    Description: Recent technological developments and potential technological developments of the near future require us to try to think clearly about what it is to have moral status and about when and why we should attribute moral status to beings and entities. What should we say about the moral status of human non-human chimeras, human brain organoids, artificial intelligence, cyborgs, post-humans, and human minds that have been uploaded into a computer, or onto the internet? In this introductory chapter we survey some key assumptions ordinarily made about moral status that may require rethinking. These include the assumptions that all humans who are not severely cognitively impaired have equal moral status, that possession of the sophisticated cognitive capacities typical of human adults is necessary for full moral status, that only humans can have full moral status, and that there can be no beings with higher moral status than ordinary adult humans. We also need to consider how we should treat beings and entities when we find ourselves uncertain about their moral status.

    Description: "An Equal Burden forms the first scholarly study of the Army Medical Services in the First World War to focus on the roles and experiences of the men of the ranks of the Royal Army Medical Corps (RAMC). These men, through their work as stretcher bearers and orderlies, provided a range of labour, both physical and emotional, in aid of the sick and wounded. They were not professional medical caregivers, yet were called upon to provide medical care, however rudimentary; they served in uniform, under military discipline, yet were forbidden, as non-combatants, from carrying weapons. Their service as men in wartime, was thus unique. Structured both chronologically and thematically, this study examines both the work that RAMC rankers undertook and its importance to the running of the chain of medical evacuation. It additionally explores the gendered status of these men within the medical, military and cultural hierarchies of a society engaged in total war, locating their service within the context of that of doctors, female nurses and combatant servicemen. Through close readings of official documents, personal papers, and cultural representations, both verbal and visual, it argues that the ranks of the RAMC formed a space in which non-commissioned servicemen, through their many roles, defined and redefined medical caregiving as men’s work in wartime."

    Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Manufacturing Transformation: Comparative Studies of Industrial Development in Africa and Emerging Asia (2021)

    Description: While it is possible for economies to grow based on abundant land or natural resources, more often structural change—the shift of resources from low-productivity to high-productivity sectors—is the key driver of economic growth. Structural transformation is vital for Africa. The region’s much-lauded growth turnaround since 1995 has been the result of fewer economic policy mistakes, robust commodity prices, and new discoveries of natural resources. At the same time, Africa’s economic structure has changed very little. Primary commodities and natural resources still account for the bulk of exports. Industry is most often the leading driver of structural transformation. Africa’s experience with industrialization over the past thirty years has been disappointing. In 2010, sub-Saharan Africa’s average share of manufacturing value added in GDP was 10 per cent, unchanged from the 1970s. In fact the share of medium- and high-tech goods in manufacturing production has been falling since the mid-1990s. Per capita manufactured exports are less than 10 per cent of the developing country average. Consequently, Africa’s industrial transformation has yet to take place. This book presents results of comparative country-based research that sought to answer a seemingly simple but puzzling question: why is there so little industry in Africa? It brings together detailed country case studies of industrial policies and industrialization outcomes in eleven countries, conducted by teams of national researchers in partnership with experts on industrial development. It provides the most comprehensive description and analysis available of the contemporary industrialization experience in low-income Africa.

    Description: In the present paper I aim to explore the related area of how, for Galen, emotional states - the soul's affections, or pathē - are connected with bodily states. I shall be doing this largely on the basis of texts which are much less well studied - even amongst Galen scholars - than those just mentioned, and in particular ones which are not overtly works of ‘psychology’ or soul theory at all. In the process I shall be focussing on one particular group of common, we might say everyday, mental or emotional disturbances which Galen discusses, in some detail, in relation to their physical correlates. It is, indeed, striking that most of the detailed material that Galen offers in this area - most of the discussion of this particular set of disturbances - appears, not in his specific work on the affections of the soul, Aff. Pecc. Dig., nor in the other most obviously psychological works, PHP or QAM, but in a range of more general, medical works on disease, health and diagnosis.

    Description: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?

    Description: AI promises major benefits for healthcare. But along with the benefits come risks. Not so much the risk of powerful super-intelligent machines taking over, but the risk of structural injustices, biases, and inequalities being perpetuated in a system that cannot be challenged because nobody actually knows how the algorithms work. Or, the risk that there might be no doctor or nurse present to hold your hand and reassure you when you are at your most vulnerable. There There are many initiatives to come up with ethical or trustworthy AI and these efforts are important. Yet we should demand more than this. Technological solutionism and the urge to “move fast and break things” often dominate the tech industry but are inappropriate for the healthcare context and incompatible with basic healthcare values of empathy, solidarity, and trust. So how can such socio-political and ethical issues get resolved? It is at this juncture that we have the opportunity to imagine different different different futures. Using Grace's fictional story, this chapter argues that in order to shape the future of healthcare we need to decide whether, to what extent, and how—under what regulatory frameworks and safeguards—these technologies could and should play a part in this future. AI can indeed improve healthcare but, instead of casting ourselves loose and at the mercy of this seemingly inevitable technological drift, drift, we should be actively paddling towards a future of our choice.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: In June 2013, Edward Snowden revealed a secret US government program that collected records on every phone call made in the country. Further disclosures followed, detailing mass surveillance by the UK as well. Journalists and policymakers soon began discussing large-scale programs in other countries. Over two years before the Snowden leaks began, Cate and Dempsey had started researching systematic collection. Leading an initiative sponsored by The Privacy Projects, they commissioned a series of country reports, asking national experts to uncover what they could about government demands that telecommunications providers and other private-sector companies disclose information about their customers in bulk. Their initial research found disturbing indications of systematic access in countries around the world. These programs, often undertaken in the name of national security, were cloaked in secrecy and largely immune from oversight, posing serious threats to personal privacy. After the Snowden leaks, the project morphed into something more ambitious: an effort to explore what should be the rules for government access to data and how companies should respond to those demands within the framework of corporate responsibility. This volume concludes the nearly six-year project. It assembles 12 country reports, updated to reflect recent developments. One chapter presents both descriptive and normative frameworks for analyzing national surveillance laws. Others examine international law, human rights law, and oversight mechanisms. Still others explore the concept of accountability and the role of encryption in shaping the surveillance debate. In their conclusion, Cate and Dempsey offer recommendations for both government and industry.

