making in research and development (R&D) management, e.g. concerning inventor assessment, human resource development and R&D team-building. In the following exposition, a new method of inventor profiling will be put forward, which is based in particular on semantic patent analysis and multidimensional scaling. First, in the course of semantic patent analysis, specialized software, equipped with a natural language processor, reads the patent text transferring the contents into a subject–action–object–format (SAO). The extracted SAO structures are then used to create similarity matrices for patents or patent sets, respectively, according to a specific similarity value. Subsequently, an inventor competence map can be produced by means of multidimensional scaling.The benefits of this method for R&D-related issues in human resource management will be illustrated by the example of a German mechanical engineering company. Two distinct types of profiles were generated and tested: (i) the profile of a single key inventor and (ii) a profile of key inventor sets. The single key inventor profile gives information on the range of competence, i.e. the homogeneity or heterogeneity of a certain inventor's competences, providing far more detailed insights than resorting to bibliographic data like international patent classification (IPC) classes or citations, whereas the latter kind of profile establishes the position of a certain key inventor in relation to others, helping to highlight specific groups of inventors and their domains. These results are clearly apt to support human resource management.

    Notes: This article reports on the union recognition dispute that took place at the McDonald's food-processing plant in Moscow. It examines this dispute in the context of McDonald's employment practices worldwide, the interventions made by international and local unions, and Russian government bodies. Despite these interventions it became impossible to either organise the workforce or establish a collective agreement. The case illustrates the difficulties facing both local unions and global union federations when confronted by intransigent multinational companies, especially in low-skilled sectors in transitional economies.

    Notes: This paper is concerned with exploring the barriers to cross-border trade union cooperation among graphical workers in Europe. Highlighting the increasing globalisation of graphical multinationals, the paper illustrates that graphical unions cannot restrict their activities to developments within national boundaries. As such it highlights some of the obstacles that unions face in attempting to instigate transnational cooperation strategies. These obstacles include: the role of employers, the prevailing practices of the unions, employee reticence, the role of the law and resource constraints. It concludes by stressing the continuing need to strengthen cross-border trade union networks with the ability to impose effective sanctions against the unbridled growth of multinational power.

    Notes: The French system of continuing vocational training was set up in 1970 by an intersectoral collective agreement that was then followed by legislation. More than 30 years on, the economic and social context has changed and the system now faces new challenges. In 2001 and again in 2003 the social partners embarked upon new negotiations in a bid to redesign the system. Analysis of the negotiation process and of its outcomes  reveals  both  the  persistence  of  societal  characteristics  and  the  emergence  of significant innovations, particularly in the individualisation of training. This dual trend is explained by the characteristics of the actors involved as well as by the weakness of the state.

    Notes: In response to Schmidt, Le, and Ilies' (2003) call for further assessment of transient error variance in measures of key individual difference variables, the current study examines transient error estimates for eight speeded cognitive ability scales and a composite scale. One hundred twenty-three participants were tested on two occasions with a 1-week interval between administrations. Estimates of transient error ranged from a low of .01 to a high of .18, with an average value of .09. The coefficient of equivalence, based on the split-half method, resulted in overestimates of reliability by as little as 1.90% to as much as 25.96%, with an average 12.96%.

    Notes: Although recruitment researchers often discuss influences on decisions to apply for jobs, few studies assess actual application behavior. This study of individuals who expressed an interest in a firefighter job revealed that applying was related to recruiting source informativeness and organizational familiarity. Source informativeness was not related to self-selection out of the process after application or performance on the selection process, but was related to perceptions of familiarity and to applicant demographics. Implications for recruitment are discussed.

These include the attenuation of the role of lay activists and intra-union conflict.     Notes: An international foundation for the promotion of basic research in biomedicine, the Boehringer Ingelheim Fonds (B.I.F.), reports that fellowships are awarded to post-graduate researchers according to the following main criteria: (1) scientific quality as demonstrated by the applicant's achievements to date, (2) the originality of the proposed research project, and (3) the scientific standing of the laboratory where the research will be conducted. Using the Boolean probit statistical technique, this study examines the multiple conjunctural causation that a fellowship will be awarded only if all three of these criteria are assessed positively by the B.I.F. peer review committee. In agreement with the prescriptive principles of the foundation the results suggest that the B.I.F. approves applications only if all of the three criteria are rated positively.

