    Description: How can immortality be a curse? According to the Wandering Jew legend, as Jesus made his way to Calvary, a man refused him rest, cruelly taunting him to hurry to meet his fate. In response, Jesus cursed the man to wander until the Second Coming. Since the medieval period, the legend has inspired hundreds of adaptations by artists and writers. Instrument of Memory: Encounters with the Wandering Jew, the first English-language study of the legend in over fifty years, is also the first to examine the influence of the legend’s medieval and early modern sources over the centuries into the present day. Using the lens of memory studies, the work shows how the Christian tradition of the legend centered the memory of the Passion at the heart of the Wandering Jew’s curse. Instrument of Memory also shows how Jewish artists and writers have reimagined the legend through Jewish memory traditions. Through this focus on memory, Jewish adapters of the legend create complex renderings of the Wandering Jew that recognize not only the entanglement of Jewish and Christian memory, but also the impact of that entanglement on Jewish subjects. This book presents a complex, sympathetic, and more fully realized version of the legend while challenging the limits of the presentism of memory studies.

    Description: Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

    Description: In the late nineteenth and early twentieth centuries, working-class people across northern India found themselves negotiating rapid industrial change, emerging technologies, and class hierarchies. In response to these changes, Indian Muslim artisans began publicly asserting the deep relation between their religion and their labor, using the increasingly accessible popular press to redefine Islamic traditions “from below.” Centering the stories and experiences of metalsmiths, stonemasons, tailors, press workers, and carpenters, Pious Labor examines colonial-era social and technological changes through the perspectives of the workers themselves. International Organizations and Research Methods: An Introduction compiles an inventory of the methods developed in the study of IOs under the five headings of Observing, Interviewing, Documenting, Measuring, and Combining.     Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. Grounded in the legislative literature from the United States and Britain, as well as historical accounts and personal interviews, Walking the Gendered Tightrope contributes to the fields of gender and politics, legislative studies, American politics, and British politics.

    Description: Around the world each year, millions of citizens turn out to vote but leave their ballots empty or spoil them. Increasingly, campaigns have emerged that promote “invalid” votes like these. Why do citizens choose to cast blank and spoiled votes? And how do campaigns mobilizing the invalid vote influence this decision? None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country’s democracy.

    Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning. Um movimento de resistência e solidariedade aborda múltiplas facetas de um coletivo social que construiu um poderoso modo de resistência política e cultural acompanhando o ex-presidente Luiz Inácio "Lula" da Silva da vizinhança imediata da prisão. A Vigília Lula Livre foi estabelecida espontaneamente em 7 de abril de 2018 em frente à sede da Polícia Federal em Curitiba. Naquela noite, militantes de esquerda, partidários e partidárias que apoiavam o ex-presidente foram reprimidos pela polícia. Em vez de se sentirem intimidados, estabeleceram um acampamento na rua por cem dias. Então, começaram a organizar manifestações culturais e políticas para expressar sua solidariedade e construir um processo de resistência política original. A Vigília Lula Libre durou 580 dias, desde o momento em que Lula foi preso até sua libertação em 8 de novembro de 2019, deixando centenas de ensinamentos e se inscrevendo na longa tradição de lutas populares no Brasil e na América Latina.

Gracias al esfuerzo personal de académicos como Pablo Alabarces y Simoni Lahud Guedes, hoy se han multiplicado las publicaciones que adscriben a esta comunidad. También ha habido esfuerzos institucionales de múltiples universidades que han contratado académicos e investigadoras y que han financiado estudios, sumado al interés del Consejo Latinoamericano de Ciencias Sociales (CLACSO) por apoyar este trabajo en el continente. Concretamente, el Grupo de Trabajo “Deporte, Cultura y Sociedad" de CLACSO ha generado vínculos entre académicos del continente para continuar con el legado de quienes nos han marcado el camino. Este libro es una muestra de cómo, colaborativamente, se pueden construir investigaciones críticas y enfocadas en la transformación de las desigualdades e injusticias.

