    Description: Age and sex features of strontium metabolism have been analyzed on studies of the population residing on the banks of the Techa river which was contaminated by fission products during the years 1949-1956. Measurements of 90Sr body burden have been performed since 1974 using a whole-body counter, and these have made it possible to estimate age-specific long-term retention and elimination rates for men and women. Regarding the retention that correlated with the respective maturation ages, distinct sex differences have been observed for adolescents, whereas only postmenopausal women showed a sharp increase of their elimination rates. There were no differences concerning the reproductive ages. Our experimental findings have a clear physiological interpretation and can be used to develop metabolic models for bone-seeking radionuclides.

    Description: The inception of the Advanced Communication Technology Satellite (ACTS) Project has required a similarly advanced statistical mathematical modeling formalism to describe the behavior of the 30/20 GHz links emanating to and from the earth terminals through the deleterious effects of the earth's atmosphere. The resulting ACTS Rain Attenuation Prediction Model has been thoroughly described in (Manning). In the present paper, the basic rudiments of this model will be reviewed; Section 1 covers the static or time-independent portion of the model and Section 2 covers the dynamic or time-dependent portion. The results of Section 2 are then applied to a new approximate solution of the famous problem of the time duration tau of a fade of a random process below some threshold. This is known as the fade duration. The new approximate solution was published in Russian (Denisenko) and, unfortunately, was never published into English. Hence, this work is restated following (Denisenko) in Section 3 which is immediately applied to the random rain fade process. The results for all five ACTS propagation sites as well as Tampa, FL are then given.

    Description: The advent of global markets elevates the role and importance of culture as a mitigating factor in the diffusion of knowledge and technology and in product and process innovation. This is especially true in the large commercial aircraft (LCA) sector where the production and market aspects are becoming increasingly international. As firms expand beyond their national borders, using such methods as risk-sharing partnerships, joint ventures, outsourcing, and alliances, they have to contend with national and corporate cultures. Our focus is on Japan, a program participant in the production of the Boeing Company's 777. The aspects of Japanese culture and workplace communications will be examined: (1) the influence of Japanese culture on the diffusion of knowledge and technology in aerospace at the national and international levels; (2) those cultural determinants-the propensity to work together, a willingness to subsume individual interests to a greater good, and an emphasis on consensual decision making-that have a direct bearing on the ability of Japanese firms to form alliances and compete in international markets; (3) and those cultural determinants thought to influence the information-seeking behaviors and workplace communication practices of Japanese aerospace engineers and scientists. In this article, we report selective results from a survey of Japanese and U.S. aerospace engineers and scientists that focused on workplace communications. Data are presented for the following topics: importance of and time spent communicating information, collaborative writing, need for an undergraduate course in technical communication, use of libraries, use and importance of electronic (computer) networks, and the use and importance of foreign and domestically produced technical reports.

    Description: In response to the elimination of production of several Ozone Depleting Chemicals (ODCs) which have been widely used in successful space flight mechanism cleaning and lubricating procedures, GSFC developed and implemented an overall philosophy of mitigating the risks to flight hardware during the transition phase to ODC-Free cleaning procedures. One leg of that philosophy is the initiation of a several tier testing program which will deliver increasing amounts of information over the next few years, starting with original surface analysis comparisons between ODC and various ODC-Free cleaning technologies. The other leg is the stockpiling of an appropriate amount of ODC solvents such that all short term GSFC missions will be able to stay with or revert to heritage cleaning and lubricating procedures in the face of life issues. While tribological testing, mechanism life testing and space-flight experience will ultimately bring us into the 21st century with environmentally friendly means of cleaning long-life precision mechanism components, many satellites will be launched over the next few years with a number of important tribological questions unanswered. In order to prepare for this challenge, the Materials Engineering Branch in cooperation with the Electromechanical Branch launched an intensive review of all ongoing missions. The failure risk was determined for each long-life mechanism based on a number of parameters, including a comparison of flight solvents used to clean the heritage/life test hardware. Also studied was the ability of the mechanism manufacturers to stockpile ODCs based on state laws and company policies. A stockpiling strategy was constructed based on this information and subsequently implemented. This paper provides an overview of the GSFC ODC elimination risk mitigation philosophy as well as a detailed examination of the development of the ODC stockpiling plan.

    Description: A review of the planned revised mobile satellite propagation handbook is presented. The revised manual will have a broadened scope such that it contains propagation information related to personal-mobile, airmobile, and marine-mobile scenarios; subject areas; previously not covered in the former document. It will also review new experiments, revised and new empirical and theoretical models developed since the previous publication. It is expected that many of the chapters will have been made accessible on the World Wide Web (http://propagation jpl.nasa.gov) by the time of the presentation of this paper. A formal document is expected to be published during the fall of 1997. As a sample of the contents of the revised handbook, the Extended Empirical Roadside Shadowing Model is described in detail.

