    Notizen: Widespread spontaneous evacuation, the tendency for people to evacuate even when not advised to do so, has been highlighted as one of the likely behavioral responses to a nuclear power plant emergency. Utility company representatives contend that protective action advisories can be structured so as to stifle the magnitude and geographic extent of spontaneous evacuation. Data from a utility-company-sponsored telephone survey of households on Long Island, New York, where the Shoreham Nuclear Power Station is located, are used in this paper to test this proposition. Analyses of responses given to three sets of increasingly serious reactor accident scenarios, with and without information instructing people what protective actions to take, raise serious questions about the ability of emergency notification messages to affect human behavior in a radiological emergency. The results suggest firstly, that even if people me specifically advised not to evacuate, most would be inclined to do so; and secondly, that attempts to stifle the propensity to evacuate among those who are not at risk are likely to increase the propensity to stay behind among those who are at risk and should evacuate.

    Notizen: This paper examines whether employment in agriculture is more sensitive to fluctuations in the level of economic activity than is employment in the economy as a whole. The analytical framework of the investigation rests on two functional relationships between unemployment and economic activity introduced by Thurow. The results indicate that agricultural unemployment is impacted by variations in economic activity to the same extent as is total unemployment. Finally, when subjected to a stability test, the underlying structural relationships are deemed to be stable over the sample period (1948-1988).

    Notizen: This paper uses a social accounting matrix (SAM) of the California economy to evaluate (1) industrial-occupational linkages associated with defense production, and (2) the relative impact of defense expenditures in a regional economy. Multipliers derived from the SAM are used to trace the distribution of wages and salaries payments from 24 industries to managerial, professional, skilled, and unskilled sectors of the labor force. Expenditures by federal defense and non-defense sectors and households are used to assess the relative impacts of defense spending in the overall regional economy. The results indicate that duality is prevalent in the regional labor market, with managerial and professional occupations receiving the greatest benefits from defense production. Overall impacts to the regional economy are less attributable to defense spending than non-defense and household sectors.

    Notizen: One of the fundamental aspects of “high technology” is its reliance on people. The high-tech context permits a reexamination of several elements of regional research and policy, including technical workers, entrepreneurship, the effect of new technology in the workplace, and the potential for public policies to address people-related issues. This paper suggests that an orientation toward people relates more accurately to the underlying processes, particularly those that focus on flows of people and information. Entrepreneurship, for example, depends critically on people and their social networks. Likewise, the level of technology in a region or nation is defined by the stock of knowledge and skills found within firms and people. A long-term perspective is necessary for public policies that address regional competitiveness.

    Notizen: This note presents a method for developing data on poverty at the state level and applies it to produce estimates of state poverty for the mid-1980s. The findings are based on four alternative measures of poverty: the official one, pretransfer poverty, prewelfare poverty and pre-state-transfer poverty, a new measure especially useful for analyzing the impact of state transfer policies on poverty. The data are reported and then used to compare the antipoverty impact of states’income support policies.

    Notizen: This paper extends the traditional shift-share model to incorporate international effects. While some industries compete nationally for markets, other compete internationally. For industries competing nationally, regional growth derives from regional superiority relative to the national economy. For those competing internationally, regional growth is tied to regional advantages from specialization and competitive advantage relative to the international economy. Building on the Esteban - Marquillas concept of homothetic employment, the international shift-share model identifies regional growth due to regional and national competitive advantage and regional and national specialization. We demonstrate that the international model retains the property of region to region additivity.

    Notizen: The theory behind employment growth as a strategy for lessening the poverty problem is based on a premise that job opportunities are inadequate. But during rapid employment growth in some nonmetropolitan areas of Kentucky and Georgia the effect on poverty has been limited. A large majority of poor households have no potential to leave poverty via employment since age, health, and other limiting factors among household members restrict entry into the work force. Also, for some the condition of being poor resulted not because they had never worked, but because they tended to have worked at marginal, low-wage jobs. Meanwhile, some jobs went unfilled because employers could not find persons who could meet the right requirements. This study shows that in these two areas, expanding employment opportunities did not significantly reduce the poverty problem. As the literature addressing the issue of the effects of employment growth on poverty is inconclusive and sometimes contradictory, clarification of how employment gains are distributed among local residents is essential.

