    Description: Purpose Urban flooding in developing countries of the Global South is growing due to extreme rainfall and sea-level rise induced by climate change, as well as the proliferation of impervious, built-up areas resulting from unplanned urbanisation and development. Continuous loss of traditional knowledge related to local water management practices, and the de-valuing of such knowledge that goes hand-in-hand with globalised aspirations, is inhibiting flood resilience efforts. This paper aims to address the need to include traditional water knowledge (TWK) in urban living and development processes in the Global South. Design/methodology/approach This paper commences with a review of existing frameworks that focus on natural resource management, critically assessing two existing frameworks of traditional ecological knowledge (TEK). The assessment of the existing approaches contributes to this paper’s development of a novel framework to promote TWK with regard to resilience and risk reduction, specifically for developing flood adaptive strategies, which is the second stage of this paper. Finally, the paper explains how the framework can contribute to the field of urban design and planning using examples from the literature to demonstrate challenges and opportunities related to the adaptation of such a framework. Findings The framework developed in this paper reveals three proposed vertices of TWK, named as place-based landscape knowledge, water use and management and water values. This framework has the potential to produce context-specific knowledge that can contribute to flood-resilient built-environment through urban design and practices. Originality/value Within the field of TEK research, very few researchers have explored the field of developing flood resilience in an urban context.     Description: Purpose In recent years, firms tend to direct their attention in communicating their environmental actions with their stakeholders. However, the level of environmental disclosers varies significantly among firms. This paper aims to explain the variation in environmental disclosure of firms based on their ownership type, namely – state ownership and institutional ownership. The study further aims to understand whether and how the relationship between ownership structure and environmental disclosure changes regarding countries’ development levels. Design/methodology/approach This paper uses a sample of 27,847 firm-year observations from 72 countries/economic districts between the years 2002 and 2017 and regression analysis to test how the relationship between different ownership structures and environmental disclosure and whether this relation is conditional on countries’ development levels. Findings This study finds that firms with higher state ownership have higher environmental disclosures and higher institutional ownership has a negative effect on environmental disclosures. Furthermore, this paper also documents that firms with higher state ownership and operating in developed countries have incrementally higher environmental disclosure, relative to firms operating in developing countries. Research limitations/implications The study has limitations that would provide possible starting points for further research. The first limitation is related to the environmental disclosure measure, which reflects the level of environmental disclosure of firms based on their disclosure information given in the Thomson Reuters, Asset4 database. A more refined measure can be constructed using hand-collected data based on linguistic analysis, which may reflect not only the level of the disclosure but also the quality of the environmental disclosure. The second limitation is the limited focus of the study toward state and institutional shareholding. Therefore, future research may consider examining the different types of ownership such as family ownership. Practical implications The findings of the study may help policymakers and regulators to consider the potential impact of various ownership types on environmental disclosures. Also, given the impact of countries’ development levels, regulators should consider that a one-size-fits-all is not applicable in environmental disclosures. Therefore, each country should consider the institutional dynamics of their operating environment to set appropriate regulations to enhance environmental disclosures. Social implications From a social perspective, the findings indicate that firms’ stakeholder engagement via environmental disclosures depends on the type of the controlling shareholders. Originality/value This study contributes to the literature by developing a new construct for environmental disclosure based on Biodiversity, Climate Change, Environmental Investments and Spill Impact Reduction performance measures. Further, grounding on legitimacy and stakeholder theories, this study shows the influence of ownership type on environmental disclosures and how this effect changes in accordance with the countries’ development.

    Description: Purpose This paper aims to focus on reducing the vulnerability of Ahvaz city against urban disasters and lowering the number of casualties and amount of financial losses using modern approaches to develop resilience strategies that can increase urban safety to an acceptable level. The strategic situation of Ahvaz city, because of its abundant resources, the war experience and its location on the boundary regions of Iran, highlights its significance. Ahvaz has a high population and an extended texture, and the existence of extraordinary constructions increases the importance of physical resilience in this city. Design/methodology/approach The present study investigates built environment aspects such as the urban structure, the urban form, land-use proximity pattern, urban road network and crucial and vulnerable centres in Ahvaz, using a combination of qualitative and quantitative methods. Hence, the areas at risk in Ahvaz were identified and illustrated in a comprehensive risk assessment map, and then, by using the strengths, weaknesses, opportunities and threats technique and finally by using the Delphi method, some strategies and plans were presented to reduce the level of vulnerability in Ahvaz. Then, these strategies are prioritized by applying quality function deployment (QFD) technique. Findings The risk assessment result shows that most parts of Ahvaz’s urban areas are highly at risk. The central and northern parts of Ahvaz have the highest vulnerability at a time of crisis. These zones include district 1 (city centre) and districts 2, 3 and 7 at the city’s margins. The result of QFD process showed that the essential urban resilience strategy is to positively consider the passive defence studies with a physical resilience approach. Also, the proper distribution of strategic points in the city, moving the industrial and oil companies from the peripheral area, and facilitating access to vital, crucial centres to support urban regions are considered the most effective strategic plans. Originality/value This paper, with an integrated approach, examines and prioritizes the main physical problems of Ahvaz city based on the spatial analysis and opinions of experts. The physical strategies presented in this paper can significantly reduce the risks and increase the urban resilience of Ahvaz city in the face of crisis.

    Description: Purpose This paper aims to investigate the emergence of new success measures for buildings and infrastructure post-disaster reconstruction projects, beyond the traditional ”iron triangle”, which have gained prominence with the increased involvement of clients and end-users in these projects. Consequently, the industry is obliged to reconsider the critical factors regarding what constitutes a successful outcome from the perspectives of these stakeholders. Design/methodology/approach Data was gathered from end-users in four Caribbean islands using a questionnaire survey on eight empirical success indicators obtained from an extensive systematic literature review. To elicit a ranking and correlations amongst the end-user’ perspectives on the indicators, factor analysis and structural equation modelling techniques (SEM) were conducted. Findings The factor analysis found “safety” to be the most important empirical success measure, while “change” ranked the least important. Correlation analysis using SEM identified two new composite indicators, namely, “competence” with delivering timely and quality environmentally friendly and sustainable projects and “adaptability” in ensuring project objectives reflect beneficiaries’ expectations amidst internal and external influences, to be critical of end-users’ measurement indicators that describe their assessment mechanism. Measurement and structural models validated “safety” and “satisfaction” to be the highest loading variables in the two composites, respectively. Research limitations/implications The research focussed on findings in English language articles; therefore, any claim to a complete list of indicators from the literature can be amiss. Practical implications Results confirm the traditional “iron triangle” of time, cost and quality to be limited in assessing reconstruction project outcomes and the views and expectations of the potential beneficiaries need to be factored in the planning, design, execution and post-handover stages in all reconstruction projects. Originality/value This paper was very specific in its attempt to investigate new success indicators for reconstruction project outcomes, aiming to assist with developing comprehensive project objectives that resonate with all stakeholder groups.

    Description: PurposeThis paper describes the educational experiences of children and youth (aged 3–20) with disabilities during school closures resulting from the 2017 Northern California wildfires. Students with disabilities are particularly vulnerable to the adverse impacts of disaster, yet the effects of school closures on these children remains understudied. This study identifies considerations for students with disabilities and their families post-disaster.Design/methodology/approachAn inductive, qualitative approach was used for the study design, methodology and analysis. In-depth interviews were conducted with parents of 14 students with disabilities about their experiences during and following school closures. All of these children had missed between a week and over a month of school as a result of the wildfires. Thematic analysis was used to code data and identify four themes present across the data.FindingsOur findings indicate that children and youth with disabilities experienced disruptions in school-based services; lost previously acquired skills; exhibited negative health and behavioral issues; had difficulties adapting to new, unfamiliar routines and were saddened by lost social connections. Additionally, findings pinpoint the importance of social connections while schools were closed, the benefits of resuming school which included access to responsive school staff, as well as challenges faced by children with disabilities and their families once schools reopened.Originality/valueFamilies of children with disabilities, as illustrated in this study, often must transverse a different post-disaster landscape. Schools should assist them in navigating that landscape so students with disabilities can experience a more equitable return to education post-disaster.

    Description: PurposeLearning at the local level is an important contributor to safe and resilient communities. The purpose of this article is therefore to explore what motivates municipalities in Norway to learn from disasters and how they learn from them. This purpose has been fulfilled by (1) addressing the process of learning from disasters occurring within municipalities, and (2) learning from disasters in other municipalities, in particular from the terrorist incidents that occurred in Oslo on 22 July 2011.Design/methodology/approachAn interview study was conducted of individuals responsible for municipal emergency preparedness.FindingsUnwanted events that occur outside municipal borders only trigger learning processes if they are geographically proximate. Events occurring within the geographical borders of the municipality represent greater potential for learning than those occurring outside its borders. Availability of resources for municipal civil protection activities is another factor that has an impact on learning.Originality/valueThe local level plays a key role in generating and maintaining adequate civil protection and emergency preparedness in society. Although the literature on learning from disasters is extensive, learning processes at the local level have been given little attention. This article thus contributes to the existing body of knowledge by studying learning processes following disasters at the local level.

    Description: Purpose Climatic extreme events are predicted to occur more frequently and intensely and will significantly threat the living of residents in arid and semi-arid regions. Therefore, this study aims to assess climatic extremes’ response to the emerging climate change mitigation strategy using a marine cloud brightening (MCB) scheme. Design/methodology/approach Based on Hadley Centre Global Environmental Model version 2-Earth System model simulations of a MCB scheme, this study used six climatic extreme indices [i.e. the hottest days (TXx), the coolest nights (TNn), the warm spell duration (WSDI), the cold spell duration (CSDI), the consecutive dry days (CDD) and wettest consecutive five days (RX5day)] to analyze spatiotemporal evolution of climate extreme events in the arid Sahara-Sahel-Arabian Peninsula Zone with and without MCB implementation. Findings Compared with a Representative Concentration Pathways 4.5 scenario, from 2030 to 2059, implementation of MCB is predicted to decrease the mean annual TXx and TNn indices by 0.4–1.7 and 0.3–2.1°C, respectively, for most of the Sahara-Sahel-Arabian Peninsula zone. It would also shorten the mean annual WSDI index by 118–183 days and the mean annual CSDI index by only 1–3 days, especially in the southern Sahara-Sahel-Arabian Peninsula zone. In terms of extreme precipitation, MCB could also decrease the mean annual CDD index by 5–25 days in the whole Sahara and Sahel belt and increase the mean annual RX5day index by approximately 10 mm in the east part of the Sahel belt during 2030–2059. Originality/value The results provide the first insights into the impacts of MCB on extreme climate in the arid Sahara-Sahel-Arabian Peninsula zone.

    Description: Purpose Housing infrastructure is the basic need for people of a community and due to disaster many houses may severaly damaged. Stakeholders and decision makers should focus on this issue and make the infrastructure more resilient against natural hazards. As dependency plays a very important role in resilience, it is important to study the dependencies and correlations among the housing infrastructure resilience factors. The evaluation of dependencies involve vagueness due to subjective judgement of experts. Design/methodology/approach In this work, the interaction between the housing infrastructure resilience factors are evaluated by using two different approaches such as crisp DEMATEL (Decision-Making and Trial Evaluation Laboratory) and rough DEMATEL (intregated crisp DEMATEL and rough set theory), where rough theory addressed the involvement of vagueness. These two approaches are compared with each other to find the effectiveness of rough DEMATEL over crisp DEMATEL. Findings The important factors of housing infrastructure resilience are identified by using both the approaches against flood hazard. Research limitations/implications The limitation of rough DEMATEL method is that it does not differentiate the type of influence such as positive or negative. Practical implications The outcome of the work will helps the stakeholders and ecission makers to make the infrastructure more resilient. Originality/value This study identify the imporatnat resilience factors of housing infrastructure against flood hazard by using two methodologies.

    Description: Purpose This paper aims to present the “Vulnerability Sourcebook” methodology, a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning. The Vulnerability Sourcebook has been developed for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and has been applied in more than twenty countries worldwide. Design/methodology/approach It is based on a participative development of so-called climate impact chains, which are an analytical concept to better understand, systemise and prioritise the climate factors as well as environmental and socio-economic factors that drive climate related threats, vulnerabilities and risks in a specific system. Impact chains serve as the backbone for an operational climate vulnerability assessment with indicators based on quantitative approaches (data, models) combined with expert assessments. In this paper, the authors present the concept and applications of the original Vulnerability Sourcebook, published in 2015, which was based on the IPCC AR4 concept of climate vulnerability. In Section 6 of this paper, the authors report how this concept has been adapted to the current IPCC AR5 concept of climate risks. Findings The application of the Sourcebook is demonstrated in three case studies in Bolivia, Pakistan and Burundi. The results indicate that particularly the participative development of impact chains helped with generating a common picture on climate vulnerabilities and commitment for adaptation planning within a region. The mixed methods approach (considering quantitative and qualitative information) allows for a flexible application in different contexts. Challenges are mainly the availability of climate (change) and socio-economic data, as well as the transparency of value-based decisions in the process. Originality/value The Vulnerability Sourcebook offers a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning.

    Description: Purpose In recent years, cities have been facing economic, social and environmental crises that need to be prevented and dealt with. The new subject that has been brought up to improve city resistance to crises is urban resilience. The purpose of this study is to compare the resilience of Tehran and Mashhad to identify the strengths and weaknesses of these two cities for better planning in critical situations. Design/methodology/approach The research methodology is a comparative survey. The importance of the subject was manifested through a literature review. A questionnaire is designed using “the Rockefeller Foundation and ARUP’s model” and the Delphi method for testing 21 research hypotheses to evaluate resilience in the two cities (12 Delphi questionnaires and 232 urban resilience questionnaires). The data is analyzed using independent samples t-test by SPSS software. Findings The results show that both the cities are weak in terms of resilience indicators and sub-indicators, but Mashhad is more resilient than Tehran. Originality/value This paper compares urban resilience in Iran for the first time through a comparative study between two metropolises in the country. The Delphi method also is used for the first time (in Iranian case studies) to obtain the dimensions of urban resilience. By comparing the two cities, we can better understand their strengths and weaknesses.

    Description: Purpose Degradable mulch film (DMF) is a potential alternate to polyethylene (PE) mulching. In this regard, the purpose of this paper is to explore the effects and paths of natural disaster shock and risk aversion influencing farmers’ DMF adoption. Design/methodology/approach This research is conducted by collecting cross-sectional data of corn farmers in Zhangye, China. First, by using the Tobit model, the paper attempts to explore the effects of natural disaster shock and risk aversion influencing farmers’ DMF adoption. Second, IV-Tobit model is applied to deal with endogenous problems between risk aversion and DMF adoption. Additionally, the researchers used a moderating model to analyze feasible paths of natural disaster shock and risk aversion impacting farmers’ DMF adoption. Findings The outcomes show that natural disaster shock and risk aversion significantly and positively affect farmers’ DMF adoption. Though risk aversion plays a significant moderating effect in influencing farmers’ DMF adoption by natural disaster shock, the moderating effect has a serious disguising effect. By considering the heterogeneity of risk aversion, the paper further confirms that if the intensity of natural disaster shock is increased by one unit, the intensity of MDF adoption by farmers with high-risk aversion also tends to increase by 15.85%. Originality/value This study is the pioneer one, which is evaluating the intensity of farmers’ DMF adoption from adoption ratio, investment amount, labor input and adoption time. Additionally, the research provides important guidelines for policymakers to motivate medium and low-risk aversion farmers to adopt DMF.

