    Notes: Residential satisfaction is not only an important component of individuals' quality of life but also determines the way they respond to residential environment. An understanding of the factors that facilitate a satisfied or dissatisfied response can play a critical part in making successful housing policies. This study reinvestigates the effects of housing, neighborhood, and household characteristics on individuals' satisfaction with both dwelling and neighborhood, in order to reconcile the inconsistencies in the previous research. The empirical analysis uses data drawn from the American Housing Survey (AHS) and ordered logit models (OLM). OLM is more appropriate than the widely-used regression technique in such analysis due to the ordinal nature of the dependent variables representing satisfaction. The results show that residential satisfaction is a complex construct, affected by a variety of environmental and socio-demographic variables. While the actual effects of the variables by and large confirm earlier findings in the literature, significant differences between the results from the OLM and regression models were found. This indicates that regression models should be used with caution and their results accepted with a grain of salt.

    Notes: Open economy multipliers, at the community level, capture only a portion of the system-wide impact of changes in local autonomous spending. Multiplier effects for the central place system will include the community-specific multiplier, where the autonomous expenditure was initiated, plus all of the cross-community multiplier effects generated through linkages among communities in the hierarchy. Import leakages, in the form of shopping at higher levels, result in “filtering up” of expenditure increases initiated at lower levels of the system.In an earlier paper (Olfert and Stabler 1994), community-level multipliers for a central place system in the Great Plains were estimated. In this paper, the distribution of direct and induced spending, resulting from autonomous spending increases initiated at particular levels of a central place hierarchy, is derived and empirically estimated over all levels of the hierarchy. Building on (1) own-community level multipliers, (2) an exhaustive set of cross-community multipliers are derived and empirically estimated. The combination of own- and cross-community multipliers produces (3) system-wide multipliers that show the system-wide impact of spending initiated at any level in the hierarchy. Finally, (4) level-specific impact multipliers resulting from autonomous spending originating at any (every) level in the system are calculated.Results indicate that the induced impact of autonomous expenditure increases anywhere in the system will be the greatest at the top of the hierarchy, that autonomous increases at higher levels have a larger local impact than they do at lower levels, and that equal expenditure increases across the hierarchy will have a disproportionate impact at the top of the hierarchy, as well, dueto a combination of higher own-community multipliers and spending up the hierarchy by residents of lower level centers.

    Notes: Utilizing newly assembled data on per capita metropolitan investments from the Census of Governments - Finance Statistics, this paper assesses the effects of local (i.e., non-state and non-federal) government investments in public capital on metropolitan factor productivity. Differences in productivity across metropolitan areas are modeled as a Hicks-neutral production function shifter, and the analysis covers 261 metropolitan areas of the United States for the period 1977 to 1992. These findings indicate that there is no significant relationship between levels of public capital investments and the levels of metropolitan productivity for the periods 1977, 1982, 1987, and 1992; however, a positive and significant relationship is found between the growth rate of local government investments in public capital and the growth rate of metropolitan productivity for the fifteen-year period.

    Notes: Differences in test-taker perceptions between overt and personality-based integrity tests were examined. Following administration of both types of integrity tests, 255 undergraduate students provided ratings of perceived face validity and perceived predictive validity. Following receipt of actual test scores, 126 test takers participated in a second phase of the study in which they reported perceptions of distributive justice. Test takers perceived overt integrity tests as having greater face validity and predictive validity than personality-based integrity tests. Perceptions of job-relatedness were not strongly related to test performance on either test type. Distributive justice perceptions were related to test performance, but not type of integrity test.

    Notes: The Graduate Management Admission Test (GMAT) has been shown to be a valid predictor of Masters of Business Administration (MBA) performance in the USA, but no UK validity studies have been published. This study uses a large sample of UK MBA students to examine the validity and fairness of GMAT. It is found that GMAT-Verbal is a good predictor of MBA examination performance but GMAT-Quantitative is not. It is also found that both components are unfair to native English speakers. The reasons for these findings are to be found in the nature of the criterion employed. Some observations are made regarding the consequences for best practice of the competitive and political context of MBA selection.

    Notes: This study aims to shed light on possible problems of assessment center users and designers when developing and implementing assessment centers. Semi-structured interviews with a representative sample of assessment center users in Flanders revealed that, besides a large variability in assessment center practice, practitioners experience problems with dimension selection and definition, exercise design, line/staff managers as assessors, distinguishing between observation and evaluation, and with the content of assessor training programs. Solutions for these problems are suggested.

