    Description: In this study, we develop a framework for measuring the value of harmful algal bloom (HAB) predictions. The framework captures the effects of both private and public responses to HABs. Using data from the New England nearshore commercial shellfish fishery and impact estimates for a large-scale HAB event in 2005, we illustrate how the potential value of HAB forecasts may be estimated. The results of our study suggest that the long-term value of a HAB prediction and tracking system for the Gulf of Maine is sensitive to the frequency of HAB events, the accuracy of predictions, the choice of HAB impact measures, and the effectiveness of public and private responses.

    Description: Whenever human beings have looked out on the sea, they have seen whales. First from the shore and later from ships when humanity entered the ocean realm as seafarers, we haveresponded to seeing these creatures with awe and wonder. Even when we hunted whales, a period well chronicled both in history and in literature, the sight of a whale brought an adrenaline rush that was not totally linked to potential economic gain. The first trips on boats specificallyto watch, rather than hunt, whales began around 45 years ago in Southern California where the migrating gray whales, seen in the distance from land, drew vessels out for a closer look. Since that time whalewatching has boomed, currently conducted in over 40 countries around the world,including Antarctica, and estimated by economists at the Whale and Dolphin Conservation Society to have a 1999 worldwide economic value of around $800 million USD. The economic contribution to local coastal communities is particularly significant in developing countries andthose where declining fish populations (and in some cases like the Japanese, international bans on whaling) have driven harvesters to look for viable alternatives. Clearly, whalewatching is now, in many places around the world, a small but thriving part of the regional economy. Like in thedays of whaling, we still get the rush, but for some, money is back contributing to the physiological response. (PDF contains 90 pages.)

    Description: In the Gulf of Mexico, especially along the southwest Florida coast, blooms of the dinoflagellate Karenia brevis are a coastal natural hazard. The organism produces a potent class of toxins, known as brevetoxins, which are released following cell lysis into ocean or estuarine waters or, upon aerosolization, into the atmosphere. When exposed to sufficient levels of brevetoxins, humans may suffer from respiratory, gastrointestinal, or neurological illnesses. The hazard has been exacerbated by the geometric growth of human populations, including both residents and tourists, along Florida’s southwest coast. Impacts to marine organisms or ecosystems also may occur, such as fish kills or deaths of protected mammals, turtles, or birds. Since the occurrence of a severe Karenia brevis bloom off the southwest Florida coast three-quarters of a century ago, there has been an ongoing debate about the best way for humans to mitigate the impacts of this hazard. Because of the importance of tourism to coastal Florida, there are incentives for businesses and governments alike to obfuscate descriptions of these blooms, leading to the social amplification of risk. We argue that policies to improve the public’s ability to understand the physical attributes of blooms, specifically risk communication policies, are to be preferred over physical, chemical, or biological controls. In particular, we argue that responses to this type of hazard must emphasize maintaining the continuity of programs of scientific research, environmental monitoring, public education, and notification. We propose a common-sense approach to risk communication, comprising a simplification of the public provision of existing sources of information to be made available on a mobile website.

    Description: The ocean's mesopelagic zone (200–1000 m) remains one of the most understudied parts of the ocean despite knowledge that mesopelagic fishes are highly abundant. Apex predators from the surface waters are known to consume these fishes, constituting an important ecological interaction. Some countries have begun exploring the potential harvest of mesopelagic fishes to supply fishmeal and fish oil markets due to the high fish abundance in the mesopelagic zone compared with overfished surface waters. This study explored the economic and ecological implications of a moratorium on the harvest of mesopelagic fishes such as lanternfish off the US West Coast, one of the few areas where such resources are managed. We adapted a bioeconomic decision model to examine the tradeoffs between the values gained from a hypothetical mesopelagic fishery with the potential values lost from declines in predators of mesopelagic fishes facing a reduced prey resource. The economic rationale for a moratorium on harvesting mesopelagics was sensitive both to ecological relationships and the scale of the nonmarket values attributed to noncommercial predators. Using a California Current-based ecological simulation model, we found that most modeled predators of mesopelagic fishes increased in biomass even under high mesopelagic harvest rates, but the changes (either increases or decreases) were small, with relatively few predators responding with more than a 10% change in their biomass. While the ecological simulations implied that a commercial mesopelagic fishery might not have large biomass impacts for many species in the California Current system, there is still a need to further explore the various roles of the mesopelagic zone in the ocean.

