    Notes: The paper presents a straightforward method of calculating approximate orientation parameters (six degrees of freedom) of a known targeted object relative to a single calibrated camera. These can then initialise an optimised non-linear calculation of the same parameter values. The method uses the mathematics of a scaled parallel projection and is particularly suited to narrow angle images obtained using a telescope, telephoto or zoom lens. However, the method can also be used with cameras having wider fields of view provided the target group occupies a moderately small part of the image.

    Notes: This paper describes three mathematical modelling methods for high-resolution declassified CORONA KH-4B images. Since CORONA images are collected with a panoramic camera, several types of geometric distortions are involved. Two methods use the modified collinearity equations, and the third involves the terrain-dependent rational function model (RFM) which is considered to be a generic sensor model. Comparative analysis of the three mathematical modelling methods is undertaken. The results show that a ± 1·5 pixels level of horizontal and vertical accuracy can be obtained. A digital elevation model (DEM) of a test site is also created.

    Notes: Digital photogrammetry and softcopy workstations have added a new dimension to aerial triangulation, and some of the previously manual procedures are now available in automated form. Also, commercial software packages for automatic aerial triangulation came on to the market in the last decade. In this study, the results of automatic aerial triangulation using four triangulation software packages, Z/I Imaging's MATCH-AT (ISMAT) and ISAT, LH Systems’ MST and VirtuoZo AAT, are presented. For the comparison of the results of the tie point extraction and the bundle block adjustment for triangulation, a sub-block from the Uster block in Switzerland was selected and used. Differences between these software packages are discussed with respect to their functionality and performance in detail. The achieved standard deviation of image coordinates varies between 0·2 and 0·5 pixel for the systems tested. The more signalised control points and check points to be used, the better the σ0 estimate which could be expected. The average number of extracted tie points varied from system to system with respect to the matching method and the resolution of the images used in the programs. The digital aerial triangulation of the Uster sub-block was faster than analytical triangulation and the elapsed time for triangulation of one image using different systems varies between about 0·5 and 6 min. Nevertheless, results also show that automated aerial triangulation is still prone to error in all systems. Image matching produces many blunders, which can only be handled efficiently by using a sophisticated blunder detection procedure, as is available with robust estimation. This is not the case for all the systems tested, however. There still remains a lot to be done in terms of development (improvement of matching, for example, by integrating robust estimation for error detection at an early stage, implementation of on-line triangulation, better internal quality control procedures, more transparent and simple user interfaces and more useful information for the user with better software manuals). However, it was shown that automatic aerial triangulation provides higher redundancy and reliability of results and much more economical photogrammetric practice than ever before.

    Notes: The Photogrammetric Society was formed in 1952. The Council of the Society considered that the twentieth anniversary was a good point at which to record the events which led to its formation and the significant occasions and decisions which have taken place since 1952. Consequently, Paul Lamboit was invited to compile this History. He has placed the birth and development of the Society within the national and international photogrammetric context and his record of the deliberations which took place between 1947 and 1952 will be of particular interest to historians of our subject.This account was first published in a limited edition in 1971. Sufficient interest has since been expressed to prompt a wider circulation through publication in the Photogrammetric Record.The author served the Society continuously in several official capacities from 1953 to 1969 and he was elected to Honorary Membership in 1969.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméLa Photogrammetric Society a été fondée en 1952. Excellente occasion pour faire le point qu'un vingtiéme anniversaire, a estimé le Conseil de la Société; pour rappeler les circonstances de sa naissance, les étapes de sa croissance et les décisions importantes prises depuis 1952. Ce qu'on invita Paul Lamboit à faire. Son exposé resitue la naissance et le développement de la Société dans le contexte national et international de la photogrammétrie; la relation qu'il fait des décisions prises entre 1947 et 1952 intéressera particulièrement ceux qui s'occupent d'histoire de la photogrammétrie.Ce rapport d'abord publié en édition limitée en 1971, a suscité un intérêt suffisant pour que l'on se presse en le publiant dans le Photogrammetric Record de le porter à la connaissance d'un plus large public.L'auteur a exercé différentes fonctions de 1953 à 1969 dans l'appareil de la Société. Der Rat der Gesellschaft erwog, dass der zwanzigste Jahrestag eine günstige Gelegenheit sei, um die Ereignisse, die zur Gründung der Gesellschaft führten sowie die bedeutenden Veranstaltungen, die stattfanden und die Entscheidungen, die getroffen wurden, darzustellen. Aus diesem Grunde wurde Paul Lamboit eingeladen, diesen historischen Rückblick zu schreiben. Er hat dabei die Gründung und die Entwicklung der Gesellschaft in den nationalen und internationalen photogrammetrischen Zusammenhang gestellt nd sein Bericht über die zwischen 1947 und 1972 erfolgten Beratungen wird für an unserer Sache interessierte Historiker sehr aufschlussreich sein.Diese Zusammenstellung wurde erstmals in einer begrenzten Auflage im Jahre 1971 veröffentlicht. Genügend Interesse wurde inzwischen bekundet, um eine weitergehende Verteilung mit Hilfe des Photogrammetric Record zu veranlassen.Der Autor diente der Gesellschaft kontinuierlich in verschiedenen Ämtern von 1953 bis 1969, wo er aum Ehrenmitglied gewählt wurde.

    Notes: Architecture at the Maya archaeological site of Uxmal in Yucatan, Mexico has been documented since the 17th century by historians, archaeologists, illustrators, photographers, and most recently photogrammetrists. This paper reviews the work of the major contributors to recording of architecture at Uxmal with a particular focus on the 19th century stereophotography of Alice and Augustus Le Plongeon who worked to record all the standing architecture at Uxmal, and the close range stereophotogrammetric projects that recorded the Adivino Pyramid during the late 20th century.

    Notes: This article presents a complete mathematical model, which translates discrepancies between two orthophotographs created from different photographs, into precise corrections of the Digital Elevation Model (DEM). These corrections are the differences from the real surface and, if applied over the existing DEM, can produce a more accurate one. The mathematical model is straightforward, and is not approximate, and therefore there is no need for iterations.Possible applications include checking of automatically created DEMs, refinement of existing DEMs using aerial photographs and update of orthophotographs based on the previous DEM and new imagery.

