    Beschreibung: We reconstructed the late Holocene relative sea-level (RSL) evolution of the ancient harbour of Naples, one of the largest coastal conurbations in the Mediterranean. We carried out multiproxy investigations, coupling archaeological evidence with biological indicators. Our data robustly constrain 2000 yr of non-monotonic changes in sea level, chiefly controlled by the complex volcano-tectonic processes that characterize the area. Between ∼200 BC and AD ∼0, a subsidence rate of more than ∼1.5 mm/yr enhanced the postglacial RSL rise, while negligible or moderate land uplift 〈 ∼0.5 mm/yr triggered a RSL stabilization during the Roman period (first five centuries AD). This stabilization was followed by a post-Roman enhancement of the sea-level rise when ground motion was negative, attested by a subsidence rate of ∼0.5 to ∼1 mm/yr. Our analysis seems to indicate very minor impacts of this nonmonotonic RSL evolution on the activities of the ancient harbour of Naples, which peaked from the third century BC to the second century AD. After this period, the progressive silting of the harbour basin made it impossible to safely navigate within the basin, leading to the progressive decline of the harbour.

    Beschreibung: Late Quaternary landscapes of unglaciated Beringia were largely shaped by ice-wedge polygon tundra. Ice Complex (IC) strata preserve such ancient polygon formations. Here we report on the Yukagir IC from Bol’shoy Lyakhovsky Island in northeastern Siberia and suggest that new radioisotope disequilibria (230Th/U) dates of the Yukagir IC peat confirm its formation during the MIS 7a-c Interglacial. The preservation of the ice-rich Yukagir IC proves its resilience to Last Interglacial and lateglacial-Holocene warming. This study compares the Yukagir IC to IC strata of MIS 5, MIS 3 and MIS 2 ages exposed on Bol’shoy Lyakhovsky Island. Besides high intrasedimental ice content and syngenetic ice wedges intersecting silts, sandy silts, the Yukagir IC is characterized by high organic matter (OM) accumulation and low OM decomposition of a distinctive Drepanocladus moss-peat. The Yukagir IC pollen data reveals grassshrub-moss tundra indicating rather wet summer conditions similar to modern ones. The stable isotope composition of Yukagir IC wedge ice is similar to those of the MIS 5 and MIS 3 ICs pointing to similar atmospheric moisture generation and transport patterns in winter. Ice Complex data from glacial and interglacial periods provide insights into permafrost and climate dynamics since about 200 ka.

    Beschreibung: Subglacial hydrology plays a key role in many glaciological processes, including ice dynamics via the modulation of basal sliding. Owing to the lack of an overarching theory, however, a variety of model approximations exist to represent the subglacial drainage system. The Subglacial Hydrology Model Intercomparison Project (SHMIP) provides a set of synthetic experiments to compare existing and future models. We present the results from 13 participating models with a focus on effective pressure and discharge. For many applications (e.g. steady states and annual variations, low input scenarios) a simple model, such as an inefficient-system-only model, a flowline or lumped model, or a porous-layer model provides results comparable to those of more complex models. However, when studying short term (e.g. diurnal) variations of the water pressure, the use of a two-dimensional model incorporating physical representations of both efficient and inefficient drainage systems yields results that are significantly different from those of simpler models and should be preferentially applied. The results also emphasise the role of water storage in the response of water pressure to transient recharge. Finally, we find that the localisation of moulins has a limited impact except in regions of sparse moulin density.

    Beschreibung: The detection and monitoring of meltwater within firn presents a significant monitoring challenge. We explore the potential of small wireless sensors (ETracer+, ET+) to measure temperature, pressure, electrical conductivity and thus the presence or absence of meltwater within firn, through tests in the dry snow zone at the East Greenland Ice Core Project site. The tested sensor platforms are small, robust and low cost, and communicate data via a VHF radio link to surface receivers. The sensors were deployed in low-temperature firn at the centre and shear margins of an ice stream for 4 weeks, and a ‘bucket experiment’ was used to test the detection of water within otherwise dry firn. The tests showed the ET+ could log subsurface temperatures and transmit the recorded data through up to 150 m dry firn. Two VHF receivers were tested: an autonomous phase-sensitive radio-echo sounder (ApRES) and a WinRadio. The ApRES can combine high-resolution imaging of the firn layers (by radio-echo sounding) with in situ measurements from the sensors, to build up a high spatial and temporal resolution picture of the subsurface. These results indicate that wireless sensors have great potential for long-term monitoring of firn processes.