    Notizen: Since the dollar began to decline on international markets in 1985, economic conditions have improved rapidly throughout the Tennessee Valley. The improvement was particularly strong in rural counties and in rural manufacturing. This paper finds the reasons for slow regional growth in the early 1980's were partly cyclical (and hard on the durable goods sector) and partly the strength of the dollar on international markets (which was hard on nondurables). The turnaround in the dollar since 1985 has provided welcome relief. There is little evidence of structural damage to the regional manufacturing base caused by the strong dollar, and manufacturing provides a secure foundation for further growth and development in the Tennessee Valley.

    Notizen: This paper investigates the determinants of Canadian direct investment in Northern New York, focusing on the influence of changing foreign exchange rates. Hypotheses are formulated that new investment should be positively related to the value of the U.S. dollar while expansions of existing facilities ought to be unrelated to exchange rate movements. These predictions are supported by the data. Since Canadian investment is found to behave quite differently from domestic-source investment, we conclude that other factors besides exchange rates account for much of this difference.1

    Notizen: Interest in the economic role of the large enterprise has led to numerous studies of economic dependency and regional economic health and performance. In this paper, an interindustry accounting framework is conjoined with Dun and Bradstreet corporate ownership data to provide a fresh perspective on the effects of external economic ownership. The aggregate level measurement method is applied to fifteen multicounty regions in the state of Illinois, and reveals considerable variation in the measures generated. High regional dependence measures are directly related to employment stability and inversely related to employment growth.Although interindustry accounts have been used most commonly in economic impacts assessment and forecasting, a broader range of potential applications lies in their use as descriptive and explanatory measurement tools. This paper addresses the external ownership issue at the macrolevel by testing the relationship between measures of input-output dependence and indices of regional employment growth and stability, and demonstrates, in the process, a non-conventional use of interindustry data. The conjoining of interindustry data and the Dun and Bradstreet data produces a unique set of measures of regional economic structure.

    Notizen: The econometric evidence that has been brought to bear on the question of how state and local taxes affect the location decision of firms among competing states or regions is surprisingly sparse and often contradictory. In this research the question is addressed from a different empirical perspective than has been considered heretofore. Using a pool of cross-section and time-series data, the trends in employment and capital formation in three energy-rich states are analyzed during a period when these states substituted energy-related revenues for more traditional forms of taxation. McLure's general equilibrium model of regional taxation and industrial location forms the theoretical basis for the empirical analysis. The findings suggest that relative changes in state and local taxes on products and labor are of more significance as a location determinant than relative changes in the state corporate income tax.

    Notizen: Abstract During the 1970s, several programs were implemented to deal with the problem of urban deprivation within US central cities. This study examines the changing spatial distribution of various deprivation indicators within the city of Wichita, Kansas, and identifies the social and economic characteristics of those areas most affected by changes. Linear regression is utilized to develop a typology of change. Areas that deteriorated in relation to the rest of the city are characterized by disproportionate concentrations of the city's “underclass,” while areas that improved in relation to the rest of the city were the most affluent neighborhoods. The study found little evidence that deprivation was reduced in those areas of the inner city targeted for special assistance; indeed, in much of the inner city, levels of deprivation increased relative to the rest of the city.

    Notizen: In order to improve the ability of central-city policymakers to retain middle-income families, this paper tests for the importance of city/suburban location as well as other background characteristics in explaining variations in moving plans. Stepwise discriminant analysis is applied to a mailed questionnaire sample of 1,738 households who purchased homes in Hamilton County (Cincinnati), Ohio, during the first half of 1986. The city buyers’ greater propensity to move reflected compositional effects, with younger households purchasing modest homes. Contrary to what was expected, recent city buyers with urban tastes did not have strong attachments to their location. The implications of these and other results to stem outmigration flows are discussed.

    Notizen: Research has found that development exactions are capitalized into the price of new housing. As the price of new housing increases, one would expect to see a price rise in existing housing as well, albeit lagged to some extent. This paper presents the results of an empirical study designed to measure how much impact fees affect the price of existing, single-family dwellings. Data for this study were obtained from county property appraiser files provided by the Florida Department of Revenue. The data represent 1,055 new and 3,135 existing home sales, respectively, in Dunedin, Florida, and 7,292 existing home sales in Clearwater, Florida, from 1971-1982. On June 3, 1974, the city of Dunedin began assessing impact fees of $1,150 against all new, single-family construction. The methodology used in this paper examines the price differential of new relative to existing housing and finds that the difference disappeared after six years.

