    Beschreibung: From October through December 1976, Department personnelmade 160 sampling trips aboard southern California partyboats. A total of 25,574 fishes from 80 species was identified and measured. Also, otoliths were removed from 722 rockfish carcasses representing 28 species for use in age determination studies.The 10 most common species sampled were bocaccio, Sebastespaucispinis (33.3%); chilipepper, S. goodei (16.0%); oliverockfish, S. serranoides (6.1%); kelp bass, Paralabrax clathratus (4.6%); blue rockfish, S. mystinus (4.5%); Pacific mackerel, Scomber japonicus (4.4%); widow rockfish, S. entomelas (2.4%); vermilion rockfish, S. miniatus (2.0%); ocean whitefish, Caulolatilus princeps (1.9%); and greenstriped rockfish, S. elongatus (1.9%).The sampled quarter represented a transitional period inthe partyboat fishery during which effort shifted from "surface" fishing to deep water "rockcod" fishing. These were, in order of importance: bocaccio,Sebastes paucispinis; kelp bass, Paralabrax clathratus;Pacific bonito, Sarda chiliensis; barred sand bass,Paralabrax nebulifer; chilipepper, Sebastes goodei;California barracuda, Sphyraena argentea; olive rockfish;Sebastes serranoides; white croaker, Genyonemus lineatus;ocean whitefish, Caulolatilus princeps; and vermilionrockfish, Sebastes miniatus. Pacific bonito and California barracuda partyboatlandings exceeded those of the entire 1975 season, andsampling data indicate the average length of barracudacaught from partyboats was significantly larger thanthat of the previous season.     Beschreibung: This is the second annual report on the status of the spawning population of the Pacific mackerel as required by Section 8388.3 of the Fish and Game Code.During 1973 and early 1974, several methods of determining population size were used to estimate the spawning population size of Pacific mackerel stocks north of Point Eugenia, Baja California. The estimated Pacific mackerel spawning population obtained by tagging procedures was 2,025 tons. Two alternate spawning biomass estimates also were obtained using partyboat catches fitted to regressionlines.     Beschreibung: This report details the development of the biological communities on 2 artificial reefs off southern California (Figure 1). Santa Monica Bay Artificial Reef(SMBAR) andTopanga Artificial Reef(TAR) were both constructed in 1987 with 20,000 and 10,000 tons of quarry rock respectively.SMBAR was constructed in the manner of replication reefs which were designed by researchers to study the effects ofenvironmental and structural variables on reef productivity in situ and TAR was built to promote kelp habitat. SMBAR iscomposed of 24 module pairs of varying height and rock size arranged along three depth strata while TAR was built in 3 piles along one depth strata (Table 1, Figure 2 & Figure 3).SMBAR is located at 34°00'47''N; 118°32'33" W approximately 5 nautical miles from the Marina del Rey entrance along a course of 290° magnetic. TAR is located at 34°01'38.10" N; 118°31'54.80"W; approximately 5.25 nautical miles from theMarina del Rey entrance along a course of302° magnetic.The modules of SMBAR cover 3.58 acres of the 256 acres allotted in the permit. Each module has a footprint of about 0.07 acres. The modules of TAR cover 2 acres of 13 acres allotted in the permit. Each module has a footprint of about 0.70 acres.During the late fall of 1995 both reefs were surveyed by Department divers to assess how closely their biological communities had progressed towards a stable "equilibrium"community. Due to the relatively young age of the reefs and the rapid successional change which occurs in the associated biotic communities of new reefs (Carlisle et al. 1964; Turneretal. 1969; Carteretal. 1985; Matthews 1985; Solonsky 1985; Ambrose and Swarbrick 1989; Anderson et al. 1989;Hueckel and Buckley 1989; and WIlson et al. 1990), only qualitative surveys were conducted.     Beschreibung: The objectives of this study are:1. Determine changes in the number of species of fishes and bivalves before Phase I and during Phase I at Bolsa Chica Marsh.2. Determine if California Department of Fish and Game's predicted benefits in Phase I were achieved by increases in fish species.3. Determine influences of water management practices upon fish and bivalve composition.This report is divided into two major topics: (1) the fishes and the bivalves collected in July, August, and September 1980 and (2)a discussion of the project objectives after four quarters of sampling.Fifteen species of fishes and eight species of bivalves were collected from inner Bolsa Bay and south Bolsa slough in July, August, and September 1980. Giant kelpfish, Heterostichus rostratus; gray smoothhound, Mustelus californicus; California halibut, Paralichthys californicus; yellowfin croaker, Umbrina roncador; Washington clam, Saxidomus nuttalli; egg cockle, Laevicardium substriatum; and a small burrowing clam, Cooperella subdiaphana, have not been previously reported from inner Bolsa Bay.The number of fish species in outer Bolsa Bay changed from 10 prior to Phase I to 18 during Phase I. The number of fish species in inner Bolsa Bay and south Bolsa slough changed from three prior to Phase I to 24 during Phase I. Eleven species of bivalves were found in outer Bolsa Bay both prior to Phase I and during Phase I. The number of bivalve species in inner Bolsa Bay changes from two prior to Phase I to nine during Phase I.With the water management practices of Phase I in inner Bolsa Bay and south Bolsa slough; the number of resident fish species is 14, while the number of resident bivalves is five.All three study objectives are discussed and recommendations are made on water management practices concerning fishes and bivalves in inner Bolsa Bay and south Bolsa slough.     Beschreibung: Since 1966, enlargement of specialized United States and Soviet hake fisheries led to scientific meetings and fishing agreements with provisions for exchanges of biological data by statistical areas where the catch exceeds 100 metric tons. While California area landings have not approached thequalifying level for data exchange, measurement data are presented in this report to complement other data for the hake resource.Hake in animal food samples were measured at Santa Barbara, Morro Bay, Fort Bragg, and Eureka. The majority of measurements were obtained at Santa Barbara where a declining trend in average sizes was noted for quarterlyperiods and for annual periods from 1966 to 1970. (23pp.)

