    Description: German electricity giants have recently taken high-level decisions to remove selected fossil fuel operations from their company portfolio. This new corporate strategy could be seen as a direct response to the growing global influence of the fossil fuel divestment campaign. In this paper we ask whether the divestment movement currently exerts significant influence on decision-making at the top four German energy giants - E.On, RWE, Vattenfall and EnBW. We find that this is not yet the case. After describing the trajectory of the global fossil fuel divestment campaign, we outline four alternative influences on corporate strategy that, currently, are having a greater impact than the divestment movement on Germany's power sector. In time, however, clear political decisions and strong civil support may increase the significance of climate change concerns in the strategic management of the German electricity giants.

    Description: This report summarizes the seismicity in Switzerland and surrounding regions in the years 2015 and 2016. In 2015, the Swiss Seismological Service detected and located 735 earthquakes in the region under consideration. With a total of 20 earthquakes of magnitude ML C 2.5, the seismic activity of potentially felt events in 2015 was close to the average of 23 earthquakes over the previous 40 years. Seismic activity was above average in 2016 with 872 located earthquakes of which 31 events had ML C 2.5. The strongest event in the analyzed period was the ML 4.1 Salgesch earthquake, which occurred northeast of Sierre (VS) in October 2016. The event was felt in large parts of Switzerland and had a maximum intensity of V. Derived focal mechanisms and relative hypocenter relocations of aftershocks image a SSE dipping reverse fault, which likely also hosted an ML 3.9 earthquake in 2003. Another remarkable earthquake sequence in the Valais occurred close to Sion with four felt events (ML 2.7–3.2) in 2015/16. We associate this sequence with a system of WNW-ESE striking fault segments north of the Rhoˆne valley. Similarities with a sequence in 2011, which was located about 10 km to the NE, suggest the existence of an en-echelon system of basement faults accommodating dextral slip along the Rhoˆne-Simplon line in this area. Another exceptional earthquake sequence occurred close to Singen (Germany) in November 2016. Relocated hypocenters and focal mechanisms image a SW dipping transtensional fault segment, which is likely associated with a branch of the Hegau-Bodensee Graben. On the western boundary of this graben, micro-earthquakes close to Schlattingen (TG) in 2015/16 are possibly related to a NE dipping branch of the Neuhausen Fault. Other cases of earthquakes felt by the public during 2015/16 include earthquakes in the region of Biel, Vallorcine, Solothurn, and Savognin.

    Description: The compilation of reliable and complete seismic catalogs represents a fundamental issue for most studies in seismology. Nowadays, the availability of an ever-increasing number of stations and, therefore, the huge amount of recordings to be processed and analyzed require a lot of effort in terms of man-hours. In the present work, we present a fully automatic procedure for compiling seismic catalogs starting from continuous recordings. The procedure relies on a multistep algorithm that includes event detection tool, automatic P- and S-phase picker, hypocenter locator, and magnitude and strong-motion parameter calculator. This automatic procedure is applied for compiling seismic catalogs for two real-world usage scenarios starting from the openaccess waveform database provided by European Integrated Data Archive. The first scenario concerns the monitoring of the seismicity of northwestern Italy; the second one concerns the analysis of the data recorded during the first month of the 2016 sequence in central Italy. The comparison between reference manually revised and automatic seismic catalogs points out negligible differences in terms of both P- and S-phase pickings, hypocentral coordinates, and local magnitude values, thus showing the overall reliability of the procedure. The ability of the proposed automatic procedure in detecting and locating very low-magnitude events is prominent to compile automatic catalogs characterized by a magnitude of completeness significantly lower than that of reference manual catalogs.