    Description: The purpose of this presentation is to give a brief overview of some propagation measurements in the Short Wave (3-30 MHz) bands, made in support of a digital audio transmission system design for the Voice of America. This task is a follow on to the Digital Broadcast Satellite Radio task, during which several mitigation techniques would be applicable to digital audio in the Short Wave bands as well, in spite of the differences in propagation impairments in these two bands. Two series of propagation measurements were made to quantify the range of impairments that could be expected. An assessment of the performance of a prototype version of the receiver was also made.

    Description: This paper describes the life cycle of the background (nonvolcanic) stratospheric sulfate aerosol. The authors assume the particles are formed by homogeneous nucleation near the tropical tropopause and are carried aloft into the stratosphere. The particles remain in the Tropics for most of their life, and during this period of time a size distribution is developed by a combination of coagulation, growth by heteromolecular condensation, and mixing with air parcels containing preexisting sulfate particles. The aerosol eventually migrates to higher latitudes and descends across isentropic surfaces to the lower stratosphere. The aerosol is removed from the stratosphere primarily at mid- and high latitudes through various processes, mainly by isentropic transport across the tropopause from the stratosphere into the troposphere.

    Description: Seven days of global high resolution middle atmosphere ozone profiles have been measured by the CRyogenic Infrared Spectrometers and Telescopes for the Atmosphere (CRISTA) in November 1994. Measurements cover the altitude range from 10 to 80 km and latitudes from 59 deg S to 64 deg N. An example of a global ozone map is presented and demonstrates the ability of the instrument to detect medium and even small scale structures. Comparisons with ECC- and Brewer Mast balloon-sonde underflights are discussed. Reasonable agreement between CRISTA and balloon-sondes is found especially in the altitude interval between about 19 km and 27 km.

    Description: After the last extreme El Nino in 1982-1983, an extensive in situ observing system was deployed in the tropical Pacific Ocean in support of monitoring and predicting El Nino. Within the past ten years a series of ocean and atmosphere remote sensing satellites have been launched that serve to supplement and enhance the observations being taken at the surface, and at depth, in the equatorial Pacific Ocean. The 1997-1998 "El Nino Event of the Century" has been the best monitored El Nino on record. The 1997-1998 El Nino will be the first time a major El Nino event and subsequent La Nina will have been observed from start to finish from a combination of remotely-sensed measurements of sea surface temperature, sea surface topography, sea surface winds, ocean color, and precipitation. Among some of the lessons learned to date from the 1997-1998 event have been the need for global observations in addition to just those in the equatorial Pacific Ocean. In this presentation the evolution of the 1997-1998 El Nino will be depicted from the unique vantage point provided by these space-based observations as analyzed separately, and together as a representation of the coupled system. Comparisons and contrasts with the evolution 1982-1983 El Nino and how the in situ and space-based observations complement each other will be discussed.

    Description: A team of US Army Corps of Engineers, Omaha District and Engineering and Support Center, Huntsville, let Propulsion Laboratory (JPL), Stanford Research Institute (SRI), and Montgomery Watson is currently in the process of planning and conducting the largest ever survey at the Former Buckley Field (60,000 acres), in Colorado, by using SRI airborne, ground penetrating, Synthetic Aperture Radar (SAR). The purpose of this survey is the detection of surface and subsurface Unexploded Ordnance (UXO) and in a broader sense the site characterization for identification of contaminated as well as clear areas. In preparation for such a large-scale survey, JPL has been developing advanced algorithms and a high-performance restbed for processing of massive amount of expected SAR data from this site. Two key requirements of this project are the accuracy (in terms of UXO detection) and speed of SAR data processing. The first key feature of this testbed is a large degree of automation and a minimum degree of the need for human perception in the processing to achieve an acceptable processing rate of several hundred acres per day. For accurate UXO detection, novel algorithms have been developed and implemented. These algorithms analyze dual polarized (HH and VV) SAR data. They are based on the correlation of HH and VV SAR data and involve a rather large set of parameters for accurate detection of UXO. For each specific site, this set of parameters can be optimized by using ground truth data (i.e., known surface and subsurface UXOs). In this paper, we discuss these algorithms and their successful application for detection of surface and subsurface anti-tank mines by using a data set from Yuma proving Ground, A7, acquired by SRI SAR.