    Beschreibung: Ice-stream dynamics are strongly controlled by processes taking place at the ice/bed interface where subglacial water both lubricates the base and saturates any existing, underlying sediment. Large parts of the former Eurasian ice sheet were underlain by thick sequences of soft, marine sediments and many areas are imprinted with geomorphological features indicative of fast flow and wet basal conditions. Here, we study the effect of subglacial water on past Eurasian ice-sheet dynamics by incorporating a thin-film model of basal water flow into the ice-sheet model SICOPOLIS and use it to better represent flow in temperate areas. The adjunction of subglacial hydrology results in a smaller ice-sheet building up over time and generally faster ice velocities, which consequently reduces the total area fraction of temperate basal ice and ice streaming areas. Minima in the hydraulic pressure potential, governing water flow, are used as indicators for potential locations of past subglacial lakes and a probability distribution of lake existence is presented based on estimated lake depth and longevity.

    Beschreibung: The points where the horizontal component of the geomagnetic field vanishes are located in polar areas, far away from the geomagnetic (analytic) poles and the poles of rotation of the Earth and, differently from the geomagnetic poles, can be found experimentally with a magnetic survey to determine where the field is vertical. The experimental determination of the area where the total field is perfectly vertical, commonly known as dip pole, is not simple, due to the remoteness and harsh climatic conditions; another difficulty is related to the short term geomagnetic field variations, due to the interaction with the external solar wind, which causes the magnetospheric dynamics, particularly evident at high latitude, and as a consequence a displacement of the dip pole. Actually, the study of the dip pole displacements over short time scales can be an important tool for monitoring the magnetospheric dynamics at high latitude. In this study we present the updated location of the the dip poles, using data from the Swarm ESA’s constellation of satellites along their almost polar orbits. We also analyse the spatial shift of these areas during different seasons and interplanetary magnetic field orientations.

    Beschreibung: We use low frequency geomagnetic field measurements at two Antarctic stations to statistically investigate the longitudinal location of the polar cusp. The two stations are both located in the polar cap at a geomagnetic latitude close to the cusp latitude; they are separated by one hour in magnetic local time. At each station the Pc5 power maximizes when the station approaches the cusp, i.e. around magnetic local noon. The comparison between the Pc5 power at the two stations allows to determine the longitudinal location of the cusp. Our analysis is conducted considering separately different orientation of the interplanetary magnetic field. The results, which indicate longitudinal shifts of the polar cusp depending on the selected conditions, are discussed in relation to previous studies of the polar cusp location based on polar magnetospheric satellite data.

    Beschreibung: Results of numerical simulations of co-axial deformation of pure ice up to high-strain, combining full-field modelling with recrystallisation are presented. Grain size and lattice preferred orientation analysis and comparisons between simulations at different strain-rates show how recrystallisation has a major effect on the microstructure, developing larger and equi-dimensional grains, but a relatively minor effect on the development of a preferred orientation of c-axes. Although c-axis distributions do not vary much, recrystallisation appears to have a distinct effect on the relative activities of slip systems, activating the pyramidal slip system and affecting the distribution of a-axes. The simulations reveal that the survival probability of individual grains is strongly related to the initial grain size, but only weakly dependent on hard or soft orientations with respect to the flow field. Dynamic recrystallisation reduces initial hardening, which is followed by a steady state characteristic of pure-shear deformation.