    Notes: A scholarly account of the formative discussions, the founding and the first 20 years of the Photogrammetric Society was published in 1971 and republished in 1974. This present review concentrates on the latter years of the life of the Photogrammetric Society prior to its merger with the Remote Sensing Society in 2001.The authors joined the Photogrammetric Society in 1960 and were conspicuous in its affairs for many years. Although both occupied the Society's presidential chair, they also fulfilled several other roles in its efficient management. Atkinson's first contribution to the Photogrammetric Record was published in 1968 and Newton's in 1971.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn a publié en 1971 un compte-rendu détaillé des 20 premières années de la “Photogrammetric Society”, à commencer par les discussions qui présidèrent è sa fondation. Ce récit fut republié en 1974. On se focalise dans cet article sur les dernières années d'activité de la “Photogrammetric Society” qui aboutirent à sa fusion avec la “Remote Sensing Society” en 2001.Les deux auteurs adhérèrent à la “Photogrammetric Society” en 1960 et y furent d‘éminents animateurs pendant de nombreuses années. Tous deux occupèrent le poste de président de cette Association mais remplirent égulement plusieurs autres fonctions qui contribuèrent à une gestion efficace.     Notes: The determination of the attitude, the position and the intrinsic geometric characteristics of the camera is recognised as the fundamental photogrammetric problem. It can be summarised as the determination of camera interior and exterior orientation parameters, as well as the determination of 3D coordinates of object points. The term “exterior orientation” of an image refers to its position and orientation related to an exterior (object space) coordinate system. Several methods can be applied to determine the parameters of the orientation of one, two or more photos. The orientation can be processed in steps (as relative and absolute orientation) but simultaneous methods (such as bundle adjustments) are now available in many software packages. Several methods have also been developed for the orientation of single images. They are based in general on geometric and topological characteristics of imaged objects.This paper presents a survey of classical and modern methods for the determination of the exterior parameters in photogrammetry, some of which are available as software packages (with practical examples) on the Internet. The methods presented are classified in three principal groups. In the first. a selection of approximate methods for applications that do not require great accuracy is presented. Such methods are also used to calculate values required for iterative processes. In the second group, standard point-bused methods derived from collinearity, coplanarity or coangularity conditions are briefly reviewed, followed by line-based approaches. The third group represents orientation methods based on constraints and on concepts of projective geometry, which are becoming of increasing interest for photogrammetrists. In the last section, the paper gives a summary of existing strategies for automatic exterior orientation in aerial photogrammetry.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméLa détermination de l'attitude, de la position et des caractéristiques intrinsèques de la chambre photographique constitue un problème fondamental en photogrammétrie. Il se résume à la détermination des paramètres de l'orientation de la chambre de prise de vue (paramètres des orientations externe et interne), ainsi qu'à la détermination des coordonnées 30 des points de l'objet. L'orientation externe se rapporte à la détermination de la position et de l'orientation d'une chambre par rapport à un système externe de coordonnées. Différentes méthodes peuvent être utilisées pour calculer les éléments dorientation externe d'une photo, d'un couple ou de plusieurs photos. Le calcul de l'orientation peut être réalisé par étapes (par exemple les orientations relative et absolue) mais les méthodes simultanées (la compensation par faisceaux par exemple) sont actuellement proposées dans la plupart des logiciels. Plusieurs méthodes ont aussi été développées pour l'orientation d'images isolées. Ells sont basées en général sur les caactéristiques géométriques et topologiques des objets photographiés.Dans cet article on présente un ensemble de méthodes classiques et modernes pour la détermination des paramètres de l'orientation externe, certaines d'entre elles étant téléchargeables sous la forme d'applications sur Internet. Les méthodes présentées sont classées en trois groupes principaux. Le premier groupe contient une sélection de méthodes approximatives utilisées d'habitude quand une grande précision n'est pas exigée, ou encore pour calculer des vuleurs approchées des paramètres extrinsèques requises pour les méthodes itératives rigoureuses. Dans le deuxième groupe, on rappelle brièvement les jondements des méthodes basées sur les conditions photogrammétriques fondamentales (la colinéarité, la coplanéité et la coangularité). Dans ce groupe, les méthodes basées sur l'extraction des points ou des lignes sont également abordées. Le troisième groupe traite des méthodes d'orientation basées sur les contraintes et les concepts de la géométrie projective, de plus en plus utilisées par les photogrammètres. Le dernier paragraphe se rapporte aux méthodes destinées à automatiser le calcul de l'orientation externe en photogrammétrie aérienne.〈section xml:id="abs1-3"〉〈title type="main"〉ZusummenfussungDie Bestimmung der Neigung, der Position und den geometrischen parametern der Kamera wird als das fundamentale Problem der Photogrammetrie angesehen. Es kann zusammenfassend sowohl als die Bestimmung der Parameter der inneren und äusseren Orientierung der Kamera angesehen werden, als auch als die Bestimmung von 3D Koordinaten von Objektpunkten. Der Ausdruck “äussere Orientierung” eines Bildes bezieht sich auf die Lage und Orientierung bezogen auf ein äusseres (Objektraum-) Koordinatensystem. Es können verschiedene Methoden angewandt werden, um die Parameter von einem, zwei oder mehreren Bildern zu bestimmen. Die orientierung kann in Schritten erfolgen, was als Relative und Absolute Orientierung bezeichnet wird, aber auch simultane Methoden, wie die Bündelausgleichung, sind in vielen Softwarepaketen implementiert. Es wurden auch Methoden für die Orientierung von Einzelbildern entwickelt, die geometrische und topologische Eigenschaften der abgebildeten Objekte nutzen. In diesem Beitrag wird Beitrag wird eine Studie klassischer und moderner Methoden der Photogrammetrie zur Bestimmung der Parameter der äßeren Orientierung vorgestellt, wovon einige in Softwarepaketen zur Verfügung stehen, die von praktischen Beispielen im Internet ergänzt werden. Die untersuchten Methoden werden in drei Hauptgruppen eingeteilt. In einer ersten Gruppe werden Näherungslösungen vorgestellt, die für Anwendungen mit geringen Genauigkeitsanforderungen geeignet sind. Diese Methoden werden ansonsten für die Näherngswertberechunggen für iterative Prozesse verwendet. IN der zweiten Gruppe werden zuerst die punktbasierten Standardmethoden vorgestellt, die von Bedingungen zur Kollinearität. Koplanarität und Kowinkligkeit abgeletet sind. Danach folgen linienbasierte Ansätze. Die dritte Gruppe umfasst Orientierungsmethoden, die auf Zwangsbedingungen und auf Konzepte der projektiven Geometrie aufbauen, die für Photogrammeter von zunehmendem Interesse sind, Im letzten Abschnitt wird eine Zusammenfassung existierender Strategien für eine automatische äussere orientierung in der Luftbildphotogrammetrie gegeben.

    Notes: : A renewed emphasis on source water protection and watershed management has resulted from recent amendments and initiatives under the Safe Drinking Water Act and the Clean Water Act. Knowledge of the impact of land use choices on source water quality is critical for efforts to properly manage activities within a watershed. This study evaluated qualitative relationships between land use and source water quality and the quantitative impact of season and rainfall events on water quality parameters. High levels of specific conductance tended to be associated with dense residential development, while organic carbon was elevated at several forested sites. Turbidity was generally higher in more urbanized areas. Source tracking indicators were detected in samples where land use types would predict their presence. Coliform levels were statistically different at the 95 percent confidence levels for winter versus summer conditions and dry versus wet weather conditions. Other water quality parameters that varied with season were organic carbon, turbidity, dissolved oxygen, and specific conductance. These results indicate that land use management can be effective for mitigating impacts to a water body; however, year- round, comprehensive data are necessary to thoroughly evaluate the water quality at a particular site.

    Notes: : The tailwater of Bridgewater Dam, below Lake James, North Carolina, is a designated trout stream. It has environmental attributes for a good cold water fishery with the exception of high suspended sediments. Muddy Creek, a tributary about 1.5 km downstream of the dam, is a major source of sediments. The Muddy Creek Watershed Restoration Initiative was established to develop and implement a sediment control plan. The Watershed Analysis Risk Management Framework was applied to simulate soil erosion and sedimentation and to help determine appropriate action. The simulated sediment concentrations of the river were comparable to observed data from November 1994 to November 2001. For the base condition, the sediment load was 135,000 kg/d from surface erosion and 1,300,000 kg/d from bank erosion. Increasing the buffer strip from existing 50 to 80 percent to 100 percent of stream segments would only reduce surface erosion to 70,400 kg/d with little change in sediment concentrations. Eliminating riverbank erosion would reduce the sediment load from 920,000 to 87,700 kg/d. The bank stabilization project would not only lower suspended sediment concentrations for Muddy Creek, but also reduce the lake sediment accumulation in the downstream Lake Rhodhiss by approximately 13 percent.