    Description: Although the Galileo probe was designed to communicate only to the orbiter, the probe radio signal was detected at two Earth-based radio observatories where the signal was a billion times weaker. The measured signal frequency was used to derive a vertical profile of the jovian zonal wind speed. Due to the mission geometry, the Earth-based wind estimates are less sensitive to descent trajectory errors than estimates based on probe-orbiter Doppler measurements. The two estimates of wind profiles agree qualitatively; both show high wind speeds at all depths sampled.

    Description: Surface heat fluxes were examined as a function of surface properties and meteorological conditions in a 100 km x 100 km grid square at 1-km spatial resolution centered at the location of the First ISLSCP (International Satellite Land Surface Climatology Project) Field Experiment (FIFE), the Forest Ecosystem Dynamics site in central Maine, and a semiarid rangeland site around Walnut Gulch, Arizona. This investigation treats the surface heat flux variability within a GCM grid box to provide insight into methods for treating that variability in climate models. The heat fluxes were calculated using NOAA AVHRR and available meteorological data. The average heat fluxes that were estimated using the various area ground-cover representations were compared with the ensemble average heat fluxes for the entire area, which were assumed to be the best representation of the heat fluxes for the areas. Average beat fluxes were estimated for the entire 100 km x 100 km area based on a single ground-cover representation, and the mean error for the area sensible heat flux was about 10% and for the area latent heat flux, 21%. The estimation error was reduced, and in some cases significantly reduced, when the area heat fluxes were estimated by partitioning the area according to significant ground cover. The most significant effect of the partitioning was on the latent heat flux estimates.

    Description: How sensitive are doubled CO2 simulations to GCM control-run sea ice thickness and extent? This issue is examined in a series of 10 control-run simulations with different sea ice and corresponding doubled CO2 simulations. Results show that with increased control-run sea ice coverage in the Southern Hemisphere, temperature sensitivity with climate change is enhanced, while there is little effect on temperature sensitivity of (reasonable) variations in control-run sea ice thickness. In the Northern Hemisphere the situation is reversed: sea ice thickness is the key parameter, while (reasonable) variations in control-run sea ice coverage are of less importance. In both cases, the quantity of sea ice that can be removed in the warmer climate is the determining factor. Overall, the Southern Hemisphere sea ice coverage change had a larger impact on global temperature, because Northern Hemisphere sea ice was sufficiently thick to limit its response to doubled CO2, and sea ice changes generally occurred at higher latitudes, reducing the sea ice-albedo feedback. In both these experiments and earlier ones in which sea ice was not allowed to change, the model displayed a sensitivity of -0.02 C global warming per percent change in Southern Hemisphere sea ice coverage.

    Description: Patterned after the Cassini Resource Exchange (CRE), Sholtz and Associates established the Automated Credit Exchange (ACE), an Internet-based concept that automates the auctioning of "pollution credits" in Southern California. An early challenge of the Jet Propulsion Laboratory's Cassini mission was allocating the spacecraft's resources. To support the decision-making process, the CRE was developed. The system removes the need for the science instrument manager to know the individual instruments' requirements for the spacecraft resources. Instead, by utilizing principles of exchange, the CRE induces the instrument teams to reveal their requirements. In doing so, they arrive at an efficient allocation of spacecraft resources by trading among themselves. A Southern California RECLAIM air pollution credit trading market has been set up using same bartering methods utilized in the Cassini mission in order to help companies keep pollution and costs down.

    Description: Through the Technology Affiliates Program at the Jet Propulsion Laboratory, the ACTS antenna system was transferred from experimental testing status to commercial development with KVH Industries, Inc. The ACTS design enables mobile satellite antennas to remain pointed at the satellite, regardless of the motion or vibration on which it is mounted. KVH's first product based on the ACTS design is a land-mobile satellite antenna system that will enable direct broadcast satellite television aboard moving trucks, recreational vehicles, trains, and buses. Future products could include use in broadcasting, emergency medical and military vehicles.

    Description: The Space Shuttle has many communications systems which are used throughout a typical mission. Given that the radio spectrum has become increasingly congested, the ability to hear extremely weak signals requires greater receiver sensitivity. Dryden Flight Research Center approached Angle Linear, a manufacturer of linear radio frequency products and peripherals for communications, to solve the problem. The solution was a receiving preamplifier specially crafted for NASA. Communications with the Space Shuttle are now more reliable,with Dryden being able to also support local missions without purchasing additional equipment. The work has carried over into the Mir Space Station communication support effort and is under evaluation by other NASA centers. The company's preamplifier line was greatly expanded to cover a broader range of frequencies, providing the same sensational improvement to other areas of communication including business, government, trucking, land mobile, cellular and broadcast.

