    Notes: This paper identifies the constraints and opportunities facing trade unions in post-socialist societies through a comparison of the Russian and Chinese cases. The paper charts the changing role of trade unions in the integration of state-socialist economies into global capitalism and argues that this presents the trade unions with a dilemma: whether to reconstitute their traditional role through collaboration with management and the state apparatus, or whether to develop their ability to defend the rights and interests of workers. While the former offers the line of least resistance, there are progressive elements pushing for change in both trade union movements.

    Notes: Standardized tests are commonly used to select individuals in both pre-employment and educational settings. Nevertheless, research has yet to sufficiently explore the relationship between test anxiety (TA) and test performance in selection contexts. The goal of this study was to assess the dimensionality of TA, the relations between TA and test performance, and the impact of gender on TA within the realm of personnel selection. Test anxiety was found to be bi-dimensional and negatively related to performance on a cognitively based selection instrument. Gender moderated the relation between TA and test performance, with stronger associations for males. This finding is consistent with the sex-linked anxiety coping theory that is advanced here. Implications of this study and avenues for future research are discussed.

    Notes: A situational judgment test (SJT) and a Big 5 personality test were administered to 203 participants under instructions to respond honestly and to fake good using a within-subjects design. Participants indicated both the best and worst response (i.e., Knowledge) and the most likely and least likely response (i.e., Behavioral Tendency) to each situation. Faking effect size for the SJT Behavioral Tendency response format was (d=.34) when participants responded first under honest instructions and (d=.15) when they responded first under faking instructions. Those for the Big 5 dimensions ranged from d=.26 to d=1.0. For the Knowledge response format results were inconsistent. Honest condition Knowledge SJT scores were more highly correlated with cognitive ability (r=.56) than were Behavioral Tendency SJT scores (r=.38). Implications for researchers and practitioners are discussed.

    Notes: Applied psychologists have long been interested in the relationship between applicant personality and employment interview ratings. Analysis of data from two studies, one using a situational interview and one using a behavioral interview, suggests that the correlations of structured interview ratings with self-report measures of personality factors are generally rather low. Further, a small meta-analysis integrates these two studies and the limited previous literature to arrive at a similar conclusion – there is relatively little relationship between structured interviews and self-reported personality factors.

    Notes: In this study, we investigated the moderating role of interdependence (a personality trait that measures the extent to which individuals desire working in a group-based, cooperative setting) on the relationship between competitiveness and one-year objective sales performance. On the basis of data from 133 sales representatives, results indicated that: (a) competitiveness was related to objective sales performance; and (b) interdependence moderated the relationship between competitiveness and objective sales performance such that competitiveness predicted objective sales performance more strongly for those who scored low in interdependence versus those who scored high in interdependence. Implications for sales selection and reward systems and directions for future research are considered.

    Notes: Recruiters infer personal traits from job applicants' resumés and use these inferences in evaluating job applicants' employability. No research to date, however, has determined if resumé reviewers' inferences of applicants' personality drawn solely from resumé biographical data are valid. In the present study, resumé reviewers (N=52) examined one of two applicant resumés and then described the applicant's personality based on the Big 5 taxonomy. Validities of reviewers' inferences concerning applicant personality were assessed by correlating resumé reviewers' judgments with applicants' self-reported Big 5 personality scores. Results suggested that valid personality inferences are possible based solely on resumé evaluation. We also found evidence suggesting that attending a brief training session may enhance reviewers' accuracy when inferring applicants' personality from resumé information.

    Notes: Although there has been empirical attention paid to the criterion-related validity of predictor composites, there has been much less attention paid to the standardized ethnic group differences associated with these composites. One important area of inquiry in predictor composite research is the influence of adding predictors to a test of general mental ability. The limited empirical literature on this practice is mixed, but the prevailing expectation is that there is likely to be higher validity and less adverse impact. Unfortunately, much of the previous work is limited by the presence of inaccurate validity and standardized ethnic group difference values. In this analysis we formed meta-analytic matrices to more accurately estimate the validity and standardized ethnic group differences of several composites that combine a measure of cognitive ability with measures of conscientiousness, a structured interview, or biodata. While results were somewhat complex, we found that adding alternative predictors does not result in a situation in which validity automatically goes up and adverse impact potential automatically goes down. In fact, the reductions in adverse impact (if any) from adding “non-cognitive” predictors were more modest than much of the literature suggests.