    Notes: : The U.S. Environmental Protection Agency (USEPA) Water Quality Analysis Simulation Program (WASP5) was used to model the transport and sediment/water interactions of metals under low flow, steady state conditions in Tenmile Creek, a mountain stream supplying drinking water to the City of Helena, Montana, impacted by numerous abandoned hard rock mines. The model was calibrated for base flow using data collected by USEPA and validated using data from the U.S. Geological Survey (USGS) for higher flows. It was used to assess metals loadings and losses, exceedances of Montana State water quality standards, metals interactions in stream water and bed sediment, uncertainty in fate and transport processes and model parameters, and effectiveness of remedial alternatives that include leaving contaminated sediment in the stream. Results indicated that during base flow, adits and point sources contribute significant metals loadings to the stream, but that shallow ground water and bed sediment also contribute metals in some key locations. Losses from the water column occur in some areas, primarily due to adsorption and precipitation onto bed sediments. Some uncertainty exists in the metal partition coefficients associated with sediment, significance of precipitation reactions, and in the specific locations of unidentified sources and losses of metals. Standards exceedances are widespread throughout the stream, but the model showed that remediation of point sources and mine waste near water courses can help improve water quality. Model results also indicate, however, that alteration of the water supply scheme and increasing base flow will probably be required to meet all water quality standards.

    Notes: : The U.S. Geological Survey (USGS) collected or compiled data on volatile organic compounds (VOCs) in samples of untreated ground water from 1,926 rural private wells during 1986 to 1999. At least one VOC was detected in 12 percent of samples from rural private wells. Individual VOCs were not commonly detected with the seven most frequently detected compounds found in only 1 to 5 percent of samples at or above a concentration of 0.2 microgram per liter (μg/l). An assessment level of 0.2 μg/l was selected so that comparisons of detection frequencies between VOCs could be made. The seven most frequently detected VOCs were: trichloromethane, methyl tert-butyl ether, tetrachloroethene, dichlorodifluoromethane, methylbenzene, 1,1,1-trichloroethane, and 1,2-dibromo-3-chloropropane. Solvents and trihalomethanes were the most frequently detected VOC groups in private wells. The distributions of detections of gasoline oxygenates and fumigants seemed to be related to the use patterns of compounds in these groups. Mixtures were a common mode of occurrence of VOCs with one-quarter of all samples with detections including two or more VOCs. The concentrations of most detected VOCs were relatively small and only 1.4 percent of samples had one or more VOC concentrations that exceeded a federally established drinking water standard or health criterion.

    Notes: : In areas of the Red River Valley that overlie permeable Paleozoic sediments, wetlands and salinization have developed where unregulated flowing wells discharge brackish water. Field data were collected to assess the fate of water and salt from a well 25 km northwest of Grand Forks. Drilled during the drought of the 1930s, discharge was used to replenish water in a small oxbow pond used by livestock. The unregulated well discharges about 56 m3/day, measured since 1993. This discharge exceeds ground water flow from the site, thereby forming a ground water mound with a maximum height of 1 m and a diameter of about 300 m. Most soil and underlying sediments near the well have a hydraulic conductivity of 0.3 m3/day. Flow net analysis suggests that less than 25 percent infiltrates, with the remaining water lost to surface flow and evapotranspiration (ET). Evapotranspiration and slow infiltration has led to increased salinization, with shallow soils exhibiting EC to 500 milliSiemens/m. The most pronounced soil salinization occurs along the margins of the oxbow pond and meander scars. Wetland vegetation with low diversity comprises three zones, with species associations similar to those of closed basin prairie potholes to the west.

    Notes: : In this study, remotely sensed data and geographic information system (GIS) tools were used to estimate storm runoff response for Simms Creek watershed in the Etonia basin in northeast Florida. Land cover information from digital orthophoto quarter quadrangles (DOQQ), and enhanced thematic mapper plus (ETM+) were analyzed for the years 1990, 1995, and 2000. The corresponding infiltration excess runoff response of the study area was estimated using the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service Curve Number (NRCS-CN) method. A digital elevation model (DEM)/GIS technique was developed to predict stream response to runoff events based on the travel time from each grid cell to the watershed outlet. A comparison of predicted to observed stream response shows that the model predicts the total runoff volume with an efficiency of 0.98, the peak flow rate at an efficiency of 0.85, and the full direct runoff hydrograph with an average efficiency of 0.65. The DEM/GIS travel time model can be used to predict the runoff response of ungaged watersheds and is useful for predicting runoff hydrographs resulting from proposed large scale changes in the land use.

    Notes: : This study employs a simple nonlinear statistical approach to establish nitrogen, phosphorus, and sediment concentration and unit area load thresholds to aid in the evaluation of aquatic biological health of watersheds within the state of Pennsylvania. Flow, nitrogen and phosphorus species, sediment, basin area, land cover, and biological assessment data were assembled for 29 Pennsylvania watersheds. For each watershed, rating curves depicting flow versus load relationships were developed using the U.S. Environmental Protection Agency's (USEPA's) storage and retrieval database (STORET) flow and concentration data, then applied to daily flow data obtained from U.S. Geological Survey (USGS) daily flow gauging stations to estimate daily load between 1989 and 1999. The load estimates and concentration data were then sorted into six sets of data: mean annual unit area nitrogen, phosphorus, and sediment loads; and average nitrogen, phosphorus, and sediment concentrations. Results of Mann-Whitney tests conducted on each of the six datasets indicate that there is a statistically significant difference between the concentrations and unit area loads of nitrogen, phosphorus, and sediment in impaired and unimpaired watersheds. Concentration thresholds, calculated as the midpoint between the impaired and unimpaired watersheds’ 95 percent confidence interval for the median, were estimated to be 2.01 mg/L, 0.07 mg/L, and 197.27 mg/L for nitrogen, phosphorus, and sediment, respectively. Annual unit area load thresholds were estimated to be equal to 8.64 kg/ha, 0.30 kg/ha, and 785.29 kg/ha, respectively, for nitrogen, phosphorus, and sediment species.

A DLM with constant trend, seasonality, and a log10 streamflow regressor provided the best model to predict monthly mean log10 suspended sediment concentrations, based on the forecast log likelihood. Using DLM, there was evidence (odds approximately 69:1) that the log10 streamflow versus log10 suspended sediment concentration relationship has changed, with an approximate 20 percent increase in the log10 streamflow coefficient over the period 1981 to 1996. However, sediment concentrations in the Yadkin River have decreased during the decade of the 1990s, which has been accompanied by a concomitant increase in streamflow variability. Although STL has been shown to be a versatile trend analysis technique, DLM is shown to be more suitable for discovery and inference of structural changes (trends) in the model coefficient describing the relationship between flow and sediment concentration.

    Notes: : Seventy to eighty percent of the water flowing in rivers in the United States originates as precipitation in forests. This project developed a synoptic picture of the patterns in water chemistry for over 300 streams in small, forested watersheds across the United States. Nitrate (NO3−) concentrations averaged 0.31 mg N/L, with some streams averaging ten times this level. Nitrate concentrations tended to be higher in the northeastern United States in watersheds dominated by hardwood forests (especially hardwoods other than oaks) and in recently harvested watersheds. Concentrations of dissolved organic N (mean 0.32 mg N/L) were similar to those of NO3∼, whereas ammonium (NH4+) concentrations were much lower (mean 0.05 mg N/L). Nitrate dominated the N loads of streams draining hardwood forests, whereas dissolved organic N dominated the streams in coniferous forests. Concentrations of inorganic phosphate were typically much lower (mean 12 mg P/L) than dissolved organic phosphate (mean 84 mg P/L). The frequencies of chemical concentrations in streams in small, forested watersheds showed more streams with higher NO3− concentrations than the streams used in national monitoring programs of larger, mostly forested watersheds. At a local scale, no trend in nitrate concentration with stream order or basin size was consistent across studies.

    Notes: : Drawing an analogy between the popular Soil Conservation Service curve number (SCS-CN) method based infiltration and metal sorption processes, a new partitioning curve number (PCN) approach is suggested for partitioning of heavy metals into dissolved and particulate bound forms in urban snowmelt, rainfall/runoff, and river flow environments. The parameters, the potential maximum desorption, ψ, and the PCN analogous to the SCS-CN parameters S and CN, respectively, are introduced. Under the condition of snowmelt, PCN (or ψ) is found to generally rely on temperature, relative humidity, pH, and chloride content; during a rainstorm, ψ is found to depend on the alkalinity and the pH of the rainwater; and in the river flow situation, PCN is found to generally depend on the temperature, pH, and chloride content. The advantage of using PCN instead of the widely used partitioning parameter, Kd, is found to lie in the PCN's efficacy to distinguish the adsorption (or sorption) behavior of metals in the above snowmelt, rainfall/runoff, and river flow situations, analogous to the hydrological behavior of watersheds.

