    Beschreibung: How can immortality be a curse? According to the Wandering Jew legend, as Jesus made his way to Calvary, a man refused him rest, cruelly taunting him to hurry to meet his fate. In response, Jesus cursed the man to wander until the Second Coming. Since the medieval period, the legend has inspired hundreds of adaptations by artists and writers. Instrument of Memory: Encounters with the Wandering Jew, the first English-language study of the legend in over fifty years, is also the first to examine the influence of the legend’s medieval and early modern sources over the centuries into the present day. Using the lens of memory studies, the work shows how the Christian tradition of the legend centered the memory of the Passion at the heart of the Wandering Jew’s curse. Instrument of Memory also shows how Jewish artists and writers have reimagined the legend through Jewish memory traditions. Through this focus on memory, Jewish adapters of the legend create complex renderings of the Wandering Jew that recognize not only the entanglement of Jewish and Christian memory, but also the impact of that entanglement on Jewish subjects. This book presents a complex, sympathetic, and more fully realized version of the legend while challenging the limits of the presentism of memory studies.

    Beschreibung: This open access book by Nils Karlson explores the strategies used by left- and right-wing populists to make populism intelligible, recognizable, and contestable. It presents a synthesized explanatory model for how populists promote autocratization through the deliberate polarization of society. It traces the ideational roots of the core populist ideas and shows that these ideas form a collectivistic identity politics. Karlson argues that to fight back requires the revival of liberalism itself by defending and developing the liberal institutions, the liberal spirit, liberal narratives, and liberal statecraft.  The book also presents and discusses an extensive list of counterstrategies against populism.  Written within the tradition of political theory and institutional economics, this book uses a wide variety of sources, including results and analyses from social psychology, ethics, law, and history.

    Beschreibung: This open access book explores knowledge practices by five women from different European contexts. Contributors document, analyze, and discuss how women employed practices of privacy to pursue knowledge that did not necessarily conform with the curriculum prescribed for them. The practices of Jane Lumley in England, Camila Herculiana in Padua, Victorine de Chastenay in Paris, as well as Elisabeth Sophie Marie and Philippine Charlotte in Brunswick-Wolfenbüttel, will help us to exemplify the delicate balance between audacity and obedience that women had to employ to be able to explore science, literature, philosophy, theology, and other types of learned activities. Cases range from the sixteenth to the nineteenth century, presenting continuities and discontinuities across temporal and geographical lines of the strategies that women used to protect their knowledge production and retain intact their reputations as good Christian daughters, wives, and mothers. Taken together, the essays show how having access to privacy—the ability to regulate access to themselves while studying and learning—was a crucial condition for the success of the knowledge activities these women pursued. This is an open access book.

    Beschreibung: Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

    Beschreibung: In the late nineteenth and early twentieth centuries, working-class people across northern India found themselves negotiating rapid industrial change, emerging technologies, and class hierarchies. In response to these changes, Indian Muslim artisans began publicly asserting the deep relation between their religion and their labor, using the increasingly accessible popular press to redefine Islamic traditions “from below.” Centering the stories and experiences of metalsmiths, stonemasons, tailors, press workers, and carpenters, Pious Labor examines colonial-era social and technological changes through the perspectives of the workers themselves. As Amanda Lanzillo shows, the colonial marginalization of these artisans is intimately linked with the continued exclusion of laboring voices today.     Beschreibung: Around the world each year, millions of citizens turn out to vote but leave their ballots empty or spoil them. Increasingly, campaigns have emerged that promote “invalid” votes like these. Why do citizens choose to cast blank and spoiled votes? And how do campaigns mobilizing the invalid vote influence this decision? None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country’s democracy.

    Beschreibung: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning.     Beschreibung: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Beschreibung: Many histories of Ancient Greece center their stories on Athens, but what would that history look like if they didn’t? There is another way to tell this story, one that situates Greek history in terms of the relationships between smaller Greek cities and in contact with the wider Mediterranean. In this book, author Joshua P. Nudell offers a new history of the period from the Persian wars to wars that followed the death of Alexander the Great, from the perspective of Ionia. While recent scholarship has increasingly treated Greece through the lenses of regional, polis, and local interaction, there has not yet been a dedicated study of Classical Ionia. This book fills this clear gap in the literature while offering Ionia as a prism through which to better understand Classical Greece. This book offers a clear and accessible narrative of the period between the Persian Wars and the wars of the early Hellenistic period, two nominal liberations of the region. The volume complements existing histories of Classical Greece. Close inspection reveals that the Ionians were active partners in the imperial endeavor, even as imperial competition constrained local decision-making and exacerbated local and regional tensions. At the same time, the book offers interventions on critical issues related to Ionia such as the Athenian conquest of Samos, rhetoric about the freedom of the Greeks, the relationship between Ionian temple construction and economic activity, the status of the Panionion, Ionian poleis and their relationship with local communities beyond the circle of the dodecapolis, and the importance of historical memory to our understanding of ancient Greece. The result is a picture of an Aegean world that is more complex and less beholden narratives that give primacy to the imperial actors at the expense of local developments.

