The demand for accurate and reliable forest disturbance information has been increasing across various stakeholder groups. Forest statistics, maps, and risk assessments derived from Earth observation (EO) data play a crucial role in guiding decision-making processes, ranging from local forest management to global climate change strategies. Evaluating the accuracy of forest disturbance maps and objectively comparing them provides vital information to support these decisions. Furthermore, such assessments and intercomparisons contribute to our understanding of forest dynamics, identify knowledge gaps, and guide future research and development in forest monitoring. To address these critical issues, the Joint Research Centre (JRC) of the European Commission organized a half-day expert meeting on March 15, 2023. The meeting aimed to review the state of the art, current trends, and potential future challenges in EO-based forest disturbance products and their accuracy assessment. The event brought together over 50 participants and featured three invited talks followed by a comprehensive discussion. The expert meeting facilitated an in-depth examination of various aspects related to forest disturbance products and their assessment. It explored the latest advancements in EO techniques and methodologies employed for monitoring forest disturbances. The discussions also focused on identifying the instrumental components necessary for future operational validation capacity.