    Notes: Although recruitment researchers often discuss influences on decisions to apply for jobs, few studies assess actual application behavior. This study of individuals who expressed an interest in a firefighter job revealed that applying was related to recruiting source informativeness and organizational familiarity. Source informativeness was not related to self-selection out of the process after application or performance on the selection process, but was related to perceptions of familiarity and to applicant demographics. Implications for recruitment are discussed.

    Notes: An international foundation for the promotion of basic research in biomedicine, the Boehringer Ingelheim Fonds (B.I.F.), reports that fellowships are awarded to post-graduate researchers according to the following main criteria: (1) scientific quality as demonstrated by the applicant's achievements to date, (2) the originality of the proposed research project, and (3) the scientific standing of the laboratory where the research will be conducted. Using the Boolean probit statistical technique, this study examines the multiple conjunctural causation that a fellowship will be awarded only if all three of these criteria are assessed positively by the B.I.F. peer review committee. In agreement with the prescriptive principles of the foundation the results suggest that the B.I.F. approves applications only if all of the three criteria are rated positively.

    Notes: This article argues that the first globalisation from the late 1840s to the First World War offers important lessons for the present era of globalisation. It is argued that the social and economic change created by the first globalisation led to increased protectionism and nationalism in France and Germany rather than the free-trade utopia envisaged by many liberal optimists. Contemporary optimists should be aware that globalisation and liberalisation are not inevitable processes; more and freer trade may induce a similar negative response from the short-term losers and those who fear a more dynamic and less predictable world.

    Notes: Immigration into the UK has increased in response to high labour demand in the recent past. This additional supply of labour has helped keep interest rates lower, and growth higher, than they might have been otherwise. The longer-term impact of higher immigration may be an increase in trend productivity growth. Although the evidence on such long-term economic effects is incomplete, there is no reason to believe market principles - or fundamental freedoms - are any less relevant when it comes to flows of people rather than goods or capital.

The Equal Treatment Directive will have perverse consequences contrary to the aims of its creators - benefiting the better-off at the expense of the poor and, in some circumstances, men at the expense of women - and will also threaten the private provision of pensions and healthcare essential to solving the looming pensions and healthcare funding crisis among EU member states.

Such an outcome may raise concerns about the democratic legitimacy of the government.     Notes: This article examines the history of fire protection in London from the Great Fire of 1666 to the present and argues that many of the popular perceptions of market failure in the provision of fire protection that are repeated in standard economics textbooks are in fact myths. In reality, fire protection began in the private sector and only transferred to the public sector when insurance companies faced the prospect of collecting escalating premiums from their clients. To this day, voluntary and private provision in parts of the USA is a model of how fire protection can be provided more cheaply and more effectively outside the public sector.

    Notes: This article discusses the relevance of the work of Pierre Gourou for Vietnamese and non-Vietnamese scholarship on colonial and postcolonial rural society in Vietnam. The term “tropicality” is used to situate Gourou's work within the framework of both French and Vietnamese regimes of truth. It is argued that Gourou was aware of the complex human geographies of the tropics and monsoon Asia and the challenges this posed to both Western and “tropical” peoples. Gourou and the issue of tropicality is used to show that Vietnamese scholars did not completely reject French colonial systems of knowledge, and that decolonisation did not herald a complete shift in knowledge about rural Vietnam. Rather, since the 1940s there has been antagonism and accommodation between colonial and postcolonial, French and Vietnamese modes of knowledge production. While Gourou underscored the otherness of the tropics, and there are colonial overtones in his work, he had an immense influence on indigenous ethnography and geography in Vietnam and elsewhere in the formerly colonised world. The article traces this important influence and how it has been both questioned and affirmed since independence in the Vietnamese context. It is suggested that the humanistic approach that Gourou pioneered in his 1936 study of the Red River Delta of northern Vietnam has outlived and been able to overcome the setbacks and drawbacks of both colonial and revolutionary/Vietnamese politico-intellectual projects.

