    Description: The purpose of the project is to improve our understanding about best management practices that can be utilized on diked managed wetlands in Suisun Marsh for reducing the occurrence of low dissolved oxygen (DO) and high methylmercury (MeHg) events associated primarily with fall flood-up practices. Low DO events are of concern because they can lead to undue stress and even mortality of sensitive aquatic organisms. Elevated MeHg levels are of concern because MeHg is a neurotoxin that bio-magnifies up the food chain and can cause deleterious effects to higher trophic level consumers such as piscivorous fish, birds, and mammals (including humans). This study involved two years (2007-2008) of intensive field data collection at two managed wetland sites in northwest Suisun Marsh and their surrounding tidal sloughs, an area with prior documented low DO events. In addition, the study collected limited soils and water quality field data and mapped vegetation for three managed wetland sites in the central interior of Suisun Marsh, for the purpose of examining whether wetlands at other locations exhibit characteristics that could indicate potential for similar concerns. In Year 1 of the study, the objective was to identify the baseline conditions in the managed wetlands and determine which physical management conditions could be modified for Year 2 to reduce low DO and MeHg production issues most effectively. The objective of Year 2 was to evaluate the effectiveness of these modified management actions at reducing production of low DO and elevated MeHg conditions within the managed wetlands and to continue improving understanding of the underlying biogeochemical processes at play. This Final Evaluation Memorandum examined a total of 19 BMPs, 14 involving modified water management operations and the remaining five involving modified soil and vegetation management practices. Some of these BMPs were previously employed and others have not yet been tested. For each BMP this report assesses its efficacy in improving water quality conditions and potential conflicts with wetland management. It makes recommendations for further study (either feasibility assessments or field testing) and whether to consider for future use. Certain previously used BMPs were found to be important contributors to poor water quality conditions and their continued use is not recommended. Some BMPs that could improve water quality conditions appear difficult to implement in regards to compatibility with wetland management; these BMPs require further elaboration and feasibility assessment to determine whether they should be field tested. In practice for any given wetland, there is likely a combination of BMPs that would together have the greatest potential to address the low DO and high MeHg water quality concerns. Consequently, this report makes no sweeping recommendations applicable to large groups of wetlands but instead promotes a careful consideration of factors at each wetland or small groups of wetlands and from that assessment to apply the most effective suite of BMPs.This report also identifies a number of recommended future actions and studies. These recommendations are geared toward improving the process understanding of factors that promote low DO and high MeHg conditions, the extent of these problems in Suisun Marsh, the regulatory basis for the DO standards for a large estuarine marsh, the economics of BMPs, and alternative approaches to BMPs on diked managed wetlands that may address the water quality issues. The most important of these recommendations is that future BMP implementation should be carried out within the context of rigorous scientific evaluation so as to gain the maximum improvement in how to manage these water quality issues in the diked managed wetlands of Suisun Marsh.

    Description: In 1977 a new fishery began to develop off the coast ofsouthern California. Long gill nets, drifted near the surface in the deep offshore waters, were being used successfully in landing pelagic sharks, primarily threshers. Recent increases in the retail demand for fish had led wholesale buyers to look for new sources of fish protein. Shark meat looked promising to many buyers. Aided by the public's rekindled fascination for sharks, the timing seemed favorable for introducing sharks as food. Word spread that wholesalers were willing to pay a good price for sharks. This created what appeared to many commercial fishermen to be the beginning of a bonanza.The new shark fishery grew rapidly. The number of vesselsengaged in offshore drift gill net operations grew from about 15 in 1977 to approximately 230 by 1984.Fishery biologists have expressed concern over the rapidexpansion of the commercial shark fleet. Historically, sharkfisheries have tended to decline after their initial success, due principally to slow growth and reproductive rates which seem to characterize sharks as a group. Perhaps the new thresher shark fishery might also be subject to a similar decline.Biologists were not the only ones who looked on the newindustry with concern. Among sport fishermen and conservation groups, rumors of marlin, whales, and seals taken by the hundreds became commonplace.Concern spread among the traditional swordfish harpoonfleet that landings by drift gill nets might glut the swordfish markets, driving prices down to the point that harpooners could no longer compete. Some harpooners voiced fears that drift gill nets might even overfish the swordfish stocks, causing serious declines in the availability of fish.Some conservation groups sought to ban the use of all gillnets, feeling that gill nets are inherently indiscriminant in what they catch and that the benefits derived from their use is always over-shadowed by the waste of marine life resulting from their use.In September of 1980, the Legislature enacted Assembly Bill2564 (Kapiloff), which directed the Department of Fish and Game to conduct a study of the drift gill net shark fishery. The purpose of the study was to determine what impact the use of drift gill nets might have on existing fisheries or upon other members of the local marine community such as whales, dolphins, and seals. The final report of that study "Pelagic Shark/Swordfish Drift Gill Net Fishery Management Information Document" was sent to the California Legislature in January 1983.In September 1982, the Legislature enacted Senate Bill 1573(Beverly), directing the Department of Fish and Game to continue monitoring the drift gill net fishery. It also directed, that a further study be conducted on the status of the thresher shark and swordfish resources off California and on the effects of the fishery on other resources. A report on this study would be prepared and delivered to the Legislature on or before January 1, 1985. The study was conducted. This is the report on that work. (77pp.)

