    Description: This paper presents a review of the ionospheric scintillation monitoring and modelling by the European groups involved in COST 296. Several of these groups have organized scintillation measurement campaigns at low and high latitudes. Some characteristic results obtained from the measured data are presented. The paper also addresses the modeling activities: four models, based on phase screen techniques, with different options and application domains are detailed. Finally some new trends for research topics are given. This includes the wavelet analysis, the high latitudes analysis, the construction of scintillation maps and the mitigation techniques.

    Description: The study of amplitude scintillation on GPS radio links is usually done after detrending the time series of the transmitted power so to define scintillations as the chaotic fluctuation around a unitary value. In a sense, the choice of how to detrend the time series is part of the definition of scintillation. Here we analyse how far the continuous wavelet analysis of the detrended signal is influenced by the choice of detrending. This study is done using amplitude raw data from the GPS receivers held by INGV and the University of Bath in the Northern polar region, with a sampling time of 0.02 s. Three detrending procedures are considered: a fifth degree polynomial detrending, a high-pass filter with detrending period as twice the length of the time series considered, and a high-pass filter with detrending period determined via some statistical criterion. We show that there exists a "threshold time scale" of about half minute under which the differences between the scalograms from the signals detrended in the three ways are very small. This is not changed by applying the same detrending procedures to the segment of length reduced to one-third. Consequences in terms of scintillation definition and practical applications are given.

    Description: This review paper presents the main achievements of the near Earth space plasma monitoring under COST 296 Action. The outputs of the COST 296 community making data, historical and real-time, standardized and available to the ionospheric community for their research, applications and modeling purposes are presented. The contribution of COST 296 with the added value of the validated data made possible a trusted ionospheric monitoring for research and modeling purposes, and it served for testing and improving the algorithms producing real-time data and providing data users measurement uncertainties. These value added data also served for calibration and validation of space-borne sensors. New techniques and parameters have been developed for monitoring the near Earth space plasma, as time dependent 2D maps of vertical total electron content (vTEC), other key ionospheric parameters and activity indices for distinguishing disturbed ionospheric conditions, as well as a technique for improving the discrepancies of different mapping services. The dissemination of the above products has been developed by COST 296 participants throughout the websites making them available on-line for real-time applications.

    Description: This paper presents research on polar cap ionosphere space weather phenomena conducted during the European Cooperation in Science and Technology (COST) action ES0803 from 2008 to 2012. The main part of the work has been directed toward the study of plasma instabilities and scintillations in association with cusp flow channels and polar cap electron density structures/patches, which is considered as critical knowledge in order to develop forecast models for scintillations in the polar cap. We have approached this problem by multi-instrument techniques that comprise the EISCAT Svalbard Radar, SuperDARN radars, in-situ rocket, and GPS scintillation measurements. The Discussion section aims to unify the bits and pieces of highly specialized information from several papers into a generalized picture. The cusp ionosphere appears as a hot region in GPS scintillation climatology maps. Our results are consistent with the existing view that scintillations in the cusp and the polar cap ionosphere are mainly due to multi-scale structures generated by instability processes associated with the cross-polar transport of polar cap patches. We have demonstrated that the SuperDARN convection model can be used to track these patches backward and forward in time. Hence, once a patch has been detected in the cusp inflow region, SuperDARN can be used to forecast its destination in the future. However, the high-density gradient of polar cap patches is not the only prerequisite for high-latitude scintillations. Unprecedented highresolution rocket measurements reveal that the cusp ionosphere is associated with filamentary precipitation giving rise to kilometer scale gradients onto which the gradient drift instability can operate very efficiently. Cusp ionosphere scintillations also occur during IMF BZ north conditions, which further substantiates that particle precipitation can play a key role to initialize plasma structuring. Furthermore, the cusp is associated with flow channels and strong flow shears, and we have demonstrated that the Kelvin- Helmholtz instability process may be efficiently driven by reversed flow events.

    Description: In the framework of the project BIS - Bipolar Ionospheric Scintillation and Total Electron Content Monitoring, the ISACCO-DMC0 and ISACCO-DMC1 permanent monitoring stations were installed in 2008. The principal scope of the stations is to measure the ionospheric total electron content (TEC) and to monitor the ionospheric scintillations, using high-sampling-frequency global positioning system (GPS) ionospheric scintillation and TEC monitor (GISTM) receivers. The disturbances that the ionosphere can induce on the electromagnetic signals emitted by the Global Navigation Satellite System constellations are due to the presence of electron density anomalies in the ionosphere, which are particularly frequent at high latitudes, where the upper atmosphere is highly sensitive to perturbations coming from outer space. With the development of present and future low-frequency space-borne microwave missions (e.g., Soil Moisture and Ocean Salinity [SMOS], Aquarius, and Soil Moisture Active Passive missions), there is an increasing need to estimate the effects of the ionosphere on the propagation of electromagnetic waves that affects satellite measurements. As an example, how the TEC data collected at Concordia station are useful for the calibration of the European Space Agency SMOS data within the framework of an experiment promoted by the European Space Agency (known as DOMEX) will be discussed. The present report shows the ability of the GISTM station to monitor ionospheric scintillation and TEC, which indicates that only the use of continuous GPS measurements can provide accurate information on TEC variability, which is necessary for continuous calibration of satellite data.

