    Description: All papers of this edition give an opportunity for reflection on the chances, challenges and difficulties associated with the long-term transformation of higher education and scientific activities. Therefore, the concept of “scientific excellence” has been perceived as a guiding idea in the academics’ efforts. On the other hand, it seems to be an ideal that can never be achieved but towards which one ought to strive persistently. Furthermore, the pursuit of excellence is accompanied by contradictions which have been pointed out many times in the history of academia in Poland. This publishing series embodies the belief in the existence of the so-called invisible college, i.e., the research community, exemplified by young scientists starting their academic path inspired by recognized professors.

    Description: Buy It Now, Michele White examines eBay and its emphasis on community and social norms, revealing the cultural assumptions about gender, race, and sexuality that are reinforced throughout the site. She shows how instructional texts, rule systems, and advertisements "configure the user," allowing eBay to indicate how the site is supposed to function while also upholding particular values and practices. White details how eBay reinforces stereotypes about gender and sexuality, looking, for example, at descriptions included in wedding dress listings, and how eBay directs individuals to the "Adult Only" part of the website when they use the search terms "gay" and "lesbian." She discloses the ways that eBay promises a caring community but its "Black Americana" category reproduces racism by allowing sellers' narratives that excuse and romanticize slavery and insult African Americans. White also looks at how participants challenge eBay's categories, rules, and values, examining widely used strategies of resistance by sellers and buyers in the lesbian and gay interest listings. By analyzing the organizational and cultural logics present in eBay, White emphasizes how other Internet settings, including craigslist, are not as transparent, community-oriented, and empowering as they claim. She proposes methods for researching and reconceptualizing new media sites.

    Description: While Russian computer scientists are notorious for their interference in the 2016 US presidential election, they are ubiquitous on Wall Street and coveted by international IT firms and often perceive themselves as the present manifestation of the past glory of Soviet scientific prowess. Drawing on over three hundred in-depth interviews, the contributors to From Russia with Code trace the practices, education, careers, networks, migrations, and lives of Russian IT professionals at home and abroad, showing how they function as key figures in the tense political and ideological environment of technological innovation in post-Soviet Russia. Among other topics, they analyze coders' creation of both transnational communities and local networks of political activists; Moscow's use of IT funding to control peripheral regions; brain drain and the experiences of coders living abroad in the United Kingdom, United States, Israel, and Finland; and the possible meanings of Russian computing systems in a heterogeneous nation and industry.     Description: Language learning and translation have always been complementary pillars of multilingualism in the European Union. Both have been affected by the increasing availability of machine translation (MT): language learners now make use of free online MT to help them both understand and produce texts in a second language, but there are fears that uninformed use of the technology could undermine effective language learning. At the same time, MT is promoted as a technology that will change the face of professional translation, but the technical opacity of contemporary approaches, and the legal and ethical issues they raise, can make the participation of human translators in contemporary MT workflows particularly complicated. Against this background, this book attempts to promote teaching and learning about MT among a broad range of readers, including language learners, language teachers, trainee translators, translation teachers, and professional translators. It presents a rationale for learning about MT, and provides both a basic introduction to contemporary machine-learning based MT, and a more advanced discussion of neural MT. It explores the ethical issues that increased use of MT raises, and provides advice on its application in language learning. It also shows how users can make the most of MT through pre-editing, post-editing and customization of the technology.

    Description: Non-Intrusive Methodologies for Large Area Urban Research brings together contributions from a conference held in 2021 in association with the ERC-funded ‘Rome Transformed’ research project. The papers address a major challenge in archaeology. Non-intrusive research in pursuit of a deeper understanding of urban areas can be both richly informative and cost-effective. Multiple successes in the field have led to an impressive array of innovative methodologies, methodologies that are frequently combined for still greater insight and impact. Geophysical surveys, the use of UAVs, the study of exposed historic structures and the exhaustive examination of archival records can all play a vital role, and the development of these data capture methodologies is of the utmost importance for the future of research. As well as advances in data capture methodologies, however, the papers also present case studies in the management of the big data generated and in the integration of different methodologies. A further strength of this collection lies in the range of site types considered. While many projects have historically pursued non-intrusive research in areas relatively clear of modern buildings, a growing number of research initiatives, such as ‘Rome Transformed’ are seeking to advance them in areas which remain densely occupied. Accordingly the material presented here will also be of interest to non-archaeologists working in such diverse fields as civil engineering, urban planning and physical geography.