    Notizen: This paper examines the impact of the Stratford Festival on employment within the community of Stratford, Ontario. The specific objective is to calculate the number of “secondary” jobs created in Stratford per “primary” job generated at the festival. This is achieved in three stages. First, primary employment is calculated from information provided by theatre personnel. Second, secondary employment is assessed from information collected in a survey of local business proprietors. Third, a festival-employment multiplier is derived. This reveals the number of secondary jobs created in the community per job at the festival. Results indicate that 1.6 jobs result in Stratford for every job generated at the theatre. This finding provides evidence that cultural organizations contribute positively to the economic climate of a community. The economic consequences of cultural events constitute an important argument for their continued support.

    Notizen: Reilly's law of markets delimits a breakpoint between the trade areas of a pair of centers based on their size and spatial separation. The construction of trade boundaries between more than two centers is inadequately dealt with in the literature. This paper generalizes Reilly's market model using probability contour mapping and numerical integration. Since the allocation phase of the model can be based on any suitable interaction model, a wide variety of retail analysis techniques is synthesized. Using computer graphics, both descriptive and predictive uses of the model are illustrated.

    Notizen: The spatial distribution of military expenditures in the United States is a major influence on the regional shifts of economic activity that are occurring in the US. The purpose of this study is to trace the changing spatial distribution of military prime contract awards (MPCAs) from 1941 to 1985. Using T-mode and S-mode factor analysis, the results indicate that since 1941 there have been four distinct eras in the spatial distribution of MPCAs. During each era the spatial pattern of military spending remained stable. The shift from one era to another appears to be linked to changes in the type of weapons purchased by the Department of Defense. The most recent era, the High-Technology Weapons era, has lasted for twenty years. The long-term stability evident in the spatial distribution of MPCAs supports the argument that military expenditures have played an important role in regional economic development and change. The findings also indicate that, while many states tend to follow the national trend in military spending, there are also four distinct groups of states which have gained and then lost their positions as military production centers. The main reason behind the rapid growth and decline of MPCAs going to these states was their dependence on a single weapons system.

    Notizen: This paper analyzes the pattern of price discrimination and cross-subsidization that result from traditional gas distribution cost allocation procedures. A gas distribution capital cost function is developed, using the Box-Cox transformation and estimation procedure applied to a cross-section of 65 communities, and is used to assess the deviations between distribution marginal costs and actual cost allocations. The major conclusions are that current pricing practices produce an aggregate net subsidy to all combined customer classes, that both intra- and inter-class cross-subsidizations are occurring, with the commercial and small industrial markets as the major losers, and that the smaller communities tend to subsidize the larger ones. These results support a move away from current, company-level pricing practices towards locally differentiated pricing.

    Notizen: Utilizing data from quinquennial industrial censuses for the period 1960-1975, this study examines economies of scale in a number of Mexico's manufacturing industries. A cross-sectional approach is used to estimate production functions by industry for each of four industrial censuses. In contrast to findings of relatively constant returns to scale for the United States, the Mexican data reveal substantial economies of scale at both the beginning and the end of the study period, suggesting that further opportunities for reduction in long-run costs exist. The resultant policy implications are that measures which promote larger scale manufacturing (incentives for expanded domestic production, export promotion, and selected tariff preferences) will speed up both short-term recovery and long-term growth of the Mexican economy. It is desirable, however, that these policies be harmonized with other designed to reduce the environmental contamination and congestion that has accompanied Mexico's industrial development.

    Notizen: The growth of many service industries among American metropolitan areas stem from an eclectic set of forces. These include market penetration effects of increasing importance of services throughout the economy, agglomeration effects in immature and deregulated industries, and institutional and infrastructure constraints. These diverse forces are interpreted as urbanization and localization economies. A cycle of centralization of 27 fast growing service industries is documented for MS As in the period 1977-84. The two agglomeration effects are tested directly, using a power function model that relates employment and establishment growth to MSA size and initial level of employment in a local industry. Localization economies rather than the general advantages of metropolitan size best explain the growth patterns. This result implies that service industrial complexes are rapidly emerging in American metropolitan areas.