    Beschreibung: The German Antarctic Receiving Station (GARS) O’Higgins at the northern tip of the Antarctic Peninsula is a dual purpose facility for earth observation and has existed for more than 20 years. It serves as a satellite ground station for payload data downlink and telecommanding of remote sensing satellites as well as a geodetic observatory for global reference systems and global change. Both applications use the same 9 m diameter radio antenna. Major outcomes of this usage are summarised in this paper. The satellite ground station O’Higgins (OHG) is part of the global ground station network of the German Remote Sensing Data Centre (DFD) operated by the German Aerospace Centre (DLR). It was established in 1991 to provide remote sensing data downlink support within the missions of the European Remote Sensing Satellites ERS-1 and ERS-2. These missions provided valuable insights into the changes of the Antarctic ice shield. Especially after the failure of the on-board data recorder, OHG became an essential downlink station for ERS-2 real-time data transmission. Since 2010, OHG is manned during the entire year, specifically to support the TanDEM-X mission. OHG is a main dump station for payload data, monitoring and telecommanding of the German TerraSAR-X and TanDEM-X satellites. For space geodesy and astrometry the radio antenna O’Higgins significantly improves coverage over the southern hemisphere and plays an essential role within the global Very Long Baseline Interferometry (VLBI) network. In particular the determination of the Earth Orientation Parameters (EOP) and the sky coverage of the International Celestial Reference Frame (ICRF) benefit from the location at a high southern latitude. Further, the resolution of VLBI images of active galactic nuclei (AGN), cosmic radio sources defining the ICRF, improves significantly when O’Higgins is included in the network. The various geodetic instrumentation and the long time series at O’Higgins allow a reliable determination of crustal motions. VLBI station velocities, continuous GNSS measurements and campaign-wise absolute gravity measurements consistently document a vertical rate of about 5 mm/a. This crustal uplift is interpreted as an elastic rebound due to ice loss as a consequence of the ice shelf disintegration in the Prince Gustav Channel in the late 1990s. The outstanding location on the Antarctic continent and its year-around operation make GARS O’Higgins in future increasingly attractive for polar orbiting satellite missions and a vitally important station for the global VLBI network. Future plans call for the development of an observatory for environmentally relevant research. That means that the portfolio of the station will be expanded including the expansion of the infrastructure and the construction and operation of new scientific instruments suitable for long-term measurements and satellite ground truthing.

    Beschreibung: The onset of monami – the synchronous waving of seagrass beds driven by a steady flow – is modelled as a linear instability of the flow. Unlike previous works, our model considers the drag exerted by the grass in establishing the steady flow profile, and in damping out perturbations to it. We find two distinct modes of instability, which we label modes 1 and 2. Mode 1 is closely related to Kelvin–Helmholtz instability modified by vegetation drag, whereas mode 2 is unrelated to Kelvin–Helmholtz instability and arises from an interaction between the flow in the vegetated and unvegetated layers. The vegetation damping, according to our model, leads to a finite threshold flow for both of these modes. Experimental observations for the onset and frequency of waving compare well with model predictions for the instability onset criteria and the imaginary part of the complex growth rate respectively, but experiments lie in a parameter regime where the two modes can not be distinguished.

    Beschreibung: Ice shelves play an important role in buttressing land ice from reaching the sea, thus restraining the rate of grounded ice loss. Long-period gravity-wave impacts excite vibrations in ice shelves that can expand pre-existing fractures and trigger iceberg calving. To investigate the spatial amplitude variability and propagation characteristics of these vibrations, a 34-station broadband seismic array was deployed on the Ross Ice Shelf (RIS) from November 2014 to November 2016. Two types of ice-shelf plate waves were identified with beamforming: flexural-gravity waves and extensional Lamb waves. Below 20 mHz, flexural-gravity waves dominate coherent signals across the array and propagate landward from the ice front at close to shallow-water gravity-wave speeds (~70 m s−1). In the 20–100 mHz band, extensional Lamb waves dominate and propagate at phase speeds ~3 km s−1. Flexural-gravity and extensional Lamb waves were also observed by a 5-station broadband seismic array deployed on the Pine Island Glacier (PIG) ice shelf from January 2012 to December 2013, with flexural wave energy, also detected at the PIG in the 20–100 mHz band. Considering the ubiquitous presence of storm activity in the Southern Ocean and the similar observations at both the RIS and the PIG ice shelves, it is likely that most, if not all, West Antarctic ice shelves are subjected to similar gravity-wave excitation.

    Beschreibung: Jakobshavn Isbræ, which terminates in Ilulissat Icefjord, has undergone rapid retreat and is currently the largest contributor to ice-sheet mass loss among Greenland’s marine terminating glaciers. Accelerating mass loss is increasing fresh water discharge to the ocean, which can feed back on ice melt, impact marine ecosystems and potentially modify regional and larger scale ocean circulation. Here we present hydrographic observations, including inert geochemical tracers, that allow the first quantitative description of the glacially-modified waters exported from the Jakobshavn/Icefjord system. Observations within the fjord suggest a deep-reaching overturning cell driven by glacial buoyancy forcing. Modified waters containing submarine meltwater (up to 2.5 ± 0.12%), subglacial discharge (up to 6 ± 0.37%) and large portions of entrained ocean waters are seen to exit the fjord and flow north. The exported meltwaters form a buoyant coastal gravity current reaching to 100 m depth and extending 10 km offshore.