    Beschreibung: Fishing for live bait was originally introduced in 1910by Japanese albacore fishermen employing "blanket" nets. Thenorthern anchovy has always been the mainstay of the fisheryproviding 98 to 99% of the catch since 1957. Prior to thatthe Pacific sardine contributed 15 to 20% of the catch. Inpast years, when fishermen had difficulty locating fish, LosAngeles - Long Beach Harbor provided as much as 80% of theentire live-bait catch. A live-bait sampling program was initiated in 1955 by the Department of Fish and Game to maintain a closer check on the relative health of the anchovy resource. This sampling program provides the first visible indication of the yearly spawning success of northern anchovies and Pacific sardines. A brief summary of the fishing conditions from 1957 - 1973 are presented. (26pp.)

    Beschreibung: Two experiments were conducted to compare tagging mortality rates when Pacific mackerel are tagged using a traditional method and a modified method. Tagged and control fish in equal numbers were held in tanks on board the R/V ALASKA and observed for mortality. The experiments revealed mortality rates of 24% when the tag passes between the pterygiophores or neural spines and 1.5% when the tag is placed in the lateral musculature.     Beschreibung: Management of Pacific bonito in California is examined in this Management Information Document by a State-Federal team of scientists.Abundance of Pacific bonito in southern California has fallen dramatically between the 1963-1969 period and the 1974-1977 period. Since 1976 the commercia1 fleet has found few large fish in southern California, and has caught fish in the size range of 15 to 57 cm (1.2 to 4.7 pounds). This fact, coupled with the low abundance indices, point out the need for a more active management regime.To develop management measures for the California bonitofishery both a surplus yield analysis and a yield-per-recruit analysis were performed. A maximum sustained yield of 10,000 short tons was estimated for the fishery in southern California, while the whole fishery, including Baja California, has an estimated MSY of 13,000 tons. In order to achieve this level of catch, however, the stock abundance must be increased by a factor of five.Yield-per-recruit considerations suggest that a minimumsize limit in the commercial fishery has two important effects. A three-pound size limit could result in a slight increase in yield-per-recruit. If the size limit is increased to 5 or 7.5 lbs, the yield-per-recruit would fall significantly. Offsetting the effect on yield-per-recruit, however, would be a substantial increase in average amount of spawning per recruit which should result in a proportional increase in recruitment. With the current depressed stock abundance both a reduced annual take anda minimum size limit on commercial catch would confer substantial benefits in the form of an increase in the future stock size.After considering seven different types of managementmeasures, the team finds that three types -- an annual commercial catch quota, a commercial size limit, and a recreational bag limit -- appear desirable.Re-establishment of the stock in southern California wasthe major consideration in this evaluation because the stock is currently depressed. All segments of the fishery will benefit from a more abundant resource. The difficult issues for policy, however, concern the rate of rebuilding, the degree of risk that is acceptable, and the distribution of benefits among user groups. By judicious choice among the options discussed here, a variety of positions can be established with respect to these issues. The greater the size limit, for instance, the more benefit is provided the recreational sector while difficulties are imposed upon commercial fishermen. The higher the quotas adopted, theslower the stock rebuilding and the greater the risk of continued stock depletion. A final reconciliation of the management options involves social, political and legal considerations which must be thoroughly incorporated by decision-makers before adoption of a management plan.     Beschreibung: On 24 June 1985 the U.S. Navy's Deep Submergence RescueVehicle AVALON [DSRV-2] was used to locate low-levelradioactive waste containers and make observations ofdeepwater benthic fishes and invertebrates at the 900 m (2952 ft) radioactive waste disposal site approximat1y 4.4 km SW of the Farallon Islands off San Francisco, California. During the three hours on the bottom in depths of 975 to 1039 m (3198 to 3408 ft) five identifiable species of demersal fishes were observed: Dover sole, Microstomus pacificus; thornyheads, Sebastolobus spp.; deepsea sole, Embassichthys bathybius; sablefish, Anoplopoma fimbria; and Pacific hagfish, Eptatretus stoutii. Unidentifiable demersal fishes from the families Macrouridae and Zoarcidae were alsoobserved. Several species of macroinvertebrates were alsoidentified, including the tanner crab, Chionoecetes tanneri,and a large sea pen, Stylatula elongata. One low-level wastecontainer was located. The biology of the observed fishes and their commercial importance is discussed. (22pp.)