    Global Legitimacy Crises (2022)

    Description: This book addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations (IOs) and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

    Description: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

    Chapter 8 Ethics of Selective Restriction of Liberty in a Pandemic (2023)

    Description: Liberty-restricting measures are basic measures in combatting any pandemic. But whose liberty should be restricted? One standard response in public health ethics is to appeal to the “least restrictive alternative” necessary to achieve a public health goal. The problem is that in practice, greater restriction of liberty can lead to greater control of the pandemic and save more lives, though with increasing burdens to others. Liberty restriction is thus a question of the distribution of benefitsbenefits benefits and burdens in a population, a question of distributive justice. In this chapter, I argue that in some pandemics, such as COVID-19, it may be a more proportionate restriction of liberty to restrict the liberty of certain groups, rather than the population as a whole. Two arguments were given in the COVID-19 pandemic for liberty restriction: (1) protection of the vulnerable; (2) protection of the health service. These These are, however, more fundamentally issues about distributive justice. I explore how several approaches to distributive justice can support the differential differential differentialdifferentialdifferential restriction of liberty. In addition, I argue that the commonly accepted justificationjustificationjustificationjustificationjustification justification justification justification for liberty restrictions (that liberty restrictions may be justifiedjustifiedjustifiedjustifiedjustified justified to prevent direct harm to others) - can be overly simplistic, as illustrated by the COVID-19 pandemic. I argue that where risk groups (such as the elderly in the COVID-19 pandemic) are more likely to utilise limited health resources, they pose an indirect threat to others during the pandemic that warrants coercion. I argue there should be a side-constraint on justice of non-maleficence.non-maleficence.non-maleficence. non-maleficence. non-maleficence. non-maleficence. This This requires that there is a limit to harm which can be imposed on individuals for others, best captured by a collective duty of easy rescue. For groups such as the young, vaccination or lockdown may not constitute an “easy rescue” of those at greatest risk. I address the issue of whether selective restriction of liberty constitutes unjust discrimination and I propose an algorithm for making decisions about selective restriction of liberty.

    Description: M. Scribonius Drusus Libo has always been considered an inexplicable victim of predatory prosecutors, destroyed in the changed conditions of Tiberius’ succession to the founder of the Principate. This is wrong. Drusus Libo conspired with a group of Tiberius’ opponents to challenge Tiberius’ right. The senate’s investigation of Drusus Libo will be examined in Chapter One and Chapter Two. It will be shown that Drusus Libo was treated in a way reminiscent of Catiline’s associate P. Lentulus Sura in 63 bc. Drusus Libo’s collaborators are then identified as a group of persons who supported first Gaius Caesar, then L. Aemilius Paullus and finally Agrippa Postumus. It is argued that the relationship of this group to Tiberius was beyond repair long before he succeeded Augustus. Tiberius’ succession to the supreme power in ad 14 signalled, therefore, a decisive defeat for this group. The succession is thus reconsidered from a new point of view: it was by no means sewn up. Drusus Libo is central to our understanding of Tiberius’ behaviour at this time. This is what the book examines in detail. A new historical model for the years 6 bc to ad 16 is offered, which has repercussions for the study of both the preceding and subsequent periods. The book is therefore a contribution to the study of the invention of the Principate at Rome.

    Description: Composer, pianist, editor, writer, and pedagogue Mario Lavista (1943-2021) was a central figure of the cultural and artistic scene in Mexico and one of the leading Ibero-American composers of his generation. His music is often described as evocative and poetic, noted for his meticulous attention to timbre and motivic permutation, and his creative trajectory was characterized by its intersections with the other arts, particularly poetry and painting. Lavista was a relational composer; he did not write music as a private enterprise but for and alongside people with whom he established close relations. Understanding analysis as an affective practice, author Ana R. Alonso-Minutti explores the intertextual connections between the multiple texts--musical or otherwise--that are present in Lavista's music. Alonso-Minutti argues that, through adopting an interdisciplinary and transhistorical approach to music composition, Lavista forged a cosmopolitan imaginary that challenged stereotypes of what Mexican music should sound like. This imaginary becomes a strategy of resistance against imperialist agendas placed upon postcolonial peripheries. Departing from traditional biographical and chronological frameworks that exalt masters and masterworks, the author offers a nuanced, personal narrative informed by conversations with composers, performers, artists, choreographers, poets, writers, and filmmakers. Through an innovative mosaic of methodologies, from archival work, to musical and intertextual analysis, oral history, and (auto)ethnography, this book is the first in-depth study of Lavista's compositional career and offers a contextual panorama of the contemporary music scene in Mexico

    Description: Structural transformation in Africa has become a hot topic. One of the earliest stylized facts of development economics is that low-income countries have large differences in output per worker across sectors, and movement of workers from low- to high-productivity sectors—structural transformation is a key driver of economic growth. Between 1950 and 2006, about half of the catch-up by developing countries—led by East Asia—to advanced economy productivity levels was due to rising productivity within manufacturing combined with structural transformation out of agriculture. Manufacturing has the capacity to employ large numbers of unskilled workers, is capable of large productivity gains through innovation, and entails tradeable products that permit economies of scale and specialization. But manufacturing in Africa, rather than leading growth, has typically been a lagging sector. In 2014, the average share of manufacturing in GDP in sub-Saharan Africa hovered around 10 per cent, unchanged from the 1970s, leading some observers to be pessimistic about Africa’s potential to catch the wave of sustained rapid growth and rising incomes. This book challenges that view. It argues that other activities sharing the characteristics of manufacturing—including tourism, ICT, and other services as well as food processing and horticulture—are beginning to play a role analogous to the role that manufacturing played in East Asia. This reflects not only changes in the global organization of industries since the early era of rapid East Asian growth, but also advantages unique to Africa. These ‘industries without smokestacks’ offer new opportunities for Africa to grow in coming decades.

In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: This book develops Non-Identity Theodicy as an original response to the problem of evil. It begins by recognizing that horrendous evils pose distinctive challenges for belief in God. To home in on these challenges, this book constructs an ethical framework for theodicy by sketching four cases of human action where horrendous evils are either caused, permitted, or risked, either for pure benefit (i.e. a benefit that does not avert a still greater harm) or for harm avoidance. This framework is then brought to bear on the project of theodicy. The initial conclusions drawn impugn the dominant structural approach of depicting God as causing or permitting horrors in individual lives for the sake of some merely pure benefit. This approach is insensitive to relevant asymmetries in the justificatory demands made by horrendous and non-horrendous evil and in the justificatory work done by averting harm and bestowing pure benefit. Next this book critiques Fall-based theodicies that depict God as permitting or risking horrors in order to avert greater harm. The second half of this book develops a theodicy that falls outside of the proposed taxonomy. Non-Identity Theodicy suggests that God allows evil because it is a necessary condition of creating individual people whom he desires to love. This approach to theodicy is unique because the justifying good recommended is neither harm-aversion nor pure benefit. It is not a good that betters the lives of individual human persons (for they would not exist otherwise), but it is the individual human persons themselves.

    Description: The aim of this chapter is to historically situate the case of mining in the Congo within its broader regional context. It is organized in three sections, each corresponding to a separate stage of the process that led to transnational mining corporations once again becoming the dominant force assuming ownership and management of industrial mining projects across the continent. The first stage involved a diagnosis of the economic challenges faced by African economies from the mid-1970s as due to misguided state intervention and government corruption. Based on this diagnosis, during the second stage, the IMF and the World Bank advocated for, financed, and in many instances directly oversaw the liberalization, privatization, and deregulation of mining sectors in low-income African economies. The third stage required criminalizing African miners involved in labour-intensive forms of production and, if required, forcibly displacing them to make way for the construction of capital-intensive, foreign corporate-owned mines.

