    Description / Table of Contents: The IUGS/IAGC Global Geochemical Baselines Programme aims to establish a global geochemical reference baseline for 〉60 determinants in a range of media for environmental and other applications. The European contribution to the programme has been carried out by government institutions from 26 countries under the auspices of the Forum of European Geological Surveys (FOREGS) The main objectives of this European survey were: 1) to apply standardised methods of sampling, chemical analysis and data management to prepare a geochemical baseline across Europe; and 2) to use this reference network to level national baseline datasets. Samples of stream water, stream sediment and three types of soil (organic top layer, minerogenic top and sub soil) have been collected at 900 stations, each representing a catchment area of 100 km2, corresponding to a sampling density of about one sample per 4700 km2. In addition, the uppermost 25 cm of floodplain sediment was sampled from 790 sites each representing a catchment area of 1000 km2. All soil and sediment samples were prepared at the same laboratory, and all samples of particular sample types were analysed by the same method at the same laboratory. More than 50 elements, both total and aqua regia extractable concentrations, and other parameters (such as pH and grain size) were determined on the 〈2 mm grain size fraction of minerogenic samples, and total concentrations of organic soil samples were measured after using a strong acid digestion. Nine laboratories of European geological surveys carried out the analytical work. Altogether, 360 geochemical maps showing the distribution of elements across Europe have been prepared. All the results and field observations are organised in a common database and the maps are published as a Geochemical Atlas of Europe. All the sampling sites were photographed and this photo archive is also available. Samples have been archived in the Slovak Republic for possible future use. Initial results show that the distribution patterns of both water and solid samples are related to such factors as large-scale tectonic provinces, geochemical variation of large lithological units, extension of the Weichselian glaciation, and contamination reflecting industrialized areas and regions of intensive agriculture.     Description / Table of Contents: While researching for another film, filmmakers Tom Radford and Peter Raymont came across the story of Nugliak, an Inuvialuit man born just before the end of the 19th century who observed and wrote of the changes that occurred in the north during his lifetime on Herschel Island. Radford's film loosely follows the book, touching on much the same subjects, but using Nugliak's descendents as a link to the present.
    Description / Table of Contents: It is easy to overlook Herschel Island - a tiny speck of land just off the Yukon coast - where the Inuvialuit hunter Nuligak once followed the great journeys of caribou, polar bears, and whales. The island lays silently on the margins of geography, entrapped in the footnotes of history, a forgotten place frozen in time. And yet just over a century ago Herschel Island was a frontier boomtown, branded "the Sodom of the Arctic" by some visitors at the time. A place cohabited by whalers, Inuit, missionaries, and police; a place of contact and conflict; a place where worlds collided and lives were changed forever. It was on Herschel Island that a young Inucialuit boy, Nuligak (later named Bob Cockney by the missionaries) came of age - fascinated by Herschel, but equally repelled by the excess of so-called civilization. Through Nuligak's touching yet tragic life-story expressed through his writings and echoed by his grandchildren's poignant return to the Island - we are offered a unique view into an often troubling past and a potentially hopeful future.

Dazu werden bibliometrische Indikatoren, etwa die Anzahl der Veröffentlichungen und ihre Zitate, zu Rate gezogen. Mit bibliometrischen Analysen kann der Erfolg von wissenschaftlichen Arbeiten messbar dokumentiert werden. Dies ist ein wichtiger Aspekt gegenüber Entscheidungsträgern und Geldgebern, denn Forschungs- gelder sind knapp und immer lauter wird die Frage, nach welchen Kriterien sie gerecht vergeben werden können. Hier sind bibliometrische Methoden zukünftig stärker gefragt. Bücher zu bibliometrischen Analysen gibt es aber nicht viele. Gut lesbare noch weniger und eigentlich gar keine für Menschen, die nicht Statistiker oder Bibliometriker sind. Alle, die sich mit dieser Art der wissenschaftlichen Bewertung auseinandersetzen möchten oder müssen, vermissen eine knappe und gut lesbare Übersicht über Methoden, Anwendungen aber auch Grenzen bibliometrischer Analysen. Diesen Missstand behebt das vorliegende Buch.