    Notes: The application form currently used in police officer recruitment neither measures competencies necessary ‘on the job’, nor screens out inappropriate applicants. To improve this situation, a competency-based application form was developed and trialled in three police forces. Results were compared with those obtained via the assessment centre acting as the first competency screening stage of the current selection process.A high level of correspondence was found between the two sets of results raising a query as to whether the application form could be a valid replacement for the assessment centre. A future validation study, in which the performance of recruited police officers is compared with application form results, will better answer this question. In the meantime, it is proposed that the competency-based application form questions are incorporated into the current form to reduce the number of inappropriate applicants reaching expensive, labour-intensive stages of the selection process.

    Notes: In light of changing demographics one of the biggest future challenges for selection and promotion will be identifying individuals who are able to effectively work with dissimilar others and are receptive to differences in others. Since a reliable and valid measure of individuals’ receptiveness to dissimilar others does not currently exist, a biodata-based measure of this construct was developed using traditional scale development techniques. Evidence of the new measure’s reliability and validity are provided. Implications for theory-building and future research are presented, as well as potential applications for selection and assessment.

    Notes: The relationship between individual difference variables and the contribution to team functioning was examined in 58 members of management teams. Extraversion and self-efficacy for working in teams were related to attraction to the team, which in turn was related to a rating of team effectiveness. Extraversion was also related directly to team effectiveness. The relationship between conscientiousness and team functioning was not clear. The results are considered supportive for the validity of self-efficacy for teams and extraversion as indicators of the ability and propensity of individuals to contribute to the functioning of management teams.

    Notes: Foreign exports are claiming growing shares of US. state economic production. While growth of foreign exports is often cited as a driving force for state economic growth, little attention has been paid in prior research to the issue of Granger causality between foreign exports and economic performance at the state level. This study examines Granger causality between foreign manufacturing export growth and state manufacturing performance during the period from 1980 to 1991. Results indicate that, at the aggregate level, there is a bi-directional Granger causal relationship between foreign exports and state manufacturing activity. Among the individual industrial sectors, results are more mixed, however, with sectors displaying either export-led growth, reverse Granger causality, or in some instances, negative Granger causality.

    Notes: A modification of the Boamet model of local economic change is developed that links the growth of urban nodes in functional economic regions to employment and population change in the rural hinterlands of these regions. The two-equation model uses labor market and residential zone observations that are consistent with commuter fields around each rural community in the regions studied. The model parameters are estimated for 204 Danish rural municipalities, for 3515 rural communes in six regions of Eastern France, and for 268 rural census tracts in South Carolina. Results indicate that urban nodal spread effects are often significant and tend to dominate urban backwash impacts on rural communities. Accordingly, rural communities need to be concerned with the economic fortunes of their urban nodes and with policies that affect the pattern of urban growth between urban center and the urban fringe.

    Notes: Several empirical studies have estimated the value of agricultural land as open space to local residents. An important goup of individuals that may be affected by the loss of agricultural land are visitors to a region. The value of ranchland to tourists visiting a resort town in the Rocky Mountains is estimated through a travel cost model that combines information on observed behavior data from actual trips with contingent behavior data on intended current visitation if the resource were converted to urban and resort uses. The value of ranch open space to tourists is the gain or loss in consumer surplus derived from a visit to the study area attributable to the resource. A random effects Poisson regression model is estimated because of the panel nature of the data, accounting for the correlation of the multiple responses from heterogeneous individuals. Twenty-five percent of the sample would reduce visitation and 23 percent of the sample would increase visitation if ranch open space were converted to urban and resort uses. The overall effect of converting ranch open space to resort and urban uses is no net change in average consumer surplus per trip for summer tourists in general.

    Notes: The welfare effects of public versus private waste disposal with and without flow controls are analyzed. The pricing of private waste disposal services is modeled as being bounded above by the public entity's average disposal cost, but constrained by potential entry of private competitors. It is found that once a publicly owned disposal facility has been built, waste generators are almost always better off if their local government has flow control authority. This results from the necessity of covering the fixed costs of the public facility once it has been built, in conjunction with the expected pricing behavior of private firms.