    Description: The decline of the centre-left and centre-right people’s parties is arguably the most poignant feature of the crisis of democracy in Western Europe today. To understand why, this book explores the striking parallels between the life of democracy and that of the people’s parties over the course of the past century. It offers a transnational window on the history of democracy since 1918 by weaving together three epochs which are often studied apart: democracy’s troubled history in the Interwar era; the trente glorieuses after the Second World War; and the period since the 1970s. The book shows that democracy was only stabilized and legitimized when people’s parties emerged that managed to balance between facilitating popular participation from below, bridging divisions between social groups, and practising the politics of compromise. Ideas for such parties existed already in the first decades of the twentieth century. Nonetheless, Socialist and Catholic mass parties failed to transform into people’s parties, which was essential for the crisis (and breakdown) of democracy in the Interwar era. This was a traumatic experience which contributed to the unexpected stabilization of democracy after 1945 as party leaders transformed their organizations into broad-based people’s parties that embraced compromise and responsibility. However, this stability did not last, and paradoxically their transformation also harboured the seeds of democracy’s more recent problems. Over the past decades, people’s parties have struggled to connect to an individualizing society while having become increasingly absorbed by their governing responsibilities.

    Description: This volume provides the first ever large-scale comparative treatment of there sentences (there copula NP), reporting the results of a survey of Italo-Romance and Sardinian dialects of Italy. The volume comprises detailed discussions of focus structure, predication and argument realization, the definiteness effects, and the linking from semantics to syntax in there sentences, advancing novel proposals in each case. The testing of influential hypotheses on existential constructions against first-hand dialect evidence leads the book to argue that existential and locative there sentences differ in focus structure and semantics, although their not being predicate focus constructions and the non-canonicality of the predicate—which is typically referential—is reflected in their shared morphosyntactic features. The hypothesis that the pivot is the predicate of the existential construction is adopted in the analysis, although a distinction is drawn between referential and non-referential pivots, which explains variation in pivot behaviour in morphosyntax. The volume also provides the historical background of Romance there sentences, relying on the findings of the analysis of a substantial corpus of early Italo-Romance vernacular texts.

    Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.

    Description: Organ donation and transplantation is a largely successful treatment used to replace failing organs. However, donation rates have never met the demand for transplantable organs. Biomedical researchers are exploring alternative sources from nonhuman animal donors such as pigs; improved biotechnological solutions such as total artificial hearts; and 3D printed organs developed from the recipient’s own cells. These These solutions are in various stages of development, and they may or may not prove viable in terms of cost, functionality, and/or compatibility with the recipient’s body. In this chapter, I ask not about the viability of these proposed solutions, but rather, about the acceptability of the various technologies to potential recipients. Simply put: were these organ transplant alternatives to become available, would patients agree to them? Analyzing answers from focus group interviews and surveys, I use the responses to show that individuals imagine these various technologies as familiar or foreign, self or other, clean or dirty, and so on. People envisage that using different different different materials will certainly affect their bodies but also their subjectivities. New biotechnologies are raising questions about altering subjectivity through body modification and the answers to these questions demonstrate ambiguity.

    Description: We consider a strategy for justifying bio-conservative opposition to enhancement according to which we should resist radical departures from human nature, not because human nature possesses any intrinsic value, but because it is our nature. The idea is that we can be partial to humanity in the same way that common sense morality allows us to be partial to self, family, lovers, friends or our country. Whilst a similar idea was suggested by Bernard Williams and Jerry Cohen, it was not fully developed, and their arguments fail to mount a serious challenge to many forms of enhancement. We explore a better approach, drawing on recent literature about the nature and grounds of partiality, and attempt to elucidate what partiality for humanity might plausibly involve. We argue, however, that even if such partiality for humanity is defensible, it can at most only set limits on enhancement.

This volume explores how the private and public sectors can collaborate via public-private partnerships (PPPs) to develop new mechanisms to reduce older people’s risk of outliving their assets in later life. As we show in this volume, PPPs typically involve shared government financing alongside private-sector partner expertise, management responsibility, and accountability. In addition to offering empirical evidence on examples where this is working well, our contributors provide case studies, discuss survey results, and examine a variety of different financial and insurance products to better meet the needs of the aging population. The volume will be informative to researchers, plan sponsors, students, and policymakers seeking to enhance retirement plan offerings.

    Description: Much of the information relevant to policy formulation for industrial development is held by the private sector, not by public officials. There is, therefore, fairly broad agreement in the development literature that some form of structured engagement—often referred to as close or strategic coordination—between the public and private sectors is needed, to assist in the design of appropriate policies and provide feedback on their implementation. There is less agreement on how that engagement should be structured, how its objectives be defined, and how success be measured. In fact, the academic literature provides little practical guidance on how governments interested in developing such a framework should go about doing it. The burden of this lack of guidance falls most heavily on Africa, where—despite twenty years of growth—lack of structural transformation has slowed job creation and the pace of poverty reduction. In 2014, the Korea International Cooperation Agency (KOICA) and United Nations University World Institute for Development Economics Research (UNU-WIDER) launched a joint research project: The Practice of Industrial Policy. The aim is to help African policy makers develop better coordination between public and private sectors in order to identify the constraints to faster structural transformation and design, implement, and monitor policies to remove them. This book, written by national researchers and international experts, presents the results of that research by combining a set of analytical ‘framing’ essays on close coordination with case studies of successful and unsuccessful efforts at close coordination in Africa and in comparator countries.

The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: Since the turn of the century, low-income African countries have undergone a process of mining industrialization led by transnational corporations. The process has been sustained by an African Mining Consensus uniting international financial institutions, African governments, development agencies, and various strands of the academic literature. The Consensus holds that transnational mining corporations are best placed to drive structurally transformative processes of mining-based development on the continent. State-owned enterprises and local forms of labour-intensive mining are deemed unsuitable. The former is characterized as corrupt and mismanaged, and the latter as an inefficient, subsistence activity with links to conflict financing. Through a detailed case study of gold mining in the Democratic Republic of the Congo, Disrupted Development in the Congo reveals the fragile foundations on which this consensus rests. The book documents how foreign mining corporations in the Congo have been prone to mismanagement, inefficiencies, and rent-seeking, and implicated in fuelling conflict and violence. In addition, the book details how structural impediments to the transformative effects of mining industrialization in low-income settings occur irrespective of ownership and management structures. In light of these constraints, and the levels of overseas surplus extraction and domestic marginalization associated with foreign-owned industrial mining, a shift to domestic-owned forms of mining-based development would better meet the needs of low-income African economies for rising productivity, labour absorption, and the domestic retention of the value generated by productive activity than the currently dominant but disarticulated and disruptive foreign corporate-led model.