    Description: This publication is an integral part of the Department's high-priority inventory and assessment of coastal marshland and tideflat resources. It is intended as a guide for citizens, planners, administrators, and all others interested in the use and development of coastal lands and waters.Although the resources and problems of Bolinas Lagoon have probably been the subject of more biological and physical investigations than any small estuarine area of the California coast, many of the pertinent reports and information are not readily available to the public.Consequently, it is one purpose of this report to summarize the lagoon's history, ecological attractions, educational values and the problems facing its continued existence. At the same time, it should provide concerned citizens with a knowledge of the sources of additional and more specific information.Publication of this report is consistent with the obligation of the Department of Fish and Game to do everything in its power to protect and maintain the State's fish and wildlife resources. Therefore, its purpose transcends local issues on pollution and development, and the Department is, in fact, submitting a report to the people on the status and future of part of its inheritance and the dowry of coming generations.The report is the third of a scheduled series. It follows similar releases on Upper Newport Bay (Orange County) and Goleta Slough (Santa Barbara county) in March and June of 1970. Documentation of the resources of other critical areas is in progress. There will be future reports of this nature on Elkhorn Slough, Morro Bay, Tomales Bay, Humboldt Bay, and highly threatened marshlands in southern California. (137 pp.)

    Description: The jack mackerel, Trachurus symmetricus, resource off thewest coast of North America is known to be large and widelydistributed. The spawning biomass is estimated to be 2.1 to 4.8 million tons based upon abundance of jack mackerel eggs collected at sea. The distribution extends from the Gulf of Alaska to the Gulf of Tehuantepec, off the coast of southern Mexico, and as far as 1,500 miles seaward. Within this range lies an area of maximum density which extends from Point Conception to central Baja California.Jack mackerel biological data has not been processed veryrapidly due to higher priorities for analysis of sardine andPacific mackerel data, and the apparent healthy condition ofthis resource. The California Department of Fish and Gameinitiated several projects in 1972 to resolve unanswered biological questions. (14pp.)

    Description: Ovigerous Dungeness crabs were collected from the SanFrancisco and Eureka-Crescent City regions and maintained atthe Department's Marine Culture Laboratory near Monterey.Hatching success, expressed as viable larvae released, wasmeasured and compared by region. Larval counts were made from 15 Dungeness crabs, 5 from the San Francisco region, 7 from the Eureka-Crescent City area and 3 of unknown origin. Mean hatching success exceeded 80% in the San Francisco region, and averaged more than 90% in the Eureka-Crescent City area. However, a Student's t-Test showed this difference in hatching success was not significant. (16pp.)

Sea otter mortalities are related to: (1) area of recovery; (2) sex; (3) relative age; (4) general cause of death; and (5) sea surface roughness.Selected specific aspects of necropsies are summarized. Tables for estimating weight from total length and estimating total length from tail length and foot length are given. Organ weights are discussed. Criteria for establishing relative age based on degree of fusion of cranial sutures, eruption and wear of dentition, and development of the glenoid fossa are given. A method of estimating relative age of male otters is given based onbaculum length or volume.Methods useful for sexing dissociated skeletal remains basedon osteological differences in pelves are presented.(87pp.)