    Notizen: Abstract The number of households in Chicago's suburbs grew rapidly between 1960 and 1980, and the spatial distribution of households of various income groups changed greatly. Nonetheless, at the conclusion of the 20-year period, the differences among the distributions of the income groups had changed little. Only in a few areas did invasion and succession play a role in neighborhood economic change, since few poor blacks or Hispanics have migrated to suburban Chicago, and there was little European ethnic concentration there. In several areas there is evidence of filtering of older expensive housing to lower income households. In other places it appears that real income of many households has decreased over time sufficiently to cause them to enter a lower income category.

    Notizen: Each year Congress allocates billions of dollars to states on the basis of unemployment. The stated objectives include assisting unskilled, economically disadvantaged, and dislocated workers; yet unemployment is a poor proxy for identifying such individuals. This paper examines the consequences of altering allocation formulas and concludes that switching from unemployment statistics to alternative measures of need, e.g., low wages, low income, or poverty, would have a dramatic impact on the geographic distribution of funds. Even switching from one unemployment statistic to another (e.g., from aggregate unemployment to excess unemployment or long-term unemployment) would substantially alter the distribution of funds.

    Notizen: This paper examines the shift from current market value assessment to acquisition-based assessment as mandated by a little-noticed provision of California's 1978 Proposition Thirteen. The distributional effects of the reformed property tax system are studied for a 300-house, ten-neighborhood sample in Davis, California. Micro-area tax inequalities for similar properties greatly increased from 1978 to 1985. By 1988, however, intra-area and inter-area inequalities in tax payments were diminishing slightly due to a low inflation rate and increased property turnover (resales). Because of its social policy consequences, acquisition-based assessment is an element of California's tax revolt that other jurisdictions should not emulate.

This module enables policymakers to estimate and analyze those direct and indirect socioeconomic effects on a regional economy, occurring over time, which are attributable to regional water supply constraints and water allocation decisions. In addition, this paper presents a hear-programming-based approach which can guide the user in making water parameter adjustments for a chosen objective. An empirical demonstration of the procedure based on the Minnesota state economy illustrates its usefulness.

    Notizen: Regional economic models typically either ignore prices altogether or simply treat them as exogenously determined. An unfortunate consequence of the neglect of prices is that model builders have been very much limited in the range of macroeconomic perspectives they have been able to bring to bear on regional economic issues. In this paper, we first explain how prices can be modeled endogenously at a regional level despite the paucity of data on regional prices. Using an illustrative interregional computable general equilibrium model for Malaysia, we then demonstrate how alternative macroeconomic visions of regional systems may be captured.

    Notizen: Recent developments in combining input-output and transportation planning models have made it possible to construct realistic comprehensive urban and regional activity models of land use intensity. These models form the basis for a rigorous approach to studying the interactions among urban activities. However, efficient computational solution methods for implementing such comprehensive models are still not available.In this paper, an efficient solution method for a nonlinear programming urban systems model is developed by combining Evans's partial linearization technique with Powell's hybrid method. The solution algorithm is applied to a small but realistic urban area with a detailed transportation network.

    Notizen: . This paper examines the RAS, McMenamin and Haring, and Lagrange-multiplier update methods in the context of the dual accounting system of the rectangular input-output model. The motivation was to determine if the additional information contained in the dual system is exploitable, while maintaining the integrity of the rectangular structure with all its advantages. Tests were conducted on the performance of the various algorithms for a derivative Leontief model relative to their performance on the rectangular structure. The results obtained for rectangular tables were generally better than those obtained for the more conventional Leontief ones.

    Notizen: . The frequency of occurrence of the different types of solutions to the Weber problem is studied. These solutions are: a location at an attraction point due to a dominant force, to incompatible angles, or to concavity; a location at infinity; a location inside the polygon; and a location outside the polygon. Situations involving both attraction and repulsion points are examined in the triangle and in the more-than-three-sided polygon context, and methods for solving the corresponding problems are compared. A trigonometric solution is proposed for the triangle case involving one repulsion and two attraction points. The variation in the frequency of a location at an attraction point when the number of attraction points increases while the number of repulsion points remains the same is observed as well. Implications of the results are studied for the analysis of dynamic location processes.