    Description: Purpose Worldwide, natural hazards are affecting urban cultural heritage and World Heritage Sites, exacerbating other environmental and human-induced threats deriving from deterioration, uncontrolled urbanization and unsustainable tourism. This paper aims to develop a disaster risk analysis in Italian historic centers because they are complex large-scale systems that are cultural and economic resources for the country, as well as fragile areas. Design/methodology/approach A heritage-oriented qualitative methodology for risk assessment is proposed based upon the formalization of risk as a function of hazard, vulnerability and exposure, taking into account the values of cultural heritage assets. Findings This work provides a contribution to the body of knowledge in the Italian context of disaster risk mitigation on World Heritage Sites, opening for further research on the monitoring and maintenance of the tangible heritage assets. The application to the site of San Gimignano proves the effectiveness of the methodology for proposing preventive measures and actions that ensure the preservation of cultural values and a safer built environment. Originality/value The application of a value-based simplified approach to risk analysis is a novelty for historic centers that are listed as World Heritage Sites.

    Description: PurposeThis study examines fisheries affected by the Great East Japan Earthquake and Tsunami in 2011 to explore how the collectivism appears during the recovery process.Design/methodology/approachThe author questions the context of collaboration after the disaster among independent small-scale fishers in Miyagi by conducting semistructured interviews with more than 50 local fishers with anthropological observations of boat fishing operations and using local documents and statistics.FindingsThe corresponding collaboration among the fishers after the disaster is not a mere “disaster utopia,” but is embedded in the socioecological context of fishing. Fishers have developed individual and group fishing. They have institutionalized competitive distribution for sedentary fish with low resource fluctuation, while outcome-equal distribution is adopted for migratory fish with high resource fluctuation. This forms a fishing continuum that connects competitive individualism with collectivism in the community, which has contributed to resilience for disaster recovery.Originality/valueThe balance between individualism and collectivism is decisively coordinated in socioecological contexts. The multifaceted resource strategy for maritime biodiversity that features family-based occupational differentiation in a community is crucial for disaster recovery of small-scale fishers.

    Description: Purpose Legislation plays a vital role in solving carbon emissions reduction and climate change issues. China began to implement a low-carbon economic policy in 2010, but the effect of the policy needs to be evaluated. Accordingly, this paper aims to discuss China’s low-carbon policy through exploring the following two questions, namely, whether the policy effect reaches the expected goal and whether the policy effects will balance economic development and emission reduction. Then, the paper puts forward suggestions for the improvement of China’s low-carbon policy. Design/methodology/approach This paper is organized around three distinct aspects of policy effect evaluation. This paper uses the synthetic control method to construct a policy effect evaluation model and conducts a quasi-natural experiment. The paper selects annual panel data from 2003 to 2015, which is selected from 33 provinces. A comparative analysis of carbon dioxide emissions, energy consumption and economic development between Hubei Province and Liaoning Province. Findings The results reveal that the implementation of the low-carbon pilot province policy in 2010 has a significant impact on the emission reduction effect of Liaoning Province, but the impact on the emission reduction effect of Hubei Province is not significant. The carbon emission trading system implemented in 2012 has reduced the emission reductions in Hubei Province and Liaoning Province has achieved better emission reduction effects after the implementation of this policy. After the implementation of the policy, the economic development of Hubei Province has been improved, but it has not brought help to the economic development of Liaoning Province. These findings provide new insights into the use of an emissions trading system for improving economic development and ultimately facilitate the attainment of the broader goal of sustainability. Originality/value This paper proposes an innovative policy effect evaluation method by considering the status of unit gross domestic product, fixed asset investment in the energy industry, energy consumption, emission reduction technology innovation and other evaluation indicators. This paper contributes to broadening current methods of policy effect evaluation in China.

    Description: Purpose This study aims to demonstrate the effectiveness of investment in flood protection by analyzing the flood disaster caused by Typhoon Hagibis in Japan in October 2019. The typhoon severely damaged the central and eastern Japan regions and threatened the Greater Tokyo area. Design/methodology/approach The paper examines flood risks in the Greater Tokyo area and reviews how the flood protection systems functioned to protect Tokyo from the typhoon. The hydrological data of rainfall and water levels at major rivers and the operation records of flood control facilities are collected and analyzed. Findings The study’s major finding is that the flood protection system succeeded in protecting the Greater Tokyo area from flooding. Typhoon Hagibis maintained its power until landing because of climate change and caused record-breaking rainfall. In a worst-case scenario, thousands of people could have died and hundreds of billions USD worth of assets could have been lost in Tokyo. Practical implications The paper describes the actual effects of the flood protection systems, consisting of dams constructed upstream, reservoirs midstream and diversion channels downstream. Thus, this study’s findings directly relate to practical implications for other countries and cities, which face flood risks under a changing climate. Originality/value The paper highlights the importance of investing in flood protection by examining actual disasters and providing detailed descriptions of flood protection systems.

    Description: Purpose Forestry carbon sink (FCS) is not only an important measure to deal with the current global climate change but also an effective way to build an ecological civilization. As an important form of implementation of FCS, the afforestation and reforestation projects under the clean development mechanism (CDM A/R) have important functions such as ecological protection and economic growth. This paper aims to evaluate the short-term and long-term impact of CDM on the county economy and its impact mechanism. Design/methodology/approach This paper first uses propensity score matching to match the county (treatment group). Second, this paper uses difference in difference to estimate the net effect of CDM A/R project on county economic development to reduce estimation error. Finally, the impact mechanism of implementing CDM A/R project on county economic development was tested. Findings The CDM A/R project has significantly promoted the development of real gross domestic product (GDP) and per capita real GDP in the region. Because of the long project cycle, this promotion is not immediate in the short term and has an obvious hysteresis effect. The longer the implementation time, the greater the promotion of the local economy will develop. The results are robust after the robustness test that uses the single-difference method. The CDM A/R project has promoted local economic growth by optimizing the local industrial structure, increasing the regional capital stock and raising the regional government’s fiscal revenue and expenditure. Originality/value This paper provides a critical overview of the relationship between clean development mechanism and local economic development.

    Description: Purpose The concept of multi-purpose cyclone shelters has been found effective in saving various lives during past cyclones. The recent cyclone Amphan, which hit the Indian states of Odisha and West Bengal in the middle of pandemic COVID-19 has posed severe issues related to cyclone shelter management in the rural areas. The purpose of this paper is to investigate the case of Odisha in a pandemic and draw some key lessons of cyclone shelter management, which can be useful for future cascading risks in other parts of the country and the region. Design/methodology/approach Cyclone shelters are critical infrastructures in the management of cyclones, associated hazards and saving crucial lives. The effective management of shelters during emergencies is dependent on the existing institutional mechanism, local stakeholders and their understanding of the key functions of the emergency shelters. This paper reviews the key challenges through literature, reports and direct interviews of field professionals and practitioners. Findings In normal times, cyclone shelters are used as schools and their management lies with the local communities and/or elected bodies. Some of the key emerging issues include: the convincing population at risk for evacuation with proper care, existing emergency shelters being repurposed as COVID-19 facilities, need for hygiene and safety material, special arrangement and segregation of population at higher risk of COVID-19 and large destruction of social infrastructures. Originality/value During cascading disasters, adaptive governance becomes important. With the study of cyclones during the pandemic period, the paper draws key decision-making and governance points of cyclone shelter management. This case analysis can be useful to other similar situations during the prolonged pandemic time.

    Description: Purpose In cities with high density, heat is often trapped between buildings which increases the frequency and intensity of heat events. Researchers have focused on developing strategies to mitigate the negative impacts of heat in cities. Adopting green infrastructure and cooling pavements are some of the many ways to promote thermal comfort against heat. The purpose of this study is to improve microclimate conditions and thermal comfort levels in high-density living conditions in Seoul, South Korea. Design/methodology/approach This study compares six design alternatives of an apartment complex with different paving and planting systems. It also examines the thermal outcome of the alternatives under normal and extreme heat conditions to suggest strategies to secure acceptable thermal comfort levels for the inhabitants. Each alternative is analyzed using ENVI-met, a software program that simulates microclimate conditions and thermal comfort features based on relationships among buildings, vegetation and pavements. Findings The results indicate that grass paving was more effective than stone paving in lowering air temperature and improving thermal comfort at the near-surface level. Coniferous trees were found to be more effective than broadleaf trees in reducing temperature. Thermal comfort levels were most improved when coniferous trees were planted in paired settings. Practical implications Landscape elements show promise for the improvement of thermal conditions because it is much easier to redesign landscape elements, such as paving or planting, than to change fixed urban elements like buildings and roads. The results identified the potential of landscape design for improving microclimate and thermal comfort in urban residential complexes. Originality/value The results contribute to the literature by examining the effect of tree species and layout on thermal comfort levels, which has been rarely investigated in previous studies.

    Description: PurposeThe objective of this study was to investigate how participatory 3D mapping can promote local intergenerational engagement for disaster risk reduction.Design/methodology/approachThis investigation was carried out in the city of São Luiz do Paraitinga, Brazil, where a low-cost participatory 3D model (P3DM) was used together with secondary methods (semi-structured interviews, round tables, discussions and presentations) to engage three local focus groups (the general public, high school employees and children) to visualize and interpret local hazards, vulnerabilities, capacities and risk mitigation measures.FindingsParticipants played with a 3D model, using it to express their memories about land use changes in the city and to share their knowledge about past disasters with children that have not faced them. They identified the impacts of the previous disasters and came up with proposals of risk mitigation measures, mostly non-structural.Originality/valueWhen applied in a way that allows spontaneous and open public participation, the participatory 3D model can be a type of disaster imagination game that gives voice to oral histories, local knowledge, and which permits the intergenerational engagement for disaster risk reduction.

    Description: Purpose The paper deals with the challenges and opportunities of enabling resilience of the built environment through building regulations and codes in a developing country context. The purpose of this paper is to explore how voluntary compliance can be achieved, drawing from the views of key stakeholders in this field. Design/methodology/approach Dhaka, the capital city of Bangladesh, is a central hub of more than 20 million people. The city is growing rapidly in an unplanned manner to host the increasing population, creating vulnerability to different hazards including earthquakes, fires and building collapses. The Bangladesh National Building Code (BNBC) and the building and planning regulations of the Capital Development Authority are the key instruments for ensuring safety, but lack of compliance is widespread. The views of relevant stakeholders on issues relating to compliance of safe building codes for ensuring disaster resilience were documented and analysed. Findings It was found that those involved in construction activities are in most cases not aware of the BNBC; landowners were reluctant to follow regulations and codes to avoid extra cost; and construction workers were not interested in compliance as there were no incentives. While enforced deterrence is required, it has its limitations in a context such as Dhaka. Raising awareness and building capacity at all levels can offer a way forward for voluntary compliance. Incorporation of knowledge on regulations and codes for disaster resilience into university and technical education curricula are likely to allow developing the capacity of built environment professionals and widespread awareness can be raised through training, media and public events. Originality/value There are many publications on building regulations and codes, but few specifically focussing on disaster resilience. Also, much of the discussion on regulations and codes deals with compliance through enforcement, but hardly any deal with the idea of voluntary compliance. There are also a lot of publications on disasters in the case study city, Dhaka, but comparatively few on building codes and regulations specifically for disaster resilience.

    Description: Purpose Several post-disaster housing extension and modification studies have indicated that owner-driven modification behavior relates to socio-economic and livelihood factors. This study aims to clarify housing extension patterns and examine the relationships among spatial characteristics, sociocultural factors, livelihood factors and housing extensions. This research also highlights the implications of post-disaster housing design for indigenous communities. Design/methodology/approach An indigenous community case study was conducted using a literature review. Moreover, interview surveys and housing measurements were implemented based on purposive sampling to diversify interviewees’ backgrounds and the extent of housing extensions. Findings This study confirms that housing extensions are closely related to the number of household members and their associated functions and cultural and livelihood factors that were ignored during the design stage. Furthermore, the housing extension process was confirmed to match households’ economic recovery. A post-disaster housing implementation framework for the indigenous population is proposed. Research limitations/implications This research only targeted one indigenous community with a limited number of interviewees and samples because of the connection with households. Practical implications The study’s proposed resilience post-disaster housing framework can be used to develop post-disaster housing design guidelines, which can benefit policymaking. The proposed participatory concept can be further adopted in future disaster risk-reduction programs. Originality/value This study uniquely focuses on the pre- and post-disaster housing layout and the livelihood of an indigenous community. It offers valuable insights for post-disaster reconstruction planners and practitioners.

    Description: Purpose The purpose of this paper is to statistically assess the effects of the design factors including usage of data-driven decision support tool (DST), classification of patients (triage), prioritization based on vital scores of patients, number of ambulances and hospital selection rules, on the casualty transportation system’s performance in large-scale disasters. Besides, a data-driven DST for casualty transportation is proposed to enhance the casualty survival and ambulance transportation times during the disaster response stage. Design/methodology/approach In this study, the authors applied simulation and statistical analysis to evaluate the effects of usage of data-driven DST, classification of patients (triage), prioritization of the patients based on vital scores, number of ambulances and hospital selection rules, on the patient survival and transportation time of the casualty transportation system. An experimental design was made, and 16 scenarios were formulated. Simulation models were developed for all scenarios. The number of unrecoverable casualties and time-spent by the casualties until arriving at the hospital was observed. Then, a statistical analysis was applied to the simulation results, and significant factors were determined. Findings Utilization of the proposed DST was found to improve the casualty transportation and coordination performance. All main effects of the design factors were found statistically significant for the number of unrecoverable casualties. Besides, for the Time spent Until Arrival of T1-Type Casualty at the Hospital, all of the main factors are significant except the number of ambulances. Respiratory rate, pulse rate, motor response score priority and hospital selection rule based on available hospital capacities must be considered to reduce the number of unrecoverable casualties and time spent until arrival of the casualties at the hospitals. Originality/value In this study, the factors that significantly affect the performance of the casualty transportation system were revealed, by simulation and statistical analysis, based on an expected earthquake case, in a metropolitan city. Besides, it was shown that using a data-driven DST that tracks victims and intends to support disaster coordination centers and medical staff performing casualty transportation significantly improves survival rate of the victims and time to deliver the casualties. This research considers the whole systems’ components, contributes to developing the response stage operations by filling gaps between using the data-driven DST and casualty transportation processes.

    Description: Purpose This study aims to assess gender-based differences on farmers’ perception of impacts and vulnerability to climate change and the implementation of adaptation strategies in the Pra River Basin of Ghana, while also providing lessons for other Sub-Saharan nations and regions with similar conditions. Design/methodology/approach The study used semi-structured interviews and questionnaires to collect data from 344 farmers, 64 participants in focus group discussions and 6 agriculture extension officers (key informants) from 10 districts in the Pra River Basin of Ghana. Findings Results showed several differences in how climate change is perceived and tackled by male and female genders. In the perception of male farmers, for example, they were found to be more vulnerable to increased temperature, and changes in rainfall and growing season, whereas female farmers on average were considered to be less resilient to floods and droughts for different reasons. Moreover, floods posed higher risks to farming than other climate change impacts. Gender roles had a significant correlation with the type of adaptation strategies practised. Men adopted agrochemicals more often than women, as an adaptation strategy. Research limitations/implications Gender-differentiated interventions should be incorporated in the national climate change action plan for sustainable development in a rain-fed agricultural economy such as Ghana. The study recommends several actions to promote gender equity in the assessed region. Originality/value This research assessed the gender differentials in climate trends, impact, vulnerability and adaptation based on primary data collected between April and May 2019 and compared the results with climate data in the basin for the period 1991–2014. It is an empirical study focused on primary data analysis obtained in loco by authors, involving approximately 400 participants.

