    Description: A general approach to the human factors (HF) analysis of new or existing projects at NASA/Goddard is delineated. Because the methodology evolved from HF evaluations of the Mission Planning Terminal (MPT) and the Earth Radiation Budget Satellite Mission Operations Room (ERBS MOR), it is directed specifically to the HF analysis of real-time support applications. Major topics included for discussion are the process of establishing a working relationship between the Human Factors Group (HFG) and the project, orientation of HF analysts to the project, human factors analysis and review, and coordination with major cycles of system development. Sub-topics include specific areas for analysis and appropriate HF tools. Management support functions are outlined. References provide a guide to sources of further information.

    Description: Accurate and timely crop yield forecasts are critical for making informed agricultural policies and investments, as well as increasing market efficiency and stability. Earth observation data from space can contribute to agricultural monitoring, including crop yield assessment and forecasting. In this study, we present a new crop yield model based on the Difference Vegetation Index (DVI) extracted from Moderate Resolution Imaging Spectroradiometer (MODIS) data at 1 km resolution and the un-mixing of DVI at coarse resolution to a pure wheat signal (100 percent of wheat within the pixel). The model was applied to estimate the national and subnational winter wheat yield in the United States and Ukraine from 2001 to 2017. The model at the subnational level shows very good performance for both countries with a coefficient of determination higher than 0.7 and a root mean square error (RMSE) of lower than 0.6 t/ha (tonnes per hectare) (15-18 percent). At the national level for the United States (US) and Ukraine the model provides a strong coefficient of determination of 0.81 and 0.86, respectively, which demonstrates good performance at this scale. The model was also able to capture low winter wheat yields during years with extreme weather events, for example 2002 in US and 2003 in Ukraine. The RMSE of the model for the US at the national scale is 0.11 t/ha (3.7 percent) while for Ukraine it is 0.27 t/ha (8.4 percent).

    Description: A human factors analysis addressed three related yet distinct issues within the area of workstation design for the Earth Radiation Budget Satellite (ERBS) mission operation room (MOR). The first issue, physical layout of the MOR, received the most intensive effort. It involved the positioning of clusters of equipment within the physical dimensions of the ERBS MOR. The second issue for analysis was comprised of several environmental concerns, such as lighting, furniture, and heating and ventilation systems. The third issue was component arrangement, involving the physical arrangement of individual components within clusters of consoles, e.g., a communications panel.

    Description: We present far-ultraviolet spectroscopy of the cores of the massive cooling flow clusters Abell 1795 and 2597 obtained with FUSE. As the intracluster gas cools through 3 x 10(exp 5)K, it should emit strongly in the O VI lambda(lambda)1032,1038 resonance lines. We report the detection of O VI (lambda)1032 emission in A2597, with a line flux of 1.35 +/- 0.35 x 10(exp -15) erg/sq cm s, as well as detection of emission from C III (lambda)977. A marginal detection of C III (lambda)977 emission is also reported for A1795. These observations provide evidence for a direct link between the hot (10(exp 7) K) cooling flow gas and the cool (10(exp 4) K) gas in the optical emission line filaments. Assuming simple cooling flow models, the O VI line flux in A2597 corresponds to a mass deposition rate of approx. 40 solar mass /yr within the central 36 kpc. Emission from O VI (lambda)1032 was not detected in A1795, with an upper limit of 1.5 x 10(exp -15) erg/sq cm s, corresponding to a limit on the mass cooling flow rate of M(28 kpc) less than 28M solar mass/ yr. We have considered several explanations for the lack of detection of O VI emission in A1795 and the weaker than expected flux in A2597, including extinction by dust in the outer cluster, and quenching of thermal conduction by magnetic fields. We conclude that a turbulent mixing model, with some dust extinction, could explain our O VI results while also accounting for the puzzling lack of emission by Fe(sub XVII) in cluster cooling flows.

    Description: We report the first Far Ultraviolet Spectroscopic Explorer (FUSE) measurements of diffuse O(VI) (lambda lambda 1032,1038) emission from the general diffuse interstellar medium outside of supernova remnants or superbubbles. We observed a 30 arcsec x 30 arcsec region of the sky centered at l = 315.0 deg and b = -41.3 deg. From the observed intensities (2930 +/- 290 (random) +/- 410 (systematic) and 1790 +/- 260 (random) +/- 250 (systematic) photons/sq cm/s/sr in the 1032 and 1038 angstrom emission lines, respectively), derived equations, and assumptions about the source location, we calculate the intrinsic intensity, electron density, thermal pressure, and emitting depth. The intensities are too large for the emission to originate solely in the Local Bubble. Thus, we conclude that the Galactic thick disk and lower halo also contribute. High velocity clouds are ruled out because there are none near the pointing direction. The calculated emitting depth is small, indicating that the O(VI)-bearing gas fills a small volume. The observations can also be used to estimate the cooling rate of the hot interstellar medium and constrain models. The data also yield the first intensity measurement of the C(II) 3s 2S(1/2) to 2p 2P(3/2) emission line at 1037 angstrom and place upper limits on the intensities of ultraviolet line emission from C(I), C(III), Si(II), S(III), S(IV), S(VI), and Fe(III).
