    Beschreibung: This Wuppertal Paper analyses the energy transition models of Colombia and Germany. The emphasis of the exercise is on an analysis of options for the complete decarbonization of the energy system in Colombia as a Global South country. To this end, it analyses the current situation, projections, public policy and narratives, and contrasts it with Germany as one of the countries of the Global North with which Colombia has historically maintained energy trade relations and is currently collaborating in the exploration of energy alternatives for decarbonization. Detailed analysis of sectoral energy consumption in Colombia shows the sectors with the highest fossil energy consumption (in this order): transport (fuels), industry (gas, coal), electricity generation (gas, coal) and residential (gas). We show the projected increase in demand for fuels and electricity, and calculate the amount of electricity theoretically needed to substitute fossil sources in each sector. We estimate the total electricity required for decarbonization via sector coupling and derive a first estimation of the range of additional renewable energy capacities needed to supply this demand. We find that required capacities are expectedly large (56-110 GW), depending on decarbonization pathways, and that export capacity beyond national demand may be limited. Our analysis of the policy and scenario arena in both countries finds that Colombia is still lacking both sector-specific decarbonization strategies and an embedding in a systemic vision of a systemic energy transition. Germany has more advanced sector strategies and (national) systemic visions, but lacks embedding assumptions on energy imports in a global-system analysis, i.e. in the analysis of an energy transition in potential exporting countries like Colombia. We formulate requirements to close these gaps in our conclusions.

    Beschreibung: Considering that 40% of the European Union's energy consumption can be traced back to its buildings, it is essential to improve their energy efficiency in order to achieve the EU's energy efficiency targets. Both the rate of energy renovation and its depth, i.e. the amount of energy savings during a renovation, need to be improved. Energy Performance Certificates (EPC), regulated by the EU's Energy Performance of Buildings Directive (EPBD), are an important instrument to enhance the market uptake of energy-efficient new buildings and the energy-efficient renovation of existing buildings. Against this background, the Horizon2020 funded project QualDeEPC will work on EU-wide convergence of the building assessment and the issuance, design, and use of quality-enhanced EPCs as well as their recommendations for building renovation. The aim is to make these recommendations coherent with deep energy renovation towards a nearly-zero energy building stock by 2050. The first part of the QualDeEPC project (work package 2) aims to identify the priorities for elements of EPC schemes that show a need to be improved, and for which the project will investigate further and propose how the elements can be improved. The first step in identifying these priorities is taking stock of the existing EPC schemes. Based on the input from all national consortium partners and other sources, the Wuppertal Institute prepared this detailed overview of the country-specific EPC assessment and certification procedures and their links to other policies and programmes, existing initiatives, and projects. The analysis was based on a list of almost 50 potential options for enhancing the existing EPC schemes. The aim of this deliverable is to present this stock-taking by a detailed analysis on which of the potential enhanced EPC elements are already implemented in which form in which country, covering all 28 countries that were EU member states until 31 January 2020. All partners conducted bilateral interviews with the major actors in the EPC procedures, including executive bodies on EPC at regional and/or national level. For countries not represented in the Consortium, Wuppertal Institut and EAP conducted specific literature research, e.g. from the Concerted Action EPBD, and aimed to obtain contributions from other member states. The information collected allows a detailed presentation on the elements implemented as well as a cross-country comparison matrix (see Annex I) in this report, which outlines the current EPC practices across the EU regarding the elements of a good practice scheme or innovative improvement options, their comparability, compliance with EU legislation, and to which extent they differ or converge. The results show, once more, the high diversity in EPC schemes across the EU. They also provide useful information in at least two directions: 1) which improvement options are not yet implemented at all or in sufficient quality in most QualDeEPC partner countries as well as other EU member states, and could therefore be interesting candidates for the further work of the QualDeEPC project in development, testing, discussion, and possibly implementation of elements for enhanced and converging EPC schemes; and 2) which countries, within or beyond the QualDeEPC project, offer good practice examples for the implementation of these options that could serve to guide the development and implementation in other countries. This deliverable will thus serve as a basis for the upcoming tasks to develop priorities and actual proposals for improvement of EPC schemes.

    Beschreibung: The objectives of the urban mobility transition have been clearly set out: gaining more space for urban living, reducing noise and emissions that have a negative impact on the climate and improving air quality. That means less traffic in cities and more trips made using environmentally-friendly modes of transport - i.e., walking, cycling or foot scooters or public transport. In transport policy, the focus is generally on innovative approaches to shaping the mobility transition. This paper aims to explain the concept of exnovation in the context of the urban mobility transition and to underpin it using specific practical examples. In the course of this process, it is intended to identify the obstacles that stand in the way of rolling out the concept on an area-wide basis in order to deduce strategies and courses of action for expanding the concept in the future.

