    Beschreibung: The current status and future prospects of the capability to make transionospheric propagation predictions are addressed, highlighting the effects of the ionized media, which dominate for frequencies below 1 to 3 GHz, depending upon the state of the ionosphere and the elevation angle through the Earth-space path. The primary concerns are the predictions of time delay of signal modulation (group path delay) and of radio wave scintillation. Progress in these areas is strongly tied to knowledge of variable structures in the ionosphere ranging from the large scale (thousands of kilometers in horizontal extent) to the fine scale (kilometer size). Ionospheric variability and the relative importance of various mechanisms responsible for the time histories observed in total electron content (TEC), proportional to signal group delay, and in irregularity formation are discussed in terms of capability to make both short and long term predictions. The data base upon which predictions are made is examined for its adequacy, and the prospects for prediction improvements by more theoretical studies as well as by increasing the available statistical data base are examined.

    Beschreibung: Scintillation observations of equatorial irregularities by techniques such as in situ, radar backscatter, airglow, and total electron content are reviewed, with an emphasis on GHz measurements. New aspects of the spread-F analysis from ionograms are mentioned, followed by a discussion of scintillation morphology, and the longitudinal control of the equatorial scintillations is emphasized. A coordinated multitechnique observation of the equatorial irregularities is described in detail, the study being divided into two parts: (1) an examination of the large field-aligned irregularity structures and their association with discrete patches of scintillation activity, and (2) an investigation of the coexistence of km-scale-irregularities with meter scales and a description of the evolution of the irregularity and scintillation spectra during the various phases of irregularity generation and decay. Unsolved problems are also reviewed, e.g., it is stated that the effects of steep spatial gradients in the electron density structures and their subsequent erosion on both CW and pulse propagation need to be evaluated both from the point of view of theory and experiments.

    Beschreibung: Evidence is presented for the occurrence of natural irregularities at midlatitude based on scintillation measurements by the use of VHF and GHz transmission from geostationary satellites, and from satellite in-situ measurements. An effort to determine the phase and intensity scintillation effects during ionospheric heating is described along with proposed measurements related to the detection, lifetimes, and drift of artificial irregularities generated by ionospheric heating in the underdense mode.

    Beschreibung: A coordinated set of Atmospheric Explorer E (AE-E) satellite in situ, VHF radar backscatter, and scintillation measurements performed during 1977 over a common ionospheric volume is used to study the relationship between the plasma depletions or bubbles, the extended 3-m irregularity structures known as plumes, and bursts of scintillation activity or patches in the nighttime equatorial F region. The implications of the observed spatial structures and the level of ambient concentration on the generation of 3-m irregularities and scintillation modeling are discussed.

    Beschreibung: The microwave beam of the proposed Solar Power Satellite (SPS) at geosynchronous altitude is to be formed and directed by phase information derived from a pilot signal at 2.45 GHz transmitted from ground and received in a number of module locations on the SPS antenna. The frequency of the pilot signal was chosen to be sufficiently low as to avoid the effects of strong scattering by turbulence in the neutral atmosphere and yet high enough to avoid any possible refractive effects caused by the ionized upper atmosphere. The propagation of the uplink pilot signal through the ionosphere which contains natural and possibly some artificial irregularities, was studied.