Effort was directed towarddefining areas of high oyster mortality and determiningpossible etiologies of observed losses through monthly monitoring and sampling of experimental and commercial oyster populations in Morro Bay, Elkhorn Slough, Drakes Estero, Tomales Bay and Humboldt Bay.Hydrographic data was collected in all areas and a two yearstudy of phytoplankton and water quality in Humboldt Baywas initiated to observe relationships with oyster mortalitypatterns.Research undertaken to develop methods to alleviate losses among Pacific oyster populations included an oyster seed source study, investigation of optimal oyster culturingtechniques and preliminary efforts to develop a mortalityresistant strain of oysters in Humboldt Bay. The cause ofmortality among Pacific oyster populations in Humboldt Bayremains uncertain but a bacterial etiology correlated withelevated water temperatures is suspected. The best methodof circumvention of losses appears to be the culturing of"domestic" seed sources on racks. (55pp.)

    Description: This report discusses in detail findings and observationsof 5 years of research on the sea otter population and itsrelationship to the nearshore marine environment in California. Initial efforts were directed at providing some relief to the commercial abalone fishery in the Cambria - Point Estero area north of Morro Bay. This fishery has subsequently collapsed along with other commercial and sport abalone and sport crab fisheries throughout the sea otter's range due to continued sea otter foraging. Capturing, tagging and translocation studies, censusing studies, examination of sea otter remains, habitat surveys, food habits observations and studies on otters in captivity provide a broad base of information on the expandingsea otter population in California and its effects onresources utilized by man. Recommendations for sea ottermanagement consistent with esthetic, recreational, and commercial uses of marine resources are included in this report. (95pp.)

    Description: Sea otter foraging along Monterey Bay beaches and at Atascadero State Beach has precluded recreational Pismo clam fisheries at six major clamming beaches. Outside the sea otter's foraging range Pismo clam stocks are yielding good catches; apparently the stringent controls on the recreational fishery is adequate to maintain the State's Pismo clam stocks. Clammer interviews at Orange and Los Angeles County beaches and at beaches near Pismo Beach and Morro Bay and in Monterey Bay revealed the clam stocks to be on a healthy, sustainable yield basis. Exceptionallylarge numbers of small 1.5 to 3.5 inch Pismo clams were reported at all clam beaches surveyed north of Pt. Conception indicating good year class survival in recent years. Sea otters forage dense Pismo clam beds by moving along a "front", progressively foraging from one beach to the next, reducing the clams to low levels before moving on. Some sea otters continue to forage throughout the areas previously depleted by the larger aggregate moving northward, thus the large numbers of sublegal clamsin the 1.5 to 3.5 inch size group in these intertidal and shallow subtidal areas are not expected to reach legal size in numbers sufficient to develop a recreational fishery. In Monterey Bay about 60,000 Pismo clams were removed or killed by human activity in the April 1974 to March 1975 period. A rough estimate of the Pismo clams consumed by sea otters during this same period in Monterey Bay is over 500,000 clams. (51pp.)

    Description: The sea otter, Enhydra 1utris, is fully protected inCalifornia by both state and federal law. Despite thisprotection the population has not grown appreciably since atleast 1976. Research efforts directed at identifying thereasons for the lack of population growth have concentratedon sources of mortality and their contribution to totalmortality.The accidental drowning of sea otters in gill and trammelnets used to take California halibut, Para1ichthysca1ifornicus, was identified as a source of mortality whichhas probably increased as the sea otter population expandedinto areas of intense fishing. As a result, an existinggill and trammel net fishery observation program in MontereyBay was expanded to assess the extent and significance ofthe accidental drownings of sea otters in the areas nearMorro Bay and Port San Luis.Three different estimates of the number of sea ottersdrowned annually in gill and trammel nets were generatedusing comparable data bases. The average of these estimateswas approximately 80 sea otters per year for the level offishing effort expended during the June 1982 through June1984 study period.Back calculations of the annual take of sea otters by thegill and trammel net fishery for California halibut weremade for each year from 1973 through 1983. Thesecalculations suggest that the level of accidental take ofsea otters during the last decade may have been high enoughto be a significant factor in the lack of sea otterpopulation growth. (31pp.)

