    Notes: Over the last twenty-five years local governments in the United States and Canada have increasingly used impact fees and other development exactions as methods of financing capital and infrastructure requirements mandated by residential growth. While several studies have examined the effects of impact fees on housing and land prices, rigorous empirical analysis of their effects on residential development is lacking. In this paper a sample of all municipalities in DuPage County, Illinois from 1977 through 1992 is used to examine the effects of impact fees on the rate of residential development. The empirical results show that impact fees reduce rates of residential development by more than 25 percent.

    Notes: Although flexible specialization is regarded as one of the hallmarks of industrial districts, its consequences for firm performance have not attracted much empirical attention. Using event-history data on a complete population of textile-clothing firms in Baden-Württemberg in the Reutlingen (Germany) district from 1946 to 1993, this paper tests the proposition that specialized firms have a survival advantage over more integrated firms. Logistic regression models of failure probabilities show that, contrary to predictions derived from the district model, horizontally and vertically integrated firms have outlived more specialized firms. This study demonstrates the importance of dynamic research designs that incorporate information on strategic differences in a complete population of district firms, observed over an extended time frame.

    Notes: Nuclear power plants can theoretically influence property values through a number of different channels. The public perception of risk associated with the potential hazard from the operation of a nuclear reactor and the storage of nuclear waste may lead to lower bids on properties in close proximity to the plant. In contrast, workers at the plant may be less concerned with any potential hazards, and may actually value being in proximity to the workplace. Hence, one cannot a priori sign the distance gradient of homes in the vicinity of a nuclear power plant. In this study, a hedonic model coupled with geographic information system (GIS) techniques is used to estimate housing price surfaces around two nuclear power plants in California. The use of GIS software allows more potential influences to housing prices to be accurately incorporated than previously included in hedonic studies. Based on the evidence from the plants chosen, these findings do not support the contention that negative imagery surrounding nuclear power plants or stored nuclear waste has a significant detrimental influence on residential home prices in the immediate vicinity of these facilities.

    Notes: Previously it was reported that regional variations in well-being (poverty, per capita income, and family income) among Appalachian counties did not originate from regional variations in urbanization, but from regional differences in well-being among nonmetropolitan counties. It was argued that southern Appalachian counties had higher levels of well-being at the end of the 1980s because nonmetropolian counties in southern Appalachia experienced greater economic growth during the 1980s than did nonmetropolitan counties in other Appalachian regions. In this paper these data are reanalyzed to test to what extent the original findings are affected by the presence (and failure to control) spatial autocorrelation. Using a spatial lag model it is shown that correcting for spatial autocorrelation statistically altered the original results. However, substantively, the conclusions from the original analysis did not change: regional differences in county well-being in Appalachia are largely the product of regional differences among nonmetropolitan counties, even after correcting the model for spatial autocorrelation.

    Notes: This paper explores the effect of plant profitability on the closure decision in multi-locational manufacturing firms where the firm is selecting between different sites undertaking similar production activities. The paper draws upon a new interview survey of large multi-locational manufacturing firms. Analysis of the interview data shows that plant profitability is the key to understanding only one-third to one-half of selective closures and that decisions taken by subsidiaries are more likely to rely on plant profitability measures than decisions taken at the corporate head office. In analyzing a regional economy, a poor level of plant profitability is indicative of a plant at risk of closure but the absence of such a characteristic is not necessarily an indication of an assured future for a plant.

    Notes: This paper focuses on cyclical and regional variations in vacancy dynamics in labor markets with persistent imbalances between demand and supply. In particular the so-called matching approach is used to investigate labor market efficiency across regions and over the business cycle. In this matching approach the relationship between the flow of filled vacancies and regional stocks of unemployed job seekers and vacant jobs is specified in a “search production” function. The matching approach is applied to the Dutch labor market, which is characterized by strong disequilibria and persistent regional differences in unemployment and vacancy rates. To explore the development of these regional imbalances from a demand side perspective, the dynamic structure of regional data on vacancies is analyzed over the business cycle. The movements of vacancy duration and the change in the vacancy stock over time appear to be similar across Dutch regions. Moreover, an investigation of the structural causes of regional variations in vacancy duration via shift-share analysis makes clear that regional differences in sectoral composition of unfilled vacancies do not contribute to regional differences in vacancy duration in the period 1989–93. Estimation results of a matching model reveal that there are no region-specific differences in labor market efficiency to produce filled vacancies. The ratio of vacancies to unemployment appears to be the critical determinant of the matching process in the Dutch regions. Another general (non region-specific) finding is that the estimated labor market efficiency increases during recessionary and recovery periods while it decreases during an economic boom.

    Notes: A major controversy during the debate over the North American Free Trade Agreement focused on the impact of NAFTA on Mexico's environment. This paper examines the evidence of impact specifically on Mexico's environmental policy. Criteria of impact are developed, and comparisons made for three periods: before 1990 as the baseline period; 1990-93 when NAFTA was being negotiated; and beginning in 1994 when NAFTA came into effect. Much evidence indicates that Mexico's environmental policymaking and enforcement did improve in the early 1990s while NAFTA was being debated. Some evidence also suggests that the NAFTA-influenced environmental commitment was sustained during the 1995 financial crisis. Thus, it is concluded that NAFTA has contributed significantly to Mexico's environmental policy.

    Notes: This paper develops a model of the relationship between the solid waste recycling activities of industrial-commercial-institutional (ICI) firms and two sets of explanatory variables: characteristics of the firm and characteristics of the waste materials. The model is tested for six types of waste material (paper, paperboard, plastic, glass, wood, and metal) using logistic regression analysis and drawing on waste quantity and composition data collected from a sample of over 400 ICI firms in metropolitan Toronto. The percentage of firms recycling materials ranged from a high of 46 percent for paperboard to a low of 8 percent for plastics. In all of the models tested, quantity of waste material produced was found to be a significant explanatory variable in determining whether a firm will recycle that material. Other variables which were found to be significant in explaining recycling of some, but not all, material types were floor space of the firm, and type of economic activity. Despite theoretical support for its inclusion, employment was not found to be significant in any of the models.

    Notes: Several recent studies have challenged the conventional notion that raising the minimum wage has negative labor market consequences. In particular, most recent minimum wage research has considered teen employment, with virtually no examination of unemployment rates. Given the conflicting findings in the recent literature, this study reconsiders this issue by examining the minimum wage's influence on teen unemployment rates. The empirical analysis considers state data from the latter 1980s, a unique period where many states raised their minimum wage above the federal level. The results suggest that both a greater minimum wage rate and greater minimum wage coverage increase teen unemployment rates. Further evidence suggests that employment declines outweigh teen labor force reductions, suggesting that increases in unemployment are primarily caused by labor demand shifts. Thus, policy makers should weigh these costs in deciding future minimum wage hikes.

    Notes: The purpose of this study is to analyze the effects of transportation investment on the Korean economy using the dynamic Computable General Equilibrium model. The result of the counterfactual analysis shows that infrastructure investment policy has the advantage of economic growth, but the disadvantage of price inflation. The elasticities of infrastructure investment with respect to GDP, export, private utility, and inflation depend on institutional restrictions on the domestic inflow of foreign capital and financing alternatives for infrastructure projects. The growth effect of transportation investment would be maximized if regulations on inflow of foreign capital to the private sector were lifted. On the other hand, the effect of transportation investment on inflation would be minimized if transportation investment expenditure were completely financed by tax revenues.

    Notes: This paper explores the extension of integrated econometric/input-output models from a single to a multiregional context. A number of methodological issues associated with existing treatments of extraregional relations in both traditional multiregional econometric models and the more recent single region integrated models are discussed. A series of new approaches are introduced that rely on the integration of econometric and input-output methods to specify extraregional linkages. A comparison of these alternative modeling approaches is undertaken using employment series for 5 regions in Southern California. The forecasting accuracies are evaluated in a series of out-of-sample forecasting experiments. The findings suggest that the forecasting performance of the multiregional extensions of the integrated approach is competitive with the performance of single region implementations. The performance of the alternative multiregional approaches is found to be relatively more sensitive to regionalization of the IO component and the level of industrial disaggregation than to the incorporation of distance in the specification of the multiregional linkages.

    Notes: This paper explores the role of environmental factors in the contract-allocation decisions of European and North American multinational corporations (MNCs). Particular attention is given to the motivations and experiences of selected MNCs that have recently adopted environmental policies to guide specific aspects of their international purchasing procedures. The results of a pilot survey of 12 MNCs suggest that environmental issues are beginning to enter into the strategic decision-making fields of corporate planners, notably with regard to supplier selection and evaluation. The paper concludes with a brief discussion of possible directions for future empirical research.

    Notes: As concern for environmental protection is growing within all sectors of society, industrial firms are being forced to become more accountable for their actions. Government policies, in the form of environmental standards, have been designed to reduce the level of toxic pollutants being discharged by firms. In order to comply with these standards, firms must either change the nature of their production processes or employ technologies that reduce the level of effluent being discharged. This paper investigates the role of environmental policy in driving firms to adopt pollution control technologies. The policy addressed is the Province of Ontario's Municipal Industrial Strategy for Abatement (MISA) which seeks to compel firms to reduce discharges of industrial effluent through the application of the “Best Available Technology Economically Achievable.” The impact of this policy instrument on the adoption of pollution control technology in the Ontario organic chemical industry is examined. The analysis is based on interviews with firms in the chemical industry which reveal that environmental policy has played a central role in inducing firms to adopt pollution control technologies. The paper draws on literature about technology diffusion, especially the relationship between suppliers and users of technology, and examines the process through which environmental technology is transferred to regulated firms. The relationship between the suppliers and users of technology is strong, especially between the large multinational users and smaller independent domestic technology suppliers.