    Description: This study gives an interpretation of the current tectonics and kinematics of the Adria Plate, a region mostly coinciding with Italy and its surroundings. We have examined the spatial distribution and kinematics of seismicity by using an updated dataset obtained integrating the available catalogues of earthquakes and focal mechanisms. Moreover, to highlight the distribution of seismicity and of the asso- ciated strain patterns, we have elaborated a seismic flux map of the Italian region, which is a map of the energy released per unit time and per unit area. Seismic flux represents the energy released and provides a synthetic and continuous view of areas with greater seismicity and associated strain patterns with respect to the plot of earthquakes only. The seismic data, and the results of some elaborations car- ried out using these datasets have been compared with the present-day state of stress and slip rates of the major active faults of some sectors of Italy, as well as with the horizontal kinematics highlighted by GPS observations. The distribution and kinematics of earthquakes and active faults, the seismic flux, and GPS velocities, suggest that the Adria Plate is currently behaving as an ensemble of independent blocks rather than as a unique rigid plate. The Adria Plate can be thus subdivided into three major blocks and a number of smaller blocks moving independently under the action of a first-order mechanism related to the ongoing, roughly N-S, Europe-Africa convergence vector. This complicated setting may promote the occurrence of mutual relationships between blocks, and generate peculiar local kinematics causing seis- mic activity. We infer that the great majority of the seismic events occur at the boundaries of the main or minor blocks, and therefore the alignments of seismicity allows the individuation of the different blocks and the main seismogenic belts. A major crustal structure subdivides the Adria Plate into a western and two eastern blocks, and approximately coincides with the axial zone of the Apennines along which most of the seismicity is concentrated.

    Description: Ischia is a volcanic island, west of the caldera of Campi Flegrei, southern Italy. Since the deployment of a modern seismic network in 1970, until the 21 August 2017 earthquake, the seismicity of Ischia has been characterized by low-magnitude (Md ≤ 2:3) earthquakes located in the northern part of the island, mostly beneath the town of Casamicciola Terme at very shallow depths (∼500 m). Some of these events seem to have occurred on the same seismogenetic structure in the northern part of the island. This area coincides with that where the devastating events of 1881 and 1883 occurred and where the small-magnitude seismicity recorded between 1927 and 1936 was located. The August 2017 seismic sequence affected the same area. The current network configuration is able to locate shallow events with Md ≥ 1:0 and to detect smaller earthquakes or other types of natural and artificial events (e.g., blast fishing, geothermal well explosions; see The Seismic Network section). Here, we present the catalog of earthquakes recorded on Ischia between 1999 and February 2018 and compare the August 2017 seismic sequence with the background seismicity. Furthermore, we identified a sequence of events possibly linked to the explosion of a geothermal well on the island.

    Description: The availability of a large amount of surface geological data and subsurface information gathered by the oil industry, together with seismic and geodetic data, allowed us to define and analyse the active structures in the Val d'Agri area of the southern Apennines. Taking into account that the study of interseismic deformation can be significant to identify locked fault areas that can potentially slip, in this study we present 2D elastoplastic finite-element models to reproduce interseismic characteristics of the study area. This hosts the largest Europe's onshore oil field and is characterised by an active extensional tectonic regime, as inferred from earthquake focal mechanisms and fault slip data from late Quaternary structures. Based on high-quality seismic profiles tied with deep well logs, we constructed a detailed geological section across the study area. Outcropping units are dissected by numerous brittle structures that formed at various stages during the tectonic evolution of the Apennines, while the deep ones are dominated by deeply rooted major faults. The rheological behaviour has been constrained by the reconstruction of the thermal structure of the fold and thrust belt, using available information from the foreland Apulian Platform and from temperature data from a series of wells. Starting from the geological model, we reproduced interseismic deformation by means of finite-element numerical modelling, varying boundary conditions and unlocking different fault segments. Our numerical models provide new insights into the controversial and widely debated active tectonic setting of the Val d'Agri area, confirming the major role played by structural inheritance and reactivation processes. In fact, recent low-magnitude seismicity tends to illuminate fault segments consisting of pre-existing reverse faults reactivated as normal faults in the present-day stress field. These long-lived, mature fault systems occurring in the buried Apulian Platform carbonates (and underlying basement) represent major brittle structures that cumulated displacements of up to a few kilometres over geologic time. As a result of their reactivation within the late Quaternary extensional stress field, these long-lived crustal structures are capable of nucleating also moderate- to large-magnitude earthquakes. The decoupling between deep and shallow structural levels, and the different inherited structures affecting them, explain the apparent contrast between the subdued surface expression of active fault systems and the known occurrence of large magnitude seismic events in the study area, thus reconciling apparently contrasting geological and geophysical constraints.