    Notes: This paper identifies the constraints and opportunities facing trade unions in post-socialist societies through a comparison of the Russian and Chinese cases. The paper charts the changing role of trade unions in the integration of state-socialist economies into global capitalism and argues that this presents the trade unions with a dilemma: whether to reconstitute their traditional role through collaboration with management and the state apparatus, or whether to develop their ability to defend the rights and interests of workers. While the former offers the line of least resistance, there are progressive elements pushing for change in both trade union movements.

    Notes: Standardized tests are commonly used to select individuals in both pre-employment and educational settings. Nevertheless, research has yet to sufficiently explore the relationship between test anxiety (TA) and test performance in selection contexts. The goal of this study was to assess the dimensionality of TA, the relations between TA and test performance, and the impact of gender on TA within the realm of personnel selection. Test anxiety was found to be bi-dimensional and negatively related to performance on a cognitively based selection instrument. Gender moderated the relation between TA and test performance, with stronger associations for males. This finding is consistent with the sex-linked anxiety coping theory that is advanced here. Implications of this study and avenues for future research are discussed.

    Notes: A situational judgment test (SJT) and a Big 5 personality test were administered to 203 participants under instructions to respond honestly and to fake good using a within-subjects design. Participants indicated both the best and worst response (i.e., Knowledge) and the most likely and least likely response (i.e., Behavioral Tendency) to each situation. Faking effect size for the SJT Behavioral Tendency response format was (d=.34) when participants responded first under honest instructions and (d=.15) when they responded first under faking instructions. Those for the Big 5 dimensions ranged from d=.26 to d=1.0. For the Knowledge response format results were inconsistent. Honest condition Knowledge SJT scores were more highly correlated with cognitive ability (r=.56) than were Behavioral Tendency SJT scores (r=.38). Implications for researchers and practitioners are discussed.

    Notes: Applied psychologists have long been interested in the relationship between applicant personality and employment interview ratings. Analysis of data from two studies, one using a situational interview and one using a behavioral interview, suggests that the correlations of structured interview ratings with self-report measures of personality factors are generally rather low. Further, a small meta-analysis integrates these two studies and the limited previous literature to arrive at a similar conclusion – there is relatively little relationship between structured interviews and self-reported personality factors.

    Notes: In this study, we investigated the moderating role of interdependence (a personality trait that measures the extent to which individuals desire working in a group-based, cooperative setting) on the relationship between competitiveness and one-year objective sales performance. On the basis of data from 133 sales representatives, results indicated that: (a) competitiveness was related to objective sales performance; and (b) interdependence moderated the relationship between competitiveness and objective sales performance such that competitiveness predicted objective sales performance more strongly for those who scored low in interdependence versus those who scored high in interdependence. Implications for sales selection and reward systems and directions for future research are considered.

    Notes: Recruiters infer personal traits from job applicants' resumés and use these inferences in evaluating job applicants' employability. No research to date, however, has determined if resumé reviewers' inferences of applicants' personality drawn solely from resumé biographical data are valid. In the present study, resumé reviewers (N=52) examined one of two applicant resumés and then described the applicant's personality based on the Big 5 taxonomy. Validities of reviewers' inferences concerning applicant personality were assessed by correlating resumé reviewers' judgments with applicants' self-reported Big 5 personality scores. Results suggested that valid personality inferences are possible based solely on resumé evaluation. We also found evidence suggesting that attending a brief training session may enhance reviewers' accuracy when inferring applicants' personality from resumé information.

    Notes: Although there has been empirical attention paid to the criterion-related validity of predictor composites, there has been much less attention paid to the standardized ethnic group differences associated with these composites. One important area of inquiry in predictor composite research is the influence of adding predictors to a test of general mental ability. The limited empirical literature on this practice is mixed, but the prevailing expectation is that there is likely to be higher validity and less adverse impact. Unfortunately, much of the previous work is limited by the presence of inaccurate validity and standardized ethnic group difference values. In this analysis we formed meta-analytic matrices to more accurately estimate the validity and standardized ethnic group differences of several composites that combine a measure of cognitive ability with measures of conscientiousness, a structured interview, or biodata. While results were somewhat complex, we found that adding alternative predictors does not result in a situation in which validity automatically goes up and adverse impact potential automatically goes down. In fact, the reductions in adverse impact (if any) from adding “non-cognitive” predictors were more modest than much of the literature suggests.