    Description / Table of Contents: PREFACE The characteristics of natural disasters in modern mega-cities have been complicated and diversified since the end of 20th century and originated not only from geo-physical and global changes of natural hazards, such as earthquakes, tsunami, floods, storms, landslides, and drought, but also from the recent structural changes of our post-industrial societies. In fact, the Japanese urban area has become more and more vulnerable to newly emerging risks of low probability but high consequence type (LPHC type), which have been induced technologically and socially in modern society. For example, the estimated damage exposed by the floods has increased five times during the past 20 years in terms of unit-exposed space (inundated area in the case of flooding). This is due to the high concentration of both population and social infrastructures in residential districts, in spite of the success in decreasing the total number of human casualties of flood disasters, thanks to the tremendous amount of investment in constructing such physical structural facilities as dams, dikes, banks, etc. In return, we unfortunately face the soaring marginal cost of reducing disaster risk up to an acceptable level. In addition, we have such a new type of multi-disasters in modern mega-cities that a single small-scale hazard episode in an urban area might trigger a series of "catastrophic disasters" in a cascading manner under current interwoven and complicated urban water systems, such as from a small-scale river channel up to a large-scale river embankment. There seems to be many cases in which "natural disasters with totally different characteristics may happen before people forget about the previous disasters", in contrast with the famous expression "natural disasters occur when people are not thinking about them". Until very recently, people used to take precautionary steps against storms and/or inundation disasters at their homes in accordance with the amount of rainfall or the rise of water in adjacent rivers, and would listen to radio or TV news reports that predicted the routes of typhoons, and would standby at their homes or work places. Nowadays, such self-help practices to reduce possible damage of disasters have waned, reflecting a public relience on the remarkable improvements in basic social infrastructure to prevent disasters. Our country seems to have been transformed into a "hands-off society of leaving the management responsibility to regulatory authorities" in which people wait until they receive warning information or evacuation orders from the local government who are specialized in disaster prevention. However, when we face unexpected or surprise conditions, ordinary citizens become unable to understand the nature of risks, partly due to the complex processes of the regulatory management systems specialized in current disaster prevention schemes. They stop making their own choices regarding proactive responses to the emerging risks that have been so-called socio-technologically or socioculturally constructed in our post-industrial society. In fact, newcomers who have migrated and settled in newly developed lowland areas that used to be flood plains tend to be unable to inherit past disaster experiences. They tend to claim more and more "safety measures of intensified structural facilities" as well as an expansion of the "disaster relief measures" in cases where local residents become victims. But they prefer to leave management judgment regarding distinction between "safety and danger" to governmental institutions, as indicated in our recent case studies on a series of catastrophic flood disasters, such as the 2000 Tokai Floods in Nagoya and the 2004 Niigata-Fukui Floods. This also leads to another management issue of the increase in social costs to deal with the unexpected nature of risks, even by taking a proper combination of both structural and non-structural measures depending on which level of risks the community and residents may accept in long-term. Moreover, we are concerned about this kind of emerging disaster risks growing larger and continuing to increase, as suggested by the recent IPCC reports of global and regional climate changes. Here appears an integrated risk management approach to deal with natural disasters as social risk phenomena in terms of enhancing a variety of proactive or participatory ways that governmental institutions, communities, and residents could jointly carry out proper risk management against newly emerging disaster risks. To make our modern societies sustainable in terms of our lives, socio-cultural assets, and environmental resources in this risk society, it is vital to create a kind of societal governance system resilient to unexpected or surprise disasters not only by promoting a proper understanding of the nature of "risks" in their community but also by strengthening their preparedness to "risks" in the whole cycle of disaster prevention, from the normal, emergency, and recovery phases . Japan's National Research Institute for Earth Science and Disaster Prevention (NIED) has launched a five-year research project (2001-2005) with the aim of making modern societies resilient, not only to a traditional flood but also to possible catastrophic