    Notes: Abstract This paper is devoted to the question to obtain (algebraic and topologic) equivalence (after extension) relations between convolution type operators on unions of intervals and convolution type operators on the half-line. These operators are supposed to act between Bessel potential spaces,H s,p , which are the appropriate spaces in several applications. The present approach is based upon special properties of convenient projectors, decompositions and extension operators and the construction of certain homeomorphisms between the kernels of the projectors. The main advantage of the method is that it provides explicit operator matrix identities between the mentioned operators where the relations are constructed only by bounded invertible operators. So they are stronger than the (algebraic) Kuijper-Spitkovsky relation and the Bastos-dos Santos-Duduchava relation with respect to the transfer of properties on the prize that the relations depend on the orders of the spaces and hold only for non-critical orders:S − 1/p ∉ ℤ. For instance, (generalized) inverses of the operators are explicitly represented in terms of operator matrix factorization. Some applications are presented.

    Notes: Abstract Conditions for the invertibility and explicit formulas for the inverse of the convolution operator on a finite interval are obtained making use of solutions of corona problems. Using these results, a family of classes of functions is defined for which the study of invertibility can be carried through.     Notes: Abstract This paper is concerned with the applicability of maximum defect polynomial (Galerkin) spline approximation methods with graded meshes to Wiener-Hopf operators with matrix-valued piecewise continuous generating function defined on R. For this, an algebra of sequences is introduced, which contains the approximating sequences we are interested in. There is a direct relationship between the stability of the approximation method for a given operator and invertibility of the corresponding sequence in this algebra. Exploring this relationship, the methods of essentialization, localization and identification of the local algebras are used in order to derive stability criteria for the approximation sequences.

    Notes: Abstract We give a proof of the realization theorem of N.J. Young which states that analytic functions which are symbols of bounded Hankel operators admit par-balanced realizations. The main tool used in this proof is the induced Hilbert spaces and a lifting lemma of Kreîn-Reid-Lax-Dieudonné. Alternatively one can use the Loewner inequality. A short proof of the uniqueness of par-balanced realizations is included. As an application, it is proved that par-balanced realizations of real symmetric transfer functions areJ-self-adjoint.

    Notes: Abstract Two classes of 2×2 matrix symbols involving oscillatory functions are considered, one of which consists of triangular matrices. An equivalence theorem is obtained, concerning the solution of Riemann-Hilbert problems associated with each of them. Conditions for existence of canonical generalized factorization are established, as well as boundedness conditions for the factors. Explicit formulas are derived for the factors, showing in particular that only one of the columns needs to be calculated. The results are applied to solving a corona problem.

    Notes: Abstract Acid rain and photochemical smog are two regionalair-quality issues that have received considerableattention in the last two decades due to their harmfuleffects. Health impacts of particulate matter (PM) inthe atmosphere is another issue of concern. Sulphur dioxide emission controls were introducedin both Canada and the U.S.A. to reduceacid-deposition-related damage. While these emissionreductions have already resulted in reduced sulphatedeposition, based on results from modelling studiesmuch of southeastern Canada is still expected toexperience damaging levels of acid deposition evenafter all currently legislated emission controls arefully implemented. Moreover, there has not been acorresponding reduction in the acidity ofprecipitation. This may be attributable to aconcurrent reduction in base-cation concentration inprecipitation. Models were also developed to understand theformation, transport and diffusion of troposphericozone. The models have been used to provide policyguidance for emission control options to reduceground-level ozone to acceptable limits. In thesummer of 1997 a Canadian pilot project was initiatedto provide real-time forecasts of ground-level ozonein the southeastern part of the province of NewBrunswick in eastern Canada. With the emergence of fine Particulate Matter(PM2.5) as a health concern, efforts are underwayin Canada to develop a “unified'' regional air-qualitymodel that will address the combined impacts ofvarious pollutants in the atmosphere. In this effortthe atmosphere is viewed as a single entity where theimpacts of multiple pollutants are considered at thesame time.

    Notes: Abstract Cohen et al. [16] suggest that in order to explore ways to bring climate change (CC) and sustainable development (SD) research together, it is necessary to develop more heuristic tools that can involve resource users and other stakeholders. In this respect, this paper focuses on methodological development in research to study climate change impacts and regional sustainable development (RSD). It starts with an introduction of an integrated land assessment framework (ILAF) which is part of the integrated phase of the Mackenzie Basin Impact Study (MBIS) in Canada.     Notes: Abstract Within the CLEAR project a new approach to integrated assessment modelling has been developed for the participatory integrated assessment of regional climate change involving citizens' focus groups. The climate change decision problem was structured by focusing separately on climate impacts and mitigation options. The attempt was made to link the different scales of the problem from the individual to the global level. The abstract topic of climate change was related to options on the level of a citizen's individual lifestyle. The option of a low energy society was emphasised in order to embed the climate change decision problem in a wider range of societal concerns. Special emphasis was given to the characterisation and communication of uncertainties. The chosen approach allows different kinds of uncertainties in one framework to be addressed. The paper concludes with a summary of the experience made, and recommendations for the use of models in participatory integrated assessments.

    Notes: Abstract The potential ecological impact of ongoing climate change has been much discussed. High mountain ecosystems were identified early on as potentially very sensitive areas. Scenarios of upward species movement and vegetation shift are commonly discussed in the literature. Mountains being characteristically conic in shape, impact scenarios usually assume that a smaller surface area will be available as species move up. However, as the frequency distribution of additional physiographic factors (e.g., slope angle) changes with increasing elevation (e.g., with few gentle slopes available at higher elevation), species migrating upslope may encounter increasingly unsuitable conditions. As a result, many species could suffer severe reduction of their habitat surface, which could in turn affect patterns of biodiversity. In this paper, results from static plant distribution modeling are used to derive climate change impact scenarios in a high mountain environment. Models are adjusted with presence/absence of species. Environmental predictors used are: annual mean air temperature, slope, indices of topographic position, geology, rock cover, modeled permafrost and several indices of solar radiation and snow cover duration. Potential Habitat Distribution maps were drawn for 62 higher plant species, from which three separate climate change impact scenarios were derived. These scenarios show a great range of response, depending on the species and the degree of warming. Alpine species would be at greatest risk of local extinction, whereas species with a large elevation range would run the lowest risk. Limitations of the models and scenarios are further discussed.

    Notes: Abstract The involvement of the calcium and phosphoinositide intracellular regulatory systems in the molecular-cellular mechanisms of adaptation of the brain to hypoxia induced by transient anoxia were studied in slices of rat olfactory cortex. Anoxia lasting 2 min initiated the development of moderate but stable activation of intracellular regulatory systems during the reoxygenation period, with increases in binding of Ca2+ to intracellular hydrophobic domains and increases in the level of polyphosphoiositide metabolism. During this period, cells in the slices released neuromediator factors into the perfusion fluid; transfer of these to recipient slices induced similar changes in the activities of intracellular regulatory system components in the recipient slices. After anoxia lasting 10 min, NMDA-mediated pathogenic hyperactivity of the calcium and phosphoinositide systems developed. Preliminary moderate activation of these systems by transient anoxia or neuromodulator factors released by cells in response to transient anoxia prevented disruption of intracellular regulatory system activity induced by subsequent longer-lasting anoxia.