    Description: Canada has undertaken commitments to recognize the rights of Indigenous Peoples in fisheries through policies and agreements, including Integrated Fishery Management Plans, the Reconciliation Strategy, and Land Claim Agreements (LCAs). In addition to recognizing rights, these commitments were intended to respect geographic adjacency principles, to enhance the economic viability of Indigenous communities, and to be reflective of community dependence on marine resources. We examined the determinants of quota allocations in commercial fisheries involving Nunatsiavut, Northern Labrador, the first self-governing region for the Inuit peoples in Canada. It has been argued that current fishery allocations for Nunatsiavut Inuit have not satisfied federal commitments to recognize Indigenous rights. Indicators that measure equity in commercial allocations for the turbot or Greenland halibut (Reinhardtius hippoglossoides) and northern shrimp (Pandalus borealis) fisheries were identified and assessed. In these two cases, historical allocations continue to predominate for allocations based upon equity or other social or economic considerations. We illustrate equity-enhancing changes in the quota distribution under scenarios of different levels of inequality aversion, and we make qualitative assessments of the effects of these allocations to Nunatsiavut for socioeconomic welfare. This approach could benefit fisheries governance in Northern Labrador, where federal commitments to equity objectives continue to be endorsed but have not yet been integrated fully into quota allocations.

    Description: To mitigate the damages of natural hazards, policy responses can be beneficial only if they are effective. Using a self-administered survey approach, this paper focuses on the adherence to local fertilizer ordinances (i.e., county or municipal rules regulating the application of fertilizer to private lawns or facilities such as golf courses) implemented in jurisdictions along the southwest Florida coast in response to hazardous blooms of Florida red tides (Karenia brevis). These ordinances play a role in the context of evolving programs of water pollution control at federal, state, water basin, and local levels. With respect to policy effectiveness, while the strength of physical linkages is of critical importance, the extent to which humans affected are aware of and adhere to the relevant rules, is equally critical. We sought to understand the public’s depth of understanding about the rationales for local fertilizer ordinances. Respondents in Sarasota, Florida, were asked about their fertilizer practices in an area that has experienced several major blooms of Florida red tides over the past two decades. A highly educated, older population of 305 residents and “snowbirds” reported relatively little knowledge about a local fertilizer ordinance, its purpose, or whether it would change the frequency, size, or duration of red tides. This finding held true even among subpopulations that were expected to have more interest in or to be more knowledgeable about harmful algal blooms. In the face of uncertain science and environmental outcomes, and with individual motivations at odds with evolving public policies, the effectiveness of local community efforts to decrease the impacts of red tides may be compromised. Targeted social-science research on human perceptions about the risks of Florida red tides and education about the rationales for potential policy responses is warranted.

    Description: This report represents a first step at considering the potential for the use of market-based incentives to aid in the resolution of fishery bycatch problems. Market-based incentives have several advantages over more traditional command-and-control approaches, including cost-effective allocations of environmental controls; incentives for firms to seek technological solutions; flexibility; returns to the public for the use of its resources; and lower administrative costs in some cases. Notwithstanding these advantages and with several notable exceptions, market-based incentives are almost never employed in the management of fishery bycatch problems. There may be several reasons why this is the case, including significant distributional effects, high costs of monitoring and enforcement, difficulties in educating consumers about product attributes, administrative and transactions costs, or merely oversight. We consider this report to be an "advanced outline" of the issues surrounding the consideration of market-based incentives. We begin first by developing in Section 2 a definition of bycatch, including a "typology" of bycatch types. Next, we compile available public information on bycatch in U.S. fisheries, as defined by target species, location, and gear type (Section 3 and Appendix 1). We then review, in Section 4, two potentially relevant strands of literature, the economic theory of multispecies fisheries and studies from other social sciences of how small-scale fisheries deal with problems of bycatch. In Section 5, we describe, in general, the kinds of market-based policy instruments that may be of use in managing bycatch problems. Following this evaluation, we identify and discuss, as case studies; three priority fisheries: th~ northeastern groundfish fishery; the Gulf of Mexico shrimp fishery; and the eastern tropical Pacific yellowfin tuna fishery (Section 6). Finally, in Section 7, we outline approaches to identifying appropriate policy instruments, including a qualitative comparison of market-based approaches, an examination of the effect of specific types of uncertainty on the choice between taxes and ITQs, and the development of a "proposal" for a bycatch management "policy package." This section concludes with a proposal for a set of priority market-based approaches to bycatch management in the three cases discussed in Section 6.