    Description: Purpose In recent years, agricultural activities in the Mekong Delta have frequently faced the potential risks of drought, saline intrusion and unusually heavy rainfall because of climate change, leading to a decline in crop yield. Therefore, this study aimed to establish rice planting seasons in An Giang, an upper-located province in the Mekong Delta. Design/methodology/approach The impacts of seasonal variation on the key rice seasons were simulated using the Food and Agriculture Organization-crop model for the OM6976 rice variety grown in the study area. For the simulation, the model combined crop, soil, weather and crop management data. Findings The results show that seasonal variation because of changes in weather factors leads to alternation in crop yields across the study area. Specifically, the spring and summer rice planting seasons are advanced by one to two weeks compared with the baseline, and crop yield increased by 5.9% and 4.2%, respectively. Additionally, planting for the autumn–winter rice season on 3 August increased crop yield by up to 8.1%. Originality/value In general, rice planting seasons that account for weather factor changes effectively reduce production costs and optimise production.

    Description: Purpose The purpose of this paper is to improve the conceptual understanding of the process of participation in early warning systems (EWS) through a review of participatory EWS examples in the academic literature. Specifically, this paper asks: who is involved, what responsibilities do participants hold, what activities are they involved in, and what are the associated successes, issues and outcomes? Design/methodology/approach A total of 30 cases of participation in EWS documented in the academic literature were identified through online searches. Existing concepts in participation (power and responsibility, communication) and people-centred early warning (risk knowledge, monitoring and warning, communication and dissemination and response capability) were used to examine each paper. Findings Participation was found to take place through a range of activities across all elements of the EWS. Participation also varied in breadth of inclusion, ranging from the general public to selected volunteers. The majority of cases received support and facilitation from other actors, such as government and NGOs, but the extent of power and responsibility held by participants varied greatly within this. Common successes and issues associated with participatory EWS and the potential outcomes are presented, and the opportunities, challenges and gaps in knowledge are discussed. Originality/value This paper links participation and EWS literature to form a clearer conceptualisation of participation in EWS in support of future research in the field. It provides unique insights into who participates, their roles and relations with other actors and the outcomes of participation.

    Description: Purpose Higher education plays a vital role in educating citizens about climate change and promoting pro-environment behavior. Based on this statement, this study aims to analyze and evaluate students’ perception of climate change at the University of the South Pacific in Fiji. The study aims to understand the main ideas and concepts of climate change by analyzing information habits and individual opinions on the causes of climate change as perceived by the students of two student organizations aimed at environmental protection. Design/methodology/approach A qualitative approach was used to gather data on students’ perceptions and information habits toward climate change. The data were collected through a questionnaire to characterize students from the socio-demography and their perceptions, information habits and knowledge relating to climate change. This paper uses the case study method to examine students’ climate change perceptions at two different student organizations at the same university. The research study involved a focus group technique. Two focus groups at the University of the South Pacific were administered. The focus groups’ selection in this study took into account the aims and objectives of the students’ organization toward climate change awareness, adaptation, mitigation and environment protection. Findings The focus groups participants believe that climate change is a serious problem in the South Pacific region. Results suggest significant differences in climate change perception at the two students’ organizations chosen for this study. Students at the Econesian society nicknamed climate change as a nuclear weapon for the South Pacific responsible for changes in the habitat, coral bleaching, lifestyle changes, mother of all other environmental problems and the introduction of invasive species into Fiji. Students at Wantok Moana-related climate change to drastic weather changes, lack of fish feed and additional toxins in the sea. The results also showed that students at the Econesian society have a better understanding of climate change than the students of Wantok Moana. Practical implications This paper provides an insight into how students of Small Islands Developing States view climate change and the factors affecting their opinions. It also shows how climate change perception varies within the same university. This implies the need to integrate climate change into the higher education curriculum and more research on this topic. Originality/value This paper is the first to compare and contrast university students’ climate change perception in Fiji. The results make an essential contribution to the extant climate change literature by identifying and categorizing climate change perception and the factors that shape students’ perception of climate change from the university students’ perspective in Fiji.

    Description: Purpose The purpose of this paper was to assess the effects of quality coffee production on climate change adaptation using household surveys and interview data gathered from coffee farmers in Yirgacheffe, southern Ethiopia. Design/methodology/approach A sample of 352 households, stratified into conventional coffee farmers 232 (66%) and specialty coffee producers 120(34%), was used. The propensity score model for participating in quality coffee production was estimated using 14 covariates, and the impact of quality coffee production on adaptation to climate change adaptation was examined. The results are augmented with qualitative data collected through focus group discussions and key informant interviews held with randomly selected smallholder farmers. A telecoupling theoretical perspective was used to understand the link between coffee farmers’ adaptation practices and the demand for quality coffee, as coffee is a global commodity. Findings The PSM analysis reveals that quality coffee production positively influences climate change adaptation. This implies that conventional coffee producers would have performed better in adaptation to climate change if they had participated in quality coffee production. The results of group discussions also confirm the positive effects of quality coffee production on adaptation to climate change, which also suggests a positive spillover effects for sustainable coffee farm management. Practical implications This study suggests enhancing quality coffee production is essential if a more sustainable and climate change resilient coffee livelihood is envisioned. Originality/value Though many studies are available on adaptation to climate change in general, this study is one of the few studies focusing on the effects of quality coffee production on climate change adaptation by smallholders in one of the least developed countries, Ethiopia. This study provides a better understanding of the importance of adaptation strategies specific to coffee production, which in turn help develop a more resilient coffee sector, as coffee production is one of the most sensitive activity to climate change.

    Description: Purpose Smallholder farmers have always been profoundly the first to be impacted by climate change, and therefore, farmers understanding of climate change and accessibility to alternative adaptation strategies are crucial for reducing the effect of climate change. The purpose of this study is to assess the perception of farmers to climate change, adaptation strategies and determinants of adaptation choice in central Ethiopia. Design/methodology/approach The study used data from randomly selected 240 farm households. Descriptive statistics were used to describe farmers’ perceptions of climate change and adaptation strategies. Also, a multivariate probit model was used to identify the major factors affecting farmers’ choice of adaptation strategies to climate change in central Ethiopia. Findings Smallholder farmers perceive climate change in the past two decades in response; the majority (91.47%) of farmers used adaptation options. Improved crop varieties and input intensity, crop diversification, planting date adjustment, soil and water conservation activities and changing of the crop type were used as adaptation options in the study area. A few of these strategies were significantly confirmed a complementary and supplementary relationship. The study identified sex, family size, agroecology, climate information, crop-fail history and formal extension service as significant determinants for farmers’ adaptation choices as these variables significantly affected more than two farmers’ adaptation strategies simultaneously. Research limitations/implications Farmers’ choice of adaptation was highly constrained by institutional factors and all these identified factors can be possibly addressed through a better institutional service provision system. It is, therefore, recommended that local administrators should explore the institutional service provision system for a better farm-level adaptation while considering demographic characteristics as well. Originality/value This study identified factors affecting farmers’ several adaptation strategies at a time and provides information for the policymaker to make cost-effective interventions for better farm-level adaptation practices.

    Description: PurposeFrom a Latin American decolonial and transdisciplinary perspective, this article expands the increasingly relevant conversation about disaster ethics, not only in depth and scope but also both interdisciplinarily and interculturally. By reviewing key points of development ethics that are closely related but underexplored, it makes the case for focusing on disaster recovery as a relevant distributive phase for improving future prevention and mitigation, while remedying long-standing injustices.Design/methodology/approachTo do so, against the backdrop of recently emerging postcolonial, decolonial and structural approaches to disaster and vulnerability studies, the article presents a theoretical conversation between decolonial studies, development ethics, intercultural practice and philosophy, and disaster ethics beyond utilitarian approaches.FindingsSo far, development and disaster ethics remain worlds apart, despite their relevant convergence around the key notion of “recovery” and its underlying normative determination. This article identifies that prevailing utilitarian ethics in emergency response, in addition to their problematic universalization, have prevented further engagement with deontological and process-based principles, including a nuanced distributive sensitivity. As a result of such cross-fertilization, methodological individualism in an intercultural encounter is suggested, as well as continued engagement with pluriversal deliberation about key ethical values and notions regarding disaster risk and response.Originality/valueCalling for distributive bottom-up engagement beyond professional and academic boundaries, this article presents a new direction for decolonising disaster ethics, so far unexplored, seeking to bridge the value gap between development and disaster efforts, planning and prevention.

    Description: PurposeThis paper is joint reflection on the role of research assistants (RAs) in fieldwork for disaster risk research, particularly at the doctoral level. The paper has been co-authored by Gurung, who worked as a RA with the other author McGowran during his doctoral field research in Kalimpong from May 2019 to January 2020. The piece allows Gurung to voice his ideas on the research in a published research output and allows both authors to reflect on how the collaborative approach taken helped to make the research more responsive to, and reflective of, the problems people affected by landslides in Kalimpong face. The paper aims to highlight the benefits of working with RAs on landslide prevention and management in areas that may be unfamiliar and to provide a space for the RAs to voice their opinion on the research.Design/methodology/approachThe paper is split into sections written by and in the voice of the authors. This reflects a compromise between wanting Gurung's voice to be clearly heard in the piece and the challenges of non-academically trained RAs contributing to academic outputs that require specific training. Brief outlines of Kalimpong district disaster research in the region are set out by McGowran initially. Gurung then outlines how he became involved in the research and how this affected the research methodology.     Description: Purpose Quantitative and spatial-explicit flood risk information is of great importance for strengthening climate change adaptation and flood resilience. Shanghai is a coastal megacity at large estuary delta with rising flood risks. This study aims to quantify the overall economic-societal risks of storm flooding and their spatial patterns in Shanghai. Design/methodology/approach Based on multiple storm flood scenarios at different return periods, as well as fine-scale data sets including gridded GDP, gridded population and vector land-use, a probabilistic risk model incorporating geographic information system is used to assess the economic-societal risks of flooding and their spatial distributions. Findings Our results show that, from 1/200 to 1/5,000-year floods, the exposed assets will increase from USD 85.4bn to USD 657.6bn, and the direct economic losses will increase from USD 3.06bn to USD 52bn. The expected annual damage (EAD) of assets is around USD 84.36m. Hotpots of EAD are mainly distributed in the city center, the depressions along the upper Huangpu River in the southwest, the north coast of Hangzhou Bay, and the confluence of the Huangpu River and Yangtze River in the northeast. From 1/200 to 1/5,000-year floods, the exposed population will rise from 280 thousand to 2,420 thousand, and the estimated casualties will rise from 299 to 1,045. The expected annual casualties (EAC) are around 2.28. Hotspots of casualties are generally consistent with those of EAD. Originality/value In contrast to previous studies that focus on a single flood scenario or a particular type of flood exposure/risk in Shanghai, the findings contribute to an understanding of overall flood risks and their spatial patterns, which have significant implications for cost-benefit analysis of flood resilience strategies.

    Description: Purpose The current National Early Warning System for Sri Lanka (NEWS: SL) was established after the devastations of the Indian Ocean Tsunami in 2004. Although early warning (EW) systems and evacuation procedures are in place, several areas which need improvements have been emphasized in recent studies carried out in the country. Therefore, this paper aims to outline the gaps in existing EW and EP related to tsunami and other coastal hazards with a special focus on the use of social media for disaster communication based on age groups. Design/methodology/approach This study has drawn on a review of past studies carried out by the same research team to identify the scope of the study. In addition to that, a conceptual framework was developed for the use of social media in the event of a disaster. Based on this conceptual framework, an online questionnaire was administered to identify the current status of the use of social media in Sri Lanka during a disaster situation. In total, 408 responses were collected and analyzed using the binary logistic regression method to evaluate the variation of different predictors associated with the use of social media for disaster communication. Findings Findings of the study revealed that the use of social media for disaster communication depends on the previous experience of users and their age. The gender of users does not affect the use of social media for disaster communication. Therefore, the accuracy and timeliness of disaster information distributed via social media should be improved further to enhance the use of social media for disaster communication. Moreover, the findings have highlighted unaddressed issues in areas such as governance; communication of technical agencies; evacuation and shelters; and response of the community. Originality/value This paper has identified key areas that need attention in the process of enhancing the use of social media for disaster communication. More use of technological platforms such as social media for receiving disaster-related information can address issues such as bottlenecks in communication, poor awareness and lack of last-mile dissemination. Furthermore, this paper has proposed recommendations for addressing the identified gaps in the overall EW mechanisms and EP pertaining to tsunamis and other coastal hazards to enhance the coastal disaster resilience in Sri Lanka.

    Description: Purpose This paper aims to examine adaptive livelihood strategies used by small-scale fishing households in the two coastal communities in Central Vietnam under the context of climate change-related stressors. Design/methodology/approach Field data were collected through mixed quantitative and qualitative methods including a review of secondary data, key-informant interviews, group discussions and household surveys with 300 sampled fishing households. The qualitative data support the analysis and discussion of quantitative data. Findings The results showed local households’ perception of the presence and influence of multiple non-climate and climate stressors on their fishery-based livelihoods in terms of employment and income in many ways. The affected households exerted to develop a diversity of adaptation methods within and out of fishing to sustain their livelihoods and cover a deficit in household income. The household socio-demographic characteristics particularly education, labour force, fishing equipment and social support played significant importance in characterising the categories of adaptation strategies among the survey households. The role of local governments in creating an enabling environment for local-level adaptation, as well as protecting marine and coastal ecosystems was rather limited despite their recognized importance. Originality/value The paper provides an empirical case of how small-scale fishing households in coastal communities in Central Vietnam are adapting to climate-related stressors. It suggests policy should promote livelihood diversification opportunities and address household-level constraints for adaptation. Fisheries management plan is urgently needed to control illegal fishing activities for sustainable use of coastal and marine fishery resources and the appropriate mechanism is important to stretch local governments’ resources for better supporting local-level adaptation.

    Description: Purpose This study examines the websites of central government ministries, prefectures and municipalities to obtain a comprehensive bird’s-eye view of how they are preparing for natural disasters in the context of the novel coronavirus (COVID-19) outbreak. Design/methodology/approach This study examines the websites of central government ministries, prefectures and municipalities in Japan to survey the actual status of information dissemination on “evacuation and sheltering” in the context of COVID-19. Findings This study found that the central government issued many notices, notifications and administrative communications to prefectures, cities with public health centers and special wards, which were mainly related to opening, securing and operating evacuation centers and improving the environment. It was found that most prefectures disseminated information on both survival and living evacuation and did so from June onward, when the flood season was approaching. Among the municipalities, there were differences in information dissemination tendencies by prefecture, and it became clear that smaller municipalities were especially incapable of fully disseminating information via the Web. Research limitations/implications The data from the prefectures and municipalities surveyed in this study were collected from websites and do not necessarily represent the actual response to disaster-related evacuation in the context of COVID-19 in those areas. To clarify this evacuation, more detailed surveys are needed. Originality/value This study is unique because no research has been conducted on the response of Japanese administrative agencies to disaster-related evacuation in the context of COVID-19; the actual situation was analyzed in this study by examining central government ministries, prefectures and municipalities as administrative agencies and comparing their responses.