    Notes: Abstract This review presents published data and results from our own studies providing evidence for the important role of volume, non-synaptic transmission of adaptogenic signals in the mechanisms forming the long-term adaptive reactions of the brain. The importance of chemical factors involved in volume transmission and secreted by cells in this process is discussed. Special attention is paid to peptides—possible mediators of volume transmission of adaptive-type signals. Evidence has been obtained for the presence of peptides and their role in the mechanism of development of adaptive brain reactions of different origins, especially those arising in response to tetanic stimulation of neurons and transient hypoxic stress. An original method for testing for the effects of neuromodulator factors released by cells in donor slices subjected to these treatments on recipient slices was used to show that these factors had pronounced effects on synaptic transmission and could induce long-term potentiation of synaptic transmission, protecting against functional derangements due to prolonged anoxia. Blockade of protein synthesis in donor slices subjected to adaptogenic treatments suppressed the appearance of these effects. The review concludes with a discussion of the mechanisms of interaction of the synaptic and volume transmission of signals involved in forming long-term adaptive brain reactions.

    Notes: Abstract The recently developed natural radon tracer method has potential as a rapid, low‐cost, nondestructive, and noninvasive method for quantifying NAPL contamination. In the subsurface, radon‐222 (radon) is produced by the decay of naturally occurring radium‐226 contained in the mineral fraction of aquifer solids. In groundwater radon occurs as a dissolved gas, with a half‐life of 3.83 days. In the absence of NAPL, the radon concentration in groundwater quickly reaches a maximum value that is determined by the mineral composition of the aquifer solids, which controls the rate of radon emanation. In the presence of NAPL, however, the radon concentration in the groundwater is substantially reduced due to the preferential partitioning of radon into the organic NAPL phase. A simple equilibrium model and supporting laboratory studies show the reduction in radon concentration can be quantitatively correlated with residual NAPL saturation. Thus, by measuring the spatial distribution in radon it may be possible to identify locations where residual NAPL is present and to quantify the NAPL saturation. When the basic processes of partitioning, radon emanation from the aquifer solids, and first‐order decay are incorporated into an advective/dispersive transport model, good agreement is obtained with the results of laboratory and field experiments. Model sensitivity analyses shows many factors can contribute to the radon concentration response, including the length of the NAPL zone, NAPL saturation, groundwater velocity, porosity, and radon emanation. Thus, care must be taken when applying the radon method to locate and quantify NAPL contamination in the subsurface.

    Notes: Abstract The statistical distribution of von Mises stress in the trabeculae of human vertebral cancellous bone was estimated using large-scale finite element models. The goal was to test the hypothesis that average trabecular von Mises stress is correlated to the maximum trabecular level von Mises stress. The hypothesis was proposed to explain the close experimental correlation between apparent strength and stiffness of human cancellous bone tissue. A three-parameter Weibull function described the probability distribution of the estimated von Mises stress (r2) 〉 0.99 for each of 23 cases). The mean von Mises stress was linearly related to the standard deviation (r2=0.63) supporting the hypothesis that average and maximum magnitude stress would be correlated. The coefficient of variation (COV) of the von Mises stress was nonlinearly related to apparent compressive strength, apparent stiffness, and bone volume fraction (adjusted r2=0.66, 0.56, 0.54, respectively) by a saturating exponential function [COV=A+B exp(−x/C)]. The COV of the stress was higher for low volume fraction tissue (〈0.12) consistent with the weakness of low volume fraction tissue and suggesting that stress variation is better controlled in higher volume fraction tissue.     Notes: Abstract Winter tourism and mountain agriculture are the most important economic sectors in a major part of the Swiss Alps. Both are highly sensitive to changing climatic conditions. In the framework of the CLEAR project, results from climate impact research in the field of tourism and agricultural production were used to investigate the perception of climatic change by stakeholders and to assess possible adaptations. We used a participatory integrated assessment (PIA) to involve the knowledge, values and experiences of the various social actors in tourism and agriculture (e.g., skiers, tourism managers, farmers) in the research process. Whereas climate change may have various severe direct impacts on the tourism industry, depending on the region, agricultural production may generally benefit from changed climatic conditions. But because of the dependence of farmers on “off-farm” income, the loss due to declining winter tourism in specific areas may cause more important indirect effects. However, the two sectors may adapt actively by choosing from a variety of strategies, and the loss of income from the tourism industry may support the re-evaluation of the various functions agriculture plays in mountain regions, beyond the production of food. The study demonstrates the suitability of the PIA approach to elucidate the interactions between different stakeholders and their perception of the climate change phenomena. A similar participatory approach could be a useful tool to transfer research results and expert knowledge to the political process addressing adaptations to climate change.

    Notes: Abstract This paper analyzes future carbon emissions inequality using a group decomposition of the Gini index. Business-as-usual projections to the year 2100 for 135 countries show inequality in per capita emissions declines slowly. Next, the impact on emissions levels and inequality of the Kyoto Protocol and other abatement proposals for Annex II countries in 2010 are measured, with a focus on the gap-narrowing and reranking effects. Substantial reranking of per capita emissions between Annex II and non-Annex II countries will not occur unless the former reduce their emissions by at least 50% (versus 1990 levels) and the latter continue growing unabated.

    Notes: Abstract A standard framework is presented as an underlying model for the discounting debate. Views and proposals for the techniques and rates of discounting are assessed. Alternative modeling frameworks for studying intergenerational equity issues are evaluated with the result that the basic insights they provide do not differ very much. Results from model experiments involving different discount rate proposals show that fudging the discount rate does not lead to efficient climate policy. Three major clusters of opinions are identified regarding the applicability of cost-benefit analysis to the climate change problem and the appropriate discount rate to use. It is concluded that under some very special circumstances the cost-benefit rule should be abandoned and cost-effective strategies implying standard discount rates should be sought to reach clearly defined and justified environmental targets.

    Notes: Abstract Background.Physiologic monitors present an influx of numerical data that can be overwhelming to the clinician. We combined several parameters in an effort to reduce the amount of information that must be continuously monitored including oxyhemoglobin saturation by pulse oximetry, end-tidal CO2 concentration, arterial blood pressure, and heart rate into an integrated measure – the health stability magnitude (HSM). The HSM is computed for a pre-determined basal period, the reference HSM (RHSM), and recalculated continuously for comparison with the baseline value. In this study we present the HSM concept and examine changes in the HSM during abdominal aortic aneurysm surgery. Materials and methods.After IRB approval, nine patients were studied. The anesthesiologist recorded all significant intra-operative events. Within a defined time interval, data were recorded and used to calculate a combined parameter, the HSM. The baseline or reference value of this index (RHSM) was calculated after the induction of anesthesia. Individual HSM values were repeatedly calculated for ten second periods after the RHSM value was established. A 〉 30% deviation of the HSM from the RHSM was considered significant. Deviations in the HSM were compared with events recorded by the anesthesiologist on a paper record and with there cord from an electronic record-keeping system. The deviation observed between two consecutive HSMs, called dHSM, was plotted against HSM to construct a contour diagram of data from all patients to which individual cases could be compared. Results.The plot showed that dHSM vs. HSM values were tightly clustered. The inner contour on the distribution plot contained 90% of values. Individual patient’s time course, projected on this diagram, revealed deviations form “normal” physiology. Fifty-nine events led to 〉 30% deviations in the HSM; 27 were anticipated events and 32 were unanticipated. Conclusion.The correlation between HSM and dHSM depicts changes in multiple monitored parameters that can beviewed using a single graphical representation. Projection of individual cases on the contour diagram may help the clinician to distinguish relative intraoperative stability from important events. Data reduction in this manner may guide clinical decision-making in response to unanticipated or unrecognized events.