    Beschreibung: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Beschreibung: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Beschreibung: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Beschreibung: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Beschreibung: The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. From selected Port Authority successes and failures, Philip Mark Plotch and Jen Nelles produce a significant and engaging account of a powerful governmental entity that offers durable lessons on collaboration, leadership, and the challenge of overcoming complex political challenges in modern America.

    Beschreibung: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. Grounded in the legislative literature from the United States and Britain, as well as historical accounts and personal interviews, Walking the Gendered Tightrope contributes to the fields of gender and politics, legislative studies, American politics, and British politics.

    Beschreibung: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates.     Beschreibung: The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

    Beschreibung: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Beschreibung: When we observe protest marches, striking workers on picket lines, and insurgent movements in the world today, a litany of objects routinely fill our field of vision. Some such objects are ubiquitous the world over, like flags, banners, and placards. Others are situationally unique: Who could have anticipated the historical importance of a flower placed in the barrel of a gun, a flaming torch, a sea of umbrellas, a motorist’s yellow vest, a feather headdress, an AK-47, or a knitted pink hat? This book explores the “stuff” at the heart of protests, revolutions, civil wars, and other contentious political events, with particular focus on those objects that have or acquire symbolic importance. In the context of “contentious politics” (disruptive political episodes where people try to change societies without going through institutions), certain objects can divide and unite social groups, tell stories, make declarations, spark controversy, and even trigger violent upheavals. This book draws together scholars from a variety of fields to discuss symbolic objects in contentious politics: their meanings, uses, functions, and social responses. In bringing these phenomena together, this book offers a serious, distinctive, and cohesive theoretical contribution that draws upon diverse scholarly work in order to form the building blocks for future inquiry in the field. The aim is not merely to “close the gap” in the literature, but to create space in the field for further and more fruitful inquiry.

    Beschreibung: Territory is shifting. No longer defined by the dotted line of the border or the national footprint of soil, today’s territories are enacted through data infrastructures. From subsea cables to server halls, these infrastructures underpin new forms of governance, shaping subjects and their everyday lives. Technical Territories moves from masked protestors in Hong Kong to asylum-seekers in Christmas Island and sand miners in Singapore, exploring how these territories are both political and visceral, altering the experience of their inhabitants. Infrastructures have now become geopolitical, strategic investments that advance national visions, extend influence, and trigger trade wars. Yet at the same time, these technologies also challenge sovereignty as a bounded container, enacting a more distributed and decoupled form of governance. Such “technical territories” construct new zones where subjects are assembled, rights are undermined, labor is coordinated, and capital is extracted. The stable line of the border is replaced by more fluid configurations of power. Luke Munn stages an interdisciplinary intervention over six chapters, drawing upon a wide range of literature from technical documents and activist accounts, and bringing insights from media studies, migration studies, political theory, and cultural and social studies to bear on these new sociotechnical conditions.

In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness. In answering these questions, this book tells the story of how an insular society, deeply scarred by the turbulence of war, chose to face its regional future.

    Beschreibung: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Beschreibung: South Korea is sometimes held as a dream case of modernization theory, a testament to how economic development leads to democracy. Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea’s advance to democracy was not linear. Instead, while Korea’s national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests by various social movement groups—most importantly, workers and students—that ultimately brought democracy to the country. By using original subnational protest event datasets, government publications, oral interviews, and publications from labor and student movement organizations, Joan E. Cho takes a long view of democratization that incorporates the decades before and after South Korea’s democratic transition. She demonstrates that Korea’s democratization resulted from a combination of factors from below and from above, and that authoritarian development itself was a hidden root cause of democratic development in South Korea. Seeds of Mobilization shows how socioeconomic development did not create a steady pressure toward democracy but acted as a “double-edged sword” that initially stabilized autocratic regimes before destabilizing them over time.