    Description: Vulcano island is a composite volcanic edifice located in the south-central sector of the Aeolian Archipelago (Tyrrhenian Sea, Italy) and it is an important tourist destination. Historic activity has been characterized by frequent transitions from phereatomagmatic to minor magmatic activity. The last eruption in 1888-90 was characterized by energetic explosive pulses and defines the “vulcanian” type of activity. Since then, volcanic activity has taken the form of fumarolic emanations of variable intensity and temperature, mainly concentrated at “La Fossa” crater, with maximum temperatures ranging between 200° and 300° C; temperature increases and changes in the gas chemistry, were often observed. The most recent episode began in the 80’s when fumarole temperature progressively increased to 690°C in May 1993. Vulcano is active and this favoured monitoring and research studies, in particular focussed on the most recent structures. In the frame of DPC-INGV “V3” project, we investigate the Vulcano dynamics through ca. 40 years of ground deformation and seismicity data collected by the discrete and continuous INGV monitoring networks. We considered levelling, GPS, EDM, seismic and tilt data. EDM and levelling measurements began in the middle 1970s and since the late 1990s the EDM benchmarks have been measurered using GPS. We observed three scales of ground deformation: the first one seems to be linked to the regional tectonics, with a general transpressive kinematics; the second one affects the northern half of the island and could be related to the caldera dynamics; the third one affects only the cone of La Fossa. Regional tectonic stress seems to play an important role in the transition of the volcanic system from a phase of stability to a phase of unrest, inducing the heating and the expansion of shallow hydrothermal fluids. Ground deformation at Vulcano may be linked to the geothermal system rather than magmatic sources.

    Description: 0Genetic polymorphism by means of biochemical genetic markers using polyacrylamide gel electrophoresis system in four barbus fish species has been investigated. Species scientific name were Barbus sharpeyi ; Gunther, 1847 , Barbus grypus ; Heckel, 1843, Barbus xanthopterus ; Heckel, 1843 and Barbus esocinus ; Heckel, 1843.Sampling site and location were mainly in the rivers located in Khoozestan province such as Karoon and Karkheh rivers and the Dez dam. Different organs such as blood, muscle, kidney, eye and heart were sampled and analysed for the presence of tf, es, sod and pgm alleles. High polymorphism and presence of different alleles scored, but populations were not in the H-W equilibrium. Considring results, using current and avaiable genetic markers such as microsattelits is recommended for future works.

    Description: Cheshmehkileh River and adjacent mountainous streams, play a strategic role as a historical axis for anthropogenic civilization, human welfare also habitat and migration pathway of commercial – biologic valuable fishes e.g. Caspian trout, Caspian kuttum, members of Cyprinidae family in south Caspian Sea drainage. Treats such as overfishing of Caspian trout and Red spotted trout stocks in mountainous headwaters, barriers construction and manipulations those are out of river carrying capacity developed by human activities, affected normal function of river as well. Sand mining big factories establishment next to the river, legal and illegal trade of river sediments, direct entry of Tonekabon landfill leakage into the river, development of Rainbow trout farms since 3 decades and huge effluents into the river containing dead fish and types of solids, escapement of cultured Rainbow trouts into the river, … are major minimum factors which needs basic information for integrating inclusively drainage management system. Cheshmehkileh River contains Headwaters of Dohezar (Daryasar & Nusha), Sehezar and Valamroud rivers during 13 monthly sampling phases between September 2009 and October 2010 based on macrozoobenthoses investigations by EPT, EPT/C EPA protocols, measurements of nominated physic-chemical and microbiologic parameters. Probability of Rainbow trouts escapement and invasion, existence, nutrition in Cheshmehkileh environment indeed investigated. Data analysis explained significant differences (P〈0.05) between groups of measured parameters in different sampling stations. Dendogram of clustered analysis based on consolidation of major biologic/ physic-chemical and microbiologic parameters, separated stations No. 1, 3, 2, 4 in one group and remained classified in different groups. Station 8 and 9 similarly separated which expressed general similarities according to Sehezar river environment which were differs in comparison with other stations. Station 11 separated according to its natural quality of water and environment. Similarities between station 10 to Sehezar river stations 8 and 9 expressed general influence of Sehezar River more than Dohezar River in Cheshmehkileh condition especially in station No. 10. High scores of EPT and EPT/C indices in upstream stations 1, 3 and 8 also low score of indices in stations 7, 13 and 6 expressed levels of environment quality between these groups of stations. Maximum average biomass of macroinvertebrates belongs to Trichoptera order in Cheshmehkileh River. Significant decrease of biomass in stations 11, 12 and 13 in comparison with other stations stated environment degradation in mentioned stations relevant to excessive sand mining as well. Pollution resistant groups of invertebrates significantly increased in downstreams against upstream stations. Also disappearing of Plecoptera order in station No. 7, 9, 10 and 13 stated low quality of environment in comparison with upstream stations. Confirmation of effects quality and quantity for point and non-point sources of imported pollutants require specific management considerations in order to present exploitations, pollutants control and emergencies for river monitoring in forthcoming years.