    Notes: This paper suggests that, while medieval cathedrals served many purposes and, indeed, were some of the greatest technical achievements of their time, they served a rational economic purpose as well. Protestant entry into the market for Christian religion finally materialized in the early sixteenth century. The Roman Catholic Church did not make a ‘mistake’ in failing to forestall entry. We argue that the Church made a conscious rational effort to do so by supplying excess capacity and particular forms of capital in medieval cathedrals. While the attempt to forestall entry was ultimately unsuccessful, the extent of cathedral building helps explain why some areas of Europe remained Catholic and alternative forms of Christianity took hold in other locales.

    Notes: We investigate the possible future of Post-Kyoto climate policies until 2020. Based on a cross-impact analysis, we first evaluate an expert poll to identify the most likely Post-Kyoto climate policy scenarios. We then use a computable general equilibrium model to assess the economic implications of these scenarios. We find that Post-Kyoto agreements will include only small reductions in global greenhouse gas emissions, with abatement duties predominantly assigned to the industrialized countries, while developing countries remain uncommitted, but can sell emission abatement to the industrialized world. Equity rules to allocate abatement duties are mainly based on sovereignty or ability-to-pay. Global adjustment costs to Post-Kyoto policies are very moderate, but regional costs to fuel exporting countries can be substantial because of distinct terms-of-trade effects on fossil fuel markets.

    Notes: Investment incentives targeted at attracting multinational firms have been extensively researched, and empirical evidence has shown them to be influential. The same is not true of exit restrictions. Yet, as recent theory suggests, there may be a trade-off between entry incentives and ease of exit. This paper focuses on that trade-off in the case of US multinationals in 33 host countries. An indicator of labour market regulations is used as a measure of ease of exit. Results suggest that both entry incentives and labour market regulations are important and ignoring the latter neglects an important dimension in firms' location decision.

    Notes: This paper explores the conflict of real and monetary convergence during the EMU run-up of the Central and Eastern European member states. Using a Balassa-Samuelson model of productivity driven inflation, we find a high probability of higher inflation in the new member states. We compare the policy options which make the compliance possible, i.e. fiscal tightening and nominal appreciation within the ERM2 band. Nominal appreciation within ERM2 seems the better option to achieve the compliance with the Maastricht criteria, as no discretionary government intervention is necessary, and losses in terms of real growth are smaller. Having once opted for nominal appreciation by fixing the ERM2 entry rate as the central rate (Irish model), a high degree of flexibility is provided in coping with erratic short-term capital inflows. The strategy of setting the ERM2 entry rate above the central rate (Greek model) implies a clear exchange rate path within ERM2 and thereby less exchange rate volatility. Despite the merits of nominal appreciation, countries committed to hard euro pegs, or with high budget deficits, may choose fiscal contraction as a solution.

    Notes: Are private firms more efficient than public ones? Does privatisation improve performance? In order to answer these questions, it is necessary to disentangle the impact of ownership and competition upon business performance. This paper presents empirical evidence relating to the hypothesis that public ownership and competition are determinants of firms' productivity. It concludes that public ownership has a significant negative effect on productivity and also that privatisation has a positive impact on efficiency. Furthermore, increased competition is found to have a positive effect on productivity. These results are interpreted as confirming that privatisation is effective as a means of increasing firms' efficiency, at least in a non-regulated and relatively competitive sector, such as manufacturing.

    Notes: Theory presents two channels through which profit sharing can cause workers to increase their coworkers' productivity: greater cooperation and increased peer pressure. This paper argues that these generate opposite influences on coworker relations, and that which dominates varies according to circumstances and type of worker. Using German data, we show that, for non-supervisory men, profit sharing increases cooperation, but that for those who highly value success on the job, it has no influence on cooperation, and for supervisors it reduces cooperation. Moreover, the findings show striking gender differences in the effect of profit sharing. We contend these patterns fit with underlying theoretical expectations.

