    Beschreibung / Inhaltsverzeichnis: This joint report by the International Energy Agency (IEA) and the Nuclear Energy Agency (NEA) is the eighth in a series of studies on electricity generating costs, presenting levilised cost of electricity projections for baseload and renewable generation plants commissioned in 2020, except where noted, in 22 countries. As policy makers work to ensure that the power supply is reliable, secure and affordable, while making it increasingly clean and sustainable in the context of the debate on climate change, it is becoming more crucial that they understand what determines the relative cost of electricity generation using fossil fuel, nuclear or renewable sources of energy. A wide range of fuels and technologies are presented in the report, including natural gas, coal, nuclear, hydro, solar, onshore and offshore wind, biomass and biogas, geothermal, and combined heat and power, drawing on a database from surveys of investment and operating costs that include a larger number of countries than previous editions. The analysis of more than 180 plants, based on data covering 22 countries, reveals several key trends, pointing, for example, to a significant decline in recent years in the cost of renewable generation. The report also reveals that nuclear energy costs remain in line with the cost of other baseload technologies, particularly in markets that value decarbonisation. Overall, cost drivers of the different generating technologies remain both market-specific and technology-specific. Readers will find a wealth of details and analysis, supported by over 200 figures and tables, underlining this report’s value as a tool for decision makers and researchers concerned with energy policies, climate change and the evolution of power sectors around the world.

    Beschreibung / Inhaltsverzeichnis: As the fields of organometallic and coordination chemistry of the transition metals has grown more mature, the under-explored chemistry of the rare-earths and actinides has drawn the attention of research groups from across the globe looking for new fundamental discoveries and access to compounds with unique properties. The rare earths – the group 3 metals and the 4f lanthanide series – have long shown many interesting properties in the solid state which exploit their unique electronic configurations. However, it is the molecular chemistry of these metals that has expanded dramatically in recent years as researchers identify the differences between – and unique features of – their molecular compounds. Recent highlights include the identification of new oxidation states and patterns of reactivity as well as applications in medical imaging and health care which represent new and exciting areas of research. The actinides show a wide range of different properties as a consequence of their radioactivity and radiochemistry, but this has not stopped recent rapid progress into the exploration of their unique chemistry. Uranium, in particular, shows huge potential with its transition metal like range of oxidation states (+2 to +6), and in specialised laboratories, the heavier actinides are also beginning to show their unique chemistry as well. This Special Issue aims to bring together these strands of research in an openly-accessible way to allow better communication of these advances to a wider audience. This is necessary as despite these exciting advances, the rare earths and actinides are still much neglected topics in both school and undergraduate curriculums.

    Beschreibung / Inhaltsverzeichnis: Atmospheric particulate matter (PM) is known to have far-ranging impacts, from human health to climate forcing. The characterization of emission sources and the quantification of specific source impacts to PM concentrations significantly enhance our understanding of and our ability to eventually predict the fate and transport of atmospheric PM and its associated impacts on humans and the environment. The source apportionment of PM has been realized through combinations of chemical analysis (of elemental tracers, particle size, isotopic composition, and organic composition via unique tracers and molecular fingerprints) and numerical modeling (e.g., diagnostic source ratios, chemical mass balance modeling, positive matrix factorization, and Monte Carlo simulations). Recent advances in source apportionment applications have contributed unique combinations of chemical and numerical techniques for determining the contributions of specific sources, including diesel exhaust and biomass burning. These advances also identify and help characterize the contributions of previously uncharacterized sources. Numerical modeling has also enabled estimations of contributions of emission sources to atmospherically processed PM in urban and rural regions.

He examines the forces that render the use of fossil fuels ordinary and therefore exempt from ethical evaluation. Hughes centers his analysis on Trinidad and Tobago, which is the world's oldest petro-state, having drilled the first continuously producing oil well in 1866. Marrying historical research with interviews with Trinidadian petroleum scientists, policymakers, technicians, and managers, he draws parallels between Trinidad's eighteenth- and nineteenth-century slave labor energy economy and its contemporary oil industry. Hughes shows how both forms of energy rely upon a complicity that absolves producers and consumers from acknowledging the immoral nature of each. He passionately argues that like slavery, producing oil is a moral choice and that oil is at its most dangerous when it is accepted as an ordinary part of everyday life.