    Beschreibung: The transport sector accounts for 20 per cent of the greenhouse gas emissions in Germany and it is therefore key to success for German climate policy. At present, however, there is no other sector with a wider gap in missing the trajectory to climate neutrality. The present study, conducted on behalf of Huawei within the project "Shaping the Digital Transformation - Digital Solution Systems for the Sustainability Transition", points out new pathways towards a sustainable and climate friendly transition of the transport sector. The report specifies concrete options to follow up on the ambitious goals of the new coalition agreement to foster clean and digital mobility solutions. The authors refined eight theses on how digitalisation can foster sustainable mobility solutions and how to shape a supporting policy framework, which is aligning the financial and regulatory guardrails for ramping up a sustainable mobility system while gradually phasing down the usage of private cars.

    Beschreibung: The sales of pedelecs are currently skyrocketing in Germany and in many other places. As a low-carbon means of mobility, pedelecs have the potential to make a substantial contribution to the mobility transition. This thesis employs practice theory as proposed by Shove et al. (2012) to investigate this quickly evolving phenomenon. The analysis is based on interviews with e-bike commuters which were investigated using template analysis and exploratory memos. To obtain a broad picture the practice, a maximum variance sampling strategy was carried out in two cities that vary substantially with regard to velomobility: Wuppertal and Münster. This thesis one hand presents the first encompassing account on the practice elements which commuting by pedelec is composed of. It hence contributes to the debate about the depiction of practices. Furthermore, the thesis finds that pedelec commuting should be conceptualized as a variant of velomobility and not as a variant of motoring or as an independent practice. Yet, the elements integrated in pedelec-commuting are found to clearly differ from those of cycling, so that pedelec-commuting meets the requirements of everyday life much better than commuting on non-electrified bikes. The findings of this thesis suggest several pathways to strengthening this novel practice. The capacity of e-biking to serve mundane trips can for example be supported through the normalization of the use of weather- and transport relevant materials and competences. Deeper linkages with interacting practices from other sectors, such as an integration of cycling materials (GPS-trackers) into policing practices, can also con-tribute to this goal. With regard to research, the present work offers starting points for quantifications, for example on the relative importance of single elements as well as on the characteristics of their relations among each other or with regard to typical constellations of elements.

    Beschreibung: What is necessary to reach net zero emissions in the transport sector on a global level? To keep limiting global warming to 1.5° C within reach, the world has to decarbonise by mid-century, with every sector contributing as much as possible as soon as possible. This paper identifies what has to be done in road transport, aviation, and shipping to achieve net zero emission in the transport sector. For this purpose, it first sets the scene by providing an overview of the origins and impacts of the concept of net zero emissions in international climate policy as well as of the current state and future prospects of global transport emissions using currently available scenarios for low-emission and net zero transport. While for staying below 1.5° C, the basic approach to reducing transport emissions remains unchanged from what has been suggested in the past, the set, intensity and pace of actions as to shift fundamentally. Without first drastically reducing traffic volume and shifting transport demand to low-emission modes, reaching net zero transport will not be feasible: the amount of additional electricity required to fully electrify the sector with renewable energy is otherwise just too huge. After portraying key instruments for achieving net zero emissions in land transport, aviation, and shipping, this paper identifies key barriers for net zero transport. Based on this analysis, the authors recommend the following to be able to move transport to net zero: 1. Adapt Decarbonisation Strategies to Different Transport Sub-sectors 2. Prioritise and Significantly Increase Investment in Zero-/low-carbon Infrastructure 3. Massively Invest in the Development and Roll out of Zero-/low-emission Technologies 4. Focus on a Just Transition to Overcome Social and Political Barriers 5. Increase International Support and Cooperation

    Beschreibung: This thesis conceptualizes the school as a socio-technical system, in which change towards sustainable development and a transition towards more climate awareness are necessary. The multi-level perspective (MLP) framework is applied to the German school system and to climate protection projects (CPPs) as examples of niche activities integrating climate protection (CP) in the school. The thesis utilizes the analytical levels of the MLP (landscape, regime, and niche) and the concept of regulative, cognitive, and normative rules and addresses the question: How do actors in CPPs perceive drivers and barriers for transitioning towards more climate awareness in the German school system? The data were collected through expert interviews and analyzed by conducting a qualitative content analysis. The results show that the German school system is characterized by an inherent rigidity, deep-set normative role dynamics, and an unappreciated role of schools in society. They also highlight the importance of public pressure, strategic CP orientation, and hands-on approaches. CPPs can be a driving force for this in individual schools, but, overall, CP needs to be addressed more systematically in the school and more substantial efforts and reforms are necessary. Highly motivated niche actors play an important role and represent key drivers for such developments. This thesis reveals the complex and systemic nature of the challenges the German school system is faced with. It highlights the difficulties of integrating CP and the importance of substantial and transformative political action. The thesis demonstrates the crucial need to recognize the significance of schools and their actors for society and to integrate new methods and approaches into the school. This thesis also contributes to the body of literature on socio-technical systems and sustainability transitions. It offers an operationalization of the MLP and reveals strengths and limits as well as future research outlooks.