    Notes: A meta-analysis of thirty-four restriction tests from nine studies of the natural rate of unemployment hypothesis (NRU) finds the statistical trace of a false empirical hypothesis. A theme of bias and misspecification among those studies that tend to be more supportive of NRU emerges. When combined with a separate meta-analysis of NRU's falsifying hypothesis, unemployment ‘hysteresis’ (Stanley 2004a), the natural rate hypothesis may be regarded as empirically ‘falsified’ (Popper 1959). Monte Carlo simulations validate the meta-regression methods used here to integrate different restriction tests and to identify their limitations.

    Notes: There is a growing interest in the academic and policy making communities in understanding the effects of sectoral specialisation on labour market performance. The existing empirical evidence, mainly based on US data, generally finds a positive correlation between sectoral specialisation and labour market indicators such as wages and unemployment. The policy implication one can draw from these results is that fostering sectoral diversification may reduce unemployment. However, this lesson may not hold for all countries. In particular, in the case of Europe, the diversity of labour market institutions may play a distinct role in shaping the relationship between sectoral specialisation and labour market performance.In this paper, we investigate the relationship between regional sectoral specialisation and regional unemployment rate in the context of different collective bargaining institutions in the EU countries. We find that collective bargaining institutions do play a role in shaping the unemployment rate differentials across regions belonging to the same country. Furthermore, the relationship between regional specialisation and the regional unemployment rate is stronger in countries with intermediate and decentralised collective bargaining institutions in comparison to countries with centralised collective bargaining institutions.Our results suggest that labour market institutions are likely to influence the outcome of policies aiming at fostering regional diversification. While such policies may result in reducing regional unemployment in countries with decentralised and intermediate levels of collective bargaining, they may not make a big difference in countries with centralised collective bargaining institutions.

    Notes: This paper distinguishes four types of ‘Prisoners’ Dilemma games – provision, the commons, selfishness, and altruism – based on the public character of benefits and costs. Although each of these four games has the same 2 × 2 ordinal game form, each differs in terms of strategic, dynamic, and policy implications. Similar differences characterize the n-person representations of the four games. When paired in 3 × 3 representations, the least-desirable Nash equilibrium of the two embedded 2 × 2 games results. The four types of PD games also have different evolutionary and informational requirements for cooperation. Applications include the environment, biology, counterterrorism, and international relations.

    Notes: Both the economic theory of federalism and international environmental economics are interested in finding conditions under which countries or groups of countries would like to start cooperation with other countries. In the framework of the standard public-good model this paper presents a criterion for individually rational and thus voluntary international cooperation aiming at the provision of an international public good. This basic criterion can be traced back to Wicksell and Rawls and reflects the idea of reciprocity. In a further step, it is used to specify determinants that affect the decision of a group of countries to enter a coalition. It turns out that in this context the adjustment behavior of the original coalition members as well as that of the remaining outsiders is of particular importance. Finally the theoretical considerations are confronted with actual behavior of countries and groups of countries (as the EU, US and the developing countries) in the Kyoto process leading to a discussion of further prospects for global climate-change policy.

This paper presents empirical evidence that the negative relationship between productivity growth and employment growth that prevailed in the 1960s and 1970s has disappeared since then. This finding is robust to using alternative measures and including other explanatory variables. The improved trade-off may be good news for policymakers who aim at raising the ‘speed limit’ of the economy.

    Notes: The importance of aesthetic considerations is widely acknowledged in mathematics and the natural sciences. Beauty motivates mathematical and scientific discoveries and serves as a criterion for their acceptance by the scientific community. In contrast, there is little attention to beauty in the models, theorems and other objects of economic theory. This holds even though mathematics is an important tool of economic analysis. The pure theory of international trade provides useful examples to discuss the role of aesthetics in economic theory. The central feature of the discipline of economics which distinguishes it from the natural sciences and appears to explain the paucity of beauty in economics is that economic models lack generality.

    Notes: We explore the economic implications of the possible Turkish accession to the European Union. We focus on three main changes associated with Turkish membership: (i) accession to the internal European Market; (ii) institutional reforms in Turkey triggered by EU-membership; and (iii) migration in response to the free movement of workers. Overall, the macroeconomic implications for EU countries are small but positive. European exports increase by around 20%. Turkey experiences larger economic gains than the EU: consumption per capita is estimated to rise by about 4% as a result of accession to the internal market and free movement of labour. If Turkey would succeed in reforming its domestic institutions in response to EU-membership, consumption per capita in Turkey could raise by an additional 9%. These benefits would spill over to the EU.