    Notizen: Recent years have seen the flowering of a new literature on the economic nature of firms marked by a concern with their internal organization and contractual characteristics. Related literatures on the principal-agent problem and the theory of financial markets have also contributed to a better understanding of firms as economic institutions. However, the place of the concept of the ownership of the firm is poorly developed in most of this literature, with many writers either ignoring the concept entirely or arguing that it is of no importance. The purpose of the present article is to point out that the concept of ownership of firms is crucial to an understanding of internal governance issues. Most economists implicitly presume that firms must be ownable and saleable if they are to be operated efficiently, and recently this viewpoint has been made more explicit by writers such as Jensen and Fama and Williamson. Their point of view is to some degree at odds with views of the firm as a coalition, which frequently appear in the same literature, and even more fundamentally in conflict with conceptions of the firm as an association or polity within which greater or lesser degrees of democracy in governance may be pursued. The first purpose of this article is to show that the incompletely articulated position of the leading authors on the economics of organization is that the firm is a commodity and must be so for purposes of efficiency.

    Notizen: Since Schweickart asserts that I have not addressed his main argument, let me consider briefly the four claims he advances at the beginning of his second reply.Regarding 1: To argue, as I have, that there would be a strong tendency for market socialism to degenerate into capitalism, it is necessary to spell out carefully what capitalism is. Following Marx, I defined capitalism as a system in which the workers do not control the means of production and the workers sell their labor power as a commodity. As G.A. Cohen has pointed out (Cohen, 1978, pp. 219–23), this definition can be given a rechtsfrei characterization in terms of effective powers over means of production and labor power. Actual legal arrangements are not the issue. In my original paper, I never said that the workers would sell the means of production. Thus 1 is irrelevant. The real questions are: (a) Who effectively controls the means of production? (b) Who effectively gets the profits? If the answer to both of these questions is, “Not the workers,” it follows that the workers are effectively proletarians and the system is a form of capitalism.

    Notizen: In 1970 Amartya Sen exposed an apparent antinomy that has come to be known as the Paradox of the Paretian Libertarian (Sen, 1970b, pp. 152–57). Sen introduced his paradox by establishing a simple but startling theorem. Roughly put, what he proved was that if a mechanism for selecting social choice functions satisfies two standard adequacy conditions, there are possible situations in which it will violate either the very weak libertarian precept that every individual has at least some rights or the seemingly innocuous Paretian principle that an option should be judged unacceptable if there is an available alternative that everyone prefers to it. Many economists and philosophers have proposed solutions to Sen's problem, but there is no general consensus on what solution (if any) is correct. In the present paper I argue that Sen's original theorem fails to establish the existence of any conflict between libertarianism and Paretianism. Furthermore, I contend that Sen has misinterpreted certain other theorems which he has used to defend the existence of a paradoxical conflict between these two doctrines. In general, I try to show that whenever Sen posits a Paretian-libertarian conflict to explain an apparently troubling result in social choice theory, the difficulty can be better dealt with either by claiming that the theorem in question imposes overly strong background constraints on the form of social choice functions or by claiming that it relies on an unacceptable construal of individual rights.

We suggest that it is the expressive return to a vote that frequently determines the behavior of individuals in large-number electorates.”

    Notizen: Is rhetoric just a new and trendy way to épater les bourgeois? Unfortunately, I think that the newfound interest of some economists in rhetoric, and particularly Donald McCloskey in his new book and subsequent responses to critics (McCloskey, 1985a, 1985b), gives that impression. After economists have worked so hard for the past five decades to learn their sums, differential calculus, real analysis, and topology, it is a fair bet that one could easily hector them about their woeful ignorance of the conjugation of Latin verbs or Aristotle's Six Elements of Tragedy. Moreover, it has certainly become an academic cliché that economists write as gracefully and felicitously as a hundred monkeys chained to broken typewriters. The fact that economists still trot out Keynes's prose in their defense is itself an index of the inarticulate desperation of an inarticulate profession.