    Notizen: . This paper examines the extent to which regional differences in wage rigidity exist and can help explain interregional differences in unemployment trends. Phillips-curve models of manufacturing wage inflation are estimated for the 10 largest states in the U.S., the 10 economic regions in the United Kingdom, and the 11 Lände in the Federal Republic of Germany over the 1971 to 1985 period. There is evidence of significant differences in the responsiveness of wage inflation to unemployment and the rate of change in consumer prices across the regions within each country and across the three nations. An index of real wage rigidity derived from the Phillips-curve coefficients is positively correlated with unemployment trends across the regions in our sample, suggesting that wage rigidity may be an important determinant of regional differences in labor market responses to macroeconomic shocks.

    Notizen: . Oosterhaven (1988) labels the supply-driven input-output model “theoretically implausible” and criticizes the straightforward use of the model for impact studies. This comment extends and corrects some of the issues addressed by Oosterhaven. We derive the characteristics which industry production relations must possess to be consistent with the implied changes in industry inputs and outputs when supply-side input-output models are employed for impact analysis. First, it is shown that an implicit assumption is the characteristic of perfect substitutability among all inputs in each industry production function. This is the polar opposite of the Leontief assumption of zero elasticity of factor substitution among all inputs, and is very unrealistic for large changes from the initially observed solution since it implies that all inputs are non-essential in the production process and that any input can be substituted for all others simultaneously. Second, it is shown that the model may still be reasonable for approximating the effect of small changes since the implied production relation may be interpreted as a cost minimizing choice for a standard constant-returns-to-scale production function linearized around the initial solution under the assumption that relative prices are unchanged. Under this alternative interpretation, the supply-side model may be expected to provide a reasonable approximation, useful for analyzing changes in the neighborhood of the initial solution, but would appear to be inappropriate for analyzing large changes.

    Notizen: We present in this paper a plausible and simple method of estimating the two components (frictional and excess supply) of unemployment. This approach uses a stochastic model whose error term is composed of two elements–the usual two-sided error and a one-sided error. Our method has several strengths. First, we are able to explicitly model the universally held view that there is a nonzero lower bound on unemployment. Second, we can easily determine whether each region's unemployment rate is caused primarily by excess supply or frictional forces. We illustrate our technique on a data set comprised of all 50 states over the period 1960-1979. Finally, estimation of the frictional rates of unemployment allows us to analyze, in the last part of the paper, the underlying economic and demographic determinants of differences in frictional unemployment rates across states and over time.

    Notizen: This paper uses a logit model of consumer choice to examine how changes in the spatial behavior of rural consumers will affect the commercial base of smaller urban places. Various socio-economic changes in a region can be expected to cause a number of behavioral changes, including changes in where people work and shop. The analysis presented in the paper emphasizes the importance of location to the commercial prospects of small trade centers as consumers become more spatially mobile and engage in more multipurpose shopping. Places that are centrally located have the best prospects for ensuring that functions are either maintained or suffer the least decline as a result of competition from higher-order centers. Remoter locations will be adversely affected by these competitive pressures.

    Notizen: This paper uses a stochastic frontier production-function model to measure and compare productivity efficiency in the manufacturing sector of states in the United States over the period 1959–1972. Based on this model we find considerable variations in productive efficiency across states. A large portion of the variation is found to be related to regional differences in labor-force characteristics, levels of urbanization and industrial structure. We also examine the relationship between productive efficiency and the subsequent growth of manufacturing and find some evidence of a weak relationship between efficiency and the growth of employment.

    Notizen: The role of location-specific amenities in human migration decisions, and subsequently regional development, is explored. A framework is developed which motivates a new assessment of existing alternative models of regional development, indicating the need for additional modeling efforts which focus upon amenities as critical elements in such analyses. The approach hinges upon the notion that amenity values are capitalized into wages, rents, or other local prices. This process of capitalization enables researchers to explore the implicit value that society places upon amenities, which can then be used in assessing future regional-development trends in a more comprehensive manner.