Nevertheless most of these business models rely on an increasing generation of waste and thus undermine the prevention of waste as top of the waste hierarchy. The paper aims to link this debate to more systemic eco-innovations that offer economic market potentials by reduced material inputs and waste generation. This directs the attention to sufficiency strategies that surpass the level of individual consumer choices and regards the potentials of entrepreneurial sufficiency strategies. It takes the example of waste contracting modelsin Germany as a possible approach of resource-light business models that provide existing utility aspects with altered consumption patterns and decreased resource consumption. It describes environmental and economic benefits and draws conclusions on necessary policy framework conditions.

    Description: Many chemical constituents are removed from the ocean by attachment to settling particles, a process referred to as “scavenging.” Radioisotopes of thorium, a highly particle-reactive element, have been used extensively to study scavenging in the ocean. However, this process is complicated by the highly variable chemical composition and concentration of particles in oceanic waters. This thesis focuses on understanding the cycling of thorium as affected by particle concentration and particle composition in the North Atlantic. This objective is addressed using (i) the distributions 228,230,234Th, their radioactive parents, particle composition, and bulk particle concentration, as measured or estimated along the GEOTRACES North Atlantic Transect (GA03) and (ii) a model for the reversible exchange of thorium with particles. Model parameters are either estimated by inversion (chapter 2-4), or prescribed in order to simulate 230Th in a circulation model (chapter 5). The major findings of this thesis follow. In chapters 2 and 3, I find that the rate parameters of the reversible exchange model show systematic variations along GA03. In particular, 𝑘1, the apparent first-order rate "constant" of Th adsorption onto particles, generally presents maxima in the mesopelagic zone and minima below. A positive correlation between 𝑘1 and bulk particle concentration is found, consistent with the notion that the specific rate at which a metal in solution attaches to particles increases with the number of surface sites available for adsorption. In chapter 4, I show that Mn (oxyhydr)oxides and biogenic particles most strongly influence 𝑘1 west of the Mauritanian upwelling, but that biogenic particles dominate 𝑘1 in this region. In chapter 5, I find that dissolved 230Th data are best represented by a model that assumes enhanced values of 𝑘1 near the seafloor. Collectively, my findings suggest that spatial variations in Th radioisotope activities observed in the North Atlantic reflect at least partly variations in the rate at which Th is removed from the water column.

    Description: This thesis documents the origin, distribution, and fate of methane and several of its isotopic forms on Earth. Using observational, experimental, and theoretical approaches, I illustrate how the relative abundances of 12CH4, 13CH4, 12CH3D, and 13CH3D record the formation, transport, and breakdown of methane in selected settings. Chapter 2 reports precise determinations of 13CH3D, a “clumped” isotopologue of methane, in samples collected from various settings representing many of the major sources and reservoirs of methane on Earth. The results show that the information encoded by the abundance of 13CH3D enables differentiation of methane generated by microbial, thermogenic, and abiogenic processes. A strong correlation between clumped- and hydrogen-isotope signatures in microbial methane is identified and quantitatively linked to the availability of H2 and the reversibility of microbially-mediated methanogenesis in the environment. Determination of 13CH3D in combination with hydrogen-isotope ratios of methane and water provides a sensitive indicator of the extent of C–H bond equilibration, enables fingerprinting of methane-generating mechanisms, and in some cases, supplies direct constraints for locating the waters from which migrated gases were sourced. Chapter 3 applies this concept to constrain the origin of methane in hydrothermal fluids from sediment-poor vent fields hosted in mafic and ultramafic rocks on slow- and ultraslow-spreading mid-ocean ridges. The data support a hypogene model whereby methane forms abiotically within plutonic rocks of the oceanic crust at temperatures above ca. 300 C during respeciation of magmatic volatiles, and is subsequently extracted during active, convective hydrothermal circulation. Chapter 4 presents the results of culture experiments in which methane is oxidized in the presence of O2 by the bacterium Methylococcus capsulatus strain Bath. The results show that the clumped isotopologue abundances of partially-oxidized methane can be predicted from knowledge of 13C/12C and D/H isotope fractionation factors alone.