    Beschreibung: As the worldwide remaining carbon budget decreases rapidly, countries across the globe are searching for solutions to limit greenhouse gas emissions. As the production and use of coal is among the most carbon-intensive processes, it is foreseeable that coal regions will be particularly affected by the consequences of a transformation towards a climate-neutral economy and energy system. Challenges arise in the area of energy production, environmental protection, but also for economic and social aspects in the transforming regions - often coined with the term "Just Transition". For the decision makers in coal regions, there is an urgent need for support tools that help to kick off measures to diversify the local economies while at the same time supporting the local workers and communities. The Wuppertal Institute aims to support coal regions worldwide by developing a Just Transition Toolbox, which illustrates the challenges and opportunities of a sustainable transition for a global audience. It comprises information about strategy development, sets recommendations for governance structures, fostering sustainable employment, highlights technology options and sheds light on the environmental rehabilitation and repurposing of coal-related sites and infrastructure. The toolbox builds on the work of the Wuppertal Institute for the EU Initiative for Coal Regions in Transition and takes into account country-specific findings from the SPIPA-partner countries India, Indonesia, South Africa, Japan, South Korea, Canada and the USA. The acronym SPIPA is short for "Strategic Partnerships for the Implementation of the Paris Agreement" an EU-BMU programme co-financed by the GIZ.

With the newly developed student teaching and learning format "Transformative Innovation Lab" - TIL for short - students are to be enabled to conduct independent transformative research. To this end, the researchers, under the direction of the Wuppertal Institute, developed and tested the new learning concept in the project "Development, testing and dissemination of new qualification offers for 'change agents' for transformative learning using the real-world laboratory approach" (EEVA). The detailed results and numerous implementation tips have been published in a practical handbook aimed at academic teaching staff and other multipliers.

    Beschreibung: Transport is a key economic sector in Europe, it influences the opportunities of production and consumption. By improving access to markets, goods and services, employment, housing, health care, and education, transportation projects can increase economic productivity and development. The ability to be mobile is also a prerequisite for inclusion. At the same time, transport induces a range of negative effects, most notably the emission of greenhouse gases. At the urban level, motorised transport significantly contributes to air pollution. Since 2013, the European Commission has increased EU funding for projects: The "Urban Mobility Package" provided EUR 13 billion for investments into sustainable urban mobility between 2014 and 2020. This has allowed cities across Europe to put in place a range of initiatives. European funding programmes and financing institutions such as the European Investment Bank increasingly insist on a contribution to more sustainable mobility systems in their financing commitments. The impact, however, is mixed. The European Court of Auditors warned that EU cities must shift more traffic to sustainable transport modes. They found that EU-funded projects were not always based on sound urban mobility strategies and were not as effective as intended. In many EU member states, the transfer of EU funds to cities is contingent on the existence of a SUMP. A statistical analysis of the modal split of 396 cities in the European Union revealed that the implementation of Sustainable Urban Mobility Plans positively correlates with a reduction of the share of the private car in the cities. Such plans include strategies and activities to pursue sustainable mobility. This report analyses transport and mobility in Bratislava with a view to providing a clear picture about its current sustainability state. It points to both good practice and areas of improvement. In so doing, it provides recommendations how mobility in the city can be developed increasingly sustainable. Bratislava is the capital and largest city of Slovakia. In 2016, the population of the city was 426,000 inhabitants, the Bratislava region was home to 642,000 inhabitants.

These are also consequences of anthropogenic climate change, and cities have to be better prepared for such events in future. In particular, the cata-strophic flooding Germany experienced in July 2021 demonstrated how ill-equipped municipalities are for this type of incident. In this paper, we look at how cities can become more resilient, sustainable and ready for the future.

    Beschreibung: Nutrition is one of the most important areas for the great transformation. So how can a shift towards a sustainable food system be achieved? This paper addresses this question - based on more than ten years of research on sustainable nutrition at the Wuppertal Institute. It focuses on public catering, because even small changes - for example in the choice of ingredients - have a huge impact here. With appropriate policy frameworks, public catering can serve as an easily accessible place for consumers to experience sustainable food and at the same time be a reliable buyer of biodiversity and climate-friendly food from farmers. However, other actors are also needed for a transformation of the food system: The "Zukunftsimpuls" addresses politics, (agricultural) industry, science and every individual - because the transformation of the food system is a task for the entire society.