    Notizen: Air photo interpretation along with limited field work is the basis of a compilation map of Tertiary structures in the Upper Paleozoic through Mesozoic platform cover strata of Nordenskiold Land. Permian Kapp Starostin Formation strata form a continuous marker horizon delineating both a large NE-verging fold complex, which involves the basement (Hecla Hoek sequence) through basal Tertiary strata, and somewhat smaller scale folds, some of which may have formed in association with detachments and thrusts within the platform cover sequence. The map pattern is both a function of local structural plunge and changes in fold geometry along strike. Regional considerations suggest that subsurface basement-involved thrusts exist. In S Nordenskiold Land, to the E of folded Kapp Starostin Formation strata, a 3.5 km wide zone of folding and thrusting in Triassic and Jurassic strata above a subhorizontal decollement is inferred to occur. Further E is the W limb of the central Tertiary basin syncline.

    Notizen: Knowledge about the Quarternary geology of the Australian sector of Antarctica is very incomplete. Scattered observations of glacial deposits in that area, made during the ANARE 6 expedition in 1987, indicate that the inland ice had formerly a considerably wider extension than today. The ice was more than 200 m thicker, probably of the order 1, 000m. This maximum stage cannot yet be dated, but conditions seem to favour a late Wisconsin-Weichselian maximum age. However, a much higher age cannot be excluded.

    Notizen: The conflict between postmodernism and Marxism is a central theme in contemporary human geography. This paper argues that the debate has been muddied by a confused usage of terms, and inadequate scholarship with regard to Marxism. It is necessary to distinguish between ‘postmodernism’ as simply a descriptive label for empirical developments in society, and the stronger claim that ‘postmodernism’ provides a new theoretical orientation capable of elucidating them. The former position is unobjectionable, but the latter is premature. Its advocates side-step difficulties in the philosophy of science, and misrepresent the advantages of a postmodern approach to culture and the experiential domain. They erroneously claim special rights over locality studies, and their political contribution tends to romanticise subjectivism. The dismissal of Marxism completely ignores its anti-essentialist strand, and overlooks the contemporary regeneration of Marxism under the stimulus of critical realism. Locality research makes scientific sense only in a realist-marxist framework.

    Notizen: This paper examines the role of urban social movements in shaping the built environment. It is based on empirical work undertaken in two relatively small towns, Darwin and Alice Springs, located in the Northern Territory of Australia. This approach has furnished the opportunity to undertake a true comparative study of the role of social movements in what ostensibly appear to be relatively simple urban locations situated in similar local, national and global circumstances, across the same time-period. In particular, the investigation sets out to examine the contrasting success/failure of social movements to coalesce around the problem of housing provision.The early sections of the paper review various conceptual issues related to the empirical investigation and try to arrive at a usable definition of ‘urban social movement’.

My feeling is that their alternative recipe should definitely carry a health warning (Cooke, 1989: 274).

    Notizen: The importance of spatial variations for social behaviour has recently been re-established in social theory. But, paradoxically, space does not exist in the sense of being an object that can have properties and effects. How, then, are these two axioms to be reconciled? Recent attempts to solve this question have been centred around the concept of ‘locality’. In this paper we subject this concept to critical evaluation. First, we consider in abstract terms the way in which spatial variation affects social phenomena. Subsequently, we discuss the implications of this, focusing around the use of ‘locale’ and ‘local labour market’ as operationalisations of ‘locality’. Next, we review and comment on the debate on locality in the light of this discussion. The upshot is that locality is shown to provide an inadequate conceptual scheme for dealing with spatial patterning.

    Notizen: This paper argues that despite recent advances in research concerned with gentrification, the role of the state in this process has not been adequately conceptualised. Existing perspectives largely fail to provide a thorough analysis of the way in which the duality of the states ‘political’ and ‘economic’ functions are related, and how these are represented in concrete spatial situations. Through an empirical focus upon London's Docklands, the way in which the state, through the London Docklands Development Corporation, is spatially constituted and has influenced the gentrification process are examined. First, some conceptual and theoretical questions are discussed. Second, a brief historical context in which gentrification in the Docklands can be situated is provided, followed by an examination of how the restructuring of this area relates to the broader restructuring of state relations. The central role of the state in the gentrification of the Docklands is then considered by looking first, at how the LDDC has aided, through capital subsidisation, the production of a gentrified built environment giving rise to restructured patterns of socio-spatial polarisation. Second, the question of how this action and the inequalities arising from it have been legitimised, through political, ideological and socio-cultural means, is examined. Finally, some of the theoretical and political implications of this analysis are addressed.