    Description: Various electricity generation technologies using different primary energy sources are available. Many published studies compare the costs of these technologies. However, most of those studies only consider plant-level costs and do not fully take into account additional costs that societies may face in using these technologies. This article reviews the literature on the costs of electricity generation technologies, aiming to determine which types of costs are relevant from a societal point of view when comparing generation technologies. The paper categorises the relevant types of costs, differentiating between plant-level, system and external costs as the main categories. It discusses the relevance of each type of cost for each generation technology. The findings suggest that several low-carbon electricity generation technologies exhibit lower social costs per kWh than the currently dominant technologies using fossil fuels. More generally, the findings emphasise the importance of taking not only plant-level costs, but also system and external costs, into account when comparing electricity generation technologies from a societal point of view. The article intends to inform both policymakers and energy system modellers, the latter who may strive to include all relevant types of costs in their models.

Um Angebot und Nachfrage zur Deckung zu bringen, benötigt es daher Speicher mit großen Kapazitäten. Von allen technologischen Optionen mit großer Speicherkapazität sind Wasser-Pumpspeicherwerke die einzige, die langjährig erprobt und wirtschaftlich ist. Diese könnten in Braunkohletagebauen, welche im Zuge der Energiewende aufgegeben werden, errichtet werden. Unsere Überschlagsrechnung am Beispiel eines Pumpspeicherwerks in den heutigen Tagebauen Hambach, Garzweiler und Inden zeigt, dass diese mit bis zu 400 GWh ein signifikantes technisches Speicherpotenzial haben. Dies entspricht etwa der kontinuierlichen Maximalleistung eines Kernkraftwerks über zwei Wochen. Im Kontext der Diskussion um den Braunkohleausstieg skizziert das Papier ein netzdienliches Nachnutzungskonzept für Braunkohletagebaue, das zumindest für einen Teil der heute in der Kohleförderung und -Verstromung Beschäftigten mögliche Zukunftsperspektiven bietet.

Mithilfe der Multi-Level-Perspektive wird am Beispiel der örtlichen Stromverteilnetze gezeigt: Innovationen finden in Nischen statt und müssen die Hemmnisse und das Beharrungsvermögen des nuklear-fossilen Altregimes überwinden, Anhand empirischer Analysen wird gezeigt, dass die Widerstandsfähigkeit sowie die kollektive Marktmacht des etablierten Regimes auf der Stromverteilnetzebene die zur Transformation der Energiewirtschaft erforderliche Dezentralisierung entscheidend ausbremst. Auf der anderen Seite wird dargelegt, dass Stadtwerke als örtliche Verteilnetzbetreiber wichtige Schlüsselakteure der deutschen Energiewende sind und zahlreiche Voraussetzungen erfüllen, einen grundlegenden Strukturwandel voranzutreiben. Der Trend zur Rekommunalisierung und zur Neugründung von Stadtwerken belegt dabei den Wunsch einer Verstärkung kommunalpolitischer Gestaltungsmöglichkeiten. In diesem Kontext werden Zielvorstellungen formuliert und auf erfolgversprechende Strategien zur Veränderung des Altregimes eingegangen.

Wieso aber tätigen Venture Capital-Investoren in Deutschland bisher nur einen geringen Anteil ihrer Investitionen im Erneuerbare-Energien-Sektor? Gibt es Investitionshemmnisse, die speziell diesen Sektor für sie unattraktiv machen oder sind sie einfach nur ineffizient darin, einem vergleichsweise jungen Technologiesektor Kapital zur Verfügung zu stellen? Oliver Keilhauer geht diesen Fragen nach. Seine empirischen Untersuchungsergebnisse zeigen, dass sektorspezifische Besonderheiten wie die Ungewissheit der staatlichen Förderung und ein nur geringes finanzielles Renditepotential die Investitionstätigkeit im Erneuerbare-Energien-Sektor einschränken. Sie zeigen aber auch, dass Investoren mit zunehmender Erfahrung besser mit diesen Hindernissen umgehen können.     Description: Although a substantial economic energy saving potential exists in the residential sector of the European Union, the energy efficiency service (EES) market is much less developed in this market segment than in other demand sectors (e.g. the industry or the public/service sector). This paper presents an analysis of the current situation and existing potentials for future expansion. A specific analysis methodology has been developed and applied by a research consortium in 18 EU countries. This methodology has mostly built upon an extensive review of the existing literature and on interviews of a large number of acknowledged experts. Its application has allowed identifying encouraging development trends in specific market segments where the possibility of aggregating the EES demand or of exploiting good relationships with customers have created interesting investment opportunities. These trends have been observed in particular in Germany, Denmark, France, Flanders (BE), Hungary, Romania and UK. The assessment performed has also allowed discussing a series of strategies and policy measures that can be adopted to overcome existing barriers to market development. The general conclusion drawn in the paper is that energy efficiency policies supporting EES markets in the residential sector are highly needed. Although EU policies have typically a limited direct impact, they can increase trust into EESs and EES providers. At the national level, a stronger collaboration of governments or local administrations with banks to finance EESs is still very necessary in many EU countries.