    Notes: This paper positions time in the center of spatial economic analysis, with a particular view on travel speed in transport behavior. The issue of ‘slow motion’ is at present very timely and has led to a new concept in transport analysis, viz. ‘time pioneer’. Such a person is prepared to give up part of his scarce time for other, as yet unknown purposes. This attitude might generate ‘slow motion’ behavior. The paper aims to critically review the concept of a time pioneer from a broad perspective on the socio-economic meaning of time in our globalizing society. The viability of time pioneering behavior is next empirically tested by means of an extensive survey among travelers in the Netherlands. A new modeling experiment, viz. rough set analysis, is carried out in order to deal with empirical survey data in a smallsample context. On the basis of the empirical results, it is concluded that, while ‘slow motion’ is seemingly an appealing socio-psychological travel mode, the share of time pioneers among actual travelers is rather low.

    Notes: Traditional explanations of interaction (trade) in city systems fail to capture the breadth and complexity of extraregional markets in the producer services. Building on market-process theory, which argues that markets are adaptive and rarely in equilibrium, the development of extraregional trade in the producer services was investigated as a form of firm-level entrepreneurship. While firms' entrepreneurial behaviors are influenced by a variety of internal characteristics, such as entrepreneurial spirit, size, age, and ownership, it is argued that a firm's location is an important conditioning factor on the degree of success it achieves with market expansion. The hypothesis is evaluated using spatial market extent data developed from a survey of 615 producer service firms located in 16 Midwest cities. A firm's degree of entrepreneurship is indexed by a qualitative assessment of its marketing activities, ranging from “aggressive” to “none.” Cox proportional hazards models, in a spatial-analog of survival analysis, were used to examine the influence of entrepreneurship on the spatial extents of firms' markets. The results confirm that location, more so than firm size or age, has a significant influence on the spatial extent of a firm's extraregional trade. The influence of location is generally complex: surfacing directly as a market scale effect, and indirectly as a conditioning factor on the success of a firm's entrepreneurial behavior. The results suggest that extraregional trade in producers services is predicated on more than just production cost (i.e., internal or external scale economies) or distribution cost (i.e., distance) factors, and that behavioral theories of the market can provide meaningful insight into the geography of market interaction.

    Notes: Land use planning often is implemented to control development on forests and farmland, but its impact on land use remains untested. Previous studies evaluating such programs have relied on anecdotal evidence rather than on data describing actual land use change. A model of land use is specified as a function of socioeconomic factors, land rent, and landowners' characteristics, to examine how well Oregon's land use planning program has protected forests and farmland from development. The empirical model describes the probability that forests and farmland in western Oregon and western Washington were developed to residential, commercial, or industrial uses, before and after Oregon's land use planning program took effect. Land use data are provided by the USDA Forest Service's Forest Inventory and Analysis program. Results suggest that Oregon's land use planning program has concentrated development within urban growth boundaries since its implementation, but its success at reducing the likelihood of development on resource lands located within forest use and exclusive farm use zones remains uncertain.

    Notes: The relation between biomedical firms and their metropolitan region location in Atlanta, Georgia is examined as an empirical test of both innovative milieu agglomeration theory and place specific strategies for life science companies in the Deep South. This sectoral analysis utilizes questionnaires and targeted interviews to highlight the economic development role of real estate in suburban employment and residence sites (SEARS) and the intra-metropolitan directional migration of firms. Clustering of related industries is fostered by a shortage of appropriately configured laboratory and office space at the intermediate stage of the business growth cycle, encouraging information sharing and cooperative behavior via proximity by necessity. Lack of a key networking individual or mediating organization critically retards development of this potential growth engine.

    Notes: This study employs a dynamic computable general equilibrium (CGE) model of Ohio to evaluate the effect of a state corporate tax cut. The innovative features of this study are (1) the use of the cost of capital concept, (2) dynamic adjustment mechanisms in factor markets, and (3) incorporation of public goods in the household utility function and firms' production functions. The model results indicate that the stimulatory effects of tax cuts for economic development are muted when effects of public expenditures on the productivity of private capital and the migration of households are taken into account. This is because the reduction in public expenditure due to the tax cut implies (1) lower productivity for private industries and (2) lower levels of labor in-migration during the initial several periods after the policy shock as compared to the pre-policy sequence of equilibria. This study shows that evaluation of tax policy without simultaneously considering the effect of public goods can be misleading.