    Description: Examining the general impact of the Controlled Languages rules in the context of Machine Translation has been an area of research for many years. The present study focuses on the following question: How do the Controlled Language (CL) rules impact the Machine Translation (MT) output individually? Analyzing a German corpus-based test suite of technical texts that have been translated into English by different MT systems, the study endeavors to answer this question at different levels: the general impact of CL rules (rule- and system-independent), their impact at rule level (system-independent), their impact at system level (rule-independent), and at rule and system level. The results of five MT systems (a rule-based system, a statistical system, two differently constructed hybrid systems, and a neural system) are analyzed and contrasted. For this, a mixed-methods triangulation approach that includes error annotation, human evaluation, and automatic evaluation was applied. The data were analyzed both qualitatively and quantitatively based on the following parameters: number and type of MT errors, style and content quality, and scores from two automatic evaluation metrics. In line with many studies, the results show a general positive impact of the applied CL rules on the MT output. However, at rule level, only four rules proved to have positive effects on all parameters; three rules had negative effects on the parameters; and two rules did not show any significant impact. At rule and system level, the rules affected the MT systems differently, as expected. Some rules that had a positive impact on earlier MT approaches did not show the same impact on the neural MT approach. Furthermore, the neural MT delivered distinctly better results than earlier MT approaches, namely the highest error-free, style and content quality rates both before and after the rules application, which indicates that the neural MT offers a promising solution that no longer requires CL rules for improving the MT output, what in turn allows for a more natural style.

This maxim could lead the global shift from fossil to renewable energy sources, suggesting that there is enough energy available to be turned into electricity. But the already impressive numbers that are available today, along with the European Union's 20-20-20 goal – to power 20% of the EU energy consumption from renewables until 2020 –, might mislead us over the problem that the go-to renewables readily available rely on a primary energy source mankind cannot control: the weather. At the same time, the notion of the smart grid introduces a vast array of new data coming from sensors in the power grid, at wind farms, power plants, transformers, and consumers. The new wealth of information might seem overwhelming, but can help to manage the different actors in the power grid. This book proposes to view the problem of power generation and distribution in the face of increased volatility as a problem of information distribution and processing. It enhances the power grid by turning its nodes into agents that forecast their local power balance from historical data, using artificial neural networks and the multi-part evolutionary training algorithm described in this book. They pro-actively communicate power demand and supply, adhering to a set of behavioral rules this book defines, and finally solve the 0-1 knapsack problem of choosing offers in such a way that not only solves the disequilibrium, but also minimizes line loss, by elegant modeling in the Boolean domain. The book shows that the Divide-et-Impera approach of a distributed grid control can lead to an efficient, reliable integration of volatile renewable energy sources into the power grid.

    Description: The Simplex algorithm is one of the most important algorithms in discrete optimization, and is the most used algorithm for solving linear programs in practice. In the last 50 years, several pivot rules for this algorithm have been proposed and studied. For most deterministic pivot rules, exponential lower bounds were found, while a probabilistic pivot rule exists that guarantees termination in expected subexponential time. One deterministic pivot rule that is of special interest is Zadeh's pivot rule since it was the most promising candidate for a polynomial pivot rule for a long time. In 2011, Friedmann proved that this is not true by providing an example forcing the Simplex algorithm to perform at least a subexponential number of iterations in the worst case when using Zadeh's pivot rule. Still, it was not known whether Zadeh's pivot rule might achieve subexponential worst case running time. Next to analyzing Friedmann's construction in detail, we develop the first exponential lower bound for Zadeh's pivot rule. This closes a long-standing open problem by ruling out this pivot rule as a candidate for a deterministic, subexponential pivot rule in several areas of linear optimization and game theory.