    Notes: Despite recent interest in sacred (fetish) groves as remnant forests, few studies have investigated their sustainability and conservation role in West Africa. This article employs a Geographical Information Systems (GIS) analysis of time series images (1960-98), comprehensive social surveys and ecological field methods to evaluate four sacred groves and eight unprotected tree stands in the coastal savanna of Ghana and compare these with vegetation in the distant forested hinterland. There were strong similarities and substantial differences in tree species between different sacred groves, and between these and the unprotected stands and proximate deciduous forests. In addition, far fewer tree losses were documented in the sacred groves than in the local unprotected stands. Although these sacred groves were on average only partially representative of deciduous forest vegetation, their stronger sustainability compared with unprotected tree stands may be important to consider in detail for conservation.

    Notes: In important respects, the disciplinary field of “tropical geography” is a uniquely French field of study, and Pierre Gourou is conventionally seen as its founder and doyen. Yet Gourou did not see himself as the creator of a new paradigm or research school, and geographers were generally more influenced by his writings than by his teaching or any personal connection. With particular reference to French geographical research in and on tropical Africa during the second half of the twentieth century, it is suggested that the development of tropical geography as a subfield - and tropicalism as a research orientation - can be put down to a variety of factors and circumstances. Geographical research on Africa was pivotal, as was the rise to prominence in French research institutes of some of Gourou's disciples. But African academics also played a part, as did criticism of tropical geography for its marginalisation of issues of development and geopolitics. The paper examines this postwar intellectual history and attempts to draw from it a positive and forward looking legacy - a reinvigorated and interdisciplinary “tropicalism”, the main axis of which would be the analysis of the specific characteristics of tropical ecology, and its use and transformation by the societies that live from it. Such a project may help us to confront the contemporary world ecological crisis, and forge critical research projects on globalisation (altermondialisme) that can discern and deal with the complex local-global, and rural-urban, articulations of this phenomenon.

    Notes: This paper focuses on the large-scale land use and land cover changes that have taken place in Sarawak state, East Malaysia over the three decades of 1972-2002. Results are presented from a detailed land use and cover change (LUCC) study in the Niah River catchment using satellite imagery, questionnaire surveys and interviews. Successive waves of land cover changes have taken place. Large forest areas have been logged and gradually replaced by oil palm plantations, which now occupy more than 40 per cent of the total land area in the catchment. Concurrently, small-scale farming systems have also changed. Formerly dominant Iban shifting cultivation practices are increasingly being replaced by cash crop production on permanent fields and impacted by off-farm activities involving many ethnic groups. It is argued that land cover changes are continuous and complex processes involving a large number of variables which can be analysed for different time periods at various scales.

    Notes: This paper adopts ideas from critical geopolitics to explore how Western human rights discourses have been enabled and used to construct Myanmar by Australian governments and nongovernmental aid organisations. Three distinct human rights scripts are observed that position donors as either punishers, saviours or partners. It is argued that the scripts are enabled by factors external to the actual abuses themselves, including the traditional scripting of Burma within Australian geopolitical memories; the feminine Burmese identity and the networks embodied by the opposition leader, Daw Suu Kyi; and Australia's shifting geopolitical interests in the Southeast Asia region. The case study is used to argue for a broader geography of human rights that recognises their spatiality. Such geographies can improve and broaden human rights politics and debates beyond state-based campaigning, ensuring that campaigns are in the interests of the most marginalised, rather than the most vocal.