    Notes: The use of interim managers by companies is increasing, and reasons for this trend are discussed. A study is reported in which the normative personality make-up of a group of interim managers is compared with that of a general sample of UK managers. Ninety-four interim managers completed the revised PA Preference Inventory (PAPI-N) and the results are compared with those from a general UK managerial sample. Statistically significant differences are reported for 12 out of 20 scales, with nine of the effect sizes ≥ 0.5. Results are also compared with a priori job expert predictions. Of nine predictions that interim managers would differ from the general management norm, seven are consistent with the statistical findings. Practical and methodological implications of the findings, and their relation to the ‘Big Five’, are discussed, together with broader implications for the study of workers in new and emerging forms of employment. The findings are also interpreted in the particular context of interim management roles.

    Notes: Evidence based on a survey of professional firms and in-depth interviews with decision-makers responsible for selection examines the most frequently used and valued methods for hiring qualified professional staff in a sample of Scottish accountancy, architecture, law, and surveying practices. The survey suggests an emphasis on personality, work experience and general attributes for senior posts, and that high value is placed on interviews and informal sources of information in assessing these qualities. Firm characteristics and context, particularly size of practice, the role of the partner in the selection process, labour supply, and perception of recruitment difficulties are shown to be related to the type of selection method used. Consistent with the view of selection as a social process, the case study evidence suggests that ‘informality’ may play an important role when partners responsible for selection have long tenure with their firm and when firms experience recruitment difficulties. More generally, informal networks and interview processes may act as effective information and communication vehicles for small and medium-sized professional practices.

    Notes: This study highlights an approach to the development of performance and predictor constructs that has the potential to permit context and culture relevant selection. Task, contextual and adaptive measures of performance were used as criterion data in a selection study involving 325 staff in the hotel industry. Construct-oriented biodata were developed to predict adaptive and contextual performance and the validities were contrasted with measures of cognitive ability and personality. The results provided construct support for the separation of adaptive performance from task and contextual performance and for the predictive validity of change-related biodata after controlling for cognitive ability. The pattern of correlations among the personality measures, biodata scales and cognitive tests supported the construct validity of the biodata scales. Results are discussed in relation to the context in which the data were collected, and the general relevance of the procedure across countries or cultures.

Just five major or acquiring unions were responsible for absorbing 79% of all transfers to TUC affiliated unions between 1978 and 1994.     Notes: Interest in the use of adjustment models has recently increased as analysts have come to see the value of these models in the study of regional growth processes. Adjustment models are especially useful in clarifying the nature and direction of population-employment interactions. However, other models of regional growth suggest that employment should not be treated as a single homogeneous variable, as is the usual assumption in regional adjustment models. This paper looks at the issue of employment disaggregation, and suggests that adjustment models can be alternatively specified by making use of economic base theory to separate employment into at least two broad sectors. Alternative economic base specifications are tested using data for the nonmetropolitan counties (n=254) of the US. Rocky Mountain West during a recent time period. The results show that an economic base version of the adjustment model provides insights to regional change that are not available from the traditional version of the model.

    Notes: Fiscal devolution fiom federal to state jurisdictions gives states more authority but also more responsibility for redistributing and stabilizing income. Both the revenue and expenditure sides of a state's budget are affected. This paper describes a social accounting matrix approach to documenting multi-regional, multi-jurisdiction fiscal accounts, called a fiscal SAM. Two of the many potential uses of a fiscal SAM are demonstrated. First, a fiscal SAM of rural, urban, and metro areas of Iowa is used directly to describe and compare the benchmark net fiscal situations of interdependent regions. Second, it is used to analyze the impacts of an economic downturn under a block-grant welfare system.Substate regions are relatively more specialized than state or national economies. Thus, for example, shocks to agriculture will directly affect agriculture-dependent counties more than other types of counties. Substate regions are also more interdependent than states, as well as more open than the nation as a whole. This means that indirect and spatial spillover effects of fiscal and other exogenous changes can be surprisingly large between counties. Here, analysis of fhe multipliers highlights the relative intensities of within and across-region effects of changes in the form of intergovernmental transfers. The multiplier simulation estimates the relative impacts and spillover effects of economic shocks under the new regime.

