    Notes: Purpose - The paper aims to consider Red Book matters that have not previously been examined. Design/methodology/approach - This paper examines the provisions in the RICS Appraisal and Valuation Standards (the Red Book) for property professionals involved in the use of the definition of "Existing use value for social housing", and the "Tenanted market value" basis set out in guidelines for Scottish local authorities. Findings - Using the experience in Scotland the paper considers some of the problems that can develop in practice and examines some of these problems. Research limitations/implications - The paper is intended to influence members of the profession in dealing with these problems and to contribute to the debate generally in terms of ensuring that these matters are considered by the RICS in reviewing its procedures. Originality/value - The paper is specifically relevant to valuers required to use the Red Book provisions for valuing social housing and for those involved in existing use valuations.

    Notes: Purpose - The paper aims to explain the way the Scottish Executive, Scotland's devolved administration, transfers surplus property between its Departments, agencies and non-departmental public bodies, which differs from the approach in England. Design/methodology/approach - The paper draws on government documents and professional standards to explain the revised administrative mechanism and the reasons for the way in which it is designed. Findings - The paper explains the benefits the system is designed to bring about and its limitations. Research implications/limitations - The paper is a professional practice paper designed to help practitioners who may be involved in such transfers of property, and to inform researchers in the field of public sector asset management of a new development designed to improve the efficiency of property transfer in the Scottish Executive's part of the public sector. Originality/value - The paper will be of interest to practitioners involved in the transfer of public sector assets in Scotland, and those applied researchers with an interest in public sector asset management.

    Notes: Examines a practical problem that arises in the Depreciated Replacement Cost (DRC) valuation of specialised property assets, particularly those owned by Central Government and the National Health Service which are subject to capital charging. The DRC approach values the site on a market basis and the building on a cost basis, adjusted for obsolescence, and aggregates the two elements. The literature and most practitioners having tended to focus on the problems of the cost elements, aims to look more closely at the problems relating to the site valuation. Different approaches significantly affect the value and can also react perversely with other strands of Government policy. While the main focus here is on Central Government property assets, these throw into sharp focus issues which are of wider interest.

    Notes: In the current climate of outsourcing services the extent to which facilities managers make use of external contractors to supply property valuations and appraisals has grown significantly. In-house facilities or property managers in the UK that are members of the Royal Institution of Chartered Surveyors (RICS) are bound to the use of the RICS Appraisal and Valuation Manual (the Red Book). This paper examines the roles of the Red Book for property professionals involved in the review of appraisal reports and contrasts it with the Uniform Standards of Professional Practice (USPAP) used in the USA. The paper concludes that the Red Book in its existing form may inhibit any appraisal review process that any organisation may try to implement.

    Notes: This paper examines the way valuers working for Central Government apply the RICS Appraisal and Valuation Manual (the Red Book), its definition of depreciated replacement cost valuation and its effects on Government policy on public sector listed buildings, capital charging and Inner City Regeneration. This paper suggests that the Red Book provision for the valuation of specialised public sector buildings for which there is no market using depreciated replacement cost (DRC) method assuming actual replacement may discourage the use and reuse of those buildings. This could conflict with Government policy to preserve and enhance Britain's heritage of listed public buildings. Also the strict application of Red Book valuation standards may produce unhelpful valuations which impede the capital charging system.

    Notes: In 2003 HM Treasury published a revised "Green Book", otherwise known as The Green Book Appraisal and Evaluation in Central Government - a technical guide, which is designed to help decision makers appraise and evaluate capital expenditure decisions more effectively. Coincidentally, the RICS brought out its revised edition of the "Red Book", now called The Appraisal and Valuation Standards, in March 2003. This paper looks at the development and recent changes to these documents particularly from the viewpoint of a public sector property practitioner involved in day-to-day appraisal.

    Notes: Airport design has improved significantly in the last 20 years. Design has moved from simple protection from the elements to almost full automation. Many older airport facilities are now outdated and require replacement. The decision to replace must be made based upon benchmarking with similar airport facilities. Summarises the current position with airport design and suggests that efficient use of facilities cannot depend upon shareholder return alone but must be based on national interest and efficiency demonstrated through external benchmarking. Suggests that facilities managers must be aware of the expectations of the airlines and passengers and the indicators used in the assessment of performance. Outlines the reasons that influence an airport's decision to upgrade or replace its terminal facilities.

    Notes: Purpose - The purpose of this paper is to provide an overview of the potential use of virtual reality systems in facilities management design solutions. Design/methodology/approach - The approach focuses on the human designer and acknowledges the importance of human input to the design process. The development of a metaphor-based VR system is reported along with initial field trials, which compare VR with conventional CAD systems. Findings - In the context of facilities management solutions advantages of using VR over CAD are shown and discussed along with strengths, weaknesses and future work. Research limitations/implications - The literature reviewed is not exhaustive. Many concepts are mentioned and referenced but not explained fully due to space constraints. The research suggests the future use of VR systems in FM solutions. Practical implications - This paper discusses immersive virtual reality (VR) in support of building design tasks as an innovative tool, enabling more effective facilities management input at the building design phase. Originality/value - The paper is based on original research. The paper explains and reviews the uses and potential uses of VR systems.

    Notes: Design errors in an airport passenger building can be extremely costly. Failure to plan may result in configurations and systems that are inappropriate for the future. The performance of an optimal building configuration depends to a large extent on the kind of technology provided for the transportation of passengers and baggage. Poorly selected technology can undermine the operational efficiency of a good configuration and vice versa. With massive growth in air travel and the scale of modern passenger buildings, more reliance will be placed on transport technology to achieve acceptable walk distances and travel times. Therefore it is critical to consider in the overall design strategy how a particular building configuration and its associated technology will perform under conditions of change. Good design practice dictates that performance be assessed using multiple criteria over a broad range of possible conditions. The difficulty in predicting future conditions makes the selection of a robust system critical to the long-term success of an airport. This paper examines the various systems available and concludes that different system combinations are appropriate for airports with different levels of passenger throughput.