    Notes: Abstract Objective.Pulse oximetry (SpO2) is the noninvasivestandard for monitoring arterial oxygen saturation in patients undergoinganesthesia, but is subject to external interference by motion artifact,peripheral vasoconstriction, and low cardiac output. We hypothesized thatoximetry signals could be acquired from the esophagus when peripheral pulseoximetry is unobtainable. Therefore, we tested an esophageal stethoscope whichincorporates transverse oximetry photodetectors and emitters in patientsundergoing coronary bypass surgery. Methods.Immediately afterinduction of general anesthesia in 10 coronary artery bypass (CABG) patients,Criticare and Nellcor digital probes were positioned on the left hand,concurrent with placement of an esophageal SpO2 probe. A computerrecorded 5,910 matched oximetry signals every 15 sec during an average of 2.5hrs. All SpO2 measurements were before, and immediately afternon-pulsatile, hypothermic cardiopulmonary bypass. Data represent thepercentage (median value [range]) of the total monitored time thata SpO2 value was displayed. Results.The Nellcor (99.8%,range 6.5–100%) and Criticare (99.7%, range 36.6–100%) acquiredand displayed saturation signals more frequently (p= 0.003) than theesophageal monitor (75.3%, range 42.1–95.8%). The two standard digitaloximeters had a mean difference of 0.9%, with a standard deviation of thedifferences of 0.9. The esophageal probe had a mean difference of −5.2%and −4.8%, with standard deviation of differences of 8.0 and 7.7(compared to the Nellcor and Criticare monitors, respectively). Asecond-generation prototype shielded from electrocautery interference wastested in an additional 4 patients. The shielded prototype displayed signalsmore frequently (96.7%, range 68.4–100%) than the original esophagealprototype. Conclusions.Digital pulse oximetry failure is common inCABG patients, probably because of marginal cardiac output and peripheralvasoconstriction associated with hypothermia. Our study could not confirm thatesophageal technology, which utilizes the esophagus as a site oftransflectance oximetry, was superior to conventional digital pulse oximetry.

    Notes: Abstract Objective.Doppler corrected flow time (i.e., corrected leftventricular ejection time) as a noninvasive tool for assessing hemodynamicchanges has been previously reported for adult patients. Its use inpaediatrics seems to be worthwhile but no data concerning its accuracy arepresently available in this population. The purpose of this work was to studythe relationships between corrected flow time (FT) and indices of systemicvascular resistance (SVR) and of myocardial contractility in healthy children.Methods.Twenty healthy children performed a graded maximal bicycleexercise in order to induce physiological hemodynamic alterations. Hemodynamicparameters were measured with an echocardiography-Doppler at rest and withina few minutes of post exercise. Cycle time (RR), mean aortic flow velocity,mean systolic velocity (MSV), FT, peak velocity (PV), and stroke distance weremeasured on the Doppler aortic velocity waveform. Cardiac index (CI) and SVRwere calculated from the classical volumetric equation. Corrected FT wascalculated by using Bazett's formula (FTb =FT/√) and a simplified formula FTc =FTmeasured + [1.29 ċ (HR −60)]. Results.Post exercise, SVR, RR, FT, decreased, while CI,PV and MSV increased and stroke distance remained unchanged. After multipleregression analysis no significant correlation between SVR and FTband SVR or FTc was noted. A significant correlation appearedbetween FTb and, respectively, PV (r= −0.83; p〈 0.001), stroke distance (r= 0.78; p〈 0.001)and RR (r= −0.52; p = 0.0016). A significantcorrelation was also shown between FTc and, respectively, PV(r = −0.71; p 〈 0.001) and stroke distance(r = 0.63; p 〈 0.001) but not with RR. Conclusions.These results show that the use of Bazett's formula correct FT couldlead to hemodynamic misinterpretations, because it does not rule out all theheart rate effect. Moreover, in healthy children corrected FT appears as aninaccurate index to monitor physiological afterload alterations, because ofthe involvment of other hemodynamic factors such as contractility in itsvariation.

    Notes: Abstract Objective. We sought to improve the realism of our patient simulation environment by developing a simulation of the arterial-line monitoring system. Properties of the system we wished to depict were: electro-mechanical delay between ECG and radial artery pressure, beat to beat amplitude variability and respiratory variation, realistic looking pulse pressure in hypertensive and hypotensive states, a functional link to the stopcock and transducer flush, and filtering characteristics of the measurement system. Methods. A standard clinical pressure transducer and stopcock were modified to provide data about their state to a personal computer. A software program was written to modify the arterial pressure waveform from a patient simulator according to the pressure transducer and stopcock state as well as user settings to produce a new waveform. Results. All of the desired improvements in the realism of the arterial waveform were implemented.Conclusions.The realism of scenarios using the patient simulator is enhanced by having the arterial-line monitoring system more accurately simulated.

    Notes: Abstract Objective. The bispectral index (BIS) is a complex EEG parameter which integrates several disparate descriptors of the EEG into a single variable. One of the subparameters incorporated in the BIS is the suppression ratio, quantifying the percentage of suppression during burst suppression pattern. The exact algorithm used to synthetize the information to the BIS value is unpublished and still unknown. This study provides insight into the integration of the suppression ratio into the BIS algorithm. Methods. EEG data of 10 healthy volunteers during propofol infusion were analyzed. Propofol concentrations were ramped up to 4 predetermined concentrations (1, 2, 3, 4, 6, 8, 9, or 12 µg/ml) using a computer controlled infusion pump (STANPUMP). EEG recordings were performed with an Aspect A-1000 EEG monitor (Version 3.22). The relationship of the processed EEG variables bispectral index and suppression ratio, calculated by the Aspect A-1000 monitor, was analyzed. Results. Up to 40% suppression ratio the average BIS values remained constant regardless of suppression ratios (r= 0.13). Beyond a suppression ratio of 40%, BIS and suppression ratio were invariably linearly correlated (r= −1). At a suppression ratio ≥ 40% the BIS value could be calculated as BIS = 50 – suppression ratio/2. Conclusions. Suppression ratio values 〉 40% are linearly correlated with BIS values from 30 to 0. An increasing anesthetic drug effect resulting in an increase of the duration of suppression to a suppression ratio up to 40% is not adequately reflected by the BIS value.

    Notes: Abstract Poor knowledge of links between desertification and globalclimate change is limiting funding from the Global Environment Facility foranti-desertification projects and realization of synergies between theConvention to Combat Desertification (CCD) and the FrameworkConvention on Climate Change (FCCC). Greater convergence betweenresearch in the two fields could overcome these limitations, improve ourknowledge of desertification, and benefit four areas of global climate changestudies: mitigation assessment; accounting for land cover change in thecarbon budget; land surface-atmosphere interactions; and climate changeimpact forecasting. Convergence would be assisted if desertification weretreated more as a special case in dry areas of the global process of landdegradation, and stimulated by: (a) closer cooperation between the FCCCand CCD; (b) better informal networking between desertification and globalclimate change scientists, e.g. within the framework of theIntergovernmental Panel on Climate Change (IPCC). Both strategies wouldbe facilitated if the FCCC and CCD requested the IPCC to provide ascientific framework for realizing the synergies between them.