    Notes: : Pesticide runoff from dormant sprayed orchards is a major water quality problem in California's Central Valley. During the past several years, diazinon levels in the Sacramento and San Joaquin Rivers have exceeded water quality criteria for aquatic organisms. Orchard water management, via post-application irrigation, and infiltration enhancement, through the use of a vegetative ground cover, are management practices that are believed to reduce pesticide loading to surface waters. Field experiments were conducted in Davis, California, to measure the effectiveness of these management practices in reducing the toxicity of storm water runoff. Treatments using a vegetative ground cover significantly reduced peak concentrations and cumulative pesticide mass in runoff for first flush experiments compared with bare soil treatments. Post-application irrigation was found to be an effective means of reducing peak concentrations and cumulative mass in runoff from bare soil treatments, but showed no significant effect on vegetated treatments.

    Notes: : Using a regional climate model (RegCM2.5), the potential impacts on the climate of California of increasing atmospheric CO2 concentrations were explored from the perspective of the state's 10 hydrologic regions. Relative to preindustrial CO2 conditions (280 ppm), doubled preindustrial CO2 conditions (560 ppm) produced increased temperatures of up to 4°C on an annual average basis and of up to 5°C on a monthly basis. Temperature increases were greatest in the central and northern regions. On a monthly basis, the temperature response was greatest in February, March, and May for nearly all regions. Snow accumulation was significantly decreased in all months and regions, with the greatest reduction occurring in the Sacramento River region. Precipitation results indicate drier winters for all regions, with a large reduction in precipitation from December to April and a smaller decrease from May to November. The result is a wet season that is slightly reduced in length. Findings suggest that the total amount of water in the state will decrease, water needs will increase, and the timing of water availability will be greatly perturbed.

    Notes: : An analysis is undertaken to determine the conditions under which membrane desalination becomes an economically preferable alternative for treating brackish water supplies. While membrane desalination is more expensive than conventional treatment, it affords benefits beyond those of conventional processes by reducing salinity related damages. An important and largely unexplored issue regards how the added cost of desalination compares to its benefits in terms of damages avoided. A comparative analysis is undertaken over a range of scenarios with the objective of identifying the treatment technology the leads to the lowest “total economic cost,” a term described by the sum of costs related to supply, treatment, and salinity related damages. Using data from a representative region, desalination yields the lowest total economic cost for source waters that exceed “threshold” salinity concentrations below 1,000 mg/l total dissolved solids (TDS). In instances where standard conventional processes require upgrades to maintain compliance with pending regulations (e.g., disinfection byproducts), the cost gap between membrane and conventional processes is reduced and the threshold concentration lowered. Given the inherent uncertainty in both treatment cost and damage estimates, a sensitivity analysis is conducted to determine which factors have the greatest impact on the treatment decision. Results suggest that considering salinity related damages when selecting a treatment technology makes membrane desalination of brackish waters economically attractive under a wider range of circumstances.

The use of 7Q10 as a standard design flow assumes year-round flow, but in these watersheds, 7Q10 is zero or very small. In addition, the increasing use of multiple year dynamic water quality models at daily time steps can supercede the use of steady state approaches. Many of these watersheds are also under increasing urbanization pressure, which accentuates the flashiness of runoff and the episodic nature of critical water quality conditions. To illustrate, the conditions in the Santa Clara River, California, are considered. A statistical analysis indicates that higher inorganic nitrogen concentrations correlate strongly with low flow. However, peaks in concentrations can occur during the first storms, particularly where nonpoint source contribution is significant. Critical conditions can thus occur at different flow regimes depending on the relative magnitude of flow and pollutant contributions from various sources. The use of steady state models for these dry semi-urbanized watersheds based on 7Q10 flows is thus unlikely to accurately simulate the potential for exceeding water quality objectives. Dynamic simulation of water quality is necessary, and as the recent intense storm event sampling data indicate, the models should be formulated to consider even smaller time steps. This places increasing demand on computational resources and datasets to accurately calibrate the models at this temporal resolution.

    Notes: : The size, scale, and number of subwatersheds can affect a watershed modeling process and subsequent results. The objective of this study was to determine the appropriate level of subwatershed division for simulating flow, sediment, and nutrients over 30 years for four Iowa watersheds ranging in size from 2,000 to 18,000 km2 with the Soil and Water Assessment Tool (SWAT) model. The results of the analysis indicated that variation in the total number of subwatersheds had very little effect on streamflow. However, the opposite result was found for sediment, nitrate, and inorganic P; the optimal threshold subwatershed sizes, relative to the total drainage area for each watershed, required to adequately predict these three indicators were found to be around 3, 2, and 5 percent, respectively. Decreasing the size of the subwatersheds below these threshold levels does not significantly affect the predicted levels of these environmental indicators. These threshold subwatershed sizes can be used to optimize input data preparation requirements for SWAT analyses of other watersheds, especially those within a similar size range. The fact that different thresholds emerged for the different indicators also indicates the need for SWAT users to assess which indicators should have the highest priority in their analyses.

    Notes: : A study of the influence of climate variability on streamflow in the southeastern United States is presented. Using a methodology previously applied to watersheds in Australia and the United States, a long range streamflow forecast (0 to 9 months in advance) is developed. Persistence (i.e., the previous season's streamflow) and climate predictors of the previous season are used to forecast the following season's (winter and spring) streamflow of the Suwannee River located in northern Florida. The winter and spring streamflow is historically the most likely to have severe flood events due to large scale cyclonic (frontal) storms. Results of the analysis indicated that a strong El Nino-Southern Oscillation (ENSO) signal exists at various lead times to the winter and spring streamflow of the Suwannee River. These results are based on the high correlation values of two commonly used measurements of ENSO strength, the Multivariate ENSO Index (MEI) and Sea Surface Temperature Range 1. Using the relationships developed between climate and streamflow, a continuous exceedance probability forecast was developed for two Suwannee River stations. The forecast system provided an improved forecast for ENSO years. The ability to predict above normal (flood) or below normal (drought) years can provide communities the necessary lead time to protect life, property, sensitive wetlands, and endangered and threatened species.

    Notes: : Using a case study of the Yakima River Valley in Washington State, this paper shows that relatively simple tools can be used to forecast the impact of the El Niño phenomenon on water supplies to irrigated agriculture, that this information could be used to estimate the significantly shifted probability distribution of water shortages in irrigated agriculture during El Niño episodes, and that these shifted probabilities can be used to estimate the value of exchanges of water between crops to relieve some of the adverse consequences of such shortages under western water law. Further, recently devised water-trading tools, while not completely free under western water law to respond to forecasted El Niño episodes (ocean circulation patterns), are currently being employed during declared drought to reduce the devastating effects of water shortages in junior water districts on high valued perennial crops. Additional institutional flexibility is needed to take full advantage of climate forecasting, but even current tools clearly could prove useful in controlling the effects of climate variability in irrigated agriculture. Analysis shows the significant benefit of temporarily transferring or renting water rights from low-value to high-value crops, based on El Niño forecasts.