    Notizen: This study has measured and analytically compared the behavioral residential stresses and the economic consumption disequilibria of 103 households for their single-family homes in Saskatoon. The first finding was that members of the mover subsample significantly reduced their overall consumption disequilibria by moving in the context of a computer game, but their overall stresses were. unchanged, Second, different sets of home attributes were the sources of either the stresses or the consumption disequilibria of the mover and the inner-city subsamples. The conclusion was that these two indices measured different indices of a household's satisfaction with its home.

    Notizen: Tax-tile data are available for moves between census divisions in Canada on a year-by-year basis, and may be the best data source for studying migration flows between censuses. This paper reports the results of filling a series of models to me 1985 to 1986 flows using a form of regression analysis based on the Poisson distribution that is appropriate for count data. These models confirm results well-known from interprovincial and intermetropolitan migration analysis, but also reveal some more surprising results.

    Notizen: A positive association between rotes of in-migration and out-migration across locations has long been observed. This apparent paradox has usually been attributed to the impact of in-migration on population composition. We argue here that the intrinsic structure of population dynamics may also induce this effect, and we develop a formal model of this process. Empirical analyses using migration data for stales in the U.S. over 1955-1960, 1965-1970, and 1975-1980 show that the intrinsic mechanism may swamp the compositional effect.

    Notizen: The primary purpose of this paper is to consider and test for various interlinkages between migration flows, and also between migration and employment change. Three types of migration flows are distinguished: domestic in-migration and out-migration, and net international migration. The three migration equations are embedded in a model of regional adjustment that also includes regional employment and wage changes as endogenous variables. The data base utilizes Canadian census statistics for 1971 and 1981 in a cross-section analysis with 183 regions represented by counties, or their equivalents. The empirical performance of the various interlinkages is broadly in line with expectations, but the results raise some important questions about interpretation.

    Notizen: This paper extends the neoclassical, Harris-Todaro model of urban-rural migration to the case of production uncertainty in the agricultural sector. A unique feature of the Harris-Todaro model is an exogenously determined minimum wage in the urban sector that exceeds the rural wage. Migration occurs until the rural wage equals the expected urban wage (“expected” due lo employment uncertainly). The effects of a change in the minimum wage upon regional outputs, resource allocation, factor rewards, expected profits, and expected national income are explored, and the influence of production uncertainly upon the obtained results are delineated.

    Notizen: In this paper a paradigm for the dynamics of long-run structural change in specialised and relatively nondiversitied regions is presented. My claim is that the present deterioration in economic performance of these regions results from the limits of the model of industrial development that casts interregional transportation in the lead role. I argue that improved relative efficiency in interregional transportation may result in prohibitively high transportation costs in the long run, due to the absence of intermodal competition in the transport sector, the prevalence of highly specialised operations and an investment bias towards the original export sector. This will inhibit and indefinitely delay an economy's potential for a take off from a “vinous circle” and a boom and bust development. I outline further a conceptual approach to treating transportation costs and regional change by raising regional resource mobility via coordinated investments in intraregional transportation.

    Notizen: There is a certain optimism among policy makers concerning the ability of producer services, viewed as locationally flexible, to stimulate economic growth in lagging regions. Four issues related to the location of producer services are used to critically examine this notion: (1) observed centralization and decentralisation trends. (2) the influence of corporate ownership and control, (3) intrafirm functional separation, and (4) the impact of telecommunications technology. Producer service growth has not benefited central and peripheral regions equally. The empirical and conceptual evidence presented suggests that these activities have little positive impact upon lagging regions. Some essential elements of a regional strategy involving producer services are proposed.

