    Notes: Purpose - The paper aims to explain the way the Scottish Executive, Scotland's devolved administration, transfers surplus property between its Departments, agencies and non-departmental public bodies, which differs from the approach in England. Design/methodology/approach - The paper draws on government documents and professional standards to explain the revised administrative mechanism and the reasons for the way in which it is designed. Findings - The paper explains the benefits the system is designed to bring about and its limitations. Research implications/limitations - The paper is a professional practice paper designed to help practitioners who may be involved in such transfers of property, and to inform researchers in the field of public sector asset management of a new development designed to improve the efficiency of property transfer in the Scottish Executive's part of the public sector. Originality/value - The paper will be of interest to practitioners involved in the transfer of public sector assets in Scotland, and those applied researchers with an interest in public sector asset management.

    Notes: Purpose - The paper aims to consider Red Book matters that have not previously been examined. Design/methodology/approach - This paper examines the provisions in the RICS Appraisal and Valuation Standards (the Red Book) for property professionals involved in the use of the definition of "Existing use value for social housing", and the "Tenanted market value" basis set out in guidelines for Scottish local authorities. Findings - Using the experience in Scotland the paper considers some of the problems that can develop in practice and examines some of these problems. Research limitations/implications - The paper is intended to influence members of the profession in dealing with these problems and to contribute to the debate generally in terms of ensuring that these matters are considered by the RICS in reviewing its procedures. Originality/value - The paper is specifically relevant to valuers required to use the Red Book provisions for valuing social housing and for those involved in existing use valuations.

    Notes: Examines a practical problem that arises in the Depreciated Replacement Cost (DRC) valuation of specialised property assets, particularly those owned by Central Government and the National Health Service which are subject to capital charging. The DRC approach values the site on a market basis and the building on a cost basis, adjusted for obsolescence, and aggregates the two elements. The literature and most practitioners having tended to focus on the problems of the cost elements, aims to look more closely at the problems relating to the site valuation. Different approaches significantly affect the value and can also react perversely with other strands of Government policy. While the main focus here is on Central Government property assets, these throw into sharp focus issues which are of wider interest.

    Notes: This paper examines the way valuers working for Central Government apply the RICS Appraisal and Valuation Manual (the Red Book), its definition of depreciated replacement cost valuation and its effects on Government policy on public sector listed buildings, capital charging and Inner City Regeneration. This paper suggests that the Red Book provision for the valuation of specialised public sector buildings for which there is no market using depreciated replacement cost (DRC) method assuming actual replacement may discourage the use and reuse of those buildings. This could conflict with Government policy to preserve and enhance Britain's heritage of listed public buildings. Also the strict application of Red Book valuation standards may produce unhelpful valuations which impede the capital charging system.

    Notes: In the current climate of outsourcing services the extent to which facilities managers make use of external contractors to supply property valuations and appraisals has grown significantly. In-house facilities or property managers in the UK that are members of the Royal Institution of Chartered Surveyors (RICS) are bound to the use of the RICS Appraisal and Valuation Manual (the Red Book). This paper examines the roles of the Red Book for property professionals involved in the review of appraisal reports and contrasts it with the Uniform Standards of Professional Practice (USPAP) used in the USA. The paper concludes that the Red Book in its existing form may inhibit any appraisal review process that any organisation may try to implement.

    Description: A large literature exists on trabecular and cortical bone morphology. The engineering performance of bone, implied from its 3d architecture, is often the endpoint of bone biology experiments, being clinically relevant to bone fracture. How and why does bone travel along its complex spatio-temporal trajectory to acquire its architecture? The question "why" can have two meanings. The first, "teleological - why is an architecture advantageous?" – is the domain of substantial biomechanical research to date. The second, "etiological – how did an architecture come about?" – has received far less attention. This Frontiers Bone Research Topic invited contributions addressing this "etiological why" – what mechanisms can coordinate the activity of bone forming and resorbing cells to produce the observed complex and efficient bone architectures? One mechanism is proposed – chaotic nonlinear pattern formation (NPF) which underlies – in a unifying way – natural structures as disparate as trabecular bone, swarms of birds flying or shoaling fish, island formation, fluid turbulence and others. At the heart of NPF is the fact that simple rules operating between interacting elements multiplied and repeated many times, lead to complex and structured patterns. This paradigm of growth and form leads to a profound link between bone regulation and its architecture: in bone "the architecture is the regulation". The former is the emergent consequence of the latter. Whatever mechanism does determine bone's developing architecture has to operate at the level of individual sites of formation and resorption and coupling between the two. This has implications as to how we understand the effect on bone of agents such as gene products or drugs. It may be for instance that the "tuning" of coupling between formation and resorption might be as important as the achievement of enhanced bone volume. The ten articles that were contributed to this Topic were just what we hoped for – a snapshot of leading edge bone biology research which addresses the question of how bone gets its shape. We hope that you find these papers thought-provoking, and that they might stimulate new ideas in the research into bone architecture, growth and adaptation, and how to preserve healthy bone from gestation and childhood until old age.