    Description: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

    Description: For victims of persecution, attracting international awareness of their plight is often a matter of life and death. This book uncovers how in seventeenth-century Europe, persecuted minorities first learned how to use the press as a weapon to combat religious persecution. To mobilize foreign audiences, they faced an acute dilemma: how to make people care about distant suffering? This study argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. The book reveals how, as consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. It traces how a diverse group of people, including Waldensian refugees, Huguenot ministers, Savoyard officeholders, and many others, all sought access to the Dutch printing presses to raise transnational solidarity for their cause. By examining their publicity strategies, this study deepens our understanding of how people tried to confront the specter of religious violence that had haunted them for generations.

    Estimating Illicit Financial Flows (2021)

    Description: Illicit financial flows constitute a global phenomenon of massive but uncertain scale, which erodes government revenues and drives corruption in countries rich and poor. In 2015, the countries of the world committed to a target to reduce illicit flows, as part of the UN Sustainable Development Goals. But five years later, there is still no agreement on how that target should be monitored—to say nothing of how it will be achieved. The term ‘illicit financial flows’ covers a range of corrupt practices, aimed at obtaining immunity or impunity from criminal law, from market regulation and from taxation. Illicit flows occur through many different channels, whether they involve laundering the proceeds of crime, for example, or shifting the profits of multinational companies. There are two consistent features. First, illicit flows are deliberately hidden. These cross-border movements of assets and income streams depend on a set of common tools including opaque company accounts, legal vehicles for anonymous ownership, and the secrecy jurisdictions that provide these services. Second, the overall effect of illicit flows is to reduce the revenue available to states, and to weaken the quality of governance—so there is less money to support human development, and it is less likely to be spent well. In this book, two of the economists most closely involved in the process to develop UN indicators of illicit financial flows offer a critical survey of the existing data and methodologies, identifying the most promising avenues for future improvement and setting out their own proposals.

    Description: This book analyses the role of public action in solving the problem of hunger in the modern world. The study is divided into four parts. The first, making extensive use of the concepts of entitlements and capabilities explores the interaction of nutritional, economic, social, and political elements and their influence on hunger and deprivation. The problem of famine prevention is the main focus of the second part, with special attention given to Africa and India. The third part is devoted to the issue of fighting chronic undernourishment and the lessons to be learnt from the policies of China, India, and some other countries. The last part draws together the main themes and concerns of the earlier chapters, and provides an integrated view of the role of public action in eliminating hunger. The study suggests that there is indeed some space for public action in solving the problem of hunger and deprivation. In the case of famine prevention, social security could provide early warning systems and employment provision plans. To fight endemic deprivation, the authors suggest, among other things, that basic health care, elementary education, and food programmes should be looked at.

    Description: Plural logic has become a well-established subject, especially in philosophical logic. This book explores its broader significance for philosophy, logic, and linguistics. What can plural logic do for us? Are the bold claims made on its behalf correct? After introducing plural logic and its main applications, the book provides a systematic analysis of the relation between this logic and other theoretical frameworks such as set theory, mereology, higher-order logic, and modal logic. The applications of plural logic rely on two assumptions, namely that this logic is ontologically innocent and has great expressive power. These assumptions are shown to be problematic. The result is a more nuanced picture of plural logic’s applications than has been given so far. Questions about the correct logic of plurals play a central role in the last part of the book, where traditional plural logic is rejected in favor of a “critical” alternative. The most striking feature of this alternative is that there is no universal plurality. This leads to a novel approach to the relation between the many and the one. In particular, critical plural logic paves the way for an account of sets capable of solving the set-theoretic paradoxes.

    Youth and Jobs in Rural Africa (2021)

    Description: Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own “green” or industrial revolutions, despite moderate urbanization. Africa’s trajectory is very different than those of other developing regions, a main reason for which is the region’s significant “youth bulge” and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education.

How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture.     Description: The aim of this book is to characterize a notion of type which will cover both linguistic and non-linguistic action and to lay the foundations for a theory of action based on a theory of types called TTR (a Theory of Types with Records). The book argues that a theory of language based on action allows us to take a perspective on linguistic content which is centred on interaction in dialogue and that this is importantly different to the traditional view of natural languages as being essentially similar to formal languages such as logics developed by philosophers or mathematicians. At the same time it will argue that the tremendous technical advances made by the formal language view of semantics can be incorporated into the action-based view and that this can lead to important improvements both of intuitive understanding and empirical coverage. In this enterprise we use types rather than possible worlds as commonly employed in studies of the semantics of natural language. Types are more tractable than possible worlds and give us more hope of understanding the implementation of semantics both on machines and in biological brains.

It then moves on to document how, in establishing this Consensus position, proponents have tended to misrepresent or disregard some of the classic critiques mounted by a group of pioneering early development economists. These critiques focused on the specific challenges and constraints faced by income-poor peripheral countries seeking development through deeper integration with the global capitalist economy.     Description: This book argues that Plato’s Republic must be understood as developing out of a 5th Century sophistic debate. In Part One the author presents a new analysis of the sophists and their extant texts addressing the important topics of justice and its value. This part shows that already in the 5th Century there was a robust debate about whether the just or unjust life was better for the self-interested individual, and that multiple sophistic authors made inventive and philosophically sophisticated arguments on both sides of this debate. The Moral Cynics argues that the intelligent individual was better off being unjust, whereas the Friends of Justice defended the idea that the just life was better for human beings. Part Two argues that Plato was very much aware of this debate and that in a number of dialogues—but most importantly in Republic—he engaged with this debate. The immoralist challenge that Glaucon and Adeimantus pose to Socrates early in Republic draws from the arguments of the 5th Century Moral Cynics and moreover identifies problems with the arguments of the 5th Century Friends of Justice. By having Socrates make an argument that overcomes the theoretical weaknesses of the earlier Friends of Justice, Plato is able to pose a new defence of justice that is more effective at responding to the Moral Cynics. The book’s analysis of Republic suggests new readings for certain important passages, such as the division of goods.

It brings this theorizing into dialogue with the rich culture of local storytelling and landscape-related traditional beliefs of the Strandir district of the Icelandic Westfjords. In this rural region, landscape-related traditions have been collected since the early nineteenth century and continue to be important to this day. Confronting this rich heritage with the insights of landscape theory both in and beyond the study of religions allows important new contributions to theorizing landscape and religion, especially when it comes to considering the perspectives on landscape held by rural populations rather than the urban upper classes that have stood in the focus of research to date. The example of the Icelandic Westfjords shows the extreme richness of religious and supernatural approaches to the landscape that can be developed in rural communities, and how they are significantly and characteristically different from the urban perspectives of literature and the arts.