    Beschreibung / Inhaltsverzeichnis: The global energy system is moving closer to a historic transformation. This year's edition of the International Energy Agency (IEA)'s comprehensive publication on energy technology focuses on the opportunities and challenges of scaling and accelerating the deployment of clean energy technologies. This includes looking at more ambitious scenarios than the IEA has produced before. Improvements in technology continue to modify the outlook for the energy sector, driving changes in business models, energy demand and supply patterns as well as regulatory approaches. Energy security, air quality, climate change and economic competitiveness are increasingly being factored in by decision makers. Energy Technology Perspectives 2017 (ETP 2017) details these trends as well as the technological advances that will shape energy security and environmental sustainability for decades to come. For the first time, ETP 2017 looks at how far clean energy technologies could move the energy sector towards higher climate change ambitions if technological innovations were pushed to their maximum practical limits. The analysis shows that, while policy support would be needed beyond anything seen to date, such a push could result in greenhouse gas emission levels that are consistent with the mid-point of the target temperature range of the global Paris Agreement on climate change. The analysis also indicates that regardless of the pathway chosen for the energy sector transformation, policy action is needed to ensure that multiple economic, security and other benefits to the accelerated deployment of clean energy technologies are realised through a systematic and co-ordinated approach. ETP 2017 also features the annual IEA Tracking Clean Energy Progress 2017 report, which shows that the current progress in clean energy technology development and deployment remains sub-optimal. It highlights that progress has been substantial where policies have provided clear signals on the value of technology innovation. But many technology areas still suffer from a lack of financial and policy support.

China’s economy has slowed and there are worries that the authorities will not be able to contain the slowdown within preferred limits. This year’s Update explores the challenge of the slowdown in growth and the change in economic structure. Leading experts on China’s economy and environment review change within China’s new model of growth, and its interaction with ageing, environmental pressure, new patterns of urbanisation, and debt problems at different levels of government. It illuminates some new developments in China’s economy, including the transformational potential of internet banking, and the dynamics of financial market instability. China’s economic development since 1978 is full of exciting change, and this year’s China Update is again the way to know it as it is happening.

    Beschreibung / Inhaltsverzeichnis: This book covers essential aspects of transmutation technologies, highlighting especially the advances in Japan. The accident at the Fukushima Daiichi Nuclear Power Plant (NPP) has caused us to focus attention on a large amount of spent nuclear fuels stored in NPPs. In addition, public anxiety regarding the treatment and disposal of high-level radioactive wastes that require long-term control is growing. The Japanese policy on the back-end of the nuclear fuel cycle is still unpredictable in the aftermath of the accident. Therefore, research and development for enhancing the safety of various processes involved in nuclear energy production are being actively pursued worldwide. In particular, nuclear transmutation technology has been drawing significant attention after the accident. This publication is timely with the following highlights: 1) Development of accelerator-driven systems (ADSs), which is a brand-new reactor concept for transmutation of highly radioactive wastes; 2) Nuclear reactor systems from the point of view of the nuclear fuel cycle. How to reduce nuclear wastes or how to treat them including the debris from TEPCO’s Fukushima nuclear power stations is discussed; and 3) Environmental radioactivity, radioactive waste treatment, and geological disposal policy. State-of-the-art technologies for overall back-end issues of the nuclear fuel cycle as well as the technologies of transmutation are presented here. The chapter authors are actively involved in the development of ADSs and transmutation-related technologies. The future of the back-end issues in Japan is very uncertain after the accident at the Fukushima Daiichi NPP, and this book provides an opportunity for readers to consider the future direction of those issues