    Notes: Recent research has focused on the short- to medium-term implications of trade reforms for the labour market outcomes and poverty in poor economies. This article summarises the evidence on the short-term consequences of the Colombian trade reform initiated in 1985 for industry employment and industry wages. Although the reform reduced manufacturing tariffs on average by 40 percentage points from 1984 to 1994, tariff declines were not significantly associated with labour reallocation across sectors. The reform, however, was associated with bigger declines in relative industry wages in sectors that experienced bigger tariff cuts. This evidence is in line with the predictions of short- to medium-run models of trade in which labour is not mobile across sectors. It is also consistent with the predictions of models where imperfectly competitive industries share rents with workers and trade reduces the firms’ profit margins and thus workers’ rents.

    Notes: This paper examines individual trade policy preferences across 17 countries in Latin America. The focus is on whether skilled or unskilled workers are more likely to support liberalised trade and on whether country characteristics, such as factor endowments, alter the preferences of skilled and unskilled workers. Based on the standard Heckscher-Ohlin model and the Stolper-Samuelson theorem, wage inequality in developing countries will decrease under free trade and unskilled workers will benefit. We find that on average skilled workers are more likely than unskilled workers to support free trade in Latin American countries. Separate country regressions reveal that this pattern is only statistically significant in 8 out of 17 Latin American countries. However, there are no countries in our sample in which unskilled workers are statistically more likely to support free trade than skilled workers, not even in the lowest skill-endowed country in the sample. We also find that people from Latin American countries with higher GDP, faster growth, more cropland and a longer period of time since reform were more likely on average to support free trade.

    Notes: This paper studies the experience of Latin America (LATAM) with financial liberalisation in the 1990s. The rush towards financial liberalisations in the early 1990s was associated with expectations that external financing would alleviate the scarcity of saving in LATAM, thereby increasing investment and growth. Yet, the data and several case studies suggest that the gains from external financing are overrated. The bottleneck inhibiting economic growth is less the scarcity of saving, and more the scarcity of good governance. A possible interpretation for these findings is that in countries where private savings and investments were taxed in an arbitrary and unpredictable way, the credibility of a new regime could not be assumed or imposed. Instead, credibility must be acquired as an outcome of a learning process. Consequently, increasing the saving and investment rates tends to be a time-consuming process. This also suggests that greater political instability and polarisation would induce consumers to be more cautious in increasing their saving and investment rates following a reform. Hence, reaching a sustained take-off in Latin America is a harder task to accomplish than in Asia.

    Notes: In this paper, we focus on the evolution of the optimum currency area (OCA) properties between Canada and the United States. To this end, we specifically investigate the relationship between the intra-industry trade dynamics of Canadian provinces with the United States and the increasing level of integration between the two countries from 1980 to 1998. Our findings lead us to support the view that integration (real and monetary) improves the conditions under which a monetary union can yield net gains in the long run for the integrating countries. We also find that exchange rate developments exert asymmetric effects on the Canadian provinces.

    Why So Small? Explaining the Size of Firms in Latin America (2005)

    Notes: On average, Latin American firms are small with respect to world patterns, both in terms of the quantity of assets they control and the amount of employment they generate. We examine data on firm size from developed and developing countries around the world to assess the influence of demand, supply and institutional factors on the size of the largest firms in each country. We find that, besides the size of the economy and the level of income per capita, the key determinants of the size of firms are trade openness, stock market capitalisation and physical infrastructure. Our simulations suggest that if the gaps with respect to the best Latin American performer were closed in each of these three areas, firm size in the countries of the region would – on average – reach world patterns.

It is based on a new dataset compiled by the authors from the statistical information published by the World Intellectual Property Organisation (WIPO). The questions analysed include the distribution of trademarks among countries of different income levels, the share of trademark registrations accounted for by foreign residents and its variation across different income groups, the extent to which poor countries participate in the international trademark system, and the distribution of registrations across different sectors of the economy. The evidence presented in this paper is relevant for assessing possible welfare implications of changes in intellectual property protection and evaluating the role of reputational assets in determining international trading patterns.