    Notes: : Water is potentially one of the most affected resources as climate changes. Though knowledge and understanding has steadily evolved about the nature and extent of many of the physical effects of possible climate change on water resources, much less is known about the economic responses and impacts that may emerge. Methods and results are presented that examine and quantify many of the important economic consequences of possible climate change on U.S. water resources. At the core of the assessment is the simulation of multiple climate change scenarios in economic models of four watersheds. These Water Allocation and Impact Models (Water-AIM) simulate the effects of modeled runoff changes under various climate change scenarios on the spatial and temporal dimensions of water use, supply, and storage and on the magnitude and distribution of economic consequences. One of the key aspects and contributions of this approach is the capability of capturing economic response and adaptation behavior of water users to changes in water scarcity. By reflecting changes in the relative scarcity (and value) of water, users respond by changing their patterns of water use, intertemporal storage in reservoirs, and changes in the pricing of water. The estimates of economic welfare change that emerge from the Water-AIM models are considered lower-bound estimates owing to the conservative nature of the model formulation and key assumptions. The results from the Water-AIM models form the basis for extrapolating impacts to the national level. Differences in the impacts across the regional models are carried through to the national assessment by matching the modeled basins with basins with similar geographical, climatic, and water use characteristics that have not been modeled and by using hydro-logic data across all U.S. water resources regions. The results from the national analysis show that impacts are borne to a great extent by nonconsumptive users that depend on river flows, which rise and fall with precipitation, and by agricultural users, primarily in the western United States, that use a large share of available water in relatively low-valued uses. Water used for municipal and industrial purposes is largely spared from reduced availability because of its relatively high marginal value. In some cases water quality concerns rise, and additional investments may be required to continue to meet established guidelines.

    Notes: : Flood control operations are generally complex in nature, as they are often associated with a large quantity of uncertain factors in combination of noncommensurable criteria. It has been found that the use of fuzzy set theory coupled with multicriterion decision making (MCDM) methods is very promising. In this paper, a multicriterion fuzzy recognition model is established for flood control operations. A subjective preference and iterative weights method is proposed for weight assessment. First, an initial solution of criteria weights, which is directly analyzed from the selected alternatives, is obtained by using the proposed fuzzy recognition model. Then, according to their knowledge related to real time flood operations, operators may modify the initial weights if necessary. When the relative membership grades of alternatives belonging to all rankings are fixed, a defuzzification equation is used to calculate the rank feature value vector. Based on the rank feature value vector, one can evaluate the alternative set. Two flood operation cases are provided to illustrate the application of the proposed model. With the incorporation of the operator's knowledge related to flood operations, the proposed model is flexible in giving weights and realizes more practical flood control operations.

    Notes: : A combinatorial optimization procedure for best management practice (BMP) placement at the watershed level facilitates selection of cost effective BMP scenarios to control non point source (NFS) pollution. A genetic algorithm (GA) was selected from among several optimization heuristics. The GA combines an optimization component written in the C++ language with spatially variable NFS pollution prediction and economic analysis components written within the Arc View geographic information system. The procedure is modular in design, allowing for component modifications while maintaining the basic conceptual framework. An objective function was developed to lexicographically optimize pollution reduction followed by cost increase. Scenario cost effectiveness is then calculated for scenario comparisons. The NPS pollutant fitness score allows for evaluation of multiple pollutants, based on prioritization of each pollutant. The economic component considers farm level public and private costs, cost distribution, and land area requirements. Development of a sediment transport function, used with the Universal Soil Loss Equation, allows the optimization procedure to run within a reasonable timeframe. The procedure identifies multiple near optimal solutions, providing an indication of which fields have a more critical impact on overall cost effectiveness and flexibility in the final solution selected for implementation. The procedure was demonstrated for a 1,014-ha watershed in the Ridge and Valley physiographic region of Virginia.

    Notes: : To prioritize sites for riparian restoration, resource managers need to understand how recovery processes vary within landscapes. Complex relationships between watershed conditions and riparian development make it difficult to predict the outcomes of restoration treatments in the semiarid Southwest. Large floods in 1993 scoured riparian areas in the Carrizo watershed on the White Mountain Apache Reservation in east-central Arizona. We evaluated recovery at three of these sites using repeated photographs and measurements of channel cross sections and stream-side vegetation along permanent transects. The sites were mapped as lying on the same soil type, had similar streamside vegetative communities, and were similarly treated through livestock exclusion and supplemental seeding. However, the sites and individual reaches within the sites followed strikingly different development paths. Dramatic recovery occurred at a perennial reach where cover of emergent wetland plants increased from 4.7 percent (standard error = 0.8 percent) in October 1995 to 55.5 percent (standard error = 2.7 percent) in September 2001. At several other reaches, geologic and hydro geomorphic characteristics of the sites limited inputs of fine sediment or surface water, resulting in modest or negligible increases in emergent cover. Recovery efforts for highly valued marshlands in this region should prioritize perennial reaches in low gradient valleys where salty sediments are abundant.

    Notes: : Research has demonstrated the utility of metrics based on spatial velocity gradients to characterize and describe stream habitat, with higher mean spatial gradients indicative of higher levels of physical heterogeneity and thus habitat quality. However, detailed description of the velocity field that is needed to compute these metrics is difficult to obtain. Acoustic Doppler current profilers (ADCPs) may be used to rapidly collect detailed representations of river depth and velocity fields in rivers deeper than 1 m. Such data were collected in March 2000 from cross sections of the Little Tallahatchie River, Mississippi, representing three distinct habitat types (naturally sinuous, channelized, and abandoned channel). These datasets were used to compute component velocities, vorticity, and area weighted mean vorticity (circulation). Velocities and circulation were highest in the meander, lowest in the abandoned channel, and intermediate in the channelized reach. Secondary flow, expressed as the average magnitude of the lateral (transverse) velocity divided by the total velocity, was significantly higher in the meander. The sinuous natural channel and abandoned channel displayed distinctive spatial patterns, with regions of depressed velocity consistently occurring near banks. ADCPs hold great potential as tools for the study of riverine ecosystems, but data reduction is difficult using existing software.

    Notes: : The magnitudes and patterns of sediment resuspension are assessed in Cannonsville Reservoir, New York, to quantify and characterize this internal source of sediment. The assessment is based on analyses of sediment trap collections from 10 sites over the spring to fall interval of two years. Temporal and spatial patterns in sediment deposition are demonstrated to be driven by resuspension/redeposition processes. Sediment that had been resuspended and redeposited represented 80 to 96 percent, on average, of the depositing solids collected along the main axis of the lake. About 90 percent of the redeposited sediment was inorganic. Increased resuspension caused by drawdown of the reservoir surface and fall turnover resulted in 10 to 50-fold increases in deposition rates compared to levels observed when the reservoir was full and strongly thermally stratified. Elevated levels of redeposition from resuspension in the reservoir have been driven by both higher water column concentrations of suspended solids and settling velocities. Recurring longitudinal and lateral gradients in resuspension are delineated, establishing that resuspended solids are transported from the riverine to the lacustrine zone and from near-shore to pelagic areas. Resuspension is demonstrated to cause increases in inanimate particle (tripton) concentrations. Higher tripton levels have been observed in years with greater drawdown. Water quality impacts of the resuspension phenomenon are considered.

    Notes: : The discrete heterogeneity of fracture distribution and hydraulic discontinuity are the primary difficulties in the modeling of flow in fractured media. The equivalent porous medium (EPM) approach, however, which has been frequently applied to simulate flow in fractured media due to its ease of use, ignores this. This practice results in some severe limitations such as hydraulic head averaging and an inability to handle preferred fluid pathways. The PMF package (a Preprocessor to MODFLOW for Fractured media) was developed employing percolation theory to address these limitations and to utilize the simplicity of the EPM approach at the same time. This preprocessor was applied to a fractured rock aquifer around Cranberry Lake in northern New Jersey. The calibration using hydraulic head observations, validation using water balance, and evaluation using residuals show that the model generated by the PMF package can provide a superior simulation of ground water flow to the EPM approach.