Hydrological responses of fifteenhypothetical climate change scenarios (e.g.combinations of ΔT = +1, +2 and +4 °C andΔP = 0, ± 10%, ± 20%) were simulated by a conceptual monthly water balance model. The results suggest thatall the hypothetical climate change scenarios wouldcause major decreases in winter snow accumulation.Significant increase of winter flow and decrease ofspring and summer runoff were resulted from mostscenarios. Attendant changes in actualevapotranspiration were also examined for all climatechange scenarios. Despite the changes in seasonaldistribution of evapotranspiration, the change inannual total evapotranspiration was relatively smallwith the maximum change of 23% compared with the 76%for mean annual snow water equivalent changes and 52%for mean annual runoff changes. Such hydrologicresults would have significant implications on futurewater resources design and management.

    Notes: Abstract Global Rivers Environmental Education Network (GREEN) is an international network that seeks to bring students, teachers, and communities in the world closer together through the bond of studying and improving our river systems. The network is an expanding global communication system that invites participants to analyze watershed usage, monitor the quality and quantity of river water, reflect on ways that land and water usage and cultural perceptions influence river systems, and present their findings and recommendations to appropriate governmental and nongovernmental organizations. The pedagogical model that GREEN has been working under is “Action Research and Community Problem Solving (ARCPS).” It is a process that enables students and teachers to participate more fully in the planning, implementation, and evaluation of educational activities aimed at resolving an issue that the learners have identified. Some of the cornerstones of the instructional approaches are watershed analysis, experiential learning, interdisciplinary orientation, integrated problem solving, action-taking, and the support of networks. GREEN encourages classrooms to consider a cross-cultural component to their watershed education program in an effort to further global citizenship by linking students, teachers, and community members from different regions of the world.

CISNet is composed of intensive, long-term monitoring and research sites around the U.S. marine and Great Lakes coasts. In this partnership, EPA and NOAA are funding research and monitoring programs at pilot sites that utilize ecological indicators and investigate the ecological effects of environmental stressors. NASA is funding research aimed at developing a remote sensing capability that will augment or enhance in situresearch and monitoring programs selected by EPA and NOAA. CISNet has three objectives: 1) to develop a sound scientific basis for understanding ecological responses to anthropogenic stresses in coastal environments, including the interaction of exposure, environment/climate, and biological/ecological factors in the response, and the spatial and temporal nature of these interactions, 2) to demonstrate the value of developing data from selected sites intensively monitored to examine the relationships between changes in environmental stressors, including anthropogenic and natural stresses, and ecological response, and 3) to provide intensively monitored sites for development and evaluation of indicators of change in coastal systems.

    Notes: Abstract The San Francisco Estuary Regional Monitoring Program for Trace Substances (RMP) began in 1993 and is sponsored by 74 local, state, and federal agencies and companies through their discharge or Bay use permits. The RMP monitors water, sediment, toxicity, and bivalve bioaccumulation at 25 sites in the Bay that are considered to represent "background" conditions. Several major environmental issues have been identified by the RMP. Polychlorinated biphenyls and mercury were often above water quality guidelines, and often occurred in fish tissues above U.S. Environmental Protection Agency (U.S. EPA) screening values. Concentrations do not appear to be decreasing, suggesting continuing inputs. Episodes of aquatic toxicity often occurred following runoff events that transport contaminants into the Bay from urbanized and agricultural portions of the watershed. Sediment toxicity occurred throughout the Bay, and has been correlated with concentrations of specific contaminants (chlordanes, polynuclear aromatic hydrocarbons) at some locations; mixtures of contaminants were probably also important. Since the RMP does not monitor all ecosystem components, assessments of the overall condition of the Bay cannot be made. However, in terms of contamination, the RMP samples suggest that the South Bay, and North Bay sites are moderately contaminated.

    Notes: Abstract Increasing concentrations of atmospheric carbon dioxide CO2 have a beneficial effect on crop production that would tend to offset some of the economic losses that might be generated in some areas by the climatic effects of atmospheric CO2 and other greenhouse gases. Previous estimates of the economic benefits of CO2 fertilization on world crop production, however, were based on the assumption that percent changes in supply are equal to percent changes in yield. This assumption is not valid, however, because it confounds changes in supply with changes in quantity supplied. This error leads to an overestimation of the real economic benefits of CO2 fertilization by 61–166%. The effects of CO2 fertilization on crop production, therefore, will reduce some of the potential damages caused by the climatic impacts of greenhouse gases, but by significantly less than that indicated in earlier research.

    Notes: Abstract This paper demonstrates the ability of Polish agriculture to adapt to predicted climate change according to GISS and GFDL scenarios. Both climate-change scenarios will significantly affect farming conditions in Poland through water deficit, shifts in planting and harvesting seasons, changes in crop yields and crop structure. Neither scenario seems to endanger the self-sufficiency of Poland as long as preventative measures are taken. Moreover, the realization of GISS creates the possibility of a surplus in production. It must be emphasized that regardless of the scenario, the adaptation of agriculture to an expected climate change cannot be handled by the farming community itself.

    Notes: Abstract A large part of the Central Asian region is located within the inner flow of the Aral Sea basin. The water resources are formed from renewed superficial and underground waters of natural origin, and also with returnable waters. The intensive increase of water intake, that took place in the second half of the twentieth century caused practically complete assimilation of the river inflow. That was the main reason for the Aral Sea crisis. On the basis of the analysis of long periodical rows of observation by meterological and hydrological stations, the estimation of regional water resources and calculations of changes of some components of the hydrological cycle due to the expected climate changes are presented. Measures for adaptation in the southern part of the Aral Sea region are considered.

Annual average precipitation would raise slightly, but the increment could be 4% in northeastern China. The increment of annual mean runoff could rise over 6% in the northeastern area, and decrease in the other regions 1.4 to 10.5%. The increased water shortage due to climate change could achieve 160 to 5090 million m3 in some areas of China. Financial loss due to the lack of water could reach 1300 million yuan, and up to 4400 million yuan in serious drought years in the Beijing-Tianjin-Tangshan area.

    Notes: Abstract Management for the future sustainability and integrity of our nation's ecological resources requires concepts and tools for measuring status and trends in these resources at multiple spatial and temporal scales and at multiple levels of biological organization. Key elements of this process are ecologically meaningful indicators and cost-effective monitoring designs. The Environmental Monitoring and Assessment Program (EMAP) advances the science needed for measuring ecosystem condition and trends. Most recently the EMAP approach has been successfully used by participants in the Mid-Atlantic Integrated Assessment (MAIA), including EPA's Office of Research and Development, EPA's Region III, and the States of the Mid-Atlantic. The participants in MAIA have produced a regional landscape atlas, state of the estuaries report, and state of the streams report. The work in MAIA is currently moving from monitoring into the assessment phase. The Western EMAP Pilot (Western Pilot), will be a test of our current MAIA indicators and technology for applicability in western ecosystems. New indicators and designs may be needed in the Western Pilot for assessments at the level of EPA's Regions, of the states, and of the Tribes; these assessments will be done so that they can be combined to provide regional assessments. Our coastal monitoring program in the Western estuaries will also be initiated shortly. Subsequently, this will be expanded to the Gulf and Atlantic coasts to provide the current condition of our national estuaries. By continuing to improve the science of monitoring, EMAP researchers will remove data gaps and allow the unequivocal assessment of the health of the nation's resources.

