Die veränderten agrarökonomischen und politischen Rahmenbedingungen sowie der hohe Anteil degradierter Niedermoorböden in Ostdeutschland erfordern effektive Maßnahmen zur nachhaltigen agrarischen Nutzung und/ oder zum Schutz und/oder zur Wiedervemässung der Niedermoore. Deshalb wurde eine Entscheidungsmatrix für die Planung und Durchführung geeigneter Maßnahmen entwickelt. Diese Matrix besteht aus einem Fließdiagramm und umfangreichen Tabellen und Grafiken für die Entscheidungshilfe. Die Niedermoore werden bewertet nach vier Prüfschritten: Schutzpriorität, Schutzfähigkeit, Raumwiderstand, Moorbodenzustand. Um die für Brandenburg definierten Entwicklungsziele zu erreichen, wurde ein Katalog verschiedenster Maßnahmen hinsichtlich Fachinhalt und zeitlicher Abfolge aufgestellt. Mit Hilfe der Handlungsmatrix sollen die verantwortlichen Behörden sowohl kurzfristige als auch langfristige Konzepte zum Moorbodenschutz aufstellen.

The changed economic and agropolitical circumstances as well as the high amount of degraded fen soils in East Germany demand effective measures for a sustainable agricultural use and / or of protection and/or of rewetting of fens. That’s why a decision matrix for planning and realization of these measures was developed. This matrix consists of a flowchart and comprehensive explanation. The fens are evaluated according to the ranks of protective value, ranks of hydrological possibilities for protection, ranks of resistances to rewetting or increasing of the groundwater level and the present degree of fen soil degradation. On the basis of the decision matrix it is possible to evaluate any fen area and to define the development aim. There are seven different realistic development aims considering the special conditions in Brandenburg. For that reason the necessary measures and the chronological sequence are explained. Extensive graphs and tables can be used as a help tool for decision making. The decision matrix should be used by the decisive authorities to develop both long term and short term concepts of fen soil protection.