    Notes: This article shows that therapeutic advice for behavior within the family is to create a functioning property-rights system and to emulate voluntary transactions within a competitive economic market. The optimal organization of the family requires that relations are structured so that non-cooperative game playing is minimized and transaction costs are reduced. The article employs economic analysis to explain why ‘setting limits’ is preferred to punishment (Pigouvian taxes). It also explains why there is conflict between children and their parents even when the parent's utility is the present discounted value of the child's utility function.

    Notes: This paper examines the predictive value of earnings, operating cash flows and accruals in Hong Kong, Malaysia, Singapore and Thailand for the period 1994–2001. We also examine the impact of the Asian financial crisis of 1997 on the predictive power of the accounting performance measures. We regress future cash flows and future excess returns on earnings (or cash flows and accruals) for the periods 1994–1996 (pre-crisis period), 1997–1998 (crisis period) and 1999–2001 (post-crisis period). Our findings indicate that the accounting measures have explanatory power for 1-year ahead cash flows. Our analyses of 1-year ahead excess returns indicate that investors may have undervalued the accounting measures in the pre- and post-crisis periods, and overvalued the measures during the crisis period.

    Notes: During the period from 1998 to 2000, China implemented several new asset write-down regulations that mandate lower of cost or market accounting (LCM) for most non-cash assets. This is a study of the relevance and reliability of those regulations for investors in China. The study measures the association of net asset value with market value of equity and the association of accounting income with stock return, on both a historical cost accounting (HCA) basis and on an LCM basis. A fixed-effects model controlling both year and firm effects is used in a balanced panel sample. The panel regressions show high levels of explanatory power. LCM values can be relevant but may be measured with sufficient error that they do not improve the prediction of firm values. Reliability is measured using non-nested, overlapping model comparison tests (J and Cox). The paper also considers whether discretionary motivations influence the amount of write-down. The study supports the relevance of LCM reforms, but finds that reliability is not increased over HCA during the period under study. Reliability appears to be reduced by the voluntary nature of LCM provisions during part of the period and by the effects of opportunism for some firms in the sample.

    Notes: The last decade of empirical research on the added value of HRM, also known as the ‘HRM and performance’ debate, demonstrates evidence that HRM does matter (Huselid, 1995; Guest et al, 2003; Wright et al, 2003). Unfortunately, the relationships are often statistically weak and the remlts ambiguous. This article reviews and attempts to extend the theoretical and methodological issues in this debate. Its aim is to build an agenda for future research in this area. A brief overview of achievements to date is followed by the theoretical and methodological issues related to what constitutes HRM, what is meant by the concept of perfomzance and the nature ofthe link between these two. In the final section, it is argued that research designs should start from a multi-dimensional concept of performance, including the perceptions ofemployees; and build on the premise of HR systems as an enabling device for a whole range of strategic options. This implies a reversal of the strategy-HRM linkage.

    Notes: This article examines how operational managers are interpreting the management of diversity in practice. It is explicitly concerned with the way in which managing diversity was understood and applied in one large, long-established British retailing company. The findings suggest that while the business benefits attributed to diversity management are appealing to employers, it is a concept that lacks clarity for line managers both in terms of what it is and how it should be implemented within the anti-discrimination legal framework. Line managers, familiar with the value of demonstrating a common approach in their decision-making as the key means of defence against claims of discriminatory treatment, regarded a diversity management agenda concerned with recognising and responding to individual differences as more likely to lead to feelings of unfairness and claims of unequal treatment. It will be argued that, in the implementation of organisational diversity initiatives, employers need to take greater account of the tensions facing line managers, their interpretation of diversity management and perceptions of fair treatment as well as the operational context.

    Notes: This is an overview of what the authors believe to be every empirical research article into the linkages between HRM and performance published in pre-eminent international refereed journals between 1994 and 2003. The analysis covers the design of the study, including the primary level of analysis and the identity of the respondents; the dominant theoretical framework(s) informing the article; how HRM is conceived and operationalised; how performance is conceived and operationalised; and which control and/or contingency variables are incorporated. Finally, the article examines how each study depicts the so-called ‘black box’ stage between HRM and performance. It reports wide disparities in the treatment of these components, but also some welcome commonalities and indicative trends that point towards a gradual convergence on how future research into this complex relationship might usefully be conducted. The findings are compared with previous reviews of the literature. The analysis should illuminate the ongoing debate about the linkages between HRM and performance, and prove valuable for future research designs.