    Notes: This paper examines the role of internal and external research, design and development (RD&D) activity in the innovation performance of New York State manufacturing firms in the scientific instruments sector. Survey data from a sample of 204 small and medium-sized companies suggest that the incidence of successful product development is higher among firms that combine in-house RD&D with technical support from independent specialists. Significantly, firms that supplement their in-house innovation efforts with outside talent are found to exhibit better commercial performance than their counterparts that operate on the basis of either internal or external technical resources alone. The paper concludes with a brief agenda for future empirical research on the conditions that support product innovation among small and medium-sized firms.

    Notes: This paper evaluates the influence of residential density on commuting behavior across U.S. cities while controlling for available opportunities, the technology of transportation infrastructure, and individual socio-economic and demographic characteristics. The measures of metropolitan and local density are addressed separately. It is suggested that metropolitan residential density serves principally as a surrogate for city size. Markets react to high interaction costs found in large cities by raising density rather than density being a cause of those high costs. Local residential density measures relative location (accessibility) within the metropolitan region as well as indexing the level of congestion. Regressions are conducted to predict commuting time, speed, and distance, by mode of travel on a cross-section of individuals nationally and city by city. The results indicate that residential density in the area around the tripmaker's home is an important factor: the higher the density the lower the speed and the shorter the distance. However, density's effect on travel time is ambiguous; speed and distance are offsetting effects on time. The paper suggests a threshold density at which the decrease in distance is overtaken by the congestion effects, resulting in a residential density between 7,500 and 10,000 persons per square mile (neither the highest nor lowest) with the shortest duration auto commutes.

    Notes: Among the environmental issues that have come to dominate social concerns, the amount of packaging sent for disposal in landfills has gained increased prominence in Canada, with the issuance in 1990 of the National Protocol on Packaging (NAPP). Recognizing the increased demands for improved environmental performance on the part of corporations, this study seeks to understand why some companies respond more quickly than others to concerns about packaging-waste reduction. The paper links concepts found in the Corporate Social Responsibility and Innovation Theory literatures, in order to explore corporate response patterns to pressures for change and to develop a measure of corporate performance with regards to packaging-waste reduction efforts. Bivariate and linear logit analyses of data were undertaken, and confirm that variations in a company's response pattern can be explained in terms of factors such as company size, product orientation, and existence of an environmental affairs function, as well as external policies, such as NAPP.

    Notes: This paper considers the behavior of actors in real estate markets in the face of environmental uncertainty. Environmental legislation has increased in scale and scope with obvious implications for property markets. Developers, investors, occupiers, and lenders may all be affected by changing environmental standards. Any factor that creates valuation uncertainty will have major impacts. Blighted sites and properties will be shunned, while existing real estate portfolios will be adversely affected. A survey of UK property practitioners on their attitudes to environmental hazard reveals that firms seem pessimistic as to their ability to quantify and model the economic and investment implications of environmental risk. There are concerns here for the wider economy and for the business community through supply-side constraints and suboptimal location. There are implications, too, for local and regional regeneration strategies as whole areas may be blighted by potential contamination. There may be mispricing and arbitrage opportunities in relation to such assets that can be exploited through first mover advantage by firms willing and able to develop effective risk-sensitive appraisal models.

    Notes: Within the last decade, a considerable literature has emerged on the growth and location of producer services employment in North America, and in the role of labor market characteristics in shaping these changes. One of the outcomes of this research has been the realization that producer services are overwhelmingly concentrated in metropolitan areas, and that there is a strong core-periphery dichotomy in the representation of these activities. This paper explores the labor market characteristics of a set of producer service activities within the peripheral urban hierarchy of Saskatchewan, Canada, dominated by the regional cores of Saskatoon and Regina, and surrounded by ten peripheral regions. The data set was provided by Employment Canada, and divided into Canada Employment Centre (CEC) Areas. It was found that the higher order producer services, such as Finance and Business Services, are significantly underrepresented relative to the rest of Canada, while others, such as Services to Primary Producers and Transportation and Communications, are significantly overrepresented. However, the nature of these services, as reflected in their labor market characteristics, are very different. Gender and the role of part-time labor appear to be distinguished on the basis of the specific producer service sector, with very few distinctions across space. On the other hand, differences in the roles played by part-year labor is less related to the sector and more related to position within the peripheral hierarchy. Although the heartland-hinterland model is usually applied at national or even international scales of analysis, the nature of the segmentation of the producer services labor force, and its relationship to urbanization and development of the sector, imply that the model can in fact be used as a fiamework for analyzing intraregional employment relationships within the periphery. This study highlights the nature of the labor force as one aspect of this framework.

    Notes: The amenity value to Kentucky residents from horse farm land was estimated using both the contingent valuation method and the hedonic pricing method. The hedonic pricing model included both the housing and labor markets. A value function estimated from dichotomous choice contingent valuation responses showed that the value of a change in the level of the horse farm amenity was sensitive to the size of the change, with no evidence of value that is independent of the size of the change. The two methods generated estimates of the external benefits from horse farm land that were within 20 percent of each other.

    Notes: Many states are striving to meet public demand for accountability by “benchmarking”—setting social goals for the state and tracking progress in meeting the goals. However, states are finding it difficult to set realistic targets and to assess the impacts of policy on achievement of the targets without a framework that models the relationships among policy targets, policy actions and social and economic forces outside the control of policymakers. This paper develops a dynamic simulation model of one “benchmark” (poverty incidence) in Oregon, linking transitions into and out of poverty to various events (increased earnings, or having a child as a teenager, for example), and linking these events to policy. The simulation results suggest that, with current policies, Oregon will come close to achieving its poverty benchmark target of 11 percent by the year 2000 if economic conditions remain favorable. The model is used to examine the impact on poverty incidence of three policy strategies: reducing high school dropout and teen pregnancy rates, increasing the effectiveness of social support programs to JOBS participants, and boosting job growth. The simulation results suggest that when assessing the state's performance or “grading” the observed trend in the poverty benchmark, policymakers should take into account the performance of the state (and national) economy. The impact of policy efforts to reduce poverty is limited because many poverty spells are caused largely by events not affected by current state policies.

    Notes: A common argument advanced in the non-metropolitan counties of the US West is that the Endangered Species Act (ESA) can have, and has had, a devastating effect on local economies. However, to date, there has not been a systematic empirical analysis of the ESA's effect on local economies. This paper reports on such an analysis. Based on a sample of all 333 non-metropolitan counties in the eleven-state West, the statistical effect of the listing of threatened and endangered species on county employment growth between 1980 and 1990 is estimated. The paper's primary finding is that the hypothesis that endangered species listing has had a negative effect on the non-metropolitan county economies of the US West is not supported by the data.

    Notes: Through kinship and other links to destinations, many African American interstate migrants in the United States join other people in destination households. These “linked” migrants contrast to “independent migrants” who move as individuals or intact groups and set up their own households at the destination. Using U.S. Census Public Use Micro Sample data, this paper first shows that, in the 1985-90 period, about 45 percent of all Black interstate migrants were independent, compared to 38 percent who were linked to housing at the destination and 17 percent who moved into group quarters. Second, a multinomial logit model, incorporating individual and state-level variables, is specified that contrasts the determinants of independent and linked migration. Tests show that independent migration can be modeled with classic migration determinants, including individual educational and occupational resources, labor market conditions at the destination, and public goods at the destination including the level of welfare payments. Linked migration, on the other hand, is much less responsive to these factors, and not at all responsive to destination unemployment and welfare levels. Separate tests of male and female models suggest a great contrast between independent and linked migration for females. It is concluded that the understanding of Black migration must take into account a variety of factors beyond traditional labor market conditions, including links to the destination and individual housing circumstances.

    Notes: The traditional shift-share model measures the combined effects of output growth and productivity change on employment. A region with above average employment growth either has a favorable industry mix or enjoys a competitive advantage over other regions. To separate the effects of output and productivity, the shift-share model is extended to decompose the effects of changes in output and productivity on employment. This paper modifies the Rigby-Anderson extension by separating the contribution of labor and capital to productivity growth in the analysis of regional economic performance, and investigates twenty (two-digit SIC) manufacturing sectors in twelve states (six snowbelt, six sunbelt states) to assess whether observed changes in employment were due to changes in output or to productivity.

    Notes: Given the dramatic divergence of postwar performance across the developing world despite almost half a century of accumulated technical expertise in the advice offered by the academic and donor communities, it has become increasingly clear that a study of differential development patterns over time requires an analysis of not only what happened but also why it happened. This paper seeks to bridge this gap by attempting to endogenize policy choice in different developing country settings in order to elucidate why similar policy advice is so often differently received. It is my basic premise that a country's initial conditions—its natural resource endowment, organic nationalism, and ability to attract foreign capital—explain why some LDCs pursue a relatively linear path toward “modem-growth” organizational characteristics, while others exhibit policy oscillations en route. A theoretical framework is developed to trace such causal relationships as they play themselves out in a political economy context over time. The policy responses to external shocks of Mexico, the Philippines and Taiwan, three countries differing in terms of various dimensions of their initial conditions, are then examined, along with their consequent performance over the past thirty years in order to empirically test the hypotheses laid out in the framework.

Employing a multivariate Tobit procedure, the agglomerative aspects of retail trade can be captured. Washington DC is the center of the nation's ninth largest metropolitan area (PMSA), home to 4.4 million people and 2.9 million employees in a web of 25 separate, autonomous municipalities spanning three states and the District of Columbia. As such, the region is a good place to analyze the pattern of suburbanization of producer service employment over the past 25 years. In addition to overall suburbanization, the metropolitan area has seen changes in the nature and role of its dominant economic force, the federal government. Direct federal employment has stagnated while federal contracts to private companies have soared. Producer service employment seemed to increase in importance in jurisdictions away from the region's core, simultaneous with increases in total employment, following increases in federal contracting, and independent of increases in federal employment. These trends have affected the growth of producer service employment across the metropolitan area, encouraging their suburbanization. By subjecting our initial models to sub-sector data and analysis of temporal trends in the coefficients, we uncover the uniqueness of legal services and additional evidence of suburbanization over time.