    Beschreibung: This report on urban mobility performance measurement is aimed at enabling stake- holders of the city of Bucharest and the public to understand their current urban mobility situation through a point-based results framework. It shall provide the city of Bucharest with a yardstick to measure its performance and benchmark the progress against some of its counterparts. It measures the urban mobility and compares it with 13 other European cities: Berlin, London, Vienna, Brussels, Moscow, Rome, Zurich, Paris, Amsterdam, Copenhagen, Oslo, Budapest and Madrid. Similar to many other European cities, Bucharest employs a Sustainable Urban Mobility Plan (SUMP) in order to continuously improve urban transport and mobility and to make it more sustainable. In this respect, the report should also be regarded as a document which supports the stakeholders in Bucharest in their efforts to develop transport and mobility in the city more sustainable.

    Beschreibung: In this policy paper we discuss policy instruments which can help to decarbonise passenger cars in the European Union. We elaborate to what extent these policy instruments are effective, technology-neutral, predictable, cost-effective and enforceable. Based on these criteria, we develop recommendations for the European Union and its Member States on (1) how to shape their policy frameworks in order to achieve existing climate change mitigation targets; (2) how to support car manufacturers in selling innovative and competitive products; and (3) how to encourage consumers in Europe to purchase appropriate vehicles. We conclude that favourable policy instruments are used, but there is a strong need for adjustment and further development. The effectiveness of the current EU emission standard should be further increased by turning away from granting "super-credits" and introducing a size-based (instead of weight-based) credit system. Moreover, its overall ambition is questionable and the existing compliance mechanisms should be sharpened. Fuel taxes are an effective means to push consumers to buy energy-efficient cars. However, a sharp increase may not have the desired effects. Instead, the Member States should harmonise their excise duties at the level of those Member States, which currently impose the highest taxes (Netherlands, Italy). This includes the abolition of any diesel tax bonus. An introduction and harmonisation of vehicle taxes (purchase and circulation) should be based on a vehicle's energy consumption. Additionally, reformation efforts should aim to change the taxation of company cars in a way that vehicle sizes are reduced over time. Ambitious Member States may also want to introduce a sales quota for electric vehicles. Sales quotas are a very cost-effective policy instrument provided that the mandated technology will achieve a certain market share. This may be assumed for battery-electric vehicles. Further supportive instruments that should be considered are eco-labelling, public procurement and purchase incentives. However, the latter instrument's effectiveness is debatable and its implementation should therefore not be a Member State's priority.

    Beschreibung: Alternative power initiatives are socio-ecological innovations that substantially contribute to city's sustainable development and, therefore, are of particular societal benefit and value. Cities should, consequently, have an inherent interest in their existence and proliferation. This, however, asks for strategic innovation management. While, acknowledgement of the project's innovativeness constitutes the precondition for management, in the further process of steering activity the tasks to reduce hurdles, create open space and support the project's capacities need to be mastered. Thereby, cities are increasingly asked to become innovative themselves in order to find ways to optimally make use of their available tools and capacities.

    Beschreibung: In 2009, the German government launched its "National Development Plan for Electric Mobility" which set the concrete target of having 1 million electric vehicles on the road by 2020. However, there have been hypes around e-mobility before and even if this goal were to be reached, a merely quantitative aim of a certain number of electric vehicles will not suffice to contribute to a more sustainable development in transport. This requires a more comprehensive vision of sustainable e-mobility as a system innovation. Thus, the question addressed in this thesis is: How can we assess - at this critical early stage - whether there is potential for e-mobility developing as a sustainable system innovation? A theoretical framework will be developed for assessing the potential of a wider transition at an early stage by analyzing current patterns of socio-technical co-evolution and embedding these in a wider framework of the structural dynamics involved in transitions. The aim of the analysis is to identify whether 'system-innovative' projects do emerge in the case of Germany/Baden-Württemberg and what patterns (e.g. in terms of specific actor constellations, institutional adjustments etc.) can explain this. It will be shown that the system-innovative potential of this e-mobility niche remains limited, due to the powerful influence of incumbents, conflicting political goals and traditional science approaches. A few more system-innovative activities emerge where powerful actors from outside are involved, who are capable of viewing mobility in a more systemic way (e.g. actors from the public transport or housing sector). It is argued that the role of large demonstration projects is important, but they need to be designed as transdisciplinary research projects from the beginning.

