COLEMAN & NOLL, while in Baltimore, had written the fundamental memoir that provided for the new science the one root theretofore wanting. A survey in the same style today would require an almost wholly new book, three or four times as long. As it was in 1968, again in 1983 a consecutive treatise restricted to the foundations would be premature, for at this moment they are under earnest discussion, probing analysis, and powerful attack by several students and from several directions. Because, although in the first edition I expressed some opinions I no longer hold and made some statements I should now recast or even re­ tract, it seems even yet to offer a simple introduction to some aspects of the field that remain current, I have chosen to reprint it unaltered except for emendation of slips and bettering of the English here and there.

They show how there are persistent national differences in how policy ideas are produced. Some countries do so in contentious, politically partisan ways, while others are cooperative and consensus oriented. They find that while knowledge regimes have adopted some common practices since the 1970s, tendencies toward convergence have been limited and outcomes have been heavily shaped by national contexts.

Water vapour is the most important greenhouse gas and its condensed forms exert a profound influence on both incoming solar and outgoing infrared radiation. Unfortunately, accurate, height-resolved global-scale measurements of atmospheric humidity are difficult to obtain. The change in concentration of five orders of magnitude form the ground to the stratosphere means there is no standard instrument that will measure everywhere. This has led to different measuring techniques, all with strengths and weaknesses. This book assesses all presently available techniques that are used in monitoring networks.     Description / Table of Contents: If dangerous climate change is still to be avoided, a reversal of current trends must be achieved within the next ten years, and greenhouse gas emissions worldwide must be halved by 2050 compared with a 1990 baseline. However, there is a widening gap between the action that is urgently needed and current climate policy. The German Advisory Council on Global Change (WBGU) is therefore convinced that a new climate policy dynamic is required worldwide. Currently, all eyes are on Germany: its Presidency of the Council of the European Union and Presidency of G8 offer a dual opportunity to drive climate protection forward. The Council‘s core messages are as follows: Climate protection is both worthwhile and feasible: Investing in climate protection is economically efficient, as the costs of effective climate protection are far lower than the costs of inaction. The longer we delay, the more expensive climate protection will become. For successful climate protection, a transformation of the world‘s energy systems is key. Such a transformation is technologically feasible, marking a shift away from fossil towards renewable energy sources, and requires rapid utilization of the high efficiency potentials. Further development of the UN climate convention: A consensus on the mitigation target must be forged and enshrined in the convention. To this end, the Council recommends the adoption of a global temperature guard rail limiting the rise in near-surface air temperature to a maximum of 2 °C relative to the pre-industrial value – equivalent to stabilizing the concentration of greenhouse gases below 450 ppm CO2eq. The Kyoto Protocol must be developed further and offer effective incentives for the transformation of energy systems. The industrialized countries should commit to ambitious reduction targets, while mechanisms must be established for the progressive, but differentiated integration of the newly industrializing and developing countries into commitment regimes. The issue of adaptation must also be given appropriate priority. This must include firm pledges from the industrialized countries on technological cooperation and financing. Making the most of the G8 Summit at Heiligendamm: Fresh initiatives from the heads of state and government are required to inject new life into the faltering climate process. The G8 countries and the five major newly industrializing countries, as the world‘s leading political and economic nations, should now send out clear signals and agree an ‚innovation pact on decarbonization‘. By adopting joint parameters for efficiency and CO2 emissions standards, developing a Road Atlas for the decarbonization of energy systems, and promoting technological cooperation, the G8+5 countries have the potential to become the driving force in international climate policy. Reaffirming the European Union‘s leading role: The European Union should expand its leading role in international climate protection. To maintain its credibility, it must achieve its agreed emissions reduction targets. The EU must demonstrate the viability of climate protection and provide fresh impetus for energy efficiency and renewables worldwide. The European Union‘s Emissions Trading Scheme should be developed further and improved as a matter of urgency.

    Description / Table of Contents: Gullies on Mars resemble terrestrial gullies involved in the transport of abundant material down steep slopes by liquid water. However, liquid water should not be stable at the Martian surface. The articles in this volume present the two main opposing theories for Martian gully formation: climate-driven melting of surficial water-ice deposits and seasonal dry-ice sublimation. The evidence presented ranges from remote-sensing observations, to experimental simulations, to comparison with Earth analogues. The opposing hypotheses imply either that Mars has been unusually wet in the last few million years or that it has remained a cold dry desert – both with profound implications for understanding the water budget of Mars and its habitability. The debate questions the limits of remote-sensing data and how we interpret active processes on extra-terrestrial planetary surfaces, even beyond those on Mars, as summarized by the review paper at the beginning of the book.

    Description / Table of Contents: This book complements the Geological Society's Special Publication 362: Military Aspects of Hydrogeology. Generated under the auspices of the Society's History of Geology and Engineering Groups, it contains papers from authors in the UK, USA, Germany and Austria. Substantial papers describe some innovative engineering activities, influenced by geology, undertaken by the armed forces of the opposing nations in World War I. These activities were reactivated and developed in World War II. Examples include trenching from World War I, tunnelling and quarrying from both wars, and the use of geologists to aid German coastal fortification and Allied aerial photographic interpretation in World War II. The extensive introduction and other chapters reveal that ‘military geology’ has a longer history. These chapters relate to pre-twentieth century coastal fortification in the UK and the USA; conflict in the American Civil War; long-term ‘going’ assessments for German forces; tunnel repair after wartime route denial in Hong Kong; and tunnel detection after recent insurgent improvisation in Iraq.