    Description: Originally developed by Goddard Space Flight Center, the Micro Pulse Lidar (MPL) System is now available commercially from Science and Engineering Services, Inc through a technology transfer license. The MPL System is built to characterize numerous details of the composition and dynamics of the atmosphere, such as atmospheric cloud and aerosol concentration and is suitable for environmental monitoring studies that require full-time, unattended measurements of cloud and aerosol height structure. It is eye safe at all ranges and because of the modest dimensions, can be used where space is limited. The system can also be equipped with a protective climate-controlled enclosure, permitting placement of the system in field operations where adequate shelter may not exist. Studies of climate dynamics, meteorological research, and environmental monitoring are a few of the possible applications.

    Description: Radar interferometric observations both from spaceborne and airborne platforms have been used to generate accurate topographic maps, measure milimeter level displacements from earthquakes and volcanoes, and for making land cover classification and land cover change maps. Interferometric observations have two basic measurements, interferometric phase, which depends upon the path difference between the two antennas and the correlation. One of the key questions concerning interferometric observations of vegetated regions is where in the canopy does the interferometric phase measure the height. Results for two methods of extracting tree heights and other vegetation parameters based upon the amount of volumetric decorrelation will be presented.

    Description: Application of Asymptotic Waveform Evaluation (AWE) is presented in conjunction with a hybrid Finite Element Method (FEM)/Method of Moments (MoM) technique to calculate the input characteristics of cavity-backed aperture antennas over a frequency range. The hybrid FEM/MoM technique is used to form an integro-partial-differential equation to compute the electric field distribution of the cavity-backed aperture antenna. The electric field, thus obtained, is expanded in a Taylor series around the frequency of interest. The coefficients of 'Taylor series (called 'moments') are obtained using the frequency derivatives of the integro-partial-differential Equation formed by the hybrid FEM/MoM technique. Using the moments, the electric field in the cavity is obtained over a frequency range. Using the electric field at different frequencies, the input characteristics of the antenna are obtained over a wide frequency band. Numerical results for an open coaxial line, probe fed cavity, and cavity-backed microstrip patch antennas are presented. Good agreement between AWE and the exact solution over the frequency range is observed.

    Description: Emissions of nitrogen oxides NO(x) are a significant problem in the United States. NO(x) are formed in any combustion process, therefore it is not surprising that NO(x) are emitted from the boilers at KSC. Research at UCF has shown (in the laboratory) that injecting H2O2 into hot simulated flue gases can oxidize the NO and NO2 to their acid gas forms, HNO2 and HNO3, respectively. These acid gases are much more water soluble than their counterparts, and theoretically can be removed easily by wet scrubbing. This technology was of interest to NASA, both for their boilers at KSC, and for their combustion sources elsewhere. However, it was necessary to field test the technology and to provide pilot-scale data to aid in design of full-scale facilities. Hence this project was initiated in May of 1996.

    Description: For Earth remote sensing applications, a synthetic aperture radar (SAR) typically employs an antenna with a fairly long along-track aperture in order to achieve the desired performance. At orbital velocities, the antenna along-track dimension is driven by a careful trade off between resolution, swath width, and available data rate and is independent of wavelength. 10 to 20 m long antennas have been flown or proposed in previous spaceborne SAR designs. To maintain an acceptable electrical flatness across this long aperture, very massive antenna support structures, weighing several hundred kilograms or more, have been used to date. For example, the fixed-beam L-band SeaSat antenna, which used a microstrip array with honeycomb substrate, had a mass of 250 Kg (including deployment mechanism). The beam-scanning L/C/X-band shuttle-based SIR-C antenna has a mass of l,800 Kg. These massive antenna systems generally require a launch vehicle with large stowage volume and heavy-payload-lift capability. To achieve good launch volume efficiency and to reduce payload weight, three super-low-mass array concepts are proposed and described here. With these new concepts, the mass of the future Earth remote sensing SAR antennas is expected to be less than 100 Kg.

    Description: This paper presents the design and performance evaluation of a lightweight, composite material, elliptical-aperture, parabolic-reflector antenna. The performance characterization is obtained using the cylindrical near-field measurement facility at JPL as shown. The reflector has been designed and calibrated for the SeaWinds spaceborne scatterometer instrument. The instrument operates at Ku-band and is designed to accurately measure wind speed and direction over Earth's ocean surface. The SeaWinds antenna design requires two linearly polarized independent beams pointed at 40 deg.and 46 deg. from nadir as shown. The inner beam, pointed at 40 deg. from nadir, is horizontally polarized with 1.6 in x 1.8 in required beamwidths in the elevation and azimuth planes, respectively. The outer beam, pointed at 46 deg. from nadir, is vertically polarized with 1.4 in x 1.7 in required beamwidths. Noteworthy, the reflector boresight axis is pointed at 43 deg. from nadir. Both beams are required to have the first sidelobe level below -15 dB relative to the peak of the beam.

