    Description: COST (Co-operation in the field of Scientific and Technical Research) is an important instrument supporting co-operation among scientists and researchers across Europe now joining 35 member countries. Scientific projects in the COST framework are called COST Actions and have the objectives embodied in their respective Memorandum of Understanding (MoU). The main objectives of the COST Actions within the European ionospheric and radio propagation community have been: to study the influence of upper atmospheric conditions on terrestrial and Earthspace communications, to develop methods and techniques to improve existing and generate new ionospheric and propagation models over Europe for telecommunication and navigation applications and to transfer the results to the appropriate national and international organizations, institutions and industry dealing with the modern communication systems. This paper summarises in brief the background and historical context of four ionospheric COST Actions and outlines their main objectives and results. In addition, the paper discusses the dissemination of the results and the collaboration among the participating institutions and researchers.

    Description: The need for more reliable and efficient communications services, especially those involving ionospheric HF communications and navigational systems, imposes increasing demand for a better knowledge of the effects imposed by the Earth’s upper atmosphere and ways to mitigate disturbing effects. Temporal and spatial changes in the upper atmosphere act to limit and degrade the performance of terrestrial and Earth-space radio systems in many different ways and this is why mitigation activities must involve several topics like ionospheric monitoring and modeling, development of new hardware for communication systems and new propagation simulator, measurements and modeling of ionospheric Total Electron Content (TEC) and ionospheric scintillations, using in particular the Global Positioning System (GPS). The European ionospheric community has long been aware that cooperation research on an international basis is essential to deal with such complex issues. In particular, international cooperation is required for the collection of data, in both the real-time and in retrospective modes, the development and verification of new methods to improve the performance of both operational and future terrestrial and Earth-space communication systems and the exchange of expertise on space plasma effects on Global Navigation Satellite Systems (GNSS). In this context the COST 296 Action MIERS on the «Mitigation of Ionospheric Effects on Radio Systems» has made a significant impact in a number of areas.

    Description: Measurements of the magnetic component of the Schumann resonance in the frequency range 6-14 Hz were performed at high latitude location (TNB Antarctica; geographic coordinates: 74.7°S, 164.1°E; geomagnetic coordinates: 80.0°S, 307.7°E; LT=UT+13; MLT=UT–8; altitude=28 m a.s.l.), during the two years 1996-1997. TNB is a particularly important observation site located in a region characterised by a high electromagnetic activity in the ELF and VLF bands. Moreover its remote location in Antarctica provides the important advantage that electromagnetic background noise is not corrupted by anthropogenic noise and that the continental lightning activity is very low. The combination of low additional anthropogenic electromagnetic radiation and low atmospheric noise in this area allows detailed investigations into wave generation and amplification in the polar ionosphere and magnetosphere not possible anywhere else in the world. This paper reports the study of the magnetic power of the 8 Hz Schumann resonance mode. For both the years considered diurnal and long-term seasonal variations were observed.

    Description: The Istituto Nazionale di Geosifica e Vulcanologia (INGV) software for automatic scaling of ionograms (Autoscala) was improved by introducing a system to identify D region absorption events, spread-F condition (frequency spreading in the F region), and Z-ray propagation. The algorithm was applied to a series of ionograms recorded by the AIS-INGV (Advanced Ionospheric Sounder-INGV) ionosonde installed at the Mario Zucchelli Station (74.78S, 164.18E), Terra Nova Bay, Antarctica. Critical cases are shown to illustrate the behaviour of the software.

    Description: A new method has been developed to retrieve neutral temperature Tn and composition [O], [N2], [O2] from electron density profiles in the daytime mid-latitude F2-region under both quiet and disturbed conditions. A comparison with CHAMP neutral gas density observations in the vicinity of Millstone Hill Incoherent Scatter Radar (ISR) has shown that the retrieved neutral gas densities coincide with the observed ones within the announced accuracy of CHAMP observations, provided that accurate Ne(h) ISR profiles are used for the retrieval. The performance of the method has also been tested ingesting Digisonde Ne(h) profiles. In this case the agreement with CHAMP neutral gas density observations is less successful. Possible factors that can influence the performance accuracy are investigated. These are mostly related to limitations due to the ionogram scaling and inversion methods, including performance limitations of the sounding technique itself, like for instance during G-conditions. Several tests presented here demonstrate that discrepancies in the hmF2 values provided by the Digisondes could have an important impact on the performance of the method. It should be noted that in all tests performed here using Digisonde Ne(h) profiles, the topside part is approximated with the NeQuick model and any assessment concerning the impact of the topside profiler on the accuracy of the method is beyond the scope of this investigation. Despite the limitations related to the use of Digisonde profiles, the proposed method has the potential to monitor the thermosphere at least with ISR Ne(h) profiles. Digisonde electron density profiles can also be used if quality improvements are made concerning the ionogram inversion methods.

    Description: An Advanced Ionospheric Sounder, built at the Istituto Nazionale di Geofisica e Vulcanologia, Rome, Italy, was installed at Tucumán, Argentina, particularly interesting for its location, near the southern peak of the ionospheric equatorial anomaly. The aim of this installation is to collect a large number of continuous data useful both to study the dynamics of the equatorial ionospheric plasma and to develop reliable regional ionospheric prediction models. Moreover this ionosonde will contribute to the ionospheric database and real time knowledge of Southern Hemisphere ionospheric conditions for space weather applications. The ionosonde is completely programmable and two PCs support the data acquisition, control, storage and on-line processing. In this work the first results, in terms of ionograms and autoscaled characteristics, are presented and briefly discussed.