    Notes: Abstract The concentrations of ozone, NO2 and SO2, measured with a DOAS system 70 m above ground level in the city of Graz were compared with data from conventional ground stations. The dependence of vertical trace-gas distributions on stability categories and time of the day or year was investigated. Concerning the maximum ozone concentrations in summer, the DOAS data are representative for the ground-level situation. In average, the concentrations 70 m above ground are more than twice the ground-level concentrations. It has been shown that beside the reaction with NO, dry deposition is an important sink for ozone near the surface. The DOAS NO2-concentrations are representative for ground-level conditions in summer, except for the morning maximum of NO2. In winter the DOAS NO2-concentrations amount for 73% of the ground level values in average. Concerning the slow reacting trace gas SO2, the DOAS data are always representative for the ground-level conditions.

    Notes: Abstract Mercury (Hg) in the aquatic ecosystem of Clear Lake has been documented since the 1970s when fishes were found to have elevated levels of toxic methyl mercury (meHg). Mining practices at the Sulphur Bank Mercury Mine (active intermittently from 1872–1957) along the shoreline of Clear Lake included the bulldozing of waste rock and overburden ore into the shallow nearshore regions of the lake and the creation of steeply sloped piles of waste rock at the water's edge. This process, plus erosion of the waste rock piles, resulted in the accumulation of an estimated 100 metric tons of Hg in Clear Lake. A monitoring program to assess Hg in Clear Lake was established in 1992, and conducted continuously from 1994. Drought conditions in California had persisted for ca. 6 yrs prior to 1992, when the U.S. Environmental Protection Agency (USEPA) remediated the steeply sloped eroding waste rock piles, which appeared to reduce sediment Hg concentrations significantly. In April 1995, a white flocculent material was observed in Clear Lake adjacent to the mine and has been observed every year since, leading to the discovery of ongoing acid mine drainage (AMD), low pH fluids high in Hg and extremely high in sulfate. AMD is now believed to be the most likely cause of elevated meHg in Clear Lake. The discovery of this source of meHg production in Clear Lake, which will significantly influence remedial options, was only made possible by implementation of a diligent monitoring program.

Specimens of 33 cm long were used throughoutthe research. The investigation was carried out under differentconditions of water temperature, pH and total dissolved solidsconcentration and at different durations of exposure. The VCMconcentration in the water was evaluated using the gaschromotography (GC)/head-space technique. A VCM concentration ofmore than 2.5 ppb was detected after 30 days of exposure at45 °C. The initial VCM concentration in the uPVC pipewas predicted using equations derived from Fick's first law ofdiffusion. Water tenperature did not affect the migration ofVCM, unless it was raised to high values (i.e. 45 °C).Total dissolved solids (TDS) and pH of water were found toaffect the release of VCM from uPVC pipes. Diffusion rate of VCMwas predicted as a function of pH or TDS values.

    Notes: Abstract Long-term charcoal production in small private charcoal kilns (CK) in Eastern Bieszczady Mts. (SE Poland) can cause local smoke contamination of the ambient forest environment. Responses of model soil systems, contaminated or not contaminated by CK smoke, to contrasting combinations of hydrothermic regimes were compared in laboratory microcosms (respiration of soil community, decomposition rate of soil organic matter and cotton stripes, herb seeds germination were studied). The majority of the obtained data show a markedly higher level of soil biological activity in the CK versus the control series. In some cases CK and control soil systems show different patterns of reactions to the tested combinations of microclimate regime. These phenomena should at least partly be attributed to the effects of CK pollution.

    Notes: Abstract Adaptation in response to anthropogenic climate change seeks to maintain viability by maximising benefits and minimising losses. It is necessary because some climatic change is now inevitable, despite the international focus on mitigation measures. Indeed, the measures agreed at Kyoto would by themselves result in only a small reduction in the climate changes to be expected over the next century. Discussion of the expected changes and possible impacts leads to the following conclusions regarding climate change scenarios in relation to impacts and adaptation: • Climate change in the foreseeable future will not be some new stable "equilibrium" climate, but rather an ongoing "transient" process; • Climate change predictions relevant to impacts on most sectors and ecosystems are still highly uncertain; • There is a need for a greater focus on developing countries and tropical regions, and on relevant key variables, including the magnitude and frequency of extreme events; • The focus should shift from single predictions, or extreme ranges of uncertainty, to risk assessment; • Thresholds critical to impacted sectors and ecosystems should be identified, and expressed as functions of climatic variables; • Planned adaptations will be necessary to cope with multiple stresses, including those due to non-climatic changes; • A major task of adaptation science is to identify the limits of adaptation, i.e., to identify "dangerous levels of greenhouse gases" beyond which adaptation becomes impractical or prohibitively expensive.

    Notes: Abstract If current trends continue, human activities will drastically alter most of the planet's remaining natural ecosystems and their composite biota within a few decades. Compounding the impacts on biodiversity from deleterious management practices is climate variability and change. The Intergovernmental Panel on Climate Change (IPCC) recently concluded that there is ample evidence to suggest climate change is likely to result in significant impacts on biological diversity. These impacts are likely to be exacerbated by the secondary effects of climate change such as changes in the occurrence of wildfire, insect outbreaks and similar disturbances. Current changes in climate are very different from those of the past due to their rate and magnitude, the direct effects of increased atmospheric CO2 concentrations and because highly modified landscapes and an array of threatening processes limit the ability of terrestrial ecosystems and species to respond to changed conditions. One of the primary human adaptation option for conserving biodiversity is considered to be changes in management. The complex and overarching nature of climate change issues emphasises the need for greatly enhanced cooperation between scientists, policy makers, industry and the community to better understand key interactions and identify options for adaptation. A key challenge is to identify opportunities that facilitate sustainable development by making use of existing technologies and developing policies that enhance the resilience of climate-sensitive sectors. Measures to enhance the resilience of biodiversity must be considered in all of these activities if many ecosystem services essential to humanity are to be sustained. New institutional arrangements appear necessary at the regional and national level to ensure that policy initiatives and research directed at assessing and mitigating the vulnerability of biodiversity to climate change are complementary and undertaken strategically and cost-effectively. Policy implementation at the national level to meet responsibilities arising from the UNFCCC (e.g., the Kyoto Protocol) and the UN Convention on Biological Diversity require greater coordination and integration between economic sectors, since many primary drivers of biodiversity loss and vulnerability are influenced at this level. A case study from the Australian continent is used to illustrate several key issues and discuss a basis for reform, including recommendations for facilitating adaptation to climate variability and change.