    Description: Seit einigen Jahren erfährt die Abfallwirtschaft unter dem Schlagwort "Kreislaufwirt­schaft" einen massiven Perspektivwech­sel: Nach den Vorstellungen der Europäischen Kommission, die 2015 ihren Aktionsplan Kreislaufwirtschaft vorgestellt hat, sollen Abfälle in Zukunft in erster Linie als potenzieller Rohstoff gesehen werden; sowohl die in einzelnen Produkten enthaltenen natürlichen Ressourcen als auch deren ökonomischer Wert sollen am Ende der Nutzungsphase möglichst optimal erhalten bleiben. Angesichts der Rohstoffarmut in Eu­ropa sollen die Abfälle recycelt und wieder in den Produktionsprozess zurückfließen, um so auch langfristig die europäische Wettbewerbsfä­higkeit sicherzustellen. Damit geraten jedoch auch neue Fragen in den Fokus: Was genau passiert eigentlich mit un­serem Müll? Wo bleibt er, und in welchen Teilen der Welt wird er recycelt? Und wer hat dann Zu­griff auf die Rohstoffe, die aus ihm zurückgewonnen werden?

    Description: Die Dekarbonisierung des deutschen Wohngebäudebestandes stellt einen wichtigen Baustein zum Gelingen der Energiewende dar. Politisches Ziel ist ein "nahezu klima-neutraler" Gebäudebestand bis 2050. Trotz Erfolgen in der Vergangenheit und eines umfangreichen Policy-Mix verbleibt die energetische Sanierungstätigkeit sowohl hinichtlich der Sanierungstiefe als auch der Sanierungsbreite unterhalb des politisch geforderten und ökologisch notwendigen Maßes. Die Arbeit widmet sich daher der Frage, unter welchen individuellen und quartiersbezogenen Rahmenbedingungen Immobilieneigentümer energetische Sanierungsmaßnahmen durchführen und wie die energetische Sanierungstätigkeit durch Multi-Level-Governance gesteigert werden kann. Die Analyse erfolgt fallstudienbasiert für die Eigentümergruppe der privaten Kleinvermieter, die rund 37 Prozent des deutschen Wohnungsbestandes bewirtschaften. Anhand eines mixed method-Ansatzes wird zunächst durch problemzentrierte Interviews ein Modell zur Beschreibung des Investitionsentscheidungsprozesses entwickelt, was anschließend durch eine schriftlich-postalische Befragung und ihre regressions-analytische Auswertung bewertet wird. Durch die Triangulation können förderliche und hemmende Einflussfaktoren identifiziert werden. Aufbauend auf den theoretischen Vorüberlegungen sowie den empirischen Ergebnissen werden anschließend politische Handlungsempfehlungen abgeleitet.

    Description: Since the majority of network concession contracts in Germany were set to expire some time between 2005 and 2016, a window of opportunity arose in which to rebuild and remunicipalise the local energy supply. As a result, 72 new local power companies were established in Germany within the space of just seven years (between early 2005 and late 2012). This paper provides an introduction to the topic of establishing municipal utilities in Germany. The findings were identified on the basis of the comprehensive screening of all newly established municipal utilities in Germany. Our analysis provides information about regional concentration, the size of municipalities, the legal forms of the newly founded municipal public utilities and the role of strategic partnerships. The key findings are that remunicipalisation is not a question of size and that knowledge gaps may be closed by entering into close strategic partnerships.