    Description: Speckled scallops, Argopecten circularis (Sowerby, 1835), were sampled at Agua Hedionda Lagoon, Carlsbad, San Diego County from March 1984 to October 1986, to obtain basic life history data. Monthly samples of scallops were collected, measured, and released to obtain length frequency data for estimates of growth, life span, and spawning period. Subsamples of scallops were collected for determination of gonadal-somatic and adductor muscle-somatic indices.In 1984 large concentrations of speckled scallops were found on the sand-silt bottom of the lagoon, closely associated with eelgrass, Zostra marina. During the course of the study the numbers of scallops declined, until their virtual disappearance at the end of 1986. Monthly length frequency plots from 24,375 scallop measurements indicate that this is a rapidly growing species with a short life span. Gonadal- and adductor muscle-somatic indices from subsamples of 1,714 scallops indicate first spawning at age one and a relationship between temperature and spawning.Based on this study management recommendations are made for the speckled scallop. A total of 14,076 fish was sampled during the four seasons for age, length and sex. The fishery during the four seasons consisted mainly of young-of-the-year and age groups I and II fish.     Description: Red abalone, Haliotis rufescens, were collected at Johnsons Lee, Santa Rosa Island, in the summers of 1978 through 1982, and in 1984, to obtain data for determining various fishery population parameters. Annual visits to the study site were made at yearly intervals to simplify growth calculations.During the first four visits, 2145 red abalones were tagged,measured, and replaced. Shell damage, soft tissue injuries, and causes of mortality were noted. The method of tagging isdescribed.Recovery of first tagged abalone after one year was approximately 30%. Analysis of variance of the annual samples indicated that the samples were, with one exception, not different. Summaries are presented of the number of abalone collected and tagged by year, frequencies of shell damage, soft tissue injury, predatory sponge infestation, and total mortality.     Description: The California Fish and Game Commission (Commission) has the authority to require one or any combination of Bycatch Reduction Device (BRD) types in the trawl fishery within California waters for Pacific ocean shrimp (Pandalus jordani), most commonly referred to as pink shrimp. The mandatory requirement for BRDs occurred in California in 2002, and in Oregon and Washington in 2003, resulting from an effort to minimize bycatch of overfished and quota managed groundfish species. Three types of BRDs currently satisfy the requirement for this device in the California fishery: 1) the Nordmøre grate (rigid-grate excluder); 2) soft-panel excluder; and 3) fisheye excluder; however, the design, specifications, and efficacy differ by BRD type. Although no data has been collected on BRDs directly from the California pink shrimp fishery, extensive research on the efficacy and differences among BRD types has been conducted by the Oregon Department of Fish and Wildlife (ODFW) since the mid-1990s.Rigid-grate excluders are widely considered to be the most effective of the three BRD types at reducing groundfish bycatch. Over 90 percent of the Oregon pink shrimp fleet use rigid-grate excluders. The majority of the current California pink shrimp fleet also uses rigid-grate excluders, according to a telephone survey conducted by the California Department of Fish and Game (Department) in 2007-2008 of pink shrimp fishermen who have been active in the California fishery in recent years. Hinged rigid-grate excluders have been developed in recent years to reduce the bending of the BRD on vessels that employ net reels to stow and deploy their trawl nets, and they have been used successfully on both single- and double-rig vessels in Oregon. Soft-panel excluders have been demonstrated to be effective at reducing groundfish bycatch, although excessive shrimp loss and other problems have also been associated with this design. Fisheye excluders have been used in the California fishery in the past, but they were disapproved in Oregon and Washington in 2003 because they were found to be less effective at reducing groundfish bycatch than other designs. The reputation of the United States west coast pink shrimp fishery as one of the cleanest shrimp fisheries in the world is largely attributed to the effectiveness of BRDs at reducing groundfish bycatch. Nevertheless, BRD research and development is still a relatively new field and additional modifications and methods may further reduce bycatch rates in the pink shrimp fishery.(PDF contains 12 pages.)