    Beschreibung: In order to initiate a fishery for the Pacificsardine, Sardinops sajax caeruleus, it is requiredthat the spawning biomass be determined to havereached a minimum of 20,000 short tons. Data fromichthyoplankton surveys, night-light surveys, theanchovy bait fishery and jack mackerel purse seinefishery are analyzed for evidence of an increase in the population size. The present level of the spawning population of the northern stocks of sardines is determined to be far below the 20,000 tons required to initiate a fishery. (14pp.)

    Beschreibung: The primary purposes of the Bolsa Chica Marsh Re-establishment Project are to preserve and restore coastal wetland resources while providing for diversity of compatible public use of the area. The objectives of our fish and bivalve study are:1. Determine changes in the number of species of fish andbivalves before Phase I and during Phase I at BolsaChica Marsh.2. Determine if California Department of Fish and Game'spredicted benefits in Phase I were achieved by increasesin fish species.3. Determine influences of water management practices uponfish and bivalve composition.The objective to "determine if California Department of Fishand Game personnel's predicted benefits in Phase I were achieved by increases in fish species" could successfully be answered after the first collection of fish during Phase I. Sampling methods need to be refined. This will be an ongoing activity as this study progresses. The prognosis of successfully determining the study objectives is good.(15pp.)

    Beschreibung: Anglers frequently violate sport fishing regulations outof ignorance, by mistake, or by deliberate action. Todetermine whether unfamiliarity with the regulations playsa major part in this problem, we asked pier fishermen aseries of questions which tested their knowledge of theregulations.We discovered that on any given weekday, only 7% of theanglers on a pier kept a copy of the regulations withthem for reference. The remaining fishermen had to dependupon memory for the rules; however, only 31% of the anglersknew three or more of those rules.Pier anglers are not well-enough informed to follow thesize limit regulations. However, anglers on piers do notoften catch size-regulated fish . Unless these anglersengage in another type of fishing (such as from a boat)they will not significantly detract from the success offishery management programs for size-regulated fish species. (8pp.)

    Beschreibung: California landings of bluefin tuna, Thunnus thynnus, were sampled for age and size composition from 1963 through 1969. Scales were used to determine the age.Landings primarily consisted of 1- and 2-year old fish. The maximum age found was 6 years old. Strong year-classes of 1960 and 1961 combined to produce high catches in 1962 and 1963. Two year old fish appear to arrive in our fishery earlier than 1-year olds. (44pp.)

Macroscopic examination of the testesand microscopic observation of the ovaries were found to bereliable in determining the extent of sexual development ofindividual bonito. Spawning occurred primarily in BajaCalifornia waters, between Thetis Bank and Hutchin's Bankduring the spring and summer. The study found that 100% ofthe males larger than 50 cm (19.7 inches) and at least 2years old and 97.5% of the females larger than 55 cm (21.6inches) and older than age 2 were mature. An analysis ofthe ova diameters in spawning fish indicates that bonitospawned more than once each season; the exact frequencycould not be determined. Estimates of fecundity were unsatisfactory.     Beschreibung: Jack mackerel landings in southern California during the 1972-73 to 1983-84 seasons indicate successful year classes in 1974, 1976, 1978, and 1980, each contributing over 150 million fish to the fishery. These alternated with weak year classes in 1973, 1975, 1977, 1979, and 1981, each contributing less than 60 million fish. A majority of the fish were caught as one- and two-year-olds and were less than 300 mm in length. (45pp.)

    Beschreibung: A skindiving survey was conducted from January throughDecember 1972 to estimate number of divers, diving days,hourly effort and animals taken from Pismo Beach to Oregon.Comparisons were made with estimates of the 1960 skindivingsurvey. A total of 15,030 divers were interviewed at 33locations from Pismo Beach, San Luis Obispo County, to theOregon border. The number of indiv1dual divers increasedfrom 2,200 in 1960 to 11,800 in 1972. Diving days increasedfrom 37,782 to 95,194. Over 50% of all diving was in theMonterey - Carmel area. Most diving hours were spent intraining, followed by abalone diving, observing, spearfishing, and photography. Totals of 82,174 abalones and 24,089 fishes were taken. Lingcod were the most abundant fish speared followed by blue rockfish and cabezon. Spearfishing dropped significantly in effort since 1960 and training and observing greatly increased. The take of abalones, urchins, crabs, and clams virtually disappeared from Point Estero to Seaside, the foraging range of the sea otter. The number of abalones taken increased outside the sea otter's range. (Document has 63 pages)