    Beschreibung: In communication sciences partnerships between entertainment media professionals and sustainability organizations conveying prosocial messages are called "Entertainment-Education (E-E) collaborations". Whereas comprehensive research takes place in countries such as the Netherlands and the US, the field is a terra incognita in Germany. Even though German E-E collaborations are designed and implemented they still are unusual experiments. The qualitative study presents first results on characteristics, conditions and forms of E-E collaborations in Germany's television field since the 1990s. It reveals various factors leading to a highly complex situation for the collaborating partners. One central factor is the media legislation, which does not provide a clear orientation standard for the partners. Another one is the public acceptance of E-E collaborations. Some forms are accepted while others are not. Hence, for German television formats, forms with a low to medium level of collaboration (E-E service and E-E license partnerships) should be preferred in contrast to high level collaboration forms (E-E co-productions and E-E inscript participations).

    Beschreibung: The Sino-German project "Low Carbon Future Cities" (LCFC) aims to develop a low carbon strategy for its Chinese pilot city Wuxi. The strategy primarily focuses on carbon mitigation, but also considers links with the issues of resource efficiency and adaption to climate change. This report written by Daniel Vallentin, Carmen Dienst and Chun Xia offers strategic examples of good practice and makes recommendations to Wuxi city government about the changes that key sectors can adopt in order to comply with its low carbon targets. The recommendations are based on scientific analyses which were undertaken earlier in the LCFC project.

    Beschreibung: This paper attempts to assess whether renewable energy self-sufficiency can be achieved in the crop production and processing sector in Tanzania and if this could be accomplished in an environmentally sustainable manner. In order to answer these questions the theoretical energy potential of process residues from commercially produced agricultural crops in Tanzania is evaluated. Furthermore, a set of sustainability indicators with focus on environmental criteria is applied to identify risks and opportunities of using these residues for energy generation. In particular, the positive and negative effects on the land-use-system (soil fertility, water use and quality, biodiversity, etc.) are evaluated. The results show that energy generation with certain agricultural process residues could not only improve and secure the energy supply but could also improve the sustainability of current land-use practices.

    Beschreibung: Sustainable energy technologies are widely sought-after as essential elements in facing global challenges such as energy security, global warming and poverty reduction. However, in spite of their promising advantages, sustainable energy technologies make only a marginal contribution to meeting energy related needs in both industrialised and developing countries, in comparison to the widespread use of unsustainable technologies. One of the most significant constraints to their adoption and broad diffusion is the socio-economic context in which sustainable energy technologies are supposed to operate. The same holds true for community-based energy projects in developing countries supported by the WISIONS initiative. Practical strategies dealing with these socio-economic challenges are crucial elements for project design and, particularly, for the implementation of project activities. In this paper experiences from implementing community-based projects are reviewed in order to identify the practical elements that are relevant to overcome socio-economic challenges. In order to systematise the findings, an analytical framework is proposed, which combines analytical tools from the socio-technical transition framework and insights from participative approaches to development.

    Beschreibung: This PhD aims to generate a better understanding of corporate social responsibility (CSR) in global production networks. CSR is an umbrella term that deals with voluntary activities undertaken by companies and that indicate an ethos to act responsibly in society. This research focuses on CSR practices that aim towards improving working conditions in outsourced production factories by implementing so-called social standards, which often derive from core norms of the International Labour Organization and intend to secure decent working conditions. While companies claim that they take responsibility for workers via CSR practices, civil society actors like the Clean Clothes Campaign criticize CSR as public relations exercise as companies still fail to take "sufficient" responsibility. Based on this contradiction this PhD aims to reveal the political contestation surrounding CSR and the struggles over CSR between companies and civil society organizations claiming to represent workers in global production networks. The main questions are: What practices do companies use to take responsibility for workers in outsourced production, how do they legitimize these practices, and how are these approaches contested? The research is based on theoretical concepts of "shared responsibility", "political CSR" and "democratic legitimacy". The "global production network" framework and a framework for analysing private regulation, referring to legislative, judicial, and executive regulation, are applied. Empirically, the research analyses two private standards initiatives that define and institutionalize CSR practices, namely the Fair Wear Foundation (FWF) and the Business Social Compliance Initiative (BSCI). The findings are mainly based on 150 qualitative interviews with representatives from companies, civil society, auditing companies, and governments. Additionally, documents are evaluated. Empirical research was undertaken in Europe (mainly Germany & Switzerland) and Asia (India & Bangladesh). The research findings suggest that the CSR practices defined by BSCI and the FWF are based on rather different interpretations of the causes of worker injustice. The BSCI is based on a belief in a concept of liberal democracy. In this view companies do not need to legitimate their activities, as long as they comply with national laws. Responsibility is based on a liability model that blames producers and national governments for neglecting their responsibility towards workers. Companies joining the BSCI take the responsibility of initiating processes in developing countries that demand governments, producers and civil society actors in these countries to take responsibility. In contrast, the approach of the FWF is based on an understanding of "structural injustice" and "shared responsibility". In this view violations of labour rights are identified to be inherent in the complexities of global production networks themselves. No single actor can be blamed for the injustices, and therefore corporations "share" a responsibility, and must engage in public discourses according to their power and abilities, what is seen as a "political" form of CSR.