    Notes: This article focuses on unemployed job-seekers' attitudes towards entry-level jobs in three areas of the service sector – retail, hospitality and call-centre work. The article examines whether job-seekers are reluctant to pursue these opportunities, and provides an analysis of the motives of those ruling out service work. A range of potential barriers is discussed, including the extent to which job-seekers perceive the service economy as offering only so-called ‘McJobs’– low-skilled, low-paid jobs with few opportunities for development. However, the article also focuses on perceived skills mismatches, with some job-seekers arguably over-qualified for entry-level service jobs, while others consider themselves to lack the necessary ‘soft’ skills. The analysis is based on interviews with 220 unemployed people in Glasgow. The article concludes that policy action may be required to encourage job seekers to consider a broader range of vacancies and to provide tailored training in partnership with service employers. On the demand side, service employers must address the need for entry-level positions that offer realistic salaries, decent work conditions and opportunities for progression and development.

    Notes: The evaluation of the impact of changes in reward systems is a common recommendation in the personnel practitioner literature, but little has been written about how and to what extent practitioners themselves evaluate. This article therefore focuses on the activities of HR managers who have introduced new pay systems, not on academic studies of reward system change. Face-to-face interviews were conducted in 15 large, unionised organisations in England between 2000 and 2002. The study found that little formal evaluation of changes in pay and grading systems had been carried out and that managers expressed considerable scepticism about the evaluation process. They relied heavily on informal or anecdotal feedback, and appeared to have little psychological incentive to evaluate. The article suggests explanations for this lack of formal evaluation, drawing on the management decision-making literature, and recommends how changes in reward systems should be evaluated.

    Notes: This article assesses whether financial participation (profit-sharing and employee share ownership plans) is associated with positive performance outcomes, and whether direct and indirect employee participation complement financial participation in this respect. It also examines whether employee involvement in the design of financial participation afects performance outcomes. The article uses data from a survey of listed firms in Finland, Germany, the Netherlands and the UK. Several outcome measures are used, based on respondents' assessments of the effects of financial participation. Higher participation in equity-based plans, but not in profit-sharing, is found to be associated with more successfil outcomes. None of fhe other forms of employe? pnrticipafion uins found to contribute to the success of financial participation. The results therefore cast some doubt on complementarity between financial and other forms of participation.

    Notes: This article describes a research project undertaken with the co-operation of the UK's Chartered Institute of Personnel and Development, Derbyshire and Nottinghamshire branch, to investigate members' attitudes to and engagement with ‘continuing professional development’(CPD), and how these correlated with a range of other variables and demographic characteristics. Women held more positive attitudes to the value of CPD than men. The majority of the most popular updating strategies were informal and organisationally located, with less emphasis on courses and qualifications. The most powerful predictor of the perceived value of CPD was professional commitment, while other attitudinal and demographic variables had weaker associations than expected. Valuing CPD did not necessarily translate into participating in it. Implications of this research include guidance for professional institutes on what CPD professionals engage in and why, and what influences this.

    Notes: Using data front a large financial services organisation in the Netherlands, this article reports a longitudinal study at the business unit level. The study addresses the question of which longitudinal relations exist between survey data on perceived HR practices, work climate and job stress on the one hand, and prospective and retrospective financial performance on the other. Data from 223 business units were available for this study. Eight scales were selected from an employee survey answered by 18,142 respondents. These were aggregated to mean scores at the business unit level. Financial performance is operationalised by a yearly profits-to-costs ratio. Correcting for employee and business unit characteristics, the eight survey scales predict 22 per cent of the variance in business unit financial performance in the year after the survey.‘Co-operation between departments’ appears to be the most important predictor. Equally strong evidence was friund for a reverse causation sequence: business unit financial performance in the year before the survey was a significant predictor for four out of eight survey scales, especially for ‘co-operation between departments’ and ‘job security’. The results underline the importance of studying variance in HR and performance variables within large organisatiuns, and the possibilities of using employee surveys in this research context. Limitations and implications of the findings are discussed.