    Notes: Many counties in the mountainous areas of the western U.S. are experiencing rapid growth in population and income, even though extractive industries that served historically as their primary economic base are in decline. The purpose of this paper is to establish statistically the spatial determinants of population, employment, and income densities in 86 rural mountain counties and any changes in those determinants between 1985 and 1994. The results of this analysis indicate that densities are oriented to regional metropolitan centers and critical amenities such as ski areas, national parks, and universities or colleges. Negatively sloped density gradients with respect to distance from regional metropolitan centers suggest that the densities of settlement patterns beyond metropolitan boundaries are analogous to those within metropolitan areas relative to urban centers. In short, a tension apparently exists in locational choice; residents of the Mountain West desire to live near the beauties and amenities of the mountain landscape but do not want to entirely sever their urban ties. Because amenities are the primary attraction of mountain counties rather than employment in locationally dependent industries, at least some migrants must have relatively footloose forms of income.

    Notes: This paper examines the competitive characteristics of small and medium-sized manufacturing firms (SMFs) in a Canada-U.S. crossborder region (the Niagara Frontier). Particular attention is given to the innovation and business performance of comparably-sized firms on both sides of the border. The results of two firm-level surveys are presented. A comparative analysis of the two groups suggests that Canadian Sh4Fs exhibit significantly stronger export and innovation performance than their US. counterparts. The results also suggest that U.S. firms face tougher competitive difficulties arising fiom specific national and regional circumstances, including shortages of skilled labor, higher corporate tax rates, rising import competition, and a more complex regulatory environment. The implications of the empirical results are discussed in the context of policy options for regional economic development in crossborder zones such as the Niagara Frontier

    Notes: Previous research has suggested that the quality of judgmental validation criteria may improve depending on the increase of opportunity for the rater to observe ratees’ job performances. This study investigated whether the validity of an assessment centre increases with opportunity to observe. Subjects were engineers and applied scientists from the Research and Development (R&D) units of seven German high-technology companies.A total of 6 personality scales, 10 cognitive ability tests and 9 work samples was administered to 155 subjects. Performance appraisals were collected from their supervisors. Assessors were trained organizational psychologists who were not members of the participating organizations. A total score (‘assessment centre score’) was computed by averaging the 25 predictors after standardization of each predictor. The (uncorrected) validity of this assessment centre was r = 0.37. In addition, opportunity to observe (i.e. amount of time the performance rater was the ratee’s supervisor) emerged as a moderator: for example validities were r = 0.09 (opportunity to observe ≤ 2 years) and r = 0.50 (opportunity to observe〉 2 years).

    Notes: Although empirical keying has been the most popular scoring strategy with biodata, researchers have increasingly argued that rational approaches are better for advancing theory. Higher validities and less faking with empirical keys, however, have made many reluctant to abandon them. Research in the personality field provided support for the notion that many rational biodata scales may be multi-faceted. Development of more specific scales was suggested as a technique for creating rational scales with validities that more closely approximate that of empirical keys. Three different strategies (rational, internal, and external/empirical) were used in the scoring of a biodata inventory for use with mechanical equipment franchise owners. The rational and internal approaches were investigated within two samples and at two levels - very specific constructs and global constructs. In addition, two types of criteria were used, including an objective measure of sales and supervisory performance ratings. The specific rational scales were as predictive as the empirical item key. Strategies for developing and scoring a biodata form using a rational approach are discussed.

    Notes: Background data, or life history measures, ask people to recall and report prior behavior and experiences. Although these measures have been found to be effective predictors of performance, little is known about the characteristics of items contributing to accurate reporting and good recall. Accordingly, 153 undergraduates were asked to work on a complex, computer-based ‘in-basket’ task. In working through this task, objective indices of their activities were obtained. After completing this task, subjects were asked to answer a set of background data items describing their behavior and experiences during task performance. Additionally, they were asked to return one week later and, again, answer the background data questions. Indices of accuracy and recall consistency were obtained for various item types. In accordance with the literature of autobiographical memory, it was found that people could consistency recall and accurately report general summaries of activities and their reactions to the task. More specific actions or behaviors that were not linked to goals were not accurately and consistently recalled. The implications of these findings for the development and application of background data measures are discussed.

    Notes: The Learning Style Questionnaire (LSQ) developed by Honey and Mumford (1986) is one of several measures of individual learning style. Despite its popularity in the UK there is little published evidence for construct validity. This survey of 329 British managers used cluster and factor analysis to assess the validity of the LSQ. Cluster analysis revealed learning style profiles dominated by Reflector/Theorist traits. The factor structure of the LSQ does not cleanly reflect the four-stage Learning Cycle relied upon for a theoretical foundation. The observed structure is more indicative of a three-stage learning cycle of Action, Reflection and Planning.