    Beschreibung: This thesis explores the opportunities and constraints for the adoption of a post-growth economy as a plausible approach towards sustainability by social movements. With the transdisciplinary perspective of sustainability science, the qualitative study of social movements and post-growth found that Germany does not have a post-growth movement. Nevertheless, the environmental movement and, in particular, Friends of the Earth Germany are suitable candidates of change for post-growth. However, they have not adopted post-growth yet because of certain gaps in bridging concepts of post-growth with their own work. To fill this gap, the study recommends to operationalize post-growth in five steps: (1) to distinguish between "sustainable liberalism" and "fair de-growth" as two major types of post-growth, (2) to re-frame the promises of economic growth as myths, (3) to complement "political choice" as means towards post-growth with "social choice", (4) to identify and compile areas of a post-growth economy, and (5) to overcome the inherent power dilemma between agents of change and actors of these areas, that are required to be transformed, while forming coalitions between both. If these recommendations are taken into account by academics and activists, the environmental movement is more likely to successfully activate causal mechanisms of change for the transition to a post-growth economy. With its critique on the current comprehension of progress as economic growth, postgrowth is initiating a new, more fruitful phase of the sustainability discourse.

    Beschreibung: Purpose - The purpose of this paper is to summarize and discuss the results from the LIVING LAB design study, a project within the 7th Framework Programme of the European Union. The aim of this project was to develop the conceptual design of the LIVING LAB Research Infrastructure that will be used to research human interaction with, and stimulate the adoption of, sustainable, smart and healthy innovations around the home. Design/methodology/approach - A LIVING LAB is a combined lab-/household system, analysing existing product-service-systems as well as technical and socioeconomic influences focused on the social needs of people, aiming at the development of integrated technical and social innovations and simultaneously promoting the conditions of sustainable development (highest resource efficiency, highest user orientation, etc.). This approach allows the development and testing of sustainable domestic technologies, while putting the user on centre stage. Findings - As this paper discusses the design study, no actual findings can be presented here but the focus is on presenting the research approach. Originality/value - The two elements (real homes and living laboratories) of this approach are what make the LIVING LAB research infrastructure unique. The research conducted in LIVING LAB will be innovative in several respects. First, it will contribute to market innovation by producing breakthroughs in sustainable domestic technologies that will be easy to install, user friendly and that meet environmental performance standards in real life. Second, research from LIVING LAB will contribute to innovation in practice by pioneering new forms of in-context, user-centred research, including long-term and cross-cultural research.

    Beschreibung: The purpose of the paper is to share the findings of a European innovation transfer project (2008-2010) for strengthening sustainability in European handicraft with the aim of transferring a German qualification and consulting concept. The focus of the paper is a train-the-trainer design, which was developed, tested and evaluated with regard to the specific qualification needs and the existing qualification concepts of five European countries. The paper provides content, didactic approach and methods of the train-the-trainer design and the key results of the related analysis of research data. Furthermore, the train-the-trainer design is embedded within the project approach, the methodology of realising an innovation transfer and the associated project products. The results of the train-the-trainer design evaluation are reflected upon with regard to starting points of a European qualification concept for sustainability in handicraft.

    Beschreibung: The multi-level perspective has successfully been applied to the analysis of complex sector transitions in the energy, the health or the food production sector. Is this framework also helpful to understand and give prescriptive advice for sustainability transformations within a national science system? Based on a comprehensive study of the diffusion of transdisciplinary sustainability research in Germany, this article analyzes the institutional dimension of a changing science-society relation in the German science system. It uses the multi-level perspective as a fruitful heuristic in order to identify potential pathways for a broader diffusion of transdisciplinary sustainability science. The importance of niche coalitions of frontrunner universities and research institutes are highlighted.