    Notizen: How may we best understand the motivational structure that stands behind individuals' acts of voting? In “The Impartial Spectator Goes to Washington” we suggested that expressive concerns swamp narrowly consequential motivations, in contradistinction to normal market transactions in which the priority is reversed. A striking consequence of this fact is that individuals will be led to vote for outcomes that they would reject were they in a position to act decisively. In this regard we found the moral psychology Adam Smith develops in The Theory of Moral Sentiments (TMS) (and, to a lesser extent, in The Wealth of Nations) remarkably fecund in suggesting alternatives to what we call the standard theory of electoral behavior.

    Notizen: Popper's well-known demarcation criterion has often been understood to distinguish statements of empirical science according to their logical form. Implicit in this interpretation of Popper's philosophy is the belief that when the universe of discourse of the empirical scientist is infinite, empirical universal sentences are falsifiable but not verifiable, whereas the converse holds for existential sentences. A remarkable elaboration of this belief is to be found in Watkins's early work (1957, 1958) on the statements he calls “all-and-some,” such as: “For every metal there is a melting point.” All-and-some statements (hereafter AS) are both universally and existentially quantified in that order. Watkins argued that AS should be regarded as both nonfalsifiable and nonverifiable, for they partake in the logical fate of both universal and existential statements. This claim is subject to the proviso that the bound variables are “uncircumscribed” (in Watkins's words); i.e., that the universe of discourse is infinite.

    Notizen: Perhaps the most salient feature of Rawls's theory of justice (Rawls, 1971) which at once attracts supporters and repels critics is its apparent egalitarian conclusion as to how economic goods are to be distributed. Indeed, many of Rawls's sympathizers may find this result intuitively appealing, and regard it as Rawls's enduring contribution to the topic of economic justice, despite technical deficiencies in Rawls's contractarian, decision-theoretic argument for it (see, e.g., Nagel, 1973, p. 234) which occupy the bulk of the critical literature. Rawls himself, having proposed a “coherence” theory of justification in metaethics, must regard the claim that his distributive criterion “is a strongly egalitarian conception” (Rawls, 1971, p. 76) as independently a part of the overarching moral argument. The alleged egalitarian impact of Rawls's theory is crucial again in normative ethics where Rawls is thought to have developed a major counter-theory to utilitarianism (cf. Braybrooke, 1975, p. 304), one of the most popular criticisms of which has been its alleged inadequacy in handling questions of distributive justice. Utilitarians can argue, however, as Brandt recently has, that the diminishing marginal utility of money, along with ignorance of income-welfare curves, would require a utility-maximizing distribution to be substantially egalitarian (Brandt, 1979, pp. 311f., 315f.; cf. Brandt, 1983, p. 102f.). The challenge is therefore for Rawls to show that his theory yields an ethically preferable degree of equality.

In this literature, there seem to be two fundamental points of agreement about Popper. First, most economists take Popper's falsificationist method of bold conjecture and severe test to be the correct characterization of scientific conduct in the physical sciences. Second, most economists admit that economic theory fails miserably when judged by these same falsificationist standards. As Latsis (1976, p. 8) states, “the development of economic analysis would look a dismal affair through falsificationist spectacles.”

Firstly, by means of a measure of “closeness” of probability density functions, it shows how any two hypotheses can be placed into the nested and the non-nested categories with the latter category being subdivided further into “globally” and “partially” non-nested hypotheses. Secondly, by emphasizing the distinction between a “local null” and a “local alternative,” the paper shows that only in the case of partially non-nested hypotheses is it possible to specify local alternatives. In this case the paper derives the asymptotic distribution of the Cox test statistic under local alternatives and shows that it is distributed as a normal variate with a mean which is directly related to the measure of “closeness” of the alternative to the null hypothesis.

    Notizen: Many observed macrovariables are simple aggregates over a large number of microunits. It is pointed out that the generating process of the macrovariables is largely determined by the common factors in the generating mechanisms of the microvariables, even though these factors may be very unimportant at the microlevel. It follows that macrorelationships are simpler than the complete microrelationships, but that empirical investigations of microrelationships may not catch those components, containing common factors, which will determine the macrorelationship. It is also shown that an aggregate expectation or forecast is simply the common factor component of the individual agents expectations.

    Notizen: A Taylor series approach is used to derive approximations to the approximate slope of LR, W, and LM test statistics. These can be useful when the approximate slopes themselves are complicated. The results are applied to the test of linear coefficient restrictions in the linear model with a nonscalar covariance matrix. They can be used to find cases where the Wald test may badly over-reject in this model. The results shed some new light on the over-rejection that has been noted in the special cases of AR(1) disturbances and the SURE model.