    Description: PurposeThis study aims to assess knowledge retention of the graduates of the online graduate certificate on local development planning, land use management and disaster risk management (PDLOTGR, the abbreviation of the certificate's Spanish title). The certificate was offered to practitioners and faculty members of Latin American countries since 2016.Design/methodology/approachThe authors reviewed the knowledge, attitude and practice (KAP) method to develop a specific approach, which included the preparation of a KAP survey, a composite KAP index and three sub-indices. The survey targeted two groups: (1) experimental group, composed of the certificate's 76 graduates, and (2) control group, comprised of 25 certificate's candidates, who had not yet undergone the training/intervention. The statistical analysis included a one-way multivariate analysis of variance to compare the mean scores on the KAP index and sub-indices for individuals in the experimental and control groups.FindingsThe study results showed significant differences in the knowledge sub-index between those who had completed the PDLOTGR training and those who had not, while the attitudes and practices sub-indices did not show significant differences. When using the KAP index, a statistically significant difference was also observed between the two groups.Originality/valuePerceived knowledge assessment offers an acceptable and non-intimidating option for evaluating continuing education and professional development programs associated to disaster risk. It is particularly helpful in determining whether an intervention or program has a lasting impact. It is not, however, a substitute for direct knowledge assessment, and the use of other methods to evaluate the performance of a capacity building program's graduates.

Disasters can take place when there is a knowledge gap in the planning process. This results in developments in disaster-prone areas and even in high-risk areas. Therefore, mainstreaming DRR into spatial planning requires national guidelines that offer planners at the local level clear and detailed guidance on what they must prepare, consider and do in a risk-based spatial planning process.Practical implicationsSpatial planning that does not mainstream DRR can lead to catastrophic consequences in the form of casualties and losses when multi-hazards occur.Originality/valueThe study provides evidence-based findings on the importance of mainstreaming DRR into spatial planning, particularly in areas prone to multi-hazards, which can be optimized through a risk-based planning approach.

    Description: PurposeThe way that disasters are managed, or indeed mis-managed, is often represented diagrammatically as a “disaster cycle”. The cyclical aspects of the disaster (risk) management concept, comprised of numerous operational phases, have, in recent years, been criticised for conceptualising and representing disasters in an overly simplistic way that typically starts with a disaster “event” – and subsequently leads onto yet another disaster. Such cyclical thinking has been proven to not be very useful for the complexities associated with understanding disasters and their risks. This paper aims to present an alternative conceptualisation of the Disaster Risk Management phases, in a way that can better factor in the underlying root causes that create differential levels of vulnerability.Design/methodology/approachThis is a conceptual paper developed, through a review of the literature and discussions between the authors, as a counterpoint to the pervasive “disaster cycle”.FindingsThe “Disaster Risk Management (DRM) Helix” is presented as an alternative way of conceptualising the DRM phases. The helictical conceptualisation of DRM phases presented in this paper is intentionally presented to start a discussion (rather than as an end point) on how best to move away from the constraints of the “disaster cycle”.Originality/valueIt is envisaged that the helictical conceptualisation of DRM can be suitably malleable to include important factors such as temporal considerations and the underlying root causes that create differential levels of vulnerability. It is, thus, the intention that the DRM Helix can provide a catalyst for exciting discussions and future adaptations of the diagram that can better capture the dynamic (non-cyclical) nature of disasters and their root causes.

    Description: Purpose This paper aims to understand the perception of smallholder farmers on climate change, identify major livestock related climate change adaptation (CCA) strategies and their determinants in selected neighboring districts of Tigray and Amhara regions of Ethiopia. Design/methodology/approach A total of 416 household heads were involved in a questionnaire survey using a multistage sampling approach. To understand the socio-economic factors that influence farmers’ perception on climate change (CC) and/or variability, a binary logit model was used. Multinomial logit model was used to identify the determinants of smallholder farmers’ choices of adaptation strategies. Findings Milk reduction, weight loss, feed shortage and frequent animal disease outbreak were indicated as major impacts of CC on livestock production. About 86.2% of the farmers’ exercise CCA measures where livestock health care and management (25%), followed by livelihood diversification (21.5%) and shifting and diversification of livestock species (20.9%) were the top three adaptation measures implemented. Education, knowledge on CCA strategies, access to veterinary service and extension, market access, annual income, non-farm income, total livestock unit, sex of household head and household size were the major determinant factors to farmers’ choice of CCA. Research limitations/implications Concerned authorities working in CC related sectors should give due attention to improve smallholder farmers’ access to extension and veterinary services, market access and climate information to enhance their adaptive capacity to CC impacts. In addition, incorporating climate change awareness trainings into the existing extension packages is crucial to enhance the awareness of farmers on climate change and implement appropriate adaptation strategies. Moreover, it is very essential to provide appropriate herd management and marketing strategy based on the production system to avoid the significant price reduction during drought periods. Practical implications Concerned authorities working in CC related sectors should give due attention to improve smallholder farmers’ access to extension and veterinary services, market access and climate information to enhance their adaptive capacity to CC impacts. In addition, incorporating climate change awareness trainings into the existing extension packages is crucial to implement appropriate adaptation strategies. The purpose of this paper is to explore the predictors of environmental concerns during the COVID-19 among the entrepreneurs during a second pandemic wave. Design/methodology/approach The deductive approach is applied based on cross-sectional data. An online response is gotten from entrepreneurs of Pakistan. A convenience sampling is applied to target the entrepreneurs. In total, 220 usable answers ensue for the outcome. The structural equation model (SEM) is used for the assessment of hypotheses. Findings The results of this study highlight a significant and positive effect of uncertainty of COVID-19 (U19), Perceived vulnerability (PV), Risk perception of COVID-19 (RP) and Fear of COVID-19 (F19) on environmental concerns (EC) among the entrepreneurs. Practical implications The research outcomes would provide the guidelines to policymakers and planners to develop the policies for reducing the fear, vulnerability, risk and uncertainties during the waves of the COVID-19. The findings of the study would make disaster resilience which COVID-19 creates. The results would provide the re-built environment guidelines by reducing fear, vulnerability, risk and uncertainties. Besides, the findings would help provide the knowledge and practical aspects of disasters in terms of anxiety, exposure, risk and uncertainties, which are hazardous for humans and the environment. Originality/value This study provides the empirical evidence which is the first time conducted among the entrepreneurs.     Description: PurposeResilience has become a priority of most agendas for disaster risk reduction at different scales leading to an increase demand for measurement of resilience. However, resilience is mostly defined, assessed and measured by outsider experts rather than by those primarily concerned – local people. This article presents the development of people-centred indicators of resilience in New Zealand. It details both the process and outcomes of these indicators.Design/methodology/approachThe study draws from participatory methods to develop a six-step tool kit for people-centred indicators of resilience. The people-centred indicators were implemented with four communities in New Zealand in 2019 and 2020.FindingsThe paper highlights that people are capable at defining and assessing their own resilience. The indicators enabled people identify and measure areas of low resilience and foster dialogue between locals and practitioners to strengthen it.Research limitations/implicationsPeople-centred indicators also have limitations and pose challenges. Their development requires strong facilitation skills; it limitedly enables comparison across communities and implies downward accountability.Practical implicationsThe findings should stimulate discussions about who should measure resilience and for whom such measurement is it for. It provides a tool kit that can be used by practitioners and policy makers to measure and strengthen community resilience.Originality/valueMost resilience indicators is outsider-driven and limitedly involves local people. This study uses a radically different approach placing people at the centre of resilience measurement.

    Description: PurposePersons with disabilities face the impacts of disasters differently. Early warning systems can be one of the powerful tools to reduce the vulnerabilities of persons with disabilities and mitigate the impacts of disasters. The main objective of this study was to assess the disability inclusiveness of the current early warning system (EWS) in flood-prone areas of Bangladesh.Design/methodology/approachA qualitative method was focused on getting in-depth information. Persons with disabilities participated in focus group discussions (FGDs) and shared the inclusiveness and gaps of the current EWS. Through extensive literature review, a checklist was developed to conduct the FGDs. QDA Miner 6.0.6 software was used for coding and analyzing the data.FindingsResults indicated that, though persons with disabilities have proper risk knowledge, the current monitoring and warning service, dissemination and communication, and response capability are not fully inclusive. A significant gap in the EWS was found in response capability. Even if somehow persons with disabilities manage to receive a warning about a flood, they lack the capacity to respond to the warning.Research limitations/implicationsThe study proposed that to make an EWS inclusive and effective, the concerned authorities should focus on all four parts of the EWS.Originality/valueStudies related to disability and disaster management are not very common. Conducting a qualitative study provided the persons with disabilities the opportunity to share their perspectives. Future studies can focus on vulnerability and capacity assessment of persons with disabilities to identify areas requiring interventions to enhance resilience.

    Description: PurposeThis study hypothesizes the limitations of standardization as an interoperability development tool within emergency management.Design/methodology/approachPragmatism and Morgan's seminal organizational metaphors inform the conceptualization of the Interoperability Orange metaphor using symbolic logic and visual imagery.FindingsThe essence of standardization is homogeneity. Within emergency management, it is commonplace to develop legislation to standardize policies, procedures, training, equipment and terminology to engender interoperability among first responder and associated organizations. Standardization is achievable with similar or a small number of organizations. However, it is unlikely, if not impossible, in the context of disasters and catastrophes, given the broad range of organizations, groups and individuals typically involved. This diversity of cultures, subcultures, norms, values and indigenous and technical languages intimates that standardization is counterintuitive, particularly in disasters and catastrophes. The posited Interoperability Orange metaphor demonstrates that standardization as a policy, though desired, is theoretically unobtainable in enlarging multiorganizational environments. Thus, new perspectives, policies and solutions for interoperability are needed.Originality/valueThe posited theory builds on the growing body of metaphor-based emergency management research. The Interoperability Orange provides an accessible and easy-to-use communicative tool that aids theoretical cognition – notably within multicultural English as a Second Language environments – as it enables a deeper more critical and explicit understanding of the limits of standardization expressed via metaphor, symbolic logic and imagery.

In this article, how disaster management agencies create disaster risk for vulnerable and marginalized groups is examined, seeking to show the ways existing policies affect communities, and provide recommendations on policy and future research.Design/methodology/approachThe authors undertook a systematic review of the US disaster management agency, Federal Emergency Management Agency (FEMA), examining its programs through a lens of equity to understand how they shape disaster risk.FindingsDespite a growing commitment to equity within FEMA, procedural, distributive, and contextual inequities result in interventions that perpetuate and amplify disaster risk for vulnerable and marginalized populations. Some of these inequities could be remediated by shifting toward a more bottom-up approach to disaster management, such as community-based disaster risk reduction approaches.Practical implicationsDisaster management agencies and other organizations can use the results of this study to better understand how to devise interventions in ways that limit risk creation for vulnerable populations, including through community-based approaches.Originality/valueThis study is the first to examine disaster risk creation from an organizational perspective, and the first to focus explicitly on how disaster management agencies can shape risk creation.     Description: PurposeThis paper builds on existing studies by drawing on Conservation of Resources theory to explore the losses, psychological impacts as well as recovery processes of the 2017/18 volcanic disaster on Ambae Island, Vanuatu.Design/methodology/approachThis discussion is based on local perspectives and personal accounts collected through a series of eight semi-structured interviews (five males and three females).FindingsThe volcanic activity and subsequent displacement and evacuation led to significant resource loss which had a spiralling nature, causing psychological harm. Locals invested resources to recover and protect against future loss in diverse ways and, as resource gains were secured, experienced emotional relief. Key to recovery and healing included returning “home” after being displaced and reinvigorating cultural practices to re-establish cultural continuity, community and identity. Resource gains spiralled as people reconnected and regained a sense of place, optimism and the motivation to rebuild.Originality/valueNumerous studies have drawn upon the Conservation of Resources (COR) theory to explore how resource loss can trigger psychological distress during environmental disasters; however, it has not been applied in Vanuatu, the most at-risk nation globally to natural hazards. This paper builds on existing studies by exploring personal accounts of resource loss, distress and recovery, and providing insights into resource spirals, caravans and passageways.

Three key questions are explored: how we identify with and relate to people in our study areas, who we do research for and what this means for knowledge creation and research practice.Design/methodology/approachPrompted by the Power Prestige and Forgotten Values manifesto (2019), the authors conversed with one another by email and video call, asking questions that triggered reflection. The emerging themes informed the key questions and the structure of the paper. The authors write with three individual voices to highlight the element of dialogue and our different experiences.FindingsSharing in depth with other researchers from different cultural and disciplinary backgrounds created space to both listen and find a voice. Emerging themes were positionality, how knowledge is used and implications for research practice. Researchers are part of a living system with the potential to serve, exploit or damage. Knowledge is generated at multiple scales, and we can act as a bridge between people and policymakers, using networks.Practical implicationsThe authors remain open and unbiased to “new” local/contextual knowledge, adopting the attitude of a learner. Knowledge creation should focus on pragmatic outcomes such as informing emergency planning.Originality/valueA novel dialogical approach is used to demonstrate the value of conversation among researchers from different backgrounds that enables them to question and challenge each other in a supportive environment. This leads to deeper understanding of our role as cross-cultural researchers and reveals unifying questions and implications for research practice.

    Description: PurposeFew people living in informal settlements in the Global South spontaneously claim that they are “resilient” or “adapting” to disaster risk or climate change. Surely, they often overcome multiple challenges, including natural hazards exacerbated by climate change. Yet their actions are increasingly examined through the framework of resilience, a notion developed in the North, and increasingly adopted in the South. To what extent eliminate’ do these initiatives correspond to the concepts that scholars and authorities place under the resilience framework?Design/methodology/approachThree longitudinal case studies in Yumbo, Salgar and San Andrés (Colombia) serve to investigate narratives of disaster risks and responses to them. Methods include narrative analysis from policy and project documents, presentations, five workshops, six focus groups and 24 interviews.FindingsThe discourse adopted by most international scholars and local authorities differs greatly from that used by citizens to explain risk and masks the politics involved in disaster reduction and the search for social justice. Besides, narratives of social change, aspirations and social status are increasingly masked in disaster risk explanations. Tensions are also concealed, including those regarding the winners and losers of interventions and the responsibilities for disaster risk reduction.Originality/valueOur findings confirm previous results that have shown that the resilience framework contributes to “depoliticize” the analysis of risk and serves to mask and dilute the responsibility of political and economic elites in disaster risk creation. But they also show that resilience fails to explain the type of socioeconomic change that is required to reduce vulnerabilities in Latin America.

    Description: PurposeThe present study proposes the analysis of DRM strategies that had been implemented into subnational development plans and public policy instruments in the States of Chiapas and Tabasco, located in Southeast Mexico. It describes the methodological phases for the implementation of those strategies and the participatory process, with a multi-level approach, carried out with multiple stakeholders and UNDP advisory.Design/methodology/approachFor this research, two case studies were developed to highlight the factors which make successful DRM in development plans and policies. It included the compilation and review of documents generated by UNDP-PMR program on the mainstreaming process in the past four years, interviews with key actors in the states of Chiapas and Tabasco, such as governmental officers, national and international ONG's, UN agencies and rural communities' leaders.FindingsThe review of these case studies demonstrate that for developing countries like Mexico, the process to strengthening institutions setting, needs being present in the field and creating alliances and synergies to generate advocacy processes from a capacity development approach. Having not only an output approach in projects but also mainly an impact strategy, both at the local and the sectoral levels, along with a mid-term timeline and budget, are some of the hallmarks of UNDP-PMR program work.Originality/valueThis study showed two original experiences of mainstreaming DRM into subnational development policies in high risk contexts. These experiences had the participation of multiple stakeholders from local governments and communities. Nowadays, these two experiences are being implemented in the territories despite political administration changes in the last years.

However, as traditional natural hazards persist, alongside the persistence of civil conflicts and instability, socioeconomic challenges such as EVD pose serious hindrances to SDGs, and achieving them by 2030 might be a deferred dream, especially in low- and middle-income countries such as DRC.Practical implicationsThis paper will help to inform the decisions of bureaucrats at different levels, especially those aimed at promoting and integrating health into sustainable development.Originality/valueThe recent 2018 EVD outbreaks in DRC, which galvanized the regional and global attention, call for an approach that elucidates an interaction between the SDGs and countermeasures of responding to this deadly disease in the DRC and elsewhere.