    Notes: :Differentials in U.S. state unemployment rates were persistent in the early 1990s. In addition, states with higher employment growth did not necessarily have the lowest unemployment rates. Thus, this paper examines the differentials in U.S. state unemployment rates from 1992 to 1994, decomposing them into the parts that were due to differences in recent employment growth, and those that were due to longer-term equilibrium factors. Also, using the shift-share model, employment growth differences are decomposed into an industry mix component and a competitiveness component. The decomposition of the 1992 to 1994 unemployment rate differentials is based on an econometric equation estimated using panel data from 1972 to 1991. Explanatory equilibrium factors included in the model are amenities, demographic characteristics, education, industry composition, labor mobility, and wage rates.

    Notes: Ecotourism, or tourism that promotes conservation, does not occur in isolation, but as part of an interdependent system. Based on a case study at Doi Inthanon National Park, Thailand, this study outlines a conceptual framework for such a system, placing biodiversity conservation in the context of other major tourism components, including tourists, ecotourism infrastructure, protected areas and local people. In an interactive way, each component affects the conservation of biodiversity. Based on a tourist survey and participant observation, we examine the interrelationships among the key tourism components and potential changes over time. Several environmental, social, economic and educational effects illustrate the complex nature of the ecotourism-conservation relationship. Recommendations to increase conservation benefits from ecotourism are provided.

    Notes: This paper seeks to articulate recent debates on globalisation and critical security with the process and local impact of international tourism development in Thailand and Myanmar (Burma). It argues that, although tourism is an important manifestation of the globalisation phenomenon, its impact on host societies is very much dependent upon the influence of local institutions and actors. Hence, the enquiry will focus principally upon the “global-local interface”. The impact of tourism is viewed within the “new security” framework which involves broadening the notion of security beyond its traditional focus on military issues and inter-state relations into such realms as economic, environmental and societal security with a strong emphasis on sub-national situations. Using empirical examples of forced labour and human rights in Myanmar, the HIV/AIDS crisis and societal insecurity in Thailand and Myanmar, and the environmental impact of golf tourism in Thailand and elsewhere, the paper attempts to show how the perceived macro-level benefits of active tourism promotion are frequently traded off against significant, and occasionally severe, negative local security impacts. How such a situation occurs will be the principal focus of this investigation.

    Notes: The majority of the arctic waters are only seasonally ice covered; the northern Barents Sea, where freezing starts at 80 to 81°N in September, is one such area. In March, the ice cover reaches its greatest extension (74-75°N). Melting is particularly rapid in June and July, and by August the Barents Sea may be ice free. The pelagic productive season is rather short, 3 to 3.5 months in the northern part of the Barents Sea (north of the Polar Front, 75°N), and is able to sustain an open water production during only half of this time when a substantial part of the area is free of ice. Ice algal production starts in March and terminates during the rapid melting season in June and July, thus equalling the pelagic production season in duration.This paper presents the first in situ measurements of both pelagic and ice-related production in the northern Barents Sea: pelagic production in summer after melting has started and more open water has become accessible, and ice production in spring before the ice cover melts. Judged by the developmental stage of the plankton populations, the northern Barents Sea consists of several sub-areas with different phytoplankton situations. Estimates of both daily and annual carbon production have been based on in situ measurements. Although there are few sampling stations (6 phytoplankton stations and 8 ice-algae stations), the measurements represent both pelagic bloom and non-bloom conditions and ice algal day and night production. The annual production in ice was estimated to 5.3 g Cm-2, compared to the pelagic production of 25 to 30 g Cm-2 south of Kvitøya and 12 to 15 g Cm-2 further north. According to these estimates ice production thus constitutes 16% to 22% of the total primary production of the northern Barents Sea, depending on the extent of ice-free areas.

    Notes: A survey of the regional snow accumulation variability on Spitsbergen, Svalbard, was carried out during three field campaigns in May 1997. The survey was carried out along three transects from west-to-east approcimately at the following latitudes: 77°30′, 78° and 78°50’degrees north. The altitudes span from sea level to 1000 metres elevation. Snow depth was measured with two different ground-penetrating radar systems, PulsEKKO (450 MHz) and GSSI SIR System-2 (500 MHz), pulled behind snow machines. Snow characteristics such as snow temperature, snow density and stratigraphy were measured in snow pits in nine areas, three along each transect. Our data suggest the following: (1)the accumulation-elevation gradients vary from 3 mm/100 m in the northeast to 237 mm/100 min the central-south with an average value of 104 mm/100m for all measurements: (2)snow accumulation was 38 to 49% higher at the eastern coast than at the western coast; (3) a clear minimum in accumulation (or continental climate) is seen for the central (inland) locations in the middle and northern transects while no such minimum exists along the southern transect; (4) a south-to-north gradient produces 55% and 40% less snow accumulation at the northern locations compared to the southern locations at the western and eastern coasts, respectively. These drops in winter snow accumulation occur over a distance of less than 200 km.

    Notes: To compare north and south polar marine paleoenvironments over the last 30,000 years, comparable chronological (radiocarbon) records must be developed and refined. Many areas in the polar regions do not preserve marine carbonates (foraminifera, mollusks), and thus age determinations, of necessity, are based on the acid-insoluble organic (AIO) fraction of the sediment. Although AIO ages are problematic and rarely used in the Arctic, they provide reasonable and consistent chronologies for the Ross Sea, Antarctica. AIO dates are meaningful in the Ross Sea because there are relatively high levels of productivity, good preservation of marine biogenic material in the sediment, and little input of terrigenous sediment and old/dead carbon. Event stratigraphy based upon proxy records of biogenic silica and δ13C can be used to assess the reliability of the AIO dates and surface age corrections. Reconstructed time-series of changes in the biogenic silica content of cores from the western Ross Sea show apparent similarities with the ‘classic’deglacial climate sequence of the northern North Atlantic. Once the absolute ages of the antarctic AIO dates are constrained by independently dated records to validate surface age corrections, it will be possible to directly compare the timing of events such as ice-rafting events in the sedimentary record.

    Notes: Examination of 17 samples collected by a 20 μm meshed meshed net in Kongsfjorden, Svalbard, 8–19 July 1988, showed a dominance of dinoflagellates and the chrysophyte Dinobryon Balticum in the surface layers, whereas the diatom and the haptophyte Phaecystis pouchetii abundance increased with depth. The diatom Pseudo-nitzschia granii appeared together with P. pouchetii through the whole water column, and Actinocyclus curvatulus was one of the few diatoms present also in the surface samples. Two samples, from 15 and 50 m, respectively, were cleaned of organic material and mounted in Naphrax for a more critical identification of the diatoms. We were able to group the species according to habitats, especially types of ice. The planktonic Thalassiosira antarctica var. borealis, T. hyalina, T. nordenskioeldii, Bacterosira bathyomphaia, Chaetoceros furcellatus, C. socialis and Fragilariopsis oceanica were present mainly as resting stages representing a post-bloom situation. These species and T. gravida appear early in the season and may have started to grow already under the ice. Fragilariopsis cylindrus and F. oceanica seem to have a closer affinity to ice than Thalassiosira and Chaetoceros spp. although they are common in the plankton. Some Nitzschia species which are usually regarded as typical sea-ice diatoms and have thicker and older ice as the main habitat were present only in small cell numbers in the plankton samples. The last component, evidently introduced from Atlantic water in the Norwegian Sea, consisted of diatoms with a more oceanic distribution, e. g. Fragilariopsis pseudonana and a small form of Thalassiosira bioculata.

    Notes: Well-rounded gravels are described from moraine-mound complexes, diamicton forefields and modern englacial thrusts at the margins of four glaciers on the northern side of Brøggerhalvøya, northwest Spitsbergen. Their shape charcteristics are compared with modern and fossil glacigenic, modern beach and Early Weichselian beach gravels from this peninsula. The best discriminators of the well-rounded gravels have been found to be the percentage-frequency roundness histograms, the roundness mid-point and roundness range diagrams and the sphericity-roundness plots. It is concluded that the gravels have been derived by englacial thrusting from Early Weichselian or last interglacial beaches in the inner parts of the fjord and in the low level cirques when sea level reached at least 50m a.s.l. and deposited the beach gravels. The discrimination between gravel in basal diamictons, proglacial outwash and modern beaches is difficult as the reworking has resulted in little particle shape change. The potential major problem caused by reworking in the glacial environment is emphasised. especially when clast shape comparisons from modern environments to older sediments are used.

    Notes: Fridtjovbreen is an actively surging tidewater glacier in western Spitsbergen, Svalbard. This paper presents observations made at the western flank of the glacier in July 1997, when the glacier front was still advancing rapidly and was characterised by steep lateral ice cliffs. The geomorphological consequences of the surge include the formation of push moraines from toppled ice blocks along this ice cliff and the development of debris-rich thrusts. There is also evidence of glaciotectonic deformation within deformed debris-rich thrusts. Thrusts are restricted to the lateral margins and are not seen in the terminal calving cliff. On its western flank, Fridtjovbreen is over-riding Sagabreen, a small-tributary glacier. Large facies variations in this area are a result of recycling by Fridtjovbreen of material originally transported as medial moraines on Sagabreen. There are few observations of landform development at actively surging glaciers in Svalbard. The Fridtjovbreen descriptions provide documentation for post-surge landform development. More observations are required at the margins of actively surging glaciers to determine how representative Fridtjovbreen is of a surge event.

    Notes: Sea foam and sea-surface films are pelagic habitats of common origin. This suggests a possible similarity between their microplanktonic assemblages and an a priori possibility to use foam samples in qualitative sea-surface film studies. The composition and abundance of microheterotrophs (nanoflagellates 〈5 μm and bacteria) in the Dalnezelenetskaya Inlet, Kola Peninsula, Barents Sea, in August 1987, was nearly identical in the foam and sea-surface film samples. In contrast, the enrichment of foam with autotrophs (nano- and microphytoplankton) exceeded by an order of magnitude that of sea-surface films, whereas their taxonomic compositions were virtually identical in both habitats. Elevated growth rates of phytoplankton in sea foam appear to be an ecological mechanism responsible for the enrichment.

