    Description / Table of Contents: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project.     Description: This collection of thirteen essays examines sociolinguistic phenomena in a wide variety of marginal environments, providing both an overview of globalizaiton on the margins and a foundation for an expanded understanding of the processes of linguistic and cultural changes at work in these settings. Taking an expansive conceptual view of margins, the volume is organized in three parts, looking at examples of marginal spaces in the nation-state, in online environments, and in the peripheries of urban locations, globally to call attention to new and changing discursive genres, patterns, practices, and identities emerging in these spaces as a result of contemporary mobilities, the evolving global economy, and socio-political changes. At its core is the concept of 'computational capital' - the idea that capitalism itself is a computer, turning qualities into quantities, and that the rise of digital culture and technologies under capitalism should be seen as an extension of capitalism's bloody logic. Engaging with Borges, Turing, Claude Shannon, Hitchcock and Marx, this book tracks computational capital to reveal the lineages of capitalised power as it has restructured representation, consciousness and survival in the twentieth and twenty-first centuries. Ultimately The Message is Murder makes the case for recognising media communications across all platforms - books, films, videos, photographs and even language itself - as technologies of political economy, entangled with the social contexts of a capitalism that is inherently racial, gendered and genocidal.

    Description: In publishing this book, an early version of which was first published under the auspices of the Academy of Athens, the French School at Athens highlights the research work of Aspasia Louvi-Kizi, an eminent specialist in the Frank and Byzantine Peloponnese, whose work reveals all of the complexity of the architectural forms, influences and models at work in the monuments of the medieval Byzantine city of Mystras. Out of all of the architecture created by the despotic couple formed by Manuel Cantacuzène (1349-1380) and his wife Isabelle de Lusignan, who were instrumental in turning Mystras into a centre of power, Aspasia Louvi-Kizi focuses on two of the city’s most iconic monuments, the monasteries of Peribleptos and Pantanassa, proposing a new history of their construction. Their architecture incorporates elements of Frank art, meaning western or gothic art, which were foreign to the local Byzantine tradition. The gothic aspect of Mystras’ architecture, as distinct from the Franco-Byzantine influences in the neighbouring crusader principality of Achaea, has more to do with Western art in Cyprus, and its introduction by Isabelle to the Peloponnese was to prove decisive. The Western elements that decorate the facades of clocks and towers, combined with the Byzantine features to constitute a concrete expression of the despotic couple’s pro-Western politics, in line with the imperial politics of Constantinople at the time. In the fragmented and multipolar world of the Eastern Mediterranean on the eve of the Ottoman conquest, this book highlights the role Mystras played as a centre of power in the region and, in doing so, contributes to a fresh take on the city as a whole. By continuing the international conversation about a renowned site, the French School at Athens shows its commitment to a multi-layered approach that reveals the complexity of the interactions at work in the history of the Greek world in transition.

    Description: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan's emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

    Description: The art of printing with movable type made its appearance in Perugia -then as now, the heart of Italy- in 1471, when the city was under the sway of Braccio Baglioni. Perugia was home to an important university which had been attracting students from all over Europe for more than a century. They found hospitality in two colleges, of which the ‘Sapienza Vecchia’, in particular, was accustomed to accommodating students from abroad. The colleges were themselves instrumental in assisting the work of the earliest printers, all of them foreigners; their enterprise flourished for about fifteen years before strong competition from larger printing centres, notably Venice, took control of the Perugian book market. A second phase in local book production started at the turn of the century under the aegis of two major players, the Cartolari family and Bianchino dal Leone. The history of the book in Perugia is characterized by a quality and originality which is not reflected in the modest quantities produced there, and the major bibliographers have always taken an interest in it. All that and more can be found in this book, the outcome of lengthy research based on detailed analysis of all known editions and archival documents, including a number of new discoveries.

    Description: Coming in the wake of intense political and academic debate on the nature and development of the Arab Uprisings, Gramsci on Tahrir zeroes in on the complex dynamic of Egypt's revolution and counter-revolution. It shows how a Gramscian understanding of the revolutionary process provides a powerful instrument for charting the possibilities for an emancipatory project by the Egyptian subaltern classes. Central to De Smet’s argument is Gramsci’s interpretation of ‘Caesarism’, an occasion in which two evenly matched political opponents reach a potentially catastrophic stalemate; such an interplay between these forces can only end in mutual destruction. In applying this to the Egyptian revolution, we see how the Egyptian state was bereft of strong hegemonies and the people were replete with capable counter-hegemonies. The current situation in Egypt demonstrates how both national histories and global power relations enable, define and displace popular resistance and social transformation.