    Notes: The process of organisational change in the public sector has led to a restructuring of the employment relationship in a context of budgetary constraints, the introduction of performance indicators and the development of new management strategies. The pace of change has been uneven and mediated by service cultures that have been resistant to innovation. Our case study of a metropolitan fire brigade explores these issues and suggests that financially driven organisational change has a major impact on industrial relations and that trade union organisation rooted in workplace culture can provide a significant challenge to restructuring.

    Notes: The essence of capital charging is very simple: namely, that the costs of capital facilities should be rendered explicit. Such transparency is intended to introduce new discipline to decisions about the acquisition, use and disposal of publicly financed assets. Implementation of capital charging in New Zealand and the United Kingdom in the 1990s has focused attention on practical issues, notably the valuation basis and the relationship of funding and capital charging systems. Capital charging will be extended to the UK central government sector in 2001–02, the year in which Resource (i.e. accruals) Budgeting becomes operational. This article relates experience to date to the specific circumstances of asset-intensive areas of central government and of public services beyond the central government boundary. Capital charging should be seen as a VFM tool, the use of which will be conditioned both by the size and nature of asset holdings and by the context established by other New Public Management reforms, such as purchaser/provider separation.

    Notes: This study reports on budgetary reforms in the Dutch health care and higher education sector in the last twenty years. Comparisons between the two sectors reveal that not all reforms adhere to the principles of New Public Management. New budget systems in both sectors are mixed systems, with university budgets developing from input to more output based systems and hospital budgeting systems from output to more input oriented systems. More output-based budget systems appear to stimulate production, contradicting government's policy of cost reduction. The most effective reform measures turn out to be those who are best aligned with opinions and attitudes of medical and academic professionals.

    Notes: The paper applies institutional theory to analyse the changing role of accounting and contracting in UK local government as the compulsory competitive tendering (CCT) regime was extended to white-collar activities such as housing management, finance, legal services and information technology. Employing an organizational fields model, accounting changes were seen to be influenced by a combination of legal coercion, normative and competitive forces, the resistance and manipulation of the large local authorities together with the facticity of the new accounting and contracting regimes. The theoretical framework is applied to field-work carried out in a large metropolitan authority in the north of England where CCT methodologies directly affected housing management but not other services such as finance. Although resisting CCT for finance, the authority subsequently introduced a radical scheme of voluntary competitive tendering for selected finance processes. The paper examines how accounting and contracting may be adapted to emerging trends in the New Public Management associated with Best Value policies.

    Notes: There is an international tendency to replace governmental funding based on fixed grants by different reforms implying accountable management methods. In this article we focus on the implementation problems of New Public Management reforms in the Norwegian hospital sector. These reforms are built on a belief that more accountable methods will improve efficiency and better resource allocation. The term New Public Management includes different cost-improvement programmes like Prospective Payment Systems, which were introduced as a new basis of funding in four Norwegian hospitals during a three year experimental period. The studies presented here support the findings from similar reforms in other countries, stating that there are very few, if any, documented efficiency gains by these reforms. The explanation may be that the reforms have disregarded the importance of internal organisational processes, like high quality management, communication and participation as parts of the implementation phases.

    Notes: This study examines ways in which the scale economies of charities can be measured and investigates the use of conversion ratios as indicators of scale efficiency. Problems and difficulties inherent in the use of these ratios are detailed. The analysis then employs nonparametric tests (Mann-Whitney and Kruskal-Wallis tests), based on the identified conversion ratios, to examine for the existence of scale economies in the operation of the 500 largest fundraising charities in England and Wales. The statistical analysis provides evidence of scale economies and suggests that scale efficiency gains have not as yet been exhausted. The charity sector therefore appears to be characterised by increasing returns to scale with further growth necessary before optimal size, as indicated by constant returns to scale, is achieved.

