    Notes: Purpose - The paper aims to explain the way the Scottish Executive, Scotland's devolved administration, transfers surplus property between its Departments, agencies and non-departmental public bodies, which differs from the approach in England. Design/methodology/approach - The paper draws on government documents and professional standards to explain the revised administrative mechanism and the reasons for the way in which it is designed. Findings - The paper explains the benefits the system is designed to bring about and its limitations. Research implications/limitations - The paper is a professional practice paper designed to help practitioners who may be involved in such transfers of property, and to inform researchers in the field of public sector asset management of a new development designed to improve the efficiency of property transfer in the Scottish Executive's part of the public sector. Originality/value - The paper will be of interest to practitioners involved in the transfer of public sector assets in Scotland, and those applied researchers with an interest in public sector asset management.

    Notes: Purpose - The paper aims to consider Red Book matters that have not previously been examined. Design/methodology/approach - This paper examines the provisions in the RICS Appraisal and Valuation Standards (the Red Book) for property professionals involved in the use of the definition of "Existing use value for social housing", and the "Tenanted market value" basis set out in guidelines for Scottish local authorities. Findings - Using the experience in Scotland the paper considers some of the problems that can develop in practice and examines some of these problems. Research limitations/implications - The paper is intended to influence members of the profession in dealing with these problems and to contribute to the debate generally in terms of ensuring that these matters are considered by the RICS in reviewing its procedures. Originality/value - The paper is specifically relevant to valuers required to use the Red Book provisions for valuing social housing and for those involved in existing use valuations.

    Notes: Examines a practical problem that arises in the Depreciated Replacement Cost (DRC) valuation of specialised property assets, particularly those owned by Central Government and the National Health Service which are subject to capital charging. The DRC approach values the site on a market basis and the building on a cost basis, adjusted for obsolescence, and aggregates the two elements. The literature and most practitioners having tended to focus on the problems of the cost elements, aims to look more closely at the problems relating to the site valuation. Different approaches significantly affect the value and can also react perversely with other strands of Government policy. While the main focus here is on Central Government property assets, these throw into sharp focus issues which are of wider interest.

    Notes: Facilities management (FM) is often seen as the management of cost-efficiency rather than as a method of achieving the multi-dimensional enhancement of business competitiveness. If the role of FM is to be recognised for the literally facilitating strategic mechanism that it represents, organisational structures must be constructed in an enabling rather than a disabling form. This paper argues that existing organisational structures tend to repress the need for the integration of the functional and strategic dimensions of FM, through the practice of physically separating responsibilities for the various aspects of supporting the business operation, and this is compounded by the general failure of management to look at property issues broadly. The paper proposes the existence of barriers to the operation of the facilities property management interface and suggests that an improvement in effectiveness is possible by the incorporation of facilities managers into strategy management through subordination to strategy as opposed to management.

    Notes: Airport strategic direction is usually linked to the changing nature of airlines and their evolving facilities requirements. In the US airports are predominantly publicly owned giving rise to different organizational structures to those associated with many of the other countries, such as the UK, which are currently experiencing a change in the nature of airline products. This paper examines the different responses that are possible and not possible within the organisational structures of airports, focusing on some of the limitations of the current US and UK models of ownership and how these may impede economic growth. The paper ends with a look at the structural problems that arise in the management of air travel in the best interests of the traveller in the UK and how these problems might be resolved through alliances between the airlines and the airports.

    Notes: Purpose - The paper is intended to examine the performance of a group of UK shopping centres in regard to waste production and disposal over periods of two, three and four years. Design/methodology/approach - The method adopted is the collection and analysis of data relating to waste production and disposal. The data was collected by and obtained from individual shopping centres before analysis. Findings - The sector as a whole did not show a decreasing level of waste production although some individual centres did perform well. In general, as one might expect, the more professional the approach to waste management, the better were the results. Research limitations/implications - More data was available for the shorter periods analysed as many centres have only just started recording waste data. The project could be usefully revisited in five years. Practical implications - The paper shows that investing in waste management does produce positive results. The effect of the landfill tax is not certain but additional incentives may be necessary to drive an industry wide improvement. Originality/value - The paper represents a new and an independent review of performance in the shopping centre sector.

    Notes: Purpose - The purpose of this paper is to provide an overview of the potential use of virtual reality systems in facilities management design solutions. Design/methodology/approach - The approach focuses on the human designer and acknowledges the importance of human input to the design process. The development of a metaphor-based VR system is reported along with initial field trials, which compare VR with conventional CAD systems. Findings - In the context of facilities management solutions advantages of using VR over CAD are shown and discussed along with strengths, weaknesses and future work. Research limitations/implications - The literature reviewed is not exhaustive. Many concepts are mentioned and referenced but not explained fully due to space constraints. The research suggests the future use of VR systems in FM solutions. Practical implications - This paper discusses immersive virtual reality (VR) in support of building design tasks as an innovative tool, enabling more effective facilities management input at the building design phase. Originality/value - The paper is based on original research. The paper explains and reviews the uses and potential uses of VR systems.

    Notes: Airport design has improved significantly in the last 20 years. Design has moved from simple protection from the elements to almost full automation. Many older airport facilities are now outdated and require replacement. The decision to replace must be made based upon benchmarking with similar airport facilities. Summarises the current position with airport design and suggests that efficient use of facilities cannot depend upon shareholder return alone but must be based on national interest and efficiency demonstrated through external benchmarking. Suggests that facilities managers must be aware of the expectations of the airlines and passengers and the indicators used in the assessment of performance. Outlines the reasons that influence an airport's decision to upgrade or replace its terminal facilities.
