    Abstract: This book presents a collection of papers under the theme of multi-hazard early warning and disaster risks. These were selected from the presentations made at the International Symposium on Tsunami and Multi-Hazard Risks, Early Warning and Community Awareness in supporting implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction.

    Notes: Facilities management (FM) exists to support the core business, that is the preliminary goal-seeking activities of the enterprise. The role of FM in facilitating organizational performance, and thereby in providing competitive advantage, is widely acknowledged. Performance measurement (PM) is a topic which is often discussed; however, the mechanisms of how this happens in FM are quite unclear, prompting performance evaluation researchers to question whether performance evaluation in fact does add value and enhance organizational performance. Further, the growing acceptance of a need to measure FM performance is in contrast to a lack of a systematic process for determining appropriate measurements. This proposed study provides a performance-based approach that considers the FM process elements for measurement to be people-process-output-customers.

Empirical research carried out indicates that facilities management appears to utilise a wide range of measures - not only traditional financial accounting measures, but also indicators of managerial behaviour as well as various other measures of effectiveness.     Notes: Purpose - There is no automatic link between research and teaching in higher education institutions. Hence, in order to achieve a productive relationship, these two activities need to be linked through effective mechanisms. The research reported in this paper aims at identifying such strategies that are appropriate to a research-based department, in the built environment discipline. Design/methodology/approach - The paper identifies key issues related to this challenge through a literature review, and subsequently verifies those issues through an exploratory case study. Findings - The key finding from the study is that research-based departments are poor at transferring their research knowledge into teaching especially at undergraduate level. Even though there are informal strategies in existence, there is a strong need for formalising them. The paper utilises knowledge transfer and learning literature to fully understand the process. Originality/value - Drawing from the findings, the study develops a framework to enable the knowledge transfer from research into teaching. The framework provides useful guidance for research-based higher education departments in the built environment to transfer research knowledge into teaching in a formal and productive way.

    Notes: This paper discusses the application of the balanced score-card (BSC) concept as a widely used management framework for optimal measurement of organisational performance within NHS facilities directorates and discusses the fundamental points to cover in its implementation. Thereby, the paper identifies this framework as a strategic measurement and management system for facilities management. BSC formulation within NHS estates and facilities is described as a case study based on a facilities directorate situated in the north west of England, and discussion covers its implementation procedures, evaluation standards and reporting process. Assessment of performance of buildings of institutions delivering higher educational services has become a matter of particular interest to governments seeking to increase the effectiveness of educational provision and maximise value for money. This paper presents initial findings of the characteristics of important aspects of a performance evaluation approach related to higher education properties, and discusses the development of a framework based on the balanced scorecard to measure performance relating to higher education establishments.

    Notes: The application of performance measurement procedures can provide major benefits to organisations. The broad performance measurement need for management applies in a facilities management (FM) context when FM is considered as a subset of general management. To this can be added need which is applicable more narrowly to FM. This paper presents a case for the need for and benefits of performance measurement systems in FM environments. It is discussed together with relevant trends in the performance measurement literature which identify key opportunities in this area. It further discusses the increasing trend towards performance measurement in FM organisations and illustrates the different ways in which authors perceive the relationship between FM and performance measurement. Both motivational and organisational variables are considered and an attempt is made to identify relationships between these issues and performance measurement in FM.