    Beschreibung: Increasing urbanisation and climate change belong to the greatest challenges of the 21st century. A high share of global greenhouse gas emissions are estimated to originate in urban areas (40 % to 78 % according to UN Habitat 2010). Therefore, low carbon city strategies and concepts implicate large greenhouse gas (GHG) mitigation potentials. At the same time, with high population and infrastructure densities as well as concentrated economic activities, cities are particularly vulnerable to the impacts of climate change and need to adapt. Scarce natural resources further constrain the leeway for long-term, sustainable urban development. The Low Carbon Future Cities (LCFC) project aims at tapping this three-dimensional challenge and will develop an integrated strategy / roadmap, balancing low carbon development, gains in resource efficiency and adaptation to climate change. The study focuses on two pilot regions - one in China (Wuxi) and one in Germany (Düsseldorf+) - and is conducted by a German-Chinese research team supported by the German Stiftung Mercator. The paper gives an overview of first outcomes of the analysis of the status quo and assessment of the most likely developments regarding GHG emissions, climate impacts and resource use in Wuxi. The project developed an emission inventory for Wuxi to identify key sectors for further analysis and low carbon scenarios. The future development of energy demand and related CO2 emissions in 2030 were simulated in the current policy scenario (CPS), using five different sub-models. Selected aspects of Wuxi's current material and water flows were analysed and modelled for energy transformation and the building sector. Current and future climate impacts and vulnerability were investigated. Recent climatic changes and resulting damages were analysed, expected changes in temperature and precipitation in the coming four decades were projected using ensembles of three General Circulation Models. Although Wuxi's government started a path to implement a low carbon plan, the first results show that more ambitious efforts are needed to overcome the challenges faced.

    Beschreibung: To achieve an efficient use and allocation of limited water resources and thus resolve increasing water use conflicts due to fast rising societal water demands, in 2000, the Chinese government started a management strategy of 'Construction of a Water Saving Society (WSS)'. It is guided by the principle that socio-economic development should consider the carrying capacity of the ecosystem and focuses on institutional innovation, building on the water rights concept. This paper explores the innovation process during the transition towards WSS by investigating the development course of the innovation process during the transition towards WSS, and the adaptive capacity of the existing water management regime underlying the innovation process. Accordingly, an analysis framework consisting of three types of governance activities and factors determining a regime's adaptive capacity was developed, based on the theory of transition management and adaptive governance. The Tianjin and Zhangye WSS experiments were selected for a deep understanding of local innovations. It is revealed that co-evolution of all three types of governance activities that are claimed to be essential for transition has taken place. However, the current adaptive capacity of the regime still needs further enhancement to support the transition towards the desired WSS in China. Finally, some general insights are provided for policy innovations in other political economies.

    Beschreibung: This study aims to investigate whether, to what extent and how a transition toward integrated flood management has taken place in the Dongting Lake area at the middle Yangtze. Accordingly, we conducted a longitudinal research of its flood management (1949–2009). We developed an analytical framework linking regime components to two societal learning types (double and triple-loop learning) that are key to a regime transition. Our study shows that the transition toward integrated flood management has already started, but the whole regime transformation will still take time to complete, due to, for example, the not-yet-ready decision-making processes that shape the structure changes as well as the incompatibilities between what is on paper and real implementation. To understand how the regime transition took place, we investigated where and how triple-loop learning was initiated as well as how so-called "informal learning processes" has contributed to the transition of Dongting flood management.

    Beschreibung: Preventing the worst consequences of climate change would require that GHG emissions be reduced to levels near zero by the middle of the century. To respond to such a daunting challenge, we need to rethink and redesign the currently highly energy-dependent infrastructures of industrial societies and particularly the urban infrastructures to become low- or even zero-carbon cities. Sustainable urban infrastructures need technology. In this paper focused on Western European Cities, we discuss a wide set of technologies in the fields of building, energy and transport infrastructures that can significantly contribute to a reduction of energy and/or GHG emissions and are already available or are in the pipeline. Based on the review of a recent study for the city of Munich, we then present how a mix of these technologies could reduce CO2-emissions by up to 90% for the metropolis of 1.3 million inhabitants and that this strategy could be economically attractive despite a high initial investment. All of the residential buildings of a city like Munich could be entirely redesigned for EUR 200 per inhabitant annually, which is about one third of an average annual natural gas bill.

    Beschreibung: Taking public transport by bus in the Chinese Metropolis Hefei as an example, the report analyses the practicability of standardised baselines as possible instruments for climate protection funding. The development of standardised baselines for the transport sector has been pushed since the nineties in order to better assess emission reductions of CDM projects. Further aims of standardising are a clinical comparison and a precise forecasting. For all projects of a defined sector, class, size or a given geographical origin it is possible to develop standardised baselines in the sense of reference value for emissions. The report was produced in the context of the initiative "Partnership on Sustainable Low Carbon Transport" (SLoCaT), commissioned by the Asian Development Bank. It complements the study "Applicability of Post 2012 Climate Instruments to the Transport Sector (SITS)", that analyses the impacts of climate protection funding mechanisms like the Clean Development Mechanism (CDM) in the transport sector of metropolises in emerging nations and gives recommendations for the further development of financing mechanisms.