    Description: This collection, for the first time, explores women’s self-conceptions and representations of women’s and gender roles in society in their own Expressionist works. How did women approach themes commonly considered to be characteristic of the Expressionist movement, and did they address other themes or aesthetics and styles not currently represented in the canon? Women in German Expressionism centers its analysis on gender, together with difference, ethnicity, intersectionality, and identity, to approach artworks and texts in more nuanced ways, engaging solidly established theoretical and sociohistorical approaches that enhance and update our understanding of the material under investigation. It moves beyond the masculine, “New Man,” viewpoint so firmly associated with German Expressionism and examines alternative, critical, and divergent interpretations of the changing world at the time.     Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Many histories of Ancient Greece center their stories on Athens, but what would that history look like if they didn’t? There is another way to tell this story, one that situates Greek history in terms of the relationships between smaller Greek cities and in contact with the wider Mediterranean. In this book, author Joshua P. Nudell offers a new history of the period from the Persian wars to wars that followed the death of Alexander the Great, from the perspective of Ionia. While recent scholarship has increasingly treated Greece through the lenses of regional, polis, and local interaction, there has not yet been a dedicated study of Classical Ionia. This book fills this clear gap in the literature while offering Ionia as a prism through which to better understand Classical Greece. This book offers a clear and accessible narrative of the period between the Persian Wars and the wars of the early Hellenistic period, two nominal liberations of the region. The volume complements existing histories of Classical Greece. Close inspection reveals that the Ionians were active partners in the imperial endeavor, even as imperial competition constrained local decision-making and exacerbated local and regional tensions. At the same time, the book offers interventions on critical issues related to Ionia such as the Athenian conquest of Samos, rhetoric about the freedom of the Greeks, the relationship between Ionian temple construction and economic activity, the status of the Panionion, Ionian poleis and their relationship with local communities beyond the circle of the dodecapolis, and the importance of historical memory to our understanding of ancient Greece. The result is a picture of an Aegean world that is more complex and less beholden narratives that give primacy to the imperial actors at the expense of local developments.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: Mediterranean in Dis/order reveals the connection between space and politics by examining the role that space has played in insurgencies, conflicts, uprisings, and mobilities in the Mediterranean region. With this approach, the authors are able to challenge well-established beliefs about the power structure of the state across different disciplines (including political science, history, sociology, geography, and anthropology), and its impact on the conception, production, and imagination of space in the broader Mediterranean.     Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. From selected Port Authority successes and failures, Philip Mark Plotch and Jen Nelles produce a significant and engaging account of a powerful governmental entity that offers durable lessons on collaboration, leadership, and the challenge of overcoming complex political challenges in modern America.

    Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. No obstante, los opositores al Movimiento al Socialismo (MAS) desconocieron su victoria argumentando un supuesto fraude y desplegaron una serie de acciones que culminaron en un golpe de Estado perpetrado el 10 de noviembre de 2019. De esta manera finalizó un ciclo político signado por el protagonismo de Evo Morales cuyo modo de acción es analizado e interpretado en estas páginas.No es una biografía ni esboza su pensamiento político, sino que intenta explicar su estilo de gobierno presuponiendo que un estilo designa un conjunto de rasgos peculiares que distinguen un comportamiento.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates.     Description: The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

Traveling enabled men to transgress Syrian norms related to marriage, while Syrian women’s roles in peddling led to more economic autonomy.     Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: When we observe protest marches, striking workers on picket lines, and insurgent movements in the world today, a litany of objects routinely fill our field of vision. Some such objects are ubiquitous the world over, like flags, banners, and placards. Others are situationally unique: Who could have anticipated the historical importance of a flower placed in the barrel of a gun, a flaming torch, a sea of umbrellas, a motorist’s yellow vest, a feather headdress, an AK-47, or a knitted pink hat? This book explores the “stuff” at the heart of protests, revolutions, civil wars, and other contentious political events, with particular focus on those objects that have or acquire symbolic importance. In the context of “contentious politics” (disruptive political episodes where people try to change societies without going through institutions), certain objects can divide and unite social groups, tell stories, make declarations, spark controversy, and even trigger violent upheavals. This book draws together scholars from a variety of fields to discuss symbolic objects in contentious politics: their meanings, uses, functions, and social responses. In bringing these phenomena together, this book offers a serious, distinctive, and cohesive theoretical contribution that draws upon diverse scholarly work in order to form the building blocks for future inquiry in the field. The aim is not merely to “close the gap” in the literature, but to create space in the field for further and more fruitful inquiry.