    Notes: : This study investigates the degree of economic inefficiency of the current institutional arrangements for surface and ground water management in meeting urban water demand in the Jakarta region. A numerical model of integrated surface and ground water management is developed using GAMS (General Algebraic Modelling System) software. The model maximizes the net present value of social benefits from piped water and ground water consumption across all users over time from 1999 to 2025. Four policy scenarios are examined: the status quo, the social planner's solution, and two ground water pumping quota scenarios: an aggregate ground water pumping quota and a partial quota applied to commercial and industrial users. Three variations in each policy scenario are considered: investment in water infrastructure of the Jakarta water enterprise (PAM Jaya), water demand growth, and discount rates. The status quo, depending on the investment option, the growth of water demand, and the discount rate, results in a 7.4 to 47.8 percent loss in economic efficiency relative to the social planner's solution. The partial quota is the most feasible, applicable, and manageable scenario. The optimal investment option could increase the volume of piped water supply and reduce the cost of water production. The volume of water delivery could increase by up to 156 percent, but it implies only a 35 percent increase in the surface raw water demands above the current level. However, it does not significantly reduce cumulative ground water extraction over the time period considered.

    Notes: : Developing a mass load estimation method appropriate for a given stream and constituent is difficult due to inconsistencies in hydrologic and constituent characteristics. The difficulty may be increased in flashy flow conditions such as karst. Many projects undertaken are constrained by budget and manpower and do not have the luxury of sophisticated sampling strategies. The objectives of this study were to: (1) examine two grab sampling strategies with varying sampling intervals and determine the error in mass load estimates, and (2) determine the error that can be expected when a grab sample is collected at a time of day when the diurnal variation is most divergent from the daily mean. Results show grab sampling with continuous flow to be a viable data collection method for estimating mass load in the study watershed. Comparing weekly, biweekly, and monthly grab sampling, monthly sampling produces the best results with this method. However, the time of day the sample is collected is important. Failure to account for diurnal variability when collecting a grab sample may produce unacceptable error in mass load estimates. The best time to collect a sample is when the diurnal cycle is nearest the daily mean.

    Notes: : There is a general belief in the public eye that extreme events such as floods are becoming more and more common. This paper explores this hypothesis by examining the historical evolution of annual expected flooding damage on the Chateauguay River Basin, located at the border between the United States and the province of Quebec, Canada. A database of basin land use was constructed for the years 1930 and 1995 to assess anthropogenic changes and their impact on the basin's hydrology. The progressive modification of the likelihood of a flooding event over the same period was then investigated using homogeneity and statistical tests on available hydrometric data. The evolution of the annual expected flooding damage was then evaluated using a coupled hydrologic/hydraulic simulator linked to a damage analysis model. The simulator and model were used to estimate flooding damage over a wide range of flooding return periods, for conditions prevailing in 1963 and 1995. Results of the analysis reveal the absence of any increasing or decreasing trend in the historical occurrence of flooding events. However, a general increase in the annual expected flooding damage was observed for all studied river sections. This increase is linked to an historical increase in damages for a given flooding event, and is the result of unbridled construction and development within the flood zone. To assess for future trends, this study also examined the potential impacts linked to the anticipated global warming. Results indicate that a significant increase in seasonal flooding events and annual expected flooding damage is possible over the next century. In fact, what is now considered a 100-year flooding event for the summer/fall season could become a ten-year event by the end of this century. This shows that potential future impacts linked to climate change should be considered now by engineers, land planners, and decision makers. This is especially critical if a design return period is part of the decision making process.

    Notes: : To investigate the impacts of urbanization and climatic fluctuations on stream flow magnitude and variability in a Mediterranean climate, the HEC-HMS rainfall/runoff model is used to simulate stream flow for a 14-year period (October 1, 1988, to September 30, 2002) in the Atascadero Creek watershed located along the southern coast of California for 1929, 1998, and 2050 (estimated) land use conditions (8, 38 and 52 percent urban, respectively). The 14-year period experienced a range of climatic conditions caused mainly by El Nino-Southern Oscillation variations. A geographic information system is used to delineate the watershed and parameterize the model, which is calibrated using data from two stream flow and eight rainfall gauges. Urbanization is shown to increase peak discharges and runoff volume while decreasing stream flow variability. In all cases, the annual and 14-year distributions of stream flow are shown to be highly skewed, with the annual maximum 24 hours of discharge accounting for 22 to 52 percent of the annual runoff and the maximum ten days of discharge from an average El Nino year producing 10 to 15 percent of the total 14-year discharge. For the entire period of urbanization (1929 to 2050), the average increase in annual maximum discharges and runoff was 45 m3/s (300 percent) and 15 cm (350 percent), respectively. Additionally, the projected increase in urbanization from 1998 to 2050 is half the increase from 1929 to 1998; however, increases in runoff (22 m3/s and 7 cm) are similar for both scenarios because of the region's spatial development pattern.

    Notes: : The Agricultural Drainage and Pesticide Transport model was used to examine the relationship between fish and suspended sediment in the context of a proposed total maximum daily load (TMDL) in two agricultural watersheds in Minnesota. During a 50-year simulation, Wells Creek, a third-order cold water stream, had an estimated 1,164 events (i.e., one or more consecutive days of estimated sediment loading) and the Chippewa River, a fourth-order warm water stream, had 906 events of measurable suspended sediment. Sublethal thresholds were exceeded for 970 events and lethal levels for 194 events for brown trout in Wells Creek, whereas adult nonsalmonids would have experienced sublethal levels for 923 events and lethal levels for 241 events. Sublethal levels were exceeded for 756 events and lethal thresholds were exceeded for 150 events in the Chippewa River. Nonsalmonids would have experienced 15 events of mortality between 0 and 20 percent in Wells Creek. In the Chippewa River, there were 35 events of mortality between 0 and 20 percent and one event in which mortality could have exceeded 20 percent. The Minnesota Pollution Control Agency has proposed listing stream reaches as being impaired for turbidity at 25 NTU, which is approximately 46 mg suspended sediment/1. We estimated that 46 mg/1 would be exceeded approximately 30 days in a year (d/yr) in both systems. A TMDL of 46 mg SS/1 may be too high to ensure that stream fishes are not negatively affected by suspended sediment. We recommend that an indicator incorporating the duration of exposure be applied.

Previous investigations of drinking water from wells in the fractured crystalline bedrock encountered persistent elevated total arsenic. Such contamination may be related to discharging ground water from fractured zones in the basin. Modeled discharge rates greater than +10 cm/yr and 18O values lighter than-9.5 per mil VSMOW may indicate recent recharge is mixing with deeper ground water and is focused along some fractured zones in arsenic bearing crystalline rocks.

    Notes: : The Edwards Aquifer is one of the most studied and most prolific aquifers in the United States. The aquifer is a heavily fractured and faulted carbonate aquifer with transmissivities in excess of 100 ft2/s. The City of San Antonio relies upon the Edwards Aquifer as its sole source for water. Much work has been done on quantifying recharge to the aquifer and discharge from wells and acquiring aquifer characteristics from pumping tests, specific capacity tests, and geophysical logs. Although the aquifer has been well studied in Bexar County, much less is known about the Edwards Aquifer in Kinney County. This is partly due to the lower population within the county (approximately 3,500 people) relative to the eastern counties (Uvalde, Medina, Bexar, Comal, and Hays) and the great distance of Kinney County from high profile discharge areas such as the City of San Antonio and Comal and San Marcos Springs. Three key products resulted from this study: (1) exploratory well drilling and the largest aquifer test in the county that were conducted to evaluate the well yields within a 10,000 acre study area in which a drawdown of 2.5 ft approximately 1.2 miles away was observed while pumping at approximately 4,600 gpm; (2) a recharge estimate for the Edwards Aquifer within Kinney County of approximately 71,382 ac-ft/yr; and (3) locating the Brackettville Groundwater Divide from an evaluation of ground water flow direction and hydrograph analysis. These results help evaluate the complex hydraulics occurring within Kinney County and aid in development of ground water modeling that will be used in managing the Edwards Aquifer.