As a consequence, those planning such trials have few guidelines available and little access to previously accumulated knowledge. In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: In October 2019, Abhijit Banerjee, Esther Duflo, and Michael Kremer jointly won the 51st Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel "for their experimental approach to alleviating global poverty." But what is the exact scope of their experimental method, known as randomized control trials (RCTs)? Which sorts of questions are RCTs able to address and which do they fail to answer? This book provides answers to these questions, explaining how RCTs work, what they can achieve, why they sometimes fail, how they can be improved and why other methods are both useful and necessary. Chapters contributed by leading specialists in the field present a full and coherent picture of the main strengths and weaknesses of RCTs in the field of development. Looking beyond the epistemological, political, and ethical differences underlying many of the disagreements surrounding RCTs, it explores the implementation of RCTs on the ground, outside of their ideal theoretical conditions and reveals some unsuspected uses and effects, their disruptive potential, but also their political uses. The contributions uncover the implicit worldview that many RCTs draw on and disseminate, and probe the gap between the method's narrow scope and its success, while also proposing improvements and alternatives. This book warns against the potential dangers of their excessive use, arguing that the best use for RCTs is not necessarily that which immediately springs to mind, and offering opportunity to come to an informed and reasoned judgement on RCTs and what they can bring to development.

Here, ‘Open Source’ is adopted as convenient shorthand for a collection of diverse users and communities, whose differences can be as great as their similarities. The common thread is their reliance on, and use of, law and legal mechanisms to govern the source code they write, use, and distribute. The central fact of open source is that maintaining control over source code relies on the existence and efficacy of intellectual property (‘IP’) laws, particularly copyright law. Copyright law is the primary statutory tool that achieves the end of openness, although implemented through private law arrangements at varying points within the software supply chain. This dependent relationship is itself a cause of concern for some philosophically in favour of ‘open’, with some predicting (or hoping) that the free software movement will bring about the end of copyright as a means for protecting software.

    Description: In this book Shepherd offers a perspective on the shape of agency by offering interlinked explanations of the basic building blocks of agency, as well as its exemplary instances. In the book’s first part, he offers accounts of phenomena that have long troubled philosophers of action: control over behavior, non-deviant causation, and intentional action. These accounts build on earlier work in the causalist tradition and undermine the claims of many that causalism cannot offer a satisfying account of non-deviant causation, and therefore intentional action. In the book’s second part, he turns to modes of agentive excellence—ways that agents display quality of form. He offers a novel account of skill, including an account of the ways that agents display more or less skill. He discusses the role of knowledge in skill and concludes that while knowledge is often important, it is inessential. This leads to a discussion of knowledge of action—of the way that knowledge of action and knowledge of how to act informs action execution. Shepherd argues that knowledgeable action includes a unique epistemic underpinning. For in knowledgeable action, the agent has authoritative knowledge of what she is doing and how she is doing it when and because she is poised to control her action by way of practical reasoning.

    Description: Only ten years ago, there were more internet users in countries like France or Germany than in all of Africa put together. But much has changed in a decade. The year 2018 marks the first year in human history in which a majority of the world’s population are now connected to the internet. This mass connectivity means that we have an internet that no longer connects only the world’s wealthy. Workers from Lagos to Johannesburg to Nairobi and everywhere in between can now apply for and carry out jobs coming from clients who themselves can be located anywhere in the world. Digital outsourcing firms can now also set up operations in the most unlikely of places in order to tap into hitherto disconnected labour forces. With CEOs in the Global North proclaiming that ‘location is a thing of the past’ (Upwork, 2018), and governments and civil society in Africa promising to create millions of jobs on the continent, the book asks what this ‘new world of digital work’ means to the lives of African workers. It draws from a year-long fieldwork in South Africa, Kenya, Nigeria, Ghana, and Uganda, with over 200 interviews with participants including gig workers, call and contact centre workers, self-employed freelancers, small-business owners, government officials, labour union officials, and industry experts. Focusing on both platform-based remote work and call and contact centre work, the book examines the job quality implications of digital work for the lives and livelihoods of African workers.

    Description: Using a range of countries from the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous, informal work. The range of country studies in the book (covering Asia, Latin America, the Middle East, and North Africa and sub-Saharan Africa) allow us to present a comparative perspective across developing countries. Each country study provides a nuanced view of informality, dividing workers into six work status groups: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage-employees, formal self-employed, upper-tier informal self-employed, and lower-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers between each of these work status groups. Using panel data, the country studies document transition patterns across different formality and work status groups. The panel data analysed in each country study gives a basis for making statements about labour market transitions that are not warranted when using comparable cross sections. In addition to measuring the distribution of workers and transitions between work status groups, each country study also examines individual-level and household-level characteristics associated with workers in each work status. Using these characteristics, each country study constructs a ‘job ladder’ that ranks each work status. The country studies then examine the characteristics of workers that are associated with transitions up (and down) the job ladder.

    The Interaction of Focus, Givenness, and Prosody: A Study of Italian Clause Structure (2021)

    Description: This book provides an in-depth investigation of contrastive focalization in Italian, showing that its syntactic expression is systematically affected by the syntactic expression of discourse-givenness. The proposed analysis disentangles the properties genuinely associated with contrastive focalization from those determined by the most productive operations affecting discourse given phrases at the right periphery, namely right dislocation and marginalization. On this basis, it shows that in the default case contrastive focalization occurs in situ and that instances of left-peripheral focalization only arise when focus obligatorily evacuates a larger right-dislocating phrase, giving rise to a distribution of leftward-moved foci that generalizes well beyond the cases examined in Rizzi (1997) and most literature since. In its final chapter, the book examines the syntax–prosody interface, showing how focalization in situ and other key properties follow from the prosodic constraints governing stress placement, thus reinterpreting and extending Zubizarreta’s (1998) analysis of p-movement and the role of prosody in shaping syntax. Overall, this book offers an evidence-backed radical departure from current views of focalization based on a fixed focus projection at the left periphery of the clause. It also provides the most comprehensive study of Italian marginalization and right dislocation available to date.

    Description: Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socio-economic and spatial characteristics, with varying potential to foster economic development and social justice. This book argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world. Drawing on a decade of research spanning three case-study countries (Ethiopia, Rwanda, and Uganda), Politics and the Urban Frontier provides the first sustained, book-length comparative analysis of urban development trajectories in Eastern Africa and the political dynamics underpinning them.     Explaining Criminal Careers: Implications for Justice Policy (2021)

    Description: Explaining Criminal Careers presents a simple quantitative theory of crime, conviction and reconviction, the assumptions of the theory are derived directly from a detailed analysis of cohort samples drawn from the “UK Home Office” Offenders Index (OI). Mathematical models based on the theory, together with population trends, are used to make: exact quantitative predictions of features of criminal careers; aggregate crime levels; the prison population; and to explain the age-crime curve, alternative explanations are shown not to be supported by the data. Previous research is reviewed, clearly identifying the foundations of the current work. Using graphical techniques to identify mathematical regularities in the data, recidivism (risk) and frequency (rate) of conviction are analysed and modelled. These models are brought together to identify three categories of offender: high-risk / high-rate, high-risk / low-rate and low-risk / low-rate. The theory is shown to rest on just 6 basic assumptions. Within this theoretical framework the seriousness of offending, specialisation or versatility in offence types and the psychological characteristics of offenders are all explored suggesting that the most serious offenders are a random sample from the risk/rate categories but that those with custody later in their careers are predominantly high-risk/high-rate. In general offenders are shown to be versatile rather than specialist and can be categorised using psychological profiles. The policy implications are drawn out highlighting the importance of conviction in desistance from crime and the absence of any additional deterrence effect of imprisonment. The use of the theory in evaluation of interventions is demonstrated.