Rejuvenating Communism: Youth Organizations and Elite Renewal in Post-Mao China seeks to understand what motivates young and educated Chinese to commit to a long-term career in the party-state and how this question is central to the Chinese regime’s ability to maintain its cohesion and survive. Jérôme Doyon draws upon extensive fieldwork and statistical analysis in order to illuminate the undogmatic commitment recruitment techniques and other methods the state has taken to develop a diffuse allegiance to the party-state in the post-Mao era. He then analyzes recruitment and political professionalization in the Communist Party’s youth organizations and shows how experiences in the Chinese Communist Youth League transform recruits and feed their political commitment as they are gradually inducted into the world of officials. As the first in-depth study of the Communist Youth League’s role in recruitment, this book challenges the assumption that merit is the main criteria for advancement within the party-state, an argument with deep implications for understanding Chinese politics today.

    Beschreibung: The American presidency has long tested the capacity of the system of checks and balances to constrain executive power, especially in times of war. While scholars have examined presidents starting military conflicts without congressional authorization or infringing on civil liberties in the name of national security, Stuart Streichler focuses on the conduct of hostilities. Using the treatment of war-on-terror detainees under President George W. Bush as a case study, he integrates international humanitarian law into a constitutional analysis of the repercussions of presidential war powers for human rights around the world. Putting President Bush’s actions in a wider context, Presidential Accountability in Wartime begins with a historical survey of the laws of war, with particular emphasis on the 1949 Geneva Conventions and the Nuremberg Tribunal. Streichler then reconstructs the decision-making process that led to the president’s approval of interrogation methods that violated Geneva’s mandate to treat wartime captives humanely. While taking note of various accountability options—from within the executive branch to the International Criminal Court—the book illustrates the challenge in holding presidents personally responsible for violating the laws of war through an in-depth analysis of the actions taken by Congress, the Supreme Court, and the public in response. In doing so, this book not only raises questions about whether international humanitarian law can moderate wartime presidential behavior but also about the character of the presidency and the American constitutional system of government.

    Beschreibung: This Open Access edited collection calls for a greater understanding of ‘the local’ within the ways the arts, culture and creative practices are governed, promoted, regulated, resourced and valued. Cultural policy studies tends to privilege the national (and international) as the primary site at which cultural policy is enacted, and focuses on the ‘local’ as a case study of practice, rather than a site of policy in its own right. While this may make global policy transfer manageable for national policy agencies, it ignores the contingent relationships, diverse geographies and distinct identities of localities. This volume addresses this gap and is structured around three themes: disciplining the local, which examines key concepts from different academic fields of study; managing the local, which identifies policy approaches that engage with the idea of ‘the local’ in different ways; and practising the local, which offers case studies of how ‘local’ cultural policies are being enacted in places of differing scale and geography.

    Beschreibung: Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam's reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam's remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam's remarkable economic performance is to be sustained.

Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential.     Beschreibung: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

    Beschreibung: Citizens in democracies complain that political parties’ positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming clear policies or because they deliberately blur their positions? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs position stances when voters do not acknowledge that the party has the ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters’ attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.

    Beschreibung: This open access book is the product of three years of academic research that has been carried out in the EU-funded Jean Monnet Network on “Post-Truth Politics, Nationalism and the Delegitimation of European Integration” since 2019. Drawing on the multidisciplinary expertise of the network’s members, the book explores the impact of the phenomenon of post-truth politics on European integration and the European Union. It places particular emphasis on how post-truth politics has played out in the public sphere and asks what impact the phenomenon has had on public deliberation, but reflects also on its implications for democracy in a wider sense. Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.

    Beschreibung: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East’s only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government’s ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Beschreibung: While the literature on “new institutionalism” explains the stability of institutional arrangements within countries and the divergence of paths of institutional development between countries, Federico Ferrara takes a “historical institutionalist” approach to theorize dynamic processes of institutional reproduction, institutional decay, and institutional change in explaining the development of political institutions. Ferrara synthesizes “power-based” or “power-distributional” explanations and “ideas-based” “legitimation explanations.” He specifies the psychological “microfoundations” of processes of institutional development, drawing heavily from the findings of experimental psychology to ensure that the explanation is grounded in clear and realistic assumptions regarding human motivation, cognition, and behavior. Aside from being of interest to scholars and graduate students in political science and other social-scientific disciplines whose research concentrates on the genesis of political institutions, their evolution over time, and their impact on the stability of political order and the quality of governance, the book will be required reading in graduate courses and seminars in comparative politics where the study of institutions and their development ranks among the subfield’s most important subjects.

    Beschreibung: Opposing Power argues that perceptions of regime vulnerability and mutual dependency by opposition elites shape the building of opposition alliances. When electoral autocracies are consistently dominant, opposition parties eschew fully fledged alliances. At best, they allocate only one candidate to contest against the incumbent in each subnational electoral district to avoid splitting the opposition vote. However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.

    The Politics of Bad Governance in Contemporary Russia (2022)

    Beschreibung: In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.
