    Notes: Abstract The formulation and implementation of new fire policies in the national forests depend upon public acceptance. A national survey of organized groups of forest users indicates that, contrary to the concern of many forest managers, considerable support exists for flexible fire suppression policies. Forest users are also willing to accept the risk associated with the manager's use of prescribed fire. However, important intergroup differences do exist. Such variation is discussed in relation to a number of socioeconomic variables, general fire knowledge, specific knowledge about the effects of low-intensity fires, and risk preference levels.

    Notes: Abstract Urban-wildland issues have become among the most contentious and problematic issues for forest managers. Using data drawn from surveys conducted by the authors and others, this article discusses how public knowledge and perceptions of fire policies and fire hazards change over time, the kinds of policy responses homeowners prefer as a way of preventing fire hazards at the urban-wildland interface, and how citizens view their own obligations as participants in interface issues. These data show that public attitudes toward fire have changed significantly over the past two decades and that educating the public about fire and the managers' use of fire can have positive effects on behavior. Yet, modifying the individual's behavior in regard to interface fire risks must also deal with important issues of individual incentives, the distribution of costs, and unanticipated policy impacts.

    Notes: Abstract Political pressures exist to increase the economic efficiency of timber management and production on the national forests managed by the USDA Forest Service. There is growing belief both outside and within the Forest Service that current levels of timber production, and most particularly uneconomic timber production, should be reduced. Many argue that eliminating uneconomic timber management programs will both save money and reduce environmental degradation. This article traces the political evolution of the focus on economic efficiency in timber production and explores the political-institutional factors that are shaping the current policy debate. The below-cost issue is less about economic efficiency than it is about political advantage and alternative political visions of the societal role of the nation's national forests now and in the future.

    Notes: : While there is increasing recognition of the need to consider institutional factors in water resources decision-making, there are few specific methods available to use in actually conducting an institutional analysis. The lack of such methods has spurred interest in going beyond begging water resource agencies to conduct institutional analyses to developing more refined tools to use in the analysis process. However, as more complex systems of analysis are developed, it is important not to lose sight of the value that less objective and participatory approaches to institutional analysis may have in solving institutional problems. Improving the techniques and tools of institutional analysis should not mean developing complex methods or models that can only be manipulated and understood by the trained analyst. The advantages and disadvantages of full participation by stakeholders in the institutional analysis process are discussed by describing the efforts of a local community organization in Tucson, Arizona, to study the need for a basinwide management entity.

    Notes: : Policy models are designed to help describe the principal actors and processes by which decisions are made, but they also have prescriptive roles. They advance some interests over others and reflect policy biases about the nature of the desired policy outputs. Historically, federal water resources development policy could be most easily explained by reference to subsystem government (or iron triangles), a policy model that describes how local water interests, federal water construction agencies, and public works committees coalesce to effectively dominate the decisionmaking process by which water projects are authorized and funded. Using the programs and activities of the U.S. Army Corps of Engineers and the U.S. Bureau of Reclamation, this paper explains how prescriptive elements of two other policy models, administrative rationality and market allocation, have affected the traditional alignment of actors and policy outputs.

    Notes: Abstract The mixing of people, wildlands, and fire hazards—the urban/wildland interface—is creating a management problem that offers both challenges and opportunities to resource managers. This paper provides an overview of the many facets of the urban/wildland fire interface. The nature of the problem is defined, and the steps that managers have taken since the mid-1980s to define the problem and increase awareness are described. Building awareness of policy problems, however, is only a first step in any policy development process. Concern and interest must be translated into sustained policy action. To do so will require capturing the attention of a broader audience, transferring technological improvements to all impacted interests, and systematically evaluating a broad range of innovative policy alternatives. The activities taking place in Palm Coast, Florida illustrate the involvement and resources of local citizens, researchers, and government entities that will need to be marshalled to work toward a solution of the problem.

    Notes: Abstract The classical model of a paradigm shift is used to explore changes that are occurring in public lands and water resources management. Recent policy developments suggest that the traditional paradigm, which is characterized by sustained yield, is in the process of being invalidated. While no new paradigm has been fully accepted, the emerging paradigm does appear to be based on two principles: ecosystem management and collaborative decision making. Implementation of these two principles is likely to require extensive revision of traditional management practices and institutions. Failure to address these issues could result in adoption of the rhetoric of change without any lasting shift in management practices or professional attitudes.