As the share of the world’s population living in cities rises, ambitious action in urban areas can be instrumental in achieving long‑term sustainability of the global energy system – including the carbon emission reductions required to meet the climate goals reached at COP21 in Paris. Support from national governments is a strategic prerequisite for leveraging the potential for sustainable energy technology and policy in cities that too often lies untapped. With global energy demand set to become even greater over the coming decades, Energy Technology Perspectives 2016 (ETP 2016) looks at the technology and policy opportunities available for accelerating the transition to sustainable urban energy systems. Such potential could be the key to successfully driving an energy transition that many still think impossible, provided that local and national actions can be aligned to meet the sustainability objectives at both levels. Indeed, policies still have a long way to go in this regard: ETP 2016 presents the annual IEA Tracking Clean Energy Progress report, which finds once again that despite some notable progress, the rate of needed improvements is far slower than required to meet energy sector sustainability goals. During that time, the rule of the Progressive Conservatives essentially went unchallenged, with critiques of government policy falling on deaf ears and Alberta ranking behind other provinces in voter turnout. Given the province’s economic reliance on oil revenues, a symbiotic relationship also developed between government and the oil industry. Cross-national studies have detected a correlation between oil-dependent economies and authoritarian rule, a pattern particularly evident in Africa and the Middle East. Alberta Oil and the Decline of Democracy in Canada sets out to test the “oil inhibits democracy” hypothesis in the context of an industrialized nation in the Global North.In probing the impact of Alberta’s powerful oil lobby on the health of democracy in the province, contributors to the volume engage with an ongoing discussion of the erosion of political liberalism in the West. In addition to examining energy policy and issues of government accountability in Alberta, they explore the ramifications of oil dependence in areas such as Aboriginal rights, environmental policy, labour law, women’s equity, urban social policy, and the arts. If, as they argue, reliance on oil has weakened democratic structures in Alberta, then what of Canada as whole, where the short-term priorities of the oil industry continue to shape federal policy? In Alberta, the New Democratic Party is in a position to reverse the democratic deficit that is presently fuelling political and economic inequality. The findings in this book suggest that, to revitalize democracy, provincial and federal leaders alike must find the courage to curb the influence of the oil industry on governance.

Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts.     Beschreibung / Inhaltsverzeichnis: In the face of climate change and resource scarcity, energy supply systems are on the verge of a major transformation, which mainly includes the introduction of new components and their integration into the existing infrastructures, new network configurations and reliable topologies, optimal design and novel operation schemes, and new incentives and business models. This revolution is affecting the current paradigm and demanding that energy systems be integrated into multi-carrier energy hubs. It is greatly increasing the interactions between today’s energy systems at various scales (ranging from the multinational, national, community scales down to the building level) and future intelligent energy systems, which are able to incorporate an increasing amount of often fluctuating, renewable energy sources (RESs). It is also increases the need for the integration of energy storage options into the energy mix, not only to reduce the need for increased peak generation capacity, but also to enhance grid reliability and support higher penetration of RESs. Moreover, this transformation is accommodating active participation of end-users as responsive prosumers at different scales, which in turn help to reduce energy costs to all consumers, increase reliability of service and mitigate carbon footprints. However, this plan of action necessitates regulatory frameworks, strategic incentives and business models for efficient deployment. This Special Issue will cover these promising and dynamic areas of research and development, and will allow gathering of contributions in design, control and optimization of integrated energy systems. This Special Issue also seeks papers to report advances in any aspect of these developments. The manuscripts should be unpublished and report significant advancement.

This strangeness fascinated audiences in nineteenth-century Britain when the idea of the heroic explorer voyaging through unmapped zones reached its zenith. The Spectral Arctic re-thinks our understanding of Arctic exploration by paying attention to the importance of dreams and ghosts in the quest for the Northwest Passage.The narratives of Arctic exploration that we are all familiar with today are just the tip of the iceberg: they disguise a great mass of mysterious and dimly lit stories beneath the surface. In contrast to oft-told tales of heroism and disaster, this book reveals the hidden stories of dreaming and haunted explorers, of frozen mummies, of rescue balloons, visits to Inuit shamans, and of the entranced female clairvoyants who travelled to the Arctic in search of John Franklin’s lost expedition. Through new readings of archival documents, exploration narratives, and fictional texts, these spectral stories reflect the complex ways that men and women actually thought about the far North in the past. This revisionist historical account allows us to make sense of current cultural and political concerns in the Canadian Arctic about the location of Franklin’s ships.