    Notes: Abstract Global climate change is likely to have a range of consequences for human health as a result of disturbance or weakening of the biosphere's natural or human-managed life support systems. The full range of potential human health impacts of global climate change is diverse and would be distributed differentially spatially and over time. Changes in the mortality toll of heatwaves and changes in the distribution of vector-borne infectious diseases may occur early. The public health consequences of sea level rise and of regional changes in agricultural productivity may not occur (or become apparent) for several decades. Vulnerability is a measure of both sensitivity to climate change and the ability to adapt in anticipation of, or in response to, its impacts. The basic modes of adaptation to climate-induced health hazards are biological, behavioural and social. Adaptation can be undertaken at the individual, community and whole-population levels. Adaptive strategies should not introduce new health hazards. Enhancement of the acknowledged public health infrastructure and intervention programmes is essential to reduce vulnerability to the health impacts of climate change. In the longer-term, fundamental improvements in the social and material conditions of life and in the reduction of inequalities within and between populations are required for sustained reduction in vulnerability to environmental health hazards.

    Notes: Abstract A mechanism has been established to improve integration of international climate-related programmes. Known as the Climate Agenda it outlines a programme, that in a cost-effective way, responds to national obligations to respond to international agreements as well as their national needs for social and economic development. The paper briefly describes the Climate Agenda and the incorporation within it of studies of climate impact assessments and response strategies to reduce vulnerability. The need for increased emphasis on climate impact assessment and for the development of effective adaptation measures is emphasised following the elaboration of a Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC). UNEP's efforts to identify national programmes contributing to the Climate Agenda are described. The response from developing countries has, however, been very disappointing, even from countries where we know work is ongoing through funding by GEF or US Country Studies Program and other bilateral programmes. Initial compilation of information available so far shows that many developed countries are putting a lot into the area of impact assessment of not just climate change, but also climate variability. There remain some research gaps, especially in the area of assessment of climate impacts on ecosystems, hydrological systems, etc. Considerable efforts are presently being directed at reduction of emissions of greenhouse gases and in the case of developing countries, most efforts are being directed towards completing national communications and providing baseline data for future studies. The paper refers to early activities by UNEP in cooperation with other international organizations to undertake integrated assessments of the impacts of climate change on important socio-economic sectors and the later incorporation of lessons learned into the IPCC Guidelines for Assessing Impacts of Climate Change. Later sections outline the development of a handbook on methods for climate change impact assessment and adaptation strategies as a practical approach to national assessments and the development of appropriate and cost-effective response to climate change. The initiation of a GEF-funded project to apply the methods contained in the handbook and improve the results based on national studies is also described for both developed and developing countries. Working in collaboration with a team of international experts under the coordination of the Institute of Environmental Studies at Vrije University (Amsterdam), the goal of this ongoing project is to develop a valuable methodological tool that Parties to the UNFCCC may apply to develop national climate change impact and adaptation assessments. Development of these guidelines was linked to a series of country studies in Antigua and Barbuda, Estonia, Cameroon and Pakistan funded under a UNEP/GEF project. The application of the first version of the UNEP Handbook by national study teams in these four countries is making valuable technical and practical contributions and will ensure that the next version of the Handbook will be a more useful tool for experts in developing countries undertaking similar studies in the future. The methods contained in the Handbook are also the basis for similar assessments funded under bilateral development programmes in other countries. These and similar studies elsewhere are coordinated with the UNEP programme and will eventually aim to create reliable and comparable assessments, a compatible set of tools for such purpose and the identification of realistic adaptation options for incorporation into national planning for adapting to climate change. The paper also addresses how climate impact assessment and response strategies are undertaken as part of national enabling activities carried out in co-operation with UNEP.

    Notes: Abstract This paper describes four global-change phenomena that are having major impacts on Amazonian forests. The first is accelerating deforestation and logging. Despite recent government initiatives to slow forest loss, deforestation rates in Brazilian Amazonia have increased from 1.1 million ha yr−1 in the early 1990s, to nearly 1.5 million ha yr−1 from 1992–1994, and to more than 1.9 million ha yr−1 from 1995–1998. Deforestation is also occurring rapidly in some other parts of the Amazon Basin, such as in Bolivia and Ecuador, while industrialized logging is increasing dramatically in the Guianas and central Amazonia. The second phenomenon is that patterns of forest loss and fragmentation are rapidly changing. In recent decades, large-scale deforestation has mainly occurred in the southern and eastern portions of the Amazon — in the Brazilian states of Pará, Maranhāo, Rondônia, Acre, and Mato Grosso, and in northern Bolivia. While rates of forest loss remain very high in these areas, the development of major new highways is providing direct conduits into the heart of the Amazon. If future trends follow past patterns, land-hungry settlers and loggers may largely bisect the forests of the Amazon Basin. The third phenomenon is that climatic variability is interacting with human land uses, creating additional impacts on forest ecosystems. The 1997/98 El Niño drought, for example, led to a major increase in forest burning, with wildfires raging out of control in the northern Amazonian state of Roraima and other locations. Logging operations, which create labyrinths of roads and tracks in forsts, are increasing fuel loads, desiccation and ignition sources in forest interiors. Forest fragmentation also increases fire susceptibility by creating dry, fire-prone forest edges. Finally, recent evidence suggests that intact Amazonian forests are a globally significant carbon sink, quite possibly caused by higher forest growth rates in response to increasing atmospheric CO2 fertilization. Evidence for a carbon sink comes from long-term forest mensuration plots, from whole-forest studies of carbon flux and from investigations of atmospheric CO2 and oxygen isotopes. Unfortunately, intact Amazonian forests are rapidly diminishing. Hence, not only is the destruction of these forests a major source of greenhouse gases, but it is reducing their intrinsic capacity to help buffer the rapid anthropogenic rise in CO2.

    Notes: Abstract Many developing countries, especially in Africa, contribute only very small amounts to the world total of greenhouse gas emissions. For them, the reduction of such emissions is not a priority, and the more important issue is to find ways to reduce their vulnerability to the projected climate change which is being imposed upon them largely as a result of emissions from developed countries. This priority does not accord with the ultimate objective of the United Nations Framework Convention on Climate Change, which is to achieve stabilization of greenhouse gas emissions. This paper reports upon studies in Uganda designed to help in the development of a national adaptation strategy, and addresses the need to reconcile such a strategy with the global priority accorded to mitigation and with national economic development priorities. Some features of a national climate change adaptation strategy are identified and questions are raised about the need for an international regime to facilitate and support adaptation.

The method detected a response to variationin the gross environmental condition of the lakes thatwas correlated across taxa and metrics. In addition,a differential response to near shore conditions wasdemonstrated for fish. The success of the approach inthis study lends support to its general application toecological monitoring involving complex data sets.