    Notes: The Australian public sector has recently undergone a period of intense reform including a comprehensive reform of financial reporting policies. A major aspect of this reform is the involvement of the Australian accounting profession in the formulation of financial reporting standards through the Public Sector Accounting Standards Board (PSASB). Despite this extensive change, scant research has examined constituent participation in the Australian public sector accounting standard-setting ‘due process’. This paper considers the regulatory model adopted for accounting standard-setting in the public sector in Australia and identifies the implications of this model for constituent access to the ‘due process’. In particular, the co-operation between the PSASB and the various regulatory bodies in each Australian jurisdiction suggests that these bodies may have more direct influence over the standard-setters than other constituents. The submissions made on ED 55 Financial Reporting by Government Departments are examined as a case study of the ‘due process’ as it operates in the public sector. Different constituent groups were found to respond in varying proportions, to hold conflicting positions on some issues contained in ED 55 and to use different strategies to present these positions. The research identifies a lack of input by the major group affected by the proposed standard, the account preparers (government departments). In addition, account preparers which did respond to ED 55 were found to use less sophisticated lobbying strategies than other respondents who weighted their responses by commenting on a greater number of issues and by supporting their position with conceptual arguments. These results support the contention that some constituents have favourable access to the ‘due process’ and that standard-setters may not have received all pertinent information from affected and/or knowledgeable constituents.

    Notes: This paper examines factors influencing voluntary forecast disclosure by target companies, whether good/bad news forecasts are disclosed and the influence of forecasts on the outcome of hostile bids. Disclosure was significantly more likely during contested bids. In agreed bids, probability of forecast disclosure was greater the shorter the bid horizon. In contested bids, forecasts were more likely where there were large block shareholdings, for larger targets and for targets in the capital goods industry. There was a clear tendency to disclose good news forecasts. A significant positive association between forecast disclosure and increase in offer price was found.

    Notes: We employ a United Kingdom data set of weekly returns from a sample of investment trust companies available on the Datastream database. We analyse the relative performance of the funds and determine whether a ‘good’ (above-median), past-performance is indicative of future performance. Our study focuses on within sample relative performance. We examine persistence in performance in the short and long run based on a number of tests. Overall we find that both raw and risk-adjusted returns exhibit evidence of persistence in performance in the long run but not in the very short run.

    Notes: Since Amihud and Mendelson (1987) documented a higher open-to-open return volatility compared to close-to-close return volatility in the US market, there have been various explanations offered, such as call auction opening, a long halt of trade, and specialist systems. No consensus has been reached so far. As an order-driven dealership market, the Hong Kong stock market provides another dimension for examination. If halt of trade is the major cause of the open-to-open volatility in the Hong Kong market, this volatility should also be higher. This is not observed. Positive autocorrelation of the open-to-open return series also suggests that there is no temporary price deviation at market opening. We view these as consistent with the specialist argument put forth by Stoll and Whaley (1990).

    Notes: This paper evaluates the accuracy, bias and efficiency of analysts’ long run earnings growth forecasts for US companies. It is shown that forecast accuracy is extremely low. Analysts’ long run earnings growth forecasts are less accurate than the forecasts of a naive model in which earnings growth is forecast to be zero. Consistent with their short run and interim forecasts, analysts’ long run forecasts are shown to be both biased and inefficient. Furthermore, there is evidence that analysts do not fully incorporate information about future earnings that is contained in current share prices. However, the bias and inefficiency of analysts’ forecasts contributes very little to their inaccuracy, which is shown to be primarily the result of random error. It is also shown that the performance of analysts’ long run earnings growth forecasts varies substantially both with the characteristics of the company whose earnings are being forecast and of the forecast itself. The most reliable earnings growth forecasts are low forecasts issued for large companies with low price-earnings ratios and high market-to-book ratios.

    Notes: Several studies have focused on the pre- post-October 1987 crash. Results indicate that major market equity correlations rose during the crash period. Cross spectral analysis is applied to six of the G-7 markets to determine whether frequency domain correlations have increased post-crash relative to the pre-crash period. The results indicate that correlations have increased for most of the markets studied. Most striking are the increased post-crash correlations among the three European markets, in light of the European Union. Additional evidence shows mixed results regarding frequency domain phase leads among the markets.