    Notes: An 8 m long carcass of a bowhead whale (Balaena mysticetus) melted out from remnant glacier ice in the lateral moraine of the Jemelianovbreen glacier in August 1996. Folded and sheared sediment bands in the ice suggest that the whale was incorporated during an advance of the glacier. The whale's longitudinal axis was oriented parallel to the direction of the ice-flow, with the thinnest posterior part dipping upflow. The posterior section was best preserved with muscles and blubber, although the entire skin surface was strongly decomposed and only a thick fibrous surface was left of the blubber. The abdominal wall was holed, most likely by marine organisms, and partly filled with a compacted mixture of well-sorted gravelly beach sediments and fat. the whale seems to have been incorporated into the glacier together with glaciomarine sediments and carried by the flowing ice to an altitude of ca. 15 m. Jemelianovbreen is a tidewater glacier with two known surge-episodes. The first and most extensive of these occurred ca. 1900 AD and reached ca. 7 km outside the present coast-line. Radiocarbon dating of a fragment of a caudal vertebra yielded 345 ± 40 14C years BP (1535-1660 cal. AD), suggesting that the whale lived some time during the last part of the cold period known as the Little Ice Age.

    Notes: The effect of egg volume on body mass, body composition and growth rate in arctic tern Sterna paradisaea chicks was studied at Ny-Ålesund, on Svalbard (78°55'N, 12°00'E), in order to investigate whether differences in egg size influence the physiological characteristics of the hatchlings. The relative content of yolk and albumen in eggs did not vary in proportion to egg volume. Hatchlings from large eggs had larger body masses than hatchlings from small eggs, with 71% of the overall variation in body mass accounted for egg volume. In newly-hatched chicks, water content, lean body and total lipid mass, as well as both leg and pectoral muscles, changed isometrically in proportion to egg volume. Hatchlings from large eggs, however, had disproportionately larger yolk sacs. The leg muscles of small chicks contained a lower proportion of water than the leg muscles of large chicks, indicating that the leg muscles of small hatchlings were functionally more mature. There was a weak, but significant, correlation between egg volume and growth rate. However, a residual analysis made to eliminate the effect of egg volume showed no correlation between hatchling body mass and growth rate. The results of the present study show that Arctic tern hatchlings from large eggs emerge with more yolk sac reserves, enabling them to better withstand periods of food-scarcity. During embryonic growth in small eggs, however, there seems to be a greater relative usage of yolk, resulting in a more developed leg musculature. This may partly compensate for the higher mass-specific heat loss in small hatchlings.

    Notes: Morphological structures and the occurrence of sea-ice sediments and ice-related algae at the ice floe-water column interface were studied by video observations in summer 1995. Recordings at twelve stations in the northern Laptev Sea and the adjacent Arctic Ocean showed large variations. On a medium-scale (metres), level ice and deformed floes as well as whole rafted and stacked floes were found. At the underside of floes, small-scale structures (centimetres such as bulges, depressions and holes were observed. The surface and sides of rafted floes sometimes had downward running grooves. Sediment inclusions occurred in diffuse or concentrated forms as well as in parallel streaks. Ice-related algae were visible as green areas at the underside of floes or as threads haniging into the water column. The distribution of sediments and algae was patchy. Some processes which might lead to the observed structures are suggested.

    Notes: The existence of a large subglacial lake beneath the antarctic Ice Sheet at Terre Adélie indicates the presence of basal ice at its pressure-melting temperature. A numerical model of the ice-sheet thermal regime is employed using the balance velocity of the ice sheet as an initial model input in order to calculate ice-sheet basal temperatures. However, the results from this model show the Terre Adélie area to be characterised by basal freezing. Heat in addition to that accounted for in the model is thus required at the ice-sheet base in order for pressure melting temperatures to be attained. The sources for such heat are (1) an enhanced geothermal heat flux and (2) an increase in frictional heating caused by the flow of ice. In this paper the latter possibility is expanded by hypothesising that subglacial topography induces convergent ice flow around Terre Adélie, causing enhanced basal ice velocities. Model experiments indicate that an increase in ice velocity (from 7 to at least 42 m yr−1) is required to raise the temperature of the basal ice to the pressure melting value. Increased ice velocity, and consequent frictional heat production due to convergent ice flow, may therefore be important in explaining the location of the subglacial lake in this region. These results allow the process of convergent ice flow within a contemporary ice sheet to be quantified. A verification (or otherwise) of the model results may be possible if ice surface velocity measurements from modem GPS methods are made.

    Notes: : Strategies for the precipitation and separation of the primary metal ions, Fe(II), Cu(II), Zn(II), Mn(II), and Cd(II) in acid waste waters such as those in tributaries of the upper Sacramento River in northern California, are discussed. The strategies exploit the: (1) differential oxygen and hydrogen peroxide oxidation and precipitation properties of the metal ions as a function of pH, (2) the addition of ions, such as Mg2 + and Cl-, to reduce unfavorable coprecipitation, and (3) the facilitation of oxidation-reduction reactions between metal ions and the stabilization of particular oxidation states. This may be accomplished with specific complexing agents such as thiocyanate, SCN-, and thiourea (TU), S = C(NH2)2 in order to separate copper at low pH as Cu(I) using Fe(II) as a reducing agent.

    Notes: : The study of wind generated waves is important because waves affect sediment resuspension in lakes. Measurements of wind velocity and wave elevation were made at three different stations in Lake Okeechobee. Significant wave heights were computed using a direct count from the recorded data, and verified by the root-mean-square value approach. The correlation between wind stress and significant wave height also was analyzed. The data revealed a strong correlation. In addition to field measurements, a Boussinesq-type wind-wave model was developed to simulate wind-generated, long-propagating waves. This model included the effects of wind stress and bottom viscous dissipation. Wave elevation and velocity field were evaluated numerically. A six-day simulation using 1996 wind data was conducted. Simulated significant wave heights were found to agree reasonably well with measured values. A predictive wind-wave model provides information about wind generated waves, which is used to compute bottom shear stresses required for sediment resuspension studies.

    Notes: : In 1983, current data were collected by the National Oceanic and Atmospheric Administration using mechanical current meters. During 1992 through 1996, acoustic Doppler current profilers as well as mechanical current meters and tide gauges were used. These measurements not only document tides and tidal currents in San Diego Bay, but also provide independent data sets for model calibration and verification. A high resolution (100-m grid), depth-averaged, numerical hydrodynamic model has been implemented for San Diego Bay to describe essential tidal hydrodynamic processes in the bay. The model is calibrated using the 1983 data set and verified using the more recent 1992–1996 data. Discrepancies between model predictions and field data in both model calibration and verification are on the order of the magnitude of uncertainties in the field data. The calibrated and verified numerical model has been used to quantify residence time and dilution and flushing of contaminant effluent into San Diego Bay. Furthermore, the numerical model has become an important research tool in ongoing hydrodynamic and water quality studies and in guiding future field data collection programs.

    Notes: : This study evaluated the use of a modified pebble count procedure (Bevenger and King, 1995) to detect cumulative watershed effects on headwater streams in the Routt National Forest in northcentral Colorado. The 42 sample reaches were stratified by disturbance (reference or disturbed) and geologic terrene (granitic or mixed sedimentary-volcanic). Water surface slope was a significant control on the number of fine particles in the reference reaches in both terranes, and the data from the disturbed reaches were adjusted accordingly. The disturbed reaches in the granitic terrene generally had a higher percentage of fine particles, and the adjusted number of fine particles was significantly correlated with the number of road crossings. Disturbed reaches in the sedimentary-volcanic (s-v) terrane generally did not have significantly more fine particles, nor were the adjusted numbers of fine particles significantly correlated with any management index. The lack of significant trends in the s-v streams is probably due to differences in weathering between the two rock types, and the location of the sample reach relative to sedimentary outcrops. Two other procedures were also used to assess cumulative watershed effects, with the Pfankuch channel stability rating yielding stronger and more consistent differences between the reference and the disturbed streams than the Tarzwell substrate ratio. We conclude that it may be difficult to define a standard reference condition, and that the number of road crossings is more strongly correlated with the number of fine particles than equivalent clearcut area.

    Notes: : This paper illustrates a method of using a hydrologic/water quality model to analyze alternative management practices and recommend best management practices (BMPs) to reduce nitrate-nitrogen (NO3--N) leaching losses. The study area for this research is Tipton, an agriculturally intensive area in southwest Oklahoma. We used Erosion Productivity Impact Calculator (EPIC), a field-scale hydrologic/water quality model, to analyze alternative agricultural management practices. The model was first validated using observed data from a cotton demonstration experiment conducted in the Tipton area. Following that, EPIC was used to simulate fertilizer response curves for cotton and wheat crops under irrigated and dryland conditions. From the fertilizer response functions (N-uptake and N-leaching), we established an optimum fertilizer application rate for each crop. Individual crop performances were then simulated at optimum fertilizer application rates and crop rotations for the Tipton area, which were selected based on three criteria: (a) minimum amount of NO3--N leached, (b) minimum concentration of NO3--N leached, and (c) maximum utilization of NO3--M. Further we illustrate that by considering residual N from alfalfa as a credit to the following crop and crediting NO3--N present in the irrigation water, it is possible to reduce further NO3--N loss without affecting crop yield.

I extend the topic to include teaching and education in the broader sense because current teaching is usually part of the researcher's portfolio and because education involves that of both the research scientist and a broader audience. I consider the primary research, education, and service roles of the forest hydrologist also within a range of domains or, as I prefer to identify them, scales: (1) the molecular or pore level; (2) hydrological process; (3) watershed function; (4) global considerations, and (5) the human dimension which, while not actually a scale itself, embraces, is important to, and is affected by the first four. All are topics screaming for attention by researchers, educators, and practitioners. I shall here focus on the middle three.