    Notes: Abstract Climate change impacts on African human settlements arise from a number of climate change-related causes, notably sea level changes, impacts on water resources, extreme weather events, food security, increased health risks from vector home diseases, and temperature-related morbidity in urban environments. Some coastlines and river deltas of Africa have densely populated low-lying areas, which would be affected by a rise in sea level. Other coastal settlements will be subjected to increased coastal erosion. Recent flooding in East Africa highlighted the vulnerability of flood plain settlements and the need to develop adaptive strategies for extreme weather events management and mitigation. In the semi arid and arid zones many settlements are associated with inland drainage water sources. Increases in drought will enhance water supply related vulnerabilities. Inter-basin and international water transfers raise the need for adequate legal frameworks that ensure equity among participating nations. Similarly, water supply and irrigation reservoirs in seasonal river catchments might fail, leading to poor sanitation in urban areas as well as food shortage. Hydroelectric power generation could be restricted in drought periods, and where it is a major contributor to the energy budget, reduced power generation could lead to a multiplicity of other impacts. States are advised to develop other sources of renewable energy. Temperature changes will lead to altered distribution of disease vectors such as mosquitoes, making settlements currently free of vector borne diseases vulnerable. Rapid breeding of the housefly could create a menace associated with enteric disorders, especially in conditions of poor sanitation. The dry savannahs of Africa are projected as possible future food deficit areas. Recurrent crop failures would lead to transmigration into urban areas. Pastoralists are likely to undertake more trans-boundary migrations and probably come into conflict with settled communities. Adaptive measures will involve methods of coastal defences (where applicable), a critical review of the energy sector, both regionally and nationally, a rigorous adherence to city hygiene procedures, an informed agricultural industry that is capable of adapting to changing climate in terms of cropping strategies, and innovations in environment design to maximise human comfort at minimum energy expenditure. In the savannah and arid areas water resource management systems will be needed to optimise water resource use and interstate co-operation where such resources are shared. Climate change issues discussed here raise the need for state support for more research and education in impacts of climate change on human settlements in Africa.

    Notes: Abstract The sodium arsenite method developed by Jacobs andHochheiser is one of the most widely used manualmethods for nitrogen dioxide (NO2) monitoring inambient air, particularly in developing countries. Asreported, the method gives 82% NO2 absorptionefficiency (NAE) in the concentration range from 40 to750 μg/m3, when only one impinger tube isemployed in the sampling train at a flow rate of 0.2lpm and for 24 h sampling duration. Accordingly,a uniform correction factor (0.82) is used indenominator to calculate the ultimate concentration ofNO2 in ambient air.In the present investigation, the effect oftemperature on absorption efficiency of NO2 isstudied employing four impinger tubes in series tocollect the maximum NO2 generated in the gasstream. The study conducted at 16, 26 and 36 °Ctemperatures shows maximum absorption efficiency(average) of 87.8% at 26°C in 1st impingertube. At lower and higher temperatures, it is foundconsiderably less. A suitable correction factor,therefore, must be applied to estimate actual NO2concentration in ambient air using arsenite method, intropical countries like India, where atmospherictemperature variations are large (less than 5°Cin winter and more than 45°C in summer).

    Notes: Abstract Monitoring at large geographic scales requires a framework for understanding relationships between components and processes of an ecosystem and the human activities that affect them. We created a conceptual model that is centered on ecosystem processes, considers humans as part of ecosystems, and serves as a framework for selecting attributes for monitoring ecosystems in the Sierra Nevada. The model has three levels: 1) an ecosystem model that identifies five spheres (Atmosphere, Biosphere, Hydrosphere, Lithosphere, Sociocultural), 2) sphere models that identify key ecosystem processes (e.g., photosynthesis), and 3) key process models that identify the "essential elements"that are required for the process to operate (e.g., solar radiation), the human activities ("affectors") that have negative and positive effects on the elements (e.g., air pollution), and the "consequences"of affectors acting on essential elements (e.g., change in primary productivity). We discuss use of the model to select attributes that best reflect the operation and integrity of the ecosystem processes.     Notes: Abstract We used a time series of satellite multispectral imagery for mapping and monitoring six classes of montane meadows arrayed along a moisture gradient (from hydric to mesic to xeric). We hypothesized that mesic meadows would support the highest species diversity of plants, birds, and butterflies because they are more moderate environments. We also hypothesized that mesic meadows would exhibit the greatest seasonal and interannual variability in spectral response across years. Field sampling in each of the meadow types was conducted for plants, birds, and butterflies in 1997 and 1998. Mesic meadows supported the highest plant species diversity, but there was no significant difference in bird or butterfly species diversity among meadow types. These data show that it may be easier to detect significant differences in more species rich taxa (e.g., plants) than taxa that are represented by fewer species (e.g., butterflies and birds). Mesic meadows also showed the greatest seasonal and interannual variability in spectral response. Given the rich biodiversity of mesic montane meadows and their sensitivity to variations in temperature and moisture, they may be important to monitor in the context of environmental change

    Notes: Abstract On request of the Dutch government a committee of the Health Council of the Netherlands has reviewed the role that results of field research in its broadest sense (i.e., including multi-species toxicity tests in the laboratory, research on model ecosystems et cetera) can play in ecotoxicological risk assessment for the authorisation of pesticides. The Committee believes that field research can provide valuable additional data about the exposure of non-target organisms and the resultant effects at population, community and ecosystem level. However, it frequently is unclear how these data might be used in reaching a decision about authorisation. To solve this problem, it is necessary to specify what is understood by “unacceptable damage”. Both more clearly formulated protection goals of the government and a better understanding of the ecological significance of effects are needed to clarify this. Furthermore, the Committee points out that the statistical power of field trials must be sufficient to allow for the detection of changes that might be regarded as ecologically relevant. Finally, it recommends keeping a finger on the pulse in relation to authorised pesticides by monitoring their presence in environmental compartments and by investigating their role in suddenly occurring mortality among conspicuous animal species, such as birds, fish and honeybees. This kind of research forms a safety net for substances that have been wrongly authorised.

    Notes: Abstract The Atlantic salmon (Salmo salar) resource of eastern Canada is impacted by acid rain in the Southern Upland (Atlantic Coast) area of Nova Scotia. Salmon runs in this area have become extinct in 14 rivers, are severely impacted in 20 rivers, and lightly impacted in 15 rivers. Water chemistry and fish communities in nine Southern Upland salmon rivers were studied from 1982 to 1996 as part of the effort to monitor the effects of the emission controlprograms in Canada and the United States. There hasbeen no statistically significant change in total ioncontent of Southern Upland river water, but there wasa significant decline in sulfate levels that was balanced by an increase in organic anions, and declines in calcium and magnesium that were balanced by increases in sodium and potassium. A geochemical scenario is proposed to account for these chemical changes. River water pH levels showed no overall linear trend, but at borderline toxicity sites the year-to-year variations in pH were correlated withchanges in juvenile salmon population densities. Tenfish species were collected, but none showed anysignificant overall time trend in population density.Fish species diversity was positively correlated with pH.

    Notes: Abstract Between 1993 and 1995 a system of six intensive monitoring stations in representative stands of Norway spruce (Picea abies), sessile oak (Quercus robur) and Scots pine (Pinus sylvestris) were installed in forests of Saxony (Germany), they are integrated in the European Level II - Programme. As a complementary system, and in addition to the annual nation-wide forest decline survey, 280 sites within the forest soil condition survey (European Level I - Programme) have been examined since 1992. The results of deposition monitoring show that until 1997 the acidity in precipitation and troughfall still was very high, despite of strong reductions in industrial emissions between 1989 and 1992. The annual fluxes (hydrological year 1996) of sulphur in throughfall ranged between 16 and 77 kg-ha-1, whereas the fluxes of total inorganic N varied between 17 and 46 kg-ha-1. The forest soils show high degrees of acidification with only low base saturation. In most cases the nutrient status of the soils has to be improved in the course of a regeneration programme in order to rebuild more natural forest ecosystems.