    Description: PurposeThis paper examines disaster capitalism in Chile, that is, the relationships between disasters and neoliberalism. It looks at two post-disaster dimensions: disasters as windows of opportunity to introduce political reforms and disasters as occasions for the corporate class to capitalize on such disasters.Design/methodology/approachTwo indices, disaster capitalism (DC) and post-disaster private involvement (PDPI), are proposed for cross-case analysis. They are based on legal records, institutional reports and economic data. The DC assesses the introduction of reforms following disasters, while PDPI evaluates the share of public-private funding used for recovery. Both indices are applied here to two disasters in Chile: the 2010 Maule earthquake, and the 2008 Chaitén volcanic eruption.FindingsResults show that the highly neoliberal Chilean context leaves limited space for new neoliberal reforms. Although recovery is implemented predominantly through the private sector, the state still assumes greater responsibility for recovery costs. Results also detect poor levels of participation from the private sector in accounting their efforts and making them publicly available. Likewise, the research suggests that neoliberal reforms become more likely after disasters. However, the preexisting politico-economic context matters. Finally, there is clearly a need for data systematization in post-disaster recovery.Originality/valueIn the Chilean context, the indices proved beneficial as a strategy for data collection and a method for scrutinizing the implications of neoliberal policy implemented in the wake of disasters, as well as in evaluating the role of the corporate class during recovery.

    Description: PurposeWhen a major landslide and floods devastated Freetown, Sierra Leone had just overcome the Ebola crisis, which had left its mark on socio-political relations between different disaster response actors. With international disaster response frameworks increasingly shifting to local ownership, the national government was expected to assume a coordinating role. However, in “post-conflict” settings such as Sierra Leone, intra-state and state–society relations are continuously being renegotiated. This study aimed to uncover the complexities of state-led disaster response in hybrid governance setting at national and community levels in the response to the 2017 landslide and floods.Design/methodology/approachDuring the four months of fieldwork in Freetown in 2017, semi-structured interviews and focus group discussions with various state, aid and societal actors were conducted.FindingsThe findings show that a response to policy building on the idea of a uniform state response did not take into account intra-state power politics or the complexity of Sierra Leone's hybrid governance.Practical implicationsThis paper argues for a more nuanced debate in humanitarian governance and practice on the localisation of aid in post-conflict and fragile settings.Originality/valueThe study's findings contribute to the literature on the disaster–conflict nexus, identifying paradoxes of localised disaster response in an environment with strong national–local tensions. The study highlights intra-local state dynamics that are usually overlooked but have a great impact on the legitimacy of different state authorities in disaster response.

    Description: PurposeThe purpose of the instrument is to favour and strengthen, in a timely and relevant manner, the processes of design, planning, investment, execution and evaluation of various public and private initiatives in the territory, thereby strengthening the preventive, responsive and adaptive capacities of the communities, institutions and territory. The instrument allows the generation of a single single-community diagnosis, a definition of a baseline which leads to progress assessment at different levels and provides specific risk management recommendations to municipalities.Design/methodology/approachThe definition of the purpose and design of this tool was the result of the work in a year by a group of national experts from the public, private, organised civil society and academia members of the National Platform for Disaster Risk Reduction. This initial stage has sought to capture the different sectoral visions with a multidimensional approach that considers the territorial differences cautioning that local governments are key actors to achieve risk reduction, and they are also the first respondents and responsible for managing their territory and community. In order to help local governments, to understand their situation, the experts’ group established that the assessment should consist of a guided self-diagnosis using a survey. The dimensions considered are as follows: governance, territorial planning, socio-economic and demographic conditions and climate change and natural resources. The four dimensions encompass in total 41 variables that are considered relevant for the disaster risk management discipline.FindingsThe rural to semiurban municipalities classified as medium or low development, according to the national standard, present a high-risk level in the dimension of territorial ordering. The municipalities that show a moderate to low dependence on the common municipal fund have a low risk in all the evaluated dimensions, related to greater financial autonomy and own or self-management of resources. The municipalities with low percentage of poverty by income are better evaluated in all the dimensions showing a low level of the Communal Underlying Risk Factors Index (CURFI). A high percentage of communes with a low level of the CURFI have low-urban growth in the last 15 years.Research limitations/implicationsOne of the main difficulties was raising awareness amongst the mayors that the reduction of the underlying factors does not necessarily imply monetary investment, understanding the scarcity of local government resources. The important thing was to sensitise them that the diagnosis per se was already a result to manage risk in their community.Practical implicationsTo be able to count for the first time in Chile with a methodology that allows diagnosing risk-based conditions and to target structural and non-structural measures aimed at reducing these factors in local governments. Additionally, it will be possible to monitor the reduction of the underlying risk factors (URF), for accompanying the work of the municipalities in terms of knowing if they have been able to implement the individualised recommendations that are provided.Originality/valueThe methodology was formulated by reviewing and considering the methodologies applied in different regions of the world, which generally coincide in the dimensions that group the main underlying factors of disaster risk. However, the numerical treatment of the variables obeys to novel statistical processing (multicriteria method), which provides robustness to the model and, therefore, to the results obtained.

    Description: PurposeThis paper develops a theoretical understanding of learning during recovery from recurring disasters when humanitarian organizations deploy WASH technologies using examples from 2012–2013 floods in Assam, Northeastern India.Design/methodology/approachA mixed methods study was conducted in Assam, where Oxfam had responded after 2012 floods and erosion. Two surveys (n1 = 313; and n2 = 279) in 2013, along with 38 semi-structured interviews, 18 household interviews and 23 focus group discussions (FGDs) were undertaken. The quantitative data were analysed using descriptive statistics and the qualitative data were interpreted thematically.FindingsOne of the product-level innovations included raised platforms with WASH facilities as a preparedness measure for future floods, enabled by a co-learning approach. Social learning within community members provided contextual inputs, while Oxfam learnt through its institutionalized learning mechanisms, namely real-time evaluations, knowledge, attitude and practice (KAP) surveys and strong monitoring mechanisms. Despite these measures, the precarity of such geographies remains a major concern in increasing vulnerability, and hence this study advocates for an approach towards innovation that equally emphasizes and advances learning within community groups as well as organizations so that lessons can be captured and revisited in future programmes and promote wider application.Research limitations/implicationsThis study is exploratory, and longitudinal in nature, although the data and findings are fairly representative of the target population, they do not imply causality and attribution. Since the study relies on a case study, there are limitations of how the findings could be generalized in other similar contexts.Practical implicationsThis paper offers a new theoretical lens emphasizing context-specific understanding of short-term but rapid onset and cyclical emergencies resulting in local population displacement. It provides a bottom-up perspective on innovations and technologies deployed by external aid agencies as a commentary on recovery of community resilience from recurring disasters.Social implicationsThis paper reframes agency approaches in how they perceive community resilience and enable flood-affected and displaced communities to recover using innovations in WASH technologies.Originality/valueThis paper expands on the key lessons to be gleamed from the many interventions in humanitarian WASH technologies from learning perspective and benefits from reflections as a practitioner in the field.

    Description: PurposeA nature reserve set up in a disaster-stricken area can have various functions, e.g. as a place where biodiversity is favored and sometimes as a memory of a traumatic event. This study presents four different record-breaking disasters during 1992–2014 in Sweden, where the idea of setting up reserves has been advanced in the aftermath, but with slightly different results in relation to attitudes about nature conservation and modes of remembering. The phenomenon is primarily discussed against theory formation around disaster memorials and window of opportunity for change.Design/methodology/approachcomparative case study approach. The cases are described through narratives on the basis of “grey” literature, i.e. documents from Swedish authorities in the form of evaluations, summaries from experience seminars, political decisions on the establishment of nature conservation or information material addressed to the public, and also media reporting.FindingsThe nature reserves will be reminiscent of the disasters since the natural regrowth will take decades but may also be accompanied by exhibitions in visitor centers, arts and plays, monuments and bureaucratic documents, all of which contribute to the memory. In all but one case, such artifacts are secondary in relation to the explicit goal of forest conservation. The local population's attitude to the reserve formation plays a big role for the plans to be implemented.Originality/valueFoundation of nature reserves in the immediate aftermath of a disaster may have different functions for actors, affected people and interested public; some are exemplified and discussed here.

    Description: PurposeVulnerability is understood as susceptibility to hazards born out of the complex interaction within the system scales. The current global economic system focuses on persistent growth and a top-down approach to wealth distribution, which not only puts a strain on the Earth's resources but also on communities by increasing vulnerability. Localised economy, on the other hand, uses a bottom-up approach to wealth distribution, whereby local resources are harnessed for sustainability of the local economy. Localising economies facilitate degrowth by shifting our focus to the quality of economies and the redefinition of growth and prosperity. The purpose of this study is to highlight the potentials of localisation and degrowth for vulnerability reduction.Design/methodology/approachIn this study, the authors conducted a case study of the Lyttelton community in New Zealand, their local initiatives and how these efforts have been used to build capacities and reduce vulnerabilities in the community. Data were sourced from both primary and secondary sources. Primary data were sourced through observation of the day-to-day running of the community and interviews with community members, while secondary data were sourced from existing literature on the community and related concepts.FindingsLyttelton community provides a good example of a community where bottom-up initiatives are particularly felt, and there is very limited dependence on the conventional economic system to solve their problems. The study shows that degrowth initiatives within the community have gained momentum because initiators see the value in their coming together as a community and doing what is right for themselves and the environment. Furthermore, localisation fosters innovation, personal growth and development and care for the environment.Originality/valueThis paper contributes to the existing knowledge by discussing some local initiatives that serve an underlying purpose for degrowth based on a study carried out in Lyttelton, New Zealand. The study findings established that there is need for more focus on sensitisation about the risks of growth mania and the potential for degrowth in bringing about actual prosperity, for saving the environment and disaster risk reduction. Also, the encouragement of local production and existing institutions like the timebank, which give members access to the needed resources and skills contribute to vulnerability reduction.

    Description: PurposeExamine and understand how an informal volunteer’s goals and actions develop from the moment they first learn about a disaster.Design/methodology/approachWe examine informal volunteerism (the activities of people who work outside of formal emergency and disaster management arrangements) through the theoretical lens of entrepreneurial effectuation to explain informal volunteer behavior and cognition and gain insight on how they develop their disaster relief ventures.FindingsWe find that informal volunteers follow an effectual logic, relying on available means to take advantage of opportunities as they are recognized or created. Application of effectuation vs causation processes depended on whether the informal volunteers were categorized as traditional, emergent or extended volunteers.Practical implicationsInformal volunteers’ disregard for the Affordable Loss Principle task governments and disaster relief organizations with the important challenge of managing and assuring the safety and well-being of informal volunteers. Their entrepreneurial behavior also invites the establishment of formal processes to counsel and guide informal volunteers, helping them fill out the necessary paperwork and funding applications to develop their efforts.Social implicationsThrough their experimentation and flexibility, informal volunteers accelerate disaster recovery, recognizing opportunities, working around bureaucracy and other roadblocks that hinder the efforts of established organizations. They also demonstrate entrepreneurial behavior that helps revitalize and jumpstart the local economy, making for stronger and more resilient communitiesOriginality/valueThis study borrows from Effectuation Theory from the entrepreneurship field in order to bring a much needed theoretical lens to the topic and greatly assists informal volunteerism research, moving from past efforts that simply define and categorize the concept.

    Description: PurposeWe consider what happened in the initial reconstruction interventions following the 6 April 2009 earthquake in L'Aquila (Italy). Using the disaster risk reduction and resilience paradigm, we discuss the cognitive and interactional failures of top-down approaches, and we analyse the main constraints to enacting inclusive social learning and socially-sustainable transformation and building back better more resilient communities in post-disaster reconstruction.Design/methodology/approachOur evidence comes from participant observation, action anthropology and analytic auto-ethnography conducted during the reconstruction phase following the L'Aquila earthquake. Findings were triangulated with document analysis, media analysis and retrospective interviewing conducted in 2013 and 2017.FindingsThe shift from civil defence to civil protection did not bring any advance in disaster management and development practice in terms of DRR and resilience. The militaristic command-and-control approach, which is still in vogue among civil protection systems, means that local political leaders become the civil protection authorities in a disaster area. As in the L'Aquila case, this exacerbates local social and environmental risks and impacts, inhibits local communities from learning and restricts them from participating in post-disaster interventions.Originality/valueMost previous commentary on disaster recovery and reconstruction following the L'Aquila earthquake has focussed on the top-down approach carried out by the national government and the Italian Department of Civil Protection (DCP). This paper is unique in that it sheds light on how the command-and-control approach was also implemented by local authority figures and on how this undermined building back better more resilient communities.

    Description: PurposeThis article explores the community recovery and resilience element of “building back better” (BBB) through the perspectives and experiences of community influencers who provided psychosocial supports after the 2013 floods in southern Alberta, Canada.Design/methodology/approachThe Alberta Resilient Communities (ARC) project adopted a community-based research methodology to examine the lived realities of children, youth, families and their communities postflood. In-depth semistructured interviews were conducted with 37 community influencer participants representing a range of organizations including not-for-profit agencies, community organizations, social service agencies and government departments.FindingsThe findings were drawn from the interviews held with community influencers in flood-affected communities. Major themes include disaster response challenges, insufficient funding for long-term disaster recovery, community partnerships and collaborations and building and strengthening social capital.Practical implicationsFindings demonstrate the need to build better psychosocial services, supports and resources in the long term to support community recovery and resilience postdisaster for children, youth and families to “build back better” on a psychosocial level.Social implicationsLocal social service agencies play a key role in the capacity of children, youth and families to “build back better” postdisaster. These organizations need to be resourced and prepared to respond to psychosocial needs in the long term in order to successfully contribute to postdisaster recovery.Originality/valueThe findings illustrate that adopting a psychosocial framework for disaster recovery can better inform social service disaster response and long-term recovery plans consistent with the BBB framework. Implications for social service agencies and policymakers interested in fostering postdisaster community recovery and resilience, particularly with children and youth, are presented.

The purposive sampling method was also adopted to assemble a unique and representative sample.FindingsThis study concluded a new disaster risk reduction education system in Taiwan, from safe learning facilities, school disaster management and risk reduction and resilience education perspectives. It encouraged school and community collaboration regarding establishing a comprehensive disaster management framework.Originality/valueThe paper kept tracks of how schools recovered and restored after the 921 earthquake based on global disaster management trends and local disaster risk reduction education. It also highlighted the major changes within the school resilience system and the importance of disaster risk reduction education in Taiwan.

    Description: PurposeThe purpose of this paper is to assess the public health risk factors of internally displaced households and suggest appropriate measures and strategies for health risk reduction in the context of IDPs.Design/methodology/approachThe composite Index (CI) method was used to compare the public health risk factors at the household level in three IDP camps. A set of 22 indicators were studied in 326 households. Households were selected by using a two-stage cluster sampling technique.FindingsThe findings indicate that the Shangil Tobaya camp is at the highest risk for communicable diseases (63.6%) followed by Zamzam (52.4%) and Abu Shouk (42.7%) at the household level. Eight indicators appeared to have made differential impacts between Abu Shouk and Shangil Tobaya, these include: level of education, walking time to health facilities, water source, latrines type, safe disposal of child feces, frequency of visit by pregnant women to antenatal care services, place of delivery and women delivering their children with the help of skilled birth attendants.Research limitations/implicationsSince the selection criteria of the camps were predefined; there are variations in the number of samples between the camps. Therefore, the generalizability may be compromised.Social implicationsIncreased access to healthcare services particularly reproductive health services to the most vulnerable groups (women). Community involvement in services management to promote ownership.Originality/valueThe methods used in this study is original and flexible and can be replicated for other emergency areas and risks.