    Notes: It is widely accepted that creating quality products and services requires a well-trained and skilled workforce. This article seeks to contribute to unpicking the relationship between business strategy and skills in the service sector by presenting research findings from the UK fitness industry. This sector has grown quickly and includes companies that compete on the basis of high-quality services, alongside those competing largely on cost. If the route to a high-skills economy is to shift more firms towards the higher-quality end of the market, we would expect to find employers in these companies making use of a workforce with higher levels of skill. The research from the fitness industry questions this simple relationship, finding that there is no clear link between competitive strategy and skills. As market position is not necessarily the impetus for improving the skills of the workforce, the article then briefly explores what other factors may also be required.

    Notes: The hotel industry is renowned for its poor pay and employment conditions and a low take-up of HR practices. It is generally believed that the industry has relied on a lowcost, numerically flexible and disposable workforce. Recently, however, there has been debate concerning the extent to which managers in the hotel industry are embracing high commitment HRM and functionally flexible work practices. This study seeks to shed light on this question by analysing large-scale survey and interview data on the hotel industry in Australia. While hotel workplaces in general continue to be associated with high levels of numerical and temporal flexibility and greater informality of HR policies, it was apparent that larger luxury hotels were adopting more systematic employee management techniques and strengthening their internal labour markets through functional flexibility initiatives. Such firms were also pursuing numerical and temporal flexibility strategies, although in rather different ways.

    Notes: Research into how HR contributes to organisational performance is plentiful yet plagued by challenges. Alongside the ‘black box’ issue between HRM and performance, the time-lag effect and the range of performance indicators applied, the role of the HR department in this relationship is critical although often ignored. A longitudinal case study is presented here that focuses particularly on this issue, and shows a complex picture of improving HR department importance alongside high-level financial performance, but declining employee commitment and morale. The article suggests that the tensions between the rhetoric of HRM strategy, the grim reality of the employee experience and a lack of focus on human capital meant the outstanding financial performance was not sustainable in the longer term. The inherent conflict in serving both management and employees in process-and peopleorientated roles is highlighted.

    Notes: Does temporary work provide a way for individuals to improve their skill levels? Using a sample of more than 4,000 employees of US temporary staffing agencies, we analyse whether blue, white and pink-collar temps get access to company training, and the impact of skill development on wages and employee retention. We find that less than 25 per cent of temps take part in training. Educated and experienced individuals are more likely to be offered training, but lower-skilled individuals are more likely to take training when it is offered and spend more hours on it. Office workers who took part in training were more likely still to be with the agency a year later and experienced significant wage growth, while training had no effect on wage growth for blue-collar workers. Skill development that took place on the job was associated with greater wage growth for all types of temps.

    Notes: In considering the development of the HR ‘profession’, there has been little exploration of the role of the professional association. This is particularly true looking across national boundaries, raising questions about the impact and extent of homogeneity of personnel management association activities. It is argued that professional associations have a legitimising role to play in establishing a specialist body of knowledge, regulating practice and providing a source of internal and external identity for practitioners. A recent worldwide survey of personnel management associations found that, although associations are active in these areas, there is a lack of mandatory control and regulation across the profession, diluting the legitimacy accorded by such activities. Association activities were also found to be largely generic across countries, resulting from inter-association collaboration, although different contexts result in different outcomes.

    Notes: Using the basic distinction between organisational and post-organisational career orientation, this article examines preferences of business school graduates for different types of career fields and systematic differences between people with different career orientations in terms of behavioural characteristics as well as personality traits. The results show that business school graduates clearly distinguish between organisational and post-organisational career fields. Graduates with post-organisational career aspirations display attributes of high flexibility, leadership motivation, selfpromotion/self-assertion, self-monitoring, networking and less self-consciousness. For individuals preferring an organisational career pattern, inverse relationships apply. Some implications of the findings for HR practice are discussed.