    Notes: : Ground water irrigation pumpage of the High Plains Aquifer is controlled at the state level in Texas and Oklahoma but at the regional level in Kansas and Nebraska. Critical declines in the aquifer that threatened the reliability of local public water supply wells prompted Nebraska's Upper Republican Natural Resources District (URNRD) to mandate water restrictions in 1978. Under current regulations, irrigators may not extract more than 1,842 millimeters of water per certified hectare (ha) in any five-year period. Meter monitoring ensures that irrigators comply with restrictions. Farmers now incorporate irrigation scheduling into their cropping practices in order to meet URNRD controls. This study examines whether irrigators are using ground water efficiently while complying with pumpage limits. Crop irrigation requirements (CIR) from 1986 to 1999 were derived from a water balance approach incorporating Penman-Monteith evapotranspira-tion (ET) calculations from weather data supplied by the High Plains Climate Center automated weather station network. A ratio of average water pumped per well to the CIR was developed to verify irrigation efficiency. Results indicate that irrigation applications were less than CIR during most irrigation seasons. Irrigation efficiency increases can be attributed to crop rotations, favorable growing season precipitation, use of ET estimates to schedule irrigation, and water allocations limited to less than all certified hectares.

    Notes: : In this paper we seek to identify historical indicators of international freshwater conflict and cooperation and to create a framework to identify and evaluate international river basins at potential risk for future conflict. We derived biophysical, socioeco-nomic, and geopolitical variables at multiple spatial and temporal scales from GIS datasets of international basins and associated countries, and we tested these variables against a database of historical incidents of international water related cooperation and conflict from 1948 to 1999. International relations over freshwater resources were overwhelmingly cooperative and covered a wide range of issues, including water quantity, water quality, joint management, and hydropower. Conflictive relations tended to center on quantity and infrastructure. No single indicator—including climate, water stress, government type, and dependence on water for agriculture or energy—explained conflict/cooperation over water. Even indicators showing a significant correlation with water conflict, such as high population density, low per capita GDP, and overall unfriendly international relations, explained only a small percentage of data variability. The most promising sets of indicators for water conflict were those associated with rapid or extreme physical or institutional change within a basin (e.g., large dams or internationalization of a basin) and the key role of institutional mechanisms, such as freshwater treaties, in mitigating such conflict.

    Notes: : Riparian buffers are considered important management options for protecting water quality. Land costs and buffer performance, which are functions of local environmental characteristics, are likely to be key attributes in the selection process, especially when budgets are limited. In this article we demonstrate how a framework involving hydrologic models and binary optimization can be used to find the optimal buffer subject to a budget constraint. Two hydrologic models, SWAT and REMM, were used to predict the loads from different source areas with and without riparian buffers. These loads provided inputs for a binary optimization model to select the most cost efficient parcels to form a riparian buffer. This methodology was applied in a watershed in Delaware County, New York. The models were parameterized using readily available digital databases and were later compared against observed flow and water quality data available for the site. As a result of the application of this method, the marginal utility of incremental increases in buffer widths along the stream channel and the set of parcels to form the best affordable riparian buffer were obtained.

    Notes: : The quality of ground water in any aquifer takes its final form due to natural mixture of waters, which may originate from different sources. Water quality varies from one aquifer to another and even within the same aquifer itself. Different ground water quality is obtained from wells and is mixed in a common reservoir prior to any consumption. This artificial mixing enables an increase in available ground water of a desired quality for agricultural or residential purposes. The question remains as to what proportions of water from different wells should be mixed together to achieve a desired water quality for this artificial mixture. Two sets of laboratory experiments were carried out, namely, the addition of saline water to a fixed volume of fresh water. After each addition, the mixture volume and the electric conductivity value of the artificially mixed water were recorded. The experiments were carried out under the same laboratory temperature of 20°C. A standard curve was developed first experimentally and then confirmed theoretically. This curve is useful in determining either the volume or discharge ratio from two wells to achieve a predetermined electrical conductivity value of the artificial mixture. The application of the curve is given for two wells within the Quaternary deposits in the western part of the Kingdom of Saudi Arabia.

    Notes: : Long term well hydrographs and estimated ground water levels derived from hydroclimatic and biological data were used to evaluate trends within the Upper Carbonate Aquifer (UCA) near Winnipeg, Canada, during the 20th Century. Ground water records from instruments have been kept since the early 1960s and are derived from piezometers in the overlying sediments and in open boreholes in the UCA. Some boreholes extend into an underlying Paleozoic carbonate sequence. Shallow well hydrographs show no obvious long term trends but do exhibit variations on the order of three to four years that are correlated with changes in annual temperature and precipitation at lags up to 24 months. Trends observed in deeper wells appear to be largely related to ground water usage patterns and show little correlation with climate over the past 35 years. Stepwise multiple regression modeled average annual hydraulic head in the shallow wells as a function of regional temperature, precipitation, and tree ring variables. Estimated hydraulic heads had a slightly greater range prior to the 1960s, most prominently during an interval of lowered ground water levels between 1930 and 1942. Regression results demonstrate that moisture sensitive tree ring data are viable predictors of past ground water levels and may be useful for studies of aquifers in regions that lack long, high quality precipitation records.

    Notes: : The time to hydrograph peak of a watershed basin has been found to correlate with various statistical attributes (e.g., skewness and kurtosis) of its hypsometric curve (treated as probability distribution). This paper presents a theoretical travel time that is conceptually analogous to the time to hydrograph peak and can be calculated directly from the hypsometric curve of a watershed basin based on gravity and acceleration. The theoretical travel times for 23 selected watersheds in the United States are found to correlate significantly with their corresponding hypsometric attributes. In addition, the theoretical travel times are consistent with the times of concentration estimated from the Federal Aviation Administration method. Thus, this paper offers a simple theoretical explanation to the empirically identified linkage between time to hydrograph peak and hypsometric attributes. This theoretical travel time can provide an alternative way of characterizing the effects of basin morphometry on hydrologic response.

    Notes: : Information is lacking on the watershed scale effects of mining and reclaiming originally undisturbed watersheds for coal on surface water chemical concentrations and load rates for a variety of constituents. These effects were evaluated on three small, geologically dissimilar watersheds subjected to surface mining in Ohio. Comparisons were made between phases of land disturbances using ratios of average concentrations and load rates: Phase 1 (natural), subphases of Phase 2 (mining and reclamation), and subphases of Phase 3 (partial reclamation and final condition) using 4,485 laboratory analyses of 34 constituents. Average concentration and load rate ratios were categorized into three classes—minor, moderate, and substantial. Mining and reclamation (M/R) affected flow duration curves in different ways-baseflow changes were variable, but high flows generally increased. The average concentration ratios for all sites were classified as 15 percent “minor,” 36 percent “moderate,” and 49 percent “substantial” (average ratio of 2.4.) Generally load rate ratios increased due to mining and reclamation activities (average ratio of 3.3). Minor, moderate, and substantial impacts were found on average for 7 percent, 23 percent, and 70 percent, respectively, of load rate ratios. The impact of M/R on average load rates was not necessarily the same as on average concentrations due to changed hydrology and can be opposite in effect. The evaluation of the impacts of M/R requires knowledge of changing hydrologic conditions and changing supplies and rates of release of chemicals into streams. Median sediment concentration ratio is an indicator of average constituent load rate ratio of a wide variety of chemical constituents and is useful for development of best management practices to reduce chemical loads. The site at which diversion ditches were not removed during final reclamation sustained large chemical load rates, and removal of diversions at the other mined site reduced load rates. Revegetation of poorly reclaimed areas decreased chemical load rates. Chemical load rates were sensitive to geology, mining, and reclamation methods, diversions, and changing hydrology, concentration flow rate regressions, and watershed areas.