    Description: Doctors writing about menopause in France vastly outnumbered those in other cultures throughout the entire nineteenth century. The concept of menopause was invented by Frenchmen medical students in the aftermath of the French Revolution, becoming an important pedagogic topic and a common theme of doctors’ professional identities in postrevolutionary biomedicine. Older women were identified as an important patient cohort for the expanding medicalisation of French society and were advised to entrust themselves to the hygienic care of doctors in managing the whole era of life from around and after the final cessation of menses. However, menopause owed much of its conceptual weft to earlier themes of women as the sicker sex, of vitalist crisis, of the vapours, and of astrological climacteric years. This book is the first comprehensive study of the origins of the medical concept of menopause, richly contextualising its role in nineteenth-century French medicine and revealing the complex threads of meaning that informed its invention. It tells a complex story of how women’s ageing featured in the demographic revolution in modern science, in the denigration of folk medicine, in the unique French field of hygiène, and in the fixation on women in the emergence of modern psychiatry. It also reveals the nineteenth-century French origins of the still-current medical and alternative-health approaches to women’s ageing as something to be managed through gynaecological surgery, hormonal replacement, and lifestyle intervention.

    Description: Distributional semantics embodies the idea that the context in which a word occurs reveals the meaning of that word. In contemporary corpus linguistics, that idea takes shape in various types of quantitative context analysis. This monograph explores how count-based token-level semantic vector spaces, as an advanced form of such a quantitative methodology, can be applied to the study of polysemy, lexical variation, and lectometry. What can distributional models reveal about meaning? How can they be used to analyse the semantic relationship between near-synonyms? And how can they contribute to the study of lexical variation as a sociolinguistic variable? The book details the conceptual background of lexical semantic and lexical variation research, explains the mechanism of distributional modelling, and introduces distributional workflows and corpus linguistic tools to answer the questions.     Description: Very often, we’re uncertain about what we ought, morally, to do. We don’t know how to weigh the interests of animals against humans, or how strong our duties are to improve the lives of distant strangers, or how to think about the ethics of bringing new people into existence. But we still need to act. So how should we make decisions in the face of such uncertainty? Though economists and philosophers have extensively studied the issue of decision-making in the face of uncertainty about matters of fact, the question of decision-making given fundamental moral uncertainty has been neglected. In this book, philosophers William MacAskill, Krister Bykvist and Toby Ord try to fill this gap. They argue that there are distinctive norms that govern how one ought to make decisions given moral uncertainty. They then defend an information-sensitive account of how to make such decisions according to which the correct way to act in the face of moral uncertainty depends on whether the moral theories in which one has credence are merely ordinal, cardinal, or both cardinal and intertheoretically comparable. They tackle the problem of how to make intertheoretic comparisons, discussing several novel potential solutions. Finally, they discuss implications of their view for metaethics and practical ethics, and show how their account can shed light on the value of moral enquiry.

    Description: What configuration of institutions and policies is most conducive to human flourishing? The historical and comparative evidence suggests that the answer is social democratic capitalism — a democratic political system, a capitalist economy, good elementary and secondary schooling, a big welfare state, pro-employment public services, and moderate regulation of product and labor markets. Lane Kenworthy shows that this system improves living standards for the least well-off, enhances economic security, and boosts equality of opportunity. And it does so without sacrificing other things we want in a good society, from liberty to economic growth to health and happiness. Its chief practitioners have been the Nordic nations. The Nordics have gone farther than other rich democratic countries in coupling a big welfare state with public services that promote high employment and modest product- and labor-market regulations. Many believe this system isn’t transferable beyond Scandinavia, but Kenworthy shows that social democratic capitalism and its successes can be replicated in other affluent nations, including the United States. Today, the U.S. lags behind other countries in economic security, opportunity, and shared prosperity. If the U.S. expanded existing social programs and added some additional ones, many Americans would have better lives. Kenworthy argues that, despite formidable political obstacles, the U.S. is likely to move toward social democratic capitalism in coming decades. As a country gets richer, he explains, it becomes more willing to spend more in order to safeguard against risk and enhance fairness. He lays out a detailed policy agenda that could alleviate many of America’s problems.

    Description: Small businesses were at the heart of the economic growth and social transformation that characterized the Industrial Revolution in Britain. In towns across north-west England, shops and workshops dominated the streetscape, and helped to satisfy an increasing desire for consumer goods. Yet, despite their significance, we know surprisingly little about these firms and the people who ran them, for, while those engaged in craft-based manufacturing, retailing, and allied trades constituted a significant proportion of the urban population, they have been generally overlooked by historians. Instead, our view of the world of business is more usually taken up by narratives of particularly successful firms, and especially those involved in new modes of production. By examining some of the forgotten businesses of the Industrial Revolution, and the men and women who worked in them, this book presents a largely unfamiliar commercial world. Its approach, which spans economic, social, and cultural history, as well as encompassing business history and the histories of the emotions, space, and material culture, alongside studies of personal testimony, testatory practice, and property ownership, tests current understandings of gender, work, family, class, and power in the late eighteenth and early nineteenth centuries. It provides us with new insights into the lives of ordinary men and women in trade, whose relatively mundane lives are easily overlooked, but who were central to the story of a pivotal period in British history.

    Description: By the 2010s, the view that state mismanagement and inefficiencies underlay the Congo’s economic malaise had become so commonplace as to permeate nearly all thinking about development in the country. The aim of this chapter is to challenge this line of thinking and question the Consensus wisdom of moving from domestic-owned to foreign-owned industrial mining based on a belief in the superior efficiency of the latter. By charting the rise and fall of Belgian-owned SOMINKI (1976-1997) and Canadian-owned Banro (1995-2019) in eastern Congo, its main line of argument is that foreign-owned and managed mining corporations are no less vulnerable to mismanagement, firm inefficiencies, and volatile prices than their state-owned counterparts. This included, in the case of Banro, rent-seeking behaviour, redirecting value to overseas directors and shareholders at the expense of productive capacity and to the detriment of the Congolese state and Congolese firms and labour.

    Description: This book examines Russian approaches to international law from three different yet closely interconnected perspectives: history, theory, and recent state practice. The study uses comparative international law as a starting point and argues that in order to understand post-Soviet Russia’s state and scholarly approaches to international law, one should take into account the history of ideas in Russia. To some extent, Russian understandings of international law differ from what is considered the mainstream in the West. One specific feature of this work is that it goes inside the language of international law as it is spoken and discussed in post-Soviet Russia, especially the scholarly literature in the Russian language, and relates this literature to the history of international law as discipline in Russia. Recent state practice such as the annexation of Crimea in 2014, Russia’s record in the UN SC, the European Court of Human Rights, investor-state arbitration, and the creation of the Eurasian Economic Union are laid out and discussed in the context of increasingly popular ‘civilizational’ ideas, i.e. the claim that Russia is a unique civilization and not part of Europe understood as the West. The implications of this claim for the future of international law, its universality and regionalism are discussed. This study concludes the author’s five-year work on ERC-funded grant that enabled him to attend international law conferences in Russia and other CIS countries, as well as get access to relevant sources that often cannot be so easily accessed in the West.