    Description: In this paper we show and discuss the results of gravity and magnetic surveys of Panarea Island and its archipelago. The most recent volcanic manifestation occurred in November 2002 with a shallow submarine gas eruption between the islets of Dattilo, Panarelli, Lisca Bianca, Bottaro and Lisca Nera. Currently, the activity of Panarea is monitored through a multidisciplinary study under the umbrella of the Italian Department of Civil Protection with the goal of defining the hazard of this area. With this aim, in May 2006 the first gravity and magnetic surveys of Panarea Island and its archipelago were performed. The offshore magnetic data were obtained using a marine magnetometer, a Geometrics G880, from the Istituto Idrografico dell Marina (IIM). Onshore and offshore magnetic data were integrated into an unique dataset for complete magnetic coverage of the study area. By using two micro-gravimeters (LaCoste & Romberg), gravity data were collected along tracks every 250 meters. The gravity dataset was processed using the standard method. A Bouguer reduction was applied to the free-air gravity dataset using a detailed digital elevation model of the island and the neighbouring sea after evaluation of the optimal Bouguer density to reduce the topographic effect. The result is a Bouguer anomaly map that shows lateral variations in density distribution and the relationships between the shallow volcanic/crustal features and tectonic lineaments. This evidence is also highlighted by the magnetic pattern, which suggests the importance of the youngest volcanic deposits with respect to the magnetic features of the island.

    Description: The paper describes results of the studies devoted to the solar activity impact on the Earth’s upper atmosphere and ionosphere, conducted within the frame of COST ES0803 Action. Aim: The aim of the paper is to represent results coming from different research groups in a unified form, aligning their specific topics into the general context of the subject. Methods: The methods used in the paper are based on data-driven analysis. Specific databases are used for spectrum analysis, empirical modeling, electron density profile reconstruction, and forecasting techniques. Results: Results are grouped in three sections: Medium- and long-term ionospheric response to the changes in solar and geomag- netic activity, storm-time ionospheric response to the solar and geomagnetic forcing, and modeling and forecasting techniques. Section 1 contains five subsections with results on 27-day response of low-latitude ionosphere to solar extreme-ultraviolet (EUV) radiation, response to the recurrent geomagnetic storms, long-term trends in the upper atmosphere, latitudinal dependence of total electron content on EUV changes, and statistical analysis of ionospheric behavior during prolonged period of solar activity. Section 2 contains a study of ionospheric variations induced by recurrent CIR-driven storm, a case-study of polar cap absorption due to an intense CME, and a statistical study of geographic distribution of so-called E-layer dominated ionosphere. Section 3 comprises empirical models for describing and forecasting TEC, the F-layer critical frequency foF2, and the height of maximum plasma density. A study evaluates the usefulness of effective sunspot number in specifying the ionosphere state. An original method is presented, which retrieves the basic thermospheric parameters from ionospheric sounding data.

    Description: A principal possibility to retrieve basic thermospheric parameters (neutral temperature Tex, atomic [O] and molecular [O2] oxygen as well as molecular nitrogen [N2] concentrations) from the observed daytime electron density profiles Ne(h) in the equatorial F2-region is demonstrated for the first time. The reduction of a 2D continuity equation for electron concentration in the low-latitude F2-region at the geomagnetic equator (I = 0) results in a simple 1D equation which can be efficiently solved. The method was tested using Jicamarca Incoherent Scatter Radar (ISR) and Digisonde Ne(h) profiles for the periods when CHAMP and GRACE neutral gas density observations are available in the vicinity of the Jicamarca Observatory. The retrieved from ISR Ne(h) neutral gas densities were shown to be close to the observed ones (MRD 〈 10%) being within the announced absolute uncertainty (10–15%) of the neutral gas density observations and more successful than the predictions of the empirical models JB-2008 (MRD = 32%) and MSISE-00 (MRD = 27%) for the analyzed cases. The implementation of the method with Jicamarca Digisonde Ne(h) profiles has also shown acceptable results especially for solar minimum conditions (MRD ~ 12%) and higher prediction accuracy than modern empirical models provide. This finding seems to open a way for the practical exploitation of the method for thermospheric monitoring purposes.

    Description: In the autumn of the year 2000, four radio receivers capable of tracking various beacon satellites were set up along the southwestern coast of Greenland. They are used to reconstruct images of the ionospheric plasma density distribution via the tomographic method. In order to test and validate tomographic imaging under the highly variable conditions often prevailing in the high-latitude ionosphere, a time interval was selected when the Sondrestrom incoherent scatter radar conducted measurements of the ionospheric plasma density while the radio receivers tracked a number of beacon satellites. A comparison between two-dimensional images of the plasma density distribution obtained from the radar and the satellite receivers revealed generally good agreement between radar measurements and tomographic images. Observed discrepancies can be attributed to F region plasma patches moving through the field of view with a speed of several hundred meters per second, thereby smearing out the tomographic image. A notable mismatch occurred around local magnetic midnight when a magnetospheric substorm breakup occurred in the vicinity of southwest Greenland (identified from ground-based magnetometer observations). The breakup was associated with a sudden intensification of the westward auroral electrojet which was centered at about 69 and extended up to some 73 corrected geomagnetic latitude. Ground-based magnetometer data may thus have the potential of indicating when the tomographic method is at risk and may fail. We finally outline the application of tomographic imaging, when combined with magnetic field data, to estimate ionospheric Joule heating rates.