    Beschreibung / Inhaltsverzeichnis: Depuis le début des années 2000, l’insuffisance des efforts politiques pour réduire drastiquement les émissions globales de gaz à effet de serre a conduit au renforcement d’un discours sur la nécessité de s’adapter au changement climatique. Particulièrement dans les régions vulnérables aux effets du changement climatique, une transformation des politiques de gestion de l’environnement apparaît comme nécessaire afin de réduire les risques et d’exploiter les nouvelles opportunités découlant du changement climatique et de ses im-pacts. Or, si les analystes constatent un développement des activités d’adaptation au changement climatique, peu de travaux interrogent l’efficacité réelle des mesures actuelles et leurs éventuelles limites. Cet ouvrage tente de combler cette lacune en déconstruisant la notion d’adaptation au changement climatique et en interrogeant sa signification réelle pour la conduite des politiques à incidence environnementale. Il exa-mine de manière théorique en quoi l’adaptation au changement climatique nécessiterait des réformes de l’action publique. Puis, il examine l’état des pratiques actuelles au travers d’études de cas dans le secteur agricole en Inde (Rajasthan et Maharashtra) et dans le secteur du tourisme hivernal en Suisse (Alpes vaudoises et vallée de Joux). Sur la base de cette incursion théorique et empirique dans l’univers de ces nouvelles politiques de gestion de l’environnement, l’auteur discute des limitations observées et suggère des voies d’amélioration pour le futur.

    Beschreibung / Inhaltsverzeichnis: This book covers essential aspects of transmutation technologies, highlighting especially the advances in Japan. The accident at the Fukushima Daiichi Nuclear Power Plant (NPP) has caused us to focus attention on a large amount of spent nuclear fuels stored in NPPs. In addition, public anxiety regarding the treatment and disposal of high-level radioactive wastes that require long-term control is growing. The Japanese policy on the back-end of the nuclear fuel cycle is still unpredictable in the aftermath of the accident. Therefore, research and development for enhancing the safety of various processes involved in nuclear energy production are being actively pursued worldwide. In particular, nuclear transmutation technology has been drawing significant attention after the accident. This publication is timely with the following highlights: 1) Development of accelerator-driven systems (ADSs), which is a brand-new reactor concept for transmutation of highly radioactive wastes; 2) Nuclear reactor systems from the point of view of the nuclear fuel cycle. How to reduce nuclear wastes or how to treat them including the debris from TEPCO’s Fukushima nuclear power stations is discussed; and 3) Environmental radioactivity, radioactive waste treatment, and geological disposal policy. State-of-the-art technologies for overall back-end issues of the nuclear fuel cycle as well as the technologies of transmutation are presented here. The chapter authors are actively involved in the development of ADSs and transmutation-related technologies. The future of the back-end issues in Japan is very uncertain after the accident at the Fukushima Daiichi NPP, and this book provides an opportunity for readers to consider the future direction of those issues

Die über 70 Autoren haben die Forschungsergebnisse zu diesen Fragen systematisch zusammengetragen. Die Übereinstimmung bzw. Widersprüchlichkeit des derzeitigen Wissens wurde dabei herausgearbeitet, Erkenntnisgewinne gegenüber dem ersten Hamburger Klimabericht lokalisiert und weiterhin bestehender Forschungsbedarf aufgezeigt. Alle Beiträge wurden einem wissenschaftlichen Begutachtungsprozess unterzogen, der von einem Lenkungsausschuss überwacht wurde. Die Dokumentation belegt umfassend eine bereits stattfindende Erwärmung in der Metropolregion Hamburg und in Norddeutschland sowie einen Meeresspiegelanstieg an Nord- und Ostsee.