    Notes: : Forest hydrology should be a mature science with routine use of hydrological procedures to evaluate the effect of past, current and proposed harvesting practices on water resources. It is not. However, water users are pressuring forest managers to exercise their role in managing forested watersheds for water supply. Most forest managers are poorly equipped to carry out this role. Forestry schools need to ensure that their graduates, whether employed in forest management positions or as specialists in watershed management, understand that all forestry operations may affect instream or downstream water users. Specialists in forest hydrology should be fully aware of the following: (1) climate and watershed characteristics influence streamflow in separate ways; (2) forestry practices produce changes in water yield and quality, and that only these changes need to be evaluated to estimate their effects; (3) watershed storage is a critical factor in evaluating the effects of harvesting on streamflow; and (4) the effect of harvest on one watershed cannot be extrapolated to another without consideration of the processes affected. Research is needed to assist watershed managers in applying models to watersheds for which climate and streamflow data are insufficient. Research is also needed to incorporate climate, streamflow and other data for hydrological models into geographic information systems. Joint research projects are needed to develop physical relationships between stream channel characteristics of importance to fisheries biologists and streamflow characteristics affected by forest harvest.

    Notes: : The potential for understanding and, where necessary, managing sedimentation in humid mountain drainage basins increases with awareness of the conditions that lead to shallow landsliding, debris flows, and catastrophic sedimentation in stream channels. Progress in understanding has involved: improved recognition of source areas and the potential for downstream effects of slope failure; improved understanding of hydrological conditions required for failure; and a general theory of slope stability in shallow colluvium, including the role of plants, fires, timber harvest, and other disturbances. The theory acknowledges spatial variability in topographic and geotechnical terrain characteristics, the stochastic nature of climatic triggering events such as forest fires and rainstorms, and the integrating nature of channel networks in modulating the cumulative effects of transient processes within a basin. Anthropogenic fire regimes, road effects, and timber harvest can readily be included. Continued application and modification of the theory over an expanded geographical range require improvements in field data and their systematic storage in spatial databases. Improvements in digital topographic data for mountain basins, systematic network-wide surveys of channel conditions, and new technology for rapid documentation of soil depths in landslide source areas would enhance the prediction of mass failure, its consequences for channel habitat, and the basin-wide or regional distribution of hillslope and channel conditions. Computations of the probabilities of transient effects throughout basins could then form the basis of ecological risk analyses. Large-scale spatial data sets of a few critical variables are required before this next level of understanding can be developed and applied to sedimentation impacts on ecosystems and other resources.

    Notes: : The U.S. Department of Agriculture Curve Number (CN) method is one of the most common and widely used techniques for estimating surface runoff and has been incorporated into a number of popular hydrologic models. The CN method has traditionally been applied using compositing techniques in which the area weighted average of all curve numbers is calculated for a watershed or a small number of sub-watersheds. CN compositing was originally developed as a time saving procedure, reducing the number of runoff calculations required. However, with the proliferation of high speed computers and geographic information systems, it is now feasible to use distributed CNs when applying the CN method. To determine the effect of using composited versus distributed CNs on runoff estimates, two simulations of idealized watersheds were developed to compare runoff depths using composite and distributed CNs. The results of these simulations were compared to the results of similar analyses performed on an urbanizing watershed located in central Indiana and show that runoff depth estimates using distributed CNs are as much as 100 percent higher than when composited CNs are used. Underestimation of runoff due to CN compositing is a result of the curvilinear relationship between CN and runoff depth and is most severe for wide CN ranges, low CN values, and low precipitation depths. For larger design storms, however, the difference in runoff computed using composite and distributed CNs is minimal.

    Notes: : A set of simulation models consisting of a weather generator, and irrigation supply, soil moisture and crop growth components was used to evaluate the impacts of climate change on irrigated corn in locations near Albany, New York, Indianapolis, Indiana, and Oklahoma City, Oklahoma. The models evaluated the combined effects of modified water demand, supply and crop management (planting date, cultivar selection, irrigation). Simulations were duplicated for 100-year weather sequences based on current (1961–1988) weather statistics, and statistics modified by outputs from the GFDL GCM runs showing the effects from doubling of atmospheric CO2. Climate impacts differed greatly with location and management. Effects were most adverse in New York and least damaging in Indiana. At all sites, the beneficial effects of longer growing season and increased water supply were generally overcome by the detrimental impacts of increased evapotranspiration and reduced solar radiation during plant maturing stages. Adverse impacts of climate change can be substantially reduced by irrigation and appropriate selection of planting dates and cultivars.

    Notes: : Wilson's Creek has an extensive history of toxicity from both point and nonpoint sources. Seven-day chronic daphnid (Ceriodaphnia dubia) bioassays identified one toxic site in the Wilson's Creek watershed. Procedures for the characterization phase of a Toxicity Identification Evaluation (TIE) were modified for chronic assessment and performed on four water samples from the toxic site. The characterization involved chemical/physical alterations of samples, combined with bioassays, to help in identification of the class(es) of toxicants; followed by chemical analyses. To help understand the additivity of mixtures, toxic units were derived. Successive samples contained concentrations of copper, cadmium, nickel and zinc that literature values describe as being chronically toxic to daphnids. Summed chronic toxic units for these values greatly exceeded ambient toxic units, and more than accounted for observed toxicity.Substantial fluctuations in water quality occurred over the five sampling periods of the characterization studies and a Test of Methods, June through August, 1991. This variability illustrates the difficulty in detecting and documenting nonpoint sources of pollution. Tests using living organisms, in conjunction with toxicity identification methods, on samples taken over time appear to be appropriate for detecting acute and chronic toxicity in areas impacted by intermittent point and nonpoint-source toxicity.

    Notes: : The decline of water quality in United States’ lotic ecosystems (streams and rivers) has been linked to nonpoint source nutrient loading (U.S. EPA, 1990). Determining limiting nutrients in streams is difficult due to the variable nature of lotic ecosystems. We developed a quantitative passive diffusion periphyton nutrient enrichment system, called the Matlock Periphytometer, to measure the response of attached algae (periphyton) to nutrient enrichment. The system is simple to build and provides quantitative nutrient enrichment of a surface for periphytic growth. The periphyton grow on a glass fiber filter, which allows complete recovery of periphyton for chlorophyll a analysis. A 14-kilodalton dialysis membrane was used as a biofilter to prevent bacterial and algal contamination of the nutrient solution. We determined the rates of diffusion of nitrogen and phosphorus ions across the Matlock Periphytometer's dialysis membrane and glass fiber filter over a 21-day period (42 and 22 μg/cm2/hr, respectively). We used the Matlock Periphytometer to determine the limiting nutrient in a woodland stream. Six replicates each of a control, nitrogen, and phosphorus treatment were placed in the stream for 14 days. The results indicated that phosphorus was the limiting nutrient in the stream for the period and location sampled.

    Notes: : Concrete block irrigation diversion systems have been proposed as alternatives to permanent dams of concrete or rock or temporary gravel berms. Permanent dams can cause stream channel instability, bank erosion, sediment pollution, ice flow blockage, and safety problems for recreational floating craft. Temporary berms can require substantial streambed disturbance and can promote sediment pollution, stream bank instability, and bank erosion. A design procedure was developed based on a model of the hydraulic performance of concrete block diversion systems. The procedure was used to model a site on the Gallatin River in Montana. The method relies on HEC-RAS (Hydrologic Engineering Center -River Analysis System) software combined with analytical techniques in an iterative scheme. The hydraulic performance of different diversion configurations (the existing heavy-rock diversion system, concrete blocks oriented parallel to flow, and concrete blocks oriented diagonally) was assessed using the model under a range of flow rates. The minimum diversion dimensions (length, number, and size of blocks) that maintained block stability while diverting the requisite flow were determined for each model run. At the Gallatin River site, the block system oriented parallel to flow required less diversion material than the diagonal orientation. The recommended diversion length was 51.8 m (170 ft). A logit model is used to model the discrete choice of acceptance.     Notes: : While much is known about the hydrology of forested mountain catchments in the Pacific Northwest, important research questions remain. For example, the dynamics of storm precipitation amounts and the modeling of catchment outflows represent a continuing research need. Without an improved understanding of the spatial and temporal aspects of storm precipitation patterns, our ability to evaluate and improve physically-based hydrologic models is limited. From a practical perspective, tens of thousands of kilometers of access roads have been constructed across forested catchments of the Pacific Northwest. Yet, few forestry research programs focus on road drainage (e.g., ditches, culverts, fords). The few studies that address this issue indicate road drainage systems need to function effectively over a wide range of flow events and terrain conditions. In addition, historical forest practices associated with hillslopes and riparian systems have altered the character of many Pacific Northwest aquatic ecosystems. If restoration of these systems is to be effective, research efforts are needed to better understand the linkages between riparian forests, geomorphic processes, and hydrologic disturbance regimes.

    Notes: : When faced with practical forest land management issues such as the impacts of logging or forest conversion to other land uses, planners ideally require a comprehensive understanding of within drainage basin hydrological processes to determine the most vulnerable areas to increased storm runoff and erosion. Land managers in particular need to know the source areas and magnitude of inputs to the storm hydrograph, in terms of water quantity, sediment and solute transport; and the routing of such hydrographs from headwater to larger drainage basins. The latter includes an overall assessment at various scales of the impacts of forest disturbance and conversion on the water balance.This paper will focus on runoff generation in terms of identifying the various pathways and source areas. Such aspects will be linked with the need for a more comprehensive effort towards the field testing of so-called ‘physically based’ models of runoff generation. Some of the controversial issues arising from the difficulties in reconciling results from hydrochemical investigations with complementary hydrometric studies will be highlighted. Subsequently, attention will be given to topographic-wetness models, which have promising applications in forestland management. In addition, alternative simple models for application at the catchment scale will be assessed. The latter is in recognition that at smaller scales, heterogeneity both in time and space of soil hydraulic properties demand a greater number of parameters in modelling. Such considerations can even prove an obstacle in terms of the confident application of ‘physically based’ models.