    Description: PurposeThis paper aims to understand how experience with the fringe effects of a cyclone influences perception of cyclone severity. Understanding how certain types of experience influences risk perception should help to clarify why there is an unclear link between experience and risk perception within the existing literature.Design/methodology/approachA total of 155 respondents with fringe cyclone experience were recruited to fill in a closed-ended question survey. The survey was designed to assess perceptions of a previous cyclone and future cyclone severity.FindingsMost respondents who had experienced the fringe effects of a cyclone overestimated the wind speed in their location. Respondents who overestimated previous cyclone wind speed also predicted less damage from future Category 5 cyclones.Research limitations/implicationsThis research indicates that overestimating the severity of past cyclones can have a detrimental effect on how people predict damage due to high category cyclones.Practical implicationsThe findings suggest that people with fringe cyclone experience need additional information to help reshape their perceptions of cyclone severity.Originality/valueThis paper provides a unique perspective on the relationship between experience and risk perception by demonstrating that experience on the fringe of a cyclone has a negative influence on risk perception.

    Description: PurposeDeveloping resilience is vital for firefighters and other practitioners exposed to trauma as part of their day-to-day work in maintaining physical and mental resilience. However, further understanding of what factors facilitate and hinder the development of firefighter resilience and why is needed. The current study evaluates efficacy of support mechanisms currently in place and develops an evidence base for interventions to support development of firefighter resilience.Design/methodology/approachSemi-structured interviews were conducted with 12 firefighters from across two regions in the United Kingdom, the Northwest and Southeast of England. Thematic analysis was used to analyse transcripts, highlighting themes within, and across, services to identify what factors affect development of firefighter resilience and why.FindingsThematic analysis highlighted four key themes shared by firefighters across regions: “informal support”, “formal support”, “basic welfare measures” and “trust”. Importantly, how effective formal measures are perceived to be and the willingness for firefighters to access these resources was dependent upon the level of trust held in senior management. Firefighters across locations highlighted levels of trust were affected by industrial actions which created divides. Accordingly, one way firefighter resilience may be further promoted is by altering how formal support mechanisms are accessed.Originality/valueAlthough existing research has found factors which promote resilience of firefighters, evaluation of specific services is lacking. The current research highlights areas among two UK services where resilience is effectively being promoted and areas for potential improvement.

Delinking thus suggests divergent visibilization strategies regarding the narratives and framings of the region.Design/methodology/approachReflecting on previous ethnographic and quantitative research on the impacted livelihoods in the Canton of Muisne (Ecuador) in the aftermath of the earthquake of April 2016, this article explores some disruptive dimensions of the permanent disaster in the predominantly black Ecuadorian–Colombian border region.FindingsBy drawing on decolonial theory, as well as by shifting between a mainstream narrative of the disaster, on the one hand, and a “delinked narrative,” on the other, this article is in line with more recent publications arguing that neither local and time bound accounts of vulnerability, ethnicity and (in)visibility, nor mainstream depictions of a “lack of development” are able to generate the required knowledge to disrupt from this permanently neglected disaster.Originality/valueIn order to understand the disaster beyond its ostensibly local dimension, economic, environmental, as well as the geopolitical considerations are suggested, resulting in a different framing of the disaster.

The authors’ objective is to explore for enduring and redeeming merit in the use of the term in disaster prevention, response and recovery and in collaborative social science research more broadly.Design/methodology/approachThis paper is based on case studies drawn from the authors' ongoing, longitudinal studies of community-based work with Spanish-speaking community leaders in San José, California and rural Indigenous communities in Alaska.FindingsThe authors synthesize unromantic critiques of the community concept that surface important matters of inequality that complicate efforts for decolonizing disaster work with a view of community as an often utopian project servicing redistributions and relocations of the loci of power. It is a term not only invoked in scholarship and the work of governmental and nongovernmental agencies but also one with deeply symbolic and contextualized meaning.Originality/valueThe authors’ interpretation is that we must at once be critical and unromantic in studying and working with “community” while also recognizing its utopian fecundity. Abandoning the concept altogether would not only create a massive lacuna in everyday speech but also we fear too strong a language in opposition to the community concept metaphor telegraphs a hostility toward those who use it to mobilize scarce social, political and material resources to confront power and contest structural violence.

Data were collected from six communities that received no external housing assistance, analyzing surveys from 220 households, 13 carpenters, 20 key actors coordinating reconstruction or recovery efforts, as well as 12 focus group discussions.FindingsThis research argues for a stronger role of governmental agencies, vocational training schools and engineers. Current communication of typhoon-resistant construction knowledge is ineffective to stimulate awareness, understanding and adoption by local construction actors and self-recovering households.Research limitations/implicationsThe analysis in this study focuses on a small sample of communities in the west of the Philippines that are not frequently affected by typhoons.Originality/valueThis is one of the few scholarly works in the Philippines focused on adoption of safer construction practices by community-based construction actors when technical housing assistance is absent.

    Description: PurposeThis paper introduces the state of informal settlements in Latin America and the Caribbean, and it explores potential relationships between informal settlements and national policies on urban development and disaster risk reduction, especially on how risk governance and disaster resilience are conceived and practiced by governments.Design/methodology/approach17 Habitat III National Reports issued during the preparatory process toward the New Urban Agenda in 2016 are analyzed using statistics and qualitative methods. Some quantitative variables, such as access to drinking water and sewerage in the region, are combined with qualitative data from references to the Sendai Framework and national urban policies in the mentioned reports. Countries in the study include Argentina, Barbados, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, Guatemala, Honduras, Jamaica, Mexico, Paraguay, Peru, and Uruguay.FindingsResults show that the situation of informal settlements in the region is complex and presents two different realities that coexist: one group of countries in which provision of basic urban services poses great challenges for a significant proportion of the urban population, while the other group in which urban informality and precariousness persists despite better statistics. Risk governance and disaster resilience principles are scarcely articulated in existing urban development discourses in the region.Originality/valueThe preparatory process toward the New Urban Agenda allowed to conduct an original updated cross-country analysis and to identify cross-cutting issues on informality, risk reduction, and urban development in the region.

It specifically investigates the role of farmland in producing a livelihood and maintaining a rural lifestyle among displaced people.Design/methodology/approachThrough face-to-face questionnaire surveys and in-depth interviews with rural residents displaced from their villages after the Wenchuan earthquake in Sichuan, China, this study presents both quantitative and qualitative evidence to investigate how post-disaster policies and particularly the availability of farmland influence people's recovery and their satisfaction with the post-resettlement life.FindingsData suggest that availability of farmland, in spite of the size, makes big differences in post-disaster recovery because farmland provides resettled people with not only a livelihood to secure basic living but also a guarantee to maintain a rural lifestyle.Research limitations/implicationsMore samples are needed for analyzing factors that significantly influence disaster-displaced farmers' recovery and wellbeing post resettlement.Practical implicationsThis study can be used as an important reference for making plans for post-disaster recovery and population resettlement programs in other disaster-prone countries across the world.Originality/valueLand-based relocation is proposed as a desirable approach to addressing challenges of livelihood restoration amongst the resettled population in rural areas of developing countries.

    Description: PurposeThis paper aims to examine how government continuity planning contributes to strengthening the public sector's emergency preparedness, resulting in enhanced resilience of the public sector. Government continuity plans (GCPs) are a recently focused concept in disaster preparedness, compared to business continuity plans (BCPs) in the private sector. The need for BCPs was widely recognized after the 2011 Great East Japan Earthquake (GEJE) and the 2011 Thailand Floods. However, recent disasters, such as the 2016 Kumamoto Earthquake in Japan, have revealed that local governments without effective GCPs were severely affected by disasters, preventing them from quickly responding to or recovering from disasters. When the GEJE occurred in 2011, only 11% of municipal governments in Japan had GCPs.Design/methodology/approachThe paper analyzes basic principles of government continuity planning using complex adaptive systems (CAS) theory while summarizing recent developments in theory and practice of government continuity planning.FindingsThis research investigates the Japanese experience of GCPs using self-organization, one of the concepts of CAS. A GCP will complement regional disaster plans, which often focus on what governments should do to protect citizens during emergencies but fail to outline how governments should prepare for an emergency operation. The study concludes that GCPs contribute to increased resilience among the public sector in terms of robustness, redundancy, resourcefulness and rapidity.Practical implicationsThis paper includes implications for the development and improvement of a GCP's operational guideline.Originality/valueThis research fulfills an identified need to investigate the effectiveness of a GCP for resilience in the public sector and how to improve its operation using concepts of CAS.

    Description: PurposeThe idea is to propagate the concept of climate resilience in India beyond international mandates and bold statements, enabled through utilization of open data. The research underscores need for climate responsive planning for megacities in India with an example of National Capital Territory of Delhi, the capital of India whose trends and policies often form a blueprint for others to follow.Design/methodology/approachThe research was conducted in six distinct, yet inter-related stages: literature review, data collection, data analysis at four levels – city, zonal, planning division and flood plains inhabited by climate vulnerable population with least adaptive capacity, formulating alternative scenarios of future development, evaluation of scenarios, conclusions and recommendations.FindingsIndia has approximately 8,000 urban centres. Less than 2% of these centres have a planning document. Less than 1% of these documents acknowledge climate change as a phenomenon let alone a challenge to urban future. It is therefore a priority to address the challenge from a planning perspective for India.Research limitations/implicationsMethodologies for evaluating the multiplier effect are still in their pre-final stage and there exist uncertainties and margin of error.Practical implicationsAligned with pre-tested methodologies, the research through extensive empirical and spatial-temporal analysis indicates severity and irreversibility of socio-economic and environmental losses.Originality/valueRisks and vulnerabilities to climate change and climate induced disasters exhibit multiplier effect that varies spatially across a region's demography. Quantitative analysis of multiplier effect on the secondary environment is rarely explored in climate studies. The paper addresses this lacuna by examining climate risks to Indian megacities with a case example of Delhi. The findings suggest that urbanization, climate risks and natural environment are interlinked, where an impact of one generates ripples across other two and their secondary environment plus sectors.

This paper considers research fatigue in the context of the current COVID-19 pandemic, to identify contributory factors and possible solutions for future post-disaster research.Design/methodology/approachThe authors draw on examples from the literature and their own observations from the recruitment and data collection phases of qualitative and quantitative studies, to provide an overview of possible research fatigue in the current COVID-19 pandemic, with implications for future post-disaster research.FindingsPeople affected by disasters sometimes receive multiple requests for study participation by separate teams who may not necessarily be coordinating their work. Not keeping participants informed of the research process or outcomes can lead to disillusionment. Being overburdened with too many research requests and failing to see any subsequent changes following participation may cause individuals to experience research fatigue.Originality/valueGuidelines for researchers wishing to reduce the occurrence of research fatigue include ensuring greater transparency within research; sharing of results and using oversight or gatekeeper bodies to aid coordination. Failure to restrict the number of times that people are asked to participate in studies risks poor participation rates. This can subsequently affect the quality of information with which to inform policy-makers and protect the health of the public during the COVID-19 pandemic or other public health disasters/emergencies.

National typhoon disaster politics arise when citizens demand disaster protection from their state.Design/methodology/approachThe paper analyzes one episode of typhoon politics in each of three Asian countries before 1945: the Philippines (1928), India (1942) and Japan (1934). These three countries show high variance in state capacity and level of democracy. Discourse data are found in contemporary newspaper accounts.FindingsIn each case, the typhoon disaster politics were shaped by the “distance” (geographical, institutional, class and cultural) between citizen-victims and the state. Where that distance was great (rural Philippines, Bengal-India), the state tended to minimise victimhood. Where it was small (urban Japan), adaptation was serious and rapid.Social implicationsThe findings should stimulate public discussion of the way in which past social relations and power dynamics surrounding climate-related disasters might influence the present. As the political character of climate change adaptation grows clearer, so does the need for debate to be well-informed.Originality/valueMost historical work on climate-related disasters has focused either on the natural phenomena, or on their societal impact. The present paper's focus on adaptation is part of a small but growing scholarly effort to bend the debate towards the evolution of adaptive capacity.

    Description: PurposeThe purpose of this paper is to identify the barriers to community participation in post-disaster reconstruction in Minamisanriku, Japan.Design/methodology/approachThis paper utilizes the extended case method. 31 in-depth, semi-structured interviews were conducted with local residents as well as 15 in-depth, semi-structured interviews with professionals working on reconstruction efforts. Multiple site visits were made to conduct participant observation and ethnographic research. The data from these interviews and fieldwork were triangulated with archival research.FindingsThe results from this research show that at least six major barriers to community participation in post-disaster reconstruction were present in Minamisanriku. These barriers were: predetermined tsunami risk levels, a disaster reconstruction menu, existing patterns of government, construction of seawalls, an existing lack of participation and administrative mergers. These barriers were not a product of the disaster event itself, but rather of the pre-existing conditions in Minamisanriku, and Japan in general.Originality/valueThis study pinpoints the actually existing barriers to the worldwide call for participatory measures and community involvement in post-disaster reconstruction.

    Description: PurposeGlobally, over 95% of fire related deaths and injuries occur in low- and middle-income countries. Within informal settlements, the risk of fire resulting in injury or death is particularly high. This paper examines fire risks in informal settlements in New Delhi and Cape Town, and tented informal settlements in Lebanon.Design/methodology/approachOur analysis draws on primary sources, secondary literature, statistical data and qualitative interviews.FindingsThe distribution of fire risk across urban societies is a fundamentally political issue. Residential fire risk can be tackled by accessible, affordable, safety-compliant housing. That said, important interim measures can be taken to mitigate fire risk. Some of the risks requiring attention are similar across our case studies, driven by high population densities; flammable housing materials; unreliable or inaccessible access to safe power sources; and – in the case of Cape Town and New Delhi particularly – the inability of fire services to reach sites of fire. However, these common risks are embedded in distinct social, economic and political contexts that must be placed at the center of any intervention. Interventions must also be aware that the risk of fire is not spread evenly within informal settlements, intersecting as it does with factors like gender, age, health and disability.Originality/valueInformal settlement fires have been under-studied to date. The studies that do exist tend to operate within disciplinary silos. This paper represents an important interdisciplinary approach to fire within informal settlements, which grounds technical data, modeling and experiments in political, social and economic realities.

The aim is to evaluate the shifting understanding and conception of a liveable urban environment within Fukuoka over time and assess how this narrative has informed capability to understand and manage extreme heat as an emergent disaster risk.FindingsThe strong technical competences enabling Fukuoka to undertake evidence-based management of risks from climate-related disasters today exist at least partially because of earlier environmental concerns within the city and an early emergence of techno-scientific competence within the city's research institutions working at the science–policy interface.Originality/valueThe findings suggest a need to avoid uncritically exporting “lessons” from apparent urban climate “success stories”, without full recognition of the historical context enabling production and utilisation of weather and climate knowledge in specific locations.

Moreover, there are two patterns of discursive structure surrounding the risk of flooding in Davao del Norte: (1) where Cavendish banana is a favored export commodity of those who are in power, the Pressure-and-Release Model fits within the narrative of land-use changes in the province, and (2) where the local domain of disaster governance frames the DRR as a “hero-villain” normative duality.Practical implicationsAt the policy level, the findings should inform the current government practices in development planning to mitigate flood risks, specifically the proposed Philippine National Land-use Act and the pending Bill to create the Philippine Disaster Risk Reduction and Management (DRRM) Department. Operationally, the “hero-villain” finding challenges the self-awareness of disaster managers and functionaries whose technical trainings inculcated a one-size-fits-all approach to disaster response.Social implicationsThe findings support the theory that disaster and disaster risks are socially constructed realities.Originality/valueThis paper teased out the gap between the people's risks perceptions in Davao del Norte and the government's DRR episteme, and it points to power relations that impede its closing.