disasters of low probability but high consequence (LPHC). The approach that NIED has tried to explore is necessarily a new type of integrated risk management that should be tailored to the emerging disaster risks of the LPHC type. This includes (1) shifting the management strategy from "disaster prevention with zero risk" to "disaster reduction with an acceptable risk", (2) integrating both structure and non-structure measures (hard and soft measures), and (3) creating a social platform to call for a wide range of stakeholders (governments, communities, residents, corporations, local groups, and NPOs) in planning, designing and implementing an integrated risk management plan resilient to LPHC disasters in both short- and long-term perspectives. In order to tackle these urgent tasks, a new team was formed on the basis of social and human sciences by adding fellows and guest researchers, unlike the conventional team of disaster scientists at the NIED. Then, the team began operations through close cooperation with outside research institutions such as the Disaster Prevention Research Institute of Kyoto University. Our research group has been developing such a participatory platform of disaster risk communication, called the Participatory Flood Risk Communication Support System (Pafrics), that can facilitate community-based participation in planning, designing and implementing processes for a better integrated flood risk management. Pafrics has been particularly developed by taking a number of research outcomes based on the social scientific studies concerning local people's flood risk perception and disaster prevention activities in their community through questionnaire surveys conducted by NIED. Currently, we believe that Pafrics has been developed to such a sufficient level as to be released on the Web, but it is still being repeatedly modified through trials and experiences with new aspects and episodes in new areas. This book intends to provide outcomes of those studies in three parts. The first part expresses some of the important conceptual and methodological issues associated with the "integrated approach of disaster risk management" toward resilient society to emerging disaster risks in mega-cities in Japan. Four types of "integration" are taken into consideration in most of the papers. They are (1) integration of hard (structural control facilities) and soft (institutions and information) measures for shifting the concept of "zero risk" to "an acceptable level of risk", (2) integration of precaution and emergency relief measures, (3) integration of governmental and local community activities toward residents' informed choice of disaster risks, and (4) integration of individual risk management programs towards handling multiple sources of hazards. All papers focus on both the natural and socio-cultural factors of integrated risk management and their uncertainties involved in our modern society, reflecting the recent inter disciplinary development in "risk analysis", "disaster sciences", "resource economics", and "public policy analysis". In the second part, all contributed papers are more or less associated with outcomes of case studies or the social surveys which NIED conducted since the start of the project. Those involved include the 2000 Tokai flood disaster, 2004 Fukui, Niigata Typhoon 23 disasters in Japan, as well as the 2005 Hurricane Catrena in the USA. Many important research topics are addressed in terms of public understanding or perception of disaster risks, public preparedness for reducing risks, attitude of local government officers engaging in disaster prevention, the role of volunteers in disaster prevention or relief activities, based on social scientific disciplines in relation to social psychology, disaster sociology, and disaster insurance and economics, etc. Those contributions are particularly important for the NIED project to look forward to making modern societies resilient to disasters of LPHC type by facilitating residents' participation to risk governance in local communities towards the informed choice of disaster risks. The final part presents a set of papers which illustrate the development of "Pafrics", and some of the lessons we learned from several trials of using Pafrics in workshops, meetings, and lectures. In order to disseminate our model of "Pafrics", several internet-accessible versions are already open on theWeb (http://www.pafrics.org), which is in Japanese for local residents, but a short English version is also available at the same Web site. Finally, we should stress again that all contributions in this book are, more or less, the outcome of joint efforts conducted by all members of the project.     Description / Table of Contents: A theory of the optical properties of snow in the 2-20 region of the infrared has been developed. Using this theory it is possible to predict the absorption and scattering coefficients and the emissivity of snow, as a function of the snow parameters of grain size and density, for densities between 0.17 and 0.4 g/cm3. The absorption and scattering coefficients are linearly related to the density and inversely related to the average grain size. The emissivity is independent of grain size and exhibits only a weak dependence upon density.