    Beschreibung: While the number of projects under the Clean Development Mechanism (CDM) is expanding rapidly, there currently are relatively few transport projects in the global CDM portfolio. This article examines existing CDM transport projects and explores whether sectoral approaches to the CDM may provide a better framework for transport than the current project‐based CDM. We ask: Would a sectoral approach to the CDM promote the structural change and integrated policymaking needed to achieve sustainable transport policy, making it hence more desirable than the framework of the current project‐based CDM? We conclude that it is possible to design sectoral transport activities within clear project boundaries that fit into a framework of a programmatic or policy‐based CDM. Although we are able to ascertain that transport policy research yields several modelling tools to address the methodological requirements of the CDM, it becomes apparent that sectoral approaches will accentuate transport projects' problems regarding high complexity and related uncertainties. The CDM may need new rules to manage these risks. Nonetheless, sectoral approaches allow the scaling up of activities to a level that affects long‐term structural change.

    Beschreibung: This paper presents the results of a collaborative project on public acceptance of Carbon Capture and Storage (CCS) in Germany, commissioned by the German Federal Ministry of Economics and Technology (BMWi). The project "Socio-economic Research on Acceptance of CCS" (April 2006 to March 2008) analyzed various aspects of public acceptance of CCS mainly in the national context of Germany. It was the first project to handle this subject matter. Public acceptance is one of the crucial factors for the implementation of CCS in the future.

    Beschreibung: The EU Directive on Energy End-use Efficiency and Energy Services (ESD) set an indicative target for EU Member States to achieve a 9% annual energy saving by 2016 from new energy efficiency improvement (EEI) measures. Until now there has been no common methodology on how to measure and evaluate such savings. An international consortium funded by the Intelligent Energy Europe programme and co-ordinated by the Wuppertal Institute has developed harmonised methods for the evaluation of end-use EEI measures. The European Commission encourages Member States to prove energy savings with the help of these methods. From the evaluation point of view, the transport sector is a special case. In the transport sector, data collection appears to be difficult. A number of values can be derived from existing national statistics, but sources have to be analysed in order to be operational. In passenger transportation, measures prevalently aim at changing mobility behaviour. Mobility behaviour depends on specific socio-economic and local conditions and might therefore vary considerably from measure to measure. Often, only surveys that are well-defined for certain conditions can generate appropriate data. The paper discusses availability and certainty of data sources to be derived to evaluate EEI measures in passenger transportation. It first introduces two transport-related bottom-up evaluation methods for the transport sector. One aims at evaluating measures fostering vehicle energy efficiency. The other one aims at evaluating modal shifts. The paper then points to sources of corresponding data and the way the data have to be analysed. Thereby it demonstrates the trade-off between evaluation costs and the level of certainty. In so doing, it gives recommendations how to conduct the evaluation of transport-related EEI measures with keeping both efforts low and certainty high.

    Beschreibung: Also in the global South, transport already significantly contributes to climate change and has high growth rates. Further rapid motorisation of countries in Asia and Latin America could counteract any climate efforts and aggravate problems of noxious emissions, noise and congestion. This Paper aims at connecting the need for transport actions in developing countries to the international negotiations on a post-2012 climate change agreement. It outlines the decisions to be taken in Copenhagen and the preparations to adequately implement these decisions from 2013. Arguing, that a sustainable transport approach needs to set up comprehensive policy packages, the paper assesses the substance of current climate negotiations against the fit to sustainable transport. It concludes that the transport sector's importance should be highlighted and a significant contribution to mitigation efforts required. Combining the two perspectives lead to several concrete suggestions: Existing elements of the carbon market should be improved (e.g. discounting), but an upscale of the carbon market would not be an appropriate solution. Due to a lack of additionality, offsetting industrialised countries' targets would finally undermine the overall success of the climate agreement. Instead, a mitigation fund should be established under the UNFCCC and financed by industrialised countries. This fund should explicitly enable developing countries to implement national sustainable development transport and mobility policies as well as local projects. While industrialized countries would set up target achievement plans, developing countries should outline low carbon development strategies, including a section on transport policy.

    Beschreibung: This paper identifies a lack in sustainability science, of a well-founded normative basis, for the justification of sustainable development. In order to fill this gap, we aim at calling attention to two of the salient conceptions in the German discourse, namely the "Theory of Strong Sustainability" developed at the University of Greifswald and the "Integrative Sustainability Concept" proposed by the Helmholtz Association of German Research Centres (HGF), the biggest research institution in Germany. Both conceptions highly value the justification of a strong theoretical and normative core of sustainable development. This paper suggests that a well-founded "theory of sustainable development" provides the distinctiveness that allows the assessment whether or not there is progress towards sustainability. A clear scientific comprehension of sustainability may inform politics in sustainability affairs and function as a rational corrective for the otherwise diffuse discussion in the general public.