    Notizen: A neural network, parallel distributed processing model of learning is adapted to represent the self-organizing urban system. The model is trained on a number of cases representing specific functional stales of the system, and as a result “learns,” by a process of structural evolution, to recognize the general problem defined implicitly by the set of cases, and to solve it. The learning algorithm approach is based on an explicit distinction between the functional and structural organization of the system; questions such as the structural effects of a functional change are thus addressed directly. Specific results show that very simple models can “learn” to wall* transportation infrastructure appropriate for a variety of flow requirements, and then distribute flows in a reasonable manner over the network.

    Notizen: Hazardous facility siting policies have shifted gradually from an exclusive focus on risk mitigation measures to strategies which combine mitigation unit compensation for unavoidable risks. Despite widespread practice among regional and state government entities, such strategies have achieved limited success. We argue that risk sharing through dispersion and downscaling of facilities is a key adjunct to compensation, with the potential to alleviate many stalemates which pervade current siting processes. A prescriptive risk-sharing model, inspired by a growing number of equity-oriented siting policies, elucidates the trade-offs between spatial equity, compensation, and facility costs. We conclude that equity considerations are likely to emerge as a primary criterion in the next generation of siting processes.

    Notizen: This paper introduces the mechanism of diffusion-limited aggregation (DLA) as a new basis for understanding urban growth, Through DLA, urban form is related to the processes of rural-to-urban migration and contiguous growth. However, despite being bused on very simple principles, DLA simulations are shown to have properties found in most urban areas such as negative density gradients and ordered chaotic structures. The paper examines variations in the simulated urban structures produced by different assumptions regarding the rural-to-urban migration mechanism. An important finding is that urban density gradients can occur independently of the generally accepted reasons for their presence. We also comment on boundary effects in the measurement of urban density gradients.

    Notizen: A region's producing sectors compete in national markets with other regions, and its output growth therefore depends on changes in the region's sectoral input costs relative to those in other regions. In this model, production costs are taken as dependent upon wages and other payments to local factors and upon costs of interindustry inputs, the producers of which pay wages and other factor costs locally or, if the inputs are imported, in other regions. After consideration of conditions by which regional commodity supply functions can be aggregated, sectoral commodity prices and the regional production of national and local goods are endogenously determined in a computable equilibrium system within a balanced regional model framework.

    Notizen: Gravity models of the constrained, unconstrained and elastically constrained type are interpreted as reduced forms of spatial price equilibrium of interregional trade. The explicit forms of equilibrium models reducing to the different varieties of gravity models are presented. They are theoretically consistent in the sense that the underlying demand and supply functions are compatible with individual optimising behaviour. Forms other than the gravity type, however, are consistent as well. No choice can be made by mere theoretical arguments. But additional criteria like computational facility and factual conformity provide good reasons for preferring gravity forms in applied work.

    Notizen: Assessing the employment effects of changes in transport infrastructure, such as the construction of the Channel Tunnel or high-speed rail connections, is not an easy task. The gravity model is sometimes used to analyse changes in the potentials of the regions concerned. One step further would he the translation of changes in potentials into changes in employment per region. This paper will he devoted to analysing some properties and limitations of such a translation process. Special attention is paid to an operational model developed by Evers et al. (1987) for this purpose. It is shown that this model is “almost” consistent with the theory of locational behaviour of firms.

    Notizen: The ORION model allows for a simultaneous allocation of the various activities in city or region, while contacts and conflicts between activities and the attractiveness of the terrain are taken into account. The measures of the quality of allocations are the costs of contacts, conflicts and unsuitability with regard lo the attractiveness of the terrain. A dynamic version of the model is also presented. The contacts are simulated by means of the intervening opportunities model. It is also possible to introduce planners' preferences which result from, for example, aesthetic or political reasons. Finally, an application to forecasting the development of Cracow is presented.

    Notizen: A network design problem solves for link improvements or additions to an existing transportation network provided that a certain objective function such as social welfare is maximised. In addition, an equilibrium network design problem specifically requires each link to have user equilibrium flows.In this paper, two equilibrium transportation network design problems are formulated in a nonlinear bilevel programming framework; one with a budget constraint and one without. A bilevel programming formulation allows explicit consideration of the interaction between the public sector which supplies transportation facilities and the private sector which uses the given facilities. This paper presents a descent-type algorithm to solve an equilibrium network design problem formulated in the nonlinear bilevel programming model for Korea. Numerical analysis using network data for a simplified Korean highway system is reported.