    Description: The Geostationary Tropospheric Pollution Satellite (GEO TROPSAT) mission is a new approach to measuring the critical constituents of tropospheric ozone chemistry: ozone, carbon monoxide, nitrogen dioxide, and aerosols. The GEO TROPSAT mission comprises a constellation of three instruments flying as secondary payloads on geostationary communications satellites around the world. This proposed approach can significantly reduce the cost of getting a science payload to geostationary orbit and also generates revenue for the satellite owners. The geostationary vantage point enables simultaneous high temporal and spatial resolution measurement of tropospheric trace gases, leading to greatly improved atmospheric ozone chemistry knowledge. The science data processing, conducted as a research (not operational) activity, will provide atmospheric trace gas data many times per day over the same region at better than 25 km ground footprint. The high temporal resolution identifies short time scale processes, diurnal variations, seasonal trends, and interannual variation.

The hybrid FEM/MoM technique when applied to the cavity-backed aperture results in an integro-differential equation with electric field as the unknown variable, the electric field obtained from the solution of the integro-differential equation is expanded in Taylor series. The coefficients of the Taylor series are obtained using the frequency derivatives of the integro-differential equation formed by the hybrid FEM/MoM technique. The series is then matched via the Pade approximation to a rational polynomial, which can be used to extrapolate the electric field over a frequency range. The RCS of the cavity-backed aperture is calculated using the electric field at different frequencies. Numerical results for a rectangular cavity, a circular cavity, and a material filled cavity are presented over a frequency range. Good agreement between AWE and the exact solution over the frequency range is obtained.

    Description: This is an attempt to develop a biotelemetry receiver using digital signal processing technology and techniques. The receiver developed in this work is based on recovering signals that have been encoded using either Pulse Position Modulation (PPM) or Pulse Code Modulation (PCM) technique. A prototype has been developed using state-of-the-art digital signal processing technology. A Printed Circuit Board (PCB) is being developed based on the technique and technology described here. This board is intended to be used in the UCSF Fetal Monitoring system developed at NASA. The board is capable of handling a variety of PPM and PCM signals encoding signals such as ECG, temperature, and pressure. A signal processing program has also been developed to analyze the received ECG signal to determine heart rate. This system provides a base for using digital signal processing in biotelemetry receivers and other similar applications.

The porous surface and the absorbent component would normally consist of chemically resistant materials allowing tentative spill to pass. The absorbent interior which contains the neutralizing reagents can but is not required to be chemically resilient and conducts the liquid chemical spill towards the absorbent interior containing the chemically reactive reagents where the dangerous and undesirable chemicals within the chemical spill are then neutralized as well as removed from the premises.

    Description: The EPA criteria air pollutants were monitored at Kennedy Space Center (KSC) since 1983 to comply the prevention of significant deterioration requirements under the Clean Air Act amendments passed by Congress in 1977 and 1990. Monitoring results show that monthly maximum 24-hour total suspended particulates decreased from 144.6 micograms/cu m in 1988 to 73.0 micrograms/cu m in 1991 and increased to 149.3 micrograms/cu m in 1992. Inhalable particulates increased from 56.1 gg/M3 in 1983 to 131.4 micrograms/cu m in 1988, and then decreased to 38.5 micrograms/cu m in 1992. Sulfur dioxide monthly maximum 24-hour average concentrations decreased each year from 135.2 micrograms/cu m in 1983 to 33.8 micrograms/cu m in 1992. Nitrogen dioxide concentrations increased from 5.1 micrograms/cu m in 1983 to 5.9 micrograms/cu m in 1988, then decreased to 4.5 micrograms/cu m in 1992. Carbon monoxide annual average concentrations decreased from 6.2 micrograms/cu m in 1983 to 1.1 micrograms/cu m in 1988, and increased to 1.2 micrograms/cu m in 1992. Ozone maximum 1-hour concentrations increased from 98 parts per billion (ppb) in 1983 to 134 ppb in 1989, and then decreased to 80 ppb in 1992. Total annual rainfall ranged from 37.47 inches to 57.47 inches and shows a 6.6 percent increase over this same ten year period.