    Notes: Strategic HRM theory argues that organisations should distinguish different types of employees according to their value and availability. We argue that this has resulted in an underestimation of the importance of specific HRM practices in relation to temporary employees. Building on theoretical work that discusses the employment relationship for temporary employees, the process of identification with the organisation and different ways of managing diversity, we distinguish three approaches to the operational management of temporary employees. We explore two cases that reflect opposite ends of the scale. They illustrate the value of the theoretical framework and substantiate the claim that, even after the strategic choice for a lean, distanced and uninvolved temporary ‘employment mode’ is made, different operational HRM practices lead to differences in performance.

    Notes: Previous research illustrates how managers use the ‘customer’ in the service sector to develop roles and determine requisite skill sets. This article uses the evaluation of a recent workforce modernisation initiative in the NHS to provide insights into the manner in which the patient has played an increasing role in the construction of skills in healthcare. It indicates how public-funded healthcare in the NHS contains similar tensions and contradictions to service work in consumer capitalism.     Notes: There is a growing awareness within project-based sectors of the relationship between performance and managers' competencies. This article reports on research that investigated the competency profile of ‘superior’ project managers working within the construction industry, one of the most complex and dynamic project-based industrial sectors. The study combined an assessment of both their behavioural competencies and job-task competencies. The results reveal that while their job-task competencies are highly specific to the industry in which they work, the behavioural competencies of superior project managers are mostly generic in nature and apply to a range of other management positions. This research shows how it is practically possible to identify the competency profile of superior managers and utilise this framework for managing the performance of this key management group.

    Notes: Private homeowners’ associations now govern over 18% of the American population, enforcing contractual land-use restrictions and providing what would otherwise be municipal services. The rapid spread of these associations in new housing construction is explained by rising land costs, constraints on the ability of local governments to raise property taxes, and consumer preferences. Because these associations resemble club economies in significant respects, they provide an opportunity to test whether these private associations can provide services more efficiently than municipalities.     Notes: The precautionary principle - recently added to the French constitution and part of the draft Constitution of the European Union - aims to protect the public from the risks associated with scientific and technological advance by allowing governments to ban any activity deemed to involve risks, even if those risks are unproven. In reality, the precautionary principle itself poses enormous risks of losing the advantages of projects that are banned, of preventing the development of the means by which risk may be ameliorated and of threatening the private property rights that provide the most effective environmental safeguard.

    Notes: This article argues that the first globalisation from the late 1840s to the First World War offers important lessons for the present era of globalisation. It is argued that the social and economic change created by the first globalisation led to increased protectionism and nationalism in France and Germany rather than the free-trade utopia envisaged by many liberal optimists. Contemporary optimists should be aware that globalisation and liberalisation are not inevitable processes; more and freer trade may induce a similar negative response from the short-term losers and those who fear a more dynamic and less predictable world.

    Notes: At one time, the prevailing view amongst Christian clergy in Britain would have been sympathetic towards the spontaneous order of the market economy and not sympathetic towards socialism. The spontaneous order, would, of course, have included the rich tapestry of philanthropic organisations and mutual societies that used to provide welfare for the poor. The clergy today are not generally sympathetic towards the market order. An understanding of Austrian ideas takes us to the view that, at the very least, socialist rationalism is the common enemy of Christians and those who support a free market order.

    Notes: Immigration into the UK has increased in response to high labour demand in the recent past. This additional supply of labour has helped keep interest rates lower, and growth higher, than they might have been otherwise. The longer-term impact of higher immigration may be an increase in trend productivity growth. Although the evidence on such long-term economic effects is incomplete, there is no reason to believe market principles - or fundamental freedoms - are any less relevant when it comes to flows of people rather than goods or capital.

    Notes: Expansion of higher education can undermine rather than enhance the value of education for low income families. Less well qualified children of higher income families are the main beneficiaries of the expansion and the value of the qualifications of those who do not participate in higher education can be undermined. The most obvious practical policy that would expand educational opportunity for all would be to treat all adult students equally and give further education institutions and universities comparable, as well as greater, freedom from government control.

By selling long leases on a contractual basis, the government has an incentive to provide the contractual terms, obligations and rights to the leaseholder that maximise the value of the land.     Notes: Most central banks follow either an implicit or explicit inflation target. Many leading economists promote an active role for central banks in pursuit of that target. In this article it is shown how that strategy does not necessarily lead to a neutral monetary policy and, therefore, to the smooth working of markets in the long run. Accordingly, it proposes a nominal income rule that removes monetary disturbances from the economy.