    Notizen: In an hypothesis testing problem involving nuisance parameters for which boundedly complete sufficient statistics exist under the null hypothesis, the class of all similar regions for the problem is characterized by the conditional distribution of the data given these sufficient statistics. If there exists a one-to-one transformation y → (t, u) of the data, y, to the sufficient statistic, t, and a second vector of statistics, u, that is independent of t under the null hypothesis, then the statistic u itself characterizes the class of similar regions. This paper applies this idea to five testing problems of interest in econometrics. In each case we obtain the density of the relevant statistic under the null hypothesis, when it is free of nuisance parameters, and under the alternative. Using the density under the alternative, we discuss the power properties of the class of similar tests for each problem. Other applications are also suggested.

    Notizen: The subject of this paper is the fate of progressive taxation in South Asia. This is a subject about which Kingsley Martin himself would have had mixed feelings. On the one hand, he strongly advocated a redistributive fiscal strategy. On the other hand, he was never at all comfortable examining the kind of economic analysis with which it is usually justified. Somewhat unfairly, he distrusted all orthodox economists on moral grounds (Martin, 1966: 34). Moreover, his prolonged encounter with the unorthodox economics of Maynard Keynes was equally unsatisfactory as an educational experience. Lord Boothby summed up Martin's efforts to learn the technicalities of economics from Keynes as follows: ‘Kingsley simply never understood economics and yet he was always trying to understand. “Explain it to me, then” he would say, but his attention soon wandered’ (Rolph, 1973: 195).

    Notizen: Recently, we have come to see that the perceptions which we had of the decay and destruction of India in the eighteenth century were more than anything else a product of British writing which sought consciously or unconsciously to magnify and color the changes which took place in the eighteenth century to enhance the magnitude of their own ‘achievements’ from then onwards. ‘achievements’ from then onwards. Secondly, we have come to see the interaction of British desires for political security on the one hand and a steady income from land and other taxes as producing a situation first of depression in the first half of the nineteenth century and later of gradual underdevelopment at the end of the nineteenth and the beginning of the twentieth. It is therefore possible now to understand the unwillingness of the British administration in India to engage in any large-scale developmental activity which would upset the political balance which the British had established early in their relationship with landed and mercantile groups in the area. In this essay, I should like to address the connection between British support for landed groups in the agrarian area outside of Madras on the one hand and the colonial ‘discovery’ and reinforcement of traditions on the other, to understand both the nature of colonial control strategies and the genesis of Indian revivalism.

    Notizen: Economic approaches to both social evaluation and decision-making are typically Paretian or utilitarian in nature and so display commitments to both welfarism and consequentialism. The contrast between the economic approach and any rights-based social philosophy has spawned a large literature that may be divided into two branches. The first is concerned with the compatibility of rights and utilitarianism (or Pare-tianism) seen as independent moral forces (e.g., the debate on the possibility of a Paretian liberal). This branch of the literature may be characterized as an example of the broader debate between the teleological and deontological approaches. The second is concerned with the possibility that substantial rights may be grounded in utilitarianism (or Pare-tianism) with the moral force of rights being derived from more basic commitments to welfarism and consequentialism. This branch of the literature may be characterized as an exploration of the flexibility of the teleological approach, and, in particular, its ability to give rise to views more normally associated with the deontological approach. This essay is concerned with the second branch of the literature.

    Notizen: In a recent article in this journal, D. Wade Hands (1987) reviewed Charles Taylor's two-volume work, Philosophical Papers (1985). Hands predicts that Taylor's work will have no impact on the philosophy of economics. This may indeed turn out to be the case; but if so, it will only be because the profession is not listening. Of course, it is typical of the profession to be more interested in exporting its product than in learning from other disciplines. This is exemplified in Hands's use of the term “philosophy of economics” – philosophy is the handmaiden of the highly successful enterprise of economics. But this journal is called Economics and Philosophy, which means that a conversation requiring an openness and attentiveness is called for between economics and philosophy.