    Notes: : During an autumn runoff event we sampled 48 streams with predominantly forested watersheds and igneous bedrock in the Oregon Coast Range. The streams had acid neutralizing capacities (ANC) 〉 90 μeq/L and pH 〉 6.4. Streamwater Na +, Ca2 +, and Mg2 + concentrations were greater than K + concentrations. Anion concentrations generally followed the order of Cl- 〉 NO3- 〉 SO42-. Chloride and Na + concentrations were highest in samples collected in streams near the Pacific Ocean and decreased markedly as distance from the coast increased. Sea salt exerted no discernible influence on stream water acid-base status during the sampling period. Nitrate concentrations in the study streams were remarkably variable, ranging from below detection to 172 μeq/L. We hypothesize that forest vegetation is the primary control of spatial variability of the NO3- concentrations in Oregon Coast Range streams. We believe that symbiotic N fixation by red alder in pure or mixed stands is the primary source of N to forested watersheds in the Oregon Coast Range.

    Notes: : A loafing or sacrifice lot is an area located outside of the free stall barn, where a dairy herd spends several hours per day. Sacrifice lots are usually denuded of vegetation and have high concentrations of manure and urine that can contribute significant amounts of sediment, nutrients, and pathogens to nearby surface waters. In this study, stream water quality impacted by direct runoff from a sacrifice lot was monitored for a period of 20 months. Ambient stream water quality was monitored by grab sampling upstream and downstream of the sacrifice lot. During runoff events, stream water quality downstream of the sacrifice lot was monitored with an automatic sampler. Laboratory analyses were conducted for total suspended solids and nutrients (nitrogen and phosphorus compounds). A grass filter strip (GFS) was installed as a buffer downslope of the sacrifice lot 10 months into the study period. The impact of the buffer strip on the standardized pollutant concentrations and loads was evaluated using the non-parametric Wilcoxon test. The Wilcoxon test indicated that there was no significant difference (α= 0.05) in the standardized yield of sediment and dissolved pollutants before and after the GFS installation, except for phosphate-phosphorus and filtered total phosphorus concentrations, and sediment-bound total phosphorus and total kjeldahl nitrogen loads that decreased significantly. However, load decrease could have been partially caused by the smaller rainfall volumes after the GFS installation as compared to the existing condition.

    Notes: : Air temperatures are sometimes used as easy substitutes for stream temperatures. To examine the errors associated with this substitution, linear relationships between 39 Minnesota stream water temperature records and associated air temperature records were analyzed. From the lumped data set (38,082 daily data pairs), equations were derived for daily, weekly, monthly, and annual mean temperatures. Standard deviations between all measured and predicted water temperatures were 3.5°C (daily), 2.6°C (weekly), 1.9°C (monthly), and 1.3°C (annual). Separate analyses for each stream gaging station gave substantially lower standard deviations. Weather monitoring stations were, on average, 37.5 km from the stream. The measured water temperatures follow the annual air temperature cycle closely. No time lags were taken into account, and periods of ice cover were excluded from the analysis. If atmospheric CO2 doubles in the future, air temperatures in Minnesota are projected (CCC GCM) to rise by 4.3°C in the warm season (April-October). This would translate into an average 4.1°C stream temperature rise, provided that stream shading would remain unaltered.

    Notes: : The use of continuous time, distributed parameter hydrologic models like SWAT (Soil and Water Assessment Tool) has opened several opportunities to improve watershed modeling accuracy. However, it has also placed a heavy burden on users with respect to the amount of work involved in parameterizing the watershed in general and in adequately representing the spatial variability of the watershed in particular. Recent developments in Geographical Information Systems (GIS) have alleviated some of the difficulties associated with managing spatial data. However, the user must still choose among various parameterization approaches that are available within the model. This paper describes the important parameterization issues involved when modeling watershed hydrology for runoff prediction using SWAT with emphasis on how to improve model performance without resorting to tedious and arbitrary parameter by parameter calibration. Synthetic and actual watersheds in Indiana and Mississippi were used to illustrate the sensitivity of runoff prediction to spatial variability, watershed decomposition, and spatial and temporal adjustment of curve numbers and return flow contribution. SWAT was also used to predict stream runoff from actual watersheds in Indiana that have extensive subsurface drainage. The results of this study provide useful information for improving SWAT performance in terms of stream runoff prediction in a manner that is particularly useful for modeling ungaged watersheds wherein observed data for calibration is not available.

    Notes: : Recent environmental concerns in floodplain management have stimulated research of the effect vegetation and debris have on flow conveyance, and their function in a productive riparian ecosystem. Although the effect of stable, in-channel woody debris formations on flow resistance has been noted by several authors, studies concerning entrapment of detrital debris in vegetation are lacking. Logs, limbs, branches, leaves and other debris transported during flooding often become lodged against bridges, hydraulic structures, trees and vegetation, and other obstacles, particularly in and near the overbank areas. Hydraulic measurements obtained in a channel prior to and following the removal of woody debris indicated that the average Manning's n value was 39 percent greater when woody debris was present. An examination of the drag-velocity relation for vegetation indicated that an increase in the frontal area of debris and/or vegetation results in a nearly proportional increase in Manning's n. The influence of debris on flow resistance decreased as flow depth increased.

    Notes: : The unit hydrograph is a common tool in hydraulic design. Used correctly, it allows a design engineer to estimate a runoff hydrograph from a drainage basin given a rainfall event. The typical method for estimating a unit hydrograph for a gaged watershed is by deconvolution. However, distinct storms produce different unit hydrographs for a single watershed. Consequently, a design engineer usually develops a composite, or average, unit hydrograph based on several recorded storm events. Common methods for estimating this composite unit hydrograph include curve fitting, simple aggregation, and multistorm optimization techniques. This paper introduces a new method to perform aggregation of unit hydrographs. The method is an extension to the simple averaging technique, in which prior to averaging, the individual unit hydrograph time ordinates are normalized with respect to the average time to peak. The normalization method is compared to a simple averaging technique and two multistorm aggregation techniques at six rural watersheds in Alabama. The results indicate that on average the normalization method predicts runoff nearly as accurately as the multistorm techniques, and displays improvement for 60 percent of the storms tested when compared with the simple averaging technique.

    Notes: : The effects of changes in the landscape and climate over geological time are plain to see in the present hydrological regime. More recent anthropogenic changes may also have effects on our way of life. A prerequisite to predicting such effects is that we understand the interactions between climate, landscape and the hydrological regime. A semi-distributed hydrological model (SLURP) has been developed which can be used to investigate, in a simple way, the links between landscape, climate and hydrology for watersheds of various sizes. As well as using data from the observed climate network, the model has been used with data from atmospheric models to investigate possible changes in hydrology. A critical input to such a model is knowledge of the links between landscape and climate. While direct anthropogenic effects such as changes in forested area may presently be included, the indirect effects of climate on landscape and vice versa are not yet modeled well enough to be explicitly included. The development of models describing climate-landscape relationships such as regeneration, development and breakup, water and carbon fluxes at species, ecosystem and biome level is a necessary step in understanding and predicting the effects of changes in climate on landscape and on water resources. Forest is the predominant land cover in Canada covering 453 Mha and productivity/succession models for major forest types should be included in an integrated climate-landscape-water simulation.

The observed quality of river water generally reflects the overall quality of the ecosystem of the river basin. Advanced statistical methods are often needed to extract valuable information from the vast amount of data for developing management strategies. Among the measured water quality constituents, total phosphorus is most often the limiting nutrient in freshwater aquatic systems. Relatively low concentrations of phosphorus in surface waters may create eutrophication problems. Phosphorus is a non-conservative constituent. Its time series generally exhibits nonlinear behavior. Linear models are shown to be inadequate. This paper presents a nonlinear state-dependent model for the phosphorous data collected at DeSoto, Kansas. The nonlinear model gives significant reductions in error variance and forecasting error as compared to the best linear autoregressive model identified.

    Notes: : The Great Flood of 1993 inundated more than 355,000 ha of illinois cropland, creating great concern for the possible contamination of farmland by herbicides. The objective of this study was to assess the herbicide contamination of floodwaters and farmland due to the great flood of 1993. Floodwater samples were collected between August 5 and December 20, 1993, at the Horseshoe Lake State Game Reserve in Alexander County, Illinois, USA. Water and suspended sediment were tested separately for the more commonly used herbicides in Illinois and the midwestern USA: alachior, atrazine, and cyanazine.These herbicides were detected in the floodwater samples, but concentrations were all below the health advisory concentration of 3 μg/L established for drinking water by the United States Environmental Protection Agency. No herbicides were detected in the suspended sediment.After the recession of the flood, soil samples from flooded and non-flooded corn fields were collected for comparison. Soil samples taken from two out of three sampling locations had a 0.4 to 0.8 μg/kg increase in atrazine at the flooded verses the non-flooded sites. Concentrations were 500 to 1,000 times lower than the recommended 1 mg/kg rate at which this herbicides typically applied to soil.

    Notes: : Physically-based models are extensively used to simulate the infiltration process under varied field conditions. Most models are based on the deterministic nature of input parameters related to the flow process (such as hydraulic conductivity). These models yield poor predictions of infiltration rates because they do not include the field-scale variations of flow parameters. The paper presents an approach for integrating the field-scale variability of hydraulic conductivity with an infiltration model to simulate infiltration under the rainfall conditions. A model describing the spatial structure of hydraulic conductivity has been developed using stochastic techniques. The stochastic structure of hydraulic conductivity was then incorporated in the Green-Ampt and Mein-Larson infiltration model. The model outputs on the instantaneous infiltration rates and cumulative infiltration were evaluated using the field infiltration data measured under simulated rainfall conditions. The results show that the combined model is capable of rep. resenting the instantaneous infiltration rates and cumulative infiltration of the study soils. The model may, therefore, be used to simulate the rainfall infiltration process for spatially-variable soils under the field conditions.