    Description: Why have Americans expressed concern about immigration at some times but not at others? In pursuit of an answer, this book examines America's first nativist movement, which responded to the rapid influx of 4.2 million immigrants between 1840 and 1860 and culminated in the dramatic rise of the National American Party. As previous studies have focused on the coasts, historians have not yet completely explained why westerners joined the ranks of the National American, or "Know Nothing," Party or why the nation's bloodiest anti-immigrant riots erupted in western cities-namely Chicago, Cincinnati, Louisville, and St. Louis. In focusing on the antebellum West, Inventing America's First Immigration Crisis illuminates the cultural, economic, and political issues that originally motivated American nativism and explains how it ultimately shaped the political relationship between church and state. In six detailed chapters, Ritter explains how unprecedented immigration from Europe and rapid westward expansion reignited fears of Catholicism as a corrosive force. He presents new research on the inner sanctums of the secretive Order of Know-Nothings and provides original data on immigration, crime, and poverty in the urban West. Ritter argues that the country's first bout of political nativism actually renewed Americans' commitment to church-state separation. Native-born Americans compelled Catholics and immigrants, who might have otherwise shared an affinity for monarchism, to accept American-style democracy. Catholics and immigrants forced Americans to adopt a more inclusive definition of religious freedom. This study offers valuable insight into the history of nativism in U.S. politics and sheds light on present-day concerns about immigration, particularly the role of anti-Islamic appeals in recent elections.

    Description: For the first time, this book examines the comparative impact of the Obama administration on the NATO and defense policies of European allies. Germany, Poland and Turkey serve as case studies to evaluate American policies vis-à-vis NATO Europe. All three are representative for the Alliance in various ways.     Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

It argues that the full digitisation of society sharply accelerated by the COVID-19 pandemic has added extreme complexity to the world, conclusively exposing the inadequacy of our current model of knowledge creation. Addressing many of the different ways in which reality has been transformed by technology – the pervasive adoption of big data, the fetishisation of algorithms and automation, and the digitalisation of education and research – Viola examines how the rigid conceptualisation in disciplines’ division and competition is complicit of promoting a narrative which has paired computational methods with exactness and neutrality whilst stigmatising consciousness and criticality as carriers of biases and inequality. Taking the humanities as a focal point, the author retraces schisms in the field between the humanities, the digital humanities and critical digital humanities; these are embedded, she argues, within old dichotomies: sciences vs humanities, digital vs non-digital and authentic vs non-authentic. Through the analysis of personal use cases and exploring a variety of applied contexts such as digital heritage practices, digital linguistic injustice, critical digital literacy and critical digital visualisation, the book shows a third way: knowledge creation in the digital.

By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks.     Description: Competent adult internet users voluntarily disclose vast amounts of personal data. As such disclosure can cause great harm, governments may feel that through minor interventions they can protect their citizens from disclosure that is not in the latters' best interest. However, such actions can infringe upon the rights of the users' and of the data collectors', and are only licit when justified. Neither the German nor the US government has the duty or the power to coerce the privacy choices of competent adult users for the sole purpose of protecting them against dangers caused by themselves. Instead, it is suggested that governments should focus on limiting specific harmful disclosure.

    Description: In 1907, the city of Heredia became the epicenter of the most important religious conflict experienced by Costa Rica in the 20th century. A complaint that the theory of evolution was being taught in the Lyceum (i.e. secondary school) of that city, triggered an increasingly intense confrontation between the Catholic parishioners and the circle of young radical intellectuals articulating around the writer and educator Roberto Brenes Mesén. In the course of this process, Costa Rican society, to the alarm of the government of Cleto González Víquez, was the scene of popular mobilizations in defense of the faith, excommunications and burning of impious texts, while Catholic morality was systematically questioned based on sexual abuse attributed to priests. For a moment, it seemed that the country had gone back in time, and that the ghosts of 1884 were present.

    Description: The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment. Outlining the relations between the state and the different Churches (confessions) in the Polish-Lithuanian Commonwealth, the Holy Roman Empire of Germany, and the Northern Netherlands serves to highlight the specificity of Northern Netherlands serves to highlight the specificity of «free» (non-absolutist) composite states, where the particularly complex process of defining the raison d’etat determined the level of religious toleration that was politically feasible and socially acceptable.

    Description: Black Gold and Blackmail seeks to explain why great powers adopt such different strategies to protect their oil access from politically motivated disruptions. In extreme cases, such as Imperial Japan in 1941, great powers fought wars to grab oil territory in anticipation of a potential embargo by the Allies; in other instances, such as Germany in the early Nazi period, states chose relatively subdued measures like oil alliances or domestic policies to conserve oil. What accounts for this variation? Fundamentally, it is puzzling that great powers fear oil coercion at all because the global market makes oil sanctions very difficult to enforce. Rosemary A. Kelanic argues that two variables determine what strategy a great power will adopt: the petroleum deficit, which measures how much oil the state produces domestically compared to what it needs for its strategic objectives; and disruptibility, which estimates the susceptibility of a state's oil imports to military interdiction—that is, blockade. Because global markets undercut the effectiveness of oil sanctions, blockade is in practice the only true threat to great power oil access. That, combined with the devastating consequences of oil deprivation to a state's military power, explains why states fear oil coercion deeply despite the adaptive functions of the market. Together, these two variables predict a state's coercive vulnerability, which determines how willing the state will be to accept the costs and risks attendant on various potential strategies. Only those great powers with large deficits and highly disruptible imports will adopt the most extreme strategy: direct control of oil through territorial conquest.