    Description: PurposeDespite Bangladesh's great strides in formulating disaster management policies following the principles of good governance, the degree to which these policies have successfully been implemented at the local level remains largely unknown. The objectives of this study were two-fold: (1) to examine the roles and effectiveness of local-level governance and disaster management institutions, and (2) to identify barriers to the implementation of national policies and Disaster-Risk-Reduction (DRR) guidelines at the local community level.Design/methodology/approachBetween January 2014 and June 2015 we carried out an empirical investigation in two coastal communities in Bangladesh. We employed a qualitative research and Case Study approach, using techniques from the Participatory Rural Appraisal toolbox to collect data from local community members as well as government and NGO officials.FindingsOur study revealed that interactive disaster governance, decentralization of disaster management, and compliance by local-level institutions with good governance principles and national policy guidelines can be extremely effective in reducing disaster-loss and damages. According to coastal community members, the local governments have generally failed to uphold good governance principles, and triangulated data confirm that the region at large suffers from rampant corruption, political favoritism, lack of transparency and accountability and minimal inclusion of local inhabitants in decision-making – all of which have severely impeded the successful implementation of national disaster-management policies.Research limitations/implicationsWhile considerable research on good governance has been pursued, our understanding of good disaster governance and their criteria is still poor. In addition, although numerous national disaster management policy and good governance initiatives have been taken in Bangladesh, like many other developing countries, the nature and extent of their local level implementation are not well known. This study contributes to these research gaps, with identification of further research agenda in these areas.Practical implicationsThe study focuses on good disaster governance and management issues and practices, their strengths and limitations in the context of cyclone and storm surges along coastal Bangladesh. It offers specific good disaster governance criteria for improving multi-level successful implementation. The paper deals with International Sendai Framework that called for enhancement of local level community resilience to disasters. Thus, it contributes to numerous policy and practice areas relating to good disaster governance.Social implicationsGood disaster governance would benefit not only from future disaster losses but also from improved prevention and mitigation of natural hazards impact, benefiting society at large. Improvement in knowledge and practice in disaster-risk-reduction through good governance and effective management would ensure local community development and human wellbeing at the national level.Originality/valueThe failure of local-level government institutions to effectively implement national disaster management and resilience-building policies is largely attributable to a lack of financial and human resources, rampant corruption, a lack of accountability and transparency and the exclusion of local inhabitants from decision-making processes. Our study identified the specific manifestations of these failures in coastal communities in Bangladesh. These results underscore the vital need to address the wide gap between national DRR goals and the on-the-ground realities of policy implementation to successfully enhance the country's resilience to climate change-induced disasters.

    Description: PurposeThis proposal is a case study of the Belo Monte dam. The article deals with human rights and environmental violations arising from the construction of the Belo Monte Hydroelectric Power Plant in the northern region of Brazil. This paper aims to evidence human rights violations brought by the construction Belo Monte dam, a glimpse of the COVID-19 scenario and how Brazilian regulation allowed those violations.Design/methodology/approachTo achieve the objective of this article, the Brazilian norms, public policies and the current situation of the affected communities were analyzed, focusing on the human rights violations and the historical timeline of this mega-project. The analysis was directed to the hardcore social sciences, considering analytical and qualitative research.FindingsThe data gathered and the references consulted proved that many human rights violations occurred and that the vulnerability of indigenous and local people increased with the construction of the Belo Monte Hydroelectric Power Plant in the northern region of Brazil. The COVID-19 pandemic exacerbated this adverse scenario since indigenous and local people already had their vulnerabilities increased with the construction of Belo Monte.Research limitations/implicationsThe Belo Monte Dam has had severe and irreversible impacts on the lives of local communities, especially indigenous peoples, as it had destroyed their culture and the environment. The authors were not able to do fieldwork, due to the great distance of the dam. In this sense, the research does not cover all the social–environmental issues, as an ethnographic approach is necessary.Originality/valueThe authors intend to bring attention to harms caused to indigenous people and the local communities, expecting to create an alert of what this kind of project can do to vulnerable peoples' life, especially now with the pandemic scenario, which makes indigenous and traditional communities more vulnerable to diseases due to the loss of their territories.

Therefore, the paper presents selected scenario approaches and illustrates how such vulnerability scenarios can look like for specific indicators and how they can inform decision-making, particularly in the context of urban planning.Design/methodology/approachThe research study uses the example of heat stress in Ludwigsburg, Germany, and adopts participatory and quantitative forecasting methods to develop scenarios for human vulnerability and exposure to heat stress.FindingsThe paper indicates that considering changes in future vulnerability of people is important to provide an appropriate information base for enhancing urban resilience through risk-informed urban planning.     Description: PurposeClimate change has had serious consequences at the global and local levels, which has required more effective scientific studies and management measures for disaster risk reduction strategies. This paper aims to analyze and discuss the degree of institutional vulnerability in terms of disaster risk governance, with emphasis on non-structural measures taken in the municipality of Jaboatão dos Guararapes, Pernambuco, Brazil.Design/methodology/approachFive indicators were analyzed, composed of Planning and Management Instrument, Management Structure, Preventive Action, Multidisciplinary Work and Emergency Funds. It is worth highlighting the form application with government actors, involving technicians from strategic areas of the municipality and official reports analysis. It stands out the importance of non-structural measures to strengthen this governance.FindingsFrom the results of this study was noted that municipal management adopted measures to develop integrated planning, acting within the principles recommended in the Sendai framework (2015–2030), characterized as a medium degree of institutional vulnerability. Recommendations are suggested for the improvement of the entire governance system, according to the indicators and documents analyzed.Originality/valueThis article integrates a set of data and analyses relevant to the Disaster Risk Governance, regarding the assessment of institutional vulnerability with a view to non-structural actions. The importance and significance of the composed indicators allow measuring and evaluating institutional vulnerabilities. The methodology created fomented the production of scientific knowledge that allows employment in other municipalities.

    Description: Purpose This paper aims to review the literature on carbon trading from the perspective of evolution, finds out the evolution path of these literatures and gives out the future research hotspots in this field. Design/methodology/approach Uses visualization tools (CiteSpace and HistCite) to systematically categorize the literature on carbon-trading schemes in the Web of Science core collection from 1998 to 2018, comprehensively analyzes carbon-trading schemes from four dimensions, namely, discipline evolution, keyword evolution, citation cluster evolution and citation path evolution. Findings Research on carbon-trading schemes has a specific development and evolution path along four dimensions, namely, in the discipline dimension, the largest change lies in the mathematics pointed to by at least four different disciplines; the keyword evolution dimension shows a gradual deepening emphasis on coordinated development; citation clusters identify three major clusters – carbon prices, China’s carbon trading, carbon market and supply chain; and citation paths identify three major evolutionary paths, the most important of which shows that “What affects carbon price?” has changed to “What is the impact of carbon prices?” Originality/value Reveals the evolution path of carbon trading research studies and proposes four possible development directions for carbon-trading scheme research, which is helpful for future carbon trading-related research and serves as a reference for the promotion of and improvements in carbon-trading schemes.

    Description: Purpose Climate change and variability present different challenges to the livelihoods of forest-dependent communities. This paper aims to determine climate variability/change and its effects on the livelihoods of the Buyangu community, which depends on Kakamega tropical rain forest in Kenya. Design/methodology/approach Rainfall and temperature trends were analysed using Mann–Kendall tests and Sen’s slope estimator. The effects of climate variability on the community were determined using household survey questionnaires, focus group discussions and in-depth interviews with key stakeholders. Findings Temperature trend analyses represent statistically significant trends for the period of 1980-2015. Results reveal a warming trend for both mean annual maximum temperatures and mean annual minimum temperatures by 0.04°C/year and 0.02°C/year, respectively. Moreover, analysis of annual precipitation (1923-2015) indicated an increase of 0.068 mm/year; however, the mean monthly rainfall showed a decreasing trend. As a result, crop production and livestock rearing are negatively affected. Although there is a high level of awareness of climate variability and its related effects on livelihoods, a majority of the Buyangu community still do not understand the influence of climate change on forests and the provision of forest products. Lack of knowledge on this subject will consequently limit adaptation responses. Originality/value This research fulfills the need to study climate variability and its effects on the livelihoods of forest-dependent communities. The study calls for all-round stakeholder participation of local and national players in formulating coherent adaptation strategies that will enhance the resilience of forest-dependent communities to a changing climate.

    Description: Purpose Presentation of the different industrial carbon linkages of India. The purpose of this paper is to understand the direct and indirect impact of these industrial linkages. Design/methodology/approach This study uses a hypothetical extraction method with its various extensions. Under this method, different carbon linkages of a block are removed from the economy, and the effects of carbon linkages are determined by the difference between the original and the post-removal values. Energy and non-energy carbon linkages are also estimated. Findings “Electricity, gas and water supply (EGW)” at 655.61 Mt and 648.74 Mt had the highest total and forward linkages. “manufacturing and recycling” at 231.48 Mt had the highest backward linkage. High carbon-intensive blocks of “EGW” plus “mining and quarrying” were net emitters, while others were net absorbers. “Fuel and chemicals” at 0.08 Mt had almost neutral status. Hard coal was the main source of direct and indirect emissions. Practical implications Net emitting and key net forward blocks should reduce direct emission intensities. India should use its huge geographical potential for industrial accessibility to cheaper alternative energy. This alongside with technology/process improvements catalyzed by policy tools can help in mitigation efforts. Next, key net-backward blocks such as construction through intermediate purchases significantly stimulate emissions from other blocks. Tailored mitigation policies are needed in this regard. Originality/value By developing an understanding of India’s industrial carbon links, this study can guide policymakers. In addition, the paper lays out the framework for estimating energy and non-energy-based industrial carbon links.

    Description: Purpose This study aims to investigate the environmental effects of climate financial fragmentation in the form of emerging multilateral institutions. Design/methodology/approach Among the countries that have economic relations with China, those involved in climate finance cooperation are taken as the experimental group, and those not involved in other areas are taken as a control group. Using system generalized method of moments regression, the difference-in-differences method is used to test the environmental effects of climate finance cooperation of emerging multilateral institutions. In this way, this study explores the financial and trade mechanisms of cooperation among emerging multilateral institutions. Findings The results of this empirical study show that the cooperation of emerging multilateral institutions has a positive impact on the environment. Research results further reveal the financial and trade mechanisms of climate finance cooperation projects. When the invested countries are more likely to obtain international capital, environmental effects will be greater. However, trade intimacy could inhibit the improved environmental effects. Originality/value This research is one of the few studies to test the environmental effects of climate financial fragmentation empirically. This study provides a better understanding of the multilateral cooperation of emerging economic entities and China’s climate finance policy, thus providing evidence for the collaborative governance of global climate finance.

    Description: Purpose The purpose of this paper is to highlight the opportunity for the energy policy in Brazil to tackle the very high cost-effectiveness potencial of solar energy to the power system. Three mechanisms to achieve ambitious reductions in the greenhouse gas emissions from the power sector by 2030 and 2040 are assessed wherein treated as solar targets under ambitious reductions in the greenhouse gas emissions from the power sector. Then, three mechanisms to achieve these selected solar targets are suggested. Design/methodology/approach This paper reviews current and future incentive mechanisms to promote solar energy. An integrated energy system optimization model shows the most cost-efficient deployment level. Incentive mechanisms can promote renewable sources, aiming to tackle climate change and ensuring energy security, while taking advantage of endogenous energy resources potential. Based on a literature review, as well as on the specific characteristics of the Brazilian power system, under restrictions for the expansion of hydroelectricity and ambitious limitation in the emissions of greenhouse gases from the power sector. Findings The potential unexploited of solar energy is huge but it needs the appropriate incentive mechanism to be deployed. These mechanisms would be more effective if they have a specific technological and temporal focus. The solar energy deployment in large scale is important to the mitigation of climate change. Originality/value The value of the research is twofold: estimations of the cost-effective potential of solar technologies, generated from an integrated optimization energy model, fully calibrated for the Brazilian power system, while tacking the increasing electricity demand, the expected reduction of greenhouse gas emissions and the need to increase the access to clean and affordable energy, up to 2040; proposals of three mechanisms to deploy centralized PV, distributed PV and solar thermal power, taking the best experiences in several countries and the recent Brazilian cases.

    Description: Purpose Based on social representation theory, this study aims to evaluate and analyze the similarities and differences between social representations of climate change held by people living in two territories, which have in common that they are exposed to coastal risks but have different socio-cultural contexts: on the one hand, Cartagena (Colombia) and on the other, Guadeloupe (French overseas department, France). Design/methodology/approach A double approach, both quantitative and qualitative, of social representation theory was adopted. The data collection was undertaken in two phases. First, the content and organization of social representation of climate change (SRCC) was examined with a quantitative study of 946 participants for both countries, followed by a qualitative study of 63 participants for both countries also. Findings The study finds unicity in the SRCC for the quantitative study. In contrast, the qualitative study highlights differences at the level of the institutional anchoring of the climate change phenomenon in these two different socioeconomic and political contexts. Practical implications These results are relevant for a reflection in terms of public policies for the prevention and management of collective natural risks, as well as for the promotion of ecological behavior adapted to political and ideological contexts. Originality/value The use of a multi-methodological approach (quantitative and qualitative) in the same research is valuable to confirm the importance of an in-depth study of the social representations of climate change because of the complexity of the phenomenon.

    Description: Purpose The purpose of this study is to examine the effects of nitrogen (N) deposition on clonal growth in a rhizome clonal plant, Leymus chinensis (Trin.) Tzvel. Design/methodology/approach The study established seven N concentration gradients (0, 2, 4, 8, 16, 32 and 64 g N m−2) to simulate the continuous increase in N deposition for the cultivation of L. chinensis seedlings and assess the response mechanism of the cloned L. chinensis plant at different N levels by analyzing the aboveground and belowground plant appearance traits, parent ramets and daughter ramets of resource allocation and biomass allocation. Findings The results of this study showed that the different N treatment levels could promote clonal growth and had certain regularity under the seven treatments. The addition of N could significantly increase the ramet number, rhizome length, rhizome spacer length, biomass of mother ramets, daughter ramets and belowground L. chinensis population when the N addition was greater than 4 g m−2; however, the clonal growth ability of L. chinensis decreased and the rhizome length, ramet number, stem and leaf biomass of daughter ramets and stem biomass of mother ramets significantly decreased when the N addition was greater than 32 g N m−2. Originality/value With global warming, atmospheric N deposition is increasing and it is of great significance to explore the response mechanism of different N levels for the growth of clone plants. This study provides basic data and a theoretical basis for the survival prediction of cloned plants under the background of a global climate change strategy and has important theoretical and practical significance for the scientific management of grasslands in the future.