    Notes: This paper attempts to explore the underlying causes of twin crises experienced by Turkey in November 2000 and February 2001. We study an extensive set of leading indicators of crises that are drawn from the existing literature. Our results identify three sets of vulnerabilities in the Turkish economy in triggering the financial crisis and bringing about the collapse of the Turkish lira. These are: first, the weak external position caused by excessive debt burden combined with the loss of competitiveness; second, the weak fiscal position resulting from the record levels of interest payments on domestic borrowing; and most importantly, third, weaknesses in the financial and banking sector. Given these observations, we argue that the success of financial sector reform is instrumental not only for putting the economy on a sustainable recovery path but also for reducing the likelihood of similar crises in the future. The general lesson to be drawn from this experience is that a sound financial system is a pre-condition for the successful operation of a fixed exchange rate regime.

    Notes: This paper analyses the growth of production and employment in China during the period 1978 to the early 1990s. It argues that the Chinese experience with export-led growth provides an excellent case study of the phenomenon of a vent for surplus resources provided by exports, identified by Adam Smith in the Wealth of Nations and elaborated by Hla Myint. The paper extends the Smith-Myint model of ‘vent-for-surplus’ productive capacity to ‘vent-for-surplus’ resources by allowing for foreign investment flows. The ‘vent-for-surplus’ effect of exports on employment and growth is examined in a dynamic labour demand framework for a panel of township and village enterprises (TVEs) in China.

    Notes: Since the beginning of the 1990s Japan has experienced economic stagnation. The economy had been allowed to overheat in the 1980s and a bubble had been built up. When this burst, there was massive asset-deflation, which led to a banking crisis. The bad debts were not faced up to effectively. Japanese banks could not achieve high enough margins to recapitalise themselves, and the government was for a long time reluctant to intervene effectively. The shock made economic agents more pessimistic, which led to an imbalance between savings and investment-demand. Excess savings were placed abroad and used to finance a domestic fiscal deficit, but this was not enough to close the gap and sustain growth. To be able to run a large current account surplus the yen needed to depreciate, but this was not achieved due to expectations about a future appreciation. The strategy to get out of the liquidity trap would include credible inflation targeting and yen depreciation. Monetary policy should have an inflation target well above zero per cent. Such macroeconomic measures need to be complemented by structural reforms such as deregulation of financial services, competition policy and reallocation of public investments. The Japanese development model with close connections between firms and banks needs to be reformed. Japan should be able to achieve stable growth again, but since the catch-up phase is over one would not expect growth in Japan to be higher than in other developed countries, even if Japan undertakes the needed reforms.

    Notes: This paper analyses the Balassa-Samuelson (B-S) framework for the case of Estonia using a unique dataset that consists of a 15-sectoral breakdown of GDP and a five-digit level CPI disaggregation with 260 items over the period from 1993 to 2002. Unlike the existing literature, the paper focuses on the following four aspects of the phenomenon: (a) data disaggregation, (b) definition of goods tradability, (c) price regulatedness in services and (d) possible heterogeneity across transition countries. It turns out that the first three aspects do matter and, in addition to this, Estonia appears to bear very specific characteristics when compared with other transition countries. A battery of cointegration techniques (DOLS, ARDL, Johansen) shows that productivity is strongly related to relative prices only when regulated prices are controlled for appropriately in the consumer price index and when country-specific classification is applied to the open and closed sectors. The B-S effect contributed to CPI by 1 to 1.5 per cent at the outset of the period and by 0.4 to 0.6 per cent in 2002, whereas its potential long-run impact is estimated to be 1 to 1.2 per cent. Although real appreciation due to the B-S effect seems higher in the early 1990s, it explains that better real appreciation occurred in recent years.

    Notes: More than three years have passed since the inception of the Chiang Mai Initiative (CMI) in May 2000. Although much progress has been made, the present structure of the CMI is still incomplete. The purpose of this paper is to provide a view on the current process and future prospects for regional financial and monetary cooperation in East Asia. Looking forward, the most realistic scenario is that the countries participating in the CMI will muddle through, continuously discussing modalities of policy dialogue, the types of the surveillance system the CMI needs, and also augmentation of swap amounts without making any substantial progress.