    Description: Territory is shifting. No longer defined by the dotted line of the border or the national footprint of soil, today’s territories are enacted through data infrastructures. From subsea cables to server halls, these infrastructures underpin new forms of governance, shaping subjects and their everyday lives. Technical Territories moves from masked protestors in Hong Kong to asylum-seekers in Christmas Island and sand miners in Singapore, exploring how these territories are both political and visceral, altering the experience of their inhabitants. Infrastructures have now become geopolitical, strategic investments that advance national visions, extend influence, and trigger trade wars. Yet at the same time, these technologies also challenge sovereignty as a bounded container, enacting a more distributed and decoupled form of governance. Such “technical territories” construct new zones where subjects are assembled, rights are undermined, labor is coordinated, and capital is extracted. The stable line of the border is replaced by more fluid configurations of power. Luke Munn stages an interdisciplinary intervention over six chapters, drawing upon a wide range of literature from technical documents and activist accounts, and bringing insights from media studies, migration studies, political theory, and cultural and social studies to bear on these new sociotechnical conditions.

With the immediate turmoil of World War II over, communism and decolonisation had ended any possibility that Asia could continue to be ignored by Australia. In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness.     Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: South Korea is sometimes held as a dream case of modernization theory, a testament to how economic development leads to democracy. Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea’s advance to democracy was not linear. Instead, while Korea’s national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests by various social movement groups—most importantly, workers and students—that ultimately brought democracy to the country. By using original subnational protest event datasets, government publications, oral interviews, and publications from labor and student movement organizations, Joan E. Cho takes a long view of democratization that incorporates the decades before and after South Korea’s democratic transition. She demonstrates that Korea’s democratization resulted from a combination of factors from below and from above, and that authoritarian development itself was a hidden root cause of democratic development in South Korea. Seeds of Mobilization shows how socioeconomic development did not create a steady pressure toward democracy but acted as a “double-edged sword” that initially stabilized autocratic regimes before destabilizing them over time.

    Description: Al pensar en las formas de la política y las movilizaciones sociales en la Argentina, y en América Latina, se hace necesario enfocar la mirada en las juventudes y sus modalidades de expresión y producción. En efecto, los jóvenes son hoy protagonistas de las principales movilizaciones, impulsando organizaciones y formas de agrupamiento, dinamizando el conflicto social y expresando muchos de los elementos que conforman las agendas públicas de las sociedades contemporáneas. Sobre este tema trata este libro, enfocado en las producciones políticas juveniles de Argentina y América Latina en los últimos años. Para el caso argentino, se realiza un recorrido desde la restauración democrática de 1983 hasta la actualidad cruzando las prácticas políticas producidas desde las juventudes con los discursos y disputas públicas generadas a partir de las mismas. En cuanto a las experiencias latinoamericanas, el libro toma los procesos de movilización y organización juveniles desplegados en Brasil, Chile, Colombia y México. En definitiva, este trabajo está pensado como una contribución a la comprensión de las configuraciones generacionales de la política en la actualidad, en el camino a aportar a la construcción de relaciones intergeneracionales significativas y mejores condiciones de vida para todos. La intención es alimentar la comprensión de las dinámicas políticas en la actualidad y realizar un aporte a la producción de prácticas más potentes y efectivas para la transformación de nuestra sociedad.

    Description: Working for the administration remains one of the most coveted career paths for young Chinese. Rejuvenating Communism: Youth Organizations and Elite Renewal in Post-Mao China seeks to understand what motivates young and educated Chinese to commit to a long-term career in the party-state and how this question is central to the Chinese regime’s ability to maintain its cohesion and survive. Jérôme Doyon draws upon extensive fieldwork and statistical analysis in order to illuminate the undogmatic commitment recruitment techniques and other methods the state has taken to develop a diffuse allegiance to the party-state in the post-Mao era. He then analyzes recruitment and political professionalization in the Communist Party’s youth organizations and shows how experiences in the Chinese Communist Youth League transform recruits and feed their political commitment as they are gradually inducted into the world of officials. As the first in-depth study of the Communist Youth League’s role in recruitment, this book challenges the assumption that merit is the main criteria for advancement within the party-state, an argument with deep implications for understanding Chinese politics today.