    Notes: : An accounting procedure is developed which determines a flow regime that is capable of transporting an amount of bedload sediment necessary to ensure channel stability downstream. The method allows for sediment buildup in the channel within geomorphic threshold limits during low flow periods. During periods of high runoff, enough water is bypassed to transport the stored sediment. The procedure utilizes only those flows of sufficient magnitude to maintain channel stability over the long run (25–50+ years). An example is presented which determines the volume of water and frequency of release for channel maintenance purposes downstream from a hypothetical water diversion project. Of some 1,200,000 acre feet generated during a 59-year period, 86,500 acre feet was required for channel maintenance flows. Bypass flows were not required each year, but only during those years when average daily flow reached bankfull or greater. Such releases were made on 202 of the 411 days when average flows either equalled or exceeded bankfull discharge.

    Notes: : In using non-linear optimization techniques for estimation of parameters in a distributed ground water model, the initial values of the parameters and prior information about them play important roles. In this paper, the genetic algorithm (GA) is combined with the truncated-Newton search technique to estimate groundwater parameters for a confined steady-state ground water model. Use of prior information about the parameters is shown to be important in estimating correct or near-correct values of parameters on a regional scale. The amount of prior information needed for an accurate solution is estimated by evaluation of the sensitivity of the performance function to the parameters. For the example presented here, it is experimentally demonstrated that only one piece of prior information of the least sensitive parameter is sufficient to arrive at the global or near-global optimum solution. For hydraulic head data with measurement errors, the error in the estimation of parameters increases as the standard deviation of the errors increases. Results from our experiments show that, in general, the accuracy of the estimated parameters depends on the level of noise in the hydraulic head data and the initial values used in the truncated-Newton search technique.

    Notes: : Relationships between wind velocity and the vertical light attenuation coefficient (K0) were determined at two locations in a large, shallow lake (Lake Okeechobee, Florida, USA). K0 was significantly correlated with antecedent wind conditions, which explained as much as 90 percent of the daily variation in K0.Sub-surface irradiance began to change within 60 to 90 minutes of the time when wind velocity exceeded or dropped below a threshold value. Maximum one hour changes in K0 were 〉 50 percent, however, 20 to 30 percent changes were more common. The magnitude of change in K0 varied spatially based on differences in sediment type. K0 never exceeded 2.8 at a location where bottom sediments were dominated by a mixture of coarse sand and shells. In comparison, K0 exceeded 9 during episodic wind events where the bottom sediment was comprised of fine grain mud.Underwater irradiance data can be used to determine threshold wind velocity and account for the influence sediment type has on K0. Once a threshold velocity has been established, the frequency, rate, and duration of expected change in underwater irradiance can be evaluated. This is critical information for scientists who are studying algal productivity or other light-related phenomena.

    Notes: : A continuous simulation approach is proposed for estimating water temperature exceedance probabilities using thermo-hydrodynamic modeling. The approach uses (1) a deterministic unsteady flow and heat transport model, (2) continuous hydrological and meteorological data for a long historical period, and (3) synthetic records of tributary water temperatures and other model inputs. Representative historical records of streamflow, air temperatures, and other hydrometeorological variables are obtained from nearby gages. Stochastic modeling methods are used to construct synthetic records for other model inputs, including inflow water temperatures. An application of this deterministic-stochastic approach is presented for a complex waterway in northeastern Illinois with heat discharges from several power plants and wastewater treatment plants. Statistical results from the continuous simulations are compared to results obtained from traditional event simulations.     Notes: : Genetic algorithms (GA) and simulated annealing (SA), two global search techniques, are coupled with MODFLOW, a commonly used groundwater flow simulation code, for optimal management of ground water resources under general conditions. The coupled simulation-optimization models allow for multiple management periods in which optimal pumping rates vary with time to reflect the changing flow conditions. The objective functions of the management models are of a very general nature, incorporating multiple cost terms such as the drilling cost, the installation cost, and the pumping cost. The models are first applied to two-dimensional maximum yield and minimum cost water supply problems with a single management period, and then to a multiple management period problem. The strengths and limitations of the GA and SA based models are evaluated by comparing the results with those obtained using linear programming, nonlinear programming, and differential dynamic programming. For the three example problems examined in this study, the GA and SA based models yield nearly identical or better solutions than the various programming methods. While SA tends to outperform GA in terms of the number of forward simulations needed, it uses more empirical control parameters which have significant impact on solution efficiency but are difficult to determine.

    Notes: : A U.S. standard gage, a weighing-type recording gage, a standard gage fitted with an Alter windshield, and a pit gage were installed to evaluate the accuracy and wind effects on rainfall catch. The study was conducted at the Stephen F. Austin Experimental Forest, about 20 km SW of Nacogdoches, Texas. A recording anemometer was also installed at a height corresponding to the standard gage orifice. Based on data from 67 storms collected over a one-year period (July 1995-August 1996), all three conventional gages consistently caught less rainfall than the reference pit gage with an average percent deficiency greater than 10 percent. However, the recording gage caught 2.7 percent less and the shielded gage caught 1 percent more than the standard gage—differences less than those reported elsewhere. The deficiencies were highly correlated with storm intensity, duration, or total rainfall. When the correction for wind effect on angle of raindrop inclination is included, the percent catch deficiency of the standard gage was reduced from 11 percent to 6 percent. The remaining errors may be attributed to wind effects (streamline vs. turbulent flow), nonrandom errors, or other unknown sources.

    Notes: : The main purpose of this study is to evaluate the management practice effects on Ming-Hu and Ming-Tan reservoir watersheds during the past 15 years. It is difficult to economically evaluate a watershed project consisting of a number of multisectoral and long term management practices and regulations. However, the reservoirs’ hydropower operations and their associated benefits and costs are highlighted in this study. The estimated management practice value (net present value) of 351 million NT (New Taiwan) dollars and a benefit-cost ratio of 1.189 are obtained for the Ming-Hu subwatershed. Because the Ming-Tan hydropower station only began commercial operation in 1992 the estimated management practice value is negative 103 million NT dollars (net present value) and the benefit-cost ratio is 0.653 in the Ming-Tan subwatershed. If the analysis period is contained to the year 2010, the benefit-cost ratio of Ming-Tan reservoir subwatershed becomes 1.103. Ming-Hu and Ming-Tan subwatersheds together share the benefit-cost ratio of 1.182 and the net present value of 1,589 million NT dollars. The results of the analyses indicate that the Taiwan Power Company, the watershed management agency, has implemented economically efficient watershed practices and regulations in Ming-Hu and Ming-Tan reservoir watersheds and the watershed management practices are worthwhile and should be sustained.

    Notes: : Recent work has found that a one-parameter Weibull model of wet day precipitation amount based on the Weibull distribution provides a better fit to historical daily precipitation data for eastern U.S. sites than other one-parameter models. The general two-parameter Weibull distribution was compared in this study to other widely used distributions for describing the distribution of daily precipitation event sizes at 99 sites from the U.S. Pacific Northwest. Surprisingly little performance was sacrificed by reducing the two-parameter Weibull to a single-parameter distribution. Advantages of the single-parameter model included requiring only the mean wet day precipitation amount for calibration, invertibility for simulation purposes, and ease of analytical manipulation. The fit of the single-parameter Weibull to the 99 stations included in this study was significantly better than other single-parameter models tested, and performed as well as the widely endorsed, more cumbersome, two-parameter gamma model. Both the one-and two-parameter Weibull distributions are shown to have b-moments that are consistent with historical precipitation data, while the ratio of b-skew and b-variance in the gamma model is inconsistent with the historical recerd by this measure. In addition, it was found that the two-parameter gamma distribution was better fit using the method of moments estimators than maximum likelihood estimates. These findings suggested that the distribution in precipitation among sites in the Pacific Northwest with dramatically different settings are nearly identical if expressed in proportion to the mean site event size.

    Notes: : Dense nonaqueous phase liquid (DNAPL) contaminated ground water has proven to be exceptionally difficult to remediate for both physical and chemical reasons. Since DNAPL's are denser than water, their movement is not governed by the direction of ground water flow as is generally the case for other ground water contaminants. Additionally, DNAPLs' interactions with aquifer solids through processes such as sorption tend to make the pollution linger or sometimes apparently disappear, only to return later. Unfortunately, pump-and-treat systems, the traditional way ground water contamination is addressed, have not been effective in cleaning DNAPL contaminated water. Other remediation technologies continue to be developed to address these problems. Policy changes will also be necessary to effectively address the difficulties associated with ground water remediation.

    Notes: : Drought has been a common feature in the United States during the past decade and has resulted in significant economic, social, and environmental impacts in virtually all parts of the nation. The purpose of this paper is two fold. First, the status of state drought planning is discussed to illustrate the significant increase in the number of states that have prepared response plans - from three states in 1982 to 27 in 1997. In addition, six states are now in various stages of plan development. Second, mitigative actions implemented by states in response to the series of severe drought years since 1986 are summarized. This information was obtained through a survey of states. The study concludes that states have made significant progress in addressing drought-related issues and concerns through the planning process. However, existing plans are still largely reactive in nature, treating drought in an emergency response mode. Mitigative actions adopted by states provide a unique archive that may be transferable to other states. Incorporating these actions into a more anticipatory, risk management approach to drought management will help states move away from the traditional crisis management approach.

    Notes: : We evaluate Washington's program of watershed analysis with respect to its goals as a cumulative effects assessment method, adaptive management, and a restoration tool. We also evaluate the program as a framework for implementing ecosystem management. A strength of the cumulative effects assessment method is in identifying and reducing the dominant, direct physical effects of forest land uses on salmonid habitat. This could be further strengthened by more emphasis on identifying problems that can be immediately remedied (e.g., identifying road erosion and landslide trigger sites; correctly locating fish-bearing waters, and identifying anthropogenic fish passage impediments). More effectively assessing and integrating changes from more than one type of input to streams, including all relevant inputs, and examining whether assumptions about those inputs are scientifically defensible, will also improve the cumulative effects assessment. Treating experimentation more formally, including placing a greater emphasis on monitoring the outcome of prescriptions, and determining the scientific defensibility and certainty level of prescriptions, will strengthen adaptive management. As a watershed restoration tool, the program needs defined goals and critical assessment methods (e.g., of historic productive capacity of aquatic habitat). To be consistent with ecosystem management, analyses need to be integrated into a larger spatial scale, and to include all relevant land uses and effects within that scale; objectives for various stream ‘inputs” need to be evaluated with respect to managing for ecological integrity and the ability to provide a measurable standard.