    AGOA and Apparel: Who Captures the Tariff Rent in the Presence of Preferential Market Access? (2005)

    Notes: The United States grants preferential (tariff- and quota-free) market access to a list of products from eligible countries in sub-Saharan Africa through the African Growth and Opportunity Act (AGOA). We analyse the increase in prices received by apparel exporters who benefited from AGOA preferences. In the presence of competitive markets, export prices should increase as much as the tariff which was previously collected by the US government. We refer to this price increase as the ‘tariff preference rent’ since exporters receive this income as the rent for their preferential status. The results show that exporters receive only one-third of this rent and smaller exporters receive less than larger and established ones. We then provide evidence that suggests this may be due to the degree of market power enjoyed by US importers when facing African exporters.

    Notes: The debates on regional trade arrangements in East Asia focus on whether the RTAs can be net trade creating or diverting, and whether they impede multilateral trade liberalisation or not. This paper attempts to answer these questions by quantitatively estimating the economic impact of possible East Asian free trade areas based on a bilateral gravity model, and evaluating the main characteristics of the proposed FTAs. We find that the trade creation effect expected from the proposed East Asian FTAs such as a China-Japan-Korea or an ASEAN plus three (China, Japan, Korea) FTA will be significant enough to overwhelm the trade diversion effect. We also judge that East Asian FTAs will likely be a building block for a global free trade.

    Notes: Private homeowners’ associations now govern over 18% of the American population, enforcing contractual land-use restrictions and providing what would otherwise be municipal services. The rapid spread of these associations in new housing construction is explained by rising land costs, constraints on the ability of local governments to raise property taxes, and consumer preferences. Because these associations resemble club economies in significant respects, they provide an opportunity to test whether these private associations can provide services more efficiently than municipalities. Departures from the assumptions of the club economy model are noted, including the lack of options for consumer choice that undermine the consent-based rationale.

    Notes: Labour market regulation that undermines freedom of contract leads to fewer, higher productivity jobs with employment being across a narrower range of ages. More people are excluded from the labour market, in highly regulated countries and they remain unemployed for longer. This seems to be damaging to welfare. It is possible that the extent of regulation is explained by the relative ability of those who gain from regulation (those in work) to influence the outcome of political processes to a greater extent than those who lose (the unemployed). However, the legal framework and legal traditions may also play a part.

    Notes: In many developing countries, private unaided schools are serving the poor in large numbers. Some commentators view their presence as undesirable - in particular assuming that there is a conflict between‘commercial gain’ and ‘concern for the poor’. We show one way in which there is no conflict - the private unaided schools offer free or concessionary places to the poorest of the poor. Using data from a random sample of schools in Hyderabad, India, and a smaller sample in Makoko, Nigeria, we show that such places range from 10–20% of all places offered.

    Notes: The thrust of the theory of preference aggregation is that it is impossible to design institutions guaranteeing collective decisions that are both consistent and fair. Proponents of deliberative democracy have used this as an argument for decision-making based on dialogue rather than voting. Communicative public planning - producing plans through public participation exercises - is seen as an integral part of deliberative democracy. It is argued here, however, that the inclusive dialogue of this style of planning cannot promise escape from arbitrariness and does not necessarily deliver improved local decision-making.

    Notes: Philanthropists and social change practitioners have successfully advanced privatisation worldwide over the last three decades. Social change can be thought of as a discovery process in which measures of effectiveness are an invaluable tool for creating transparency and accountability for results. These processes organise knowledge and lead to the invention of better ways of doing things. Examining privatisation as a case study opens a broader consideration of the philanthropic enterprise, including barriers to change, diffusion of innovation, and the use of products to lead change. An examination of the processes which led to privatisation also shows how entrepreneurial philanthropy has promoted privatisation.

    Notes: Abstract: An optimal online learning algorithm of a wavelet neural network is proposed. The algorithm provides not only the tuning of synaptic weights in real time, but also the tuning of dilation and translation factors of daughter wavelets. The algorithm has both tracking and smoothing properties, so the wavelet networks trained with this algorithm can be efficiently used for prediction, filtering, compression and classification of various non-stationary noisy signals.