    Description: The American presidency has long tested the capacity of the system of checks and balances to constrain executive power, especially in times of war. While scholars have examined presidents starting military conflicts without congressional authorization or infringing on civil liberties in the name of national security, Stuart Streichler focuses on the conduct of hostilities. Using the treatment of war-on-terror detainees under President George W. Bush as a case study, he integrates international humanitarian law into a constitutional analysis of the repercussions of presidential war powers for human rights around the world. Putting President Bush’s actions in a wider context, Presidential Accountability in Wartime begins with a historical survey of the laws of war, with particular emphasis on the 1949 Geneva Conventions and the Nuremberg Tribunal. Streichler then reconstructs the decision-making process that led to the president’s approval of interrogation methods that violated Geneva’s mandate to treat wartime captives humanely. While taking note of various accountability options—from within the executive branch to the International Criminal Court—the book illustrates the challenge in holding presidents personally responsible for violating the laws of war through an in-depth analysis of the actions taken by Congress, the Supreme Court, and the public in response. In doing so, this book not only raises questions about whether international humanitarian law can moderate wartime presidential behavior but also about the character of the presidency and the American constitutional system of government.

    Description: As cartas que compõem o livro “Eu, Minha Tia e o Golpe do Atraso: cartas por ocasião do golpe de 2018 no Brasil" contêm muitos dos meus sentimentos, percepções e apreensões, promovidos pelo processo golpista que derrubou uma presidente eleita legitimamente, com mais de 54 milhões de votos. De verdade elas são diálogos comigo mesmo, ou melhor, mediações que pude externalizar como se “conversasse" com alguém. Exercícios de pensar diante da realidade concreta. O tom jocoso que muitas transparecem foi para atenuar a tensão em que vivemos. Posso dizer-lhes agora: não foi e não está sendo fácil ser contemporâneo do assalto ao poder por uma camarilha de políticos corruptos e com caráter destrutivo, capazes de desconstruir uma sociabilidade mais justa e igual que vinha sendo construída com grande apoio popular. O caráter deles, como disse Walter Benjamin, está na linha da frente dos tradicionalistas. A tudo transforma em mercadorias vendáveis e liquidáveis, pouco se importando que estejam no fundo do mar, nos campos ou nas cidades.

Estos son algunos de los interrogantes que dieron origen a este libro y en relación con los cuales se presentan los resultados de una investigación empírica acerca de las relaciones entre activismo y compromiso militante juvenil durante el kirchnerismo.     Description: Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam's reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam's remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam's remarkable economic performance is to be sustained.

What becomes of men the U.S. locks up and kicks out? From 2009 to 2020, the U.S. deported more than five million people-over 90 percent of them men. In Banished Men, Abigail Andrews and her students tell 186 of their stories. How, they ask, does expulsion shape men's lives and sense of themselves? The book uncovers a harrowing carceral system that weaves together policing, prison, detention, removal, and border militarization to undermine migrants as men. Guards and gangs beat them down, till they feel like cockroaches, pigs, or dogs. Many lose ties with family. They do not go "home." Instead, they end up in limbo: stripped of their very humanity. Against the odds, they fight for new ways to belong. At once devastating and humane, Banished Men offers a clear-eyed critique of the violence of deportation.

    Description: In How Informal Institutions Matter, Zeki Sarigil examines the role of informal institutions in sociopolitical life and addresses the following questions: Why and how do informal institutions emerge? To ask this differently, why do agents still create or resort to informal institutions despite the presence of formal institutional rules and regulations? How do informal institutions matter? What roles do they play in sociopolitical life? How can we classify informal institutions? What novel types of informal institutions can we identify and explain? How do informal institutions interact with formal institutions? How do they shape formal institutional rules, mechanisms, and outcomes? Finally, how do existing informal institutions change? What factors might trigger informal institutional change? In order to answer these questions, Sarigil examines several empirical cases of informal institution as derived from various issue areas in the Turkish sociopolitical context (i.e., civil law, conflict resolution, minority rights, and local governance) and from multiple levels (i.e., national and local).

Therefore, “dialogue” as a profitable exchange based on a common language, without which it is impossible to comprehend and understand one another; and the graphic sign that connotes the conference is the precise transcription of this concept: the title ‘translated’ into signs, derived from the visual alphabet designed for the visual identity of the UID since 2017. There are many topics which refer to three macro sessions: - Witnessing (signs and history) - Communicating (signs and semiotics) - Experimenting (signs and sciences) Thanks to the different points of view, an exceptional resource of our disciplinary area, we want to try to outline the prevailing theoretical-operational synergies, the collaborative lines of an instrumental nature, the recent updates of the repertoires of images that attest and nourish the relations among representation, history, semiotics, sciences.