    Description: This volume is the first detailed, book-length study of Middle English medical recipes in their literary, imaginative, social, and codicological contexts. Analysing recipe collections in over seventy late medieval manuscripts, this book explores how the words and structures of recipes could contribute to those texts’ healing purpose, but could also confuse, impede, exceed, and redefine that purpose. The study therefore presents a challenge to recipes’ traditional reputation as mundane, unartful texts written and read solely for the sake of directing practical action. Crucially, it also relocates these neglected texts and overlooked manuscripts within the complex networks forming medieval textual culture, demonstrating that—though marginalized in modern scholarship—medical recipes were actually linguistically, formally, materially, and imaginatively interconnected with many other late medieval discourses, including devotional writings, romances, fabliaux, and Chaucerian poetry. The monograph thus models for readers modes of analysis and close reading that might be deployed in relation to recipes in order to understand better their allusive, fragmentary, and playful qualities as well as their wide-ranging influence on medieval imaginations.

    Description: This collection of essays explores the metaphysical thesis that the living world is not ontologically made up of substantial particles or things, as has often been assumed, but is rather constituted by processes. The biological domain is organized as an interdependent hierarchy of processes, which are stabilized and actively maintained at different timescales. Even entities that intuitively appear to be paradigms of things, such as organisms, are actually better understood as processes. Unlike previous attempts to articulate processual views of biology, which have tended to use Alfred North Whitehead’s panpsychist metaphysics as a foundation, this book takes a naturalistic approach to metaphysics. It submits that the main motivations for replacing an ontology of substances with one of processes are to be looked for in the empirical findings of science. Biology provides compelling reasons for thinking that the living realm is fundamentally dynamic and that the existence of things is always conditional on the existence of processes. The phenomenon of life cries out for theories that prioritize processes over things, and it suggests that the central explanandum of biology is not change but rather stability—or, more precisely, stability attained through constant change. This multicontributor volume brings together philosophers of science and metaphysicians interested in exploring the consequences of a processual philosophy of biology. The contributors draw on an extremely wide range of biological case studies and employ a process perspective to cast new light on a number of traditional philosophical problems such as identity, persistence, and individuality.

    Description: This paper opens up the relationship between vulnerability and the temporalities of care. It takes ‘care’ as not just a material practice that supports, manages and sustains vulnerable bodies, but as a temporal practice, one that produces time in situations that are otherwise felt to be stuck or ‘chronic’. It draws on some co-written anecdotes about the use of ‘watchful waiting’ by medical practitioners working in general practice in the UK’s National Health System (NHS) to think through the meanings of waiting in relation to chronic health and mental health crises. The offer of ‘watchful waiting’ as a response to ‘chronic crisis’ becomes a test case for understanding a more general condition of watchful waiting as a form of care, in a context in which waiting for healthcare has become an agony for many, experienced as a form of abandonment or a key sign of health service failure. The paper attempts to re-think ‘waiting times’ within a wider history of the temporalities of care, in order to elucidate the ways an offer of waiting can itself be understood as a response to vulnerability through a practice of staying with or alongside the chronic temporalities of others.

The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: Contemporary society has witnessed major growth in global governance, yet the legitimacy of global governance remains deeply in question. This book offers the first full comparative investigation of citizen and elite legitimacy beliefs toward global governance. Empirically, it provides a comprehensive analysis of public and elite opinion toward global governance, building on two uniquely coordinated surveys covering multiple countries and international organizations. Theoretically, it develops an individual-level approach, exploring how a person’s characteristics in respect of socioeconomic status, political values, geographical identification, and domestic institutional trust shape legitimacy beliefs toward global governance. The book’s central findings are threefold. First, there is a notable and general elite–citizen gap in legitimacy beliefs toward global governance. While elites on average hold moderately high levels of legitimacy toward international organizations, the general public is decidedly more skeptical. Second, individual-level differences in interests, values, identities, and trust dispositions provide significant drivers of citizen and elite legitimacy beliefs toward global governance, as well as the gap between the two groups. Most important on the whole are differences in the extent to which citizens and elites trust domestic political institutions, which shape how these groups assess the legitimacy of international organizations. Third, both patterns and sources of citizen and elite legitimacy beliefs vary across organizations and countries. These variations suggest that institutional and societal contexts condition attitudes toward global governance. The book’s findings shed light on future opportunities and constraints in international cooperation, suggesting that current levels of legitimacy point neither to a general crisis of global governance nor to a general readiness for its expansion.

In this book, McCoy examines ways in which Greek epic, tragedy, and philosophy have important insights to offer about the nature of human vulnerability and how human beings might better come to terms with their own vulnerability.     Description: This book concerns mental states such as thinking that Obama is tall, imagining that there will be a climate change catastrophe, knowing that one is not a brain in a vat, or believing that Martina Navratilova is the greatest tennis player ever. Such states are usually understood as having intentionality, that is, as being about things or situations to which the mind is directed. The contents of such states are often taken to be propositions. The book presents a new framework for the logic of thought, so understood—an answer to the question: Given that one thinks (believes, knows, etc.) something, what else must one think (ditto) as a matter of logic? This should depend on the propositions which make for the contents of the relevant thoughts. And the book defends the idea that propositions should be individuated hyperintensionally, i.e. not just by the sets of worlds at which they are true (as in standard ‘intensional’ possible worlds semantics), but also by what they are about: their topic or subject matter. Thus, the logic of thought should be ‘topic-sensitive’. After the philosophical foundations have been presented in Chapters 1−2, Chapter 3 develops a theory of Topic-Sensitive Intentional Modals (TSIMs): modal operators representing attitude ascriptions, which embed a topicality or subject matter constraint. Subsequent chapters explore applications ranging from mainstream epistemology (dogmatism, scepticism, fallibilism: Chapter 4), to the nature of suppositional thinking and imagination (Chapter 5), conditional belief and belief revision (Chapter 6), framing effects (Chapter 7), probabilities and indicative conditionals (Chapter 8).

Both the scalar and vector Aharonov-Bohm topological interference effects and the neutron version of the Sagnac effect are presented in a self-contained and pedagogical way. Interferometry with perfect crystals, artificial lattices, and spin-echo systems are described in some detail. The book includes the theoretical underpinning as well as connections to other areas of experimental physics, such as quantum optics, nuclear physics, gravitation, and atom interferometry. The observed phase shifts due to the Earth’s gravity and rotation indicate a close connection to relativity theory. Neutron interferometry can be considered as a central technique of quantum optics with massive particles. It has stimulated the development of interferometry with atoms, molecules, and clusters. Quantum interference experiments with massive particles have direct consequences on the discussion of epistemological questions since they show explicitly the wave-particle duality, and the entanglement and the contextuality of various parameters governing our modern view of nature.