    Description: A brief stay in France was, for many Chinese workers and Chinese Communist Party leaders, a vital stepping stone for their careers during the cultural and political push to modernize China after World War I. For the Chinese students who went abroad specifically to study Western art and literature, these trips meant something else entirely. Set against the backdrop of interwar Paris, Paris and the Art of Transposition uncovers previously marginalized archives to reveal the artistic strategies employed by Chinese artists and writers in the early twentieth-century transnational imaginary and to explain why Paris played such a central role in the global reception of modern Chinese literature and art. While previous studies of Chinese modernism have focused on how Western modernist aesthetics were adapted or translated to the Chinese context, Angie Chau does the opposite by turning to Paris in the Chinese imaginary and discussing the literary and visual artwork of five artists who moved between France and China: the painter Chang Yu, the poet Li Jinfa, the art critic Fu Lei, the painter Pan Yuliang, and the writer Xu Xu. Chau draws the idea of transposition from music theory where it refers to shifting music from one key or clef to another, or to adapting a song originally composed for one instrument to be played by another. Transposing transposition to the study of art and literature, Chau uses the term to describe a fluid and strategic art practice that depends on the tension between foreign and familiar, new and old, celebrating both novelty and recognition—a process that occurs when a text gets placed into a fresh context.

On 12 March 2018, Mauritius celebrated fifty years as an independent nation amidst much fanfare. Yet behind the nation's official image of multicultural 'unity in diversity' lurk deep socio-economic inequalities and inter-ethnic tensions that are insistently critiqued in its literature. Against this backdrop, this book analyses how the idea of belonging - a sense of attachment to, and identification with, a place or people - is problematised in a range of contemporary francophone Mauritian novels. The island-nation's complex history and the multi-ethnic composition of its modern-day population mean that belonging is a central but fraught issue in both reality and fiction. Waters explores how diverse forms of affirmative, affective belonging intersect with, and are frequently inhibited by, exclusionary 'politics of belonging' at communal, national or international levels. Using an eclectic theoretical approach to the central concept of belonging, Waters offers in-depth textual analyses of novels by leading Mauritian writers Nathacha Appanah, Ananda Devi, Shenaz Patel, Bertrand de Robillard, Amal Sewtohul and Carl de Souza. Despite their thematic and formal diversity, these novels are shown to be characterised by a common rejection of dominant discourses of ethnic, diasporic affiliation and by a common commitment to the ongoing, future-orientated project of Mauritian nationhood. As such, this book offers an original insight into the dynamics of belonging and exclusion in diverse, multi-ethnic societies.

    Description: In the monography Auf die Tour, I analyze the participation of Jews in popular culture in Vienna, Budapest and New York. I argue that entertainment in vaudevilles was shaped between the perception of difference and similarity, between human trafficking, covert prostitution, anti-Semitism and nationalism. Ultimately, my research shows how a space for Jewish-non-Jewish people was created in the coinciding of the mass migration movement and the emerging mass culture between the Habsburg Monarchy and the United States.

    Description: Au début du siècle dernier, le sultan du Maroc vient de signer un traité qui place désormais son pays sous le protectorat de la France (30 mars 1912). À l’ombre du maréchal Lyautey, un sultan de substitution, totalement soumis aux nouveaux maîtres français, a été proclamé. Cependant, nombreux sont ceux qui, au Maroc, refusent le fait accompli et se révoltent face à la mainmise étrangère sur le pays. Ainsi, dans le Sud marocain, Moulay Ahmed el Hiba, fils d’un marabout ouest-saharien (Ma el Aïnin), se fait proclamer sultan du Jihad en 1912 ; une première fois à Tiznit, la seconde à Marrakech. Ces événements ont donné naissance à un mouvement qui pendant plus de vingt ans (1912-1934) symbolisera pour ces populations berbères et ouest-sahariennes la résistance à l’avancée inéluctable des troupes coloniales françaises et espagnoles. Fondée sur une analyse croisée d’archives inédites, aussi bien françaises que marocaines, l’auteur fait la lumière sur un événement fondateur de la conquête coloniale du Maroc. Mythifiée, récupérée ou occultée, la figure fondatrice du mouvement hibiste est encore aujourd’hui le sujet d’un conflit mémoriel ayant pour objet l’Ouest saharien.

Cet ouvrage veut contribuer à la connaissance, encore trop peu développée en France, de cette romancière, par le biais d’une figure littéraire qui entretient un rapport fort à la littérature en général et au romantisme en particulier. Il s’agira d’étudier les modalités de la représentation du baiser dans les sept romans que Mary Shelley produisit entre 1818 et 1837. Figure de la rencontre de deux subjectivités, le baiser se décline sur un mode sensible, mythique et philosophique chez la romancière. Au terme de ce parcours, c’est une figure bien particulière de l’écrivain qui sera (re)découverte.