    Description: Wake vortices from a C-130 airplane were observed at the NASA Wallops Flight Facility with a ground-based, monostatic C-band radar and an antenna-mounted boresight video camera. The airplane wake was viewed from a distance of approximately 1 km, and radar scanning was adjusted to cross a pair of marker smoke trails generated by the C-130. For each airplane pass, changes in radar reflectivity were calculated by subtracting the signal magnitudes during an initial clutter scan from the signal magnitudes during vortex-plus-clutter scans. The results showed both increases and decreases in reflectivity on and near the smoke trails in a characteristic sinusoidal pattern of heightened reflectivity in the center and lessened reflectivity at the sides. Reflectivity changes in either direction varied from -131 to -102 dBm(exp -1); the vortex-plus-clutter to noise ratio varied from 20 to 41 dB. The radar recordings lasted 2.5 min each; evidence of wake vortices was found for up to 2 min after the passage of the airplane. Ground and aircraft clutter were eliminated as possible sources of the disturbance by noting the occurrence of vortex signatures at different positions relative to the ground and the airplane. This work supports the feasibility of vortex detection by radar, and it is recommended that future radar vortex detection be done with Doppler systems.

    Description: Previous work has shown that Ka-band attenuation due to rainfall and corresponding S-band reflectivity are highly correlated. This paper reports on work whose goal is to determine the feasibility of estimation and, by extension, prediction of one parameter from the other using the Florida ACTS propagation terminal (APT) and the nearby WSR-88D S-band Doppler weather radar facility operated by the National Weather Service. This work is distinguished from previous efforts in this area by (1) the use of a single-polarized radar, preventing estimation of the drop size distribution (e.g., with dual polarization) and (2) the fact that the radar and APT sites are not co-located. Our approach consists of locating the radar volume elements along the satellite slant path and then, from measured reflectivity, estimating the specific attenuation for each associated path segment. The sum of these contributions yields an estimation of the millimeter-wave attenuation on the space-ground link. Seven days of data from both systems are analyzed using this procedure. The results indicate that definite correlation of S-band reflectivity and Ka-band attenuation exists even under the restriciton of this experiment. Based on these results, it appears possible to estimate Ka-band attenuation using widely available operational weather radar data. Conversely, it may be possible to augment current radar reflectivity data and coverage with low-cost attenuation or sky temperature data to improve the estimation of rain rates.

    Description: This report provides simulation results for constant envelope pulse shaped 8 Level Phase Shift Keying (8 PSK) modulation for end to end system performance. In order to increase bandwidth utilization, pulse shaping is applied to signals before they are modulated. This report provides simulation results of power spectra and measurement of bit errors produced by pulse shaping in a non-linear channel with Additive White Gaussian Noise (AWGN). The pulse shaping filters can placed before (Type B) or after (Type A) signals are modulated. Three kinds of baseband filters, 5th order Butterworth, 3rd order Bessel and Square-Root Raised Cosine with different BTs or roll off factors, are utilized in the simulations.     Description: Photon counting has been chosen as a means to extend the detection range of current airborne DIAL ozone measurements. Lidar backscattered return signals from the on and off-line lasers experience a significant exponential decay. To extract further data from the decaying ozone return signals, photon counting will be used to measure the low light levels, thus extending the detection range. In this application, photon counting will extend signal measurement where the analog return signal is too weak. The current analog measurement range is limited to approximately 25 kilometers from an aircraft flying at 12 kilometers. Photon counting will be able to exceed the current measurement range so as to follow the mid-latitude model of ozone density as a function of height. This report describes the development of a photon counting system. The initial development phase begins with detailed evaluation of individual photomultiplier tubes. The PMT qualities investigated are noise count rates, single electron response peaks, voltage versus gain values, saturation effects, and output signal linearity. These evaluations are followed by analysis of two distinctive tube base gating schemes. The next phase is to construct and operate a photon counting system in a laboratory environment. The laboratory counting simulations are used to determine optimum discriminator setpoints and to continue further evaluations of PMT properties. The final step in the photon counting system evaluation process is the compiling of photon counting measurements on the existing ozone DIAL laser system.

