    Description: Leber's hereditary optic neuropathy is a maternally inherited disease resulting in optic nerve degeneration and cardiac dysrhythmia. A mitochondrial DNA replacement mutation was identified that correlated with this disease in multiple families. This mutation converted a highly conserved arginine to a histidine at codon 340 in the NADH dehydrogenase subunit 4 gene and eliminated an Sfa NI site, thus providing a simple diagnostic test.     Description: The continued growth of human populations and of per capita consumption have resulted in unsustainable exploitation of Earth's biological diversity, exacerbated by climate change, ocean acidification, and other anthropogenic environmental impacts. We argue that effective conservation of biodiversity is essential for human survival and the maintenance of ecosystem processes. Despite some conservation successes (especially at local scales) and increasing public and government interest in living sustainably, biodiversity continues to decline. Moving beyond 2010, successful conservation approaches need to be reinforced and adequately financed.     Description: The induction of cytokine gene transcription is mediated in part by the nuclear factor of activated T cells (NF-AT). Factors involved in the mechanisms of NF-AT-mediated transcription are not well understood. A nuclear factor that interacted with the Rel homology domain (RHD) of NF-ATp was identified with the use of a two-hybrid interaction trap. Designated NIP45 (NF-AT interacting protein), it has minimal similarity to any known genes. Transcripts encoding this factor were enriched in lymphoid tissues and testes. NIP45 synergized with NF-ATp and the proto-oncogene c-Maf to activate the interleukin-4 (IL-4) cytokine promoter; transient overexpression of NIP45 with NF-ATp and c-maf in B lymphoma cells induced measurable endogenous IL-4 protein production.     Description: The Energetic X-ray Imaging Survey Telescope (EXIST), under study to be the Black Hole Finder Probe in NASA's Beyond Einstein Program, would image the sky every 95 min in the energy range 10-600 keV. Although the main scientific objectives of EXIST are the systematic, all-sky survey of heavily obscured AGNs and gamma-ray bursts, there is a substantial capability of EXIST for the observation of transient and persistent hard X-ray lines from several astrophysical sources.

    Description: We describe a probe-class mission concept that provides an unprecedented view of the X-ray sky, performing timing and 0.2-30 keV spectroscopy over timescales from microseconds to years. The Spectroscopic Time-Resolving Observatory for Broadband Energy X-rays (STROBE-X) has three key science drivers: (1) measuring the spin distribution of accreting black holes, (2) understanding the equation of state of dense matter, and (3) exploring the properties of the precursors and electromagnetic counterparts of gravitational wave sources. To perform these science investigations, STROBE-X comprises three primary instruments. The first uses an array of lightweight optics (3-m focal length) that concentrate incident photons onto solid state detectors with CCD-level (85-130 eV) energy resolution, 100 ns time resolution, and low background rates to cover the 0.2-12 keV band. This technology is scaled up from NICER, with enhanced optics to take advantage of the longer focal length of STROBE-X. The second uses large-area collimated silicon drift detectors, developed for ESA's LOFT, to cover the 2-30 keV band. These two instruments each provide an order of magnitude improvement in effective area compared with its predecessor (NICER and RXTE, respectively). Finally, a sensitive sky monitor triggers pointed observations, provides high duty cycle, high time resolution, high spectral resolution monitoring of the X-ray sky with ~20 times the sensitivity of the RXTE ASM, and enables multi-wavelength and multi-messenger studies on a continuous, rather than scanning basis. The STROBE-X mission concept is a rapidly repointable observatory in low-Earth orbit, similar to RXTE or Swift, and will be presented to the 2020 Astrophysics Decadal Survey for consideration as a probe-class mission.

    Description: Studying the physical processes occurring in the region just above the magnetic polesof strongly magnetized, accreting binary neutron stars is essential to our understanding of stellarand binary system evolution. Perhaps more importantly, it provides us with a natural laboratoryfor studying the physics of high temperature and density plasmas exposed to extreme radiation,gravitational, and magnetic fields. Observations over the past decade have shed new light on themanner in which plasma falling at near the speed of light onto a neutron star surface is halted. Recentadvances in modeling these processes have resulted in direct measurement of the magnetic fieldsand plasma properties. On the other hand, numerous physical processes have been identified thatchallenge our current picture of how the accretion process onto neutron stars works. Observationand theory are our essential tools in this regime because the extreme conditions cannot be duplicatedon Earth. This white paper gives an overview of the current theory, the outstanding theoreticaland observational challenges, and the importance of addressing them in contemporary astrophysicsresearch.

    Description: Moon Burst Energetics All-sky Monitor (MoonBEAM) is a CubeSat concept of deploying gamma-ray detectors in cislunar space to increase gamma-ray burst detections and improve localization precision with the timing triangulation technique. A gamma-ray instrument in cislunar orbit will have greatly reduced sky blockage compared to instruments in low Earth orbit. Working in conjunction with another instrument in low Earth orbit, MoonBEAM can also help constrain the arrival direction of the wavefront to an annulus on the sky by utilizing the light arrival times between the different orbits. This method has been demonstrated by the Interplanetary Gamma- Ray Burst Timing Network. However, delays in data downlink for instruments outside the Tracking and Data Relay Satellite network prevent rapid follow-up observations. We present here a gamma-ray CubeSat concept in Earth-Moon L3 halo orbit that is capable of faster response and provide a timing baseline for localization improvement. Such an instrument would aid in the gravitational wave follow-up observations in other wavelengths to identify the gamma-ray burst afterglow and kilonova emission. Reducing the region of interest makes identifying afterglows much faster, allowing for rapid on-source observations and monitoring of the rise and decay times. It will also prevent source confusion between two transients and enable robust association. A gamma-ray detection could also increase the confidence of a simultaneous but marginal gravitational wave signal, extending the detection horizon. MoonBEAM is a 12U CubeSat concept of deploying gamma-ray detectors in cislunar space to increase gamma-ray burst detections and improve localization precision with the timing triangulation technique. Such an instrument would probe the extreme processes in cosmic collision of compact objects and facilitate multi-messenger time-domain astronomy to explore the end of stellar life cycles and black hole formations.

    Description: Using the 7.2 years of continuous data now available from the Burst And Transient Source Experiment (BATSE) aboard CGRO, we have measured orbital periods and produced folded lightcurves for 8 High Mass X-ray Binaries (HMXB). Given the length of the datasets, our determinations are based on many more binary orbits than previous investigations. Thus our source detections have high statistical significance and we are able to follow long-term trends in X-ray output. In particular we focus on two systems: A0538-668 and EXO2030+375 both HMXBs exhibiting Type I outbursts. Recent work on A0538-668 (Alcock et al 1999) reported a 16.65d optical variability due to the orbital period, but only seen during minima of a longer-term variability at 421d. We searched for this signal in the BATSE dataset using an ephemeris derived from Alcock et al ( 1999) & Skinner ( 1982). We found no evidence for such modulation and place an upper limit of 3.0 x 10(exp -3) photon/sq cm.s in the 20-70 keV BATSE energy band , based upon statistical modelling of the signal. EXO2030+375 has exhibited an X-ray active epoch, followed by a quiescent period lasting 2.5yr and since April 1996 has exhibited renewed activity. Previous observations (Reig et a 1998) using RXTE ASM data indicate secondary outbursts occur at apastron passage during the current epoch, but not in the former. We present a lightcurve for the earlier epoch showing convincing evidence for such apastron outbursts. We find apastron outbursts in 3 sources, all having orbital periods greater than 41d. No such signal is conclusively detected in the more rapidly orbiting systems studied.