    Description: Purpose The purpose of this paper is to consider the climatic variables and evaluate the role of non-climatic factors that delicately influence agriculture. This study has come across various adaptation strategies such as modification in cultivation practices such as shifting planting dates, water-saving techniques and strategic nutrient management. Meanwhile, we are trying to forget the ground reality that a majority of the farmers are not aware of climate-resilient production technologies. However, farmers modify themselves in this climate change scenario for sustainable production. The practise of these adaptation strategies helps to reduce vulnerability to improve their “socio-economic status” and the “quality of life”. Design/methodology/approach The present study was attempted to document all the indigenous practices, which are practised by paddy-growers over time for confronting the climate crisis in the Hyderabad-Karnataka region of Karnataka state, India. A cross-sectional and questionnaire-based survey was conducted to collect primary data. The pre-tested interviewing questionnaire consisted of 7 sections with 51 questions. A total of 90 paddy-growing farmers of the region was selected as respondents for the survey. The descriptive statistics was used to analyse the collected data. Findings In respect of adopted strategies, the vast majority (96.67%) of the farmers had used crops as livestock fodder as they fall back in case of failure, followed by the majority (72.22%) of the selected appropriate varieties. Cent per cent of the farmers adopted the construction of waterways along the slope for safe disposal of rainwater. An overwhelming portion of the farmers adopted levelling of the land in between the bunds (96.67%) and construction of bunds to conserve moisture (95.56%). The majority (76.67%) of the farmers intensified agricultural activities on irrigated land. Nearly half of them (47.78%) paddy growers were practising zero tillage to save time and money. Research limitations/implications The current study was carried out in a few districts of Karnataka. Hence, any policy framed based on the outcomes of this study may not conform to the policy specification needs in general to other parts of the country. The farmers did not maintain record books for updating various records. Therefore, the accuracy of data depends on the memory of the respondents. However, the researcher had made every possible effort to make sure that the data collected are the best of the knowledge of the respondents and bear minimal distortions. Practical implications The major constraints to applying agricultural adaptation strategies in the study area have been a general lack of knowledge, expertise and data on climate change issues; a lack of specific climate change institutions to take on climate change work and the need for a better institutional framework in which to implement adaptation. Actions to address these gaps include, namely, training programmes for local government officials, dedicated research activities and post-graduate courses and the initiation of specific institutional frameworks for climate change. Furthermore, improving and strengthening human capital, through education, outreach and extension services, improves decision-making capacity at every level and increases the collective capacity to adapt. Social implications Hyderabad-Karnataka is already under pressure from climate stresses, which increases vulnerability to further climate change and reduces adaptive capacity. The adverse effects of climate change have a devastating effect particularly on paddy cultivation, which is the mainstay of most Hyderabad-Karnataka Region. This has affected food production with its resultant effect on widespread poverty. Farmers in the study area have developed traditional agricultural adaptation strategies to cope with climate variability and extreme events. Experience with these strategies needs to be shared among communities. Originality/value Though the many literatures were available on the adaptation strategies for climate change this research is one of the few studies to document the farmer led adaptation strategies. This study provides a better understanding of the importance of farmer led adaptation strategies which in turn helps to develop or modify the existing adaptation technologies to cope up with climate change. The authors have come across various adaptation strategies such as modification in cultivation practices such as shifting planting dates, water-saving techniques and strategic nutrient management. Meanwhile, we are trying to forget the ground reality that the majority of the farmers are not aware of climate-resilient production technologies.     Description: Purpose The purpose of this paper is to measure Farmer’s adoption tendency towards drought shock, risk-taking networks and modern irrigation technology. Design/methodology/approach Based on this assumption, this paper evaluated the data gathered from 498 household surveys of Zhangye, Gansu province, PRC, by using the binary probit model. First, the empirical data was analyzed for evaluating the impact of drought shock and risk-taking tendencies on the adoption of modern irrigation technology by farmers. Second, the authors introduced informal risk-bearing networks with formal risks. Final, based on the empirical results, the sustainability test, along with the marginal effect analysis and the degree of impact was carried out. Findings The results show that the drought shock has a significantly deferent effect on the modern irrigation technology of the farmers. The probability of using technology for each level of drought loss is reduced by 15.02%. The risk-taking network has a significant role in promoting the modern irrigation technology of farmers. The probability of adoption for each additional unit of rural household labor security supply, the likelihood of adoption by farmers increased 23.11%, the probability of approval for each level of relative support, and neighborhood assistance by farmers increased by 13.11% and 17.88% respectively. This study further revealed that insurance purchases enabled farmers to adopt new irrigation technology with the probability increased by 24.99%; easily available bank loans increased the probability of farmers using irrigation technology by 31.89%. From the perspective of interactions between farmers, the risk-taking network can alleviate the inhibitory effect of drought impact towards the adoption of irrigation technology. Among the control variables, the number of years of education, the age of farming, the degree of arable land, the distance from home to the market, and the price of water all has significant effects on the adoption of modern irrigation technology by farmers. Originality/value The novelty of the study is that it illustrated the interactive influence of drought shock and risk-taking networks on the farmer’s adoption tendencies of modern irrigation technologies, the inner relationship among drought impact, the risk-taking network and the farmer’s adoption behavior and provide an interactive relationship between the formal risk-taking network and the non-risk-taking network in farmer’s technology adoption.

    Description: Purpose The ecological environment of the Loess Plateau, China, is extremely fragile under the context of global warming. Over the past two decades, the vegetation of the Loess Plateau has undergone great changes. This paper aims to clarify the response mechanisms of vegetation to climate change, to provide support for the restoration and environmental treatment of vegetation on the Loess Plateau. Design/methodology/approach The Savitsky–Golay (S-G) filtering algorithm was used to reconstruct time series of moderate resolution imaging spectroradiometer (MODIS) 13A2 data. Combined with trend analysis and partial correlation analysis, the influence of climate change on the phenology and enhanced vegetation index (EVI) during the growing season was described. Findings The S-G filtering algorithm is suitable for EVI reconstruction of the Loess Plateau. The date of start of growing season was found to gradually later along the Southeast–Northwest direction, whereas the date of the end of the growing season showed the opposite pattern and the length of the growing season gradually shortened. Vegetation EVI values decreased gradually from Southeast to Northwest. Vegetation changed significantly and showed clear differentiation according to different topographic factors. Vegetation correlated positively with precipitation from April to July and with temperature from August to November. Originality/value This study provides technical support for ecological environmental assessment, restoration of regional vegetation coverage and environmental governance of the Loess Plateau over the past two decades. It also provides theoretical support for the prediction model of vegetation phenology changes based on remote sensing data.

    Description: Purpose The purpose of this paper is to analyze the impact of logistics performance on the carbon (CO2) emissions of Balkan countries. Design/methodology/approach Fixed-effects panel regression analysis is used to estimate the causal relationship between CO2 emissions and logistic performances of Balkan countries. Logistics performance is measured by logistics performance index (LPI) which was published by the World Bank in 2007, 2010, 2012, 2014 and 2016 and used for ranking countries by means of their logistics performance. LPI is based on six main indicators: customs procedures, logistics costs and the quality of the infrastructure for overland and maritime transport. As a measure of carbon emissions of sampled countries, the natural logarithm of carbon dioxide emission per capita is used in this study. Findings The results obtained reveal that there is a positive and significant relationship between logistics performance and CO2 performances of the sampled Balkan countries. Research limitations/implications This study is based on only 11 Balkan countries. In this sense, the data used in the analysis is limited. Originality/value Considering the important geostrategic position of the Balkan region, logistics sector has an important role for the development of the countries in that region. In this sense, the findings of this study may provide useful insights for policymakers to achieve sustainable economic development. Furthermore, as far as the authors know, this is the first study that focuses on the relationship between logistics performance and carbon emissions of Balkan countries.

    Description: Purpose The Ethiopian economy is mainly based on the rain-fed agriculture practiced by smallholder farmers. The sector is highly vulnerable to climate change impacts. This study aims to examine the determinants of adaptation strategies to climate change among the smallholder farmers in Adama District, Ethiopia. Design/methodology/approach A cross-sectional survey design was used to collect quantitative data using questionnaire with 351 randomly selected smallholder farmers. To collect qualitative data focus group discussions, key informant interviews and field observations were also used. Triangulated with thematic analysis, descriptive statistics and binary logistic regression model were used for the analysis. Findings The result indicated that the majority of the smallholder farmers use at least one climate change adaptation strategy in their local areas though the strategy is generally weak. In this regard, some of the dominant climate change adaptation activities identified in the study area are using improved crop varieties, planting trees, watershed management, adjusting planting date and terracing. The result from binary logistic regression model showed that age and sex of household head, as well as their education, family size, access to agricultural extension services and training on climate change significantly influence the practices of adaptation measures. Originality/value This study would help the practitioners to modify the existing weak adaptation activities by introducing advanced and technological-based adaptation strategies to the rural farming communities.

    Description: Purpose This paper aims to examine the effects of CO2 emissions, energy consumption, cultivated area and the labour force on the production of cereal crops in Pakistan from the period 1971-2014. Design/methodology/approach The study used the Johansen cointegration test, the autoregressive distributed lag (ARDL) approach and Granger causality test to estimate the long-run cointegration and direction of the relationship between the dependent and independent variables. Findings The outcomes of the Johansen cointegration test confirmed the existence of a long-term cointegrating relationship between the production of cereal crops, CO2 emissions, energy consumption, cultivated area and the labour force. The results of the long-run coefficients of CO2 emissions, energy consumption, cultivated area and labour force have a positive impact on cereal crops production. The long-run relationships reveal that a 1 per cent increase in CO2 emissions, energy consumption, cultivated area and labour force will increase cereal crops production by 0.20, 0.11, 0.56 and 0.74 per cent, respectively. Moreover, the findings show that there is a bidirectional causality running from CO2 emissions and cultivated area to cereal crops production. Moreover, there is a unidirectional causality running from energy consumption to cereal crops production. Originality/value The present study also fills the literature gap for applying the ARDL procedure to examine this relevant issue for Pakistan.

    Description: Purpose China’s national carbon market will be officially launched in 2020, when it will become the world’s largest carbon market. However, China’s carbon market is faced with various major challenges. One of the most important challenges is its impact on the social and economic development of arid and semi-arid regions. By simulating the carbon price trends under different economic development and energy consumption levels, this study aims to help the government can plan ahead to formulate various countermeasures to promote the integration of arid and semi-arid regions into the national carbon market. Design/methodology/approach To achieve this goal, this paper builds a back propagation neural network model, takes the third phase of the European Union Emissions Trading System (EU ETS) as the research object and uses the mean impact value method to screen out the important driving variables of European Union Allowance (EUA) price, including economic development (Stoxx600, Stoxx50, FTSE, CAC40 and DAX), black energy (coal and Brent), clean energy (gas, PV Crystalox Solar and Nordex) and carbon price alternatives Certification Emission Reduction (CER). Finally, this paper sets up six scenarios by combining the above variables to simulate the impact of different economic development and energy consumption levels on carbon price trends. Findings Under the control of the unchanged CER price level, economic development, black energy and clean energy development will all have a certain impact on the EUA price trends. When economic development, black energy consumption and clean energy development are on the rise, the EUA price level will increase. When the three types of variables show a downward trend, except for the sluggish development of clean energy, which will cause the EUA price to rise sharply, the EUA price trend will also decline accordingly in the remaining scenarios. Originality/value On the one hand, this paper incorporates driving factors of carbon price into the construction of carbon price prediction system, which not only has higher prediction accuracy but also can simulate the long-term price trend. On the other hand, this paper uses scenario simulation to show the size, direction and duration of the impact of economic development, black energy consumption and clean energy development on carbon prices in a more intuitive way.

    Description: Purpose The city of Can Tho, located on Vietnam’s Mekong Delta, has been identified as one of the nation’s most vulnerable sites for adverse climate change-induced impacts. Can Tho’s policymakers are faced with tackling these challenges but lack the necessary tools and funds to properly address the situation. The study aims to develop a set of indicators to assess the degree of climate change vulnerability so that policymakers can determine which of Can Tho’s districts are most in need of attention, and then propose the best options for climate change adaptation activities. Design/methodology/approach The indicators, including quantifications of exposure, sensitivity and adaptive capacity, were categorized in three tiers, from 1 to 3, to reflect their importance with regard to the situation. The higher tier indicators comprised a number of lower tier indicators, which were developed based on real-life, practical situations at the local level. Findings The results showed that the Thoi Lai District, with a vulnerability indicator estimated at 0.59, is more vulnerable to the impacts of climate change than other districts because of its lower adaptive capacity and higher sensitivity. In contrast, Ninh Kieu District’s climate change indicator of 0.24 demonstrates it has higher resilience to climate change impacts. Originality/value This study showed that the set of indicators developed provides a promising approach for supporting local policymakers in Can Tho to actively respond to climate change-related challenges, and that this approach has the potential to be upscaled for other cities in Vietnam.

    Description: PurposeThis paper aims to reintroduce to proponents of natural disaster readiness worldwide the history and content of the most renowned tsunami mitigation tale in Japan, “Inamura no Hi” (“The Rice Bale Fire”) for the purpose of reconnecting with its many virtues that have made it a cross-cultural pedagogical catalyst for tsunami preparedness education. At a time in the planet's history when global warming mitigation and pandemic advertence in a milieu in which equity, diversity and human rights are highly valued, the insights it contains pertaining to tsunami preparedness, plot design and the politics of its popularity make it particularly instructive.Design/methodology/approachThe study used methods, approaches and techniques prevalent in cultural anthropology, i.e. primary texts, historical analysis, linguistic natural hazard preparedness education theory and ethnographic insights to assess how and why “Inamura no Hi” (“The Rice Bale Fire”) has come to be used so broadly on an international scale as a tsunami preparedness teaching tool and the politics involved in this process.FindingsThe study revealed that the cross-cultural relevance of “Inamura no Hi” (“The Rice Bale Fire”) is related to its unique authorship and development which has cultivated in it three qualities highly compatible with effective disaster mitigation at the international level. These are the simplicity of its message, the practical advice it dispenses and the universally agreeable morality it supports. However, the way in which the Japanese Government has promoted this story does not effectively encourage equity, diversity, or a respect for human rights as a major facilitator of preparedness among the many nations like itself in the region and in the world that are vulnerable to natural hazards.Research limitations/implicationsThe main limitations of the study are that it is based on a historic investigation of the origins of “Inamura no Hi” (“The Rice Bale Fire”) using materials in English and Japanese, a genealogical interpretation of the story using approaches prevalent in translation studies and a qualitative analysis of historical uses of the story, all of which are difficult to quantify. Since the study seeks to find social and cultural patterns in the relevant material presented, the analysis reflects a subjectivity common in all social scientific studies of this kind.Practical implicationsEducating its readers about tsunami preparedness is one of the most important functions of this paper. The study confirms that “Inamura no Hi” (“The Rice Bale Fire”) provides Japanese and non-Japanese alike with the opportunity to envision and construct a customized culturally specific sense of tsunami readiness by harnessing this dynamic. For Japanese, the story provides a chance to contemplate an astute view of Japanese-style tsunami management from the viewpoint of an outsider who became a well-respected citizen. For non-Japanese, the story offers an opportunity to be reflexive about tsunami readiness based on a cross-culturally adaptable template that Hamaguchi's protagonist Gohei provides.Social implicationsPedagogically speaking, “Inamura no Hi” (“The Rice Bale Fire”) makes the most sense when regarded as a starting point for preparing for any natural disaster anywhere. The story reminds us that the most educational, globally relevant tsunami preparedness narratives are those that complement and extend the latest of what the world knows about these destructive ocean waves to keep vulnerable citizens safe and alive. This study reveals that as important as the story is the politics of its delivery to provide the best first line of defense against tsunami amnesia which in Japan and many other countries has historically taken far too many lives.Originality/valueThe paper argues that “Inamura no Hi” (“The Rice Bale Fire”) is an example of a tsunami preparedness story that contains a variety of insights that continue to contribute to tsunami awareness education cross culturally that must not be underestimated. However, the way it is currently promoted by the Japanese Government needs to be improved, so that more representatives from more countries involved in tsunami preparedness and natural hazard readiness worldwide can benefit. These are insights not accessible by a researcher who is not bilingual in English and Japanese; thus, by using an ethnographic approach and participant observation utilizing both languages as part of long-term fieldwork, the researcher can gain these insights.