    Notes: The UK has a quote-driven pure dealer market structure that is very different from order driven markets such as the NYSE and Japanese markets. This paper investigates non-linear dependence in stock returns for an exhaustive sample of UK stocks for a 21 year period. The results are analysed on the basis of trading frequency. It is found that non-linear dependence is highly significant in all cases for both individual stocks and stock portfolios formed on the basis of trading frequency. The non-linear dependence is primarily over a one day interval, although statistically significant non-linear dependence exists consistently even up to five trading days. Most of the non-linear dependence is in the form of ARCH-type conditional heteroskedasticity. However, statistically significant non-linearity in addition to an EGARCH(1,1) dependence also appears to be present. This additional non-linearity is greater for individual stocks than for portfolios and greater for smaller, less-liquid portfolios. Non-linear dependence does not appear to be caused by non-stationarity in underlying economic fundamentals or by non-linearity in the conditional mean. However, low dimensional chaos is not generally supported. The limited evidence on chaotic behaviour is stronger for portfolios with long price adjustment delays across component stocks. The main results are consistent with US studies on stock indices, suggesting that the process generating non-linear dependence is not dependent on market microstructure characteristics.

    Notes: The aim of this paper is to provide a fuller understanding of the process linking security returns and accounting data by focusing on the effect of long return intervals on the association between security returns and earnings and cash flow variables. First, we develop a theoretical basis for empirical analysis of the relationship between security returns and cash flow data over long return intervals. Second, we carry out empirical analysis of both the information content of cash flow variables and the incremental information content of accounting earnings and cash flows using UK data over the period 1985–92 for annual, two year and four year return intervals. Our results provide strong evidence of the valuation relevance of cash flow information for the dataset examined.

    Notes: We investigate the existence and source of equilibrium mean reversion in UK non-financial and financial asset prices over the period 6 April, 1981, through 31 October, 1995. Our results indicate substantial expected transitory components in commodity and metals markets but report expected mean reversion for financial assets only at the near to maturity horizons. Implied cash flow yields appear to have a role in driving the mean reverting process particularly at short horizons while the role of interest rate movements varied across assets and across maturities. Our results reject the existence of a common risk premium across market term structures.

    Notes: This study contrasts the call and continuous auction methods using Taiwan Stock Exchange data. Volatility under the call market method is approximately one-half of that under the continuous auction method. The call market method is more effective in reducing the volatility of high-volume stocks than low-volume stocks. This contradicts conventional wisdom which suggests that the call market method is superior for thinly traded stocks, while the continuous auction method is preferred for heavily traded stocks. The call market method does not impair liquidity and price discovery. The call market appears more efficient than in the continuous auction market.

    Notes: An extensive literature documents the predictability of both short and long horizon returns, over a wide range of sample periods, frequencies and markets. This predictability may represent weak form inefficiency, or it may be caused by a failure to account for a time-variation in risk. We develop statistically reliable ex ante models of the returns on the FTSE-100 stock index futures contract and test a simple trading rule based on the out-of-sample predictions from these models. We interpret the failure of our ex ante model to produce abnormal returns for a risk neutral investor as evidence in favour of the EMH. Our trading rule results clearly suggest that we should be careful in interpreting such ex ante models as evidence of financial market inefficiency.

    On the Specification of Indirect Utility and Willingness to Pay for Discrete Residential Location Models (1999)

    Notes: In this paper we develop a framework to describe the individual choice of residential location using the microeconomics of discrete choices. The individual is seen as deciding frequency, duration, and location of a set of activities for each potential residential zone, knowing the distribution of goods and activities in space as well as transport costs and travel times. The conditional indirect utility function and its associated willingness to pay function for each zone are obtained, where the roles of accessibility, income, and neighborhood attributes emerge clearly. Zonal utility in discrete location choice models can be specified and interpreted using these functions.

    Notes: In this paper I examine the profit-maximizing locations of entrants. Suppose that firms practice spatial price discrimination and consumer locations are discrete, such as five equally spaced towns on a roadway. With completely inelastic consumer demand an entrant between two existing firms is often indifferent between the symmetric (central) location and a continuum of asymmetric (noncentral) locations. However, downward-sloping consumer demand often causes the entrant to strictly prefer either of two asymmetriclocations to any other location. These results are very different from those found in mill-pricing (free-on-board or f.o.b.-pricing) models.

    Notes: In this paper we extend the Harris-Todaro model of rural-to-urban migration to include urban agglomeration effects, some urban real wage flexibility, and a government budget constraint. Without employment subsidies laissez-faire migration is excessive unless real wage flexibility and agglomeration effects are high. Laissez-faire migration is too low compared with the first-best outcome supported by a subsidy, if its financing involves no costs. Simulations suggest that such a program would imply a substantial increase in taxation. If, as seems likely, an increase of this magnitude involves economic costs then the optimal outcome falls well short of first-best.