    Description / Table of Contents: Heat transfer in turbulent flow was measured in a rectangular channel with a width of 0.254 m and a flow depth of 0.0254 m. Correlations between the Nusselt and Reynolds numbers are given for a range of 3020 Re 22360. A Prandtl number range of 9.90 or = Pr or = 12.28 for water was used in the tests. The results are compared with those of other investigations and show that some well-known correlations underpredict the heat transfer by about 35%.

    Description / Table of Contents: Solid ice growth rates due to the presence of frazil slush beneath the ice cover have been shown to be greater than the so-called static growth. The frazil slush reduces the effective heat of ice solidification and the frazil particles freeze into the interstitial water. Numerical schemes are presented which clearly show the effect of frazil ice porosity on ice cover growth rates and the numerical model using air temperature as the major input is compared with field data on ice thickness in a small river laden with frazil ice beneath its cover.

    Description / Table of Contents: Sedimentation at the terminus of the Matanuska Glacier has been found to be primarily subaerial in a 100- to 300-m wide, ice-cored zone paralleling the edge of the active ice. Certain physical and chemical characteristics of the ice and debris of the superglacial, englacial and basal zones of the glacier indicate the debris of the basal zone, the primary source of sediment, is entrained during freeze-on of meltwater, probably surficially derived, to the glacier sole. Till formation results from the melting of buried ice of the basal zone. Melt-out till inherits the texture and particle orientations of basal ice debris; other properties are not as well preserved. Most deposits result from resedimentation of till and debris by sediment gravity flows, meltwater sheet and rill flow, slump, spall, and ice ablation. Depositional processes are interrelated in the process of backwasting of ice-cored slopes. Sediment flows are the primary process of resedimentation. Their physical characteristics, multiple mechanisms of flow and deposition, and characteristics of their deposits vary with the water content of the flow mass. Deposits of each process are distinguished from one another by detailed analysis of their internal organization, geometry and dimensions, and the presence of other internal and related external features. Genetic facies are defined by these characteristics. The interrelationship of processes develops a composite depositional sequence defined in terms of genetic facies associations; an upper, resedimented facies association, a middile, till facies association, and a lower, subglacial-resedimental facies association. The lateral and vertical distribution of genetic facies within the associations is mainly nonrepetitive.

    Description / Table of Contents: A volumetric constitutive equation was developed to characterize the behavior of snow subjected to large compressive volumetric deformations. By treating the material as a suspension of air voids in a matrix material of polycrystalline ice, a rate-dependent volumetric constitutive law was formulated and found to accurately predict material response to pressure loads for a wide range of load rates. Comparison of the theory with shock wave data was not considered in this paper, although the constitutive law appears to be valid for such load situations. One application to oversnow mobility of tracked vehicles was made. In this case, power requirements due to snow compaction were calculated parametrically in terms of vehicle speed, track loading, and snow density.

    Note: The field experiments were continued to estimate convective storm particulate scavenging efficiency in proximity to the St. Louis, Missouri urban-industrial complex. Complementary studies of the urban aerosol characterization, source strength, and removal processes were also studied. The 1975 field effort shifted emphasis from the immediate St. Louis area to the Alton-Wood River industrial complex. Along with the change in size and configuration of the network, there were increases in the numbers of most types of samplers. The new network yielded the following types of samples for analysis and interpretation: 1065 total rain samples from 85 sites; 68 sequential rainwater samples from 2 locations; 272 wet/dry samples from 7 locations; 216 air filter samples from 7 locations; 36 air filter samples from aircraft; and raindrop spectrometer data from 11 sites for the period 17 June-18 August. The analysis procedures require that all water samples undergo filtering for separate analyses of soluble and insoluble fractions of the elemental concentrations. This data collection effort provided a record number of samples for chemical analysis. Approximately 4000 pibals and over 370 radiosondes were released in the operational period, providing wind and thermodynamic data on 33 days. Aircraft missions were flown on 24 days, with one air tracer release of cesium on 19 July 1975. The status of the analysis of all types of data is described.