    Description: The designers of the TCP/IP protocol suite explicitly included support of satellites in their design goals. The goal of the Internet Project was to design a protocol which could be layered over different networking technologies to allow them to be concatenated into an internet. The results of this project included two protocols, IP and TCP. IP is the protocol used by all elements in the network and it defines the standard packet format for IP datagrams. TCP is the end-to-end transport protocol commonly used between end systems on the Internet to derive a reliable bi-directional byte-pipe service from the underlying unreliable IP datagram service. Satellite links are explicitly mentioned in Vint Cerf's 2-page article which appeared in 1980 in CCR [2] to introduce the specifications for IP and TCP. In the past fifteen years, TCP has been demonstrated to work over many differing networking technologies, including over paths including satellites links. So if satellite links were in the minds of the designers from the beginning, what is the problem? The problem is that the performance of TCP has in some cases been disappointing. A goal of the authors of the original specification of TCP was to specify only enough behavior to ensure interoperability. The specification left a number of important decisions, in particular how much data is to be sent when, to the implementor. This was deliberately' done. By leaving performance-related decisions to the implementor, this would allow the protocol TCP to be tuned and adapted to different networks and situations in the future without the need to revise the specification of the protocol, or break interoperability. Interoperability would continue while future implementations would be allowed flexibility to adapt to needs which could not be anticipated at the time of the original protocol design.

    Description: FEMOM3DS is a computer code written in FORTRAN 77 to compute electromagnetic(EM) scattering characteristics of a three dimensional object with complex materials using combined Finite Element Method (FEM)/Method of Moments (MoM) technique. This code uses the tetrahedral elements, with vector edge basis functions for FEM in the volume of the cavity and the triangular elements with the basis functions similar to that described for MoM at the outer boundary. By virtue of FEM, this code can handle any arbitrarily shaped three-dimensional cavities filled with inhomogeneous lossy materials. The User's Manual is written to make the user acquainted with the operation of the code. The user is assumed to be familiar with the FORTRAN 77 language and the operating environment of the computers on which the code is intended to run.

    Description: This report documents the efforts and progress in developing a 'system-level' integrated circuit, or SLIC, for application in advanced phased array antenna systems. The SLIC combines radio-frequency (RF) microelectronics, digital and analog support circuitry, and photonic interfaces into a single micro-hybrid assembly. Together, these technologies provide not only the amplitude and phase control necessary for electronic beam steering in the phased array, but also add thermally-compensated automatic gain control, health and status feedback, bias regulation, and reduced interconnect complexity. All circuitry is integrated into a compact, multilayer structure configured for use as a two-by-four element phased array module, operating at 20 Gigahertz, using a Microwave High-Density Interconnect (MHDI) process. The resultant hardware is constructed without conventional wirebonds, maintains tight inter-element spacing, and leads toward low-cost mass production. The measured performances and development issues associated with both the two-by-four element module and the constituent elements are presented. Additionally, a section of the report describes alternative architectures and applications supported by the SLIC electronics. Test results show excellent yield and performance of RF circuitry and full automatic gain control for multiple, independent channels. Digital control function, while suffering from lower manufacturing yield, also proved successful.

They are constructed from a thin sheet of clear polyester with an AgHT-8 optically transparent conductive coating. The experimental results show good radiation patterns and input impedance match. The antennas have potential applications in mobile wireless communications.

    Description: A microstrip patch antenna fed by a coaxial probe and reactively loaded by a open circuited microstrip line has been used previously to produce circular polarization and also as a building block for a series fed microstrip patch array. Rectangular and circular patch antennas loaded with a microstrip stub were previously analyzed using the generalized Thevenin theorem. In the Thevenin theorem approach, the mutual coupling between the patch current and the surface current on the stub was not taken into account. Also, the Thevenin theorem approach neglects continuity of current at the patch-stub junction. The approach in this present paper includes the coupling between the patch and stub currents as well as continuity at the patch-stub junction. The input impedance for a stub loaded microstrip patch is calculated by the general planar dielectric dyadic Green's function approach in the spectral domain, as was initiated much earlier and has been extensively expanded upon and utilized successfully throughout the literature for microstrip antenna configurations. Using the spectral domain dyadic Green s function derived earlier with the electric field integral equation (EFIE), the problem is formulated by using entire domain basis functions to represent the surface current densities on the patch, the loading stub and the attachment mode at the junction. Galerkin's procedure is used to reduce the EFIE to a matrix equation, which is then solved to obtain the amplitudes of the surface currents. These surface currents are then used for calculating the input impedance of stub loaded rectangular and circular microstrip patches. Numerical results are compared with measured results and with previous results calculated by the Thevenin's theorem approach.