    Notizen: One of the fundamental components of the concept of economic rationality is that preference orderings are “complete,” i.e., that all alternative actions an economic agent can take are comparable (Arrow, 1951; De-breu, 1959). The idea that all actions can be ranked may be called the single utility assumption. The attractiveness of this assumption is considerable. It would be hard to fathom what choice among alternatives means if the available alternatives cannot be ranked by the chooser in some way. In addition, the efficiency criterion makes sense only if one can infer that an individual's choice reflects the best, in expected welfare terms, among all choices that individual could have made (Sen, 1982a). The possibility that a rearrangement of resources could make someone “better off” without making others “worse off” can be understood only if the post-rearrangement world is comparable with the pre-rearrange-ment world.

However, since the Repugnant Conclusion is really compelling, the Impersonal Total Principle should be adopted for impartial comparisons concerning future generations. Nevertheless, where our own interests are affected, we may yet choose to be partial, trading off our concern for future (or others') goodness with our self-interests. Theory X' (maximization of number-dampened total utility) meets all Parfit's requirements except the Mere Addition Principle in less compelling cases.

    Notizen: A recent paper by David Levy (1987) focuses on “utility enhancing consumption constraints.” Levy concludes by noting that his analysis stays within standard utility maximizing theory, in contrast to my analysis of rule-governed behavior (Heiner, 1983, 1985a, 1985b, 1986, 1988a, 1988b, 1988c) which allows imperfect decisions that don't always maximize utility. I wish to show how our two theories can be integrated, thereby representing complementary, rather than conflicting, explanations. In the process, I argue that imperfect decisions are an essential factor in the stability of any rule that constrains freedom of choice. I also briefly discuss certain intrinsic problems with achieving “self-stabilizing” rules applied to moral teachings.

And, according to his second principle of justice, the material well-being of the worst-off members of society is not to be sacrificed to benefit better-off members of society. These trade-offs would be unjust, according to Rawls, no matter how small the sacrifice or how large the offsetting benefit. A decision-maker conforming to Rawls's theory, who is unwilling to sacrifice some values in favor of others, has lexical preferences. Lexical preferences, however, are not encountered in studies of consumer demand for market goods. Since goods trade off within the range of choices studied in demand theory, it seems to economists that political values ought to trade off as well.

    Notizen: The social discount rate – the rate at which future benefit flows from government investment are discounted to present value – has been a frequent subject of technical debate among professional economists. From a broader perspective, however, the selection of an appropriate rate enjoins consideration of questions that define the very contours of our public philosophy. It carries implicit assumptions about the nature of citizenship, the relation between public and private spheres, and, most singularly, the status of a political society as it is located in time. A key determinant of intertemporal economic allocation, the social discount rate provides a unique registry of a polity's historical consciousness and perceptions of its intergenerational obligations. Yet the highly technical nature of the debate over the discount rate has proven inhospitable to scholars otherwise inclined to investigate its ethical dimensions. Some, notably A. K. Sen, have begun to address these philosophical issues, though much territory remains to be explored.

    Notizen: In The Enterprise of Knowledge (Levi, 1980a), I proposed a general theory of rational choice which I intended as a characterization of a prescriptive theory of ideal rationality. A cardinal tenet of this theory is that assessments of expected value or expected utility in the Bayesian sense may not be representable by a numerical indicator or indeed induce an ordering of feasible options in a context of deliberation. My reasons for taking this position are related to my commitment to the inquiry-oriented approach to human knowledge and valuation favored by the American pragmatists, Charles Peirce and John Dewey. A feature of any acceptable view of inquiry ought to be that during an inquiry points under dispute ought to be kept in suspense pending resolution through inquiry.

    Notizen: If one is an egalitarian, what should one want to equalize? Opportunities or outcomes? Resources or welfare? These positions are usually conceived to be very different. I argue in this paper that the distinction is misconceived: the only coherent conception of resource equality implies welfare equality, in an appropriately abstract description of the problem. In this section, I motivate the program which the rest of the paper carries out.

    Notizen: When economists pay homage to the wisdom of the distant past (not the most common of professional exercises) it is more likely that a work two decades old is being admired than one two centuries old. Economics is a science, and the sciences are noteworthy for their digestion and assimilation of the work of previous generations. Contributions remain only as accretions to the accepted body of knowledge; the writings and the writers disappear almost without trace. A conspicuous exception to this rule of professional cannibalization is Adam Smith. Since 1776 he has not lacked for honors that have escaped even his most illustrious peers. Who, after all, wears a David Ricardo necktie? So to the author of The Wealth of Nations, all praise!