    Description: Germany's waste management system is one of the world's most advanced - its primary objective is to dispose of waste in a way that is safe for both people and the environ- ment. However, only about 14 per cent of the raw materials used in industry are derived from recycling processes; the remainder are still sourced from primary materials. The circular economy is not yet being implemented on a large enough scale. Recyclates or recycled materials, i.e. secondary raw materials recovered from waste, are being fed back into production and usage processes at volumes that are far below what is possible. If this system were to be improved, loss of value, dependence on volatile commodity markets, lower resource productivity, and externalities in the form of environmental pollution could be avoided. A drive towards digitalisation in industry and the waste management sector could make this happen. A study by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) indicates that no other lead market in the environmental sector stands to benefit from digitalisation more than the circular economy - and that, at the same time, no sector has ever been so poorly positioned.

    Description: This paper presents a new household-level methodology for transition towards sustainability. The methodology includes measuring the resource use of households on a micro level, testing relevant measures towards a one-planet resource use, and developing mainstreaming options in co-operation with households and providers of services, products, and infrastructures. We use the MIPS (Material Input Per unit of Service) method to calculate the use of natural resources and concentrate on the material footprint as an aggregated indicator for the overall use of material resources. With HST (Household-level Sustainability Transition) methodology, we extend the material footprint methodology from just measuring household resource use to developing visions, conducting experiments, as well as learning and upscaling, all of which contribute to the whole Transition-Enabling Cycle. Results from the first application of the HST methodology on five households in Jyväskylä, Finland, show that it is possible to achieve a significantly more sustainable level of consumption by a relatively few changes in everyday living. Achieving a one-planet use of material resources, however, also requires systemic changes.

    Description: The electric utility sector in Australia, Germany and the U.S. are all going through major changes driven by declining sales, increasing use of distributed energy sources and policy responses to global climate change. This paper discusses efforts in each of these countries to reform their electric industries, address climate change and promote energy efficiency. Going forward, we see a role for government, utilities and private market energy efficiency efforts in all three countries, although the emphasis will vary by country and will evolve over time. Where all three parties can work together with a common vision, reform efforts are likely to be more successful and more sustained. In all three countries the future is uncertain. In the face of this uncertainty, energy efficiency supporters need to keep abreast of these changes, and find more flexible and nimble policy strategies for energy efficiency to prosper, as the future is likely to unfold in unexpected ways.

    Description: Eine Kosten-Nutzen-Analyse ist ein bewährtes Mittel, um die Rentabilität einer Energieeffizienzmaßnahme zu bewerten: Die Investitionskosten werden mit den eingesparten Energiekosten verglichen. Investitionsentscheidungen für Energieeffizienzmaßnahmen erfolgen allerdings häufig nicht nach einer reinen Erwägung der direkten Kosten und Nutzen. Gründe hierfür sind unter anderem "versteckte" Kosten und Risiken (z. B. Kosten für die Beschaffung von Informationen, Unsicherheiten über zukünftige Energiepreise und Einsparungen), aber auch nicht-monetäre Hemmnisse, die bei Entscheidungen eine Rolle spielen (z. B. beschränkte Rationalität, Präferenzen, Zeitverfügbarkeit). Vor diesem Hintergrund verfolgt der Bericht das Ziel, ein besseres Verständnis der Kosten-Nutzen-Erwägungen von Investoren und deren Entscheidungswirklichkeit zu erlangen. Die Untersuchung zeigt, dass Energieeffizienzdienstleistungen (EEDL) generell die versteckten Kosten - Transaktionskosten - reduzieren können. Das setzt aber voraus, dass EEDL sachgerecht durchgeführt werden. Transaktionskosten werden allerdings im Zusammenhang mit Energieeffizienzmaßnahmen von den Akteuren kaum wahrgenommen und entsprechend nicht quantifiziert. Des Weiteren zeigt sich, dass insbesondere bei Unternehmen die EEDL-Kosten für bestimmte Maßnahmen hoch sein können. Doch werden gerade in diesen Fällen die Transaktionskosten reduziert. Grundsätzlich erscheinen kostenaufwendigere EEDL, wie umfassendere Vor-Ort-Beratungen, im Gegensatz zu den preiswerteren Vor-Ort-Checks besser geeignet, um Transaktionskosten zu reduzieren.