    Description: At the request of the Federal Communications Commission (FCC), the NASA Lewis Research Center undertook an intensive study to examine the feasibility of frequency sharing between future NASA space services and proposed Local Multipoint Distribution Systems (LMDS) in the 25.25- to 27.5-GHz band. This follows NASA's earlier involvement in the FCC's 1994 Negotiated Rule Making Committee which studied frequency sharing between Ka-band Fixed Satellite Services and LMDS in the 27.5- to 29.5-GHz band. LMDS is a terrestrial, cellular, wireless communication service primarily intended to provide television distribution from hub stations located within relatively small cells to fixed subscriber receivers. Some proposed systems, however, also plan to offer interactive services via subscriber-to-hub transmissions. LMDS providers anticipate that their systems will be a cost-effective alternative to cable television systems, especially in urban areas. LMDS proponents have expressed an interest in using frequencies below 27.5 GHz. NASA, however, plans to operate three types of space systems below 27.5 GHz. The H, I, and J follow-on satellites for the Tracking and Data Relay Satellite System (TDRSS), which are planned for launch beginning in 1999, are designed to receive high-data-rate transmissions (up to 800 Mbps) from low-Earth orbiting "user" spacecraft in the 25.25- to 27.5-GHz band. In this case, the potential interference is the aggregate interference from LMDS transmitters (both hubs and subscribers) into the TDRSS tracking receive beams as they sweep over the Earth's surface while tracking lower altitude user spacecraft.

    Description: Two Ka-band, half-meter diameter, circularly polarized microstrip reflectarrays have been developed. One has identical square patches with variable-length phase delay lines. The other uses identical square patches and delay lines with variable element rotation angles. Although both antennas demonstrated excellent efficiencies, adequate bandwidths, and low average sidelobe and cross-pol levels, the one with variable rotation angles achieved superior overall performance. It is believed that these are electrically the largest microstrip reflectarrays (6924 elements with 42 dB gain) ever developed. It is also the first time that circular polarization has been actually demonstrated using microstrip patch elements. Recent advances in reflectarray technology include the following: An X-band 0.75 m diameter microstrip reflectarray using variable-length phase delay lines which demonstrated a relatively high efficiency of 70% with peak gain of 35 dB; a partial microstrip reflectarray with beam scanning capability; A 27 GHz 0.23m diameter microstrip reflectarray using variable-size patches which achieved a gain of 31 dB at an efficiency of 31%. All these reflectarrays have dual-linear and dual-circular polarization capabilities, but only linear polarizations were demonstrated.

    Description: Linear and planar arrays of coupled oscillators have been proposed as means of achieving high power rf sources through coherent spatial power combining. In such - applications, a uniform phase distribution over the aperture is desired. However, it has been shown that by detuning some of the oscillators away from the oscillation frequency of the ensemble of oscillators, one may achieve other useful aperture phase distributions. Notable among these are linear phase distributions resulting in steering of the output rf beam away from the broadside direction. The theory describing the operation of such arrays of coupled oscillators is quite complicated since the phenomena involved are inherently nonlinear. This has made it difficult to develop an intuitive understanding of the impact of oscillator tuning on phase control and has thus impeded practical application. In this work a simpl!fied theory is developed which facilitates intuitive understanding by establishing an analog of the phase control problem in terms of electrostatics.

    Description: Radio history continues to be made at the NASA Lewis Research Center with the beginning of phase two of Digital Audio Radio testing conducted by the Consumer Electronic Manufacturers Association (a sector of the Electronic Industries Association and the National Radio Systems Committee) and cosponsored by the Electronic Industries Association and the National Association of Broadcasters. The bulk of the field testing of the four systems should be complete by the end of October 1996, with results available soon thereafter. Lewis hosted phase one of the testing process, which included laboratory testing of seven proposed digital audio radio systems and modes (see the following table). Two of the proposed systems operate in two modes, thus making a total of nine systems for testing. These nine systems are divided into the following types of transmission: in-band on channel (IBOC), in-band adjacent channel (IBAC), and new bands - the L-band (1452 to 1492 MHz) and the S-band (2310 to 2360 MHz).

    Description: A reflectarray has generally been used as a replacement for a reflector antenna. Using in this capacity, different configurations (prime focus, offset etc.) and various applications (dual frequency, scanning etc.) have been demonstrated with great success. Another potential application that has not been explored previously is the use of reflectarrays to compensate for phase errors in space power combining applications such as space-fed lens and power combining amplifier. In these applications, it is required to convert a spherical wave to a plane wave with proper phase correction added to each element of the reflectarray. This paper reports an experiment to investigate the feasibility of using a reflectarray as an alternative to a lens in space power combining. The experiment involves transforming a spherical wave from a orthomode horn to a plane wave at the horn aperture. The reflcctarray consists of square patches terminated in open stubs to provide necessary phase compensation. In this paper, preliminary results will be presented and the feasibility of such compensation scheme will be discussed.