    Description / Table of Contents: Chemical analysis of surface snows and deeper ice core samples from Milcent, Greenland, indicates a marine origin for Na and Cl and a terrestrial origin for Al, Mn and V. Pre-1900 enrichment factors, based on average crustal composition, are high for Zn and Hg and appear to be related to their volatility. A comparison of pre-1900 and 1971-1973 concentrations of V and Hg shows no decided increase from industrial production; however, the abundance of Zn (relative to Al) increased three-fold during this time period. The chemical composition of ancient ice is extremely useful in interpreting modern aerosols.

    Description / Table of Contents: Six test roofs of two different slopes — 16.3° and 39.8°, and three different roof coverings — asphalt shingles, cedar shingles, and corrugated aluminum sheeting, were constructed at USACRREL, Hanover, New Hampshire, and were instrumented with thermocouples, heat flow meters, and calibrated gutters. Measurements were recorded for the winters of 1971-72 and 1972-73. The degree of icing and the chronological changes in the snow cover were recorded on 35-mm Kodachrome slides. It was found that eave icing is a sensitive function of the slope, roof covering composi­tion, and solar radiation. The effects of wind were not investigated; the data were screened to remove all informa­tion corresponding to windspeeds over 8 km/h. In order of increasing tendency to form ice dams on the eaves, the roofs were high-slope asphalt, high-slope cedar, high-slope aluminum, low-slope asphalt, low-slope cedar, and low- slope aluminum.

    Description / Table of Contents: Eight Geoceiver stations were established and suitably marked along or near the crestiline of the Greenland ice sheet during GISP field operations from 1971 to 1975. At one of these stations, DYE-3, repeated Geoceiver positions indicate an ice velocity of 12.7 m.yr on an azimuth of approximately 60 degrees. Data from the International Greenland Glaciological Expedition (EGIG) surveys show that ice flow in the vicinity of Crete is radiating outward from a dome to the south. Two independent calculations of the state of equilibrium at Crete indicate ice sheet thinning rates of 0.25 to 0.37 m/yr, while direct measurement of elevation change by EGIG indicates an ice sheet thickening rate of difference of 0.06 m/yr. Resolution of these differences must await further geophysical work and deep drilling in the ice sheet.

    Description / Table of Contents: The topological properties of 10 stream networks having moderate to well developed trellis drainage patterns have been compared with those expected in a topologically random population. Magnitude 4 subnetworks show a systematic departure from expectation which can be related to geological controls. A link type classification system was developed and a series of equations describing the probability of occurrence of link types in topologically random populations derived. Analysis of the link structure in the channel networks showed small but persistent deviations from expectation in the well developed trellis pattern streams. The general conclusion is that the topologically random model is a very useful standard with which to compare real channel networks.

    Description / Table of Contents: This report describes two mechanical ice-cutting systems for the removal of ice collars at the high pool level on the Poe Lock of the St. Marys Falls Canal at Sault Ste. Marie, Michigan. One system was a narrow-kerf (3.25-in.-wide) coal-cutting chain saw mounted on a bar, driven by a 65-hp wheeled trencher. The other system was a lumber-cutting chain saw mounted on a bar, driven by a 30-hp wheeled soil trencher which cut a 0.56-in.-wide kerf. The lumber-cutting saw's bar was too flexible and the desired cutting traverse speed was not met. The coal-cutting saw cut 6-ft-deep ice collars at traverse speeds of up to 10 ft/min and is acceptable. With a few modifications, the coal-cutting saw would be operational.

    Description / Table of Contents: Tests were conducted in uniaxial compression and tension to determine the effect of temperature on the strength of frozen Fairbanks silt. Test temperatures ranged from 0 C to -56.7 C. Two machine speeds, 4.23 cm/sec and 0.0423 cm/sec, were used for the constant displacement rate tests. From the highest to the lowest temperature, the compressive strength increased up to about one order of magnitude and the tensile strength increased one-half an order of magnitude. Equations are presented which correlate strength with temperature at the strain rates obtained. The initial tangent and 50% strength moduli and the specific energy are given for each test. The mode of fracture and the effects of unfrozen water content and ice matrix strengthening are discussed, and the test results are compared with the data of other investigations.