The mathematical simulation formula between theseparameters and refuse age were established based on the dataobtained from the testing landfill unit and justified by thedata obtained at the closed landfill units from 1989 to 1993.The long-term predictions for the leachate concentrations forthe Landfill were made using the mathematical simulation formulaestablished. It was predicted that the COD and BOD may bereached to the strictest standard for pollution control on municipal solid wastes landfill in China, i.e., COD 〈 100 mg L-1 and BOD 〈 30 mg L-1, after 15 yr natural attenuation. The time predicted for NH3-N concentrations to reach the discharging standard, 15 mg L-1, was found to be at least 23–26 yr or even longer. The predictions for concentrations of Cl-, turbidity, and pH values in leachate are also given. The natural attenuation of Cl- is the slowest and might be decreased to 200 mg Cl- L-1, the agricultural irritation standard, after at least 58 yr.

    Notes: Abstract The most commonly used water filtration technique involves coagulation and rapid rate filtration, either in conventional plants with flocculation and sedimentation, or in direct filtration plants in which the sedimentation process is omitted. Both versions of coagulation and filtration can be effective for controlling Giardia cysts and Cryptosporidium oocysts, but research done by several investigators has shown that coagulation and filtration must be operated very carefully to attain the best results. When filtered water turbidity is 0.1 ntu or lower, the process is most effective. Careful control of coagulation chemistry and of filtration rate increases, continuous monitoring of filtered water turbidity, and proper management of backwash water are keys to successful filtration.

    Notes: Abstract A survey was conducted of pesticide distribution in the water ofthe upper Jordan basin, due to the importance of its quality asthe main source of drinking water in Israel.A preliminary survey of pesticide distributers and farmersrevealed intensive use of many pesticides in agriculture. Fourof these were selected as targets for monitoring in the surfacewater of the region, at seven sampling stations. The highestresidue found was of aldicarb and its metabolites, with lowercontent of organophosphate and organochlorine insecticides. Noconcentrations reached the maximum levels permitted by the EPAfor drinking water, but recommendations were made, nonetheless,for continuous monitoring of pesticides in the region.Subsequent monitoring (1993–1997) showed a steady decrease in aldicarb residues.

Biological andphysicochemical parameters were measured over a periodof two years in an area with permanent hot waterdischarges from a thermoelectric plant. Thetemperature in the sampling area ranged from 23.5 to36 °C with differences between the coldest andthe hottest station from 5.3 to 9.2 °C.Photosynthetically active radiation (PAR) were reducedin the discharge area water column, due to turbulence.One hundred and one different taxa were identifiedwith a strong predominance of Diatoms. The chlorophylla concentration ranged from 0.3 to 6.1 μgL-1, with highest values of thephaeophytin:chlorophyll ratio found at the hottest station.The community structure did not show significativedifferences among sampling stations with respect totemperature variations. However, in the algalassemblages influenced by thermal discharges, it waspossible to observe alterations in the photosynthesisbehaviour. Phytoplankton response to short termphotosynthesis experiments was segregated according tocomposition and origin of microalgal assemblages.Samples with larger heterogeneous composition had moreconsistent oxygen production responses. Algalcommunities exposed to hot effluent showed differentdegrees of photosynthesis rate reduction,higher light requirements (〉500 μE m2 s-1)and lower temperature (25 °C) to achieve Pmaxthan algae sampled in sites without such exposure.

    Notes: Abstract As a Party to the United Nations Framework Convention on Climate Change, Israel is committed to develop a national inventory of anthropogenic emissions and removals of greenhouse gases. This paper presents the national inventory, which was developed according to the guidelines of the Intergovernmental Panel on Climate Change (IPCC). The inventory includes the following sectors: energy, industrial processes, agriculture, forestry and waste. In this paper, only the inventory of the direct greenhouse gases (CO2, CH4 and N2O) is presented. Emissions of these gases were converted to CO2 equivalent emissions by means of their Global Warming Potentials (a measure of the radiative effects of the different gases relatively to CO2). CO2 emissions from burning fossil fuels to produce energy are by far the largest source (50 million tons in 1996). The contribution of methane emissions from decomposition of landfilled municipal solid waste is second in importance (8 million tons of CO2 equivalent). Industrial processes emit about 2 million tons CO2 equivalent, the most important process being cement production. Agricultural emissions amount to about 2 million tons CO2 equivalent and are due to soil emissions of nitrous oxide, methane emissions from enteric fermentation in domestic livestock and N2O and CH4 emissions from animal waste management. Although most forests in Israel are in a growing stage and atmospheric CO2 is therefore removed to form biomass, this removal amounts to 0.4 million tons only and is very small as compared to emissions from other sectors. On a per capita basis, Israel's emissions of CO2 from fuel combustion are not far behind those of some of the most developed countries.

    Notes: Abstract Bleaching in stony-corals is the result of disruption of symbiosis between the coral hosts and photosynthetic microalgal endosymbionts (zooxanthellae). Coral bleaching events of unprecedented frequency and global extent have been reported during the last two decades. Recently, we demonstrated that bleaching of the coral Oculina patagonica in the Mediterranean Sea is caused by the bacterium Vibrio shiloi, when seawater temperature rises and allows the bacterium to become virulent. The first step in the infection process is host-specific adhesion of V. shiloi to O. patagonica via a β-galactoside receptor on the coral surface. The bacterium then penetrates into the coral tissue and produces extracellular materials which rapidly inhibit photosynthesis of zooxanthellae and bleach and lyse the algae. The inhibition of pothosynthesis is due to a low molecular weight, heat stable toxin and ammonia. Bleaching and lysis are due to a heat-labile, high molecular weight materials, probably lytic enzymes. Elevated temperature induces different virulence factors within the infectious agent of the disease, V. shiloi. Adhesion was found to be temperature-regulated. When the bacteria were grown at 16°C there was no adhesion to corals maintained at either 25°C or 16°. However, when the bacteria were grown at 25°C they adhered avidly to corals maintained at 16°C and 25°C. In addition, the production of lytic enzymes and the photosynthesis inhibitor was also found to be temperature dependent. Production of the latter toxin was ten times greater at 29°C than at 16°C, and extracellular protease was 5-fold higher in cultures grown at 29°C than at 16°C. The data presented here suggest an explanation for the correlation between elevated seawater temperatures and seasonal coral bleaching.

    Notes: Abstract Many governments use technology incentives as an important component of their greenhouse gas abatement strategies. These “carrots” are intended to encourage the initial diffusion of new, greenhouse-gas-emissions-reducing technologies, in contrast to carbon taxes and emissions trading which provide a “stick” designed to reduce emissions by increasing the price of high-emitting technologies for all users. Technology incentives appear attractive, but their record in practice is mixed and economic theory suggests that in the absence of market failures, they are inefficient compared to taxes and trading. This study uses an agent-based model of technology diffusion and exploratory modeling, a new technique for decision-making under conditions of extreme uncertainty, to examine the conditions under which technology incentives should be a key building block of robust climate change policies. We find that a combined strategy of carbon taxes and technology incentives, as opposed to carbon taxes alone, is the best approach to greenhouse gas emissions reductions if the social benefits of early adoption sufficiently exceed the private benefits. Such social benefits can occur when economic actors have a wide variety of cost/performance preferences for new technologies and either new technologies have increasing returns to scale or potential adopters can reduce their uncertainty about the performance of new technologies by querying the experience of other adopters. We find that if decision-makers hold even modest expectations that such social benefits are significant or that the impacts of climate change will turn out to be serious then technology incentive programs may be a promising hedge against the threat of climate change.