    Description: Systematic variation in form between semantic equivalents across languages is a key explanandum of linguistic theory. Two contrasting views of the role of lexical semantics in the analysis of such variation can be found in the literature: (1) uniformity, whereby lexical meaning is universal, and morphosyntactic variation arises from idiosyncratic differences in the inventory and phonological shape of language-particular functional material, and (2) transparency, whereby systematic variation in form arises from systematic variation in the meaning of basic lexical items. This volume contrasts these views as applied to the empirical domain of property concept sentences—sentences expressing adjectival predication and their translational equivalents across languages. Demonstrating that property concept sentences vary systematically between possessive and predicative form, the authors propose a transparentist analysis of this variation that links it to the lexical denotations of basic property concept lexemes. At the heart of the analysis are qualities: mass-like model-theoretic objects that closely resemble scales. The authors contrast their transparentist analysis with uniformitarian alternatives, demonstrating its theoretical and empirical advantages. They then show that the proposed theory of qualities can account for interesting and novel observations in two central domains of grammatical theory: the theory of lexical categories, and the theory of mass nouns. The overall results highlight the importance of the lexicon as a locus of generalizations about the limits of crosslinguistic variation.

    Description: The history of early modern medicine often makes for depressing reading. It implies that people fell ill, took ineffective remedies, and died. This book seeks to rebalance and brighten our overall picture of early modern health by focusing on the neglected subject of recovery from illness in England, c.1580–1720. Drawing on an array of archival and printed materials, Misery to Mirth shows that recovery did exist conceptually at this time, and that it was a widely reported phenomenon. The book takes three main perspectives: the first is physiological or medical, asking what doctors and laypeople meant by recovery, and how they thought it occurred. This includes a discussion of convalescent care, a special branch of medicine designed to restore strength to the patient’s fragile body after illness. Secondly, the book adopts the viewpoint of patients themselves: it investigates how they reacted to the escape from death, the abatement of pain and suffering, and the return to normal life and work. At the heart of getting better was contrast—from ‘paine to ease, sadnesse to mirth, prison to liberty, and death to life’. The third perspective concerns the patient’s loved ones; it shows that family and friends usually shared the feelings of patients, undergoing a dramatic transformation from anguish to elation. This mirroring of experiences, known as ‘fellow-feeling’, reveals the depth of love between many individuals. Through these discussions, the book opens a window onto some of the most profound, as well as the more prosaic, aspects of early modern existence, from attitudes to life and death, to details of what convalescents ate for supper and wore in bed.

    Description: This book is a first cultural legal history of advertising in Britain, tracing the rise of mass advertising circa 1840–1914 and its legal shaping. The emergence of this new system disrupted the perceived foundations of modernity. The idea that culture was organized by identifiable fields of knowledge, experience, and authority came under strain as advertisers claimed to share values with the era’s most prominent fields, including news, art, science, and religiously inflected morality. While cultural boundaries grew blurry, the assumption that the world was becoming progressively disenchanted, itself closely related to concepts of boundaries, was undermined as enchanted experiences multiplied with the transformation of everyday environments by advertising. Non-rational ontologies and a play of mystery became apparent, involving possibilities for metamorphoses, magical efficacy, animated environments, affective connections between humans and things, imaginary worlds and fantasies that informed mundane lifed. These disrupted assumptions that the capitalist economy was a victory of reason. The Rise of Mass Advertising examines how contemporaries came to terms with the disruptive impact by mobilizing legal processes, powers, and concepts. Law was implicated in performing boundary work that preserved the modern sense of field distinctions. Advertising’s cultural meanings and its organization were shaped dialectically vis-à-vis other fields in a process that mainstreamed and legitimized it with legal means, but also construed it as an inferior simulation of the values of a progressive modernity, exhibiting epistemological shortfalls and aesthetic compromises that marked it apart from adjacent fields. The dual treatment meanwhile disavowed the central role of enchantment, in what amounted to a normative enterprise of disenchantment. One of the ironies of this enterprise was that it ultimately drove professional advertisers to embrace enchantment as their peculiar expertise.

    Description: Proposals for more effective natural resource governance emphasize the importance of institutions and governance, but say less about the political conditions under which institutional change occurs. This book synthesizes findings regarding the political drivers of institutional change in extractive industry governance. The authors analyse resource governance from the late nineteenth century to the present in Bolivia, Ghana, Peru, and Zambia. They focus on the ways in which resource governance and national political settlements interact. Special attention is paid to the nature of elite politics, the emergence of new political actors, forms of political contention, changing ideas regarding natural resources and development, the geography of natural resource deposits, and the influence of the transnational political economy of global commodity production. National elites and subnational actors are in continuous contention over extractive industry governance. Resource rents are used by elites to manage this contention and incorporate actors into governing coalitions and overall political settlements. Periodically, new resource frontiers are opened, and new political actors emerge with the power to redefine how extractive industries are governed and used as instruments for development. Colonial and post-colonial histories of resource extraction continue to give political valence to ideas of resource nationalism that mobilize actors who challenge existing institutional arrangements. The book is innovative in its focus on the political longue durée, and the use of in-depth, comparative, country-level analysis in Africa and Latin America, to build a theoretical argument that accounts for both similarity and divergence between these regions.

    Description: Before new interventions can be used in disease control programmes, it is essential that they are carefully evaluated in “field trials”, which may be complex and expensive undertakings. Descriptions of the detailed procedures and methods used in trials that have been conducted in the past have generally not been published. As a consequence, those planning such trials have few guidelines available and little access to previously accumulated knowledge. In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: In 1978, UNESCO Secretary General Amadou-Mahtar M’Bow compared cultural colonial objects to ‘witnesses to history’. Their treatment is one of the most debated questions of our time. Calls for a novel international cultural order go back to decolonization. However, for decades, the issue has been treated as a matter of comity or been reduced to a Shakespearean dilemma: to return or not to return. This book seeks to go beyond these classic dichotomies. It argues that contemporary practices are at a tipping point. It shows that cultural takings were material to the colonial project throughout different periods (early takings, birth of modern nation state, nineteenth-century scramble for objects) and went far beyond looting. It relies on micro histories and object biographies to trace recurring justifications and contestations of takings and returns, and the complicity of anthropology, racial science, and professional networks in colonial collecting. It demonstrates the dual role of law and cultural heritage regulation in enabling colonial injustices, and mobilizing resistance thereto. It challenges the argument that takings were acceptable according to the standards of the time. Drawing on the interplay between justice, ethics, and human rights, it develops a theory of entanglement to rethink contemporary approaches. It shows that future engagement requires a reinvention of knowledge systems and relations towards objects, including new forms of consent, provenance research, partnership and a rethinking of the role of museums themselves. It proposes principles of relational cultural justice to confront ongoing historic, legal, and economic entanglements and enable normative transformation.
