    Notes: Abstract Urban-wildland issues have become among the most contentious and problematic issues for forest managers. Using data drawn from surveys conducted by the authors and others, this article discusses how public knowledge and perceptions of fire policies and fire hazards change over time, the kinds of policy responses homeowners prefer as a way of preventing fire hazards at the urban-wildland interface, and how citizens view their own obligations as participants in interface issues. These data show that public attitudes toward fire have changed significantly over the past two decades and that educating the public about fire and the managers' use of fire can have positive effects on behavior. Yet, modifying the individual's behavior in regard to interface fire risks must also deal with important issues of individual incentives, the distribution of costs, and unanticipated policy impacts.

    Notes: : We investigated the effect of technical clarity on success in multi-party negotiations in the Federal Energy Regulatory Commission (FERC) licensing process. Technical clarity is the shared understanding of dimensions such as the geographic extent of the project, range of flows to be considered, important species and life stages, and variety of water uses considered. The results of four hydropower licensing consultations are reported. Key participants were interviewed to ascertain the level of technical clarity present during the consultations and the degree to which the consultations were successful. Technical clarity appears to be a prerequisite for successful outcomes. Factors that enhance technical clarity include simple project design, new rather than existing projects, precise definition of issues, a sense of urgency to reach agreement, a sense of fairness among participants, and consistency in participation. Negotiators should not neglect the critical pre-negotiation steps of defining technical issues and determining appropriate studies, deciding how to interpret studies, and agreeing on responses to study results.

    Notes: : A variety of methods have been used to learn about the relation between streamfiow and recreation quality. Regardless of method, nearly all studies found a similar nonlinear relation of recreation to flow, with quality increasing with flow to a point, and then decreasing for further increases in flow. Points of minimum, optimum, and maximum flow differ across rivers and activities. Knowledge of the effects of streamflow on recreation, for the variety of relevant activities and skill levels, is an important ingredient in the determination of wise streamflow policies.

    Notes: : There is a growing literature on the resolution of natural resources conflicts. Much of it is practical, focusing on guidelines for hands-on negotiation. This literature can be a guide in water conflicts. This is especially true for negotiations over new environmental values such as instream flow. The concepts of competitive, cooperative, and integrative styles of conflict resolution are applied to three cases of water resource bargaining. Lessons for the effective use of these ideas include: break a large number of parties into small working groups, approach value differences in small steps, be cautious in the presence of an attentive public, keep decisions at the local level, and understand the opponent's interests.

    Notes: 1. Our goal was to quantify short-term phosphorus (P) partitioning and identify the ecosystem components important to P cycling in wetland ecosystems. To do this, we added P radiotracer to oligotrophic, P-limited Everglades marshes. 32PO4 was added to the water column in six 1-m2 enclosed mesocosms located in long-hydroperiod marshes of Shark River Slough, Everglades National Park. Ecosystem components were then repeatedly sampled over 18 days.2. Water column particulates (〉0.45 μm) incorporated radiotracer within the first minute after dosing and stored 95–99% of total water column 32P activity throughout the study. Soluble (〈0.45 μm) 32P in the water column, in contrast, was always 〈5% of the 32P in surface water. Periphyton, both floating and attached to emergent macrophytes, had the highest specific activity of 32P (Bq g−131P) among the different ecosystem components. Fish and aquatic macroinvertebrates also had high affinity for P, whereas emergent macrophytes, soil and flocculent detrital organic matter (floc) had the lowest specific activities of radiotracer.3. Within the calcareous, floating periphyton mats, 81% of the initial 32P uptake was associated with Ca, but most of this 32P entered and remained within the organic pool (Ca-associated = 14% of total) after 1 day. In the floc layer, 32P rapidly entered the microbial pool and the labile fraction was negligible for most of the study.4. Budgeting of the radiotracer indicated that 32P moved from particulates in the water column to periphyton and floc and then to the floc and soil over the course of the 18 day incubations. Floc (35% of total) and soil (27%) dominated 32P storage after 18 days, with floating periphyton (12%) and surface water (10%) holding smaller proportions of total ecosystem 32P.5. To summarise, oligotrophic Everglades marshes exhibited rapid uptake and retention of labile 32P. Components dominated by microbes appear to control short-term P cycling in this oligotrophic ecosystem.

    Notes: : The tri-state river basins, shared by Georgia, Alabama, and Florida, are being modeled by the U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers to help facilitate agreement in an acrimonious water dispute among these different state governments. Modeling of such basin reservoir operations requires parallel understanding of several river system components: hydropower production, flood control, municipal and industrial water use, navigation, and reservoir fisheries requirements. The Delphi method, using repetitive surveying of experts, was applied to determine fisheries' water and lake-level requirements on 25 reservoirs in these interstate basins. The Delphi technique allowed the needs and requirements of fish populations to be brought into the modeling effort on equal footing with other water supply and demand components. When the subject matter is concisely defined and limited, this technique can rapidly assess expert opinion on any natural resource issue, and even move expert opinion toward greater agreement.

    Notes: The fluorescent, oxazole yellow dye YO-Pro-1 iodide (YO) and its homodimer YOYO-1 iodide (YOYO) were studied in a thrombin-binding DNA ligand, or aptamer, (tb-ligand) and in an oligomer with the same base composition in a scrambled sequence (s-ligand), both single strands of 15 bases in length. Binding constants for the dye-ligand complexes, assuming 1:1 stoichiometry, were determined to be on the order of 107M-1 for YOYO and 105M-1 for YO, which are approximately 105 smaller than estimated constants for YOYO in double-stranded DNA. In both ligands, YOYO assumes a folded conformation that promotes stability of the dye-ligand complex and excitonic coupling between the two YO groups. The folded conformation provides greater overlap of the YO groups than has been reported for YOYO in double-stranded DNA; the overlap is slightly greater in tb-ligand than in s-ligand. Both dyes exhibit bi-exponential fluorescence decay in the ligands and the lifetimes of YOYO (3-4 ns and 7-8 ns) are longer and more discrete than those of YO (1-3 ns and 4-5 ns). Fluorescence anisotropy of YOYO is a low, constant value in both ligands due to intramolecular energy transfer between the overlapping YO groups. Higher anisotropies are observed for YO, and the value is slightly higher in s-ligand than in tb-ligand. The addition of thrombin to the s-ligand affects the fluorescence intensity and anisotropy of YO but not of YOYO. The absence of intermolecular G-quartet formation of the s-ligand was demonstrated. This suggests that thrombin interacts weakly with the s-ligand but is not sensed by the fluorescence of YOYO, which is dominated by the coupling between the YO groups in the folded conformation of the bound dye. The results of these studies have implications for the application of these dyes for detection of single-stranded DNA ligands and their binding interactions. © 1996 John Wiley & Sons, Inc.