On the one hand, companies have to protect themselves against cyberattacks; on the other hand, they have special obligations towards third parties and the state in critical infrastructures or when dealing with personal data. These responsibilities converge with company management. This volume examines the duties and liability risks of management in connection with cyber security from the perspective of corporate, constitutional and labour law.     Description: The volume of scientific literature is increasing and researchers have difficulties in estimating their quality and relevance. Library portals, therefore, are getting more relevant by using quality indicators to help researchers during their research process. With the growing presence of social media, altmetrics have been proposed as complementary indicators to traditional measures. Altmetrics can help to identify online attention and can appear much faster than citations. This study explores altmetrics for filtering relevant articles (in library portals) within the discipline of Economic and Business Studies literature. Firstly, it highlights the altmetrics presence from Mendeley and Altmetric.com for the journals in the above-mentioned disciplines. It presents correlations between citation and altmetrics on article and journal level, suggesting Mendeley counts as an alternative indicator to citations. Afterward, it investigates the use of altmetrics data for potential users with interests in new trends, social media platforms, and journal rankings. Lastly, it explores the behavior of economic researchers using a survey by discovering the usefulness of different altmetrics. With the findings of this study, several forms of altmetrics in library portals are discussed, using EconBiz as the proof-of-concept, to assist both researchers and libraries to identify relevant journals or articles and to cope with the information overload.

Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."

    Description: During the last century, navigation systems have become ubiquitous and guide drivers, cyclists, and pedestrians towards their desired destinations. While operating worldwide, they rely on line-of-sight conditions towards satellites and are thus limited to outdoor areas. However, finding a gate within an airport, a ward within a hospital, or a university's auditorium also represent navigation problems. To provide navigation within such indoor environments, new approaches are required. This thesis examines pedestrian 3D indoor localization and navigation using commodity smartphones: A desirable target platform, always at hand and equipped with a multitude of sensors. The IMU (accelerometer, gyroscope, magnetometer) and barometer allow for pedestrian dead reckoning, that is, estimating relative location changes. Absolute whereabouts can be determined via Wi-Fi, an infrastructure present within most public buildings, or by using Bluetooth Low Energy Beacons as inexpensive supplement. The building's 3D floorplan not only enables navigation, but also increases accuracy by preventing impossible movements, and serves as a visual reference for the pedestrian. All aforementioned information is fused by recursive density estimation based on a particle filter. The conducted experiments cover both, theoretical backgrounds and real-world use-cases. All discussed approaches utilize the infrastructure found within most public buildings, are easy to set up, and maintain. Overall, this thesis results in an indoor localization and navigation system that can be easily deployed, without requiring any special hardware components.

    Description: The exchange of orbit information is becoming more important in view of the increasing population of objects in space as well as the increase in parties involved in space operations. The aim of this thesis was to investigate how orbit information maintained by a space surveillance system can be provided to its users. Services like collision avoidance require very accurate information, while other services might be less stringent. An approach was studied, which allows to derive orbit and covariance information of predetermined accuracy from a reference orbit. Using Chebyshev polynomials, continuous state vector and covariance matrix information can be provided. The major advantage is that no inter- or extrapolation on the user's side is required. A method to reduce the data amount by interpolating the variance envelope functions was also studied. The proposed method in this thesis gives access to highly accurate information from the catalogue, where this information is required. On the other hand it can also provide less accurate information, where requirements are less restrictive, thereby allowing for a significantly reduced amount of data to be transferred and stored.

    High Performance Propagation of Large Object Populations in Earth Orbits (2022)

    Description: Orbital debris is becoming an increasing problem for space flight missions. New satellite launches, explosions, collisions and other events cause a steady rise in the number of objects orbiting the Earth. It is therefore important to determine the future development of the object population, as well as the effectiveness of debris mitigation measures, in long-term simulations. Orbital propagation, the calculation of an object's movement in its orbit, poses a challenge for this research due to the high computation times of the complex perturbation models involved. With populations consisting of hundreds of thousands of objects as well as simulation time frames of up to 200 years, these calculations can take up hours of computation time. To speed up this process, the analytical propagator Ikebana is introduced in this work of applied computer science in engineering. The program runs on graphics processing units, hardware designed for massively parallel execution of up to thousands of concurrent threads. This reduces the overall run time for large object populations from hours to minutes. Porting software from a conventional CPU is not a trivial task and involves a number of potential pitfalls and optimization opportunities which are detailed in this work. The propagator is integrated into other applications via a generic, multi-platform interface specifically designed for this task. It allows to develop the propagator separately and integrate it into other tools as a plugin at run time. The interface's architecture serves as a design template for analytical propagation software.