    Notes: : The Gunnison River in the Gunnison Gorge is a canyon river where upstream dams regulate mainstem discharge but do not affect debris-flow sediment supply from tributaries entering below the reservoirs. Regulation since 1966 has altered flood frequency, streambed mobility, and fluvial geomorphology creating potential resource-management issues. The duration of moderate streamflows between 32.3 and 85.0 m3/s has increased threefold since 1966. This, along with flood-peak attenuation, has facilitated fine-sediment deposition and vegetation encroachment on stream banks. The Shields equation and on-site channel geometry and bed-material measurements were used to assess changes in sediment entrainment in four alluvial reaches. Sand and fine gravel are transported through riffle/pool reaches at most discharges, but the cobbles and boulders composing the streambed in many reaches now are infrequently entrained. Periodic debris flows add coarse sediment to rapids and can increase pool elevation and the streambed area affected by backwater and fine-sediment accumulation. Debris-flow supplied boulders accumulate on fans and in rapids and constrict the channel until reworked by larger floods. The response to streamflow-régime changes in the Gunnison Gorge could serve as an analog for alluvial reaches in other regulated canyon rivers.

    Notes: : Urbanization of a watershed degrades both the form and the function of the downstream aquatic system, causing changes that can occur rapidly and are very difficult to avoid or correct. A variety of physical data from lowland streams in western Washington displays the onset of readily observable aquatic-system degradation at a remarkably consistent level of development, typically about ten percent effective impervious area in a watershed. Even lower levels of urban development cause significant degradation in sensitive water bodies and a reduced, but less well quantified, level of function throughout the system as a whole. Unfortunately, established methods of mitigating the downstream impacts of urban development may have only limited effectiveness. Using continuous hydrologic modeling we have evaluated detention ponds designed by conventional event methodologies, and our findings demonstrate serious deficiencies in actual pond performance when compared to their design goals. Even with best efforts at mitigation, the sheer magnitude of development activities falling below a level of regulatory concern suggests that increased resource loss will invariably accompany development of a watershed. Without a better understanding of the critical processes that lead to degradation, some downstream aquatic-system damage is probably inevitable without limiting the extent of watershed development itself.

    Notes: : The spatial and temporal variability of dissolved oxygen (DO), biochemical oxygen demand (BOD), nitrate concentration and total coliform (TC) were investigated at nine sampling stations distributed along the main rivers of the Piracicaba River Basin, a 12,400 km2 catchment located in São Paulo State, one of the most developed regions of Brazil. Spatially, a downstream impoverishment of water quality conditions was observed, as seen by the decrease of DO, and increase of BOD, nitrate, and TC. These changes were probably caused by accumulating downstream discharge of domestic and industrial sewage. Temporal evaluation of 18 years of data showed that DO decreased with time for the majority of the sampling stations, while BOD, nitrate, and TC increased. A law, approved at the end of 1991, proposed a new water tax for river water extraction for industrial and agricultural use. The amount of this tax is determined according to the water quality of the extracted water. Therefore, the evaluation of the water quality status in this basin is a first step to help resources managers to determine the values for this tax.

    Notes: : We have developed an approach which examines ecosystem function and the potential effects of climatic shifts. The Lake McDonald watershed of Glacier National Park was the focus for two linked research activities: acquisition of baseline data on hydrologic, chemical and aquatic organism attributes that characterize this pristine northern rocky mountain watershed, and further developing the Regional Hydro-Ecosystem Simulation System (RHESSys), a collection of integrated models which collectively provide spatially explicit, mechanistically-derived outputs of ecosystem processes, including hydrologic outflow, soil moisture, and snow-pack water equivalence. In this unique setting field validation of RHESSys, outputs demonstrated that reasonable estimates of SWE and streamflow are being produced. RHESSys was used to predict annual stream discharge and temperature. The predictions, in conjunction with the field data, indicated that aquatic resources of the park may be significantly affected. Utilizing RHESSys to predict potential climate scenarios and response of other key ecosystem components can provide scientific insights as well as proactive guidelines for national park management.

    Notes: : The purpose of this article is to discuss the importance of uncertainty analysis in water quality modeling, with an emphasis on the identification of the correct model specification. A wetland phosphorus retention model is used as an example to illustrate the procedure of using a filtering technique for model structure identification. Model structure identification is typically done through model parameter estimation. However, due to many sources of error in both model parameterization and observed variables and data, error-in-variable is often a problem. Therefore, it is not appropriate to use the least squares method for parameter estimation. Two alternative methods for parameter estimation are presented. The first method is the maximum likelihood estimator, which assumes independence of the observed response variable values. In anticipating the possible violation of the independence assumption, a second method, which coupled a maximum likelihood estimator and Kalman filter model, was presented. Furthermore, a Monte Carlo simulation algorithm is presented as a preliminary method for judging whether the model structure is appropriate or not.

    Notes: : Flow has been diverted from Rocky Mountain streams for many years with little documentation of the impacts on physical form and biological function of the losing stream system. This study addresses whether differences in form can be detected in subalpine step-pool, plane bed, or pool-riffle channels and linked to changes in flow regime from diversion. Total annual discharge was reduced between 20 and 60 percent and average annual peak flow was reduced up to 45 percent in the subalpine systems assessed; channels were diverted between 20 and 100 years. Expected impacts include reduced conveyance and changes in vegetation growth patterns because formerly active surfaces are colonized by riparian species, effectuating shrinking channel capacity. In this study, reduced channel width is used as an indicator of morphologic response. Observed reductions in width, ranging from 35 to 50 percent at some sites, resulted not only from vegetation invasion of stable surfaces but also from the development of an inset beside former cut banks. This observation, however, was restricted to wider pool-riffle channels with gravel bars. Outside of these areas, morphologic changes were either subtle or absent. The absence of widespread response is attributed primarily to periodic “flooding” of the diverted channel. During wetter-than-average years when excess water is available, minimal flow is diverted and the hydrograph resembles a free-flowing regime. The release of high flow to the natural channel potentially offsets changes in form incurred during “dry” periods. The stable nature and structure of subalpine channels also contributes to the absence of reduced capacity.

The models are time series regression models written in terms of Log(nitrate load). The independent variables are logarithm of 14-day mean daily stream discharge, current day's precipitation, logarithm of the previous day's precipitation, total precipitation for the previous seven days, a hydrograph position variable that indicates rising or falling limb, and average maximum air temperature for the preceding 14 days.     Notes: : Habitat unit classification can be a useful descriptive tool in hierarchical stream classification. However, a critical evaluation reveals that it is applied inappropriately when used to quantify aquatic habitat or channel morphology in an attempt to monitor the response of individual streams to human activities. First, due to the subjectivity of the measure, observer bias seriously compromises repeatability, precision, and transferability of the method. Second, important geomorphic and ecological changes in stream habitats are not always manifested as changes in habitat-unit frequency or characteristics. Third, classification data are nominal, which can intrinsically limit their amenability to statistical analysis. Finally, using the frequency of specific habitat unit types (e.g., pool/riffle ratio or percent pool) as a response variable for stream monitoring commonly leads to the establishment of management thresholds or targets for habitat-unit types. This, in turn, encourages managers to focus on direct manipulation or replacement of habitat structures while neglecting long-term maintenance or re-establishment of habitat-forming biophysical processes. Stream habitat managers and scientists should only use habitat unit classification to descriptively stratify in-stream conditions. They should not use habitat unit classification as a means of quantifying and monitoring aquatic habitat and channel morphology. Monitoring must instead focus on direct, repeatable, cost-efficient, and quantitative measures of selected physical, chemical, and biological components and processes spanning several scales of resolution.

    Notes: : In order to assess the effects. of silvicultural and drainage practices on water quality it is necessary to understand their impacts on hydrology. The hydrology of a 340 ha artificially drained forested watershed in eastern North Carolina was studied for a five-year period (1988–92). Effects of soils, beds and changes in vegetation on water table depth, evapotranspiration (ET) and drainage outflows were analyzed. Total annual outflows from the watershed varied from 29 percent of the rainfall during the driest year (1990) when mostly mature trees were present to as much as 53 percent during a year of normal rainfall (1992) after about a third of the trees were harvested. Annual ET from the watershed, calculated as the difference between annual rainfall and outflow, varied from 76 percent of the calculated potential ET for a dry year to as much as 99 percent for a wet year. Average estimated ET was 58 percent of rainfall for the five-year period. Flow rates per unit area were consistently higher from a smaller harvested block (Block B - 82 ha) of the watershed than from the watershed as a whole. This is likely due to time lags, as drainage water flows through the ditch-canal network in the watershed, and to timber harvesting of the smaller gaged block.

    Notes: : Proxy climate data for the last 500 years collected from the archives of counties in the Yangtze River Delta, China, were analyzed to identify the occurrence of extreme climate events, the pattern of such occurrences and their relationships to El Nino-Southern Oscillation (ENSO). This study identified the cycle periods of 3.5, 5.5 and 8.6 years for floods and 18.5 years for droughts in the Yangtze River Delta during the last 500 year period and noted 16 regional (delta wide) extreme events during this period. All regional (delta wide) extreme climate events during the last 500 years (since 1500 A.D.) occurred either during or immediately after ENSO (5–6 year) activities. Hydrological impacts of extreme climate events, such as major floods and droughts, on human systems have long been among the foremost concerns of the Pacific Rim countries.