    Notes: : Bank full hydraulic geometry relationships relate stream channel geometry to watershed size for specific physiographic regions. This paper presents bank full hydraulic geometry relationships and recurrence intervals for the Southeastern Plain coercion and the flat woods subtype of the Middle Atlantic Coastal Plain ecoregion found within North Carolina's Coastal Plain physiographic province. Cross-sectional and longitudinal survey data from gated and unpaged streams were used to compute channel dimension and profile information. Power functions were developed, relating drainage area to bank full discharge, cross-sectional area, width, and mean depth. Recurrence intervals of bank full events were estimated from gagged streams using both a Log-Pearson Type III distribution of peak annual discharge and a partial-duration series of average daily discharge. Results from both methods indicate that average bank full recurrence intervals for the study area are below one year. Determinations of recurrence intervals by the Log-Pearson Type III distribution were for the most part inconclusive (less than one year), while a partial duration series estimated a 0.19 year average, ranging from 0.11 to 0.31 years.

    Notes: : When extensive lengths of river become stabilized (e.g., by channel incision), riverbank erosion can result in considerable riparian land loss and the delivery of large volumes of sediment downstream. The ability to predict the stability and failure geometry of eroding riverbanks is therefore an important prerequisite in estimating the rate of bank erosion and sediment yield associated with bank erosion. In this paper, a new stability analysis for layered river banks is introduced. The new analysis differs from many previous analyses in that it takes into consideration the effects of positive pore water pressure in the saturated portion, and negative pore water pressure in the unsaturated portion, of the bank as well as the influence of hydrostatic confining pressure due to the water level in the river. In addition, the failure plane is not constrained to pass through the toe of the bank and the bank profile geometry is not restricted to an idealized special case. The predictive ability of the new bank stability analysis is assessed using data from two field sites. Subsequently, a methodology for applying the bank stability analysis at the scale of the river reach (0.1 to 10 km) is discussed. This method involves the use of empirical models of bed level adjustment to estimate the magnitude of incision at specific locations along the reach, with these estimates used to drive the stability analysis. Application of the new method is demonstrated with an example.

    Notes: : The technocratic approach for managing the Missouri River and other large rivers is not effective in resolving conflicts among competing uses of water and dealing with uncertainty about how river ecosystems respond to alternative management actions. Adaptive management offers an alternative way to address these and other issues. It has the potential to alleviate management gridlock and provide lasting solutions to management of the Missouri River and other large river ecosystems. In passive adaptive management, simulation models and expert judgment are combined to select a preferred management action. While passive adaptive management is relatively simple and inexpensive to use, it does not necessarily provide reliable information for making management decisions. Active adaptive management uses statistically designed experiments to test assumptions or hypotheses about ecosystem responses to management actions. It is best carried out by a collaborative working group. Active adaptive management has several advantages, but the inability to satisfy certain prerequisites for successful application makes it more difficult to implement in large river ecosystems. A second-best approach is proposed here to select, implement, monitor, and evaluate a preferred management action and retain that action provided ecological conditions improve and socioeconomic indicators do not fall below established acceptability limits.

    Notes: : Resolution of the input GIS data used to parameterize distributed-parameter hydrologic/water quality models may affect uncertainty in model outputs and impact the subsequent application of model results in watershed management. In this study we evaluated the impact of varying spatial resolutions of DEM, land use, and soil data (30 × 30 m, 100 × 100 m, 150 × 150 m, 200 × 200 m, 300 × 300 m, 500 × 500 m, and 1,000 × 1,000 m) on the uncertainty of SWAT predicted flow, sediment, NO3-N, and TP transport. Inputs included measured hydrologic, meteorological, and watershed characteristics as well as water quality data from the Moores Creek watershed in Washington County, Arkansas. The SWAT model output was most affected by input DEM data resolution. A coarser DEM data resolution resulted in decreased representation of watershed area and slope and increased slope length. Distribution of pasture, forest, and urban areas within the watershed was significantly affected at coarser resolution of land use and resulted in significant uncertainty in predicted sediment, NO3-N, and TP output. Soils data resolution had no significant effect on flow and NO3-N predictions; however, sediment was overpredicted by 26 percent, and TP was underpredicted by 26 percent at 1,000 m resolution. This may be due to change in relative distribution of various hydrologic soils groups (HSGs) in the watershed. Minimum resolution for input GIS data to achieve less than 10 percent model output error depended upon the output variable of interest. For flow, sediment, NO3-N, and TP predictions, minimum DEM data resolution should range from 30 to 300 m, whereas minimum land use and soils data resolution should range from 300 to 500 m.

    Notes: : To adequately manage impacts of ongoing or future land use changes in a watershed, the magnitude of their hydrologic impacts needs to be assessed. A grid based daily streamflow model was calibrated with two years of observed streamflow data, using time periods when land use data are available and verified by comparison of model predictions with observed streamflow data. Streamflow data were separated into direct runoff and baseflow to estimate the impacts of urbanization on each hydrologic component. Analysis of the ratio between direct runoff and total runoff from 30 years of simulation results and the change in these ratios with urbanization shows that estimated annual direct runoff increased from 49.2 percent (1973) to 63.1 percent (1984) and 65.0 percent (1991), indicating the effects of urbanization are greater on direct runoff than on total runoff. The direct runoff ratio also varies with annual rainfall, with dry year ratios larger than those for wet years. This suggests that the impact of urbanization on areas that are sensitive to runoff ratios, such as stream ecosystems, might be more serious during drier years than in wetter years in terms of water quality and water yield. This indicates that sustainable base-flow is important to maintaining sound stream ecosystems.

    Notes: : A procedure to apply genetic algorithm to optimize operation rules is proposed and applied to the LiYuTan Reservoir in Taiwan. The designed operation rules are operation zones with discount rates of water supply. The first step of the procedure is to predefine the shape of boundary curves of operation zones according to reservoir storage routing. Then, relatively fewer variables are used to describe the curves, and a last genetic algorithm (GA) is applied to optimize the curves. The procedure is applied to the newly built LiYuTan Reservoir for increasing domestic water demands. Shortage index is used to evaluate the performance of operation zones. A year is divided into 36 operational periods, with each month containing three operational periods. The shortage indexes calculated in operational periods are 9.81, 8.27, and 7.13, respectively, for the reservoir without operation rules, applying operation zones optimized by GA with encoding 36 storage levels for each curve, and adopting operation zones optimized by GA with encoding the curves with predefined shape. The average deficits for the three cases are 77.2, 43.6, and 33.3 (104 m3/day), respectively. The results indicate that operation zones optimized by the proposed procedure have smaller shortage indexes and lower average deficits. In addition, the optimized operation zones have less variation and thus are more practical for operation. Conclusively, the proposed procedure utilizing GA to optimize operation zones with predefined shape can provide better and realistic outcomes through limited iterations.

    Notes: : Periodic flood disturbance is a well known controlling factor of in channel and floodplain ecosystem function. However, channel manipulations during the last century have potentially altered hydrologic fluctuations, and thus ecosystem function. We examined temporal river stage hydrology, through autocorrelation analysis, at seven gauges along the Mississippi River to quantify flow periodicity and effects of systematic channel modifications on flow periodicity. Intraannual variation follows a strong one-year cycle of six months higher flow and six months lower flow for the entire Mississippi River drainage, with precipitation as a driving force. Interannual hydrologic variation differs between the upper and lower river segments. A clear quasi-biennial oscillation pattern was evident throughout the lower river section. The effect of channel alterations was a decreased magnitude of differences between lower and higher flows. The upper section, however, suggests a 12-to 14-year periodicity prior to alterations and a decreased duration of lower flow years following systematic modifications. Interannual variograms clearly depict very different temporal hydrology between the upper Mississippi River and the lower Mississippi River, suggesting the simple transfer of knowledge from one segment to the other oversimplifies the complexity of a large river system.