This raises various challenges for a large number of medical research projects. The University Medicine Greifswald commissioned this legal report, that was prepared by DIERKS+COMPANY. Two real-world research projects, the Baltic Fracture Competence Centre (BFCC) as well as the German Centre for Cardiovascular Research (DZHK) provide use cases, questions, and context for this legal report. It addresses questions regarding all steps of data processing. The report provides practical answers to a wide array of technical and organisational questions in the area of data protection-compliant processing of research data. A comprehensive guide to GDPR-compliant data processing has been developed, which both summarises the broad legal environment and provides specific assistance in the design and implementation of GDPR-compliant data management processes, including Informed Consent, Legal Consequences of Withdrawal, and Privacy by Design.

    Description: The United Nations Sustainable Development Goals initiative has the potential to set the direction for a future world that works for everyone.  Approved by 193 United Nations member countries in September 2016 to help guide global and national development policies in the period to 2030, the 17 goals build on the successes of the Millennium Development Goals, but also include new priority areas, such as climate change, economic inequality, innovation, sustainable consumption, peace and justice.  Assessed against common agreed targets and indicators, the goals should facilitate inter-governmental cooperation and the development of regional and even global development strategies.  However, each goal presents considerable challenges in terms of collecting and analysing relevant data and producing the statistics needed to measure progress.  Most governments in lower resourced countries simply do not yet have the systems and controls in place to produce high quality, reliable data and statistics, and it is questionable whether the quality and integrity of the available information is adequate to support meaningful decisions and set direction for the future. There are substantial implications:  where progress cannot be measured accurately because of inadequate or flawed statistics, the result can be misguided decisions, doubts about achievement of the goals and significant wasted resources.  Getting statistics ‘right’ depends upon the quality and integrity of the data used to produce them and on  the quality of the processes for collecting, manipulating and analysing the data.  Without a documentary records as evidence of how the data were gathered and analysed or how statistics were produced and disseminated, it is not  possible to confirm that the statistics are complete, accurate and relevant.     Various global organisations do recognise the importance of high quality data and statistics for measuring the SDG indicators reliably, but there has been little attention to the role of records in providing the evidence needed to trust the data and statistics. There is, moreover, a lack of awareness that digital information simply will not survive without policies and procedures to manage and preserve it through time.  As a result, digital data, statistics and records are being lost regularly on a large scale, particularly in lower resource countries, where the structures needed to protect and preserve them are not  yet in place.     This book explores, through a series of case studies, the substantial challenges for assembling reliable data and statistics to address pressing development challenges, particularly in Africa. Hopefully, by highlighting the enormous potential value of creating and using high quality data, statistics and records as an interconnected resource and describing how this can be achieved, the book will contribute to  defining meaningful and realistic global and national development policies in the critical period to 2030.

    Description: This monograph deals with mathematical constructions that are foundational in such an important area of data mining as pattern recognition. By using combinatorial and graph theoretic techniques, a closer look is taken at infeasible systems of linear inequalities, whose generalized solutions act as building blocks of geometric decision rules for pattern recognition. Infeasible systems of linear inequalities prove to be a key object in pattern recognition problems described in geometric terms thanks to the committee method. Such infeasible systems of inequalities represent an important special subclass of infeasible systems of constraints with a monotonicity property – systems whose multi-indices of feasible subsystems form abstract simplicial complexes (independence systems), which are fundamental objects of combinatorial topology. The methods of data mining and machine learning discussed in this monograph form the foundation of technologies like big data and deep learning, which play a growing role in many areas of human-technology interaction and help to find solutions, better solutions and excellent solutions.

The present chapter describes the workflow and tools developed for the Editio Critica Maior of the Greek New Testament, in particular those associated with the Workspace for Collaborative Editing, and how these have shaped the task of editing both the text and documents of the New Testament and offer new models of publication thanks to the capacity of electronic media and the Internet.
